unelected role making organization it's accountable to know him and I would like you guys to stand up for the resident's rights and litigate this if necessary obviously just my individual opinion there's probably some other socialists here you goad and the community that like it but are you going to find no I mean on a Ser on a serious note though was there any discussion at like League of municipalities or anybody uh as far as this ordinance goes or there there was no of of on the legal challenge now there was challenged to some of the really broad-based ill informed to uh there were earlier deadlines in place and there was back and forth primarily through Municipal Engineers who have to to play a role in implement men in it and and municipal government where where they a lot of these things are written without a lot of uh understanding of our County couny south of here and limited resources and abundant trees so but but there there was a lot of resistance objection and input but now there and none of the uh associations that we or the government's attorneys uh group down was there actual funded discussed or voted on uh legal action one problem is that they're tying our storm war department to it which if they revoke that there'll be no building of anything anywhere in this Township yeah and this is round two years ago and Jason I'm sure you know this there were similar things on the books tree ordinances and tree funds and all that and they were they were stricken by the courts that's why came in in another Direction which is as as uh storm water management that the the underlying gist of the whole Foundation is that the trees play a role in protecting our drinking and that's that's how they I understand what they're saying is they don't have but that's the theory right that's the distinction uh that they believe makes it legal yeah I mean and we we are months behind the deadline for this was May the only reason we're still at this point and not being fined is because the committee here reviewed it and had a lot of great questions that we ran back and forth with dialogue with BB and with CME involved but then the final word was it no just pass the ordinance and go through there you have no discretion yes we're we're being required to enact this B so you do have you defend do something about this don't it well well I mean honestly you know I can't because the D is an unelected body you know I mean there's not legislation that's requiring this ordinance to be passed they're they're extorting municipalities through the the storm water permit so well and Jason I can say I was I was to F and I mean we did make a few changes that we because but most of them were shot down to better suit our no I mean listen I'm sympathetic to the position that you're put in I mean as Schoolboard President we were put in positions during Co with mandates from the state you know and told that we either do this or else you know which is an unfortunate position for an elected official to be in uh because you think that you're elected for a purpose and when somebody comes and tells you that uh you have no choice although they're asking bring up one directly pertains to uh the uh resolution or ordinance forthcoming for Dutch Mill Road resurfacing of the remaining portion of Dutch Mill Road that's where I live and that section there's about a 300t section right in front of my house into the side that floods all the time time and there's about 6 in of water there it's been in existence for years since South Jersey Gas repaved the road put a high Crown in that roadway we' never had that problem before and back in the late 80s early 90s South Jersey Gas created that problem uh but it's been existing and every time we get severe rainstorms uh and it lays there for years because I have there is 13 1/2 ft of clay under the uh under the ground uh that's how far I had to go down with my septic system not far from the roadway what's your house uh 3312 Dutch Mill I'm sorry that's okay I just want to Mar the doubt he's probably 200 th from where there the new road stops and the old roads head right no I have a meeting with C on Thursday I am everybody knows like this is what I've been talking I'm exactly we we had had about be part side world that's so okay we are aware of the situation I'm exactly 3550 ft east of Union Aben good I'm so yeah between where the the the new pay ended yes the only way I can see to to take care of this because you can't put drainage on either side because there gas lines on both sides uh is to Mill the roadway down and get rid of that high crown that that's the only way I can see uh uh taking care of that will water still stay there because there was water there before is GRA yeah there was water there before but this is how it exists now I give you these I it's halfway up to the door of my house that's that's how far it goes out oh this stuff here yeah this is G giv a little you back no no I'm good um that's what I'm worried about and and I was I almost bought a rowboat with a mannequin and a fishing pole so I could put out my front yard uh and even in my driveway it comes up my driveway about 30t um Justin Bo bber Justin bber uh that's where the majority of the water lies I mean he's kind of fed up with it too somebody bought the prop well had a contract I guess uh or to purchase a property some time ago uh and they were going to subdivide it and build houses and I came in and said well your house is going to have to sit back A Wass cuz I don't know if that's going to be proclaimed a uh a Wetlands or not uh because it at times it's bad and it lays there for days and days and days and sometimes weeks because of the the clay under the under the ground I always want to you can always see the W like I was see the water 3 days thereat I see the water two days there like I go out tempor and thing back just to get that water off I I don't know how it could be done other than put a drain but the drain would have to be on the property and away from the roadway Edge because of that big high pressure line that South Jersey cast has on the south side of the roadway that crossers that go up and down it go it goes up and down it crosses at some point almost a Piney h uh but it's on the South Line yeah the high transmission line the other one the other's a farm line on the North side yes uh but uh the elevation changes and it drains in a Northerly Direction uh into the woods across the street uh there's about a maybe 2 and 1/2t uh elevation change from my property to the woods across the street um the other issue I wanted to bring up is the uh the problem with dirt bikes and and uh quads riding up and down dutchmill Road some at high rates of speed it's it's it's terrible it's going to get worse in the summer it's been bad on the weekends and uh it wasn't that much of an issue to me well it was years ago when I was a police officer because I would put the police car out there and stopped them with every short of uh grabbing some of them uh we did a sting operation in Monroe where we went into the pits and uh uh roused a bunch of them out and we had State Police uh and and my guys out there and we captured uh quite a number of them where are they call are they com from the prince well they're they're coming from locations down down dutchmill Road there are a couple locations where I suspect where they coming coming from I followed one on my dirt bike or two of them on my dirt bike but they took off into the woods uh I couldn't follow them any farther to find out where they live um but they are going into the pits in in Monroe off Jackson Road that's where they go um there's an issue with stopping them this weekend a lot of on yeah this weekend they've come by as late as 11:00 at night with no lights for call it it's it's crazy it's nuts the what brought it to a light was my wife was out getting the mail this last summer and and they came by and actually went over to scare her she fell down and hurt her hip right off the roadway I called 911 on my cell phone and I get Hamilton Atlanta County 911 I can't get Gloucester County on that far end of the township it goes to Atlanta County for some reason the cell phones we approved on the planning board uh a number of years back a tower to be built off Piney Hollow Road that never got built uh that was going to address some of those issues uh as well as n the 911 and some other cell phone issues that was with the county yes yes can you give me a call tomorrow because the hington should have done a 911 enac form and should have switched it to your well they switched me to Gloucester County no but they should have done a 911 enac form and it would have automatically rerouted the next time you call 911 it should once it goes wrong okay all they have to do is file something with the state they would fix it give me a call tomorrow okay thank you thank you CU you know it's just been an aggravation because on the weekends like I said it's it's not every day but it's even some of the weekdays Wednesdays Thursdays I'm not sure where they're coming from there's one kid on a dirt bike that goes down the road on his back wheel okay and wait for him to crash uh two years ago I was riding my legal dirt bike down the road and two of two quads went by by me uh I think they lived in Bluebell acres and uh cut in front of me and almost ran me into a utility pole so it it it's just an ongoing issue the the problem is you can't really chase them that you know I know from being in law enforcement we got blasted for that so what do you do we did that sting operation that got a lot of M look into this so we are aware of it we we do aware of both of member coming from uh is a resident and we have SP to the parents and during they just don't seeing me care what can you do R Street you have to catch them first but probably this that we're not going to do like you said we're not going to go chase right there's too much liability for down be chasing these you know them down the road one even though all for um D get up a half so that then you know we're all getting sued right um so I personally go out this residence um sometime this week and try and talk to the people and see PR God yeah know I'm sure they're coming from other places as well but there is one house where we have targeted uh where that AR com from they we had this problem in Monroe good and the problem is you talk to the parents and they say Well they're riding in the woods okay so I'd say well you know the woods belong to somebody they don't just belong to No One woods but they that's their attitude oh they're they're the woods anyway this the Third thir issue I'd like to bring up has to do with signing now I worked uh 31 years in law enforcement uh 10 years doing civil litigation for law firms and basically traffic crashes and I worked 10 almost 10 years with the New Jersey Department of Transportation and traffic engineering section I was a traffic investigator and I investigated signing issues on state highways for the most part and some other roadways that do had jurisdiction to uh we followed very strictly the mutcd which is the manual on for Traffic Control devices which is like the Bible for traffic uh safety in the state of New Jersey pretty much all the states have adopted it from the federal government um they working with DOT I'd go into a lot of municipalities and see improper signing and it's it's terrible you try and tell them about it and oh well the sign's been there for 800 years so you know it whatever um Franklin Township has a couple of issues one in particular that if a crash happens at this particular intersection you're going to get sued I know you're going to get sued I work civil I worked in law enforcement I work at the do I know you're going to get sued for Millions uh that has to do with Lake Avenue and Union with that curve where a number of years ago oh gosh probably 30 years ago or so some kids were killed uh unfortunately and one was a neighbor of mine uh she died her father was a vent police officer a Victor Victoria Lake extension tree yeah they hit a tree there it was really unfortunate uh but somebody put up a sign saying dangerous curve you don't use that sign that sign is not authorized in the mtcd you're going to get sued you have to use a turn sign which is a sign with an arrow to the right as you approach or arrow to the left approaching the other way not a curve sign because anything with uh advisory speeds of 30 mph or less at which that is when I ball banked it uh one time it's a 20 it should be a 20 mph advisory speed there uh the sign on the other side on the on the east side is about 300 ft that's improper the sign should be 175 ft from from that curve and they should be turn signs with 20 monary advisories check with the engineer uh on that I'm sure they'll agree and there are some other issues too as well uh I just wanted to point that out the township because doing like I said civil litigation in the past that's an issue and I want to see Frankl the township avoid something like that that's my concern thank you very much thank you yes um wash wood get point to any or what this uh in sprakes and whatever the Cs Mot CL can't they just compensate then and now have to wor about they can they take the court cuz they're going to lose if they takeing the court cuz of ju you got to catch you got to catch them first you got to catch them first and you can't chase them what Happ they chase them the chief said they they can chase them they can't chase chase against the L they can't chase no not anymore in violation I can't chase them creates too much me if I if I was creates much danger toley I know now in now well it seems to me there there has to be something and done like he was saying I mean they run out of this wife already CL her injuries oh take the Paras cour then they're responsible for these kids can you prove and that not no that's the problem then a that easy it's not that easy stay Woods woods they they they ride away in the woods and
