[Music] hello and welcome back to Cody's Corner this is the April 2024 version and today I have a special guest Selman seelig hello uh we started this last year where we go through and provide an overview of the town meeting warrant so that's uh the primary focus of today's episode so um you know looking forward to going through the warrant this year's town meeting will be on Monday May 13th um at the Halifax Elementary School we do have a special town meeting planned uh within the town meeting at 6:45 but uh more to come on that please I do arrive to town meeting early one of the things is uh we experienced at our special town meeting in December was we had a great turnout which is always a good thing and we want to see as many members of the community there as possible but the check-in process does take some time so um please do show up a little bit before 6:30 show up as early as you can get that check-in process get uh bring your warrant to town meeting uh there may be some handouts bring you know grab those and have time to review them and then be in your seat we really want to start town meeting right at 6:30 uh go through the all of the Articles and get you in and out of there because we're mindful of your time um and appreciative of you being there so uh we'll start we'll go through the Articles here one by one provide some explanation and we hope this is helpful and as always really look forward to your feedback uh we've heard good things about this I think uh but if you have any suggestions about this process going forward we would like to hear them and um we'll impl those and I think Cody real quick too you're you're going to notice it's it's maybe the smallest yeah warrant we've ever had here in Halifax so kudos to you and everybody at town hall because I know there are some things that by law have to be done at at town meeting right so we try to get as much as we can done during the year uh and maintain you know as try and pair this down basically as much as we can soos to you and everyone at Town Hall defitely a effort um getting this down to a nice light warrant this year so that's manageable uh but you know at the same time we want to make sure that town meeting has say and everything that they they do and this is very important you know this is the route of democracy in New England and small town um across New England so yeah I think this is good it's uh consolidated a lot of areas and so I wouldn't say we're taking the um Authority away or all at all it's more just consolidation and looking for areas for efficiency Improvement streamlining it up no it's it's fantastic so um all right I will start we have I think 17 articles I'll start with article one uh and article one is to hear and act on the reports of the Town Offices officers and committees so essentially this is a housekeeping article um it allows our town officials and boards to give updates on our articles that will be presented so uh been on the books for a long time um and still maintains to be on the book so that kind of just kicks things off for us um um kind of easy to get going article two is our wage and Personnel article uh it's our bylaw it's we've met as a wage and Personnel Board several times have come up with uh our presentation you'll get a separate attachment uh at the town meeting uh and we will go over uh what the wage and Personnel uh bylaw group has come up with the two big headlines on that one is we're looking at a uh 2% cost of living for all non-union employees as well uh as an extra personal day again for non-elected non-union employees uh and those changes we're doing are to try to keep Halifax kind of consistent with the towns around us uh and to kind of keep us um I wouldn't say setting the pace but at least kind of in the race a little bit so um kind of uh changing things a little bit there so that's article one article two article three is very similar to article two except these are for our elected uh officials that are full-time non-union so set our salaries here and again we as a town did a classification and compensation study uh and we use that study not only to set our salaries to help our salaries with our um our non-union folks that aren't elected but we tried to look at that as well for our elected folks as well um to try to bring them uh where they needed to be so you'll see there's 1 2 3 4 five six uh positions listed right there um and that is article three for our full-time non-union elected officials absolutely how did I do on those you did good the one thing I will know is under article three um we have three full-time elected uh positions those are our town clerk our Highway surveyor and our treasur collector uh and those are the ones that you mentioned the salaries uh recommended here are in line with what would we would do with those positions if they weren't elected they were just a non-union position and then the other three positions are not full-time but they are included uh by law we have to just set the salaries of all elected officials So within that you also have the moderator the selectman and then the assessors which are all uh level from last year no increases recommended for those so just one thing I wanted to know awesome uh and then well now we'll get into article four article four is the operating budget um and one thing I do want to mention as well is is many of you have been to Halifax town meeting before one of the things a little bit more unique about Halifax's town meeting is we are uh used a lottery system so uh but that does not apply for articles 1 through 4 so we go through articles 1 through 4 in order and then uh starting with after after Article 4 we would put do a lottery system where our to clerk actually puts uh the number of each article into a little lottery machine and she will grab one um each time and that's the article we go to so I just wanted to mention that when town meeting starts we'll go through articles 1 through 4 and then after that it's the lottery system as it always has been town meeting Bingo yes there you go so the operating budget this year what you'll see uh I'm not going to go through each line item but in the budget um I do want to focus on just a few areas where we we're seeing uh larger than normal increases we really tried to keep our um departments all of our departments at a a level service budget uh within that basically meaning only increase where you need to keep your level of service the same our departments did an excellent job of that if you look at Public Safety we're approximately a 2% increase across Public Safety um really the driver of our increases this year are our fixed costs which there's you know we don't have much ability to control that and I will get to that later on but just starting um you know on the first page of the operating budget our it expenditures are seeing a bit of an increase and uh that's just a given our Reliance on technology is becoming uh larger and larger it's a good thing we're creating efficiencies but as a result we are seeing some cost increase there and that a lot of that does have to do with just maintenance contracts um and the infrastructure involved and we see an annual increase there uh next increase that I want to touch base on is the Assessor's expense account so this is almost a double um amount there and the reason for that is historically the town has funded um the assessors recertification out of a capital article every year uh but in reviewing our again efficiencies and making sure that we're doing doing things um in the best way possible really Capital articles should be onetime expenses not something that we need that we will rely on for operation sure so where it's an an it's an annual thing that we need to do every year and it's um it's part of our operation they use that in our assessor's office daily it's our assessing software and also the consultant that goes with that software um it really needs to be an operating budget so that's why you see it here so while it looks like a a nominal increase in operating budget we're really pulling it from the pot of capital and putting it into our annual budget so that represents that uh the other the next increase that you'll notice that substantial is our office machines expense there is and again this looks like a large increase uh it's really not what we did was we're consolidating uh our postage so right now particularly at Town Hall um our postage is every department has within their expense budget has so much allocated to postage got what we found is it's extremely in because um each department will have to go in and put on whatever cost whatever postage they are putting on the machine pull it out of their budget the reality is it's all for the town of Halifax um and in order to create efficiencies we just put it in under one uh line item there so we can just keep postage funded out of that account but then we deducted that amount from each budget uh each departmental budget so an increase in that line but not an increase but an overall wash yes exactly gotcha um the next uh item I want to mention is the conservation wages we historically had broken up conservation as conservation agent and then the administrative uh aspect to conservation we currently are without a conservation agent and do not have an administrative staff we are hiring for both of those positions but the reality is is we we are not sure what that looks like whether that means we hire an agent um a little maybe who works 30 hours a week whether we hire um any who works 20 and an admin that works 10 really it's it can be difficult to attract a candidate to work 10 hours a week and that's what we're finding and even someone to work 20 hours a week so uh we thought it would make more sense to consolidate that into conservation wages and then really do what's best for the community uh with what we're given gives us flexibility exactly so again another item that you're seeing an increase but really we're just taking from one line and putting into into the other gotcha um and then the other one is uh under Town buildings lines 45 uh 44 and 45 uh you see some an increase in line 44 which is expense and then you're seeing a decrease in the next line which is parena of Maintenance again this is a shift um to be more reflective of the work that we're actually doing rather than just pulling kind of from each other's pot so you're seeing that there let's see our school budget uh you will I'm sure as many of you are aware we Face some challenges with our school budget this year yes we have uh really no fall of the Town it has been a factor of just um increasing uh special education costs uh really the uh support from the state has been lacking and it really came to a head this year where we had a um we redistributed some funding to the Silver Lake so you are seeing a a large decrease in the elementary school costs but a large increase in the silver L assessment and that really has to do with the allocation uh of funding with the new Regional agreement and also some of the requirements uh that the department of Elementary and secondary education came down with and how we do things so um the school department the school administration team and the school committees will be able to provide more information on that at town meeting but definitely just wanted to touch upon that um that you are seeing some changes there uh the increase though is a little over $500,000 total cost of Education and then um I mentioned it earlier about fixed costs our fixed costs are are really a a major driver of the increase in our budget uh what you see here is our Plymouth County Retirement so this funds the uh a pension assessment what line are you on Cody I'm on line 142 at the very bot end of the budget um so we're seeing a a substantial increase of approximately $150,000 uh to our Plymouth County Retirement the next next large increase is our uh group health insurance Our Town share so while we're only seeing about a 4% increase in our rates uh which is relatively pretty good we've seen some as high as 10 12% in the past so four is good but we are what we've seen is um as part of the school uh redistribution the town of Halifax is taking on a few more employees that'll work under actually Halifax Elementary School uh we anticipate them taking our health insurance so we have to account for um more people within our plan on top of that 4% increase so that's a contributing factor there gotcha um line 145 is a new line This is for sick vacation time payouts this is a legal requirement um if if someone were to leave a position we are uh legally obligated to compensate them for any acred vacation time that they have uh our Police contract does require that we pay sick time it does not uh have that provision any longer but there are a couple officers that are still grandfathered in so we do know of one officer who will be retiring um within this budget season who is grandfathered in and um and we also budgeted some additional funding for the unknown you know people are coming and going sometimes they're may be retirements so um rather than pull this out of the salary budget for that line and then maybe have a deficit there or not be able to fill that position what we what we're doing here is creating a separate line item to account for these uh um and not really put the burden on the department to have to make up annually okay and Union employees as well as non-union are that that 32,000 this is everyone everyone within within the general it wouldn't apply to schools um it wouldn't apply to any of our Enterprise funds okay so it wouldn't apply to um like Solid Waste or water but anything under the general government uh this is covered by this yeah would apply so we uh believe that the police department will use a large chunk of this um with the p that retirement that I mentioned and then there may be some others um that we just want to budget for this is uh common most municipalities will budget for something like this do that there you have to have to have a plan in place it becomes a liability for us sure makes sense and um you know the rest of it is really just uh there's a couple small decreases but the um that is your operating budget so total operating budget of 29,45 one, 442 uh for this year which uh compared to our FY 24 budget uh is a little over a million million yep awesome nice work Article Five this is uh another housekeeping article this is sets the limit for all of our revolving funds so there's a list of revolving funds here um and this has the limits for those revolving funds revolving fund ultimately means monies come in for one reason they go into this and can be spent for that specific reason out of that specific account but they can't spend more than that right um as as long as the money as long as they have money in there they also can't spend money that's not there and it's just to help things along because these are frequently purchased items or you know frequently done things that as opposed to just having to come back over and over and over again you set up this revolving account you do and it's very it has to be a special purpose so you couldn't just set it up um for General Revenue correct uh state law requires that any Revenue we receive if it's not dedicated to some sort of revolving fund or special Revenue fund it has to go to the general fund so this allows the funding to go into these resol revolving funds to then be reutilized for their purpose so that sets the limits there great article six is another housekeeping article uh this is appropriates uh funding to the reserve fund for uh the town and also for the water department so we've always uh put aside $75,000 uh for the general fund and then $50,000 for the water department Reserve fund uh no increases there article 7 so you may recall at the time meeting last spring uh you author ized the town to move forward with negotiations of a solar pilot uh for this one is on assessors map 117 lot 1B uh we have moved forward with that we um are not sure that we're going to have a pilot in place prior to town meeting if we have it in place we will provide it as an attachment and we will ask that you vote on it if we do not have it in place we will skip over this article um and you will likely see at a future town meeting so uh more information come on that but as I mentioned that's one of those attachments that you may receive at town meeting for your review approval I will also mention these will be available on our website um within the next day or so so the warrant will be available attachment a having to do with the wage and Personnel bylaw will be available and If article 7 moves forward we will also have an attachment available on our website for those and just to help folks Cody like when I first started going to town meeting uh I didn't know what pilot meant right so that acronym is is payment in lie of taxes right so that's an agreement that uh the town will come to uh you see them a lot with these solar Fields so um when you say pilot I kept wondering what pilot what are we talking about here so it's just essentially an agreement that the town um strikes with the the solar field so wanted to explain that yeah that's a good point that's a great Point thank you for bringing that up that's okay uh and really the the point of it is it's mutually beneficial can be mutually beneficial um where we have an agreement in place for so many years where uh they pay us um that amount of money rather than being taxed and receiving a tax bill every year they pay us that amount of money instead like through a contract um and the the value of that to the town is we know right what we're going to get every year sure um and typically it's not something that can be challenged where um you know you as a resident or any business in town if they feel like they're um assessment is not fair uh and apply for an abatement and they are not granted that they can then um challenge Us in court uh so by doing this we remove that ability as well St exactly so there definitely are um there some things to consider but if we have something in place we will bring it to town meeting for their approval awesome article 8 this is our fiscal year 2025 Capital plan our Capital planning committee had several meetings with departments reviewed all of their requests uh those were also reviewed by the finance committee what you'll see this year is um we have requests being recommended from free cash and the amount of $594,500 and then requests uh being funded from the water Enterprise fund retained earnings in 500 for $525,000 those requests are um turn o gear for our fire department in the amount of $74,400 and mold remediation for our fire department in the amount of $100,000 two police vehicles in the amount of $120,000 so it's $60,000 per vehicle uh this is another article we've done annually in order to keep up with our Fleet uh and keep you know keep our maintenance cost low and also provide our uh Public Safety uh officials with you know highquality equipment and making sure they're provided with the resources that are needed uh the highway department we're recommending $300,000 to be funded for road maintenance this is again another annual article the two articles uh from the water department which would be funded through the retained earnings from the water department are the water treatment plant upgrades you may recall at the town meeting in the Spring Town Meeting authorized uh the town to borrow up to $3 million for those water treatment plant upgrades our retained earnings are well over a million dollars which is retained earnings is really um Surplus Surplus Revenue uh and with that being said we are looking to cut down on the amount of money we have to borrow because we won't have to pay interest on that money so it's a savings for the for the town so we're looking to allocate another $100,000 toward that project pay it up front which would only decrease what we're having to borrow uh and still leave us with a very healthy amount in retained earnings and then the other request is $25,000 for a mini excavator our Highway Department uh recently upgraded their excavator town meeting approved that request last year uh our water department does not have their own excavator which is can create difficulties uh if they have a break in the middle of the night or if our Highway Department's in the middle of using their excavator um it can be a logistical challenge to to get that piece of equipment over uh this machine's a little bit smaller than the new one that was just purchased for the highway department but it works great for the water department so rather than trade it in or auction it off the thought was just to um really transfer it over to our water department for a fair market value uh so the town the general fund you know doesn't lose out but the water department really uh gains here as well great so that is the capital plan for this year awesome nicely done and I do like the change that we've done this year where uh in years past each one of these would be its own separate article M and it would add to the printing cost and add to the the warrant here I love that we have them all kind of streamlined we keep talking about streamlining things uh and put them together and it allows people to still give a hold on an item absolutely right so you'll still have your chance to make your opinions known but it just helps us as I said keep things moving a little bit which is great yeah y a very good point yeah no it's great all right want me to jump to article nine yes awesome all right so this is uh an article being presented by the board of Selectmen and this is to see if the town of a will adopt the commun community preservation act um what it is essentially is a program with the state where the town of Halifax would um agree to uh pay a 1.5% search charge on your assessed value uh and before you start you know shrugging your shoulders here a little bit so what this Pro what this program does is the state would then match um a certain percentage each year based on their uh revenues to go towards four separate things um and kind of buckets that you can use it for are for open space are for historic resources for recreational use and for housing um so what we would do is we would um collect that Revenue uh also collect the money from the state and then the town of Halifax uh would essentially set up a um Community preservation committee where uh they would kind of field requests from residents where we would like to spend that money on you know which bucket we would like to use uh they would make recommendations and then anything that they recommended we would have to go to town meeting uh and the people would vote um essentially to okay that plan um and yeah I'm trying to think of what else I want to bring up there's also some exemptions to the plan as well we want to make sure that uh while we agree you know we acknowledge that it is a little bit more of a bump uh with you know no one likes to raise any sort of taxes but we wanted to make sure that uh folks that might not struggle but have a little harder time with the the little bump that they would be uh you know considered so the one of the um exemptions is for lowincome housing or low to moderate income senior housing so that would help uh offset that for them uh another one is you're 100% I'm sorry 100,000 of the uh taxable uh value of your home so let's say for example your your house is uh $500,000 is your assessed value as part of this plan would knock it down 100,000 so it would be assessed uh 400,000 so again there sound like big numbers but in the end it would be to the average uh Halifax taxpayer about an $80 increase on your yearly tax bill um and I think again I know people don't like to hear you know taxes going up but this is a a program where the state is giving us extra money for projects that we will eventually need to do so in my opinion uh let's take hops for example I was active in the Hop project that took us six years to rebuild our playground uh with this plan uh we could had it done in two years you know as opposed to having kids go through Halifax that um didn't have a playground you know um I think projects like that where we have a historic district in town uh where we want to keep our Open Spaces we want to keep Halifax Halifax I think this is a fantastic way to do that um and yeah it's been a a a pet uh project of mine for years and years so uh again if we vote to uh get this we're not essentially voting to okay it we're voting to put it on the uh the ballot so um once again it's not a final we're going to do this this is set in stone we're at least just voting to get it on the ballot and let the people decide so uh I'm excited for it um it would go on the ballot in November corre um so that gives uh folks time to do their own research if they'd like uh if anyone has any questions you feel free to email myself or Cody or anyone and we can get you some information but uh again it's a a program where we've been having these projects kind of on our list for a long time and since we know we have to do these projects let's at least get some money back from the state to um complete these so that's to me is a no-brainer so that's uh that's my take on the CPA so that will be article nine and I know there'll be a presentation uh during the town meeting to uh kind of explain the actual steps of what we want to do there so anything I missed I kind of butchered that a little bit anything else it's a great overview uh the one thing is and you mentioned that the average impact on the Halifax taxpayer it's 1.5% of your tax bill correct so it's not 1.5% of your assessed value um it's 1.5% of your whatever your tax bill is 1.5% of that and actually if the exemption the 100,000 exemption passes effectively would be U an amount lower right because it wouldn't be the total value um like you mentioned so that's very important and just a lot of different things that you can do if you look at a map of uh the communities around us uh a lot of communities around us have adopted this yeah um I think you had mentioned previously there are no communities that have ever adopted this and then repealed this right the communities continue to go on it's 196 communities in the state that that do the CPA program so I like to think of the things we could have done you know this is a 20year or plus program so that was a lot of money that we've kind of left on the table so if we want to keep our town our town we want to keep our we have great historical buildings here in town we want to keep that we want to keep our open space we want to improve our Recreation we have projects like uh our basketball court our tennis court are kind of falling apart so that's what this is designed to do it's essentially investing in our town and uh I'm I'm hoping that that we can get a yes on this one yeah we'll see great Point yeah okay all right on to article 10 article 10 is uh to see if the town will um make available the sum of 35 $100 to be spent for the South Coastal County's Legal Services uh that provides free legal services in all civil matters to our elders our lowincome families and their children including those from the town of Halifax so this has been uh on the uh warrant here as long as I've been going to town meeting we like to call it the Troy Garen article because uh the longtime selectman this was one that was near and dear to his heart and I think he brought this to our annual town meeting and has been there ever since um I think it's a fantastic program uh and I love the idea of giving you know services to the folks that need it as far as legal go so um they do have a breakdown of um communities that use it so if anyone would like to see how many Halifax folks are using this service you can get a hold of us and we'll let you know but uh again 3500 to the South Coastal County's Legal Services I think it's a great program so that's article 10 article 11 very similar um it's again $3,500 this one is to the Southshore resource and Advocacy Center and this is for domestic violence intervention and Prevention Services again available to Halifax residents again a Troy Garen initiative um and I think the idea of um helping with folks that have to deal with domestic violence here in Halifax I think to me is no brainer so um I'm glad to see it and proud to present it to the town so that's article 11 all right article 12 uh we're going to see this is to see if the town will make available the sum of $150 for the use of the trustees for the county Cooperative Extension services so this how it's been explained to me is essentially uh if children here in town want to be part of the 4 program this kind of allows Halifax to uh send kids to 4 from Halifax so used for agricultural programs um for things for kids in the community to do uh again short money uh big payout in my opinion for what the kids are allowed to do and able to do so um article 12 I think is a a great article to get behind very good that is article 12 Article 13 uh in my conversations with the team throughout the town uh and at the recommendation of the finance committee one of the tasks we've been given is to review our fee schedule um we obviously we don't want to charge more than we need to and we want to be fair uh so what we've asked all of our departments to do is you know evaluate your fees make sure that they're Fair uh we want to make sure we're in line with all of our comparable communities so um This falls in line with that where our demand fee right now was $5 uh that is incredibly low that's like an overdue library book you knowly um you know the the thought here is and speaking with our treasure collector is to increase this to $15 even that actually falls below the average we're seeing uh many of our comparable communities are in the 20 to $30 range so but you know we felt U an increase to 15 was a good place to start and see you know see where that goes um so that's what that would be for this one and uh Mr seelig yeah I have article 14 so article 14 is the um school resource officer article so how it usually works here in Halifax is as part of our agreement with Silver Lake um the town of Kingston supplies the salary for the uh school resource officer for the high school so they're 100% of that school resource officer that's for the high school so the Middle School Halifax and Plimpton split it Halifax pays 2/3 of the salary climton pays 1/3 so what they're asking here is for a sum of $39,100 uh to pay for the 2/3 salary of the school resource officer for the Middle School um and I will say you'll notice here on your warrant it'll tell you whether the finance committee recommended the article or does not recommend the article and you'll notice here in article 14 that the um finance committee does not recommend this article and I'll tell you why it's not that the finance committee doesn't value a school resource officer at the school I think almost all of us do here um their issue was with the salary rate so uh as it's set up now the school resource officer is paid a detail rate and an outof town detail rate of around $72 an hour so um and looking at that I know our finance committee uh took issue with that um so they are not recommending article 14 uh it's up to you folks whether you want to recommend it or not and come make your voice heard at town meeting but that is article 14 to see if we will supply the salary of 2third of the school resource officer at the middle school very good great synopsis thank you Article 15 is uh in the amount of $25,000 from the stabilization fund for the replacement of an HVAC unit uh at the Silver Lake High School there was an article similar to this that appropriated about $100,000 last town meeting uh unfortunately due to some turnover at Silver Lake that project did not get off the ground um and the costs have increased since then so uh this is to cover alax's portion of that increase um so that we feel the school committee will be able to give a better synopsis on that at town meeting but that really is the the gist of that article um to cover the increase of the cost there uh article 16 this is to transfer $75,000 from free cash to our unemployment special Revenue fund so the town of Halifax um budgets just like any business or any other municipality we need to budget for unemployment costs throughout the year um rather than putting into our operating budget we've budget as a special Revenue fund so um we're getting a little bit low in that special Revenue fund so we wanted to uh increase this with some free cash this year and then if it gets utilized it's there if it doesn't well that'll sit there for as long as it's needed so if it's ever needed in the future well we're there and we're being proactive about it um so that is article 16 gotcha and we'll let you take article 17 all right we'll bringing it home here Mr Hadad we have article 17 and that essentially is to set the election so um there's two two big things coming up in the month of May obviously town meeting the other one is our town election um so article 17 basically has the town okay um our election it is going to be Saturday May 18th it's 10: to 6 over at the Halifax Elementary School um in that uh there various positions uh up for election I know we have at least a couple contested races so I hope everyone takes the time I mean in and out in 2 minutes um to make sure you get to the elementary school and cast your vote because again if you don't cast your vote you that was your chance right so absolutely um so yeah so article 17 just makes our Our Town election official uh through town meeting so that's what we have very good and then uh last but not least I did mention earlier that we do have a special town meeting scheduled y um although we're not sure we're going to need it the only article on the special town meeting it's really a placeholder so part of the um concerns or challenges I should say that are facing our school is those Rising special education costs unfortunately um those are not only hitting us for fiscal 25 the budget that we're bringing to town meeting this year but they're actually hitting Us in the current year with that um there has been costs beyond what we had budgeted for this year and there may be a deficit in the schooled budget for um for the current fiscal year hence the reason for the special town meeting article um it is vague to say the least and the reason for that is we just don't know we've been working uh hand inand with the school ad Administration team they've been working hard not only to get their budget for this year done uh but also to evaluate the current year budget to determine if if the town will need to appropriate some funding so this is on here in case we do need it we will know prior to town meeting uh as soon as we have that information we can share that um if we need to cover a deficit in the school uh we have some avenues that we will take to cover that and that will be the um the purpose of the special town meeting if it turns out that the school is able to cover that deficit within their own budget then we will not have to have the special town meeting we will pass over this article in its entirety so um really there is a placeholder because we're we're not sure but in the case that we did need it we wanted to make sure that we had it there uh to provide the the opportunity to cover the deficit there sure and the idea of the placeholders is I mean we have to print our warrants right you know we have the time is of the essence you know I got I got mine today in the mailbox so um unfortunately sometimes you have to put the placeholder in just to make sure folks can get their warrant uh and then use the the handouts and stuff to help so um no I think I think it's great we'll see if we need it hopefully hopefully we don't right hopefully not hopefully we don't yeah and that that also brings up a point I should have mentioned earlier you know that the historically within your warrant you would get uh towards the front uh line item budget from the Halifax Elementary School and also for the Silver Lake again um due to the challenges facing their school this year uh the budget while the the bottom line was something that we were able to determine the line item breakdown was not something that has been determined prior to the printing of the warrant so uh as long as we have those again that'll be another attachment as soon as we have them we'll post on our website but we have not been provided with those figures so you'll note the uh note in the warrant uh when you receive it is just that the Figures were not available at the time of print so I did just want to mention that that you know we if they were available we absolutely would have put them in but it takes several weeks just to get the warrant printed it takes you know a week or so to get it out in the mailboxes and we also want to get this information to the community out um you know as far in advance as we can because we want you to be educated we want you to have the information but also have the opportunity to ask questions if there's additional questions based on the review so when you come to town meeting uh you are prepared and can make a a decision that you feel you're you're comfortable with so it's a very important factor and part of the school stuff too is that you know these were historic uh challenges that we fa this year so kind of caught a lot of us unawares so uh again town meeting is is Monday May 13th uh 6:30 p.m. we want to start so please get there early check in early um it'll be at the elementary school the annual election is that following Saturday May 18th from 10:00 a.m. to 6:00 p.m. uh you see it's a pretty pretty light warrant year like a leaflet it is it's nice so if it one thing to point out is if it wasn't if it's not in the warrant if we haven't addressed it here in this meeting it's not on the time you know it's not something the town would be taking up so uh the MBTA zoning we all know that is the concern a major concern of this community with um some of the requirements set by the state we anticipate having to take that up right the state is requiring that we take that up and at least present something to town meeting uh we anticipate in my conversations with the board of selectman sometime this fall that we'll have a special town meeting to address that so um we will be addressing it but it will not be in this town meeting it's not at the May one yeah likely in the in the fall yeah we will likely have a meeting in the fall uh that's just one example though but if if there's other things out there it's not in the warrant it's not being addressed at town meeting um and we ask too that if you have questions uh regarding any operations or anything in town um you know feel free to reach out to myself the selectman the the applicable department but we really want to keep uh the meet town meeting efficient and really needs to be related to the items within the warrant so if you do have questions that are outside of the scope of this more than having to answer them um but just town meeting may not be the best place to do that so the moderator will typically request that it it be applicable to the to the warrant and just a quick plug on that note Cody uh we have launched the town has launched its own town community Forum we have called Halifax it's a great name just going to say it um so if anyone has any questions leading up to town meeting and they'd like to get them answered before town meeting you know do your homework now so that you know that way you can come as formed as you can to the meeting and uh kind of know what's going on so use that Halifax Community Forum um they can find that on our town page it's right on the homepage of our town website uh we'll be posting it to our Facebook and yeah we really we really um we put this forward as a means for the community to get the facts right and and rather than um social media can be a very powerful tool when it's used in the right way sure but what we see is there's a lot of misinformation out there and Halifax certainly is isn't unique to that um that's across the country across the world but we want to do our best to get the facts to as residents because you have very valid questions and we want to make sure that you're informed uh but we want to make sure that you get the right answer and the answer that um at least is is correct and accurate so if you have those questions we'd prefer that you come directly to the town's Community Forum uh on our website rather than to um you know Community Facebook groups for instance because you will get an answer directly from from the horses from the town uh we're in those Facebook groups we are not involved with those uh the residents of the community are and it's can be a great tool but there uh can sometimes be misinformation out there so we'd request that if you do have those questions yeah come right to us we we've been pretty good about getting back to people we'll try to get back to you within you know 24 48 hours if it's uh something that requires research or more information then we may have to you know reach out to departments it may take longer but we'll communicate that with you uh so check it by area 15 and can't be viewed on YouTube uh first on the agenda is 19 White Island Road notice of 10 St P from PMP consultant and Samy PMP consultant repres the all right plan open up okay so this is the existing house in W Island Road it's number 19 it's currently two Ved single family dwelling um and they're proposing to expand the additional drawing it's 18 1/2 by 268 268 to match the existing dwelling um and then across the back they're going to extend the existing deck or they'd like to um equal to the current Deck with in line with the proposed addition uh right at the back where that is there's existing block retaining wall above the retaining wall is all currently lawn area uh we're proposing a roof drain infiltration system over here that was designed to handle the RO uh from the entire roof area not just the addition but the existing house and the addition uh the septic is way up in the front we're not we're not touching the septic system um they talk to the health agent and the septic system is is fine they don't need to do anything with that um so you can see we have you know the edge of the water located with the the pond the 50 and the 100 fo are shown on the plan um and we have proposed Road control shown uh for the excavation work associated with the addition and the roof drain system so uh there is really um no removal of any trees or vegetation it's again this is all occurring existing lawn area happy to answer any questions that you may have so this um the entire dwelling right now is already within the um um the 100t proper yes okay it is and how much square foot already planning again um it's it's 18 1 12 by 268 my mind's not working that good right now so it's it's less than half the size of the existing house it's just a kind of a rough idea and you'll be adding the deck into the foot yeah there's an existing deck off the current house with the stairs here they would like to extend the existing deck to the edge of the new edition um they're going to leave the stairs they're going to leave them centered within the deck and put a railing around it so they touching the existing stairs and there's already retaining wall here that kind of marks the edge of the line area um on the upper side of that and that's where the the wall of the deck would be the it's going to be can so the support would be inside of retaining wall area so I'm just question for you so to make sure that all of the storm water from this addition is handled and not added to the wetlands what is is it a storm water management plan that stand uh yes we like to have like a like obviously this what is it the proposed roof extension system for the water to run off um would you like to have a p r I definitely would like to have a so close to right because it's it's adding you know more than 50% of the the size of the existing BL which is already Liv the 100t buffer um and you know there's nothing we can do about that existing well right now but um to add that much impervious surface is going to obviously impact the right lands and it is up to the applicant to show us how it does not impact the wetlands the hydrology so I would want to see um a piew but also like is it typical to have a storm water management plan for a single family uh with the bers are still want management plans we do have different levels obviously for a bigger project engineer and everything else but for small projects they have to present some want a major plan with the proposal okay so I yeah on the website there's like um several different things for St mod management for small projects you just have to submit obviously we can plan as everything to go into this drainage system right yeah that's why we designed to handle the entire roof area not just the addition so how do we know that that does not impact the hydrology we can put it in the order conditions that they put in a written storm water management plan along with the p p study okay that's what I would recommend I and have that PE riew as well the stor the plan the stor management plan and also for the Bo to stay consistent and with the chair not liking anything new put in the 50 Foot is the debt going to end up being a concern with the full board being within the F Well she has approved uh previous apps with within the P but not here now right I say we am conditions Still Water Management plan submitted with the plans yeah and and then continue to hand that would be why that be what I'd like to see so what do you think I mean a peer review for a project as small is really kind of unusual yes it is but yeah I've not doubled that anywhere else so I'm a little kind of taken by that but well I can explain my my thinking is that uh many people have come before this board with water intrusion issues and the more and Pur Services we continue to add within the buffer zone the worse the problem gets for all the surrounding properties and so I think we do need to start being more consistent and and making sure that we have um all of the storm water handled from impervious services that we're adding within the 100 foot buffer zone going forward so you will see that more as long as I'm forward you will see that recommendation for me and also there's more and more complaints of the quality of the laks and more concerns of it being drinking water from more residents in more towns that we have to see and be more active with our bus and have more unusual things cuz our legs that this board's in charge of and our and our Bo he in a different preview we're responsible for 12 other times drinking water so we have to make sure that we're doing the best that we can to ensure that we're keeping everybody is safe as yeah I mean in this case that's why I think this root brain system is a is a really good solution because you know you can see in the plan we're 20 ft above the pond with where we're working so we're we're pretty significantly above the pond um and I just you know just want to clear that we are working currently developed Disturbed area we're not we're not uh developing anything that's currently untouched so I'm just you know but I I totally understand where you comeing from can I get clarification on that so is it currently a pervious surface or is it impervious It's a combination of both um you have the existing deck underneath the deck is is a concrete patio that was existing and then over in this area here you can see those there stairs wall walkway um there's a concrete block retaining wall here um there is some grass area above it and that's where that's where the addition is going okay so it is currently grass yes okay and so then yeah I I do still feel the same way yeah we just want confirmation We believe We can't say we believe you disbelieve you whatever we just want to confirm with water that will be that that would be enough to contain that water M that's all I'm looking for okay we'll U we'll we'll e development with me tonight is great Crystal from Jil so this is a bit of a Repeat Performance of something we did a couple months ago uh we submitted this these same plans and and calculations uh through without prejudice and we res submitted the reason behind that is we wanted to make sure that the Noy properly so we went through that whole process um but nothing has changed in terms of the plans that we're or anything else so I apologize for back and forth but we're going to go through the same presentation tonight for the benefit of any residents that weren't able to see the first one either in person or um remotely um so with that I'll turn it over to gr he's going present the plans and I'll give you a few updates in terms of what's happened in the last couple months with this project all right everyone this is SCH JD civil representing development tonight for 266 street so what we are proposing for stor water stor Water Management permit um application is toar show measor calculations um the proposed project so the proposed project is a 30 unit um departments multi multi- developments um and Senior Housing Development on currently BAC site 61 street parel is 63 68 it's about just over an AC and a half uh it's located on the western side of mon Street um surrounded by other Residential Properties uh Golf Course to the rear and for property um Plaza to the to the north um there are no resource areas in all the sites um predevelopment condition we have um small areas of the site R towards Morant Street um but majority of the site drains to the South and West so this is design point one down here design Point 2 is Street um and the propose condition what we're proposing um so the we have the proposed building parking access to the site here uh the re area back in here will be reserved for septic um this right here is our our surface um chamber system for the drainage so we'll collect treat the drainage and infiltrated into the ground with this system and from here down and here down here we have two fire detection areas to take care of the mar from the drive um that's kind of the overall um over the system uh we are reducing the amount of run coming off the site um preos all storms [Music] um I think that's um I think you pretty much it um so since um since we were last before planning board and um the same gr plans Etc so they um desire that our submission get peer reviewed so they hire P to that peer review so he's he's done his peer review and um uh submitted a letter and that in his letter he said that it's view for conformance with the hell zoning bylaw hell St Water Management bylaw and regulations M St management standards and general good engineering practice so I just want to let you know that that occurred because last time we were here there's a debate over P VI and who and that sort of thing um so he has issued that report we're still in the process of responding to those comments we haven't formally made our you know tweaks to the plan and that sort of thing yet so that's kind of in progress um we also have supplied the uh Wetland resource evaluation uh that we did probably year and a half ago now um for 266 cuz there was a question about um have you donated weapons and I said there are no weapons so we we submitted that report to you um from uh e Tech our professional we scientist stating the same and giving formal detail than that um so basically his his conclusion was no bordering or isolated meditated vets streams to ponds were observed on the site 100 ft of the site um we also had a request I think for of butter that the site looked a little bit messy so we've since uh cleaned up the trash put a dumpster there and kind of scooped everything up and eaten it up a bit um so that's uh uh oh and we um we anticipate some many plans for across the street for 265 uh soon so maybe as early as next week maybe 2 weeks following that so A need to get on for uh the 14th or the 28 of next month but that's again separate project um but just as a as a heads up um so with that um any questions have I know there was a question about possibly adding trees to Mi to a mhm that planed outt yet yeah so that's that's kind of under being handled as far of kind of the planning Board review but what that what that uh entails is that we're as part of our actual our Master development agreement for the town HS they have a couple requirements for planting one relates to 265 265 and relates to 266 the 266 were required to plant 16 R kind of in this area and those um are actually shown on I don't know if we have the Landscaping Planet here but might not from yeah so um again that's going to be submitted as far as the response to comments but those are the requirements you'll see as as part of our they actually show them here um this this is a very let's say beon Landscaping plan what we're going to be submited with a response to comments will be far more robust and actually um we're working on full kind of PD rendering of the of the site for for our planning board responses they were looking they were asking about you know use of the building and that that of thing not particular to storm water management but again kind of ongoing parallel work of the different any uh questions um I do so you're taking up most of this ejor and a half with impervious surfaces correct um well everything that's in green no and everything that's in Gray yes what's in green over there is the septic system correct yes but it's yeah again it's still not in right okay so 30 units in an acre and a half um is there any way and I know that you're already very far into this process um you haven't decided yet how big these units are going to be yes we have oh you have but you haven't set it on the bedrooms there yes oh you have oh okay that's new information to me last time when you were here I thought you hadn't decided how many bedrooms each unit we may not at that time you have it now okay can you tell me uh I don't know if I there's no three bedrooms okay and there about 50/50 between ones and twos okay I give me some latitude there but there's definitely no three vs on either side I'm happy with that because again not relevant at all to S Water Management I'm speaking of the size of the right because it's squeezing a very large building on a very small an AC and a half pot it's not not that large so you're leaving not much surface for natural solutions to your storm water so you're you have Chambers under underneath the building and you're you're using you know engineered ways of of handling the storm water um but not many natural was with using you know Woody vegetation and things that naturally absorb storm water rain water so when you are designing your Landscaping plan would you keep that in mind that at least I would like to see as much natural solutions to storm water and rain water as possible um adding as much vegetation with with native plants and poll from plants rather just pretty plants um make it more environmentally friendly to your question there um we are these are bi retention areas that we're showing here and here so those are include planting and Mulch and certain type of mul everything it's required PL so that's W the St more handbook and that requires planting stuff so that's a impact development um best practice that we are okay um I know we're not talking about the the senior center yet but I'm I'm just going to give you a heads up that I personally with the pickle ball court would like to see a solution that is a a perous service for that so I'm just feeling that up there I know it exists um and I know it's a little bit more money yeah let just stay this okay I just want to give coming back so I'm with you on with heads up and I do agreed with Ed that we have to stay on the agenda um because when we cross the road there's going to be a lot of concerns with the brothers and neighbors for water management because we have so many complaints and just adding one more facility may or may not dump those problems down where we already have un solve gigantic problems well that's that's the nature of the St Water Management handbook and regulations and everything in the state and the work that I do is make sure we don't increase the coming off and cause any issues down stream uh like to open up to the audience any questions or anything on this project um do you have any questions concerns all right um let's move on we have to um put a motion for a pay review yes I would like to make a motion that there was a peer review for 266 mon pet Street for the storm water management plan second I have a for clarity you said the planning board did or didn't do the part of the peer review with storm water management they did they did mhm um I'm aware of that yeah so I would also like to do before we spend additional money I'd like to review the peer review study that was already turned into the planning board so they I have a suggestion if I yeah so um uh again take this uh as you will but um uh sometimes when um um there are kind of two boards involved in reviewing you know kind of over overlapping issues um what would be again acceptable to us and perhaps available to you would be to for us to hire uh Pat Brenan brenon engineering through you again but so that you could direct your specific questions and interests to him but he already understands the project has already reviewed it but again he can address a separate report with any specific questions the commission may have uh to you guys so it's not you know it's some additional effort but it's not complete duplication of effort yeah cuz I know when the planning board did their PA riew that there were many comments already put in and concerns from conservation and they were very well addressed by the planning board at that time and you guys had done a great job addressing multiple boards at the same time um thank you for that so I'm not against that suggestion I just don't want to see a lot of unnecessary spent money or duplicated efforts or confusion going forward where we're so far into it with all the vs time I appreciate that I still feel that we should get another set of eyes on it using the person that the company that we typically use we use because it's such a big project you use Pat he also I think he's done orali um some water management project and that actually turned out very well um I believe we should use P so it makes it cohesive everything goes smoothly feel that and we we do use them we use them for quite a few things in town all right back to you who made the motion I made the motion that I just I just needed Clarity on a few things so you want a second motion I second the motion with um but we need to reward the motion to P review using Mr brenon do we usually say with no we we we usually don't but following the suggestion I would clarify who we're going to use because he's already involved okay other resident complaints um they have a lot more jurisdiction than we would in those emergencies and it's never going to spill or anything for one of us to go out that we're aware of Earth ever been afforded um on the eastle from the property but the complaints coming in and driving by you do see that the buildup IS much larger and is being added to it's getting closer and closer in within that 17th and if they want to do anything they have to come in front of house if they want to replace yeah I think saying that that this that the orders of conditions were signed off on which it looks like they were we so we just have to sign this what do you think only on expired order of conditions or an extension can be extended so looks order ofs was already approved then there shouldn't be any action conerns on the signatures and they were already signed I wonder if the parties to be were only missing the signature page yeah did did we not sign it back in October 2023 expired then so okay so she's requesting a certificate of compliance and I just don't know why that didn't happen back in 1997 well they probably didn't do any work on it and it just expired them continuation to to have and checking the regist Deeds they have changed that process in the last 20 years but where the commission hasn't had full-time help in other departments That official records the necessary paperwork
