plan prepare we've been putting out messaging since I don't know early May so hopefully our residents Now understand that you know there's no more aerial spraying going down but we are getting uh West Nile primarily in the Halifax area um so I only thought discussion topic on this other towns um are requiring Youth Sports which are picking up again to be done by a certain time prior to desk I don't know something so we could put out a recommendation or we could put out an order whichever way um if I was going to play point Counterpoint all of our fields are in the an area that's not highly mosquito some compared to some of it well so maybe that's the one that you Target and if they're not out playing in the field being monitored are they just going to be in their backyard so it's a point a point that you guys can make a decision on so I think Plymouth has done something similar well yeah Plymouth though they really jumped the gun because they didn't even tell enforcement that they put out a cloth at dawn and it it's something that you have to enforce so you know the police were were blindsided by it and it was all a Plymouth whereas like right on the waterfront you you get the green gats and the like no seeum and not mosquito so it it's tough to control and but I would I would favor an inv if we haven't to uh make sure that they're in by or over by dusk because absolutely and what time's dusk that's a great question just so I'm not ignorant I mean now because start coming out um okay some think about oh no two young children in sports that are I have an advisory from Plymouth East bridgew a couple other towns and um I'll just put it out to each person individually and if I get a thumbs up we'll go with it and uh you know because happy to post it happy to put it on our websites and then we just pray that people read the sign or follow starting with an advisory is good I worry about summit summit is definitely a high mosquito I could see Summit spray your house with that cell Shore or something can we have the field grade once a week or something like that not once a week they um but they have already been yes that's when they do them every four four to six weeks and Plymouth County Mosquito Control does them for us for free okay and there's no Wetland around there correct uh Summit Street yeah but down at these ones I'm just afraid having two kids in sports myself I'm afraid that eventually if you know a a decision is made where they have to end it you're going to take everybody out of sports because oh no not to end it not to end it just say that yeah I'm just some of these times it's like who gets out of work at 3:00 when they could oh not me I totally hear you but I think that you know I know we there was a horse that tested positive now mosquitoes in Halifax you had positive mosquitoes right yes yeah no bites of people yet but mosquitoes but yes okay I my inclination would just be to make sure there's an advisory it to like Halifax Youth Soccer Halifax Youth Baseball I could get you the contact Mees for them and they can send it out to the coaches just to do our due diligence and make sure they know and and can I mean I'll try to look at it but each day time's getting shorter yeah yeah I know so I don't know how long Sports run for so if dusk today you know you know we put a ballpack figure of 7 7 7:30 yeah then we can say well next week now it's going to be I don't even know: I would just say people informed exactly of dust and when they start seeing mosquitoes that should be they should be so I don't know we need to put of time on it I just and in you know with that also you know so if you're go in a socer you're going to they have these very thin shirts that you can wear long you can spray yourself with off so there's a bunch of preventative measures that if you happen to be out there even if it's not Dusk and a mosquito comes out that you've all right can we so can we draft an email any further questions I don't know if she does and I know that 265 since you happen to both be here um we're waiting on revisions um basically the same grip system okay and some of our revisions um have to do with the PO Cabana area and the effect of that and so that's a a whole topic of discussion but we we're we're certainly um you know looking at it from both sides here but um the basic um septic system for the units is what we're going to see with 266 C 47 indan path Ro helax is a GPD going to be under 10,000 Gall per day yes so we how pretty far under so we can't accidentally push it over I mean we like at 99,999 nope okay right but ,9 we're not at 6,000 stepen you know it it's getting close to the threshold that be monitored and if we start noticing it's going over 10,000 could we end up having to have a sewer treatment plant brought in is is that I can take that home yes so uh so sorry can you just dat your name sorry that's okay to the Thor develop um so in terms of monitoring actual flow so the actual flow that you get from your sewer is a small fraction of actually what the system is designed for so often you're going to get thetically often you're going to get 50 60% you know of actual flow and if you look at like kind of per capita water consumption you know in town in Halifax it's um uh I think it's in the 40 something gallon uh gallons per day per person person so it's it's hard to actually get flows close to the title 5 they they the title 5 flows are designed with a buffer kind of built in so so it's it's difficult to monitor actual flow and compare it to a Title 5 calculation so I used to do out pulling water records and um I found just the opposite we've had a lot I've had a lot of systems over the years who into premature failure doing due to them being uh underd designed especially nowadays three bedroomroom systems at 3:30 a day you know now you're talking you know you know 10 gallons a day per bedroom it just doesn't work anymore so that's why I was curious you know we have a lot more things I know pen broke brought it up to 150 gallons a day uh Handover I believe for the leeching field is a minimum of 12200 Square ft different towns have made different adjustment so I just curious if you know if there was a large buffer zone or if we were trying to make it as tight as we could so we didn't need a package plan we've we've had um uh we've had communities um Redmill Village in Norton where due to um the way that they allocate sewer rights yeah so this was this wasn't on a septic but it was um we did have to meter the outflow from the entire Community um because of again the way they allocate sewer rights for that I think it was a TR Town um District Sewer District there and so that's where I I'm getting my data from and that was an over 55 community um uh as well um buildings right uh actually larger buildings so um there would be a a greater kind of let's say per unit population at it's Redmill Village in Norton as compared with here yeah I I'm just curious if one year in if you know yeah we were getting like 70 gallons per day per unit Which is less than half right I'm just curious if know one year in if there's going to be any study made to see if you know if we're over that you know I'm worried about you know the town itself um you know I'm not I'm not I've seen too much I'm I'm not big on the whole pres presuming you know I'm bigger is better um when I have my le F put in I went larger um so I'm just curious if you know I mean what are they designing it on per gallons so it's it's uh this is an over 55 so it falls into a separate category it's 150 gallons per day for a two-bedroom unit it's for a one-bedroom unit it's 110 gallons per day yeah so that's the those are the title five regs do you are comfortable with all that well I mean from a Bo out point we're not close enough um on some of the infancy stages of the pool once we talk about the pool and where that effect is um certainly if there was no pool and no you know then you would have plenty of room in that system um much different than you know you were familiar a lot with the Twin Lakes right well it wasn't 55 and older right and you ended up with you know um one five unit building using almost no water they weren't separately metered and the next they were only designed 11,000 gallons well that's it they had 10 bedrooms they were they were designed at 1100g GPD per system and I'm failing them out at 2 3,000 Gall today used yep you know so that's why I always here with the side of caution you're right I had other ones that were used in 350 mhm but so there's you know there's always I'm just I always like to you know oh no certainly something that both uh John deleno my design review engineer and I have had some discussion on to um see okay um what's the worst cas case scenario so to speak um because the um our ability to communicate with jde and Dave um and their transparency and what they're doing it has been very good so I I'm not expecting us to Blindside each other on this if we need to address that issue it's it will get addressed up front and vice versa if you know they think hey wait you you know this has to happen that way well then you know we'll you know we'll take it into into a separate session but at this point um I appreciate the commun open communication that um all of us Board of Health and uh engineering and Dave have you know been able to have so that we can address things like you just brought very important appreciate the answer thank you do you have any conversations with the plane board and the conservation and you know I know this isn't considered Wetlands but uh family's been there 50 years and it is wet land I know that for a fact um you know water from this property at 266 flows right into my backyard and does Every Spring I've had conversations with you know Dave and different committees and uh just want to let you know that you know this a huge mass of project around next to my property and I need to make sure that I don't have any issues down the road and sure you know well our lane what's that our lane on the water end of things yeah is that the septic isn't going to add anything to you know to yours so planning concom yeah um you know that's where your questions really get answered I our board just make sure that we're protecting human health um that the environment is safe we've got barriers around it we know the exact um you know footage that it can drain that so even in high water levels which you're absolutely right I have been there in January trying to do a perk test and that didn't work well but I've been there in May and almost turned into the saharo so it's going to fluctuate on you or on us right and we'll just ensure that the septic is right um and certainly take into cons you know any of your considerations especially with the drip system the effluent well actually almost all septic systems unless you do something really really wrong it goes down it doesn't break out sideways or breaks out straight up through your septic tank so that the flows from that system should not um increase your um you know the groundw of levels there they're already and they run like crazy through there yes they do they must I mean when when we found the Weeping at or uh you know weeping a standing water it was almost like a a an underground river that was actually going not towards one pet it was coming off of Joe's property and heading down the road that way I I can see you concerned yeah I I know you're concerned because Joe's property already pitches that way correct so now I know how you're feeling it's going to pitch again it is yep so have to refuse I I know what he's talking about I I'm there I know but to Bob's point unfortunately the question for us is is the septic safe and reasonable right which we will every where is the Weeping on that which test bit on average on average um how about on average it can go anywhere from 33 to 50 I I didn't even think it would be 33 I actually kind of surprised that um I think we had one the syst in at like [Music] 30 but we when we first started parking in this area we were actually up in the corner of your driveway okay um and that area wasn't quite it it actually wasn't too too bad but that was also closer to the road then we got into the middle a little bit and then over there so you know there was a lot of different right well exactly where the garage is going there it's was literally underwater all of April all of May that whole area wow you know so the garage okay the the 12 power garage okay which is 5 six ft from my property line so wow yeah well we don't approve for disapproved garages so I came through I assume they put storm drain I mean I understand that's not this sports but I would assume they would put stor drains in correct to C the run off and then pitch the um you know the parking lots if you will to go into that so it after just general rule of thumb of how it should work is planning says okay this is good concom is construction so they get X crack okay once they tell us what they want we ensure that the septic gets built in accordance with that and if there's going to be a deviation from what they said then the company would have to go back to those boards but otherwise if they stay right with it within uh you know the orders of concom and the the Great of planning you shouldn't have to go back to any of those boards cuz the only way that they'll get an occupancy permit is going to be through the building department but building will not give an occupancy permit till we say the septic is okay to go so I mean in the big picture of things we don't have to have a a long evolved process and stuff have the the boards that get first crack at it do the they're due diligence tell us what they want we'll we'll make sure it happens and building can do their thing and I'll sign off on a on a um certificate of compliance and building will sign off on an occupancy and it should be pretty quick that's you know when somebody puts a in-law on their house goes like that yeah this is a bigger project maybe comparing apples to oranges but the the whole process should work relatively quickly so since we're having General discussion about this when is the date to put the quote unquote nail on the ground like when's the startup date on this project once we get our permits projected start going to be here well no I'm curious you know when it's supposed to it's literally when we get all our perits and we're going to start so for for both sides of the street yeah I mean but I mean we're you know our building plans are all gone and all that stuff at this point she the rooms and you know building Cod and just go in and they handle that if there's going to be any rental units out of it um from like if somebody well if somebody owns it so you buy the the condo or what's that they're all condom it's all they're all so I bought the condo yeah then I decide to rent it to somebody 55 or older y the trustees which is me right now that has to approve it and you can't have and there's no short-term rentals okay good and so if you have if you get the PGA at the at the local golf course they're not going to make any money off their units right and uh you know CU I I'm the one who also goes in and does the inspection the housing inspection to ensure that any tenant who moves in or moves out walk gets into a place that's oh you know yeah by code and when they leave it's by code because the either the tenant or the landlord's responsible for maintaining the housing code doesn't happen very often no no condo do no renting no you can rent you just can't have short-term rentals I think it has to be a minimum 6 months long so little some of the um 40b projects that I've been involved in in other towns that's constant turn we 40 billion can it's market rate it's not um it's for sale it's not um not rental it's been um I'm trying to think in four years maybe three resells out of 180 units something like that not pretty good hey look who's here so sorry welcome oh my gosh I've been on vacation since last week and lost track of time come on lucky for you we've taken care of the entire meeting except for 266 month oh my gosh okay so um board member Dave hatch is a directed butter his business to 266 so he is going to recuse himself from this vote um so that leads Pam and I to vote on the um local upgrades and variances request for 266 mon ponset Street um Pam and I both have the opportunity to be with Bob this week to go over the system ask questions um do you have any further questions for the engineer I don't I think yeah I think Bob and I went through everything right and questions did also I had mentioned at our last meeting that we'd actually you know could set a precedent with this variance unbeknownst to me once I checked into our own systems that in fact in 2016 we granted uh both variances and local upgrades and as recently as um with the former board um February n uh 19th of 2020 the specific variance that they're requesting which is the 15.22 five we granted for Thompson Street 59 Thompson so the president's already there we'd have to break president and I would ratify this plan but you're the voting board okay um I know there are a lot of concerns and opinions on this project throughout the town um but the question before this board is if this septic system request for a variance is reasonable and safe for the health of the public um as I said Pam and I both did some individual research this week we met with Bob um as Bob just stated uh we have already made similar variances um for this type of system um I think it's also important Bob we talked about quarterly inspections right that this type of system will have so yes this system um well they don't have a choice because there will be a deed restriction on the property with the um you know you have to file with DP and get your um you know your reports into me uh not you but you know the company that will be handling it so yep uh and that being said Bob I know you also reached out to the um Health agent in West Bridgewater where we discussed there's a similar system they've had no issues with that this the agent there said that right they um have had not any issues um and as you said we've um already granted this variance to um PRS within town and they granted the basically the exact same variance if you we in doing just that one variance which we started with more than one okay knocked them all down we have definitely been able to achieve maximum feasible compliance with title five so okay um and again that is the question before this board is the septic and the septic Alone um so that being said I would U motion to approve local upgrades and variances for 266 mon Pon Street as stated on the agenda second all in favor I I thank you very
