home at 68 Acadia Road this is a continuance from 8:26 and it's been pushed to September 9th do you have any other update on this one um other than the yeah other than the man version of the updated plan I have not received any update from the engineer so this when when did this one come the 19th of August so they haven't really but they did ask for a continuance until they get in front of the ordinance um under no 10 filed by David Ross associate for Robert laier for the property located at 12212 Road South this is D file 16668 want to come on up can I just give us an update of uh where we stand and just go over your letter quickly if mind yep so um at the last meeting we presented the revised plan and we got this to be kind of late in the game so we continue just to allow you guys to have more time to revie the plan um um also in that time I just did a quick cover letter just kind of going over everything that was presented in the meeting um it just talks a little bit about the um the updated Wetland line the original line was uh shown in blue here um the revised Flags incorporate this hatched area here that extends out to this green line they've had a corresponding 30ft offset we're showing the 60ft Wetland offset and then the 100 foot buffer zone we went over um the plan changes to get the proposed addition outside of the 60t Wetland offset um and then the only other changes to the plan that we've made since it was last presented was in going through the comments that were issued by D they they had some uh concerns with some of the tree cutting was going to be done outside so we wanted to leave the limit of work along the 30 just to make sure that that gets protected but we added um in these areas where there's cutting additional a ro control that would just be installed you know during the tree work portion of the project so the number of trees did they go increase or are they still the same number we already looked at uh it's the same number I think there was two two additional trees yeah and um I found another Dead one by the by the shore I don't know if you got marked on this one up here in the back yeah well that one was added uh those are all [Music] gone they pack up there's a um Maple where is it right here that's sitting on ledge and um I think that one there so but in the meantime there's like four trees were falling down that were an original plan which they're not on here because they're gone I mean they're already dead so the total amounts about the same well the problem is we well I was just going to ask the ones that are right near the Shor line what's the deal with those you already these are the ones you look at you already approved all yeah I just okay how long do we approve those that the one way way way back that would have been original RDA okay okay yeah it's been a while yeah that's okay I think these are the ones you and I walk yeah exactly there was some others over here that we had added but those already fell down so these are all staying here and these are all well I did a whole I did a whole um five CH or big CH that had everything on those were all approved by you guys what about this one trough right along that structure remember that I mean that's where the foot bridge is what's it deal with that now I mean what's the plan for that at the time times that running water almost yeah so it comes right out of the existing foundation and what was on the original proposal was to put a foundation to hard pipe within there and then fill that ditch in okay so that that pip will daylight kind of WR down where it comes out remember I figured I just we want I think it was wasn't it yeah okay that seems a better yeah option so you addressed the D comments you addressed the third party comments you met with third party our engineer out there that we work with Y and you came up with this plan I'm just kind of summarizing it um everything's been moved that we asked I think a couple things beyond what we asked have been addressed so I I don't see anything else I'm okay with the project um I don't know if you guys have any comments on it J got any thoughts on this um just because I'm still getting caught up with the Dynamics of the project itself so after those trees are removed what's the what's the plan post um for that because sometimes if depan the dynamic of the commission or the dynamic of DP they typically want to see things brought brought back or replan way is there any thing that you mean more new plantings in those areas yeah would there be a placement plantings for the and we didn't call for any and D didn't ask them to put anything back in their [Music] comments all right anybody in the in the audience have any questions or comments no and that's Wetlands protection ordance of those 10 followed by allpurpose storage Gardener LLC represented by Christopher guda Fieldstone consultants for work on parcel ID Tex 22316 8 through 14 9-18 at 143 Colony Road Project tails extension of existing storage facilities including seven storage containers four of which are located within the buffer zones um this is uh a DP file 16664 this is also a violation enforcement order with this project it's like another continuance from may26 I understand you got did visit this house met with Fieldstone yes now I met with Ken Ken Fieldstone and um what we stop was they basic basally staked out um all the primary areas of the project both the extensions the the area which they're going to remediate and then the outline buer zones that they're working on as well okay no you have anything to add in out there they've seen it the most probably yeah it's uh you know they had all nicely marked Blue Area they're going to take this stuff out uh they were supposed to get down in there to look pretty thick I don't they get down in there you know whe the yeah what it drops off yeah the guy is going to do a contract work supposed to take a look at it did I didn't get out two times I went out there it was there was nobody around so could nobody in the office or anything so I could get out there cuz the gate was open for a while now it's been closed yeah and youve been out no not since we were all out there one time everything's cleared out of it there's only one car in there I on that lower area yeah oh all the trailers and everything out there yeah everything's out it's all up top the trash has all been picked up and everything well for the most part yeah it's uh just that one car left there he doesn't know anything about that one how about the infill area over there do they St all that or underne attention lines when you're going down a little ramp to the right that pile yeah it's still there yeah but they they it's part of where they're going to remediate yeah they is is that in West minnes no I don't think that part is I think the other those other trailers I've you guys heard about that are so it's close that tension line that border yeah it is yeah but I don't think it's I think I didn't realize that they were going to be putting two storage shest out of well they're not doing anything until we approve it but that's what their goal is yeah well the other thing is you know and I don't you know that that RightWay that RightWay is going to have all kinds of construction in it that's what the new tow yeah I don't know I I think they need to make sure they do do due diligence with cuz they they can't drive under those lines it's and you know over the years you you you even think about infringing on that on the their plan now they're basically waiting for us to tell me they can start I think one of the questions I think Justin is is they want to know what type of soil they should use as a subsurface well they need to get engineer to tell them exactly we're not Engineers to tell them what we do fails it's on us well they they felt like they had to put 2T of soil you know have put two feet alone oh they need to get somebody to tell T should know what he needs to do so where do we stand right now besides them us telling them what they what they should do with the SWS they I think I think Justin can just get back with Ken and tell get they need to give us a plan of how they're going to do it what they're going to do yeah but they also got they should have we should have a letter on file that they contacted New England power whoever owns it yeah but that's that comes down after the I know but you don't want to give somebody permission to do something that now you should have been given yeah was that was wetlands and they admitted that it was Wetlands right then then the guy the previous own filled it in so let Ken know in an email that he need to tell us what his plan is and what types of soils needs to get an engineered stamp drawn at what he's going to do I thought he was on in the process of that but in the meantime she get all his Sil fencing and all his Waddles in place plus I I look to see a letter from from Power once we get going yeah but they should theyes have that already so I doubt it no no no I mean the water and stuff I thought that was done yeah I did too yeah um today's training was uh dp's presentation on Wellness protection 911 and it goes over a lot of I guess a lot of boiler plate specifics of you know going through the process of you know applications um certain roles of buer zones and Riverfront area and basically stands for you know either oncoming staffs as much as myself or Commissioners that wish to have a refresher in that specifically you know to kind of have an open presentation and discussion about it post um there's going to be another session I think September 17 I was off and on the call I had it in my year but I was doing the stuff yeah I'll double check the email you sent out yeah refresher yeah yeah a lot of the durations when they file how long we have and how long they have 5 days to report and yeah so that was interesting I always thought it was 14 days but we always done it before in the time frame but I thought it was longer um but it was very inform did everybody get those emails I got the one that Justin sent out that yeah they sent them direct you want to check your spam cuz I got it right from that I think I did too I may I've been getting some M well this is DP though right this is yeah I I think Rebecca actually sent yeah both Rebecca and Kim sent it to me I think probably about five times yeah yeah you got a direct moment too I did yeah it was good I mean it was a little long but I thought it was very informative for like yourself it was a good refresh so yeah they also went over a couple of the process for e as well which I have just as a like instead I have been trying to go through the proper steps to recover old account um because typically our EDP subm was supposed to be an archival account agent um and we after talking with one of the representatives from DP I don't think we've had our what should be our monolithic account in over a decade um so we're just trying to go through the process so that way all the archives stay in one place and so we can also potentially make the process of both filling in orders of conditions for determination as well as getting them to be appropriate parties a lot faster yeah I kind of think it's odd that I don't see Lindsay not filing like that what this is the it's e filing basically I don't see Lindsay not doing that I just don't see it she's right grants and everything all for the so it was 12 years you said so I one one of representes told me one of the main State accounts hasn't been active since 2012 so about 12 years and and potentially within that period this is just a theory so take whatever I say Sol but um potentially when a transition happened there wasn't um there potentially wasn't that firm transaction of that knowledge to the next party and then and then over the years there have been accounts made just by either each agent which is which is typically what they don't recommend just because you can't get the same archival all sequences but and then others have just gone with the old fashion analog style which is just mailing them out to both D and the respective parties um so um as for right now we're still taking the steps to figure it out um I think my request was just um my first request was just denied so I'm going to go investigate see what we have to do to finally you know get through and fix that we should be good time you know that sounds odd like you know like Lindsay and even the other two you know they were up on that yeah but it probably didn't transfer over is it likely what happen yeah May yeah and probably several people didn't transfer over yeah was it on a couple site visits over the past couple weeks um can't name them all at the top of my head but one of the ones that I did after we got an inquiry last meeting was I went to um the 27 Green Street um to take a look at a project that had come down the line through our open go server um one of the proposed um projects going on is uh a Communications Tower that's going to go in the upper left part of the parcel um when I looked into the USGS maps mass mapper and every different layer that I have to double check just to make sure that I get a solid story of whatever Wetlands features are happening in a current spot I noticed that the USGS maps showed a perennial stream feature going very close to the proposed project area and uh when I did go out there I did notice um quite a bit of flow I know we've had a couple storms here and there but I don't think the mount precipitation been great enough to really alter you know any type of flow rate um by such a percentage uh so it in order to I made contact with d and the parties involved with the proposed project just to let them know that have concern for this potential perennial feature we should be in contact because there might be additional permitting required before they carry on and go through building it um because it's a perennial feature they that's Riverfront so um and it and I do believe it does trickle on down into curly Brook uh so it would if the this work is within that setback it's within the setback of what's considered an outstanding resource area because it's potential drinking water so yeah but I'll be in contact with um the parties involved including the surveyor team and and and their Consultants to kind of navigate through the process is this communication Tower theirs or from company they they lease the land that's typically what happens now the The Proposal other AG that left he he M didn't want it there right and they they they didn't realize that they they were in the wetlands or or whatever the South people now has it been moved since the original proposal I think it was set back a little bit wasn't it yeah I think they I think they might have moved it but I'm looking now but I don't know I mean they got to give us some updated drwing where is this it's a h track oh that's when they went out there last time sorry I didn't get the right yeah when they went out there last time when they saw the P to the right so but Doug was really concerned at the location if you could find some an update and send some drawings out make a copy for Duncan of where where it is no I'm just saying you know me see what you have was in the yeah but where's their drawing they're proposing so they're proposing be kind of great yeah what's this line here that's the brook right that what's this this one I that's part of what the cell the cell tower people do it falls off over what's it going to hit might be pretty close to the house they said this one was 150 do you have their filing the filing for this I'm surprised they want to build one they don't DP or conservation file they only have I must bead I heard they can't just pull a building per and expect to be done they need to we need to give them you know they need to come before us and present so make sure you tell the building department yeah just to make sure yeah I I I think I can before he came to work with us on looking 143 Colony Road he also stopped by there Fieldstone was one of the so they haven't come before yet they they yeah I just preface that they out of the concern for those resource areas they may before us with then potentially with an El has int because of the not only the ecological concern but also theologic concern as well we can't do much until they come before us but just make sure bu Department knows that we we have some concerns but it I mean it does raise a concern about these building permits that somehow don't Loop Us in it's that close to a wetland re I mean I know it didn't happen he pretty good about that um but they need to it's I believe it needs to be checked off on the permit application that it's been is it used to be yeah but we I don't remember the last time I got a building per that's what I'm saying yeah see if was still on cuz for years when when I first saw we had to fight like the building per sign house you get them from here for yeah for conservation for yeah was you have you signed any yet I've signed a couple of them yeah and what why what were you sign like did you know what you're looking at and how was it presented to you like did they say here just sign this I'm asking what did you have for information to sign off on I had access to site plans and you know all the attachments that they were required to present then I would look at the maps and if if they were closer to Wetlands I would attempt to contact the parties for again for theci that's how we got to go to [Music] 827 conc that's in play yeah it isn't play so um but is it on it I can't get to I um were involved with a couple years ago I think it was 2022 was when it was last brid is T that's do you know the deal in that yeah the bridge they got set there sitting there yeah yeah somebody gave it to them yeah it's an old rail car it's an old rail FL if you if you down over the bridge like you're going to go in the jum right there's a bridge sitting there that's an old real car it's a what no rail car flat bed yeah what right that's the bridge that was a weekend project to tear it out drop the new one in and it would be done remember yeah I remember this we went out and looked at it did you go with me I no I went on my own just check it out it's a weird the last time going to repair it they hand it hard and pull around in the meantime an individual went in and repaired the damn thing they just who it was but yeah so it's all so what's the plan now so right now they have submitted um their most recent plan to Templeton and I went out with the agent to have a joint side visit on what it currently looks like proposing um I think there are a couple more let me see if got it so I think there are a couple there are a couple more solid points than the three that are shown on the original plan where's our where's our property line do you know cuz we were out there for a reason I think the they designate the middle of the river as the property so they got to pile B town so they have to pile of both towns and they should be doing it simultaneously I checked in with both the city engineer and the and Tom our Building Commissioner as well um our municipality hasn't received anything as yet but before anything I think before they before they do anything they have to have but on the same page that was a big deal we need floats in the river and MH yeah remember we talked about that they were going to do everything we asked didn't do it is is this is the plan still to use that bridge that they got set in there one that they have at the recycling the auto recycling center yeah yes I believe that they still want to use that that'll bit fast though okay what else you got did they give you a time a time frame or you know I haven't got a specific time frame yet slow flow conditions they can possibly do but that doesn't say you know designated day it's not October 16th I'm just waiting on correspondence for that all right other than that those are those are the main the main updates that I have for for the commission appr so Justin and I have been communicating by texting a couple phone calls so if you guys do need to reach out to them just give them a text or call and we talked um once this week you blew me off once and then you and then you called me I didn't mean to didn't mean to I was finishing up no I was I was literally driving to a job site and he called me oh I called him I got to the site open my door he calls me so one thing one thing that Doug did and I don't know if you can do it as time goes on anyways just give like kind of updates versus this right now how many down on paper I think helps us figure out what's going on where you've been to helps you figure out what just find a couple of the old agan reports and um when would a proper I would say submitt so you can review it and have time before a meeting before we I mean if you review if you're on a site and try to get us a report in a within a couple days but if you go on a site in the morning and you can get to it and send it out there it's nice for us cuz we walked in from our day jobs and we can leave it gives us just a brief summary if we don't know what's going on
