Evans yes Mr Montgomery yes mayor Gilmore yes reports we have inhouse Sergeant antonucci would you like to give a [Music] report everyone good even I just uh wanted to give an update uh a couple months ago I reported on an incident that happened at people and uh Tavern uh that shooting incident nobody was injured uh our uh detectives and uh Troopers uh after extensive investigation uh arrested a suspect uh out of Philadelphia um yeah Philadelphia Police Department was involved as uh well so uh that person was uh arrested and uh with the uh warmer weather coming we want to minimize uh these of incidents from occurring so uh we'll be conducting uh uh more uh checks to the area uh during weekends and uh whatnot and but uh they've been also advised the bar has been advised that they should have some sort of security in place as well and uh that's it for that and uh we were at the Easter uh event and uh will be uh coming for uh Memorial day and thank you for uh inviting us it's always nice to attend it's nice to have you represented oh thank you thank you Sergeant app Sergeant so with that we need to accept reports I have a second a motion and a second please so move a second okay Mr Montgomery yes Mrs Evans yes Mr clouse yes Mrs Tori yes mayor Gilmore yes comments from the public with regards to agenda items only comments are limited to 5 minutes uh good evening uh uh members of the committee my name is Deborah paa I live at 50 bankra Lane in hesport um I am addressing a resolution on the agenda it's uh number 8B resolution 20247 2-4 extending consent to filing of land use application involving mun Municipal property for storm water discharge through blocks 100 Lots 9 and 10 and we do have new members on the uh board since the time that the original uh resolution was passed in July of 2022 uh so to refresh everyone's memory that resolution in 2022 was resolution 20221 15-7 in basically entitled the same thing except it there was no extension was just consenting to filing of land use application involving Municipal property for storm water discharge through block 100 Lots 9 and 10 at that time uh you may recall r&m development uh was seeking to U obtain an easement on Township property uh r&m development and diam montis who owns the property were represented by David Frank an attorney um and what he said was on behalf of the developer of the property said this resolution gives them r&m and diamantis authorization to go to the land use board and amend their application to have an easement under Township property for storm waterer pipe uh this eliminates them joining into the adjacent hoa's pipe SLP ponds for storm water discharge that was Creek Pond they wanted to use Creek View's private property which Creek View said no you can't do it the township would need to Grant an easement for the pipes to run under Township property and at the end of the meeting I believe in uh the the resolution was adopted importantly Jack grin who was the engineer for r&m and diamontes did speak mayor McLaughlin asked a very very important question mayor mclaughin asked who would maintain the pipe it sounds like a simple question I as a lawyer don't think it's a simple question in fact I know it's not a simple question Mr grin said that would be worked out with Mr gpie now notice he never committed anyone to maintaining the pipe he said it would be worked out he did not say rnm will will maintain the pipes he did not say an HOA would maintain the pipes because of course no HOA is formed you can't contract with a non-existent corporation he also did not say diam montis would maintain the pipe and needless to say r&m and diam montis once the development is done 70% and the common elements get transitioned over to the com to the HOA diamontes and RN r&m are gone they are not going to maintain that pipe presently no one is maintaining that pipe why is that important I was involved in a case and I wrote a very lengthy letters it's not really that long at least not compared to some of the things I've done and prepared a lot of documents that I'm asking that this court admit as an exhibit uh to for today's meeting from 2017 until 2022 I assisted John Novak in defending a case called Shark River cleanup Coalition versus Township of wall and EST state of Fred McDow that case is exactly the situation we have here in that case Fred McDow was a private property owner he owned I believe 400 acres of land which was located next to the Shark River Wall Township through a condemnation took an easement to install a sanitary sewer pipe on Mr mcdow's property at some point the pipe was not being maintained and an unidentified hiker was hiking on Mr mcdow's property and determined that sand under the Clean Water Act sand if it's caused by a man-made condition is discharging into navigable Waters it's a pollutant sand was they determined that sand was was being discharged from that pipe there was no breakage of the pipe there was nothing from the pipe itself being discharged it was the sand that was being discharged into the Shark River this hiker reported it back to the Shark River cleanup coalition they have a lawyer Mr brener Mr brener sent out the required notices under the CWA now the CWA is very specific and if you don't follow it to the to the letter of the law you can get thrown out of court he filed the notices asking that they remediate it it was never remediated the notices went to Wall Township and also to Fred McDow the owner of the property he did not own the pipe neither one of remediated I'm sorry I'm going to have you pass the 5 minute time I'm going to ask you to please wrap it up all right basically the situation is that Mr uh that they were sued and they filed a motion for summary judgment to get out to be dismissed from the case hundreds of thousands of dollars were spent in defending that lawsuit Wall Township by the time it went through the third circuit spent $200,000 in defending the lawsuit Fred uh Fred mcdow's estate paid $100,000 in defending a lawsuit they never reached the merits of the case in other words they never determined that there was a that there was a discharge or a violation of the Clean Water Act but lawsuits still have to be defended and that's what's happening here there's no maintenance plan okay thank you very much um just uh just one more thing comments I'm afraid I need to uh be fair to everyone I I I understand I would just like to read this I won't take long in our case hesport owns the property just like McDow hesport gave an easement to r&m development no different than the easement given by McDow to Wall Township r&m will be required to form homeowners association presently there isn't one there's presently no maintenance plan in place additionally neither are RM Nord diamantes have been required to post a maintenance Bond provide an easement insurance and it's likely that they are not going to be there to maintain uh the property thank you very much one statement it's over basically one more statement app at this point hesport hesport Township has not pro has not provided any thank you very much for your comments okay m kport Township has not protected is there anyone else in the room that needs to make a comment at this point I have a comment to make about that she she pointed out a sanitary sewer system which is a lot different than a overflow storm water system it's entirely different so I'm just that's something I you know she said it's a sanitary sewer and that was my opinion I picked up on that uh is there anyone online at this time no there's not thank you okay not hearing not seeing another hand I'll close public comments all right at this point in time we have ordinance 202 24-5 to amend chapter 34 of the code this is a public hearing and final adoption we're open for public hearing is there anyone in the room that wishes to make a statement and there's still no one online no close public hearing I need a motion and a second motion second Mr clouse yes Mrs Tori yes Mrs Evans yes Mr Montgomery yes mayor Gilmore yes support the record that'll be treated as a motion to adopt the ordinance correct thank you ordinance 202 24-6 amending chapter 22 of the H uh hesport Township Code entitled length of service and award program this is the first reading and introduction the public hearing and final adoption will be on May 14th we have a motion motion second Mr clous yes Mr Montgomery yes Mrs Evans yes Mrs tordy yes mayor Gilmore yes ordinance 2024-25 of hesport Township Code this is the first reading and introduction the public hearing and final adoption will be on May 14th 2024 we have a motion I'll make that motion second Mrs Evans yes Mrs Tori yes Mr Montgomery yes Mr clous yes mayor Gilmore yes ordinance 2024-the entitled affordable housing this is the first reading and introduction public hearing and final adoption will be May 14th need a motion and a motion second record this a motion to introduce on first reading yes Mr clous yes Mrs Tori yes Mrs Evans yes Mr Montgomery yes mayor Gore yes ordinance 202 24-9 adopting a tree removal replacement ordinance as required by the New Jersey D this is the first reading and introduction ction the public hearing and final adoption will be May 14th 2024 motion stop there second can I make a comment yes yeah I I'm I'm just concerned about this um this removal and replacement it just seems very restrictive to me and it just seems that it's people's property and certainly we need to be concerned with the municipality as a whole but it just seems pretty restrictive to me I um just have have some concerns about it I mean it's the first reading and introduction but I I hesitate if I may um we share those concerns uh this is a shove it down your throat from the state yeah uh as an ms4 U TR municipality U we have softened it as best we can as I mentioned to you earlier um we are going to continue to work on it and see if there's other things we can do to make it more appropriate for hesport as opposed to some across the board thing that the state thinks everybody ought to jump on um but we have deadlines yeah and who knows what people in Trenton might do if we just don't follow those deadlines so uh we're going to we're going to take a risk and see what happens on May 14th at your next meeting we're already going to be 14 days past the deadline uh and um you know what are they going to do yeah right understand yeah we're going to send it to home in the me it's been we're sending it to home in the meantime right so we're going to do all the things we're supposed to do we just may not adopt it by May one and if there are things that committee wants us to consider between now and I would say may one so that we can figure out what to give you on May 14 tell us that that sounds a plan do it but at least let's get it introduced all right very good thank than John appreciate it Mrs Evans yes Mrs Tori yes Mr Montgomery yes Mr K Claus yes mayor Gilmore yes we have consent agenda resolutions 20 24- 64-4 through 20247 D4 um with I'd like to make a note to um forgive the town ship fee on resolution 2024 d694 which one I have a motion in a second I'll Mo I'll make that motion with that Amendment with the amendment with that amendment of of I'll second that with that amend Amendment thank you Mr Montgomery yes Mr clouse yes Mrs Evans yes Mrs Tori yes mayor Gore yes resolution 24714 amending the shared service agreement for the construction code services in Westampton motion second Mr K clous yes Mrs Evans yes Mr Montgomery yes Mrs Tori yes mayor Gilmore yes resolution 2024 72-4 extending consent to filing of land use application involving Municipal property for storm water discharge I think this should be tabled so that we can spend some more time looking at the very heavy pile of papers that um Miss player brought to the table and just making sure before we do this that there isn't a liability to the hesport tax I I'm in I'm in agreement with this and I appreciate the hard work and you you were very concise it was just a lot you had to cover but we we had to stop it we we went beyond the 5 minutes to to let you go but we really needed to but thank you good good job by you I I would also like I'm not in agreement with them this has been put through by our attorney everybody who's working for us um I don't uh your statement said is exactly the same it's not you we have a 100-year runoff water runoff you're saying sanitary sewer I don't care how big your piles of papers are I don't think I will not look at them as being more valued than our professionals that already put this together so that's my view that we should continue this if I can say something else excuse me I have the floor sorry Mr gesy would you like to Enlighten us yeah I would um so I think there's one misunderstanding and and look I appreciate what Deborah submitted I appreciate what she submitted two years ago um but the fundamental I think misunderstanding is at the bottom of page three of of her letter and what she quoted to you it's in the record from her quotation in our case hesport the property just like McDow hesport gave an easement to r&m development no different than the easement given by McDow to W Township um and then on the last page of her letter her last second to last paragraph in short the hesport township committee has granted an easement to a developer who will leave the site presumably attempt to turn the maintenance of the pipe to an HOA which does not yet exist the HOA will consist of only 41 Property Owners the HOA will most likely not have sufficient assets to maintain the pipe etc etc etc um that's incorrect there's been no easement granted in fact the resolution says at the very uh end under now therefore resolved by the township Committee of the township hesport County buring state New Jersey and that the township does hereby Grant its consent to the filing of an AM of the amended site plan application by r&m Development LLC with the hesport joint land use board but that any activity proposed shall not be permitted unless and until the township negotiates an easement agreement with the applicant Andor owner Andor developer of the property so all this is allowing is the application which is already has approval to go forward for an amendment based upon the new storm water regulations that have to be met for that development you have not granted en easement which you would have to do by ordinance which will facilitate a public hearing because an ordinance has a public hearing and and I as I said I I appreciate what Deborah has submitted I have not re re-reviewed these things uh that she submitted um but I will and I think how we draft the easement will be you know to some degree informed by these concerns I'm not going to draft an easement that just doesn't acknowledge the fact that somebody might not be there 3 years later right to to take responsibility so I do appreciate it uh um not sure I appreciate an officer of the Court ignoring directives from the chair of the meeting to stop but that's another issue um but I do appreciate the substance but that's not what this resolution does this resolution doesn't Grant an easement no easement has been provided um and eement to has to be negotiated all this does is allow them to go back to the Joint land use board because the new storm water Rags okay thank you for clarifying that John so that it's it at this point we don't know who's going to maintain the pipe right that has to be determined later at the next hearing that's right and and to be honest with you if if it never happens right because the the the approval that they get from the land use board is conditioned upon this means by which to discharge the storm water okay if we don't give them an easement they can't discharge the storm water and the site plan has to be amended they've got to find some alternative way to get rid of it right and and it may be that after all this we look at it and say you know what it is too risky uh there may not be somebody there the HOA may not be able to carry sufficient insurance I also don't want and I and I appreciate Deborah pointing this out that the court never reached a decision on the substance on the merits there was no determination that either the township or McDow was responsible or liable under the Clean Water Act but her point was is that whether you reach that decision or not it costs money costs legal fees you have a joint Insurance Fund that covers a lot of things that sometimes I wonder why they're covering it but they do uh and since this would be a damage claim they would cover this damage claim under your coverage Provisions as I understand and they would also be responsible for those attorneys fees you would not U but but look her point is we don't want to get to that point right and ie with that right so um if you never approve an easement the development never gets built unless it find some other means by which to do it well okay my concern am I allowed to speak no okay um a bit in the same way that um requirements and deadlines and planning issues have caused me to have to make yes votes on some affordable housing plans that have then been thrown back at me later on when I've said well I don't like this or that about what the affordable housing developer is asking in the same way I fear that if we give uh if I vote Yes on this um plan to to consider an easement then when we get to the point of actually granting the easement that vote will be thrown back at me in the same way do you are you following what I'm saying so I I'm tempted to uh stand by my original uh suggestion which is that I would personally like to see some form of uh draft of the kind of thing that we might be talking about with respect to the developer and who might be be uh in our agreement uh maintaining the uh the the the pipe before I would be super happy to to vote Yes could she just vote no you just vote no then I'm going to vote no I'm just explaining why that's what I don't have to give itori why I vote good okay no voted on anything yet cuz no that's I say F it's all good I don't have to explain my vote I'm ready to vote I'm good I don't think there was a motion no there was a request to table the the resolution is everybody okay for tbling it I'm not there was no motion right no so it was just a request I make a motion to [Music] table I'm going to second the motion and and with all due respect John saying I I do think I I just want to get a little more information on it so I'm going to second that motion and it may get voted down but I'd rather are on the side of caution okay Mrs Evans yes Mr Montgomery yes Mr Claus no Mrs Tori no and um as a member of the JB board I'll be very interested and uh and seeing what they present and how they're going to handle that so um at this this point it's no we're not going to table it no mayor Gilmore no okay so now we need a motion to approve correct okay do I have a motion I I motion to approve I second Mr clouse yes Mrs Tori yes Mrs Evans no Mr Montgomery no mayor Gilmore yes passes okay hey can I just say something I just I I trust in our administrators and our legal Absolut so do I that's why we're here we're not lawyers we're not you know but we hire these people to do the job and I appreciate anybody coming up and pointing out something and as long as our lawyers consider that we're fine and it go to the joint and I will be looking for joint use land board will go to it next it's just another step it doesn't mean we're approving something entirely it's just we're approving the next step and I will be looking forward to that at the J and I will be anxious to hear all sides of it and I will want to know if in fact they put the pipe there who will maintain but that's all something that that's all something that will be done in the future but I will be looking it that closely okay we have um business licenses to approve we have a motion in a second motion second Mrs Evans yes Mr Montgomery yes Mr clouse yes Mrs Tori yes mayor Gilmore yes okay now we're open for comments from the public on any matter whatsoever comments are limited to 5 minutes Yes except the eclipse we don't want to hear about the eclipse just kidding it's just a joke all right come on Joe all good name is Jo shulie Re El on our drive I'm going to speak real and try to give you back the 20 seconds that I was extended in January we'll see if that happens or not at any rate we're we're celebrating our 100th anniversary 100th year there was another anniversary very important on April 1st 19 74 50 years so think where you were on April 1st of 1974 some of us probably weren't even around right I was a freshman at St Jose but on that date there was an article published in a periodical called The Hard Road to world order this article was issued by uh a diplomat an ambassador eventually became he also instructed was a professor at Georgetown and had Bill Clinton as one of his students and Bill Clinton was you know paid much respect to him when Bill's uh nomination happened the first time around his name was Carol Quigley and that article was published in a magazine called Foreign Affairs which is the publication of the Council on Foreign Relations all right my comments go into much more detail than I can say here all right but Council on Foreign Relations has been around since 1921 and its members um have held various uh posts in the government and increasingly so all right especially in the executive branch but going back to that Professor he said the Council on Foreign Relations is the American branch of a society which originated in England I believe it was called The Royal Institute for international Affairs and believes National boundaries should be obliterated and one world rule established all right so consider that National boundaries should be obliterated I'm One World rule should be established we're talking about a One World Government right what people today May call the great res from the world economic Forum if you're familiar with that uh the League of Nations was put forward as a first step in this country for us to enter mon government it was shot down because of concerns about American sovereignty being compromised all right but if you Google this term the new World Order and in his article which I'll provide separately in fact I sent it uh to miss Costco this morning or this afternoon he says in short the house of world order will have to be built from the bottom up rather than the top down an end run around National sovereignty eroding it piece by piece will accomplish much more than the old-fashioned frontal assault and then he gives a 10-point plan on how to achieve this and if you look at those 10 points I won't go into detail here but you can see where we've really lived this over the last five decades all right so there's a problem the New World Order the great reset has a problem it's called the Constitution okay we were founded to be a Sovereign Nation thank you but just to quote some of the folks that have been in government okay uh about the federal about the uh new world order we shall have World Government whether you like it or not by conquest or consent this was written by the son of the founder of the Federal Reserve System and testimony to the Senate Foreign Relations Committee in 1950 all right there's nothing secretive about the New World Order uh President Bush on 11 September consider that date 1990 after Desert Storm at Desert Shield uh was pulled off he said we're moving toward a historic period of cooperation out of these troubled times our fifth objective A New World Order can emerge all right there are other quotes here that say the same thing basically we have people in and out of government pushing for the new world order again what stands in the way of the new world order our constitution what can we do about it as citizens of a Sovereign Nation we can write our legislative district representatives in District 8 and tell them to oppose concurrent resolutions in the assembly number 31 and Senate concurrent resolutions 13 and 35 that are with their respective committees thank you very much thank you than 14 14 seconds put in the bank I owe you sit anyone else in the room yes I'm aiming for 60 seconds no my name is Samantha lovan I'll be running for the Democratic side of the hesport township committee opening spot just want to introduce myself hi everybody address um if anybody has any questions concerns anything like that excuse me sorry sorry you any questions or concerns I will be uh eventually meeting with citizens and residents of our Township so that's about it just say hi you need you need to identify yourself with your address for the record that's 2514 Creek Road thank you thank you thank you very much you're welcome yeah welcome thanks for [Music] volunteering anyone else at the conclusion of my last uh comment I'm sorry Deborah Pia 50 bankr Lane hesport thank you U Mr Les be indicated that my letter was wrong that no easen had been granted I just want to bring to everyone's attention I did ask for a copy of the resolution earlier today from uh Tara but I was not um because it had not been approved I wasn't permitted to see a copy of the easement so uh of the resolution so as a result when residents don't have full information they're operating in the dark so I apologize if I said that there an easement had been granted but it doesn't change the situation somebody has to maintain that pipe and presently absolutely Mr grin has said that it would be in the works with Mr Mr Gillespie and nobody has stepped up to the plate and said let's let's sit down and have a conversation as to how this pipe is going to be maintained that we're not at that stage yet that's good no I appreciate understand that but I understand that but we will have that conversation we will we will I definitely want we will have that conversation and I will be waiting on pins and needles and I expect that and I'm happy with that thank you de thanks de thank you very much anyone else yes ma'am my name's Elise Farin I live at 110 Maran way hesport the Glenn I have um let me start again I understand the EMS is a volunteer organization but last um January I had to call them and they came hesport came no hesport didn't come I'm sorry Lumberton came and on the way over to the hospital which was the Mount Holly hospital I said um what what happened to uh hesport and they started to laugh and they said they're probably sleeping now we got to the hospital and I said what what do you mean and they said they very rarely show up they're usually sleeping now a good friend of mine had a stroke last week and she was determined not to have our ambulance come pick her up which they didn't anyway lemton came and took her so it I just wanted on the record that we seem to be having a problem with our EMS and maybe we can do something about it thank you thank you thank you very much for letting us know it's perfect thank s anyone else yes ma'am Su McMullan 129 marry and way I can attest to what Elise is saying because I live in the Glenn we see many ambulances in there cuz I walk every morning 9 times out of 10 they are not Hainesport I know we're supporting the EMS I know as of as a resident I've been supporting them for 50 years I don't understand why we're not getting C calls answered so somebody has to look into it I've also seen on Facebook all these people are being trained and I am assuming that we pay for their training if we're getting all these new people in why aren't they responding to calls do they have to make any kind of commitment to the township once we pay for their training it might be worth saying they have to give us a year or two years if we're putting out out money for training for them to go someplace else Point thank thank you thanks s yes ma'am been a while zebah Harris s elen or dve um so I've been in attendance at the school board of education meetings recently and I've listened to some parents who have brought up the issue of basketball courts um that need replacement um other school equipment mulch um unsafe playground equipment um there was recently um an issue with not being able to afford the HVAC um and that having to be a capital expenditure as well as some of the picnic equipment the um the land underneath the dirt is basically making it so that it's gone from like um a regular kind of height to like a countertop kind of height because there's like digs in the dirt so there have been a lot of concerns about this and um a couple of parents I've listened to ask the Board of Education hey so what's the process for requesting pilot funds from the township and there hasn't really seemed to be a very good answer presented in the Board of Education meetings so I'd like to bring to the attention of the school Lea on that there have been parents concerned about some of the equipment especially the outside side equipment and of course some of the surfacing the soft surfaces The Mulch and other um Landing areas and there hasn't been a clear answer about whether or not the school can indeed afford it or whether or not it's something that um should be requested in Pilot funds so if you'd like to perhaps address a question my question is is there a process for the school to request funds from the township to cover some of these capital expenditures or what is the expectation in terms of the township for um the school when it comes to requesting pilot funds I have a concern they're aware of unsafe and they're still using them are you in other words you're telling me that the school is aware of unsafe conditions and it's hasn't been corrected the school is aware that parents have characterized the parents have determined it's un correct and that with I've list to parents say these things to the scho so those are parents comments now the school has agreed that you know there if there are concerns about the playground equipment they will follow up with the parents and there has been some followup but nothing really satisfact so we don't know anything's unsafe so I'm just concerned about our students or not it's structurally unsafe and unsafe for use is probably a concern and a determination that needs to be made by a professional but from a parental persp perspective those were the concerns that were brought to the school board yeah cuz I worked in schools for 22 years and if something was unsafe it then the leag got shut down and removed understand that you were an electrician yes it didn't matter I'm an electrician so um if you'd like to go back to my question I'd appreciate that or not I think they have to ask for funds there is no they've asked before for funds and we provided right they receive funds that was a process that they yeah they asked well that's what I asked what the was if they just come to you and ask the it comes from administ it came from Administration that reest I'm going to tell you I'm going to call the superintendent tomorrow and see if he's unsafe I'm going to ask him I'm and I'll ask him if you have unsafe equipment that's being used and do you need something and you know the process that and at the very least perhaps ask him if he's gotten concerned parent report well that would be on his end I can't do that know what those are from the various parents I appreciate that thank you so much thank you thank you and actually um as the liais on I I have reached out to superintendent as well that on some other matters so um but it's good that the parents brought it to the attention of the school board so now they're aware at least that there is a concern and it wasn't me by the way that's it's it's yeah okay thank you thank you I appreciate it thank you yes Mr Black I'm Jenning black 2505 Elma Avenue I'm not sure if I'm at the right part of the hearing this evening are we at for public comments item number 10 you're good you're good I'm in the right spot okay uh my my hearing is very limited I'm almost totally de now um I did give mayor dilmore dilmore a a note there with I don't know a week or 10 days ago what it was there uh making a request that if the township would consider returning all the unused portion of Lot Number Eight down Avenue that's where the pumping station is located uh we originally in 1985 bought lot seven 8 and nine and then the township a few years later gave us part of the the paper Road there which I believe joined on to our Lot Number Nine if I understand correctly uh with the obligation that I would maintain the ditch which I've done for 38 years now lot of other property around there also to I've been maintaining because of vasive Mysteria kosu all kinds poison I've been doing this for 38 years there now going 39 now um it's quite a challenge many trees I spent thousands upon thousands of dollars maintaining uh trees have been damaged with different storms I've approached the county parks which they didn't really do much for us I did speak with the township men here but they said they could not do anything for me the road department there because it was not it was Pro not there not part of Township property there uh SP we did get some action taken where there was a very dangerous tree there a dead ash tree a number of years with the potential of having a gas explosion if that tree were down across the gas line by the generator for the pumping station there that has now been taken care of they finally got there and took care of that I'm very I thank you for whoever's involved with help I thank you for that that's one thing that's off our minds there's still another very large pine tree on the back of the pump station which has the threat of threaten of landing on top of our house we did suffer severe damage from a tornado back on August 7th at 7:40 p.m. when August the 7th there and which did a lot of damage to our home which we the process still getting things square away there that tree there also is only like 30 foot from our house I would I would appreciate that could also be taken care of where I will go ahead and take care of you give me permission I will have done tomorrow or if not sooner I mean that's that's it's a quite large tree part of that tree did come through our roof during the damage during the tornado and the and the lightning strike we had on our home back on August 7th at 7:40 p.m. that's all recorded our fire chief um Shan was there within minutes of our call and assistance to see if there was any fire damage or any electrical damage which you know there was not just a tree was through the roof and B the front of the house were sheared off okay uh that goes Way Beyond all that um but my my uh concern is with the ownership there I've been doing it for all these years uh a lot of water comes down New Jersey I comes through our property wases a lot of our property off beyond the pumping station there under the creek I see more and more um uh damage being on the back of our property and also other properties there from boat action and wave action from swarms and high winds and things like that with with white white water out there so I think we need to address it if we if we could please if you return the property to me I would have the intention of possibly stopping the erosion coming in behind the back of the pumping station there I would like to be like to be able to put a bulk Kad right on down to join the bulkhead that was built 1910 I understand down by theend New York Avenue there uh when the Mason dam was there that all broken on August 19th 1939 if I understand correctly uh that by not running that Bulet downn farther we all suffer damage our property is constantly being washed into the creek the cek is filling in quite rapidly not only from all the vine damage to all these invasive spe species of stuff is growing all over the place I mean from what was a very beautiful area here I remember on this CCs is I've been 12 years of age I'm I'm talking like close to 80 years now been I'm knowing all what's been going it's a shame what's happening so uh the part that I'm concerned with is behind our property there alongside which was our property and when when the the original plan for us there way we were it was explained to us when this the sewage system was coming into the Heights area there would just be a little area on our property by the paper rout there probably 25 by 25 the example again was go through over to the chase you'll see what the over landscape you w know it's there and then there was all kinds of work that was done there for finding artifacts and over there before the the actual bul and leveled everything off and cut it down so what was our air conditioning for 15 20 30 years where it was there before the pumping station now we have to run air conditioner all that Asphalt in there we have a lot of heat to deal with our property value has severely changed also too but my main thing is maintenance so that nobody gets hurt I've been dealing with drug dealers there now for 30 some years some we moved there drug dealers I'm getting them out of the area with the police help also I'm very thankful for the help they've been giving me really and we're fine May getting some under control the dealers might be out there sh I understand their house for foreclosure I've been threatening my own property back there I don't like that now if you return to me I will take care of the situation there and it will be all it'll be all done i' like to go and eventually pull that put a bulit through there stop that abusion be com in behind the back of the the the puming station there and and build a one story home there because it's my need for my family right now we're all disabled I'm a vetan Vietnam that's my problem thank you very much thank you I Believe Miss Costco even visited the property recently I did um I was able to get the county to go out and remove the tree as requested um I think at the time that they were there uh Mr Black did come out and request some additional work to be done but that was not authorized at that point um I've gone back through the the history U Mr Black and your file I see where you moved in and Lodge some of the same complaints from the early' 7s um that are being expressed today so um in terms of you know that's a policy decision but it's also County property back there it's not just the town's property so those lot lines need to be establish plus it's the M you know the township owns the property but it's for the pump station so you know I guess you and I need to sit down and talk I need to differentiate between what you're saying are safety and hazardous concerns but then you also said you want to build another house on your property so I think we need to sit down and maybe talk through all of these things um the the the county owns and is responsible for along the Ran ccus So any type of Bulkhead buying or bulkhead um building anything like that obviously we need to enter have that agency involved in this conversation so this is a lot more complex than you know and that's the picture I want you folks it is a complex situation I say that I'm having a very hard time even right now if we could sit down where I can hear saying and help read your just so you know we have we have um sound devices for you to use the next time they're new worth of your okay they're here for you they're available to you though work my ringing is up here my stand here one year only so I thank you I would appreciate that I'm not thank you very much you thank you okay anyone else in the room is there anyone online no okay so we'll close public comments comments from the administrator uh so uh Tara and I had a uh meeting with a um digitizing company called fonx uh when was that last month Tara um to start having the conversation to digitize all of our Municipal documents and uh begin that process and we had always uh earmarked the American Rescue plan funds that we received for that project um it's going to be quite extensive but uh please you know just know within the next several months we'll have a a plan before you uh for your consideration and we'll probably start with the um the Construction office first we'll go through each department um and it'll probably be about a 1 to twoe process to digitize all of our records uh newsletter will be uh Tara did a great job Gathering all of the information from various agencies um our departments uh so that is um everything is over to Hometown press and we expect it to be mailed out to every household miday um May 20th was the target date okay um and then our June 1st celebration plans are coming together we have a lot going on with that so I do ask the community to keep your eyes and ears open for tons of announcements heading your way um lots of fundraising activities a lot of um event information it's going to be really really great event and I'm super excited to be a part of it that's it thank you Mr Gillespie thank you uh first of all it's good to see you all again welcome back that's right there I don't miss too many meetings but um that was worth missing um I I I don't want to be a dead horse but um I don't want my comments about the inaccuracy in Miss P's letter to interpreted as criticism of Miss pla for having wrong information because she didn't see the resolution I know resolutions don't go out in public that's kind of my advice to you for years is they're still draft until they're adopted as evidence by the fact that you had a discussion weren't ready to adopt it until you had that discussion I actually thought that Miss Pia thought that we had done an easement because it was two years ago that the last resolution was adopted I figured you probably figured we already did it by now but we didn't things changed after that at the developers point so I I want to make it clear I was not criticizing uh Miss paa for that inaccuracy for not having read the resolution uh I just figured she thought we had done it by now but there were various reasons we haven't and as I said earlier uh many of her comments and I will read the stuff will likely inform how I approach that easement thank you thanks John Mrs Evans ah yes well um I missed everyone too when I was in the UK last meeting but I especially missed the cake I'm sorry it looked delicious we tried sa oh unfortunately I was there for a while so um anyway but I'm very excited uh to be a part of all the 100th anniversary celebrations looking forward to getting my t-shirt I'm running the 5K on May the 11th which is part of the uh 100th anniversary celebration so anyone else who's interested in running the 5K um you can sign up now uh I also wanted to talk a little bit about sustainable Jersey um we did get our feedback from the first round of um the application process so the green team is busily working away trying to up our game so that we get a few more points when we have to resubmit on May the 10th we will also be appearing at Earth Day on April the 20th um which uh I believe is positioned at the Pavilion and we have an article in the newsletter which was mentioned earlier then I just wanted to respond to a few of the residents thank you Sammy for introducing yourself uh Deb would have liked to see the resolutions beforehand and I know because I think I was in the audience when we decided not to do that at John glp's advice I also I need to have sit down with you John because it's one of the sustainable Jersey recommendations that we do so I need to understand sort of what it is that stops us from doing it and you know what the ins and outs there are U because if like a Statewide body like sustainable Jersey is suggesting that we let the resolutions and ordinances be open to inspection I need to understand exactly what it is that is preventing us from doing that provide me a sustainable new jerseys recommendation sure yeah I I'll forward that to you um and then uh yeah on the school board thing Deb um I too have received complaints from parents about some of the situation at the school board particularly I think it was the the uh surface the sand in one of the play parks and I think I forwarded that to the school admin so everyone is on this everyone is concerned we're not just you know ignoring the things that are going on and I'm sure people will be following up on them thank you everyone for coming and uh have a great night okay this is Tori okay um so first of all I'd like to commend the ladies who do the story time once a month they never get any recomend recog recogniz they never get recognized they never get recognized and they do a really sweet job for the children so for Donna Joan Lorraine Chris am I missing anybody Donna um they do a great job they um have crafts and snacks and stories for them so I just like to recognize them and say thank you very much for that um the fashion show committee enjoyed a potluck dinner with the um ladies auxiliary members and we all came together and with our new friendships good fruit and discussed all aspects of the fashion show what could have been better what went well and um what we learned from it and we're carrying a lot of this through to the anniversary event so we're all working together um trying to do as much as we possibly can uh the Easter egg event was a huge success everyone of all ages enjoyed the Easter Bunny and the pictures with the bunny face painting Easter eggs pictures prizes games it was a great day so thanks to Leela Donna Liz and Sue and Lorraine for organizing the event for us um the t-shirts are in as of today so they will be available for on Earth Day and as well as we'll have tickets uh continued selling tickets for the hot air balloon will be available um and the flags the guard Flags so um we will have a lot of things available for purchase to get into the spirit and help support our event um so with that I'd just like to say thank you all for coming um and it's nice to hear from you guys okay um yeah first of all I want to say thank you to Donna for um getting me to do a demonstration on composting during Earth Day not many people know this but I'm an avid gardener don't put my leaves out and I live on very wooded lot I Compass them all and I am very environmentally um I put everything back into the Earth for my garden and it's very beneficial so and it doesn't cost the township anything to pick up my stuff so I hope to uh you know encourage more people to do that with a small piece of their property so and thank you Donna for letting me do that I appreciate that okay um I do want to bring up any anytime anybody hears anything that's unsafe in our community please go to the administration right away and say he this is what we're hearing cuz you know to to we we don't want anything being unsafe and I know it was brought up I worked at a school and I I'm just an electrician and all that but let me tell you um as an electrician in a school for 22 years safety was a major priority and uh you know it was my responsibility to be you know safe for 6,000 students so um those type of things are you also on the school board I was on the school board in our town too so um but safety was always something that didn't just get saved and reported later if there was a safety issue it was immediately addressed or questioned so if anybody ever hears you know I know Anna said she heard safety issues and and she took it to the administration that's the proper thing to do and uh you know I remember going to hesport school in the sand I didn't think it was unsafe but times have changed and you know I don't know the circumstances but I will be talking to Jody about this and just let him know what's been said tonight so we can address it and make sure that we don't have anything publicly said that wasn't properly addressed but other than that I'm looking forward to Earth day thanks Donna I get to talk and bring dirt with me nice all right thank you all for coming tonight thanks thank you Jer Mr Montgomery uh I I want to comment um and I neglected to say this when we were approving some reports it's just and what really brought it to my attention and I'm sorry I didn't bring this up um because we've had two residents um Express concern about the emergency Squad we we get reports um and we approve the reports and it I also am concerned because we we don't have April report from the emergency Squad we don't get timely reports from them I don't it's not just the first time somebody has commented so I'm just I'm I'm concerned as well so I don't know what's going on so I yeah I have a concern there um which is difficult when they're volunteers right [Music] um on Friday night in the kth street building mobile one KRA Mah martial arts will be putting on a seminar mostly for women but uh you know other other people are invited um and it's at 7:30 to 9: it's being sponsored by the hesport Republic Club there and uh all all are welcome it's a community event so Friday 7:30 to 9:00 p.m. um I'd also one of the um consent resolutions was the introduction of the budget and I just would like to thank Paula Costco and Dawn mlan mostly for their hard work on that uh this will be presented at the next meeting um so I'm um it's just been a great great work there doing that um continue to um support our Township and buying things for the 100th anniversary that's coming up and Earth Day we also have a recycling event that's coming up so um please pay attention to that and um also we have history events that are taking place through April and May and into June various speakers on our Town's history so there's some publication for for that um the last thing is um I have reached out to the school and some various safety concerns and some other concerns um we' certainly would like to have our children involved uh more involved in our HTH anniversary so um some concerns and some things that uh we'd like to encourage uh our young people to become more involved um in this so uh with that thank you all for coming and God please bless support thank you indeed thank you um yeah there's um not a whole much else I want to add to that um of course we thank everybody that's here in the building and and and those that do work for us and I think people realize the fact that the entire board um here is involved in one way or another with the township um listening to people and trying to take care of problems and make hesport a better place for all and a safe place for all of us and our um children um the there is one other um big fundraiser that will be coming up and we just okay the um provided we get the um blessing from the state of New Jersey there'll be a super 50/50 that will be going on so so it's something to look forward to I hope people are um keeping track of the township Facebook page the the um app that we have the website and um keep up to date with all the information that's out there I did also want to um let everybody know a little we we haven't settled on a date yet we're hoping uh for the uh the week of March um May uh 5th to uh be unveiling a sign on a portion of Washington Street that is being named in honor of um our own Hometown hero Bob shint you're here so as soon as we have that exact date we'll be putting that out on the Airways and hope that people are able to um attend this occasion um how about the canopies I think we should mention that yes there will be those canopies that are going to we should explain probably I'm hoping that there's going to be a flyer with everything in one place that is um available so for um the June 1st event itself um there's a limited number of canopies that are available to purchase um that will give people a home base during that period of time and um they'll have it they'll be able to take it home with them and use it thereafter but it'll it'll be for them it's $175 and it's THS for the day so they can park their picnic lunch their tables and you know their chairs that they bring blankets and so place to for the family to gather family and friends to gather and find each other throughout the day and are starting to sell already so is interested please pass the word so that's why we got to get that okay so um that being said we have a few bills to pay oh can we mention clean up day April 20th you did oh yeah I'm sorry missed it okay nice okay you're not slow you just p cup I'm just it's okay we can reinforce we can reinforce I like it yeah reinforce okay can we pay some bills second thank I'm sorry we need to remove one bill from the bill list right Paula uh we do have to take one off usually we're adding we that she didn't redo it okay yeah if we could please remove uh B2 best flush Incorporated on page two last line for $1,150 okay okay why are we removing it just curious we're not purchasing that okay great good reason I like it what about the 10 agreement what about is that the teddy bears yes okay here yes so I'll make a motion to pay the amended list of f yes and I'll second that with the amendment yes Mr Montgomery yes to the amendment Mrs Evans yes Mr clous yes Mrs Tori yes mayor Gilmore yes okay so executive session I understand we will should be having one half hour the three items are on there one matter f within the attorne CL privilege one involving the protection of the safety and property of the public and one is pending litigation um I really don't see more than half an hour uh formal action may be taken only in the sense of direction to the administrator and the solicitor no res wait there's a there's one there's one resolution that may be adopted arising from the um safety and property of the public discussion okay when we return if that does move forward we make a request to amend a motion to amend the agenda to add that a motion to consideration okay are we needing here so resolution 20247 3-4 to enter into executive session motion second Mr clouse yes Mr Montgomery yes all in favor I hi okay so 10minute recess for many reasons we need we need a recess yes yes what let's go let's go we can do I can make that motion all in favor sh do we need a motion to authorize authorize uh staff Ser administrator to to follow up in the ction discussed and close session I will make a motion to uh authorize staff to follow up on um what was discussed in executive session I second it excellent all in favor hi motion do we have a motion to adjourn motion second all in favor I nice job you're done yes I I only keep
