Constitutional officers of the public and then we've got a few more add-ons so I gave you a handout just kind of a recapitulation of where we're at this is the fourth year you were able to cut abor taxes the caution that I would have is that bwing a another double digit year which it does seem to be slowing down uh cutting taxes and funding everybody what they're requesting is probably coming to a a halt uh again I hope it continues to go up but uh we've been able to do a lot I'm very satisfied with our Reserve levels I'm satisfied with our disaster fund level I think most everybody is happy with what we've been able to add to to the public works to the Constitutional officers and whatnot but uh we've had a pretty good run but again we're we're basically at balance uh I think Sherry and I were going back and forth I think with within like $40,000 of being balanced I mean I always want our revenues to equal or exceed our expenditures and that's how you stay in the good side not the bad side we're we're pretty much there and uh so that's a good place to be but again we can't continue to cut taxes and continue continue to to grow the the the the budget at what we had and and it and it did slow this time as far as percentage wise when you cut taxes it it come down to to a 5.69% over the rad back that's sustainable but it's not sustainable probably next year if we have a typical year of five or 6% increase so uh your total Levy this year 22 milon 503 uh this is of course the last year barring some crisis that I can't imagine but you know anything happened after covid that we will have the mstu all of those will go away uh they've dropped significantly um of course this year of course again was the countywide was the highest ever at 3 billion 580 up from 3 b66 last year we've had a lot of calls in the last couple weeks uh when the trim notices went out the difference between the Schoolboard uh Levy and the county Levy there are different caps on the county that the school board does not have so they have a larger tax base because they're not as many exemptions and probably Mr Mitch could give a twoh hour talk on that at some juncture if you wanted to but hopefully not tonight but so that is why in a lot of cases even when the rates the combined rates are fairly similar even other school boards a little bit more you pay more school taxes on the same amount because your valuation you don't have the extra or or they don't have the extra deductions that that the county has allowed some of the big ticket items this year of course the biggest that we talked about earlier in the year and I think we've solved our problem with EMS is is a pretty huge chunk uh but that's hopefully got Jody and good graes for a while certainly helped his absenteeism and his uh fill in slots a lot better but uh so that was 536 Sheriff was 477 other constitutional officers 271 and Insurance 2117 jail 189 U firefighter incentive that was new this year was 100,000 County Park renovation I don't want to ask y'all tonight to tell me how you want to do that but going forward we have set aside because of the numerous uh repairs and maintenance problems at our Parks mainly that the new pressure treated wood is not holding up we're trying to to go to tracks on a lot of those things uh we've put aside $100,000 for renovations on Parks and whether you own to to do those By Priority or want to split them by District what not at some juncture in the future I'm going to ask you all to tell us about that proper and Casualty the final numbers 888365 uh seems high certainly not as high as the last couple years but again that's that's that's really a high chunk of change each year for for that uh City summer program was new this year that was 50,000 the Dr is a little bit of a misnomer because a lot of that 40,000 increase again it's it's money that we don't have a choice was the Gateway home coming online and I can't remember uh that was 25 or 30,000 it was a pretty good chunk Gateway combin so the county portion is is what's in this side that that they had been getting an exemption they weren't eligible for the exemption so it come on so we really didn't lose anything it's new coming on but it just to pass through to go to that CRA but so that was $40,000 increase and then the library 30,000 uh again last year the mstu if there's anything left and there won't be a lot but there will be some left it'll go to the to the beach renourishment fund for the next time that we do the uh Beach restoration uh the budget pretty much set again throw away your old books and make sure we use the book dated today because there are some especially the latter Pages changed but the the only thing we're missing we don't have constitutional officers and I checked it 5 minutes ago when I went to get a cup of coffee uh we don't have constitutional officers rates we don't have a couple of the insurance changes in from uh from the elections open enr open enrollment elections but that that will not be great changes what else here and we have we have a few movements in there they've already approved U I won't I'll let Sherry tell you about if we start moving money she's going to pull her hair out but that could be funny and then uh I'll I'll back clean up unless y'all have any questions for me before we all right any questions Commissioners Mr ham good all right M har so most of this is going to be a repeat uh just to meet our trim requirements uh the aggregate mill rate is 62850 that is a 5.69% above the current year aggregate roll back rate of 59466 the aggregate rate is made up of the operating millage for countywide at 5.9 and then each dependent fire district at5 that's St Joseph toow over Street and Howard Creek each of5 and proposed mstu voted Debt Service which is uh beachfront at 0.897 C side interior at 459 and base side at 3981 so these Mill rates are our maximum decrease but you cannot increase at tonight's hearing again kind of a repeat but the primary reasons for avor increases would be related to Sheriff's Office other Constitution officers EMS insurance cost jail firefighter incentives Park Renovations City Port St Joe summer program downtown Redevelopment library and pay raises for employees um you have each been provided a book the uh book was posted on the website in advance of this hearing as required by trim so that is out there and available for since last Thursday page four of your book I always like to just P your attention to that just gives you the total by Fun and page 10 gives you that summary by constitutional officers which gives you you know what their request is in comparison to their current year budget and what we are proposing tonight so at tonight's meeting we can amend that budget U and staying within that just again any increases would have offsetting decreases and then my request is as Michael stated we have open enrollment we have a couple of moving parts we have information we're still waiting on from the state so if y'all will allow me to make adjustments um revenues and expenditures as long as the fund total does not change and it would not affect Adon so if I could get your permission to make those changes between now and the final hearing that will allow us to walk into that meeting with those any questions Commissioners reference to allowing miss her to make funding which included 10,000 for fireworks they have asked for that request to be increased by $20,000 to give them $30,000 for fireworks so I told them I would present that to you at this meeting open to the board any questions or concerns did we do that last year so last year yes they did have 30 they only requested 10 when they send in their request for this year and they had increase some of their other requests so I'm not sure if that was initially why or not but uh we did fund their full initial request for this year so it was it was um didn't they also request 10,000 TDC too so that's in there so the little bit of a quirk last year was this so this year they they actually have more money in there this year than they had last year because they got 50,000 for lights at TL James their regular 10 plus another 25 plus for something else and then plus the fireworks last year at the very end we gave both cities more money for fireworks it's a little bit different because the city of St Jo does the January 1st new or excuse me New Year's Eve fireworks that the TDC has always paid for and then it's kind of split so what they got funded this time was what they either asked for or Commissioners asked for at the preliminary budget at time so they they need they so they need a they asking for additional 20 so current budget request what's currently in your book is actually 15,000 higher than what you gave them last year okay and they're asking for another 20 which would be a total of so it's already 15 higher than what they asked for last year staff they're already higher than they 15 and they're asking for another 20 on top of that staff adjusted based on the requests that were made during the time and what their request was we adjusted that down from what they got last year was a one time time deal last year what not then they came back after the book was done and requested the 20 is that correct so they I don't have the date of that request but yes it was after y'all received the initial go ahead M so if the city so if the city of Port St Joe and I'm all about being fair for the entire County but if the city of Port St Joe does two fireworks sessions and weall is only doing one for the fourth of July they don't do any at New Year's Eve to my knowledge um I would instead of asking for they're asking for 20 additional I I would say a fair number would be 10 additional to help them with the fire I know fireworks is going up every year they struggled every year to pay for fireworks and that's something the North End of the county looks forward to going to but if they're only doing one and City's doing city in the 's doing two I don't think it's fair I'm being dead honest I don't think it's fair to give weall or the North End the same amount that the city of Port is having to fund too or the money that we're given I shouldn't say that but the money that we're providing for those I think it should be scaled down some for one one show I can't that was the fair in my opinion that's was just my opinion though one other piece of information I can offer um is I did ask what they are currently paying for fireworks and this year ACC according to Britney this year they paid 165 for fireworks and they were ex I guess their estimate was 181 for next year funding right so if we can do I mean 10 more should cover give that'll give them 2010 more should cover their fire more than cover their fireworks if that's their estimate with CPI 10 from us and 10 from TDC or is it just this is TDC okay all right I I know they wanted the same amount as St Joe got I understand but I didn't realize they were divided by two two shows down here so yep I did not either it's not always apples and apples and apples sometimes apples and oranges and this I think we're making it apples and apples I think that's the i in my mind mathematically we are uh I think we was actually come out on the the north ends come out better a little bit better than the South End is because they only have one show but I think it more than covers them and I know it'll help the city of weall for sure so what you need from us um a motion if y'all want to give them so y'all want to give them 10 more instead of 20 more I I'll make a motion to give them an additional $10,000 from the TDC fund for their 4th of July fireworks celebration thank you sir I things that we've got we've got 40,000 that's in there for employee leave payout been fortunate this year that I've only had two that have left and we've had to use that leave payout money which is not even um touched in there but uh in the upcoming year I'm anticipating at least four that will be uh ending their drop time and it's going to increase I'm um asking as far as the uh leave payouts for whatever were left in there this year to be rolled over to next year for us to be able to use an anticipation of of those four going out um also with Beach Patrol uh we are currently nursing one vehicle and no we going to have to get one I've got one ordered but it's probably going to be into uh December before it gets here so I'd like to roll any money that we have left in that fund over to to next year as well um it just would really help us out a lot U being able to keep that money and uh got some other things that are going but specifically those funds there would like to ask for the rollover and we got a couple other vehicles that we're trying to do we spent way too much money in repairs this year um as I stated before and uh looking to to to getting our Fleet back up to where it needs to be I appreciate the extra money that's been appropriated for the uh vehicles but uh and uh as well as raises as well that those those items as well as other just asking to be able to continue and roll those items over which I'll present that into a budget amendment coming up uh um it'll be for your review at the end of the month okay all right thank you sir right any other questions I I Guff County's founding and I think clay and Sylvia are working on some things for that and some other entities that that are going to have like a week long uh celebration for that we've got the summer program which is new that that we're going to be doing this year for helping with Kimo's program that's been so successful and maybe we can expand that in the future we've got uh the summer program for the employees for Public Works that we're going to try this year that that we got funded so uh lot lot of good things in the budget a lot of good things looking forward to the to the next budget years ago allowing for um government agencies to advertise their notices on bids or Public Notices on um publicly available websites instead of you know possibly through um newspaper print so we've been looking at that um recently and we um found a vendor that provides that service they're doing it for other government agencies and um we think it'll be a pretty viable um option for the county will be cheaper and everybody's pretty tech-savvy these days you're looking at um you know internet um options versus printed so we're looking at that we still got some work to do the attorney and I will be looking at the legal he'll be looking at the legal side let me legal aspects of that to make sure that we we um do everything we need to be doing there's some things we have to tick off to be able to do that but we're looking to do that and hopefully have something to present back to you at your September meeting um but it's it's with the vendor that we're already doing business with so we have a relationship there and um they do your um ordinances and minutes already thank you ma'am all any questions Commissioners for Miss uh Miss NRS yes sir I do um M Miss Norris do you uh will the ads still be posted on the front of the anex building here yes we if that's what y'all would like yes we'll still be putting putting ads out on yeah I say commissioner there was a policy a couple years ago where the commission voted to accept the administration in my office recommendation that we always post it physically on the actual Annex Building so we'll still continue to do that just for people that are familiar with coming to the courthouse and seen the physical posting which is the most traditional old school way to do it but this will obviously save tens of thousands of for be able to do it through your Civic Plus or another vendor so the it's mun code or Civic plus that's right okay so that's going to be ADA Compliant that's requirs all those boxes too yes they told us it'll be again it's a it's a be a huge cost savings I mean we just roughly figured that we're spending between 60 and $70,000 a year on on print ads between the pdrb and the tax certificates which of course is is is a huge chunk for the for the delinquent taxes but our our biggest problem is even though it's a great thing to save money our biggest problem is timing when either the News Herald or the or the local paper of meeting the deadlines I mean we're having a heck of a time meeting the deadlines for the uh TX deal because we have strict guidelines by Statute that it has to be so many days and not too many days and whatnot and and so recently with uh it's a nationwide situation with with papers declining and whatnot that it's harder and harder for us to meet the deadlines uh for for legal advertisement so that will certainly help that situation but we'll bring it back to you at the next meeting to vote on if at all possible all right it's all I've got for this meeting commission got
