chapter 145 by mayor and Council planning board for official notices notices this meeting was posted on the burough bulle board and the bur's website for that purpose or roll call Su Miss Bon Cory here Mr Madden here Mr dulus here chairman Hansen here mayor Hal here um councilwoman Haren here Mr Schmidt here and Miss borer here we have aute flag to the flag of United States of America to the repic for which it stands one nation under God indivisible liy and justice for bear with me this is our annual reorganization meeting too so make sure we do everything order we have swear in our uh re reappointed members and new members you have the the list of members suzan no I I am I was reappoint I know I was reeded she no was she she was her ter was technically up again you you want to administer the I feel like I've been to so many reward meetings in the last couple weeks that I could recite it by heart but might have to have the words I only know because I got cop I really I mean I had a copy in my bag at Point anyone who's being sworn in'll do it as a group all right I state your name do solemnly swear or affirm swear that I will support the Constitution of the United un states theti of the United States and the constitution of the state of New Jersey and theti of the state of New Jersey that I will bear true faith and allegiance to the same true faith and allegiance to the same and to the governments established to the governments established in the United States and in this state United States and this state under the authority of the people under the authority of the people and that I will faithfully and partially and justly perform that'll faithfully and powerfully and justly perform all the duties of the office of the planning board duties of the office reorganization agenda here first before we get to our business first item is appointment of planning for chairperson anybody like to make a motion Nom I'd like nominate Jeff Hansen chair second any got a really good group of people here that do the right thing for the community that's what's important that being said uh next thing is appointment of planning board Vice chairman you have a motion charge again uh next next item is appointment of a planning board secretary do we have a motion or a nomination sorry I nominate Suzanne R second any other nominations works for me all in favor I I any opposed any extensions congratulations Suzanne way to go okay um we did circulate a report we had we established a committee last month of myself Dean Mike Madden and John Schmidt to evaluate the rfps for the the rfqs I'm sorry for the various professional appointments for this year that would be the uh planning board solicitor the engineer the planner and the uh conflict planner um we provided a report I trust everybody saw that and we're we're uh should we do this one by one I think right so we recommended that uh we appoint Elena's firm again with her as her as the primary um so if anybody has a uh you can te you can we pass pass you do them all at once I know a lot of town do 60 resolutions let's do it that way just think you want to save a little time I'm fine with that yep you could you could ask us to make a motion for all those professionals read each one but then of course so for appointment of planning board solicitor it would be the firm of Parker McKay with Elena Hyatt is the representative or whoever the designated rep is um for engineer it would be uh Steve Bach Bach Associates again for a planning board planner it would be Steve Bach's office again uh conflict planner engineer we recommended uh Bob Hunter of tnm Associates who filled that role last year admirably I think all of our professionals did an admirable job and were very professional last year for that matter and then um we did when when the uh appointment for conflict solicitor came out nobody we only had one response for the uh the full-time solicitor position so Kelly reached back out to fio foro peruchi steinhardt pelli and uh asked that they would put in a they would put in a proposal to fill the conflict position we received that I think it was Tuesday she forwarded it on to us um their qualifications and their rates looked well within uh norms for industry practice um I wouldn't be opposed to appointing them as the conflict solicitor this evening as well if anybody feels uncomfortable with that has had a chance to review their qualifications we could always push that to uh February but I I think we could just handle it tonight unless unless somebody else had a different take on it and to know they were our conflict I believe correct yes they were what Cas uh Mike Mike Areno I think filled in very admirably when uh when you guys had the conflict y um so with that being in said I'll entertain a motion to make all the professional appointments I'll make a motion to appoint the professionals as second any uh questions or comments or discussion on the motion together to um the first one would be the resolution 25-1 R and that designates date time place planning board meetings for 2025 in accordance with the open public meetings act we meeting on the first on the third Thursday of every month with the exception of November which we moved up to the second Thursday due to the uh Municipal uh convention in Atlantic City um resolution 25-2 authorizing the designation of newspapers to receive all notices of meetings as required under the open public meetings act and then that third would be the resolution 25-3 and that authorizes fixing of charges for notice of meetings for 2025 as required by the open public meetings act um entertain a motion to uh approve all three of those resolutions in a batch I move to approve um resolutions 25 1 r two R and three R I'll second any uh questions or comments or discussion on the motion all in favor I any opposed any extensions guys have it um the last item of administrative business is the approval of the December 19 2024 minutes have has everybody that was at the meeting had a chance to review the minutes any uh changes comments it's ET hearing none entertain a motion to approve I'll make a motion to clarification I'm sorry you said you're supervising the project but are you a professional or um a friend he's a he's my uncle's your uncle retired he gave I drew the drawings for him and we're once we get the permit then we go forward to get you know hiring contractors stuff like that so you're the project manager pardon you're like the project manager yeah there you go but the owner of the property is your uncle yeah so nephew and nephew and uh construction manager would be appropriate but the owner of the property is not here to provide no and why is that he's at they're at a town without the owner being I me we've like rejected appliations push them off the own wasn't here testimony you have anything from the own we have a she signed off the the uh gave us proxy for gave mik proxy she she listed my name to represent them that would be the unrepresentative yeah unauthorized practice of law so on the uh on the application person be contacting regarding matters pertaining this application if other than myself is listed Michael Hill I defer to the solicitor and that was that was signed in hereby authorized to to you on that I mean we've had this issue before where the applicant couldn't attend the meeting and they have somebody with proper his father and we wouldn't let him do it we wouldn't let him do it can't Ram the own I mean yeah I saw that but it was like a little bit scribbled it wasn't yeah that's yeah that's yeah I mean we have an owner signature obviously he's not but he's not the applicant or the owner so it's all good suzan it's okay um but he still not the CH the the the issue we're going to run into is if we we don't know that we could actually authorize and approve the application right now is there is there a sense of urgency that this that we would have to execute this tonight or can this wait till next meeting in February no we just started the process earlier when we submitted the drawings to the building department then they informed us that we had to go through zoning that we got on the on this dat yeah we don't want to do anything that's improper and not by the letter of the law because be inspected somebody you know no I mean if our approval tonight was to be challenged and there was a problem with that then it could invalidate the whole thing and you'll be back at square one it be a hassle for you even more so if you're not planning on doing it in within the next month or whatever no probably just be better meeting when they can when they can attend right we have would they have to re notice it we can we can just continue it um yeah so the the issue is unfortunately I I understand you have the signature but um Mr Hill is neither the applicant nor the owner of the property um and it would definitely be an issue if someone appealed it and I think continuing it to the next meeting would just be the safest bet for both the board and also um for the applicant so apologize here underst understand yeah that's going to be feasible next next month you believe yeah we're on third Thursday again whatever that is yeah so there would be no no need to Ren notice um we will um you know everyone take notice that this will this applicant will be heard um at our meeting next month so you don't have to February 20th is the next meeting yeah so you don't have to go through that that effort okay we'll make that announcement so that further notice won't be provided we're assuming we vot to adjourn the matter until February 20th February 20th yes okay okay pardon well they're being continued they'll probably be first right yeah we'll navigate that because there's a little hiccup with like Leah's timeline oh we got the Redevelopment matters coming there's there's an amendment that needs and has a professional that has a time so they're not Lan they're not land use applications they're actually uh Redevelopment Redevelopment so yeah so you'd be probably the first application that would be if the Redevelopment matters I mean first one they were saying might take 10 to 15 minutes I don't even know that I have I don't even know this the nature of the second yeah so it could potentially worst case second actually yeah again we apologize for the inconvenience we just want to make sure that everything's done right so that we not we don't want that's thing you want as a challenge does it look good otherwise though or can't say com this doeses not look like a large project understood well you get a copy of Steve's letter you saw the tone of the letter so I would take it in thank you see on amendment to the St Mary's Redevelopment plan about that um it's a Redevelopment study an expansion of the original Redevelopment study that we did it'll include uh portions of Kings Highway that were left off in the last study and then a re-evaluation of um some rehab designated areas on station and and technically down by our like our community center operation Center and a parking lot on across from the Methodist Church okay a lot of these are like U as you'll see presented is like more of like a looking strategically downrange great there's no other correspondents want to make a motion to
