[Music] good morning good morning everyone can anybody hear me all right louder okay Joe how's that okay well good morning everyone I appreciate you all coming to our Triad meeting uh we going to start off this morning with a few things that uh you might want to know before we get into the uh regular uh meeting uh first of all uh our speaker if you want to write some of these things down uh a speaker for uh uh see what this is July 2nd I what month we're in July 2nd our speaker is going to be Charlie ch and his entire family as I read in the paper goes back many many years in whaling and so the Wailing industry was uh outlawed in the United States in 1941 but he does a lot of speaking in various places and I picked him up from uh reading the Enterprise and he did a speaking thing over at the library in U I think it was in Whitman so anyway so he'll be our speaker on July 2nd uh we do need a speaker for August but [Music] um Jean yeah Jean is giving me uh three of them all set up so for August we're going to have Fred car Corgan and uh he's he's here most all the meetings anyway so he's going to talk about his younger days living in New Hampshire near Mount Washington he's a great skier I guess he's been skiing down Mount Washington is that right but I started skiing at a young age well anyway for that would be great because uh living up there in Northern New Hampshire in the winter is uh probably um you must be near the uh fire place a lot huh so that would be for August 6 and on September 3rd we're going to have our State Rep Kathleen lenat she will be here for September 3rd so anyway so I bring us up to O October and what I want to do is talk to uh our fire chief uh Mike whittam and that is to see about getting uh instructions and how to use the Fire extin EX extinguisher uh we had this done a few years ago and uh the whole the whole class of us went out back of the fire station and they built the fire out there and they handed the fire Stinger to us and they said okay put it out because most of it didn't even know about how to pull the tick pull the key out or anything so anyway he showed us the very beginning how to hold it how to get it started how to wave it and uh it was great and it was uh a real fire he had out in back of the fire station and the fire station's still there so we got everything out okay anyone any questions before we go any further any questions at all well anyway uh I'm going to have uh Chris I'm going to have her introduce two young ladies that are here today and they're going to learn a lot about what Chris hi good morning everyone I have two interns with me that are working at the office summer and Julie they're both undergrad and college um and specifically they're assigned to help out with dare Camp which ala um participates in I think last year was the first year that H participated and uh it's a big draw for the kids that officer P will be there with Roxy and they're help managing that we have a few hundred applications that are coming in um we're also trying to get him up to the community meetings into court to see some trials well that's great I'm glad Chris you brought them that's a good thing to do uh when you have people like that bring them to us yeah you got that ni now maybe Becky might bring a couple sometime how about you Becky we don't have anys we really my never get insurance well anytime that you have young people at down at the sheriff's department that are not you know when jail P you know that maybe you like to bring them in yeah they get they get over to the jail all the time we never get them yes okay nothing really to report from the sheriff's department other than the farm is open every day um it's a beautiful spot to kind of Mander around heading zo there heading Zo um they still have some plants and vegetables for sale left but not a heck of a lot um it's a beautiful spot though just to go and just are we going to have a picnic this year we're working on it it was June is out so we're we're shooting for September which is I love September so that's what we're shooting for yeah uh Joe Joe McDonald's okay he's do fabulous yeah and how many spaces he still got left H how many spaces you got left to fill we we don't we're not in full capacity unfortunately thank you yeah well his good his good friend Tim Cruz I just think Tim Cruz could help him fill that place up we try Yeah Tim does his best but then just back out so that a l too okay W you mentioned U Becky one time about we could going down to see some type of building that you're working on do remember what that oh the acon yeah that's another that's another part of the um excuse me part of the farm that they're working on but they still haven't fully gotten into doing tours there because it's a controlled environment so they really don't want to lot of people around it so that's far few between to get TOS for the a okay I just thought of it yesterday and I thought maybe it would be coming up this year maybe we're trying okay thank you you're welcome well today we have with us uh Michelle Alex from the massachus registry of motor vehicles and she is a a community outreach first answer that what you you do completely is that work so uh would you please welcome Michelle and she's going to do this a little job in motor vehicles thank you I going to ask you a question before I forget it sure I want to be prepared I I'm going to be 90 in August well I get a license you and I can I'll help you one on one I'll answer all your questions after the okay but today we're here to talk about the real ID so I'm going turn this on and testing testing testing testing there we go so thank you so much Ken for that great introduction and for your for your kindness and um thank you also to the Halifax um Senior Center and the staff D Dorene Darlene Darlene sorry and Jean and Barbara so thank you and great to see um the the um Becky and Chris so we we always appreciate the registry appreciates really so much what the DA's office and the Sheriff's Office do all over the state so as Ken mentioned um my name is Michelle and I work for the registry of motor vehicles and my territory is the whole state so I I go back and forth and I present programs and I've been doing this job for uh about 23 years which I cannot believe I love it so much because I get to meet so many people and answer your questions and today's topic is all about real ID I want a big thank you to the cable access as well this program is being recorded so it will be also available for folks who are able to join us today but I'd like to really emphasize for folks at home that Triad is such an important program uh the registry works really closely with the senior centers all over the state and the communities that have people who are involved in Triad really have um are are are exposed to so much more information it's a great place to share information and to learn and to have your questions answered so it's great to see such a good participant uh in a big audience today so thank you so the real ID I bet you don't have to do it now but I bet when you go home and you look at your driver's license or your ID card some of you might already have the real ID right because Massachusetts yeah Massachusetts has been issuing the real ID since um gosh we started I guess back in 2018 2018 so we've been issuing the real ID for quite a while now now the real ID will will be required starting next year so on May 7th of the Year 20125 anyone who hopes to fly domestically so if if you're interested or if you like to fly i' like to travel and you plan to fly within the United States well starting May 7th of next year the only way you'll be able to board that airplane is if you show a real ID or if you show a valid passport okay so a valid and unexpired passport um as well as a military active duty military ID is also acceptable as is something called a twick card not many people um have one but it's a transportation workers identification card so again May 7th 2025 a person will need to have a real ID or a valid passport to fly domestically but also to enter certain federal buildings not all federal buildings so not the post office the post office you'll be able to come and go as you please however secure Federal buildings like um social the larger Social Security Administration buildings if there's a security guard at the entrance you'll need to show either a real ID or a valid passport to get in to that building or another example would be Federal cour houses Federal cour houses you'll need to have a real ID or a valid passport to get into a federal courthouse or the JFK building in Boston if you ever have to go into the JFK building in Boston you'll need to have either a real ID or a valid passport to enter so I want to ask if you could hold your question just jot it down or keep it in mind and when I'm done I'll be happy to answer anybody's questions I'll stay here as long as I need to in order to answer your questions but keep this in mind that May 7th next year so you have some time if you don't have a real ID right now and you're thinking about getting it you've got a little bit of time but we do expect to be very very busy um probably starting next January because that will be the big Crush because you know what human beings are procrastinators by Nature you know it's not it's nothing I mean a lot of people are procrastinators not everybody but don't procrastinate on this one if you're interested in getting it so I'll talk to you how to get it what are the documents that you need and how much is it going to cost but just so you know the real ID act just to give you a little history about the real ID it was established back in 2005 by Congress and it's all the result of 911 the 911 Terror attacks um is is why we now have all licensing agencies across the US have and offer a real ID not everybody's going to want a real ID so you can maintain your standard level of credential if you want where we have two levels of credentials now the real ID and the standard and I'll get into what the difference is but again just to reiterate a valid passport book a passport card or a military ID or a real ID compliance driver's license or ID card to get into certain US government buildings into to board flights within the US so what is the big difference between the real ID and the standard and I did bring Flyers everything that's this poster here you've got it on paper as well um so feel free to take copies so the biggest difference is that you won't be able to fly with a standard ID card or license starting next year May 7th 2025 that's the biggest difference you won't be able to get into a secure federal office building starting next May 2025 if you have a standard so that's the only difference people ask well is a standard credential still a valid form of ID yes it is and is a standard driver's license still a valid form of of of driver's license yes it absolutely is it's just not going to allow you to fly or to get into government buildings certain Government Federal buildings starting next year on May 7th looks the same except the real ID has that little star in the top right hand corner that's the only difference between to look at a real ID versus a standard the real ID has a star in the top right hand corner the only other difference is that on our standard driver's license or ID card it does say not for federal ID but it is absolutely a valid driver's license or mass ID card so so keep that in mind as well so to renew a driver's license or ID card you have to provide documentation and we've been doing this now as I said since 2018 so a lot of you have already provided the documentation and once it has been verified by us at the registry or once it's been verified by our partners at trip you don't have to provide all the documents every time you renew your license or ID card again okay so that's a good thing that's a one and done so to renew a driver's license you must provide documentation verify lawful presence that's required by the real ID act in Massachusetts the Massachusetts licensing policy requires customers 75 and older to renew in person and taken past an ey test every 5 years now at that time when you come into to renew at the same time you can upgrade to the real ID for no additional cost to renew a driver's license here in Massachusetts costs $50 that's what the renewal fee is here in Massachusetts for a driver's license $50 and you've got that license for 5 years now for those people who do not have a driver's license but they have a Massachusetts ID card card the renewal fee for a mass ID card is half of what a license cost so the the ID card renewal fee is $25 okay uh and either one can be turned into a real ID when you come in to renew that's the catch in order to get that star put on your license or your ID card you must go in person okay and we need to take your picture we need to take your documents and verify them and scan them so this is the checklist so real ID required documents is a two-page checklist and you will need and the nice thing on the checklist there's a little reminder in the top right hand corner of each section that tells you well how many do I need from this section so that's a good thing but basically you need one document proving lawful Pres pres and let me get to the next slide cuz that spells it out as well one document proving lawful pres what that means is that you have a document that proves your legally living in the US that's basically what lawful presence means in terms of the real ID verifying lawful presence and your date of birth if you are using let's say a birth certificate so there are 11 different documents you can choose from that will prove lawful presence and the most common documents that we see people use are a valid passport and um or excuse me or a birth certificate okay so I would say my recommendation is if you do have a valid passport use that to prove lawful presence because that that document will be more up to date than say a birth certificate would be it's more likely to show your current name uh but if you use a birth certificate you need to make sure that it has Six Bullets of information that are listed on this checklist and those Six Bullets that your birth certificate must show are obviously your your place and date of birth it has to show your parents names or your parents name it has to show the registar who who filed that paperwork it has to show the date of issuance of the birth certificate and the date of issuance has to be within one year of your um your birth it also has to have the Seal of the issuing agency um and it has to be issued by a municipality so very very important that you bring in the municipally issued birth certificate not a hospital birth record not a baptismal certificate these are some of the things that come customers bring in who haven't come to a program and who haven't become uh knowledgeable about what is acceptable so again that birth certificate has to have been issued by a municipality a state a town a city um and so so the the the checklist is great because you read it you check off what document you're going to use for that section and you bring it with you now if you're going to use a birth certificate to prove lawful presence take a look at how your name appears on that birth certificate because if you want the real ID and your name on your birth certificate does not match your current name you need to bring in a document that proves you legally change your name and at the bottom of page one it lists all those documents that will prove name change and they are a marriage license a divorce decree or probate a court document okay so keep that in mind as well so the second step is proving your social security number on the back page talk box we list six different documents that will prove social security number most people are using their social security card however if you have laminated your social security card we cannot accept it because we need to scan all these documents in so whatever document that you give to us because we look at it we verify it we key in the data and then we scan it into our system so we capture every detail of the documents that you're giving to us so does triaa same thing they'll take your document they'll visually scan it and verify it and then they'll scan excuse me they'll look at it they'll verify it and then they'll scan it into this system so we've captured every bit of information so l ated documents do not scan and photocopied documents we are not allowed to accept as well so always bring in original documents make sure they are not photocopies and make sure they have not been laminated except of course your driver's license but we don't have to scan that in because we issued it to you we laminated it for you so but all these other documents have to be originals and they cannot be laminated so what can you use to prove so social security number besides a social security card oh and make sure on the social security card it does show your current name the social security card has to be current and up to date as well uh you could also use instead of a social security card a 1099 your 1099 form that will show all nine digits of your Social Security number you could use a pay stub if you have a pay Stu you can use that to prove Social Security but make sure it shows all nine digit of your Social Security number you could also use W2 a W2 form as well uh make sure it shows all n digits and last but not least you could uh provide us with a social security number denial notice from Social Security Administration so that's step two proven social security number and then the third step and final step is proving that you live in Massachusetts on the bottom section of page two there are more than 30 different documents listed that you can choose from and you bring just two just two so for instance I won't read the entire list but you could use your driver's license as long as it is valid and un and it has not expired we can accept that as proof of Massachusetts residency so that's one document and then you just choose one more some other examples would be your Massachusetts ID card as as long as it is valid and unexpired um other examples a bill dated within 60 days of your visit to the registry so a cell phone bill a credit card bill a utility bill a medical or insurance bill um also so so read this carefully because it does tell you does this document to prove Mass residency need to be dated within a certain time and yes that's true uh these bills must be dated as I said within 60 days of your visit the other um couple other examples are checking account statements savings account statements those must also be dated within 60 days of your visit to the registry but some other examples are your excise tax bill from the current year or your property tax bill from the current year a Medicaid statement dated within 60 days a current Firearms card a jury duty summons dated within 60 days um let's see I flip through oh current mortgage or a rental contract a mortgage stat um auto insurance policy renters renters insurance policy homeowners insurance policy so just read the list carefully because again there are more than 30 you choose from if you want the real life ID bring in two documents proving Mass residency and I already said documents must be original they cannot be laminated two documents proving Mass residency one document proving Social Security and one document proving or verifying lawful presence and depending on the document you're using one document or or multiple proving name change maybe you've changed your name multiple times well you need to show us the name change documents so how does one come into the registry well reservations are required now and they have been since Co and we've kept that policy and so has triaa but you can make a reservation at uh to visit the registry of motor vehicles by either going online to our website or by calling we do have an um reservation phone number and the phone number is area code 857 36885 that number is staffed Monday through Friday from 9:00 a.m. until 5:00 p.m. so there are staff available during normal business hours Monday through Friday 9:00 a.m. to 5:00 p.m. and our call center will make the reservation for you now maybe you have uh maybe you're you're helping someone and you're trying to make the reservation for them When you call you will hear the auto attendant say You must be 65 or older to make a make an appointment through this phone number but if you're making the appointment on behalf of someone and you're younger than 65 that's okay call us don't hang up and you can make that appointment on behalf of the person who is 65 years old so we won't turn you away at all um now as I said appointments are required at the registry in order to do any licensing transaction any ID transaction or to upgrade to the real ID what is not what doesn't require an appointment in advance is any sort of Motor Vehicle Registration transaction so maybe you buy a new car and you want to go register it yourself well you can just go in without an appointment so we do not make uh appointments for any registration transactions those are conducted on a first come first serve based on availability so that's a little bit of the housekeeping um oh if in um triaa you'd have to contact triaa in uh directly in order to make an appointment to visit triaa our telephone number at the registry is only for regist uh reg Registry Motor Vehicles appointments AAA you got to contact AAA directly so again just a repeat the phone number to call 857 36885 to make an appointment and you do not need an appointment for registration transactions so really which credential is right for you only you can answer that and as I said not everyone is going to need or want to have a real ID but if you want it you do have the option to obtain it um and some of you don't want the real ID well your standard driver's license or ID card is absolutely a valid form of identification just it's not going to let your board an airplane starting on May 7th of next year or get into a secure Federal Building so now you are all experts on the real ID this is just a little repetitive to make an appointment or to go online or to request a workshop if you're working with groups and you're maybe you're with any sort of group around town or outside of town and you want me to come and speak I'd be happy to as well well so that is the PowerPoint now I'd be happy to take any questions if there yes that's a great question if if a person is older than 75 can they get a real ID or renew their license at AAA yes yes there is no age cut off for renewing your license at AAA or going in as long as you're a AAA member that's the that is the criteria as long as you're a AAA member any age any age and did you have a question earlier okay great license good make yes yes yes okay perfect yes um is there an application for a out of state for a handicap if you were in South Carolina and you have a handicap to transfer it to Massachusetts oh great okay another great question so how does one apply if you if you live in another state and you move to Massachusetts first of all can you use your aest state plard here in Massachusetts you can but but as soon as you set up permanent residency you've got to apply for a Massachusetts plard um I might have some applications with me but the application for the Massachusetts disability placard is on on our website at mass.gov RMV it's a two-page application the customer fills out page one and then you must take it to your healthc care provider and the healthc care provider fills out page two and they're going to tell us well what is your condition how long are you going to need the pla card will your medical condition impact your ability to drive so they have to fill out a lot of information on the back page then once that's completed I would recommend you make a photoc copy of the completed application and mail it in to us the address is right at the top of the application so they just don't transfer them no we're not able to just transfer from one state to another but we do have reciprocity where if you hold a plard from another state or even another country as long as it shows the universal access symbol which is the person in the wheelchair uh they are able to use they are entitled to use their outof state placard here in Massachusetts great question you're welcome yes um on the real ID if you don't have a dve license is the personal ID also ID I know several adults don't drive lies how do they get yeah that's a great question so if somebody does not hold a driver's license we encourage them to to get an ID card and yes it can be a real ID compliant ID card the application process is exactly the same and the um the uh the application process is the same the application form is the same and you check off ID card instead of driver's license so it's one application whether you're applying for a learner's permit or an ID card or a driver's license use that one application um and I could certainly print some out after but yeah if you're helping an individual who does not drive make sure they have an ID card CU we need ID everyone everyone you know everyone needs some form of ID to apply for housing or to open up a bank account right or even to buy a bottle of wine if I wanted to go to the grocery store if I have a an expired license or ID card technically I'm not supposed to get be able to buy that alcohol or getting prescription at the pharmacy right you need a valid form of ID and yes that can be a real ID compliant ID card sure you have to go you don't have that's a good question the question is what if you have to go to federal court and you don't have a real ID or a valid passport I don't know the answer to that and I'd be happy to find out for you because I'm not sure right right right I have a feeling that let them in but uh but I don't know I don't know so it's a great question did you have your H up as well no Becky yes do you still have the book that'ss about when to talk to someone about driving or whatever do you still have I sure do yeah I've got some yeah I might have some in my bag but I I absolutely have some in in my car and I'd be happy to go get them yeah there are some there's a great series of a booklets called we need to talk and family conversations and at the crossroads as well at the crossroads is really about how to um how to talk to a person about giving up the license um for for people who have dementia Alzheimer's or cognitive issues so that's at the crossroads but the other one we need to talk is how to have a conversation with a loved one or a friend if you're worried about them and you don't think they might be safe to drive anymore maybe you're afraid the medical conditions might impact their driving well that booklet is really helpful because you know Becky thank you for asking that just to um a very important piece of having a license to drive is being medically safe to operate because here in Massachusetts the law requires each and every one of us if we want to have a license a driver's license we must test to the fact that we are medically safe to operate and that we are not taking any medications that might impact our ability to drive and you might be thinking well how do I do that well every time you renew your driver's license and you fill out that application on page two is a mandatory section and we at the registry ask you on page two of your driver's license application do you have any medical condition that might impact your driving yes or no are you taking any medications that might impact your driving yes or no that's where the liability lies and those two questions so answer that honestly because if a person lies on their license renewal application here in Massachusetts and let's say they do have a medical condition that could impact their ability to drive but they answer no on their license renewal application and they get into a Collis and through the investigation of that car crash it's determined that oh yeah this person has advanced um dementia let's say or Advanced um diabetes that maybe it's causing neuropathy of the feet where they can't feel the bottoms of their feet anymore or maybe they have advanced Parkinson's or all sorts of Med medical conditions might impact a person's ability to drive so if someone knowingly answers no I don't have any condition I'm good to go and they get into a collision and it's found to be because of this medical condition insurance will not cover that person so they'll be without insurance because the only reason why we have insurance is because we have attested to the fact that we don't have any medical condition that might impact my ability to drive so I tell you that because in my 23 years of working for the registry I have seen cases where people have had a stellar driving record but they developed a condition that that progressed to a point where it was impacting their ability to drive but they never reported it to us at the registry when they renewed their license or they never talked to their doctor about the medical condition and hey will this impact my driving because and if they don't talk about it and don't report it they're liable they are liable because in Massachusetts all the liability of making making sure we're safe to drive falls on the license fer so every time you renew your license and fill that application out answer it honestly if you were to answer yes I do have a medical condition or yes I'm taking a medication what we would do is say okay we cannot renew your license today but here's a form to take to your doctor get it filled out Bring it right back to us and then we'll decide based on what the doctor has to say whether we can renew or not yes I have to have C and I renewed my license before I had to have the oh okay myself I'm not driving because I can't see that fo okay but I do I have to report it to to you guys if you are not driving no no you don't but if you intend to drive then yes but another thank you for asking that so if you've decided to just voluntarily not drive you you you I what I would say is that um you should surrender the license and get an ID card instead it's half the cost um it doesn't come with any liability the ID card whereas the license certainly does um so but no if you have voluntarily taken yourself off the rout I have because I didn't have surgery in a month I'm not going to drive and I don't want them ripping up my life right yes no you do not un unless you unless you intend to drive so as soon as you're ready to go back to driving I would definitely provide proof of your cataract surgery to the registry and that way we'll have that in our system because that's what what is required um that's a great question yeah if you you know if you take yourself off the road voluntarily due to a medical condition um but you want to drive um and you're not sure you're really not sure if this medical condition is going to impact your driving talk to the doctor talk to the registry and we can help you sort it out so yes yeah I have a registration question I've got a couple of an cars uh that don't get driven except in the nice weather but when we change the inspection rules uh to to push back the date to the last time was supposed to be inspected uh you know I ran into a problem but now I've got a car for example supposed to be inspected in January I don't take the car out of January I see so I I I went online because they sent me a little notice and said okay the car is not on the road now now do I have to take that off when I start driving or if I go to get the car inspected will that automatically remove that that's a great question and I want to talk to our registrations director about that because I'm not as well versed for cars um so I'd like so come see me after and provide me with your contact information and I'll get a get an answer to that question you're welcome yes um my sister has she doesn't she's never and she has after on the second got now does she have to get a special one I don't know when her five but if it expires before M after 7 can she still drive she use that can she the ID card as long as it has not expired she can use it as a form of identification like go to a different country no to go to go to a different country you would need a passport you definitely need a valid passport yep y passp card passport card will allow her land border crossing so just south uh land border crossing and North so so the passport card only allows um border crossing by land if she's going to fly to Europe or fly overseas she needs the passport booklet okay um so the ID card is valid until its expiration date but I would recommend that she get the real ID cuz she might you know unless she has a valid passport then of course she could use the valid yeah then she doesn't really need the real ID yeah yeah but my my license isir in October so if um should I get an ID CAD as well as a license no you can only get one or the other So you you're only allowed to hold at the same time either a license or an ID card so you're eligible to renew it right now in Massachusetts even though your birthday might be months away so in Massachusetts you can renew your license or ID card um one year before it expires and you're not going to lose any of that time so let's say you go in and renew today your new license as long as the renewal is successful your new license will expire October of 2029 we always base it on the expiration date we add 5 years to the expiration date yeah so you're valid you're ready to you're eligible to renew at any time okay you're welcome any other questions well thank you thank you so presentation there couldn't be any questions after you all that app that was beautiful and it was set up just as nice as can be by you no okay but you did it anyway thank you very much for coming to our Triad meeting pleasure if anyone else wants to talk to individually go ahead uh otherwise we have coffee and so forth thank you taken care of in this town well part of my campaign has been to get businesses to make sure their entrances and exits are marked and the other thing is they have been a number of businesses and that have done a great job in improving our safety one of them is our post office it used to be when you came out of the post office and you look to the right there was a big green shrub there and you couldn't see West and if you look to the left there was burning bush that was out over that bench that's there and you couldn't see East until you pulled the nose of your vehicle out and then there's an island in the middle that they didn't have planted so you could run over that thing well all of this has been cured thanks to Katie our Postmaster and if you go into the post office thank her because that shrub is gone the bushes have been pruned back the island is planted so now it's 100% safe went out of that post office another one of our businesses that I worked with was our convenience store the Halifax Deli right down here acrossing the bank if you come to leave that particular facility and you look to your right we had all of that Shrubbery that grew out there and you could not see down the road he had his landscape but clear it back the distance from that door to where I'm standing so that now when you pull out of business you can see the traffic exiting the Stop and Shop or you can see a big Stop and Shop TR crossing the highway coming in all of these things are safety factors but these businesses and these people have improved their situations some by putting up new signs and do not entry or this is an exit and this is an entry so these things have been working just by talking to the people okay but if you go into these stores and go into the post office take a couple of seconds to thank thank you [Music]
