all right good afternoon everybody just real quick i' like to call the order of the meeting of License Commission for the city of gardener Tuesday May 14 2024 4:30 brief announcement any person may make a video or audio recording of an open session of a meeting or may transmit the meeting through any medium subject to reasonable requirements of the chairs the number placement and operation of equipment use so is not to interfere with the conduct of the meeting any person intending to make such recording shall notify the chair for with all documents referenced or used during the meeting must be submitted a duplicate to the clerk all documents shall become part of the official recorded meeting the commission consists of three members a Corum of two members in needed for a motion the ruling for a section 14 which is a one-day license Li with the local commission local rulings on violations can be appealed to the abcc within 5 days of receiving the written decision just When to ask is there representative here from IED uh so this is a 4our event from 12:00 p.m. to 400 p.m. HED security when you said uh you don't know what this hired security would be would it would it just be a yes I do it's some of the guys that we hire for our test know that's one I think three or four okay so it's going to be on 42 Main Street this is to benefit the local veterans and St judee's Hospital Children's Hospital several food trucks restaurant several food trucks this you know have an estimate of two trucks um the poster one two three four and free ice cream did they have any idea where they're going to park all the vehicles all the guys we've been closing the road going to Hill um Hine Street and Washington Street H Street Washington going up we we have been shutting that down and we have been requiring a detail to pass for for the EV good amount of people where it's at enough we will have a detail then yes okay okay uh no this is going to be the first time of the beer garden first got so there's the building so food trucks over here okay so that's like that lower where it says food truck parking that's kind of like that lower parking lot right there in the corner think normally we run around 350 for our events and we usually have at hotels or whatever um years ago we used to do the Sol time at the uh Gardener store the facility there and we thought you know what 75 years we should bring it back home and have it there so um you're going to have it in your yard yep behind the behind the main building through the store and in the yard the main building drawing I do and the event is to take place from 5:30 to 9:30 Serv correct and you'll have how many approximately how many personnel we have there just work staff no probably going to have about 20 anyway and the hours operation um so you'll be closed you'll be closed during this time no we we'll be open um because we have our vendors there um if someone's look going have Milwaukee tool or something and they want to purchase it at that time we're going to leave a register open security at the front door coming and going then throughout the yard and the property okay so we our our lumber yard and everything else will be closed but something small out of the store is not a big deal okay any questions is there a b be there outside anything there is there's a one man um B I forget the gentleman's name um also playing on the back of the store we have a little ramp stage out back and we're just going to set them up there for a few hours is this open to the public it's open to um our customers that we deal with you know primarily we take care of like the contractors being our 75th I'm kind of opening up a little bit more to you know people that come to our store every day and uh you know inviting them this time so that's why I shot the number high but I I don't see in that you know should be offet I I'll Bounce It Off the chief about a detail but I think with people coming and going it's not going to be your rear Gate's going to be closed your y gates are going to be closed and we're on the industrial park so it's kind of little little bit easier I guess to navigate that yep and you said you're going to be having entertainment is that going to be for the duration of the event yeah more like a background type music I mean most of the customers will be inside seeing the vendors but we just want music playing out back um so you know we'll have these guys you know somewhere to the right the guy playing to the left and and you don't remember who that was I all the participants at 21 days over you have risb yep we have RIS bands and and then um we'll check IDs at registration and give them a wristband and then we'll check them again at the 10 before they sheet and state your name yeah I'm Kathy P the treasur of the how you doing da alas president of the club all right so we're here today um due to your seasonal and it looks like if we're I've kind of read through some of the information here uh you had an inspection done and there was a few items that that failed inspection yes uh where do we stand on the inspection as far as reinspection have they contacted you or has anything been done as far as yeah we we've um fixed some of the issues okay uh what is shoes were those so if you start with what I call page one at the top it says accessible features maintained so this pass skip skip skip then down to building numbers visible from the street that was a fail but I didn't know where the numbers were so I didn't Point them out but they are there okay visible all right and the next one was um co co CO2 detectors um and I just bought eight and they waiting to be installed okay installed meaning hardwired or no he said they didn't have to be Happ they okay I just want to just clarify that exit do functioning correctly cor Highway they want to put Push by on something on yes yeah so that's been somebody to do that and it's on process maybe it will be done at the beginning yeah Monday Tuesday should be done we have all the parts already is is that a replace of the dead bolt that's on there yes okay yeah firearm testing yeah we don't have a fire alarm system so I don't know why that's there yeah never had one I don't recall that's like the fire the smoke detectors we've never had them before either suppression system and he never questioned it the suppression system we it's all to do with our occupancy on how many people we have our Hall has been shut for many years moment um we're trying to get our o spe lowered to 99 and it's in the works right now so what are you guys doing here with us today visiting okay yeah no we appreciate that hoping to get our license yeah well you can't give it to you until the the 500 in the building they all pass right right yeah we need the blessing from the fire department and um and say the city do we have to have a meeting here to pass or if they pass us next week are we good to go get back in touch with the office here and yes do we have to have a special meeting we can I have a concert next weekend if they if they give us well yeah the tights was gone on vacation and this and that and we've never ever failed for these things before these are all new things you know we haven't had any problems at all over the years to speak up I mean the application you know there's a deadline to get things going so that they can do their job and get inspection done when you wait till the last very last minute it's not open I know but you're the you're in charge of it and you live The Gardener and run it so I you got to get that stuff going ahead of time yeah we have to those seasonals in I think it was March 1st have to be in by March 1 with the 31st yeah cuz I have deadlines that I had to meet with the state too um right but like I explained the quicker you get things in the quicker we can get things moving same thing on the schedule with building just in case we were to run into any issues like this you never know right so I didn't even think about that so when they ask when do you want this appointment May first seem like there would be no more snow we wouldn't have to plow to get anybody in there and be able to have to shovel to get in the doors um and I don't live in Garden just I mean our hands it's basically tied until we can get the the approval from the fire department and let me just go through the list just so you know so um the doors were a big issue then we don't need a firearm I don't know why that failed you know we do fire extinguishes have been tested and so they were recertified this year yeah uh they just did it the other day I hadn't come down that was my fault I should have had him come earlier I talked to him about it but I didn't set up a date we get number three the illegal dead bolts that's that will go away when the door is done gets a push back okay so that's in replacement of the p uh push bar is the replacement of the that's right KN box Having learned what that we we got one we never had one before you know so you have one yeah we bought one we just haven't installed we just you haven't install it no I will install it within the next couple days make sure they tell you where they want it that's right okay I'm thinking that they probably wanted out at the gate but cuz we locked that gate in the winter time but then again it could be 2 3 ft of snow in there yeah I we get clarification from that from the fire dep the other thing is I called them on the other day and neither one could the answerers with the smoke detectors if they all had to speak like in an apartment building if one goes off it sets off the other ones but nobody could answer that those those are I guess they make them even B questions yeah you have to ask them so on here it's a smoke detector so they they know that there's no smoke detectors you install that okay yeah so so there's one area that says SMY catches and then the other area you'll see um is got to jump down a little bit so the one that has the P Plastics at the top on that page we went by KN boxes [Applause] KN boxes on page three yeah the knock boxes we talked about that and then the other one down the bottom post a certificate of inspection well we didn't get one and unfortunately last year was at home with me because we were painting that home so took down there was an emergency light that was reped to bathro working so sanitary facilities let's go let's go to there so it says bathroom vent pans were not working had I turned them on they would have been working what do you mean turn them on the switch so there's power going into there yeah yeah there's a switch out the other room when you go through the hallway and that put turns to lights and everything on in the bathrooms on the inside bathrooms as soon as you turn them lights on the pant come on with them and everything so you have door closers that need to be installed as well the one so I don't know way this one it's it's you only mentioned one yeah well looks like the ventilation fan functioning is on two separate yeah there's two SE it's kind of the same thing but on two separate Pils oh good eyes bathroom F Fan's not working down here it says bathroom F Fan's not working yeah and then the smoke detectors and so I would say smoke in the seal too yeah yeah Pages too I mean I can't promise anything for next weekend so that's the tough thing because we don't know what the process would be with them getting out there but if you can get things done as soon as possible this week and get everything cleaned up on this list Y and then reach out to them and and uh explain the function I know you back and forth with emails yeah I just I do actually have a question um in the conversation here Rick Drano just said that you should have an evaluation done by a registered design Prof professional on the building to determine the specific use and then to figure out the occupancy load so have you looked into that yet yes we have okay we contacted chy engineering and we have somebody working on that sorry I don't mean to I could add to that if you would like me to come up and sign again go ahead speak all right J full member W I did Reach Out Peter's McKenzie engineering um I'm going to be get him at 5:30 tonight at my house I did do all the uh scale drawings of that building just to get the ball rolling with him so that is uh that is in the works um being a member of that club for a number of years I do recognize that there's been a lot of change over with people and every time you change over you kind of lose things in Translation I think that's where we're there there at right now I think they're intent of coming tonight with just with hopes maybe a temporary a temporary permit to operate Outdoors only keep the building shut down until the uh occupancy is resolved the dead bolt which I'm guessing probably going to need a few weeks for that occupancy thing but that everything looks good on that to go in the direction that they needed to the door I believe the gentleman is fixing on Saturday I did give them all the parts for that so what he's talking about is a it's basically a one-day license from us right right or or the other thing isn't there such a thing as a temporary permit from the building inspector until the work is done so you could set a date that is an option uh you have to that's going to be tight trying to get that done within by next week I mean you can you can try that and then by the clerk right say that you were able to obtain that yeah but what if there were you know many other things you know these are safety issues though I don't think the fire dep or other buildings that they going to give to you without the the safety issues addressed and in place not not a promise that they'll be done next week or anything like that that's it's life and safety so I don't believe that I yeah I maybe completely wrong that logical uh but the other thing is that we can't allow them but we're not allowed have anybody in the building so all of our events can drive by inside some we'll see everything is outside so that's kind of like a you know to dub tail into this idea of reducing the occupancy that can't happen anytime soon maybe not even this summer right so the event that's that's scheduled to take place next weekend is an outdoor concert and the only people that are physically in the bar area are the bartenders and it's serving alcohol outside people outside through a window you might have somebody in there moving cases of beer from outb to in the cooler to stop the cooler and the restrooms in the restrooms but the outside restrooms even the inside ones are doored from the inside too so and we locked them they just like a half block so you know you you can't go all the way through the inside doors lock so they access from from the outside John what do you think I think that they're going to run into issues with looking at Rick's email with the occupancy like like other clubs have had in the past whether it's the bartenders are in the using the building if it's set for that occupancy is going to have to meet their uh requirements you set for 125 yep that would be the supression system system well it says you know because of the change the building you're required to do the following have an evaluation done and and they're going to determine what you need to do to change the occupancy whether it's build an additional um like the closet we got the clubs deal with um but until that's done I don't think they're going to allow you anyone in the you know to allow certain people in the building certain I don't that's something you you'd have to take up with the fire department and and the building inspector see they've done that every year in the past allow us to do yeah yeah this is new I know we have a new building inspector and we also we we have other clubs they've been suffering the same thing it's been going through this they've been doing the same thing and they've just had to make an adjustment the only issue the only difference is they were they got their stuff in sooner they got their stuff in you know before the deadline so um I mean if you put this stuff work on this stuff together you can ask him about the temporary license and then if we have to we could do we could do something you know I'm I'm thinking to be honest this is end up like almost like a a mobile unit from one of from your from your vendor that supplies for you and uh you get Porter parties or something like that to continue with your for your but I'm I'm I'm not feeling very comfortable that you might be able to get I guess the first thing we got to do is see what Rick says right right there's nothing can all these questions that you have as well with they passed and failed you need to know exactly what you have to do with this and you can't well he was very clear when I when I was with him so I wrote it all down except that I didn't turn the p on so so so I think that that's pretty clear in my discussions with him and emails back and forth so our best yeah but I mean these these things are saying these have to be corrected sure and it's going to be signed off P for us yeah so if I do all them repairs this week and have them see when he can come down and reinspect and then we'll go from there MH that's our best bet that's that's the best bet I we we we have to post the public meeting yeah within four days I believe it is four days so you need to know right away that's why I said try to clean up cont three full and know three full three full days three full days so three full days yeah so once we're pretty clear that everything is done I would contact you or Rick contact Rick yeah he would come come and inspect yeah yes or no a you once you have City signed off in the build ins so let me know I just so happen to go digging to check on the status because I knew that the inspection was beginning of May otherwise we probably wouldn't even be sitting here so let me know what's going on keep me in the loop all right okay thank you and then we got most of the stuff done anyway oh that's the thing if we can get it and we're just trying to up you so if we can get we can get it posted and we can get it posted soon enough and get the blessing from everybody then we can have a special meeting we can get it in in time and then we can grant you the the season and I'll go to the I'll call the fire department tomorrow and see where they want that lock box and everything that way they can tell me where where to put it where to put it where they want it right exactly and that's that's what I that's what I would and they'll they'll answer your fire alarm questions too if they got hardwired or no they won I already called I called called the chief and the chief told me to call M so then I called Ma and M said well you got to talk to the building inspector so I had Cass email them but I haven't heard nothing back yet okay all right well I would just start with the checks in the boxes there and then you know we would kind of be like the third place you know to to move forward but that works you little last yeah we can I ask another question sure just clarify when you said if you want a one day permit or or well I'm just thinking you know piing outside yeah one day license a one day license but everything would have to happen outside the building though I don't know if we can do that I don't know if you can do a one day license on premise where a seasonal or annual license is held I'd have to check but currently they don't have a seasonal license right now I know but I think but it's on but it's on a piece it's on a previous license piece yeah I'd have to reach out to the abcc but I'm pretty sure that was just mentioned in one of my meetings it's kind of like a yeah that'd be good to know but I obviously if that was the case and did have a blessing I'm saying if then we the building would be unaccessible you'd have to bring in Port aties and a vendor to serve yeah so and we don't have the wallet for that that's a whole another that's a whole another no ping in the pond though no all right so yeah just keep the lines of communication open and Ash is very good at keeping us posted so have another question um uh this is the first time we come to a meeting is it because of the 304 no it's not because it was because you were questioning what your options are and you wanted the license and so because we were having a meeting and we have it once a month I figure now is a really good time very good we're the second Tuesday of every month we have we meet so okay I'll give you give you a hand
