the meeting minutes of vote to approve some like to continue the May 13th and June 3rd meeting minutes uh to the 624 meeting I'll make that motion someone to second I'll second all in favor I next is a notice forent it's a continuance from March 25th um regarding um the noce of attent file by David Ross Associates for Robert laier for the property located at 12 2128 Road it's D 16668 understand they get the delineation um has been completed we're just waiting for his report to be finalized Y in his findings that's correct all this will also someone like to bring it up for um a motion to Commission hold joint public hearing under mgl chapter 131 section 40 in the wetlands protection act the city of gardener Wetlands protection ordinance under a notice of intent followed by allpurpose storage LLC a Gard LLC represented by Christopher Puda Fieldstone land Consultants will work on faral x22 1316 8-4 and 9-8 at 143 col Road the project entails extension of existing storage facility including seven storage units four of which are located within the buffer zones of a bordering vegetated Wetland this is uh D file number 16664 U this is also a follow up on a violation and enforcement order we just um came back from a site visit um all those were present were were there um on site as well and we took some pictures of the existing conditions and the work that has taken place since um the filing did you state your name for the record uh Ken Robinson with field [Music] Consultants thank you for taking some time to meet with us before the meeting I appreciate it it's good to get out there with you and kind of go over it all perfect so this is the restoration plan that I've been working on based on recommendations from Doug and our discussion last month um so the area that's cross-hatched here this is the fill that was placed in the wetlands that we saw today 1750 ft um when compared against previous delineation records um so as part of the restoration obviously all that material is going to be removed um also proposed removing the asphalt that's in the buffer zone that was already proposed to be restored but to make that one action um proposing to put Sil fence around the remaining proposed building area to isolate that buffer and wetlands from pretty much from around this area this is the sil fence sh here the single line purple hatch is all proposed buffer to be restored so that's Excavating that asphalt fill back underne material how many square feet is that I don't have that exact okay yeah you still working on it it's something like 15,000 square ft wow um and then so the intention there is then to loam with clean material and to seed that with a New England conservation mix um Amherst Wetland plants they're now in South Hadley I don't know if very familiar so they have both that Wetland mix um which I've called out here and it has all the species in it is like CH pie weed some sedges rushes um and it's designed to have pretty much self-seeding after one year of viability um as part of that seating there's a 2-year observation and maintenance to Ure 75% viability in reproduction within the seated areas um and then based upon our site visit today I think something that needs immediate attention is to stabilize that ramp um the thing is with stabilizing that ramp it probably entails some type of a Swale I think we could look at doing like a a mulch berm at the top to redirect any storm Waters away from that um back towards where there is that drainage there's a catch Basin where the building extension is proposed so I think we could we could work on me just to prevent flow from going down gradient that way um and as part of that it's also all those materials I'm writing an email tomorrow all those materials would be removed stored Vehicles asphalt tailing file so we have a technically based off work so how is that going to work with just at least getting all that the equipment out of there and the storage trailers and stuff you can just authorize you know in like two at the authorization of the commission Au dictate obviously would uh you guys have agreement with taking everything out of there that yeah kind we're starting from square one like tell them step by step like so there anything else that you want to address or you can think of that would be helpful I mean definitely open I want I want our next meeting to be that you guys are willing to authorize the rest of the restoration and all that removal so here's my my concern right if we say we have some other issues out there on site what's going to happen to all these repairs cuz we have a lot of people come before us and go hey I'll repair all that if you give me the permit to do this so but I have communicated to our client that that permit is on the back learner this needs to be addressed and until this is addressed we're not discussing in that Perman okay thank you so I I think I mean I if we to put it up or vote but I say we moove all the trailers the ambulance whatever else is out there within the the wetlands or the bordering vegetated Wetlands do we do 60 or 100 ft I don't know what do you what's feasible because I mean obviously they need to get all these people to go move their stuff right so I mean I think practically speaking they should be able to at least relocate it to that upper yeah parking area I think that's a reasonable and to do that they're going to have to re redo that ramp they'll never get those trailers out of the way it is right now right I think they need to do that anyway I don't think it's going to be a significant amount of work just to fill that rut in so they're not blowing a side wall on a tire or something but yeah probably SM you do that ramp for just open it up for I I think all that stuff should come out but I mean it's not an jurisdiction right well if it's in 100 right is that a jurisdiction yeah so can we say is everything in within 100 that's parked down there right now um so this is that 100t here um so everything that's along that back in that back corner um on that side but what about this side all this side um is all within the 100 um I don't know if you can see that clearly that so this is outside 100 everything else is with good they want to move it Clos I say we let them temporarily repair that ramp the burm is out of I mean well the burm is in our jurisdiction too because where would you propose this burm so I would just propose right here putting like mulch some native like natural material that just to stop flow setting pen lock mulch yeah just like doing that and then maybe we could also look at doing a silk fence there with steak ha Bales behind it I like that better what do you guys think cuz I mean it's just not just things to be a lot I mean you you have to reinforce that level put you almost have to put two yeah you do want some of it to not [Music] so the sil fence needs to be installed a foot deep anyway so I know but it blows out still right that's why I'm saying the hail behind it and maybe put a second layer s f we trying to get out of D that's a good idea wire back yeah that's a little stronger that's a good idea you ever used that stuff yeah it's hit or miss some places don't like towns don't like us using it and they want the all natural biodegradable stuff yeah but this is more temporary to resolve else I that's abely so make a note of that and then everything within 100 out of there and so stabilize the ramp um and then when you get that ramp stabilized let Doug know then when you put the you know get all that stuff out let Doug know again so we can go out there and just look at the sil fence but I really I really I'm adate about handpicking all that trash out of the white LS and that's I know the stop work but I mean we're at that point where we have to spoon feed a little bit at a time and hopefully when uh by the 24th all that stuff will be cleared out of there the trash will be gone the the temporary silk fence will be up and you'll have your plan MH okay that's my intent I appreciate that so we'll get that right this is just discussion yeah got I didn't want to go 10 hours into yeah just let us know what the actual square footage of your all the different hash marks you have right so it's called out here and then E I started y yeah I know what you're doing I and I appreciate that it's easy to see um Norman do you have anything you want to add to those list that list of stuff no good you guys on this side BR or anybody all good yeah I mean I think size of the project they are you know just tempting to do some due diligence on the matter um I informed them of the open order conditions currently on the property regarding the single family house Construction done my gamma they were actually unaware of that until I told them about it um so they got again this another one where they got an occupancy permit without El so I don't think whatever engineering firm gamma use sent it in to Reg stre so it was never recorded properly um at least that's what appears to me like I don't know obviously that was so the building permit's been closed up our order of conditions which I'm referring to is the permit I don't know what building permit well I'm just asking because it's on the checklist when so it's open they I look at the MK the cep noi database open it's and expired 3 and2 years it expired February of 24 so it was issued February of uh 21 um they're valid for 3 years off the off the bat without extensions and obviously didn't apply for extensions so as of now it technically has an open expired work conditions that was also technically recorded I asked M EP if that still counts it does um because they have it uh so the perspective buyer applicant of this new project is stated their uh commitment to resolving that um their intention to um yeah I not had any direct communication with them yet aside from what you know will be this Wednesday so just wanted to let you know that spoke Wednesday 9:30 a.m. this coming Wednesday yes so I guess I maybe I'm not fall on this but so they had an open order conditions you'd think it was never filed but they're in the property so that means the bill Department gave them a sign off right so gamma opened it but they're going to be inheriting the property and all of its per because I guess this keeps happening where the building department signs off on finalizing the construction and closing it out but on the checklist they're supposed to come to us so it doesn't happen so they can't actually get occupancy until we sign off because it's the building department the DPW there's like four or five of them on that list and we're on the list yeah I remember Doug used to I mean um Jeff used to bring them all the time to us and we'd have to sign off that hey they did everything they Clos it out and we're good to go so I guess I'm trying to make can you just check on that process see if it's still in place yeah so I see on the on per viewer stuff comes up um but nothing but internally you're supposed to be notified that they're doing a final inspection and all that fun stuff nothing to do with D or firein it's in in house the building department the commission is supposed to come up and get signed off yeah so I get notified when it comes my way I guess I don't I land and be able to put to use um the deed on this property can be found in book uh 11366 page 95 um please contact me for additional um again kind of tough to utilize necessarily for conservation artwork there that's going to run through the middle of August they had their um Grand Opening last Thursday uh I went and um so there's paintings there's mixed media there's Pottery uh all kinds of different things and uh focusing on all the different kinds of conserved properties in Gardener including dun State Park uh Lake Wildlife Sanctuary other natural places animals Birds frogs cool things and it go through August it goes through August maybe August 25th so it's a coordination between as I understand it Gardener Museum Gayla and the north county lamb trust and so um we took some of our remaining massachusett trail maps over there work um yes they they had two sitting there and added to the to the pile so it's a nice a little exhibit if you get over there to the Garden of Museum between now and August really cool paintings by local people on about Lo the land interesting we check that out thank you are there hours for this regular Museum hours check the museum I think they're
