um we'll jump on to the agenda right off the bat here uh current prison members we have are Nancy Bender uh Kenneth AEL and myself Michael F Simmons chairperson and also uh Garden of police department representative um uh lieuten Lieutenant correct yes sir lieutenant John snowski if I said that correctly Kowski okay we'll call to the order and let's get the uh opening minutes for August 13 2024 uh these are regular meeting minutes and looking for approval and reviewal review these minutes at lank and make a motion that we accept them as written second okay all in favor I motion carries the meeting minutes from August 13th are approved all right next on the agenda we have uh sanctuary medicinals they looking for a one-day license request for a Halloween event this is to be held on October 26 2024 and can I just have you come forward stay tune in for the record hello my name is a little more informal than that yeah it's a small room okay uh K I represent Hur Medicals all right and you're coming to us for a M day license correct and the event is a Halloween event to take place on October 26th from 12: to 7:00 p.m. the entirety of the event would be 12: to 7: but the liquor license would actually be for 1 to 7 1 to 7 are you having food there yep um so we collaborate with Uncle Joey's canoli who we've used previously in the past he always gets the permits with you guys and then we're also going to be having um Sam's food truck um present as well um he's local to usest minister so he'll be able to get the necessary permits for you guys as well so is that two food are they both food trucks what yep both food trucks okay have you received those request uh I think we have Uncle Joy's I'm not sure if we've received some our samas yet uh I'm no longer the food inspector so I don't review those probably not because we just finalized that let's see you're expecting approximately 400 people to attend through up the day not all at once I I'd say that's our average um customer volume so that's whatever so on a Saturday even if you didn't have an event like this that's kind of your traffic we would probably see around 200 to 250 people on a regular event so I'm projecting around 400 people to attend it's a Halloween p is that the theme it's a Halloween celebration okay is um is it costumes is there masks no no no no masks um the only people that will be wearing costumes are you know our team members they have um a specific theme that they're going to be dressing up as that day and then we also have a perform former who is going through the um fire department she she'll be in um a costume as well and I see we do not allow people to wear face coverings uh did receive a letter from Hassan uh jair I'm assuming he's the the building owner yes that this is okay to have this on his property um was there any notice to the Butters as well no so Anthony's liquers uh friendlies we have discussed with friendlies yes because we will be utilizing their lot for um off-site parking during the event um during 1: to 700 we do not plan to have traffic going in and out of our lot um we have a lot of few different things going on that day so we want it to be clear but Anthony's lickers wasn't notified Anon liers has not been notified will your business be open for normal business correct during this yes so there'll be no samples free samples or anything absolutely not yeah we do not give free samples of K this we are also a collocated facility so we do um do medical sales as well and there will be no consumption of our products on site either um we do have a pretty large security team on site in general so they'll be monitoring the lot it'll be double um staff for security and my intention was to also request a detail officer for the event can we comfortable with one detail officer at least two at least two alcohol event poliy we have two anyways I still have concerns that if you're parking in the lot it's going to be traffic in the nightmare right there yeah and uh next how are you going to stop people from coming into the into the lot we're going to have our secur well that's where I would probably utilize the detail if not one of mine is to have them in the entrance areas of the lot to prevent people and reroute them to our friendly parking lot uh not our lot but front parking lot um for the duration of the event from okay so no one will be parked down here no one will be parked down there because we we have other things going on so we have um uh live music happening at the back back end of our lot directly be y behind our building um we'll have the food trucks in the front of our lot to either side here right here Y and then we'll have some other vendors that will be set up in various locations within the lot but the main area for the alcohol being served will be within the box that I denoted on the page okay so the alcohol will be served in that rectangular area correct nowhere else no going to be carrying it around anywhere else so my thought was to cut the alcohol off so it's only allowed from the beginning of the prop like my building to the back side of my building you're going to need the area roped off where the alcohol can be consumed we need to see that yeah to see what you okay exactly what you're you're talking about the whole the whole area needs to be roped off for so my original intent was to have this be a beer garden area with seating for people to sit and consume their alcohol um if we need to keep it to this for the approval then I can absolutely just keep the consumption of the alcohol within this area we're not telling you that's what you have to do we're just telling you that whatever area you're looking at utilizing and and allowing them wanting them to to uh consume alcohol we need to see where it's going to be roped up has to be very specific to the police officers on site also have to know exactly what we what what was approved and what wasn't okay right so there's no wandering around so we' need what we would need is an updated drawing of where exactly the alcohol would be okay um and then also staff monitoring yep um do you intend to have bracelets for people over 21 or people drinking correct so um we will be working with moon Hill Brewing so any to be in our store as a recreational customer you have to be over the age of 21 so we have a vigorous you know process of confirming people's age through an ID scanner that also detects fake IDs uh moonh Hill Brewing will also be the ones to give the bracelets for anybody that comes into the designated area to consume alcohol okay so we will have people underage on site on the property as well no unless that they're a medical card holder they can be 18 to be a medical card holder in that case they're only able to come into the into our store to make a purchase and then they have to leave so our store no matter what is an 18 plus because we are collocated right they just wouldn't be able to drink that's the reason why the brush bands would be uh ideal because you know we don't want to be serving kids ABS not kids but adults who 80021 correct I I know where you're located my question I guess is I me anybody notified the butters behind you where the music's going to be playing and such to let them know how a time that there going to be a fun complex far away from our but we don't have any of Butters directly behind us you had have to go through like a swamp in woods area to meet our butters on that side it's pretty residential in this resal commercial and friendlies was notified but not Anthony so that's my concern my concern is that all the butters need to be notified okay uh we looking at the calendar looking the date of your event we do have another meeting on October 8th yeah that's what I so I'm glad you got this in a little early yeah because this will allow you to be able to do an a Butter's notice granted if it's just to them to or even the res that are behind you just in case just we it's something that we do we we do it's mandatory especially like when we do October Fest and things like that they notify everybody around so they know what's going on um so if you can add that to an action item uh to do that I recommend you do that um and then the detail you suggested two not one so we that's that's another that's an expense as well um and then nany do you have any questions or no all of the concerns I was thinking of were the ones brought okay um so we what I would do uh what I recommend is um just we can get a better updated drawing exactly uh the roped off area that you'd like okay in the area for for drinking um notify are you the decision maker or is there somebody else that's a decision maker on us I am the decision you're the decision M represent so the the two Garden of police officers for detail and then the ab Butter's notice so the butters notice is something that has to be um has to be sent it's at the business's expense right um and we put it in paper too I believe right as well depends is an advertisement or in a Butter's notice there's two different ones and um I'm not sure what perimeter you want but I can send the the instructions for the ab but's notice yeah I would do the two businesses and then like I'm not familiar with right behind the this quite there's a decent chunk of woods between there is it's a big burn too that kind of okay I mean if you're okay with I think the biggest one is no notify anon's right because the parking if you have people in that L parking you're going to have major yeah when you advertise it would make sure it's Crystal Clear parking is on site or yeah put signage there along with you know this is oh absolutely no packing here today or you know yeah signage is Big your staff maybe an officer maybe but to make sure they get directed in appropriate areas yeah and know Saturday is going to be a busy day in that area as well especially with with with J's business as well M um what's going on there alcohol sales alcohol sales yeah and just just and just the busyness of that road I mean that's just that's just a busy intersection in general that's a terrible yeah so get in so having the two details the drawings uh the abutters notice uh if you can put that together um yeah the signage would you like me to resubmit a new I would I would resubmit a new drawing you don't have to resubmit a whole new license yes email it directly to me um I'll kind of go over the requirements they just listed send a quick email you can reply back you don't mind just spelling it out you know I'm I'm guessing you have a you can give a large laric picture of this would this is the first uh first draft first so I mean um like what's behind here with the band setting up how the band setting up yeah you know what I mean just so it kind of shows the area yep where you want a robot to be are you having a large band or um I believe it's just a singer guitarist and um a drummer but they're going to be done by 6:00 so they start at 3: and they'll get wrapped up by 6 6:30 you know who they are last call they're like a country rock and roll band I'm not sure if you're familiar but they are from the area yep so they're three to six yeah okay you just want to bring something fun to this side Town there's been a a lot of excitement at the hear okay go ahead John good afternoon gentlemen thank you uh thank you Mr chairman and uh members of the commission uh my name is Jean Richard I'm the attorney for uh the applicant Price Shopper operating company of Massachusetts Inc uh DBA Price Shopper um and as you heard Sean Tatum the uh uh the uh proposed on premises manager is also online and uh and first thank you for allowing us to uh attend the hearing remotely saves a lot of time and effort and I I I certainly appreciate it um so briefly Mr uh Tatum uh meets the uh all the statutory requirements the the base load he's a US citizen he's a Massachusetts resident he's of age above 21 uh no felonies nothing like that um he has been Mr Tatum has been employed by Price Chopper for 18 years uh at at supermarkets in various locations in Massachusetts uh starting as a part-timer uh 18 years ago and he's worked his way up uh through uh the various levels as a department head assistant store manager uh and eventually store manager where he he has been a general manager for three years uh with Price Chopper uh several of the stores that he's worked in over the years sold alcohol so he has experience in in U in the particular sale of alcohol uh and none of those licensed stores that Mr Tatum has worked in uh have that are licensed to sell alcohol have been subject to any uh issue disciplinary issues involving alcohol SES uh accordingly Mr Tatum meets the statutory requirements and he's also very familiar with the rules and regulations pertaining uh to the sale and service of alcoholic beverages and uh knowledgeable as well with All Phases of supermarket operations in management to include those liquor sales so pending any questions uh we we request your approval of Mr Tatum as the on premises manager okay uh thank you very much I'm just going to open it up real quickly if there's any questions comments concerns customer assistance anybody no I don't think think there's any we don't have but she's not worked for the municipality before um I hesitate to announce her name before she's completed her enrollment with the city uh renewal packets were received by the AC abcc and we be going out in mid to late October and I'll be working with the new person to hopefully help facilitate that it's been a few years so perfect that's all I got you something we're going to be putting in the paper for compliance checks for the fall okay I'm just going to be posting it soon and then your PL may be you know this fall to to get that up sometime between now and okay great sounds good Perfect
