chapter 146 of the town of Halifax Halifax stor War management F on Tuesday August 13th 2024 at 7:00 p.m. at the Halifax town hall to consider the storm War management permit filed on May 13th 2024 by jde civil Inc in nor Eastern on behalf of the applicant 265 onon Street reality Trust of stic mass for a proposed development of two multi-unit dwellings for 55 plus senior housing pickle ball court pool house with pool Associated parking garages and site utilities and Grading each building will have 36 units for a total of 72 senior housing units and a storm War management at the property located at 265 Monon Street shown on the S map 64 Lot 10 I'm looking for a motion to open this hearing I put a motion that we open the hearing for 265 compon Street second I second okay all in favor I I could you identify yourself for the record abolutely great J civil presenting development tonight for stone water 265 Street Mr J before we get going I just I'm going to interrupt you for a second there's some confusion on the plans uh it seems today someone sent over a new revised plan from 7 dated 729 and it's my understanding that the septic portion of this hasn't been approved so want to clarify that riew for septic we received comments that we are responding to okay so as of this moment you do not have a septic plan so your your submitt I'm going to say it's kind of incomplete in the sense that if the septic plans do any changes in elevation then that's going to affect the storm water so going let you continue we just want to put you on on notice on that okay I don't think it would affect this so much that's not all coms that we got so okay if we can make any changes to the gr it will just be in this little area right here and the um the water PL will not change as far as where the water sheds it's still going to have a high point in the middle and shut off in the same directions it's not going to have a on okay you have the floor um so uh we've been before the board been through the process so far for strong water um it's been reviewed by Brenan for St water we addressed comments uh through this process and through uh the N process um addressed all the comments everything is um been reviewed revised uh all the other on boards have been have reviewed it and provided comments and I think now was really just public comment section of that we need to open up for I believe unless there's anything else from the commission okay Pat brenon um I would like Pat you going to be available yeah okay um P I don't know if you heard me originally the septic plan hasn't been approved as of yet so I'm kind of reluctant to to make a decision on this whole package based on the fact that we'll be looking at approving some sort of plan with that particular date um but that's going to be your call if you don't ask for continuous I would like to get a condition of approval that if anything changes with the grades or anything let come back look at it yeah but you don't want to have to reapply so once we close the hearing and make a decision you'd have to reapply so it may makes better sense yeah okay so so Pat um if you don't mind um if you could address the board I know there was very extensive back and forth on the um on the storm water portions um if you could just take a minute how they accomplished the the drainage systems uh to meet all the storm water management standards sure um we're kind of short on Mike so hopefully we can hear you here um yeah so I did review identify yourself with pgb engineering I reviewed the plan for both the Conservation Commission for the storm water and also for the planning board for site plan review um my last letter that I submitted to the commission was on July 9th um that was I had submitted an original letter to the commission on June 13th with about 10 comments um the July 9th letter um basically says that those comments were addressed the I I'll run through the comments real quick just so you know what they were um the first one was about the Cape Cod burm being placed monolithically with both the binder and finished course of pavement um excuse me I request this on every project because what you see is if they if they put a binder course down and say it's a on a project like this it's not like a subdivision it's not as bad but say it's a year or two before they put the final course down they don't have a BM on it there's no way to control the stone water between the place one of those courses so they made the revision to the detail to show the burn go down with the binder course of P um so that was that was taken care of um they have uh infiltration basins um we recommended that they put only 4 in of loom in the bottom of those so so the infiltration rate is a little bit um quicker if you put like 6 in of loom it really slows down the infiltration 4 in Al loone will allow the grass to grow which which takes gets a lot of contaminants out but it still allows it to infiltrate fairly rapidly so they did make that um they made that change as part of that sent four bay you really don't want infiltration through them so we've asked them to specify six to 12 in ofone to slow that infiltration for there which that did I think they um specified they specified 6 to 12 so they did exactly what we asked for there um we asked them in the operation maintenance plan to specify mowing more than twice per year the D storm water standards recommend twice per year mowing it's been my experience that if people actually very rarely mow them twice a year if they mow them at all then these basins become overgrown with Woody vegetation and they're just a hassle to try to rejuvenate if if they get clogged so I asked them to specify uh routine regular mowing basically with the other grass surfaces so it's basically maintained almost as grass even though it's a basin so they made that change um I asked them for some rip rap rsion control at some of the fled end sections that they hadn't previously showed it at and they they made those changes those were mainly to the Basin to the north there um one was for um I think a a discharge coming from the pool area um but they made that change as well um they have a they have subsurface and uh infiltration system um we ask that they make the inspection ports on them a minimum of 6 in diameter typically they're only 4 in trying to look down a 4 in pipe down 5 six feet you you really not going to see anything so they they did specify 6 in so they took care of that for us um they had a kind of a funky connection from the roof drain from building number two which is the one to the east there um they show have comeing into a drain line without a manhole um I asked them to either detail that or provide a manhole and they provided a manhole um so they did they did do that um my next comment was about they have uh propriety treatment units and I just asked them they had I think quarterly yeah they had two different inspection frequencies in their on M I just asked them to make that consistent they made them quarterly um so they took care of that um my next comment was an in relation to in these subsurface infiltration systems um they have an isolator row what the isolator row is it's a row of chambers that has filtered fabric wrapped all the way around it and what that does is that provides pre-treatment it doesn't allow um the sediment to get into the stone around it um and it's not it's not Greg's um issue it's actually uh the storm um it's the storm tech manual um they they detail don't show the fabric around the I roads even though they show pictures of it um so I just asked them to specify that on the detail to make it clear to the contractor that they need that fabric around the isol row which which he did um the EUR EUR Stone waterer management regulations REM required R curbal inlets with all catch basins adjacent to curbs um and they they made that change they had Cape Cod burms specified throughout they did make the change to sh ran Cur that's at the catch bases so they took care of that and then my last comment was basically in you know um stating that um they they will comply with the storm water management regulations um performance standards specifically section 7 c3b because the proposed storm water um between the basins and the subsurface infiltration system um they have uh storm water storage Capac capacity on site of over 75,000 cubic feet which is um more than 4/2 in of run off from all impervia surfaces on site your your regulations require you either treat to a certain standard you retain the equivalent of 1 in so they're four and a half times that what they're retaining on site so they they're well in excess of what they need to do to meet that standard um so I just pointed that out just so so you knew what that was so that's you know that was my my review um and how they responded to those comments so i' be happy to answer any questions if you have any okay does the board have any questions for Pat Uh no no no okay thank you Pat GRE could you just take a minute and show the audience how you're picking up all the storm water um youve got a series of basins I'm assuming they're deep sump basins which are the requirement you can maybe Point some of that out uh we want to make sure there's no no effluent heading back back toward his mon Pon Street yep that's correct we had two um catch Bas at the apex of the curves here catch the water go on Street uh several you know catch Basin throughout the site this area gets directed into this Basin this Basin is sized for the future Senior Center AL that's not fully designed it we C from that area in there um same going throughout the site how many more Basin do you have throughout the site uh you got the roadway Bas anything in the parking area oh we got see here here here here here there so we have plenty of St water collection for the prvious services to the site all iny services go through the treatment system and strong water system for discharge this is the um water sh map so this whole area goes to the underground system this this area goes to that Basin the um Pi quartz go into a um two different rain Gardens on each side of the the pickle ball cords and then they the Overflow goes into the um a series wet overflows to that which has a connection out here so that was was a pipe historically that was connected across the rear um as I said this section of the site supp to be uh infiltration system and then this section of the site right here this building this pavement all goes to the sub Bas and it's all all the Imp areas are captured treated and S that the um bmps on site and that treatment is what they go into deep some catch Basin yep um I can go through the pr train deep some catch basins s 4way infiltration Basin prior discharge deep catch basins isolator row prary discharge um and we do have some as Pat mentions proprietary units so we're using um contact CDs swirl units that that separate out the solids and so you're using a deep sum phasing Y and that's going to collect some of the solids and then it's going to be go directly you don't mind going back to the other page um cuz you're going to real technical that so that first center uh Bas that's a retention or detention Basin infiltration Bas okay so is that where all your infiltration is going into um that's an infiltration Bas this is these are rain Gardens this is a subsurface infiltration basement so it's going to infiltrate water as well it'll overflow and higher SWS and this is an infiltration Bas as well can you go back to the other page one question that did come in and I'm going to turn it over to the the audience so you get done is you've got a discharge that's going into that wetlands area uh which is adjacent to the that's adjacent to that um over there now you got a wetlands area yeah so how much do you think is going to go into that area one of the questions that pop up is there going to be any effect on the condos oh from from the groundwater NOP um condos the elevation up here is much higher um this will discharge into this Wetland right here there's a pipe up here so all the water flows out through the side this way any of the B has got any questions regarding which way the water is going how it's being treated um no I don't no okay I am going to open this up to the audience um we have a little issue with the microphone so I'm going to ask that this microphone be used and that I'd like to have you it's going to as you know as if you've seen this area out there this we is much lower than the grade around it so we're draining down to the low area yeah but see I'm low the condos across me higher particular questions don't mind my name's Joseph Telo I own 284 mon Pon Street the Shelby Plaza across the street um I just have a question how many bedrooms they keep saying how many units but no one's telling us how many bedrooms are in each one of those buildings and my question is then what is the water flow out of those bedrooms that's going to affect the rest of the groundwater where these drains are going so that's more of a that's a b of Health question so that's system it is a b of Health question but I would just ass soon address it I think you know being in a butter to both Pils um it's and he's been inundative of water so I think it's kind of appropriate just it's a very simple question how many bedrooms they're not saying how many bedrooms are in all these buildings there is a design flow and I I was under the impression that there are two to three bedroom units but I have not been part of the whole process yeah it's on the septic design plans that are have been submitted to the B health so those a public record um and I don't have the B Health stuff with me at the moment um the overall total flow is like 9, 980 out of 72 units yes we have um so if they're all two bedrooms 24 one bedroom units and and the rest are two BS and for over 55,000 one 150 g per day so there's no three-bedroom units going in either one of these buildings nope these are 55 plus so two that that so that's correct there's no was the correct break down 24 I believe that's correct yeah that's is it all one bathroom all the unit the two bed would have two address yourself sorry it's G TI with Thorn development so the two bed would have two Bass the one bed would have one the bath don't matter is the number of bedrooms what's that said the bathrooms themselves Joe see everything through the board okay so my question is the number of of bathrooms in the house doesn't matter it's the number of bedrooms that they're putting in these units to figure out how much water is going in there to make sure these drainage ditches handle all the groundwater that's getting that's correct that's that's my concern with it okay um we're not here we the septic plan to my knowledge has not been approved so I I don't believe this board is going to take any final action till that is approved our biggest concern right now is the the storm water um so that's what we have to concentrate on so do you have any other questions do you mind just coming up identifying yourself P Sullivan B15 lien Lane calax Meadows um I know you said that the groundwater would not be affected at the Condominiums um Halifax Meadows did a big water diversion project some years ago and it alleviated flooding in the basements um especially in a section is that I'm in D in D and um about along the property um can he guarantee that this project isn't going to disturb anything and create that happening again to us can you guarantee that our ground groundwater is not going to be affected by this project I mean we did like I said a big water diversion project some years ago and it worked it took care of the flooding in the people's basements can you guarantee that that's not going to happen with this project yeah the calculations and AR that I've shared and have been reviewed by the town's engineer have confirmed that we're designing this project um for the requirements of St mod management which is um part the we protection act and d uh regulations so we have to first create this map right here which shows where the water drains so for this area right here that you're in this conds up in here M so some of the land from up there flows onto this property and then High Point through here this all flows into this Wetland here there's a c here and it all flows out this way so this right here is our design point where the the water leaves inside of this point right here there's another design Point here was from this high point it all flows down this way towards this Wetland and then all this right here flows towards this Wetland internally here but then it connects out this way and actually in there so in the current existing Edition there's no flow no overlay flow from this site that goes goes on to the condo that's how close which shows us having stor management controls design I don't know that that answers your question um and no because I wanted to guarantee that if it should happen who's going to pay for it um can I make a suggestion um is there feasibility of the possibility of installing a monitoring well um on the Northerly part of that property just to assure I mean with the heavy rains that we've gotten I understand the process I understand the grading process they live there they've had a lot of floods over the last 25 years um if you install the Maring well um I guess you could really observe in the fact that if in the event we had some catastrophic rain I understand the process but I'm not going to down to their place and with a sunm pump to get the water out um that's just a thought I I don't think he can guarantee that um I think a monitoring well might help if you know if you've got a u a basis now and all of a sudden when this thing is belt built if that groundw after Heavy Rain goes up a foot what quick question what's the elevation between this project and the condos is it you said it was higher up on the condo side that it goes down that way 75 up here and these Wetlands down here are 59 55 right here that's which what your road elevation Road 74 731 okay see a road elevation is pretty much the same elevation is the the condo proper Jo just if you got a question Jo just come on up any got another question for him just trying to keep the yeah I just are they bringing the elevations up on this property at all or what we see over there today is what the elevations are going to be just just we are raising some portions of the city I think in the central overall I believe it is in that f because the previous project had higher grades in the middle and then U picture of the previous project with one of the foundations here and driving brers around the back so you the grades up here will be raised and over here uh right here those are going to remain the same there will be a wall up here for the pool pool is going to look higher and the uh band building the foundation that will be a um somewhat of a a retaining wall as well and a gra back down so that's overall to answer your question yes it's more they'll be ining material rais portions of the Gres of the site just pretty much the same so at that point if if the condos are higher at this point they may not be in the future but the grades along the side this is a w we're not we're not touching that we're not grading that um and then here this I don't know yet that's a different project to to sort of answer this question too what's the distance from the condo project to the top of the uh infiltration Basin distance the lot line that about 120 ft here here yes U yep 110 okay is it a is it a fair assumption that the material you're going to be Excavating from the retention pawns and there going to be a minimal minimal amount coming out of the buildings is all going to be retained on site yeah okay um so to satisfy the condo people could they put a rubber barrier on the north side of that drainage basin like we do aseptic systems to keep it I'm going to tell you from experience rubber barrier is strictly for surface water the impact at the condos is going to be ground water there going to be infiltration of ground water coming back up so it'll be rain water infiltration barrier wouldn't be helpful um plus they're working within the wetlands area we're not going to allow that okay so the uh Greg if you don't mind the top line on this infiltration Basin is elevation what I can't see that 70 yes 70 and that's 71 right there so the a little bit and the condo elevation is 75 five so you got a 4T differential so it drops down four from the top of the Basin from the top of the Basin from the top of the Basin okay and then the Basin should be 2 feet above the bottom of the Basin should be 2T above modeling okay that's okay as long as you get to 2ot minimum I mean technically it's the same amount of rain roded just being concentrated in different spots on the property that would be a correct dismission you can answer that and that's kind of my job what do I what I do is I study the property how much water's coming off it existing condition and when I design buildings and for paved areas and all that I have to design these s water basins in order to mitigate that so I don't have any more water leaving the site postel is before yeah some has to be recharged some has to be yeah so for the audience sake for retention or detention basins you're building the one at the North part of the property that's already partially done from it's okay but that's what you're going to construct and then the bottom portion of the property that's what you're going to construct the other two Wetlands areas are there this well three Wetlands areas yep okay and you know for the pavment that's going to be constructed for the pickle ball courts we have uh rain Gardens next to those and then the subsurface system that's how okay do we have so just to clarify identify yourself Joseph tanell again I'm just to clarify for the people here that don't know the difference between a retention and a detention the only reason I know is I had to build it so I'm sure not one person here knows the difference okay I'll let you explain that and just so that you know that this is part of the storm water process certain amount of effluent has to be retained and detained and then infiltrated ground so why don't you just sure so A detention Basin would be a basin that just holds the water it doesn't allow any to any water to um recharge into the ground might be lined have Clay liner or something like that just to hold the water back let it out slowly an infiltration Basin that we have designed here use the subsurface on that um is designed for water to infate through the bottom and recharge ground water table um so it not only holds the water back let it out slowly it also U recharges the ground water same okay Pat if you don't mind um I believe you addressed that in your review because one of the debas had uh too much Loom and the other one you wanted some additional Loom to to make sure that one detained and right so Pat Runner again pgb engineering um so in the storm water standards there's a couple things that you need to do the the main thing is that you cannot increase post development runoff off site which Greg re the other thing is that you're supposed to kind of mirror what happens today um with you know with what goes into the ground now you basically have to put the same amount back into the ground in the post development that's why he has the infiltration Basin designed to put back into the ground what's going on the ground today obviously when you pave a site you're blocking it from going to the ground so you have to put these artificial we call them artificial but they're either the open air Basin or the subsurface infiltration basin that's the mechanism to get that water back into the ground that goes on the ground today so that's what he that's that's what the whole design premise is based on and what that does you know the the storm water the mass DP regulations they really only require you to mitigate the rate of runoff which is how quickly the runoff runs off the property um I always look at the volume of runoff as well because the volume can also be an issue and when you design these infiltration basins if you put all the volume back into the ground that goes in today then you don't increase the volume that leaves the site either which is what they've shown with their design so what leaves the site today will not be increased under proposed conditions based on the design that he's come up with and I'll so in English every bit of uh storm water will be retained on site Joe just I'm trying to trying to keep the background stuff down all the present effluent that's going to on this site will be retained on site correct as much water that there's no more um volume of runoff that's going to leave the site under proposed conditions than leaves the site today okay okay do we have any do we have any other the members of the audience um any Butters that have any questions or concerns okay got one I'm sorry identify yourself with record pleas Amy troop 10 Hillside Avenue so storm water management doesn't take into consideration 100 I'm sorry 72 apartments worth of excuse me hold on water from showers toilets sinks that will now be address a question to me I am I'm just at the plan leaching into the ground and then therefore making it a a fuller sponge so none of that's included in storm water and we're not considering 72 units of apartment and their water use is extra water on the site it is consider you understand the question yes okay saying that because we're put homes in here we're going to add more water to the ground water by having a actic system on the site um um if St Water Management does and to 5 does account for that because we need to have certain separation from the stor water from the stor water devices to the um septic system to have separation from there allow the system to do its thing without interfering with the other each other well I'm a little confused um about why we wouldn't have the am amount of bedrooms is part of this presentation then since it is storm water because it wouldn't just be border a heal septic system I I disagree of Health Board of Health is the Board of Health is having a meeting tomorrow night so well he just said it so we should know tonight it's not really just a border of health issue if it's part of storm water then we should have exactly how many b b of health is Board of Health uh St water this isn't complete because I understand plans complete and we're going to take that into consideration um and I do agree that the increase in bedrooms or thetic system is going to have some impact on the water table right so it should be included in storm water it's not well it should well you just said it was he said it was so which is it okay another question or it is you have another question Pat Brennan can I please ask if um storm water includes any of the septic issues Mr B so the stormw so there's you get two different things here like M tro mentioned you have effluent from the septic system and you have e not effluent but you have discharge from the storm water systems um the storm water requirements Mr Diaz mentioned it earlier you need at least two feet of separation between the bottom of your infiltration facility and and seasonal High ground water if you have less than 4T you have to do what called the mounding analysis they have more than 4T based on their test hole data um between the bottom of their infiltration basins and seasonal High groundwater so they didn't have to do the groundwater mounting analysis for the storm water systems because the way that mass DP looks at it the way the science looked at it when they came up with the standards was if you have more feet more than fourt of Separation you're not going to create a mound underneath those basins that's going to rise up that far um less than 4 ft they they want you to do that analysis on a septic system if it's over 2,000 Gall per day you have to do that mounting analysis so that's part of their submission to the Board of Health they have to do the mounting analysis on the the septic system because the septic system depending on the perk rate you either need 4T of separation or 5 ft if it's a CNA material and you have 2 minutes per inch or less per rate that separation has to be you have to add the groundwater mount in for that separation so that's why they have to they have to do that so and I haven't seen the Board of Health submission somebody else's review on that um but all these the groundwater mounding requirements are due to you look at them due to looking at the impacts of both the storm water and the septic system on the groundwater elevation and that's what's required they've met what's required the storm water cuz they have more than the for f of Separation again I don't know what's going on with the septic right now but um I assume well I they're not going to get approved unless they show that that mount they still have the separation adding in that groundwater Mount so and I can confirm B health issue um we did analysis and smooth that with the plans and Mr Delo who was reviewing for health hasn't comment on it he's okay with it as far any other questions from the audience okay it's true I would like to know the number um because a few minutes ago we were asking what that number was between the groundwater I would like to know what that number is SE yeah so what we were just talking about the P the the where it has to be over 2 ft and then the over fourt and the mounting what is that um criteria called it's well they have to be in order they have to be they have to be 2T but if they're less than 4T they need to do that mounting analysis right they're they are more than 4 feet above groundwater in all three of their infiltration systems right and um so what would that number be called is what I'm asking you the separation okay it's just separation from ground okay can I have that what that number would be please so for Basin 2A we have 4.48 ft of Separation uh 4.14 ft for the infiltration system and I'm trying to other one have to do a little that was an existing Bas that let me ask Mr Brandon did you you double you verified the location of the basins and I think I sent you an email on that too on um on model that's correct I I don't have the information right but I did I did verify I can tell you that I reviewed the plan I made I sent a comment to Mr Brennan just to make sure um and uh he verified the fact that all the basins are well out of the ground okay and what about the flow outside so we got into the flow of the septic system it was a certain number can we have that that number repeated please no I don't uh we're going to stay on storm water management so if you want to stay on storm water management that's fine I wanted to know what the flow out was because we were talking about bedrooms flow out of what out of the property out of all the showers the toilets all that se mm 9,840 per so I'm confused about why a house with a two-bedroom needs a 1500 septic tank but we're looking at putting in 72 times two bedroomroom units and we're not looking at over 10,000 that doesn't make any sense to me you got a hearing tomorrow night with the Board of Health I I still don't understand how this wouldn't be considered in storm water okay do we have anything else from the audience it should be anything else from the board at this point no not at this point okay um Craig I'm just it's it's your um it's your call uh we have a certain time frame to make a decision on this uh again I'm not comfortable with the plan being completed so I'm going to suggest that you ask for continuance um we we will continue the hearing if there's any new evidence fine or I can close the hearing but if we do close the hearing we're going to make a decision based on that plan and it's incomplete so it's your call and what it's incomplete because we don't have se appr you don't have you don't have a complete plan I think you're at the end of the permitting process my opinion you're at the end of the pining process you we going pretty much be the last board you're going to see we should be able to look at a plan everything that's going on the site the buildings the the drainage the runoff all the pavement you know planning board is reviewed all that they've agreed with everything now we're going to take look at all the imperious areas we're going to look at all the elevations and make a decision based on all the runoff is going to those particular areas I don't see that you have that I I don't see that the the septic system if you did a mounding analysis and it has to be raised that's going to increase the height we did aing analysis okay that's okay once in in my conversations with the health department um there were still some issues to be resolved and his comment was that um there would be compliance with ms4 so um it would be my suggestion that um you continue it and once we get all that final analysis there's nothing else you're putting in there then I think we can make a decision but I think we're the last board that's going to look at this this situation so hold on so it's up to you if you want to or okay so just hold on M tro you have another comment yes I do from water management for 266 mon Street I put motion that be open up the hearing for 266 M Street I have a second a second okay three z Mr drll all right May everyone of shil here tonight um so this project is across the street from the one we previously spoke about earlier tonight um since uh we've been through comments with the Board of Health on on the septic system we had to reconfigure some of the utilities on the SES so that the SE line exits the middle building now that allow us to bring up the the sewer line and the tanks and all the connections so that's so not everything's not as deep into the ground and easier to build and out of ground water in doing so we split this is the same size system same number of um Chambers from the original design we just separated them out a little bit and so we can run that pipe through there and each row is connected with pipes so everything hydraulically is connected so hydraulically and with the model and the calculations that we done nothing's changed we did raise the parking lot about 6 in maybe and the grade on top of the system it's 7 or9 in something like that so minimal changes and and I think the the finished floor elevation of the uh the building came up a little bit as um in order to accommodate all the uh the changes for the so the parking area and the building all drain into catch Basin on site um into this Central Main infiltration system subsurface under the ground um High Point here and a high point over here right there so this remaining portion of the driveways that back down to the existing um grade of mon ponset street we have in order to treat this section of the driveways we have Forbe here the water Treads into this goes down to here into this rain garden with um another subsurface infiltration system to give us enough capacity for for the for the flo um so this is the pre- elments drainage areas much smaller site majority of the site drains in this direction and Portion very small portion trans the street so this is design one and myosb design Point 2 and these are the areas as they're split up and sent into the infiltration system forway the rain garden and infiltration system uh so all the paved areas are directed into uh treatment systems treat the TSS they it's all um infiltrating of ground water um non-paved areas grass area blows off the site Overland little bit here small sliver and then this grass area over here um there's a small portion of the site to the north that comes onto our site come together and that way that's kind of the overview of the system um p has reviewed this project as well and provided comments which we responded to through the plan board process and want to hear could we listen to your comments I know they were very lengthy um and I think you review this two or three times yes for the record again pep renan um reviewed this for this one I I started reviewing for the planning board before they went to conservation so all of my letters were addressed to the planning board even though I reviewed it for storm water um the my first letter that I wrote I reviewed it first back in April again in June twice in June and then once in July um this one as Greg said they meet all the standards um if you recall in the last one I said that they were retaining like 75,000 cubic feet this one it's around 8,000 cubic feet that they're retaining um with with this storage on site which is a little bit more than double what the 1in rule is in your stone Auto regulation so they they still meet that regulation as Greg mentioned they're cleaning it up with the um four Bays the rain Garden deep suum catch basins um and on this one they did have to do mounting analyses um they did do those they provided those to me I reviewed them um the groundwater Mound at most I think was maybe 9 in below these systems um it wasn't a very big Mound that formed underneath the um the infiltration systems and um the like like Greg said all the impervious areas are being directed to those infiltration systems post development runoff toward the the west southwest um in in proposed conditions is less in both rate and volume than it is in existing conditions same thing without with going out to mon ponon Street what they did do which was a request of the highway um surveyor was to add additional um catch basins and a SW a Swale at the northern driveway and catch basins at the southern driveway to ensure that no storm water was falling off the site into Mon pona street so so we have some some C in here to have a little B about finish up yeah so they did do that at the request of the highway surveyor um couple of other tweaks that he made like he mentioned they separated the large um infiltration system out back but again it's the same size it has the same capacity that the the combined one had so everything still um is in line with the plan that I reviewed previously I did look at all of this when he did submit it last week or the week before whatever that was just to confirm that everything was still the same and and I'm comfortable with it um still meets all of your stone water regulations um at this time okay I do have one question the fire chief uh made some requested changes and I think you did you did your calculations for the basins to accommodate for the width of the access roadway yeah this this road wide okay that's where the fire chief wanted to make sure uh and the fire chief has determined that he can get his apparatus in there um based on his comments and based on his recommendations that's correct any other questions any questions from the board to okay um I I got a couple questions cuz you you great differential from onon Street to that front elevation and from what you can tell somewhere around four to five feet so basically you're going to have four or five feet of dirt and then you're going to have a three-story building on top um did did you accommodate the storm runoff into that infiltration Basin the roof drains are all accommodated all accounted for accumulated in there okay now the the infiltration Basin is going to be the storm Tech same design as across the street wrapped in Filter Fabric with stone yep those are the details for it and we'll also have un prior to discharge into that proprietory treat unit deep c b proprietory treatment unit can you can you kind of explain to the audience I mean I think everybody knows what a catch Basin is um nowadays they have to be deep in order to get what they call tsss which are total suspended solids that's the amount that's the stuff that's in the f one so what does that proprietary unit going to do for the storm water okay so a deep some catch Basin is it collects the storm water two different things keep on catch so see some catching has 4T below the Inver of the the going out with a hood on it keeps flbl going out into the into the uh that stream or the the stream coming out and setts sols in the bottom the treat the proprietary treatment unit does the same thing but more efficiently in that it's a swirl chamber so water comes in swirls around this um the swirl chamber in here which separates out the uh so suspended solids more efficiently that down to the bottom of the structure and then for the offer mins plan that commented on um has to be checked so often and pumped out of all segments and everything that accumulate okay so catch Basin Pro proprietary unit into the ground and then actually the more treatment the uh system the chamber system because those have isolator row with the fil this first row right here has filter which also I do have one more question if you don't mind you didn't discuss mainten maintenance and operation have you reviewed the maintenance and operation manual uh proposal um yeah this this was pretty much a mirror image of the one across the street and I did request the same changes although obviously there's no mowing in this one correct because it's subsurface but it was the same frequencies with the quarterly inspections and maintenance that we requested across the street for the subsurface um so yeah we we reviewed all that as well okay based on I I hope the board's got a clear picture of what's going in on back the area down by the street you've got some sort of an infiltration Bas in there and then a rain Garden this is yep rain Garden here and what's that thing right above it is that that's your infiltration yep so we added Chambers to this ring Garden in order to get enough volume to treat both so again you've got your catch Bas in there then it's going to go into that infiltration Basin there then if there's an overflow it's going to go into that area there this is actually a bio tension area which has plantings in it it's um an LED type of P management practice um which treats more than just TSS so imp P you did review that to make sure that um yeah right amount of material um yeah yeah like he said the bio retention cell it's same thing as a rain Garden those treat they actually take some of the metals out of the Stow water as well not just toast spend in solids so um he mentioned liid that's low impact development for people that don't know what that acronym is but that's one of the things that DP and many of the um Stone water agencies are trying to push everybody to go into those types of systems um he's got the one here and he mentioned he had the two next to the pickle ball courts across the street as well okay so you comfortable that that those treatment systems when that affluent Finds Its way into the groundwater is going to be reasonably clean yeah cuz in basically when you're infiltrating you have to remove 44% of the total suspended solids between his deep sump catch Basin and his proprietary treatment unit he he removes more than that and then he's also going in the isolator row so he's re he's removing more than he he's required to before it gets infiltrated okay any questions from the board this I did have one thing that I'm going to open up to the audience and and I did send you an email on this on the um on the Westerly side of the property and the Northerly side of the property uh you've got grading that potentially could impact both about is based on the fact that we don't know exactly what the top of the septic system uh elevation is going to be it's on it's open but that that hasn't been approved I know you're still looking for family so we're in the same scenario so if if nothing changes you still got grading that potentially could put effluent I believe that's country code property except on the North side that's Mr T's property so how are we going to be assured that you've got it looks to me probably around 20 ft of of grading that's heading off site and you just made a comment that the way you got it designed it blows off sight yeah there's always going to be over flow that comes off the project and this are we're reducing the amount of FL that's coming up as it explain the you know my concern and I think the concern of those biders is that they don't want any water from this site going on their property um the site's going to take 15,000 yards of material it's coming up 4 feet um I think they need to be assured that in a massive rain I mean that area I'm assume is going to be grass um nothing leaves the site no so on in the 100e storm we calculated that 2.58 cubic feet per second come off of this site in this direction and the proposed condition is going to be 1.07 so that's less than half we're reducing it more than half these these These are proposed numbers yes okay um what's happening in here is this side is higher than our site we are raising our site as well to about the same elevation there 76 at top of their system septic system we're 76 at the top of ours this is going to create a swell right in here but I see so where you just pointed to 76 what's the next line down is that a 74 no go up go up to where you you said the top of your septic system so you get down keep going down 74 73 okay so you got a 73 there so what you're saying some of his affluent is heading in your direction what's the bottom it's the bottom elevation of the proposed elevation on your side 73 okay so you're saying that going to be equal and if runoff from his property and runoff from these properties come together you're going to have a little Lake more no we're going to have a s you're going to have a s but you're going to have a sale that doesn't indicate you're having a sale on your property not in his property Y where his well that gr hits there that creates back around that this is 73 existing right here as well so so 73 Contour goes around like this so what's the next l line in uh you got a 7 at the lot line is a w cont 74 okay what at the lot line what is that 73 that's a 73 and this is a 73 okay so it's light existing so that's a 73 exist you got a 73 existing what's the proposed Contour at the bottom of the slope near the lot line that's my question 73 that's so in that particular area at both lot lines it's flat they're going to come together but it's going to be a swill because the great continues down in this direction so who wants 74 right here that in so our 74 proposing right here 75 comes way back here okay so the property that's down here just hold on a second the property that's over here is that Country Club also that one there this one or this one that one one you just pointed at first this is the country code and then north of that country code no that's is that I can't J LLC okay so that's the country and then north of that would be the liquor store property yep okay I I I don't know if I sent you the email I sent Dave an email I did someone out that that concerns me that potentially um you could have some runoff you know I only had a couple of concerns one was the amount of fill and one was that runoff but um I can most about to run off in that direction yeah it's going to run flow in that direction but we need to maintain it on site we don't yeah did the are itself has been very problematic over the years so this so this is our site these are existing trage areas that we have right now today before any developments happening all this water runs off in this direction we're reducing the Overland flow to just just this area the rest of it we all containing in here infil um bring that just hold on just so this bottom line below the infiltration Basin is that the wall you got a wall there you got a property line is that the wall W here yes right there where your finger there a wall here okay and that wall was approximately well I I can't see it from here but it was four to 5 ft above grade in the front is it the same distance there elevation above grade um it's probably 6 ft right around here so you got 6 fet high mhm but this is all pavement area that's that's all being captured see they going to this SPAC here down here you're going to have some sort of a BM to contain all the the uh surface run off from the parking area yeah parking areas all and the roof it's all contained there's Curbing and and everything that keeps it from there'll be no per areas that run off the side on control CU that's it's one of the storm water management standards and we can't do that we have to treat it okay so potentially the area that would be concerning would be where the septic system is yeah that's crft area that's all surface run off from vegetated areas okay Pat do you agree then I'll get to you Joe um I've seen probably half a dozen plans and I haven't seen the last one so um there is a BM totally Absol the parking areas yeah all of the all of the pave surface goes through the storm water system the only runoff as Greg just mentioned is that triangle where the septic system is that will flow some of it I believe actually flows toward the parking lot but some of it flows off site um again what the standard is is he cannot increase the flow off site from existing conditions by reducing that area that flows off site um by about I would say 2/3 anyway um he he reduces the runoff off site his calculations show that that was the 2.58 versus the 1.07 that he mentioned earlier today it's 2.58 CFS under proposed Condition it's 1.07 so it's less than half of what flows off today okay so for the audience in English um what you're saying is that the larger number is currently the amount of effluent that's traveling across the property line and by raising this elevation up 5 ft it's going to reduce it it's going to reduce it cuz he's capturing the majority of the site and putting it into the groundwater so it won't run off the site it's going to be recharged back into the ground but I'm I'm talking more specifically where the septic area is and I understand what the building is I guess by virtue of raising this area doesn't mean that we'll have more you know it's it's the intensity of run off that that concerns me when it rains it's t down it's you know how much water is falling on the surface whether it's perious grass or Woods or okay Mr T just identify yourself all right unlo north of butter I'm Joe tanell from Shelby Plaza in Halifax um can we start with what the elevations are today on that property on your property no on yours uh we have before fill before you start filling stuff 73 here so right here is elevation 74 and this is 73 all around 72 and what do you say that top of my septic system is today okay just just so that everybody understands you got a 73 so you're telling us now that the water runs South currently runs South yeah runs this direction Southwest all right so my system though is 5T above the pocking lot I just had it replaced and there's no way there's only 3et from the top of my system to the existing property there right now well the property is a little bit lower than well I'm talking about the back where the septic system is okay uh there's no way there's only a 3-ft difference from the top of my septic system to what the elevation is today on that property I will guarantee you that cuz I stand on your property my septic system's over my head I'm a lot taller than 3T okay so that that's an incorrect huh when was time last summer I spent $180,000 to have that done and your ground water is only about 2 ft below that and I had to go so if you're telling me the top of my set you either have the wrong number on the top of my septic or you have the wrong number on your your original plan right now guaranteed cuz I'm telling you it's I I mot it today I know what the distance is you allow Ser to go out there absolutely I'm not I don't think it's I'm not here to stop this I'm here to make sure it doesn't impact me my your higher then it is protected CU it's even higher than what we're doing here but you're bringing it up 5T but not not bring above I mean saying 76 there we have 77 like 1 foot difference but if you're saying it's ft above that then you're still higher than us so no if I'm 76 and you're going to 77 you're going to be a foot taller than I am now yeah we meet the grades that your property line Sur perform before it's it's my replace hold on okay okay hold on just hold on a second P let's get Joe's question answer so we have to meet the that's what we're doing just come back to we have someone's going to be taking minutes and they can't they can't tell so my thing is I'm having a problem with what you're telling me existing are and what is existing on Maya that's number one number two no one's telling us how many parking spots are going to be on this property okay we we'll get to that okay so let's let's how do you want to address the elevation my concern is is only to make sure that no water from this project was only our property or the other side it's kind of irrelevant or the other side they're a 6ot wall in the yard now yeah yeah that's that's the unfortunate part on this side um so on on the cell side we have a 3ft wall here the highest it is that's that's a buting my side 3 and2 ft that's 75 to 75 so that wall is going to be as tall as what my septic system is now by minus5 ft probably so you're going to have a it's the the numbers don't match there cuz I go off my parcking lot I go down 2 feet to level out to where you are now you know there's the numbers aren't matching I'm just that needs to be resurveyed and the numbers need to be corrected first of all and again I'm not here Pro or cons I'm just here for Shelby Plaza and I you know I when I looked at it it doesn't make sense but I'd like to know two at this point how many pocket spots are there okay let's get to the grade elevation I think Pat had a comment and then I'll answer Greg answer that yeah so the notes on the existing conditions survey plan say that it was a survey performed between October 2022 and January 2023 so if his system was done in 2023 it's likely higher than that elevation 76 so didn't ask you a question Joe uh no cuz it's supposedly come on back up it was just a remove and replace I don't believe it went any higher than what it was prior to I'm not sure did you take your your your elevations based on San equipment you use okay did you go on to the other property you don't know I'm not I was there I in order to get those um of okay I'm wondering what's the impact I mean you can we we can have them go out and do it yeah no just but I'm wondering what's the impact I think the ultimate goal is to make sure that anything from this site doesn't go on your right I think that's that's the key to it uh whether the elevation 76 or 77 and sometimes these elevations can be off a foot because the computer generates the lines in between so they don't take a shot um maybe itbe 25 ft um so I think he's got the same concerns I do to me there should be a sale in between the properties but um the way that the that's what I'm explaining the way that this grade TI this proposed grade TI into this grade creates a S4 Thats Right Down proper Pat do you agree yes okay okay so I think for Mr tal they should be any impact on his property from the septic system once it's determined the maximum height of the system and we don't know what that is okay um it's got to impact the groundwater levels at some point all of us putting water in back let's face it yeah okay just back up just identify yourself again Joe tanell again from Shelby Plaza so at this point his septics going to abut my septic and I already put a boatload of water in the ground for that building um I don't know how many bedrooms are going in here on this site do we know that answer 30 units any ask parking yep no I just 30 units in how many one bedrooms how many two bedrooms are they all two bedrooms what no was a mixure you know it's a mix of ones and twos the bedroom counts on the plans I don't think on this there's nothing on there's no septic plans that are involved there's no I didn't see any design flaw so I think he's got a legitimate question the other question too you want to know is how many parking spaces there's bear in mind the parking spaces aren under our jurisdiction no I know 34 uncovered spaces and 12 in the garage plus across the street 14 spaces but so yeah you're proposing that 55 and over cross from 266 to 265 and down and a 5ft elevation are you going to put stairs down to the street I mean so that you know that's so the problem is this there's a multitude of jurisdictions that's an issue and should have gone that that goes in front of the planning board unfortunately we need to see to make sure that everything that falls from the sky doesn't go into your property doesn't go on Route 58 and doesn't go into any AB of property and it's treated accordingly that's our jurisdiction if the planning board hasn't closed this then you know that's that's a good question that was a question that I had because of you know the slope of the driveway the number of stairs going up to the elevation and handicap across the street so just if there all 30 units were one bedrooms and we know or not and that what did you say there 38 parking spots so a husband and wife only one of them can have a car no 46 hold on hold on hold on we're getting we're getting away from I understand well I'm trying to see how much drainage from parcking is going to go into those infiltrators which is going to go into the ground okay short answer is yeah Pat can cover that I just we can't go over the the whole plan yeah on unfortunately we're limited to the drainage so Pat again you double checked all the math correct are you comfortable that the the infiltration system that they designed in the back and the two down at the street are sufficient to accommodate the impervious areas the roof sidewalks driveway garages yes all impervious surfaces all proposed improv surfaces on site will discharge to those infiltration systems okay they're all captured and directed to those systems all okay um Joe I don't I think we've answered all the questions that we can at at this meeting um this point for runoff and drainage is what correct okay um I understand today that the plan and do board did not close the hearing on this so that's so what you can do is double check with the planning board to see they're the ones that have to address the crosswalk and and own okay this true can I ask what the date is on this revision um July 29th and you did comment okay so you did changes to Elevation and different things like that okay I think you should be coming in front of the planning board for a modification of your site plan okay and uh we already did uh approve this um I didn't but we didn't approve this and one of the reasons we didn't have all our our comments in so that was one of the reasons I say stated no um so that needs to come back to us for site plan modification and um also what is your snow removal so there is lied area on the site for snow remov but we will be SN plan is to truck it across the street to the 265 property because there's plenty of room on the 265 property for S Storage lied areas you know around okay that can't be done okay it's you can't remove the snow from one site to the other uh any snow that comes off that site has got to go to a snow facility that accepts it you can you can double te DP regulations on that okay um and and although snow location and I know the original plan and this is what's kind of confusing there's so many plans around your original plan showed a snow location uh which was on top of the septic systems septic tanks which did make a lot of sense and I guess that's been changed that's why I'm a little uncomfortable with approving a plan that we know needs to be changed and then you can check with the EP regulations on on the snow um do we have any the other Rutters I know that we've had um is there anybody any other Rutters that that want us if if you if you don't mind soon because we have somebody remotely taking minutes just identify yourself and where you are um my name is Howard e and I live at 224 on Pon Street which would be just off of that or down further s it it's six houses from the corner okay from the intersection okay they say five five six I'm concerned about the water run off and whatnot but I don't know if we're far enough away but uh I just don't want the basement to flood again I mean we bought the place and 83 and 2 days later I get 6 in in a basement so I'm just concerned about where the water is okay thank you um you know I don't know if a monitoring well is appropriate in here you don't have any room for anything there um let me just see is there any other Butters that are directly affected by this any any other comments that's true we received um pictures of the planning board received pictures did you receive them that we were to share with you on 266 my ponset street from the abat directly south no you should probably ask for those also have you received letters and emails about this property from um other members of the town okay um we did not receive any pictures not to my knowledge I did receive an email um from someone on Oak Street that was concerned um I think you got that I unfortunately I didn't bring it with me I don't think I did print it um and we can again I think this one should be continued um until we know where everything is going to go um and I'll send that individual and email back if they want it read into the record I'd be more than happy to um any any questions we got a lot to absor uh yeah quick question about the um runoff uh near the top of the property with the grasses and everything else it's going left it looks like it's going towards the golf course since you're condensing it because it used to go smoothly to your property you're condensating the swells uh how much is the swells going to pick it up I know some will still run off until the golf course is that correct yeah I mean that's where it kind of go goes now going to be from top of the slope here and whatever on this property it goes other question um how do you folks want to address um the amount of trucks that it's going to take to accommodate this this might be just a little bit beyond the peer viiew of the commission I've I've messaged the police chief and there are some concerns based on my numbers it's going to take 750 trucks to fill the site and then probably another 300 or so for the development um your line of sight from that traffic light is not the best um I think you need to come up with a plan and I did I think send that to that email out um and I think that is going to be part of the conditions I mean we can't have half a dozen trucks backed up and that's going to cause a major problem at that intersection and I don't know which way the trucks are going to be com from but um I think you agre 15,000 yards that's 750 somewhere in that vicinity I hav calculation but it's okay okay um I I think and I hope the commission we I think we need to get that addressed um again um I think you need to take a look at I want to look at a final plan whatever that final plan is to make sure every bit of rainwater stays on that particular site any other questions sir if you FR carg and Rosewood Drive in Halifax relative to some of the traffic conditions even though it's not your ball of wax here right now but it is affecting the whole property meeting with the Halifax Safety Committee the speed limit on that section of road is going to be dropped to 25 milph very soon from Paran Street all the way to the intersection headed north so that means your flow of traffic is going to be slowed down the speed limit right there now is 35 and it's going to get dropped to 25 okay from Parson Lane all the way to the intersection a 58 in on 58 and the other changes coming up in the business district also but that affects this property here okay and adds to the safety of the traffic flowing in there and the crisscrossing of traffic from one complex to another okay thank you I I believe you've addressed the crosswalk issue with the planning board yeah Pat did you did you review that if if you don't mind I'm getting a little offside here but you know it is a concern with some of the audience m is you address the issue on yeah they they submitted a plan from the traffic engineer that showed shows the crosswalk they they have they kind of solar um solar operated blinking yellow lights there for when somebody presses the button across and they're going to have advanced warning signs saying that this a crosswalk ahead um so they did all of that um based on the Traffic Engineers recommendations and they've committed to install that infrastructure to make that um a safer cross there okay thank you they also originally they also had the crosswalk kind of skewed and they straightened it out so it's okay straight across the road GRE can you just go back to the front of the build and are you going to be proposing some sidewalks one of the concerns I had originally is it look like you've got some work but you're going to be doing in the public way yep that's part uh development agreement okay so are you creating in front of that building from the north side it looks like there's an island that goes out into the public way um and then on on on the North side so um up north or up up a little further that's not sure so there there's an existing sidewalk on the other side of the entrance for this Plaza um and we're going to connect with that short so you're going to construct sidewalk on L 58 correct on here too and then also down to the um Housing Authority okay just Pat if you could there should be no impact on the sidewalk where it's in a public way I'm sure they're going to grade that so the the F1 would go into the two current basins that are in there I think there's a basin uh somewhere where it says Street and there's another basement Basin somewhere down where M no on this stay on this page if you don't there's a basin at your entrance somewhere around in there right is there another Basin down further so the sidewalk anything caught on the sidewalks should go into those correct sidewalks are typically pitched toward the road so any run off from the sidewalk gets captured in the roadway drainage system okay on the sidewalk the sidewalk the Joe tanell from Shelby Plaza again the side walk's going to have Granite curbing like the making the rest of the state roads yeah as required by I had to put in 18in Granite Cur all the way 660 ft of it so there'll be the it's going to match kind of my sidewalk on y Contin through okay thank you question are there any utility poles in the middle of these sidewalks to me that's very annoying I saw some some handicapped people on Plymouth Street today going around telephon PS you know as well as I know what I'm talking about are there any telephone poles in this section anything in the sidewalk no looks like it's just outside okay it's behind the side this do had wire here was right behind it and listening to some of the planner board meetings the neighbor on the south you addressed any concerns I don't know that that gentleman's here I'm not sure who he is but there's no concerns of any runoff coming off of your property to the neighborhood of the South it's all do we ma'am do you have a question no okay um any other comments any other concerns again um oh I'm sorry Mr true has this been flagged for Wetlands isn't that part of the conservation um job uh yes it is by the conservation job and there is no W okay who told you that okay it's true I'm not going to debate the issue has it been done it's true I'm not going to debate the issue Eddie has this been done there is no wetlands in the site there's no indication of wetlands and has not been fed told you haven't been told by a professional have you done the job of the town of Halifax that requires you to do so any other questions any other comments the town okay again um and hope the board concurs I need a we need a final plan I think we need to address I think we're the last stop in the whole process um if the plan board has not approved this um then okay uh you get I get mixed up with one and the other okay want to call the peach F this is the peach fund so I think we need to get all approvals um again I think you need to address um the traffic on how you're going to handle that on basis whether you're going to um put warning sign address with the police well no you can you can you can send to the commission I I have talked to the chief um and he deferred our experience to try to handle this we know it's going to be on a temporary basis but you can't have all of a sudden you clear this site and you got 50 trucks lined up on Route 58 and I don't know which direction they're coming from whatever Direction they're coming from if they come from the north they're going to be blocking the liquor store um and I believe there's a little Bend Mr T was there a little Bend in the road there the line of sight is limited a little bit very little so I don't think this falls under our jurisdiction another thing is if the zo work usually they going have to hire detail CL yeah 99% of the time if they're on the road itself the the chief's email and I'll that the board members is he he asked to address it I know our conditions are limited but I think as the last group that's going to look at that we don't want a situation where there's 40 trucks lined up nobody can get into his establishment or they're lined up put something together okay but just get us a plan y that that the chief is going to be happy with and then you guys will contact him or whoever the contractor is we absolutely reach out okay you know whether it's going to be some signage or to go across the street cuz they're going to start this project first right yeah and we will we will put a plan together for the the fill for sure good m j I believe we already determined that there's a different site plan than what was approved by the planning board so therefore they need a modification address previous issues with this filing that's what I'm hoping instead of trying to get involved with any convoluted uh litigation yeah you have to confirm out for some type of plan correct there's been a new site plan submitted um I did review the uh storm water application it came in via email the other day and then it came uh came into the office today so I think we can hopefully um address narrative did you guys get that three-page narrative I'll make sure piggy sends it out that outlined what they wanted to do in simple terms we all discussed that narrative um the Chiefs and the sergeant and myself all have come to the conclusion that we're not sure there's Munitions there we know there's Munitions whether they're align not long story short we want a plan to notify um AB we want a plan in place that if Munitions are found that they're going to be stored properly in a secure facility how they going to storm we want that from them they got to ignite them on the usually leave well they on the property if something correct I mean the representative from Western Simpson said they're going to take him somewhere you can't take him anywhere um and luckily the the you can do it yeah luckily the um the sergeant that spoke with us has been working with the Handover sight so he said he started in 2016 he thought it was two weeks and they've been there ever since and I'm familiar with some of the problems they had over there with notification so we you know and and I met with the Town Administrator today so we're going to be looking for some a plan in place we don't need it then we don't need it but we going a plan in place the only thing that really haven't decided is whether we want personnel there when they dig or not so we're waiting for ecosystems to come up he'll review that plan and then come up with whether or not the board is going to want someone there when they dig it um they eluded Weston Samson and none of us agreed they wanted to go wi find it dig it up and thrill the hole um and again my problem with that is if you did that and it was an emergency we didn't have fire personnel there it could be 15 or 20 minutes so the general consensus above you know with officials when I think the Town Administrator is we're going to require some of there so um I'll make sure she gets you all of those letters um now let's the update on that and now
