knew you were here I came for you yes yes um hi I'm Hayden Woodworth I live in at 16 Garden Street and I wanted to um discuss the uh traffic pattern on that little section of Garden in front of the right by the school um we've seen we'd like to we'd like that to be a one-way street because with so much traffic because of the school um a lot of the a lot of the cars are pulling into our driveway making quick K turns and often uh when we're out there and we have four kids and they're running around in the driveway and somebody whips in and whips out and often they're distracted too they're talking to their friends it's high school students um so we just wanted to put that in front of you guys to consider that as a possibility um that's it thanks for coming that's what you and I emailed each other about this weekend right and then we missed each other on calls and I think I don't know woman I know that I think this AAR with yes so Mr wood is a long time friend for many many many manys ago do to help them like with any Resident I'd love to do it but I don't know if you had any discussions with the chief about that possibility or with Mr B about that our engineer about that possibility so Al turn it for you yeah work session I think been raised I me we take it to accomodate Mr yeah Mr had and the family had shared a petition that had been signed by several members up on um the street basically this started um we were talking about the upcoming missing sidewalk projects we were talking about the traffic flow on the street and how unsafe it felt for um their family and and the other neighbors on the street we there were five or six of the neighbors they came out and voiced their opinion um I think one of the pieces of feedback that I received from um I forgot mayor but just wed to get U assurance that most of the people on the Block were um agreeing to this and so that's where I suggest routine what we do we want to make sure just not you being the only one here your neighbor Dead Set against it we like to get a neighborhood consent and we work around those kinds of things when we when the whole neighborhood's coming towards us so that's why the US yes sure that as we see F and then I did speak with Chief he was in agence we I mean I've lived in that area for a long time and observed the traffic patterns to the area and I would agree that there's a lot of just it would just smooth out traffic flow if that section of road was made consistent with the rest of the like section similar to a g and high between white horse pack and Cs and that they oneway streets to just blow that operation don't have option so Chief did you have any objections to the proposal go one way no Steve were you familiar with it yes no objection no objection and this is from first to Crest in the direction of first to Crest first what we would do in order to make that wall um we have to prepare an ordinance which would we would do um probably two readings right there and uh get through those two readings and and make it happen I'm only doing it for understood sounds good thank you thank you everybody appreciate that when are you done tonight in com on agenda items sure uh Anton donev uh 237 first AV um neighbor of Hayden first off um kind of an introduction to the town uh I've only been here about a year and a half so figured to make my uh presence known um but again uh uh as a supportive neighbor neighbor uh we do actually agree that um having the oneway street in that section would actually be beneficial uh we've seen especially since we're on that corner um particular um heavy traffic times like School dismissal and extracurricular activity specifically uh especially when it's dark um uh not having people make uh so many k turns and have that traffic would probably be a safer situation and also flowing uh like you said from first AC Crest making sure that it goes away from the actual School uh to stay consistent with the pattern of garden would actually be pretty beneficial for us so all right sure of course any public comment on the agenda we close the public comment we'll move def session first item is brewing in the absence of Mr gentil if I may uh why don't you come up and we'll we'll do it together so we provided as requested all the application materials that was received uh for the Tanner Brewing planning board application that was circulated around by Kelly s suo um so everybody can get a a general feel in essence what it is is keeping the sidewalk clear uh allowing for picnic tables less than 30 Ines to be in the uh what is considered the curb strip which is the area between the curb line and the uh sidewalk uh it's already improved which uh with artificial uh grass uh allowing those uh tables to be installed as represented on the application materials and then also with the permission of the construction code official allowing uh what is considered stanions or frames to be installed in the area of those tables again with the approval of the construction code official on the anchoring which were specific additions of the planning board resolution and also allowing lights also with a construction code official uh there were several other conditions uh which were listed in the review um mainly having to do with a trash receptacle um in our opinion um as these improvements come uh and are available and we have received the construction code approvals then they can be installed I have no objection to unless the council has any objection no objection if the coun would allow these uh uh tables in the public right away with the stanions subject to the construction code official um and all the other conditions that are outlined in the review I understand Mr genti is going to bring things online as they're approved so the tables do not need any approvals they've already been demonstrated that they're less than the 30 Ines they can install the tables whenever uh the uh mayor and Council approves uh the use of the public right away uh and then as uh he gets approvals from the construction code office for the St and the lights uh then they can come online so that's that's the long and short of it any questions for me please my understanding is looking at your letter March 19th um it indicates that the applicant Mr jly should enter into an agreement this was a recommendation coming out of land use board with the mayor and Council to permit propose improvements in the Barrow right away that's something you're recommended so if there's no objection from Council they could authorize something like that yes I have no objection to resolution and then I could draft an agreement um in an acceptable form any approval would be subject to preparation and approval of the agreement by the solicitor and um send mr's councel that the so chooses for review and comment and then sign off on it exactly I have no objection to that that being taken place iare the agreement it's authorized just just make it subject to Legal legals app yeah I think this would probably serve as the basis for that because the thing that I'd be most concerned about is best stream traffic being able to access the right way um and it seems as though adequate Provisions were made for that to Happ that that's that's [Music] POS one thing that's different is every location with the right way depending upon where it's located tra on particular Street there may be certain conditions that you want toose so I get the UN standards but also you're talking about different roads different traff pns different locations it might station if if I get add this is they're all specific U instances this really was generated mainly by the original land use approval which was the actual use for the brewery so so uh as part of that originally approval the land use board said uh and there was con uh conversation of testimony regarding outdoor seating so the original approval had a specific provision if you are going to do outdoor seating uh Mr gentel you would have to come back to the board for approval of that that's what really sparked this process so that's really unique to a land use board application for the use I do not believe this type of process would typically occur uh on how we're sort of experiencing what's going on in uh the downtown and other commercial areas so I don't know if we I don't know if you could do a one-size fits-all rule book on this yeah and I I think I think you would actually then would have a rule book that would be maybe too onerous on on we don't need an extra layer yeah but that's that's why this started because it was a land use board application for a use and we had to follow through the process because it was conditions of the land use boort approvals I was just say it's almost impossible so I and what's occurring now is as long as it's not a nuisance it's not being it's not being uh in our uh there's there's no real rule book and so it's not a nuisance it's not a problems it works and maybe we don't break it all right thank you thank you so much [Music] to I did class IED that elction is not appr us at this time and um they're looking next year next year um to consolidate all the also cont official Risk so this is something that all the I have requested is that TR beely and we possibly to do that at a part council have gotten something from2 security which uh could look like spam but what it actually is is cyber security train who would all um this is something El the hiring um and so you they gave us sort of a rating that as to how many you know people within the B everybody with address all officials to take the training to obviously being in compliance with C efforts I think that helps your DED it it does and so you do you should have an email and what I would suggest just search unforunately it is anual thing it is it is a bit lengthy I I wish I could tell you 45 minutes it's not it's over an hour and meeting this Friday March 22nd at 9 a. at the recreation community center in New Jersey um that project extends essentially through along um sure aware of that post on the website as well um the other thing is the construction of on station in the atls is going to be starting soon um but coming back basically there a time when the as down theying back up they asked for a good time ofest nothing will guarantee [Music] raining sh we received certification fromel and Department uh we're receiving 300 STS and asking on the environmental commission side we just heard from State hdsr not appr on so we had sing Hy T have to information on sustain submission our uh we had a meeting today with representatives of this questions thank you mayor I have updates on the public side I have the report fromes respect incid for the month of February there were 20 calls 18 calls in Marton seven calls to mut a two calls to the highway for a total of 47 calls aaging very good num of five firefighters per call and 27 calls um I also have the numbers fromer with respect to the February report from the police department there were 6,482 miles driven on control 13 calls for service 20 arrests and charges 14 accidents and 146 Vehicles issues it looks like there's a new initiative of Officer baseball cards coming soon coming out soon that's awesome will that offic it will you're blowing up the spot right now we're waiting for do get out the doing very well well I think might most popular but'll um other than that the mayor and I attended challenge day at high school that took place on March 4th um and that was an initiative by the school they hired an outside entity um selected particular students from grades 9 through 11 and it was a full day event that took place in the gym um a lot of community volunteers and the purpose of it was to increase self-esteem help sh dangerous peer pressure to positive Feer support ruce teasing oppression forms of violence and really just bring the kids together to understand that they're all going through tough times and that they all have to support of each other and should be kind with each other every day so I thought it was an awesome program actually our officer Joseph was there as a volunteer he won he won the rock paper scissors tourament everybody that was there very impressive did you give a proclamation I did down fresh no big news except the May report since our last meeting I metth District leadership spoke them briefly about the initiatives working here in town obviously infrastructure improvements both strees and sewers uh mediation with de uh fre development and obviously Shar Services Public safy being big issues um the district was concerns and for that they continue to support us which every year they do a great job doing that um we have up upcoming meeting with conman's office as well again we'll push some of these these topics forward to them and hope again that we can some assistance beyond that the challenge was a huge success I do want to just again Echo phs's comments and applaud for the superintendent carner the principal Warren but especially and the rest of gu dep who um basically sold out this agency were able to Lobby them they did a Lobby some time we finally received the award for CH anded was incredible experience I think part of and I have to applaud all of the volunteers that's what they stressed was that they have to turn kids away a lot times because there AR enough ad volunteers remember of leadership from merville alongside barington hadit um parents um you know police officers teachers so really special it's really especially here where we experienced some some with that uh nothing else move into unfinished business see none move on to new business first we have a number of um Town residents here looking for an update um to the 802 station AV proposal regarding a sober living residence our board planning board and zon board attorney um regarding how the bar can proceed ands to the original applications withdrawn and then the uh the property which was contingent at the time on a c being issued for multiuse um there's a lot of parts on that so turn it over to Howard kind itation explain it all sure so and I think you sent me a copy of that acknowledging that with the threat of litigation um there's some things that we may not be able to say so I appreciate that acknowledgement what I can say is that it's a um joint effort between the L useed Bo attorney and myself um the land use board attorney looking into um certain legal issues that relate to any obligation to appear before that is ongoing and she's not issued any opinion to government or from my perspective it's my understanding that it was ultimately the intent to be a Silber living facility and my job which I'm in the middle of looking at it putting out probably 150 pages of state regulations on so living facility 101 page document it seemed like a lot it's a lot um uh so I'm in the process of reviewing that and looking at what if any role governing body has would say we have what we can what we're able to do not these uh facilities are subject to the requirements of the federal fair housing act like similar to group homes um they are heavily regulated the state state issu use permits for these types of facilities not the municipality um so it's pretty much they control much like group our state control which give us very little license to do much from a local government perspective um that being said um there are if there were difficulties Avenues of relief from the overseeing agency through the state um it's my understanding that the regulations for these facilities are rather Draconian in nature that they are heavily regulated zero doll I'm just looking at it now not issued in I'm researching it expect to fairly soon for the governing body if I may I think when you get into that 101 you'll see that actually the rules and regulations are fairly liberal for class F housing I'm sorry repeat sure when you get into the document I think you'll see that there's actually very little regulation surrounding class F residencies so um looking at that issue and and do you have an understanding of where the application process is at the state and where the purchase of the property process stands at this time thank you um Mark black 204 8th Avenue I border the property that was just talked about um I I guess I would just like some clarification on whether the process for applying for a class F license is separate from Zoning for that property um and whether all of that would as far as you understand take place at the level of the state or whether the buau has a role in some part of that rightous right there did you go school no I did not you always do like intruction then you state question that's the question uh I guess I miss missed my calling but uh uh that's on sir that's exactly the uh the issue that is being looked at by the the plan board land attorney and when you finish your looking into this and come to a conclusion is that going to be made public or is that going to be held within well you know by the advice I the governing body I would probably make a statement by their action or their interaction depending upon where that come down so as an example everybody decides they want me to release that yes will okay and point that I was making is by the actions that they take you'll understand what my opinion says maybe I said it a little clearer that time so you say we don't there's if there's limited action so our or inaction will be a summary of whatever any any opinion any opinion is a solicor to this Council subject attorney we as the council will decide what we feel from that opinion is appropriate for public I'm not even sure at this point in time action with regard to this property transaction you know until I see the opinions from both solicitors so but we are all aware of how important and sensitive this issue is the whole town but particular the area of that property and I specifically want to make sure that made aware of what's going on what our responses and why thank
