okay meeting uh regard Board of Health for Monday June 17th 2024 is called to order um first item on the agenda is sign off of the minutes of the April 22nd meeting which we had made some changes to and um we agreed I I didn't read them on the email we don't have them available to sign now so um we can put that off the Linux meeting be here next time to sign them too did you get a chance to read those on the email do you remember April 22 no I just read these sitting here um 20th we okay so part of the first item also is to approve the minutes of the last meeting May 20th meeting um any questions or comments on those minutes a lot of information find anything that seemed yeah iction yeah just everything seemed pretty accurate I don't want to very good so do we have a a motion then to accept those a motion to accept the May 20th four minutes okay I'll second that all in favor I okay so minutes from the May 20th meeting are [Music] approved um do we have a copy of those for [Music] Signature um one of those copies can be if you want to do or she actually include an extra copy as well yeah just actually put okay so um did you would you prefer to just put off the April one to the next meeting okay um next item is Health Department updates and we have several items there that seem to be mostly old business I guess so do you want to just go through those one at a time like yeah just kind of updates on the different departments um I'll just go down the list uh for Veronica for the prevention coordinator and she did a pre-prom event at Garder High School um did the message games at Oakmont with a student Le event focused on student athlete mental health and suicide prevention uh drug story theater performance at the gardener Academy substance use prevention and education um she has gcat chat with Hayfield Wayfield Commons coming up uh we're also working on finalizing the plans for the national night out events to be held on August 8th um so instead of pizza as we've done last year's um the senior center is going to be doing burgers and hot dogs and stuff like that uh there's going to be company that came and did in events earlier this year giving out free haircuts to any kids who want free haircuts so that seemed to go off pretty well and the trackless train and then she's also planning for some more fall events uh domestic violence vigil um a 10year anniversary events a prevention conference and project Redemption at Alysa place and ripple effect centers next is the landville transfer station and solid waste um so I just finished up a our annual Grant application for the recycling dividends program uh they changed the criteria a little bit so uh that amount might drop from what it has been previously by a few th000 uh but this year I'm going to be working on qualifying for the new categories so there's some newer categories like um be category where we can put out more information in multiple languages uh we can have like reduced fees for the transfer station if somebody's having a hardship or elderly um we can either do like a free or reduced Transportation pass um another thing we're going to work on is trying to coordinate with neighboring H towns to do more household haard waste collection days um right now we do two if we can do more than that in conjunction with other towns we'll we qualify for more points um we also want to increase enforcement on curbside recycling uh just because we do still get uh a lot of issues with things going over recycling B should be in there and then Harvey either leaving it on the street or taking it they need to be making sure there's always left and not collected so we're working on that um and then I also finished up a Grant application to start a swap shop at the transfer station uh so we'll need to if we do get that Grant we need to work up some some guidelines and procedures for that but it's up to $6,000 for uh container or a shed for any items that might still be of use to someone else but we defin want to be collecting junk in there so we going have to put something in place to make sure that happens if we get the grant which hopefully we will um at the landfill um we were starting this year we were required to test at a lower detectable liit for uh it's called 14 dioxan so we did our first test with the new lower limits in April and the test results came back as exceeding the new lower limits uh so we just did a resampling last week and we'll see what those results look like and send those off to D and coordinate from them as far as if and what we would need to do for those results what would be the causes of of P um I don't really know it's it's a like a volatile organic chemical so it could just be leaching out of of everything that's in the transfer station I'm not really sure what the source would be 14 dioxine 14 dioxine so um they must have some way um yeah or it's just um it is something that I think occurs pretty commonly it's pretty commonly contaminant so type of organic compounds lower level of it okay so we will basically send the results to D and then so what happens if we're still over I actually don't know that either I've been in contact with Cc or environmental Consultants um and it could be something that's um not an issue that we don't need to do anything or could be something where there have to be civil mediation um we're just kind of waiting to go through the steps from having an over overage on the initial test to sampling now and then we'll go from there based on the the resampling results um so we'll we'll keep working with them and I'm still I just got the scope of work for the erosion repairs that are needed on the landfill as well so now that I have that I'm going to start U calling contractors and getting quotes for for all that to be done hopefully in the fall for the transfer station itself um I've been looking at prices of neighboring transfer stations and other recycling centers and we may want to look at the current fees that we charge for everything um so what I can do is I can put together a list for the next meeting as far as we're charging now what some of the surrounding towns are doing and some of the the costs that come with that put that together in a packet for for the board to cats um that's pretty much all I have for landfill and solid waste um for housing and Nuance inspections uh we've gotten about 25 new crash and trash trash property complaints since the last meeting um and now about a total of 30 open cases um so that's to be expected this time of year and um that many it seems like a lot it is a lot so this I don't know how this compares to last year but we're we're keeping track of everything opening can have those numbers and um it's still kind of the beginning of the year so a lot of people are are getting on top of it once once they get something from us so we are getting a lot of those closed outs um since the last meeting we've done about 10 new housing complaints for the sanary housing code and we have about 20 cases open that um the last thing I wanted to mention for housing is that we did do a routine inspection at the Super Eight Motel today um and everything looked pretty good they they have a copy of the inspection that the state also recently did so they are working on any issues and it like like the control is going to kind of go from the hotel owner to more of mock who's in charge of the facility starting July 1st um so they'll be able to do a lot more of the repairs and any kind of we didn't see anything major today when we were looking just things like torn screens and um some Milo around the windows things like that so we'll be keeping continuing to work with them and looking at any P control reports any kind of reports they have for us on that but it seems to be going fairly well over there managing it pretty [Music] well so next up is food um there was a Relay for Life on June 8th there were six food vendors the farm Market started on Saturday um I think there were only six food venders who needed a license if you're doing like unfiltered honey or eggs or un produce you don't need anything for us for that um so Angela went and inspected those we have the food truck festival coming up on July 13th I think we have 13 trucks lined up for that right now uh and that's all being coordinated by Mark bant of wo trucks um so he runs a licensed food establishment that almost all those trucks are using as their compensatory kitchen so it's nice to have them all coming from the same place and know all the requirements and everything else what's the DAT again I had July 13 we had two unrelated fruit born illness complaints um they were both due to uh campy Lor but they were different establishments different people different foods uh we did inspections and investigations at any of the restaurants they listed as having ate in town um and didn't find anything out of compliance um temperatures were good food was labeled dated we didn't see any issues there so um nothing to tie the two cases together seems like are we going on a few months now or we getting two or three complaints a month or it has been that way so I mean I don't remember in the past us getting that many complaints you know but it it could be something from um like the state as far as how things are getting put into the maven system and that they're actually trying to use it now I'm signed up for Maven so they're able to send me on the case information and it could just be that things are getting communicated a little bit better as far as um some of those cases still quite a while from when they test positive till we get notified about it which makes it really difficult to track anything down in our restaurants right it's definitely like documented salmonella or something like that it's not just somebody had a viral plug and they thought it was something they ate I these were both documented positive tests for cul back and they were completely unrelated parties different different everything so it's kind of unusual and it was the same thing before right when we had a couple they were unrelated so there's no common theme tying these various months complaints together as far as location or type of food or anything like that nothing nothing really everything has been either a different establishment or a different food or different on period um and last month it was more norovirus cases which was also unusual because a lot of times that doesn't actually get a test done um they just assume that's what it is and treat for it so um yeah it is kind of curious why why it's going about this way we have to keep an eye on it I guess we yeah we are and Eddie is kind of up to full speed and he's out doing doing full inspections on his gnome now so good those were good training opportunities for him um so he and Angela combined for uh 29 inspections since the last Board of Health meeting last week we did have uh quite a few different emergencies and shutdowns um so we had one accidental fire suppression system discharge we had um an exterior fire caused by a cigarettes that ended up impacting U restaurants bathrooms and we had one restaurant doing renovations without any protection for the food or the food area or building permits um we had inter there and then we had one establishment where U when we did our routine inspection we found their Refrigeration equipment was not holding temperature and we had to get them to throw out quite a bit of products so that was it was a busy week on the food front um but it's all been it's all been taken care of so Edie is getting kind of baptized with all kinds of issues right off the bat so it's it's kind of a good thing um see just a couple more things um so the Massachusetts Department of Public Health started launching last year um performance standards for public health for all employees and that's kind of linked to a larger Grant so we're working to make sure we're as compliant as we can be with the new standards and doing any kind of online trainings or anything that we need to get up to speed on that so there's now a a course for food and there's a state course for housing that they'll want inspectors to be taking a like a study course online and then there's an inperson uh aspect where they'll go do like lock inspections with somebody from the office of local and Regional Health from the state to make sure everyone's being more consistent across the board throughout the state because that's been a long ongoing issue of just in Inc continuity between different Health departments and different Health agents all kind of doing their own thing so that's also another good thing we are trying to stay ahead of um and then the last thing I had on my list was there's a proposed city ordinance Amendment for the formation of an agricultural commission um so I didn't write a letter in support of that uh but just made note that there needs to be really good communication between that commission and Health departments uh because they would be overseeing the farmers markets and if any other agricultural noise ERS issues come up that we want to be uh making sure we're working together on that did did I miss was there anything on that title five certification what was that oh I yeah I did pass um my soil evaluator class oh so I have that congratulations thank you and then I did have one other not on Title Five which would be that the 400 Matthew streets um it was the variance that we extended in January right um there he's coming up expiring as of July 1st but I did go do a bed bottom inspection he has most of the system components in um so he's pretty close to being in compliance with that and then shouldn't need another extension so she should have a working septic system here in the next couple weeks couple weeks so when was the expiration of that uh July 1st so he's cutting it right to the cutting it very close but we have the the sand and uh all the piping in I think he just needs to dig a trench to conect the last tank to the system so that should be any day now doing that and then he'll just need to um cover it up have the engineer covering inspect and then I'll come do my last inspection and we'll be able to sign off on that so hopefully we can get it done before before that date comes I've been keeping a close eye on it um I think that is the last note I have okay so any other old business anything I was wondering about D pond water testing because I know it last time it was just starting to be tested and now they have the red flag up but the bacteria count is high again and I'm thinking we have this Heatwave coming people are just going to start going in um I don't know um so they they don't report their results to us so that would be curious to see the State website I didn't see that all the water the public Waters of uh recreational Supply in the state and you can look at Garder and d one listed there and it as of last time I checked it was still ago but that was before I think the last two weeks they had the r flag so is there anything they can do to treat it to remediate that or is it just something that last summer I think it was out out so the level that they're looking at they C form bacteria so um I don't think there's a whole lot they can do to actually treat the water but as far as you know trying to keep Gees and ducks from spending too much time there or animals if there's they can look and see if there's any kind of runoff coming from anything that might be leading to that um but a lot of times it's just water foul and human activity is going to lead to B this SP the temperature everything's going to go up now with bacterial levels so must have an alternative water sprinkler or something there like [Music] just it is is so far the uh the club beach has been within pretty close almost zero for their results so far so we keep an as well though and I did I did take a look at the speaking of water the Citywide reporter for the Citywide water and know Sue was interested in that so I can I was going to save that for the next meeting we can kind of go over those water test results but I didn't see anything immediately that was a cause for concern it us high levels of maganese um I didn't really see much else that was out limit so now was there pest testing specifically in connection with that or or I know we had talked about that before but not that I know of so I think right now they're just doing at the waste water treatment plant um was the only place I'm sure they're testing for it um and it has come up with the environmental consulting firm that we will eventually be required to test for that so it's just something to prepare for they're expanding how they're looking at that across the board okay um that takes care of all business I guess um do we have any new business to discuss I mean I think some of the some of the stuff you brought up was new business had a little bit of an overlap there but in the process of ring the the agenda and we're we're going to change that up again for the next meeting a little more accurate okay um just because it's a separate category you have to have to bring up yeah so um any anything else chill just sound like you're very busy so yeah it is even with the addition of Eddie um and Angela doing housing I'm still jumping in on housing inspections and nuisance complaints and just today I went out and just to do one housing the plane and I had Neighbors coming up to me and end up with two more so it's yeah kind of just when it rains it po like you're busy 10 of year I think it is yeah it is okay so I guess we just need to uh set a date for the next meeting at this point in July I'm think way the last week of July uh includes the first two days of August I could do before that and schedule so we you looking at the 22nd then yes okay I could do 22nd else can yeah I think that would work for me um why don't we set it for a second we can check with Sue and if we have to change it we can do that y okay so
