we got seven people now we are recording 53 just jump right into guys okay um I will yeah I'll start off on the runway project so we are still waiting for confirmation on the local share for the 18b survey um I know Jim I think you and iselt have reached out to the City previously we were waiting we're just waiting for further guidance from you all on that um we estimate that the 18b survey is going to be approximately $90,000 to complete so that has an estimated local share of $4500 that's the airport survey that's the airport 18d survey so we that needs to be submitted as a standalone Grant application um which the Grant application deadline is May 1st so do you when do you anticipate being able to get some resolution on that I mean there's really unfortunately she was going to check I thought on it but I don't know I didn't can't to anything I'm I'm happy to follow up with both of you tomorrow um and an email requesting further guidance on that she did uh she was taking her file from the hospital yeah that to us hope he's going to be all right but if it's all right with you what I will do is I'll follow up with both of you tomorrow um just to keep that ball rolling that two meetings this month for the council so they can appropriate it if it he can put together that way and and like I said unfortunately we can't group that in with another project like the ongoing Runway project needs to be a standalone Grant the grant needs to be submitted um by the end of this month by May 1st so we need some resolution on that within the next like week or so if possible um and I'll follow with you guys on that tomorrow okay uh the electrical contractor Cullen is to return uh to make any final installations this spring uh the work has not been scheduled because some of the equipment is still on backboard we're keeping tabs on that and as soon as that stuff comes in we'll be out here at ASAP to get that up and running one of the the meter marks wasn't even going to be in until June we'll keep we're just going to keep bugging them and just we can get an update we'll let you guys know get we can um obviously the punch list items the the grass growth the final stabilization that is uh the pavement markings the relocation of perimeter fence that's all coming up this spring as well um a draft change order is being prepared for agency review the change order includes the relocation of the perimeter fence and the procurement of those spare parts for the airport's new electrical system um so nothing really new to add there but the one the one big piece and this is kind of unfortunate that you don't have a quorum this evening is Owen Silva at Mass doot had reached out to us uh yesterday and discussed with Nick and Andrew the possibility of using asmp funds to fund the Reconstruction of your apron um what he's trying to do is include all that work at 100% State uh share so there's no there you no local share for it worst case scenario um if he's unable to get that funded at 100% the discussion that was held yesterday with mot is that they would use the under runs from the local share which if you go to the the second page to fund whatever that portion of uh the construction would be to the airport and so what I mean by that is the runway project you can see the total Grant amount you can see total cost to date and then there's total cost through completion which is what we're estimating okay so the city's local share you that was appropriated for the runway project was 134,00 we anticipate there being approximately $5,000 remaining after everything is done with the runway project so in the off chance that owens's unable to fund the apron at 100% the thought was those underruns from the runway project could be allocated towards the apron okay um which is obviously a huge win for the airport I mean if you can get your run reconstructed for 5,000 that's a you know that's that's a pretty significant leveraging of State funds if they can do it at 100% well that's that's just ready for the airport and that's obviously what Owen's working to to see if he can do that 100% that would be our preference because then there's really no gymnastics for the airport to run through as far as it's local share right so I just want to put that on you know on everyone's radar um I was hoping tonight that I'd be able to get a vote from the commission if not to use the unallocated funds obviously that can't happen at this point I will uh if we have to we can res res meeting okay so let's let's do this I will I will follow up with um I will see what this status is and see if he can give us an update as to whether or not it's going to be 100% if it is no reason for a special meeting if for some reason it's not going to be funded at 100% then yeah if we could reconvene get a quorum have a discussion and make a vote on that that would be helpful okay so I think that's a great a great plan moving forward um that's really all I have on the runway project uh I know Alan Beckner who was here had the issue with um you know the the suff system behind his hanger that's still on the contractor's radar they're just waiting until they get out here to do everything at once and then they'll right they looked at it and I took them down and showed them around show them the whole thing y but they didn't meet with Mr Beckman though and I think that I didn't know they were here I came down I Happ I what' they say when you guys went out there you really didn't say much but um I've got to look around I think I've got a plan where that's located because the debox wasn't where I thought it was it was right next to the road and then I'm not sure which way the pipes run it's going to have to he wants to be private any know when when they start parking turkey on it so okay um so that's all I really have on the runway project uh like I said kind of good news with the apron keep your fingers crossed with 100% share that would be just phenomenal to finish that off right there and put that out of your one thing we got change Andy pointed it out that the tis used to be backed over so the tail of the plane would go over the grass mhm and they face South and somewhere around around I don't know I forget how that changed but something happened and it maybe just the way he's Ty it down yeah not supposed to leave out here no it's all right well he's got his truck out here too all right I'll turn it over to Jackie for the master plan there's no questions on that sure thanks um so really uh not a whole lot of an update uh since the last meeting I know I had discussed with the commission that FAA and S had provided comments on chapters 1 before um if you recall the uh two major comments that came from fa number one was related to the critical aircraft that we discussed last time um and that the uh opinion of the FAA was that there is not sufficient evidence to support um deviating from an A1 small aircraft um the other piece and I know I've talked with you a little bit about this gym was um with the forecasted grow rate um they wanted to see more information um for the fuel data because that was really the driving Factor behind um that forecasted growth rate was showing that there was you know growth with within the fuel sales and whatnot so Isabelle was extremely helpful Jim I know you were extremely helpful pulling together uh that information from the fuel company unfortunately um and you'll see I provided a copy of um chapter 4 that has all the markups in um there there just really isn't there there isn't really enough evidence to show a growth rate at this time there's not enough to present to the FAA to say that you know there should be X percentage per year so you know really at the direction of the FAA we have revised and forecast to show that the airport is anticipated to remain right around that I think it's 4610 operations as the faas um terminal area forecast per year so um again I don't really think that that will have much of an impact on the airport overall you really only see impacts uh from operations when you start to get into the hundreds of thousands or you're trying to justify a parallel taxi we which you already have things like that you know anything that would the operations really impact you the airport already has um so you'll see the redline version here that I wanted to provide I was hoping um I was hoping for a vote from the commission to um you know allow Gail to basically request formal approval from the fa they've already seen the markups um but I I said let's hold off on any sort of formal approvals I want to make sure that Chriss you know is is in agreement um and you know was authorizing us to make that submission uh formally in request that approval so um we may just have to do that next time or if a special meeting is called for the purposes of the apron maybe I can just kind of tag along and um go over everything with the Commissioners and and do that that time but I don't think at this point I don't think we're really being held up too much from doing the work in the background um I mean it'd be nice to start getting a little bit more into um discussing your project Alternatives and whatnot but I a month of time I don't think it's going to make really a whole world of difference as far as you know going through the process so you'll see also um the other item that I provided you with and this is just for really preliminary internal purposes there is a copy of preliminary chapter 5 the text um just so you can kind of see what we've been working on uh start digesting the information and then the next meeting if we can have um you know a bigger discussion surrounding um surrounding chapter 5 but we really can't put that document out to the public until we have that formal approval from the FAA on the forecast um so really kind of I think on hold at this point in time um the one thing that is missing that you'll see from chapter 5 is um obstruction information related to the approaches unfortunately me uh the way that the project was scopt um we didn't scope for you know we well really because we were so limited on funds this project um there just wasn't funding available for uh full aeronautical survey the airport so we're trying to work with previous obstruction information that we had on hand but there really just is not a lot to work with so for the purposes of actually making um meaningful recommendation I really do think that the airport should at some point pursue an obstruction survey of the airport just to see what is out there but I would like to have a discussion with the FAA and a you know representation maybe Jim and Isabelle or what other member of the commission and if that's something you'd be interested in um just to really nail down what um what approach surfaces do does the the FAA expect the airport to clear and just really get that clarify before you move into you know surveying anything like that is that that will invol the so I so that that's a separate uh the beacons are separate we did submit and I I should have put this in the update so I apologize but we did submit um airspace cases for all three deacons um just so that FAA can make a determination as to what needs to happen with those do they do they need to remain in place be fixed do they need to come down what you know really that's for FAA to make that call I reached out to as you may recall um Sam Smitty's engineer for um New England region for Massachusetts and she has suggested really those need to be submitted through um oeaa which is the fa line of business that reviews airspace um penetrations and things like that so those have been submitted we'll have to wait on a response to kind of get an idea and the we we have fortunately um because that was a project that was completed by Gil we had the as built plans from all of um those beacons so we were able to just use those as built plans we uploaded um you know copy of the plan with the location and the elevations and everything in there and we requested a determination from FAA so um typically the review period is supposed to be5 days supposed to be takes it takes take a while it can take a long time to get their responses on years but but at least we know what needs to happen as far as getting the ball rolling to get the answer and the airport is doing everything within its power to get that answer so until you have the response from FAA there's really not a whole lot that you can do the thing that I was yeah the only move I was going to make when the weather was good was get the electrician and put it on thinkbook and say here yes that that's that's well yeah that's one thing you know that the information that we I mean we we know with one of with yeah um I mean we probably get Tu running fairly easily but yeah I and I think again when we start having these discussions with the FAA and mot for the purposes of your uh chapter five facility requirements you have here um I think that'll be extremely helpful because they'll be able to help us really flesh out a lot of those answers I mean I think we have most of the information we need but some of these little intricacies um they'll really be able to help us out yeah that's that's where I don't know fores so yeah yep and and we're we're getting there I can't expect anybody to do it for nothing right right so so I think but I think you know waiting and getting that response from FAA I mean you're doing everything you can at this point you've notified them of the issue they are aware of it they've given you guidance as to what needs to be done submit those cases through oea which has been done so um you know I think unfortunately it's just a it's a waiting game and see what they say on on you know in responding to that so um really the other you know following the completion of chapter five we can move into developing or Alternatives and taking a look at the things we talked about last meetings you know um n non- aeronautical use areas obviously your administration building where can that go where can hangers go where can a snow removal equipment building go um you know where what would what would full perimeter fencing potentially look like at the airport things like that um and I think it would also be helpful to have FAA and massot involved in developing those Alternatives so maybe a special um you know meeting with with representation you know Jim and and probably Isabelle and another commissioner um potentially just to kind of get their feedback and input on the Alternatives before we go too far down the road and then they say wait this isn't something that you know makes sense it's It's always important to include them and just get feedback from everyone as we go along okay I think that the uh um yeah it's just trying to get a timeline on everything that I you know and start getting things down on paper so we can yeah unfortunately yeah I was hoping to get I was hoping for the vote on the forecast tonight because that would really allow us to move things forward but until we get that forecast approval we can't really technically put anything else out there for public review but I wanted to at least like I said give a preliminary copy of chapter 5 just for the commission's information because there's a lot in chapter 5 that isn't necessarily dependent upon the forecast just because there are conditions of facilities that need to be addressed and things that really aren't capacity issues um that that you're facing too so I would say maybe over the next month just take a look at chapter 5 see what's in there see if there are any questions anything that stands out to you that we might be able to go back back and you know and address um next time okay but unfortunately you know until the forecast is approved we really are we're we are on hold sadly um but that's really um that that's all I have on the master plan unless you have any questions comments you got my concerns thing on the town yes yes I updated that as well yep yep I got that that was the only thing I saw a couple of times I forgot about it before the first time yeah yeah no that's okay that's that's easy stuff so that's already been changed so that's all set um and then I don't have anything else other um I don't have anything on the wildlife Hazard um site visit it's you know the Grant application has been submitted and we're just on hold until that gets um presumably that M already I think too on the wild is isn't that the one that got through last month yes that's already been voted on and um and the the is done for that the local shares the 26968 so yeah so was taken care of yep so that should be that should be all set and um you know once the funding comes through we can get that project kicked off and hopefully move through it pretty quickly and get you some answers on what's going on with the wildlife here my modeling okay um do you have any questions about it any I really don't because I I can't so should we wait for you to get a decision before we have another meeting we we holding you up if we don't have Mee no I I would say I would say if you if if you're able I think for chapter 4 it's not going to make that much difference it's the one that he's got for yeah I'm going to work I'll work pretty quickly I'll work with Owen um I think it's I don't want I don't want to I don't want to be presumptuous but I think it's kind of he safe to assume that if there was a whole commission here you would see the value of spending of using those under owns for the runway project to fund the Reconstruction of the apron it seems like a no-brainer but obviously you know that needs a formal vote so let me let me work with Owen in the background if we get the answer that we need and it's 100% which is what I'm keeping my fingers crossed for I'll let Jackie coordinate with you on a special meting [Music] the only other thing that I saw that and I didn't even think of it till I was out pulled my plane out and it was walking there's some cracks in the ramp that were done what 10 years ago no the ramps down by the hangers the new hangers around yeah not the new hanger the the the ones right here the te hangers gotcha um they did the they dug it all out replaced all the ramps I remember I was going for month I think it was and they um needed to I know I got some cracks that are opened up quite quite a bit I didn't know that is that um if you actually if you look at uh 5-10 page 5-10 in chapter 5 that would be one thing I you do have um some pavement conditions in there is that for hangers forn five you're talking about yeah yep so not actually the ramp in front of them but it's the ramp going to them yeah thex taxi area y okay and what was the other thing I read in that email too they were talking about the alternative fuel Farm I don't I don't know I think that right now everything I've read said that it doesn't have to be separate that the one that the gamy fuel will mix with the letter Fuel and be fine and you're talking about the email that was sent out I don't know if this was any yeah I don't know if it was the one that was today or that I got today they were talking something about it and uh if it was the 94 octane uh sustainable fluid uh fuel stuff that has to be separate cuz it doesn't mix with the uh the radio of fuel I don't believe that's only 94 I think there is one that is 100 but it's they having all kinds of problems what I'm seeing so is this the one that was talking about the um notice of discretionary funding opportunity uh the application period is now open uh for approximately 269 million fiscal um year 2023 competitive supplemental discretionary grants it was the yeah is part of the supplemental it's a second paragraph down on the second part of that cuz there was one from Julie and then it was another one from David cushion David cushion second paragraph highlighted edible development projects Nation climate change Grant authorities emissions Supply using grants for zero emission vehicles and and all that sort of stuff and somewhere I did mention something oh the first paragraph uh accepting applications development of resilient Airfield infrastructure improvements at primary airports yeah that um requiring airport handling and distribution ofation FS at primary right we have primary no that's what I was going to say cuz they were talking about that it they get very com with things that they talk about okay um other than that yeah I want to read through the chapter five yeah and again this is just preliminary internal chapter I just wanted you to see that we have been working in the background to get this information together even though we don't you know it's we don't have that formal approval but we've still been working to keep things moving along so when we get to that point we can just move on it okay okay that's on wildli um other than the fact that what Isabelle had was the U the seconds and stuff out of that she wasn't she looking into a grand for new heater yeah they were trying to get the allocation for that it was something 28,000 and duck work and stuff I don't know where that seems I know she met with the public welfare committee talk about I think don't else not sure thing didn't we do a obstruction survey not too long ago I don't remember seeing one the only thing i' I remember when candy showed me how to operate the uh get the Angles and all that sort of stuff and then they did something down a bunch of trees we had the trees REM in the stor and I thought there was something to the South wow I I know I know what it was they wanted to put up the tow or something there was a behind salad they wanted to put a tower 150 ft radio tower and salad's property and I don't know if that stop completely or whatever we have fixed that phone problem here but there was another one over I think that was one of the first okay yeah to my knowledge there has not been an obstruction survey of the approaches that the airport would be I don't know how far is R it sticks up quite high tree tower Tower good at any rate um I think that's basically all we just okay I'll Circle back to you tomorrow on those couple items and yeah and we can we can either you know if you'd like to have a special meeting to do the forecast approval we can do that or we can wait till next
