newspaper on May 1st 2024 notices of this meeting indicating date time and place were posted publicly on the door of the main entrance to the school and filed with the clerk in the municipality of C call please Mr Abasi here Mr K president miss m Mr Guzman Mr Martinez yes Mr Moo yes Ramadan yes Mr web here and Mrs here can I have oh okay great call his name um Mr Guzman are you here now I'm here thank you okay um can I have a motion to correspondence moved by Mr Martinez seconded by Mr M roll call please mras Mr K yes [Music] Mr yes Mr Martinez yes Mr moel yes Mr Ramadan yes Mr web yes Mrs yes can I have a motion to uh accept prior minutes by Mr M roll please Mr oh yes Mr K yes Mr Gman yes Martinez yes Mr maxel yes Mr Ramadan yes Mr web yes Mrs yes okay uh can I have a motion to open the floor to Citizens on agenda items only so move second move by Mr MOS seconded by Mr Martinez roll call please Mr yes Mr P yes yes Mr Martinez yes Mr marel yes Mr vadan yes Mr web yes yes okay so the floor is open if anyone would like to address the board on agenda items pleas state your name your address and uh three minutes and please speak uh slowly and loud so everyone can hear which is I'm just going to read off a couple things that we did at the which was in 2021 we had 130 kids with nine teachers in 2022 we had 116 kids with 12 kid with 12 teachers 2023 we had 102 kids with 16 teachers and 2024 we don't know the amount of children yet but we have 15 people already signed up for it um one of the things that was said in the parent Academy was which was about the boss program was that it was in the same location as the certified as well as the summer program which is mixing education with fun time so if you see it out tell your window that they're playing anlo or doing something fun who's going to want to sign up to the boss program another thing on on the agenda 10 which is too mes and then I got to 102o and I just wanted to know why was there a difference in salary when everything is uh the credentials are all the same for each and every one of these except for mes which is special another thing that I have a question with is 108 with Mr Smith um and his salary So based off of the budget we are paying the having World ofin about 140 tape and we're paying Mr Smith 53k so I would rather have two more of Mr Smith than a paying at 140 give us more security especially with the new expansion and that's all I have for anyone else okay can I have a motion to close the floor so second mov by Mr Martinez seconded by Mr MCO roll call please Mr aasi yes Mr K Mr col yes Mr [Music] Guzman George [Music] George Mr Martinez yes Mr moxo yes Mr Ramadan yes Mr web yes yes um regarding salaries you know we don't discuss any particular salaries are public information right for public education but they're negotiated they're based on scale I mean um you know let me Miss Aus could speak uh more to that uh but that's um there they're negotiated based on the scale so you know regardless of um other factors that might come in I have no problem answering this so um you see that I started Mr spado at 130,000 and next year he's in line to get percent raise like every other employee started the agenda tonight provid the board approves it this PO on 100 that 130,000 you might look at freed and say well he's making 130,000 I know he didn't WR people but I trust I speak their name of a board meeting um he gets a a special typon also for um running the the after care and things like that so he's actually doing a little bit better uh physically you know he makes more than than the rest of them but he's also been doing the job five more years than than either of them so um you know I I offered uh Mr Pano the same exact contract uh that I offered the when he got the job a year ago just a DA's one year ahead in in the whole Spectrum so to me that's that's that's the way it's should be and and I mean there's there's a scale in place right so there are a lot of factors or numerous factors every administrator got the same percent raise as the other yeah okay um let's see first oh you know I had a question were those numbers that you said were those students in the boss program yeah thing is I only have one school right like there's there's there's only one location so if if you're G to run we run a zillion different programs I shared my calendar you see how many programs we run at the HPS this is the only spot we got to do so um you know if you had a a school that had a district that had four or five different local elementary schools that need to middle middle school high school then you could put the esy program at one location you put this the the fun summer program at another place you put the Angels another program um we just got one gym one we got one big gym one small gym one cafeteria this is what we got so um the I I think it's a really good thing that this board is able to say to the kids that or the parents that want to focus a little more on academics hey you're going to go to the uh the boss program the ones that want to focus more on you know the the way the Angels kind of has specific skill skill-based things that they do and then summer camp summer camp supposed to be fun right um so the fact that we have a thousand kids on a normal day coming to school and then in summertime we have two or 300 kids here that's that's most districts don't have that so I'm proud of that are the the teachers that are listed here all specifically for Boss program or do they end up crossing over and support those the ones listed for that particular salary item are only going to do that program now obviously if we get four kids signed up then I'm going to come back to the board the next meeting and say we got to make some adjustments but um you know I think that we we're going to see that you know between probably about 30% of our students are going to want to be here and have their parents want to send them here this summer and we can afford to to either give them the summer camp or the Angels or the boss but the boss is the free one that's that's the one that every can join and esy is also free that's special education students that's actually a mandated thing we have to offer the boss program is also shorter than summer camp right summer camp is maybe like a week or two less yeah okay okay Madam president I have a question okay um I understand that there's no back and forth but I just have a question is Miss Cera suggesting that we get rid of our active duty certified school resource officer yes okay thank you um I think we I a lot of people have a lot of um faith in that position I think it's been a great asset to our school okay let's move on May I have a question if I may Madam president y um I don't know if it's the time now or if it could be answered at a later date in reference to that the only question I I can't see any issue with having a school resource officer because it's such a benefit however the only thing I would ask is is it possible in the future since it's a salary splitting decision with the town perhaps not having a supervisor who makes more money and perhaps putting a patrolman in but other than that I think it's a great thing that the town has the security officer and the certified police officer I don't think that's something we would want to lose okay noted and this the SRO contract is renewed every year is that right it was a fiveyear contract a five contract can ask one call up on that yeah I wasn't expecting this but it does the five-year contract specify uh specific salary or is it say someone within a range with these qualifications if I could I could take this first this is something where when we negotiated with the town um the the patrolman is also the cheapest or the least inexpensive officer for the town as well so they this was a a complicated multi-tier negotiation Town um but also philosophically I I do like the idea of a positive female Hispanic role model in our building for for our kids there's something to be said about that I know that um and this particular employee she's not my employee actually she's ha's employ not not my um she's gone above and beyond every single time um but would it be fiscally nicer for or easier for ler myself to have a a cheaper employee do that the same role yes of course um but it's not just as simple as that because we can't guarantee the town would say yes to that thank you um if I may for any uh um board members that are new or anything I'll invite the chief of police to this uh to the board and to address anyone any any questions when the availability of a school resource officer when that option was available to put a res school resource officer at Hen public or at Manchester Regional High School the chief of police called for a departmental meeting and asked for any officers that were interested in being a certified school resource officer there were only two officers that were interested none of the officers had any interest in one be a resour school resource officer the only two officers that were interested were Sergeant Jessica funz and officer Omar Zade you know and Omar's Z day came afterwards okay so Sergeant Jessica funz was interested she put her she put her name in the Hat she something that she wanted she she she wanted to do she's a mother you can't just put a cop at the school that's not the way it works you know you need someone that's in that that wants to do this that believes in this that cares about the children that that cares about community policing that cares about juvenile matters it's not just anyone that can just oh we're going to make you a school resource officer being a scho school resource officer is beyond security is beyond just walking the hallways it's dealing with parents after hours it's interviewing uh uh uh juveniles back at the police station it's taking statements from juveniles it's liaz oning with the p County prosecutor's office juvenile unit it's putting together our Interfaith program that we just did it it's it's beyond that it it's not just uh security you know and carrying a gun it's it's it's way beyond that so I understand that there has to be um an SRO has to go through a certification process to your yes but that's that's minor I mean the certification process is minor it's a school that they go to to become a certified uh school resource officer but the point the point is is that of course I would me personally I don't want to have a sergeant at helden public school I have a sergeant somewhere else but this is the officer that stepped up to the plate and honestly there was no one else that you were going to put you want me to put detective Jeffrey Welsh at the school you know like it doesn't work that way you know you you need folks that are interested that are vested that want to do this you know um to to to to to be after the school you know and L Augustine will tell you we almost was going to put a a different officer at the school and then that Deal completely fell through you know so I ended up being Sergeant funes but I just wanted to point that out to the board and then I'm I'm glad when I hear from the administration when I hear when I hear from parents when I hear from um um um teachers that Sergeant Jus cunis is doing a phenomenal job so for for for you know you pay for what you get you know I'm not going to just stick a cop in the school just to stick a cop in the school you know I'm not going speak on behalf of the chief on that one you know we we want officers that that believe in in in in this position and that are going to take this position very seriously because it's a very sensitive position you're dealing with juveniles all the time you know some officers quite frankly that's not what they Envision their career um to be they Envision their career to be on patrol in uniform or they Envision their career to be a major crimes detective you know so it's it's different um and um I just want to just just make that uh clear to the board thank you to jump into Le on I oversee about 140 150 different employees and this operation only works when people want to be here that that's a big big big part of it and um the difference between employee that genuinely wants to be here and one that's assigned to be here is tangible um and the kids could smell it the teacher the teachers can smell it everyone in in the building can smell it if you want to be here or not be here um and J value is tremendous and I appreciate her thank you information was very help yeah thank you everybody for the comments good discussion um okay so let's move on adoptions can I have uh a motion to pass uh the adoptions so move have second move by Mr Mo seconded by Mr Martinez roll call please Mr AI yes Mr Keta yes Mr Gan yes Mr marz yes Mr Mo yes Mr Ramadan yes Mr yes Mr yes okay can I have a motion to pass appointments by Mr uh second aitor is that something that goes out bid or for open clo or do we select based on experience how's that decision we can go out to um hold for that anytime the board wants to we generally do like three to five years okay you know for consistency so this is part this is just renewing an existing relationship that we had yes Mr K yes mrman George George Mr Martinez yes Mr mat yes Mr Ramadan yes Mr web yes Mr yes and I have a motion to pass um contracts so second move by Mr aasi second by Mr Martinez roll call please Mr yes Mr P I have a question on 8.1 go ahead yes I'm sorry I just want to make sure you can hear me so is is this service something that is required and were other options sought out uh again I know as we had to raise taxes and some of the surrounding districts are facing uh had to lay people off and different things I want to make sure we're being as fiscally responsible as we can it just uh I was looking over it and I didn't really see what wouldn't this be something that say the superintendent of the county would be notifying if there's an issue with one of the policies or some other thing rather than paying a service to review it for me I can tell you this is a valuable service is not a waste of money because they this company researches or on top of any type of law that is changing that we may not be aware of right away that's going through the Senate that's going through um any type of legislation this is a very important service to have so I would not look at this as a waste of money in any any like so I don't really speak up about many things but I will do for this and this one is the standard this this company right works with all districts on this they send out alerts they give suggestions we you know they've sent out language that is necessary whether it's um optional or whether it's required they do all the major research behind the scenes before they send it out to all the mike to be honest I'm not I'm not even aware of a competing service I don't know if you are not we of a competing service but I know that I think they're a good service um we can look for a comp I haven't even you haven't worked at four different districts um you worked at a bunch I've never even heard of anyone else doing this and for I I respect your fiscal conserv Conservancy I for 2700 this is prob I I can't imagine we're gonna get a better bank for our bucket list and I think we all know just going through the policies when we get them there it's a lot it's like hundreds of P option too saying yes or no you guys don't me you guys do yeah um I mean it's helpful to have when they do the the revised version and the well it's helpful to get through all of that you know to to have that kind of you know guiding helping to kind of guide where we need to focus and to your last Point Mike the county superintendent that's not something we can expect she do no this is not that's not her role to we can ask question but she's going to say your board has toie the policies and make the decision pass okay okay thank you yes yes okay Mr Martinez yes Mr Mo yes Mr yes is the web yes yes okay so uh moving on to reports I'll start um good evening everyone and thank you for joining us tonight um my report is very tonight I just want to um first congratulate Mrs Pano on being officially appointed as vice principal of curriculum and instruction effective July 1 uh I'm sure that she will be an asset to the H HPS Administration and to uh the district in her new role and secondly I want to congratulate um board member Mr web on earning his Doctorate this past month it is a tremendous and we're very proud of you Mr web I'm sure that you'll put the knowledge and experience gains to good use and to the benefit of our district um and with that I am going to uh turn it over to Mr AR so I would love for president to start by congratul Miss close on that'll go right to her head so I want to first start by welcoming back Miss hendy cumberton to our teaching staff next year uh she was a great teacher here at HPS for number of years and then she decided to pursue a different path uh but when she left us she had a very she left us on very very very good terms and um I was excited when I saw she was interested in coming back and whenever we lose really good employees I I always reach out to them say Hey listen like if you ever want to come back towards open we know how good you work so we're we're happy that she's back but now most importantly I I do want to recognize my buddy um Miss Pano as a tene track vice principal beginning on July 1 she will replace permanently uh Miss Barnhill permanently and she's been doing a really an excellent job as an acting PP uh so there's no reason not to be confident that she'll continue to do great things for all aspects of our school operations Miss Pano she's an HPS lier I think she uh came right from William Patterson student student Tau here I think and then no well I did intership guy so kind of the same thing and well we're happy that didn't work out because you um but miss P was like a mitochondria she's like she reminds me Scrappy dud scy D cartoon is always boom boom boom going going going um she cares about the kids tremendous amount she cares about the organization a tremendous amount and she's the right person for this particular position U she did a great job interviewing last year for a job that she would have been good app but not great app but she's gonna be great of this job so um I'm proud of her and she's gonna do good things for us now as far as this agenda this is a pretty much a straightforward agenda um within Personnel you'll see we hired employees for our CL program as well as our ES special ed program you also see a renewal list for the 2425 school year and we're blessed that once again we're going to be fully staff going into the next school year this is a big deal because not everyone's in this position a whole lot of people aren't um nonetheless I I I will still continue to go in person um and virtual job fairs and evenings just to keep getting resumes um that when positions do come open you know we have that roll ofex to kind of to lean on and that's been a a big help for us to stay fully sta um there are a lot of financial things on this particular agenda I'm sure miss L will will review these during the report other than that I do have one very quick thing on my end for executive after this meeting uh but I do want the board members to know that you should have received an email granting you access to both our school calendar and my personal calendar and I had one board call me and say why am I getting this and I said it's a good question and the reason is is that you're going to do my my evaluation and it just Dawn to me this is a good tool for you guys to see just how many things go on at HPS in a given day a given week given month um and a lot of these things I just have you know marginal impact in but I'm still accountable for them I'm still you know my job is to find we have a whole lot of talented people here to put the right talented people in the right position so that all these good things happen so please feel free to access that calendar see all the crazy things that that go on in a give we here and it's it's a good feeling to know that you know I'm part of an organization that does this many cool things for kids uh as far as this year um we're in the home stretch of the school year now and that means that basically every day and every week There's G to be a whole lot going on we're GNA be super busy uh but busy is very good at held in public we're proud of our students we're proud of our staff for for creating this busyness uh so we're we're in our home stretch but everything's going you know it's been a weird year with the construction the this and that but uh I'm just really proud of our staff and our students and our parents for for getting us through it that's my report ask a question on the calendar did that I didn't see it right away did it time out because I wasn't able to get access I try put Link bill if I know he's got a Rangers game to catch but after the for meeting if you could help him get access to our calendar I really appreciate that or anyone else needs work I know okay uh thank you Mr W um m Augustin yes so my report um the first part of my report is just to remind everyone about the fall um workshop and to see me if you are interested in going and what days you're going your registration has already been um processed and we just need to confirm your hotel accommodations if you're going I do have a sign up sheet here but you can always reach out to myself loest I do have some people that are already noted but if you are sure just let me know and if you're not sure just come and let me know too so we SC so on the board agenda tonight we have a lot of renewals for next year some of them you guys just discussed about the order to Renewal and again just if there's any um you know wishes for the board to kind of go in another direction or even to seek out information just let let me know usually around um March or April is the best time a little bit of course there is a document I have to prepare into um there's time frames and dates that have to comply with when it comes to going out for RFP or bid for any type of service or Professional Service um for the upcoming year and sometimes when we do our reorg agenda we can also kind of Teeter on that um process during that time too you can reappoint someone else after we go go out for RP okay and even with the RP or RP you are actually soliciting the information or proposals and you can evaluate them and it's not 100% based on price it B it's based on more the qualification of the individual so just so you know um so the majority of the um renewals has to do with contracts with to tuition contracts we do have a change order on the agenda this um month with the um northern Regional contractor we had um we have about $161,000 left in un foreing this change order has to do with um some electrical um installation that was not um taken into account or once they got into the job and looked at the space there was a vision of that um process we have our maintenance uh agreement for um our elevator and we also have our um eay consultant agreement alongs with all of our special ed um contracts and any type of services for um special um um and we also have our um masio statement and again just a reminder this week is the walk through through for any vendors that are interested in um soliciting our um business for the next five years for food service this will be this Wednesday at 9:30 just so the board know I have received at least four requests for the r Fe um four another one came in so we will have at least four vendors looking at the facilities and more than likely put in a bid on March 22nd okay and then again if you guys want to attend that you can also um you know come and you know look at the process they'll just be viewing the kitchen and asking any questions if they um are interested in um you know coming in and coming on board and S that's one St during the day during the day at 9:30 okay just to the context last time we went out to bid we had one company put it so the fact we're four is a big gu and next week it's going to be the review of the of the submission and review y y and again it is a RFP so price is not the biggest factor it's all about the services that we are looking for as a district or a board to see whether it fits HPS District board not understand the price can be up to 50% of the factor correct but but the other metrics are also part of it yes I think it's not 50% it's 30% 30% and um yeah so that's mainly what the in the bills list and I had we had our finance meeting and um there was a few questions on the bills that I'm going to look at and um we have our pest control and the bills that's it that's all on for for ton if there's any questions I got a couple 152 what's what's the handy with service that is the service a company that comes in and service any type of um um lift for like the any type of assistance like a handicap chair that lifts up from one level to another you'll see one right when you walk in the front door you see handy LIF okay that metal thing yeah so a wheelchair can slide up and come from you know come up chair 154 wait is that the right yes something about a w Wi-Fi on the bus school bus WiFi is that in that home you said 154 yes the you consultant I feel like hold on I think that was a different one maybe I wrote it wrong maybe I can't read my own handwriting no no it's 154 if you open up the attachment it says School Bus Wi-Fi equipment and services it's part of that what is school bus WiFi I just it's in the attachment of 15 four there's three attachments you know which one it is it's the first attachment I don't know what school bus Wi-Fi services are it's it's probably all in one package of what they um go out to bid if we need the service not necessarily that we will um utilize it so they Encompass all of those Services when we put in our eay grant on our usack um website oh so we had WI our school bus we could submit for re we could submit and you know for service we don't have that yeah okay so it's a reimbursement type of it is a reimbursement weow $200 maximum Reb we pay up front and then we get a reimbursement from um the government for these Services okay 1511 just want to make sure if I understood this correctly but I want to make sure it's not 48 payments of whatever that was Canon yeah it was it's not 48 payments in one year but it is 48 contct for the whole contract it's 48 payments that total 1550 or 48 payments of, 15506 so we have a total of 48 payments a year not a year for the over the I think it's four to five years and it's 400 something Year yes and it's it's more than one machine right it's I just payments of um $1500 yes is it cheaper to just buy we have multiple units we have like um eight units that's for eight printers yes these are industrial strength printers it's eight printers for 1,500 a month cop not copers not one yeah okay all right cop I saw that I was like that can't be right I didn't capatch the quantity on the left those yeah I had the similar question okay and then last I got one more this crosses over between the finance one and the section 10 so 15.9 the Delta group thing is for is essentially Services right it's for eight uh sorry I got like 17 think is opening 15.9 yes so 15.9 is for it's a delta T agreement for instructional AIDS correct and then what is that different than 10.20 10.20 is appointing instructional aids for the school year yeah it is different it's this is a service that we will use for any type of substitute is the one we have in house we hire again okay but I'm sorry no delta T is a a company it's a supplemental service um right now getting AIDS is very difficult um say we were to need an aid and I call Delta T there's a 5050 chance are going to say we have someone to give you right now but it's almost like the same thing we're doing with these these multiple subservices where we say let's give ourselves as many options as possible so that when we need something we have a couple different phone numbers to call so 15.9 is not like Hey we're paying this upfront now it's per use as needed as needed as thank that's all my questions on your committee report thank you so much Mr had a question go ahead Mr I just had two quick questions because he asked a couple that I was um on 15.5 I'm sorry can you just I just had I read the three attachments and I read what what it was I just honestly didn't understand what the services that they're providing if like without taking too much time C can you just like break that so it's basically almost like a grant service or something is the way I'm reading it where like they're just going to try to reimburse money is is that correct or like on the right track you said 15.5 I'm sorry 154 the E rate yeah so eway is a consulting company that we use to um it's almost like a grant writer that goes out and make sure that we um check all the boxes so that we can get the grants through the um government um services or Grant government um Grant company called usack it's like a universal service service um has to do with in giving um internet to everyone that could um um so that everyone can have internet services specifically in a school district in like areas like ours so thisy makes sure that we check all the boxes to get as many as much of the funding as possible so we do pay for the services up front and then we submit these bills and then once we submit the bills they will give us a portion of the funding that and this is you know helping us to make sure that we secure those parts thank you yes no I appreciate I wasn't sure if that's what it was or not if I was missing something and then the other one the similar question on 1511 um what what is the I don't use the right word what distinguishes something from where we have to put it out to bid from to try to get multiple biders versus something that we're just allowed to renew like again just looking at the numbers it's seems like a lot to rent printers to pay $1,500 plus dollars a month to rent I totally I totally agree with that and before I came here and my other districts I always I asked why can't we just buy them and you know print them accordingly we have to pay per copier we have to pay for the Turner and all the companies that um you secure these um contracts with all do the same process so maybe they are in boots with each other and make sure that the process stays you know this way for us but we can we could go out there and buy a copier but we'll be responsible for all the toner we be responsible for all the maintenance we have to do all the repairs so it's more than just the equipment itself it's also the services that they provide that we're paying for and the difference between going out for bid and versus going out finding these companies this company is a state contract so they secure these prices within the the government or they go out to bid and our prices are kind of set in stone because of we're going with a company that is a State Contractor so sometimes you'll see if there is a company that's a State Contractor I prefer to move towards those type of companies because they they've already done the bidding bidding process for us but if there's not a bidding process I have to go out there and do the actual bid packet and go solicit is which basically what we're doing with the um Food Service Company because it's a service but sometimes when we buy equipment that is kind of um entangled with the services we can get a better price or these companies already have done the um bidding process to the state um procedures purchasing laws the way it's supposed to be done so that is the difference and I do agree with it I wish we could do it a different way but this is the way the process is with this or we would have to take on all the extra service when it comes to these copies which may ends up being hiring another person to do same amount more what did you say so uh does you said does this include the toners too toners at a um discounted price because I think we pay like five cents per um copy which in in turns it includes like getting toner and and stuff that's included when we run out yeah but you pay for the copy but the copy is actually um I think the toner is it's free or something but it's really not because okay so your the lease is based on the color and black and white copy yes okay and when we go out to when I solicit this for me the prices per copy you find better contract govern we're down a micromanager or somebody very frugal would be walking around why you need color copies 11 times the price of I've worked in districts where employees have a code and they have to put their code in to make do we we have a don't we scan with that so paper won't automatically print here well you have to go so that's how we're trying to you know control to monitor like if somebody's abusing it or not like hey com I'm probably the guy using it it'sa me but yeah okay any other questions I did have one question on 1515 so I was wondering the process for vendors for like the you know um after care and Angels so they have to go through a similar do they have to be like approved do they have to go through any kind of a process or can it just be like a vendor that St J 1515 St position no that's HPS list of vendors there's like about six or seven vendors here and I was just want there different activities 155 to St Jo so I have 15 maybe it's sler down on your number say 155 certified Angels HPS summer camp events are you looking on board dos yeah I'm looking at board dos it says 155 have certified like Omar said um 155 is St Joseph that's what I have no 15 15 oh I I'm at 15 my the way my screen's truncated it's it's different I I mean both the same yeah so I was just wondering about the process for vendors for like the after care and certified angs do they have to go through any kind ofing process or is it just people that you've used in the past you know what is the process for the vend so you can appoint um vendors that you would like to use that's number one but there's a bid threshold that vendors depending on the type of service that you can't um go over so our bid thr threshold because I'm a qualified purchasing agent for the district is 44,000 so they're not a State Contractor and they're not a co-op they have to stay under that big threshold when it comes to purchasing goods and services and it's for anything not necessarily just like because you can you can order textbooks because they're curriculum based over 44,000 it doesn't fit that um if anything that's related to a curriculum service you can go over the 44,000 because it's a different category yes so I think get the administration autonomy if we know something's good and it's cheap enough we know the kids are going to be into it but let's just go forward and not spend all this time it okay you don't have to go through like the whole bidding thing you can just you don't contct there's so many exceptions that's why people always kind of ask me like when there is something that comes through you make you some things you do need a second quote so then it depends on if it's um something you want to order like from Amazon you may need a second quot if it's over under like um over a little over $6,000 in state contract but for certified Angels particularly their services fall under the held and public um um School District so they're considered our for our agency so it's different yeah but if we were if they were to want to extract this out from under our way we would have to do R Fe to select the actual service company that we going to use okay okay got it so there's like a lot of to the puras process thank you okay we good okay let me get find my place now on the agenda start going okay personnel and management Mr Gman agenda items only curriculum and Technology Mr web uh before I say anything I just want to thank uh president Isa for the acknowledgement on my doctoral work um I started my doctoral work months after I joined this board and one of the criteria that I placed on my application was that I am a board member of helden so I take it very seriously the work that I've done on the board and being able to obtain this doctor so thank you for the acknowledgement for curriculum and Technology agenda items only thank you okay um okay let's see policy and public relations Mr Martinez items okay sa security and safety Mr gizman um I want to call for a um security uh committee meeting um perhaps it doesn't have to be before the next meeting um I I guess we can coordinate um but I want to discuss building a new sidewalk between uh the Lee Lee Avenue and um that small parking lot there and the black top um I took some pictures um I think it'll be a lot safer for pedestrians and um you know I want to I definitely want to bring to to to the table for discussion so other than that um that's about it good George let me know one you want to meet we'll set it up okay thank you great I think that would be a great uh thing to have there because that isn't it's it's a there's not much room to walk there in that space so that would be great okay uh Community engagement Mr aasi um so last meeting we discussed potentially the committee um doesn't get around to scheding that and next board meeting the week of the 28th the short week after Memorial Day most likely be traveling for work so no that meeting is canell the next meeting is June 3r June 3r okay so maybe before the June 3rd meeting schedule something for engagement Comm um other than that nothing to rep okay uh finance and phisical plant Mo uh we discuss billing other than that agenda items okay uh and for state and County uh just again um this is actually our last meeting before the last pay County SBA meeting which is may29 um and they're going to be um you know recognizing uh the the teacher of the county teacher of the year and they're also going to be recognizing board members who have achieved certification uh we I've mentioned Mr mosow and Mr Gman will be receiving that I hope that uh you can all make it to that um it would be really good it's a nice meeting to go to um it would be great to support Mr mzo and Mr Gman and we will get some we can start getting some credit toward our whole board certification if a majority of us go so I really hope that was one of the reasons why um I wanted to free up that evening so that we could you know make it to that meeting I just want to make sure we're all on the same page I'm looking at our website my phone I have June 10th as the next board meeting I just want to make sure we're all June 10th Rob yes Mr web yes Mrs yes okay so the floor is open you'd like to start please state your name your address and um you can put your your position here my name is I just want to thank you for you know believing in me and umol I ient sorry I've spent more than half of my life here so that me be pretty old so I'm in my 22nd year here as an educator and there's nothing that I love more um than being here and I'm so happy that I get to continue my here and to move on to bigger better different things it's really really excited I'm to do the best job that I can for your kids and this community just as I always have tried to do the last 2 plus years thank you congratulations thank you and congratulations again I actually have a question about 1.1 in the prek program for the summer um I wanted to know is who's G to be in charge of that who's G to be running that and I also wanted to clear up the SRO situation that he asked I don't mind an SRO I definitely have as the first priority however at 140 150,000 versus 53,000 is a big difference and we can secure schol the school much better if we have more people at the same rate instead of one person who is so much higher than everybody else it's not about being a woman or a Hispanic or a mother that's those are all excuses Brian Smith was a phenomenal job here he's very engaged with the the the the teachers as well as the students and there's no reason to uh let's say degrate him a little bit just because he's not a sergeant else okay can I have a motion to close so second by Mr Martinez seconded by Mr MCO V call please Mr Abasi yes Mr Cola yes and if I can I'd just like to congratulate Miss poano on her position I'm happy that we're able to fill it from within this time thank you Mr Gman Mr Martinez yes Mr Moo yes Mr Ramadan yes Mr web yes and Mr yes um I would like to uh the prek programs I believe that that staff prease staff but I'm not yeah there staff it's it's during the summertime so you know Mr treat here for a lot of it um V if he's on vacation then you know it'll be responsibility me to assign someone that be kind of monitor but we have that we have our esy program we got the uh Angels program the summertime prr there's we'll never have a week at Summertime with that administrator and we got a newbie so we could throw her into all the the weeks that you know everyone else wants to get away um but it it'll be by res okay um Madame President yes I'm sorry I I just didn't understand what Miss CER said as far as uh the the she was referring to the chief security officer I I just I couldn't hear it something about uh minimizing his position or something I'm sorry I just could somebody just clarify that for me I think what Miss turn said was that she agrees that an SRO there's not that it's it has value but um it doesn't have to be at the salary that we're paying and she she said uh that Mr Smith does uh a phenomenal job and it's not he doesn't do less uh of a job even though he's not a sergeant okay so I just wanna I just want to answer that real quick um so Mr Smith who's a who's a retired Hil and police officer that I know very well that I actually worked on the same shift with him um Mr Shi uh Mr Smith is a retired police officer however we're not minimizing what he does because as a matter of fact our our board has kept him here and continues to reappoint him for the last I don't know almost 10 years um so we we we value uh his role within our school district again he's someone another person that that gets it that's special you just can't put any retired officer to do that job Mr Smith enjoys what he does right now Sergeant funes on the other hand there's two different roles you know it's two different roles Sergeant funes on the other hand she is a full-blown police officer with arrest Powers with a police radio with the cat system she could access certain things that Mr Smith cannot legally access okay she performs interviews she follows up on investigations of in our children she works hand in hand with di Fitz with the p County prosecutor's office juvenile unit with all the respect you're comparing apples to oranges you know um so I just want to definitely put that on the record um you know it's like why don't we you know what why don't we give her to Mr Smith and sergeant funes and let's just hire that security company and have them and and have them put you know I don't know six of them at the school you know that's fiscally responsible all right but is it responsible okay you want you want folks that are that are trained to do certain things not only are they trained to do it but they can legally do it such as making an arrest s you know things of that nature so uh training and so forth you know you you cannot compare the two you you cannot you know but I do want to um thank Miss CNA because I think that's a fair question to ask I mean it really is why can't we um hire um another chief of security or why can't we hire uh more security from the security company or why can't we I get it you know definitely but you cannot compare a full-blown Bonafide police officer uh with someone who's retired carrying a gun with no arrest powers or with a a a security officer with a sore license it's it's there's no comparison thanks Mr gizman and I I do want to just talk a minute about community policing because you know we've only had Miss Sergeant funas here for like is it two years or three years now um and you know one of the things and Mr Gman mentioned this earlier it's really community policing is really important especially in a community in a town like felden um you know we we want we're a small town we our police officers know so many of the family members of the community members here we want to we want to really um n nurture that nurture that relationship and cultivate you know that relationship we want our kids to feel safe around um you know feel that they are they're safe with with and they're protected by our Police Department by the same token we want our Police Department to Value all of our families and you know always look out for them and I think we we're doing you know I think helden does a great job at that but I think that the uh position of SRO is so so um critical to that it's so important and the fact that we have one uh here at HPS and also at Manchester which is not in our District you know that's not our district but it's in our town um I think that's that says a lot and I think that's it's such an important role so um you know beyond who is in that position and how much they're getting paid I think the role of an SRO especially a good one to Mr Gusman's point is super important and and just and Madame President if I may just to be clear without Sergeant Jessica funes there is no pizza with a cop coffee with a cop ice cream with a cop there is none of that you know we've been able to expand our community policing initiative Sergeant Jessica fenis who wears the same uniform that my officers do on patrol okay without her input you know this is a team effort we're all on This Together the the the the the burrow the school district we're we're in this together and yes we have done a fine job in that and we're going to continue doing that provided that we continue having this cooperation from the heal and Public School District anybody else any board members good okay so we are going to go into an executive session um Mr W did you say mine's gonna be like mine's gonna be like 30 seconds okay and then we have a brief one so um I think I would say like 15 minutes um and then we'll be we'll be back so can I have a motion to go into executive moved by Mr Abasi seconded by Mr Martinez roll call please Mr bosi yes Mr Keta yes Mr Gman yes thank you to the public for coming Mr Martinez yes Mr MOX yes Mr Ramadan yes Mr web yes and Mrs yes so move move by Mr uh martinz Martinez seconded by Mr Moscow all in favor I okay thank you 834 adjs
