the St statue in addition a copy of this notice is and has been available to the public and is on file in the office of the municipal clerk would you please rise for the flag salute I pledge aliance to the flag of the United States of America stand indivisible withy for all ter roll call Mayor Gilmore here Mr Montgomery Mrs Evans here Mr clouse here Mrs Tori here okay minutes and we have the regular committee minutes of January 30th 2024 I'll make a motion to approve here a second oh second Mrs Evans yes Mrs Tori yes Mr clouse obain May Gilmore yes okay reports we have I don't see our um police person so we have reports from the um tax collector code enforcement Fire official constructions and Emergency Services can I uh get a motion to receive second Mr clous yes Mrs Tori yes Mrs Evans yes mayor Gilmore yes okay so we are open for comments from the public on agenda items only anyone anyone online no okay let's close comments ordinances we have ordinance 202 24-2 this is the public hearing and final adoption option we are open for public hearing any comments from the public any comments online okay I close public comments could I have a motion in a second please so moved second Mr K Claus yes Mrs Tori yes Mrs Evans yes May Moore yes okay I have an ordinance for first reading and introduction um ordinance [Music] 2024-25 37 yes to add affordable housing uh L is on and that would then hold a where is my my range 7500 to 15 correct so do I need to amend actually a motion to introduce with that revision with that addition okay so could I have a motion to amend and accept I'll mean that motion I'll second Mrs Evans yes Mrs py yes Mr clous yes Mr Montgomery alstein mayor Gilmore yes okay so that um will be up for public hearing and final adoption on March 12th 2024 um mayor if I may ask uh the body if they would uh consider amending the agenda to add an ordinance um it would be ordinance 20 24-4 and that uh is the annual Cola ordinance that's presented to the body each year uh so it would read ordinance 2024-25 ordinance to exceed the municipal budget appropriation limits and to establish a cap bank and that would be for first reading and introdu ction with uh public hearing and final adoption on March 12th 2024 um I do believe you all have that in your binders um just for your information um again that's to add the 1% to the 2.5% budget appropriation cap um so it would enable us to go 35% uh last year's um it's based on last year's budget appropriation so the 1% represents $9,888 per represents $4,525 roduce on first reading public hearing March 12 okay need a motion I can make that motion too second Mrs Evans yes Mr Montgomery yes Mr CLA yes Mrs Tori yes mayor Gore yes thank you okay we have this evening four cons ument a resolutions 2024 46-2 to 2024 49 -2 can I have a motion in a second so moved second Mr CLA yes Mrs Evans yes Mr Montgomery yes Mrs Tori yes mayor Gilmore yes resolution 2024 D50 D2 granting permission to commence preliminary site work um would you like to elaborate on that please yeah sure this is a um this is the two Warehouse development behind Mall Nissan and uh the motel on Route 38 it also has uh just behind property that's on the uh bypass as well um they have prelimary final site plan approval they received that some time ago they've been working with the do to one improve The Jug Handle to they're doing a land swap with the do that has now been approved everything the do takes forever right um so they're still waiting on one thing from the do which is the major highway access permit the do has signed the has approved the agreement for the swap but they just haven't gotten the permit so they would like to get started on site work they actually wanted to do more work and we kind of said to them no we can't recommend that to you yet to see how the site work goes so it's really just moving dirt around so they can get that started um the conditions would be they can't go out tomorrow they've got a post a bond right they've got a post inspection escros for the engineer to go out and make sure that they're doing it correctly right I me I don't know it's involved in moving dirt but apparently there's some stuff involved in moving dirt and he's got to look at it so that's all got to be done before they can do anything but it but but it all the approvals when the Plenty War grants an approval join the L board it's conditioned upon all other agency approvals so the highway access permit is one of those approvals but we know it's coming it's just it's the dot and we probably would even recommended this to you had we not known that they had now approved the land swap so we were pretty comfortable saying to you radically protected we put language in there that says we can we can issue a stop work order whenever we want if we see something going wrong right um and but it's just moving dirt okay any other questions from the committee can I have a motion in a second please so moved second Mr clouse yes Mrs 4y yes Mrs Evans yes Mr Montgomery yes mayor Gilmore yes resolution 202 24- 51-2 this has to do with our fireworks display I need a motion in a second doing just that to our um legislatures um I also want to mention the fact that we were all well almost all of us were at the um banquet for the uh fire department and the uh ear Emergency Services uh group and we're I was asked to swear in the officers of both companies and and we were all witnessed to some of the special awards that were given out um one that was really quite nice and we had intended on doing something for him uh this evening but unfortunately he wasn't able to attend in Don Platt on over 50 years of service and they gave him an award that was made from one of the uh backboards that he used during that service you're here to Da yes yes indeed it was quite emotional quite moving yes it was it was and yes the shoe box collection did go very well there was over a
