[Music] basically we set up that we're an equilibrium the flooding we' got a long history of flooding but that's so the state does that they don't put the proper now move the next these guys build this building C build this they put the the soil drain French drain above this and pick up from that Mar water if you look a little basic we got water coming this way com this way so these guys take care of that and dump it onto this property under Own St so now we get we get so we're we're now in a spot that we've got a water table down this corner the new place that it's gone is this one foot foot below the grave which this Basin is clearly down theow that interface is now cut and it's dropped down which you see is dropped down well guess what the water doesn't have any place to go so what does it do it comes right out the bank yeah and it goes right on this it floods this this pavement and you get ice and water coming down here cuz it's still headed towards it's still headed to the swamp so the next step is they say you know what let's deal with this by putting an a land French Dr let's go above where we just cut this and let's give a spot to catch that water coming along and go across that bank and catch the water that's coming down so now they've got the water and they're going into the pipe I said well as long as we're going into the pipe then we'll we'll say well let's let's relieve that water that we backed up up here when we broke that pipe and see it off and let's connect that up so now you've got a pipe coming down and I say you know what let's take care of this over here and put another little drain wherever we caught there's little Pap stuff out there got water going on the road let's catch that put another right here let's catch that water now with that water going this water going that water going all going into this pip which is here so no longer is this working as a as just a driveway parking lot this is now draining that whole Watershed that's up there so you've got a basin that's designed that's a siltation basin that's not designed for reaching so this guy is by definition once you seal the bottom off with the silt which is what it's designed to do and if you look at the engineering data it says that they're not supposed to Lee on this one so now you've got a Bas Tu with an outlet that's whatever 3 ft above the house with no place to drain so the only thing that you can go is to the plant some of it in evaporation so that transporation is the only thing to empty so this guy's being fed from the parking lot uh I think the I think the roof drains some of the roof drains don't go into that one yeah so now we got by Design we've got a basin that's that it's never going to until it dries out and evaporates this guy's never going to drink so then you get you get over here this Rip r is here only to cut down on the area not to drop the water table this rip wrap is here to make it that what this is an as to try to make it that you can't see the water well it's not that came L that's that's this is actually comes a long L there second l so what we have is you got an overflow over here that's picking up some some water I think from the roof okay but they also when they did this decided that they were going to put that Spillway over in the corner lead that Spillway was there so that when this filled up the water wouldn't go out onto the street now so it went over and if you look on the side of the building there's a tro that they dug and that fills the that filled up the neighbor's backyard that so as you're walking Le if you come this side if you cross you're going to see someplace in here with a height somewhere it may be hidden it may so the next thing that comes along is we've got an this area all I can tell it doesn't R my feeling is it doesn't Rin because you end up with silk coming in but also if you're below the water table at the wet time of the year up so as we get as as this thing starts to function they end up with the silt in here you end up with the with the so that Linds off the bottom and but again if you've got if my numbers are right you got 10,000 gallons a day coming down from the from the side of the hill this thing's got to be taken care of 10,000 g a day plus so so we've got this so This starts to flow so takey their Engineers whatever the first group of Engineers look State I think what state said you know what maybe they're right now when we built this Dam with this road we really cause this this problem by not having a place for the water to go where it was going to go anyways so we'll let you put that 4 in which goes into the catch Basin that's right there Y and then that goes into the swamp where it was going any for 10,000 years so but they put that that to deal with the Overflow of this no one still has felt with that this thing is seen that if if it's below the water table it's not but if it's St an extra 10,000 today it doesn't have the capacity to drain even if it's you know so you end up with this V and actually this one was filled with Rock and that one was filled with but if you look at the codes the codes that the way you deal with these faas is you get in there and pull that Silk out and clean it out to make sure it's well obviously once you fill it with rocks who's going to be poing the you can't take a s out because it's still with ro so you can you go even if it's not below the water table the design part of throwing these rocks up makes it so you're destined so now we're at this this position but now when it's filled with tror can see you can [Applause] see 100% heading yeah I think so that's why we're talking to a bill about H we can but anyway here this is really so when you look at the the long ter of this I going have to go in so when you look at the long term you got a lot of water coming in but it's not designed got a Bas that was never designed then you get into here and if it's if it's winded over the bottom or as I suspect from our per that is this is the design yeah so no matter what we do within Engineers if they're dealing with the fact that the water table is above the bottom of this it's never going to drain no matter how many people we take to court no matter what we do it's a basic physics problem that this water is not going to go out of here so unless you deal deal with the root it's not so my guy comes in from Dollar General and starts the dig in over here and I'm going too this and he starts looking at Water P problems water differences but he did curse the fact that he said how can I possibly maintain this look at this pile of rock how can I take those mud the bottom that that's underneath that rock so so telling people we're going to take him find unless if you don't deal if you look at again back and say all of that water like land of the that water all of that water went to p and that's why and then when you look at the physics of it water is going to flow down do in one way or the other this water is going to leave this side was in that SW and if you if you look at it the way if it went in as a a leeching basement it would still go into the ground and go to yes so as I look at it I I believe that that the solution is to go through this whole project an engineer look at it and say we know what's going there anyways now let's design the system to get the water there in the most expeditious way without causing as I look at logical Sol the one problem we have is that with the one these guys especially now that they put look at this we've got what 4 ft of elevation between the the paring Lo this thing so why would you not instead of putting your Bas in out deep if you needed to have attenion stop stop f with your back take this school system and lift it up make it so this the first basement is designed so it drains out so that that's the bottom of the Bas and not the top of the so you get that so it it can still work as a siltation area but you let it so it it drains out when this is empty that drains out and it empties so then if you do that you bring this one up so we're using the area to collect water that's between the parking lot and this overflow the other is if you look at the Overflow they just winging you know without shooting this this Basin as I just look at it we just here you've got a couple feet and I'm guessing there's a sump in there in the bottom of so you've got you've got it a foot two feet whatever is since this thing is going there anyway design it design it so that you let it relieve itself here let it go through here let it go to the brook right as as it's going right now when it overflows it's going to the the swamp and the brook through that pipe through that cover through that bottom and basically you just lift up the whole bottom of everything here and and make it so that the water flows by gravity on top of the gray then you make it so that whatever is underground can now go into the soils that were available for the pass you I guess if you there's stuff around here there's enough enough vertical distance I'm not sure you're going to ever hit the the 4T that code requires for leaching the bottom of this but but uh if you raised it up I think you may be able to to say how do we have the volume that the code requires to be able to be CAU so because this property is not maintaining water flow the impation state to take that slow and move it where we are right now and where the state said when we went through this before with the state the state if this thing isn't if this thing isn't leeching the state is the one they the state gave permission to put that pipe in keep the ice well they put it whatever this is flooding neighbors and so the as I said I'm guessing a state which normally would be likely normally to be a big deal to make that connection that we're talking I suspect that the state May in fact have looked at their designs and said you know what we did we're we're partially responsible for causing this drainage problem and we put this road in and didn't the deal with drainage problem so now we've got a system that's of our doing once these guys came and build a building and put played around with grading and stripping and yeah so because the state was more than willing to say oh yeah go put that place so now we're not this design would it have would ask to put any more water going through that pipe that they've already given and in fact maybe you maybe you don't even my guess is the the 4 in pipe someone would have to calculate for the 4 in pipe it's big enough not is the neighbor doesn't get flooded anymore once they put it in so that's where Bill was going to deal instead of doing it Board of Health meeting that you go engineer to engineer one of them not two of them so so we don't viate open meeting law so you just have one person and Bill being a civil engineer to be saying dealing with their engineer and said let's talk this through and let's talk about what it is to meet Cod and so we've got elevations that are are messed up here how do we make it work yep but with the end point saying all that water that was all up there was all going another 100 ft to that swamp and Brook anyways let's just make sure we put it back to whever we go we're not adding any more load to the to the the Brooker the spot so you're not adding anymore and you just say let's stop fighting this let's let's work with nature and put it where it wants to go and ultimately it's going to go it doesn't it doesn't matter if this overflows or whatever happens to it it's all going over to that swap no matter what we do that's where it's going that's how you choose to get it there and it just makes by not handling this properly it just makes a mess on the way or else you make it and say let's let's understand what water's going to do let's manage the water and let's get this done in a way that that gets rid of a a health problem good thank you so that's the the long and short of what's going on here okay I'm glad it came because now I have a totally different kind so what yeah when you look at it it's it's basically that especially the the subur is actually the main transportation ler so once they go and get rid of that Subs it gives the it gives the it causes the reason for needing the surface the subsurface drains but then it it causes the basically what you do with you come through and cut it the subsoil out it becomes an open pipe that you so it just shoots out yeah so so that's where that's where that's where we're at that's where we're at but I don't see as I as I look through it I don't I don't see got you know getting in touch with Tyler ay and yelling at him and screaming at him is or or go to Dollar General and say we're going to bring you to court if you if you don't deal with the physics of the water the courts can't can't do it it's what happens is if someone says okay now we understand what we want to do we're not going to do it anyway then that becomes a legal issue of saying we're going to force you to do it what's needed but but but my my convers with Tyler if he's still there I don't know if this is that that uh he told me that Dollar General does not appear to be a worse to spending M to make things work it's just that again if if no one's working on the right thing then they're just spending money for you to come in and to dig out all this stuff and replace the sand and that spends money but it doesn't fix the problem stays the same and in fact that's what gets everybody all upset because it because Dollar General or whoever owns the building says lat we spent $100,000 and you're still after to us yeah because we didn't spend the right $100,000 yeah so that's why when I talk about you know what's going on and what's what's the I find it really really interesting that the two engineering companies involved never once well the first engineering company was present at the at the at the park fence they were there they documented well maybe didn't that I was there said this water tables a foot down in the ground right there so they are the ones that came up and said well we're going an 8ft hole here and tell you 6t hole and tell you the water table is 4 all that when they couldn't put a septic system there because the water table was at a foot I say well why would you put a septic system up on a mound up on the side of a hill if you could put it down here and again let water flow by gravity and go into a little spot why would you have done that if water wasn't a problem down here my guess is what happened is within their organization there had to be a disconnect of information but certainly when cayen Bond came in kind the second round saying why is this working the engineer from T certain I tried to to and say guys who want to be in trouble and see the not and again we weren't into we were not into this is this is planning board and I don't know who else whether this this was not a board of health involement project so anyway that's that's where we are
