a meeting of the board of Selectmen and Board of Health being held in the selectman's office October 24th 2024 uh this meeting was conducted in person and remotely using video conference technology please stand for the Pledge of Allegiance Al to the flag United of America the for it stands one nation God indivisible liy and justice for all okay the purpose of this meeting is to discuss the need for funding for the Thorton Burgess School uh reoccupation reoccupation uh let's let's think I couldn't think of another word I couldn't I didn't want to use takeover I didn't want to use reeducation return municipal use I don't return to municipal use I don't know so we wanted 100,000 we came in with 200,000 which is is the first thing you brought up the question about the use that the documented use or how it's labeled have we solved that thing whether it's an A3 or what A3 so there's no change of use there's no change of use okay don't change of use so that's good because that solves a lot of problems big time yeah right so with the no change of use does that allow us a little more latitude on the sprinkler you feel yes because because the with no change of use and no major renovation that we foresee you know in the near future uh chapter 14826 B I believe says that if you don't have adequate water or adequate P or adequate pressure MH you don't have to have a sprinkler system and we have no problem upgrading signage and stuff like that like you know exit alarm yeah cuz when we renovated Green Meadows we had to put in a we had to bury that Reservoir over there there's like a 10 or $15,000 Reservoir buried over there to gallon to um Supply the sprinkler system we had to put in oh really where is where is that it's buried um that thing that's been flooding your Celler pretty far off it's it's buried under the sidewalk right near the uh where the cafeteria and the utility doors come out onto the sidewalk on the south side of the building oh that's convenient couldn't put on the grass where me should okay all right well that's that's a huge thing off our heads right there so Brian Wendell found the drawings for the building which does give us something for looking at different usage that says if you go back to the spatial analysis that P and bond did when we talking about renovation here and they came back and said gosh we thank the uh the Town Administrator and assistant operation should require a minimum of I don't know 1,200 ft or something like that now we have blocks we can figure for that and then we get back into and Don you made this point before flow of traffic right what hours of operation flow best with this door something like that can I just go back to this sprinkler thing for a minute it's it's 148 26g and it says uh every building and structure including any additions or major alterations which in exceed the aate of 75 thou 7,500 gross square feet floor shall be protected throughout with an adequate system of automatic sprinklers okay no such sprinkler system shall be required unless sufficient water and water pressure exists W so if you don't have water supply you can skip the whole thing yeah or or if you don't if no such if no if unless is no such sprinkler system sh be required un less sufficient water which obviously a drinking well is going to provide that and water pressure and insufficient water pressure exists and obviously it wouldn't because you're pumping out of low right then we talked about we'd have to put a storage thing in right right so I mean to sprinkler of that building would be incredibly expensive yes anywhere from five to and it's not a change of use which is good there's been no sprink there never been a sprinkler system in there mhm so because it's not a change of use it doesn't trigger code upgrades we don't have to deal with I think there's probably some code upgrades we have to do deal with but those are down down the line yeah the only major thing is the exit signs the exit sign exit signs things like that ecy lighting and exit sign but but what I'm thinking of is when we did the high school one of the code upgrades that was triggered that would have been triggered by a renovation of that building was complying with a seismic code which is now part of the building code which which would have required essentially opening up you know getting down to the structural steel and putting in bracing um you know case of an earthquake case of an earthquake was that only because though you had the three story M hall or any part of the building was that the seismic thing is part of the building code now okay so I know if it was like more severe because you had a multi-story building yeah but again we're not renovating and I I don't remember all I remember is that there was all kinds of issues but that was like the final straw to high school because if you remember the third the three-story Edition was all that I for what they call that kind of construction but the encased steel you know was encased in concrete I mean all that would had been chipped you know right you also had I mean at that point you had 30% thing going and that's where I don't know if we have a value of the building at this point and that would help us like okay the building is valued at 5 million all right so 30% is 1.5 if we stay under that we don't trigger certain things I think it last they looked at the assessors thing the building was assessed at 6.16 million J that price will see what we can get for it Zillow check Zillow right now yeah um so I know your thought was we're kicking around do we not do anything right now but I know we're not guaranteed when we're going to move in but in terms of things that are easier to do if nobody's in the room I think the thought yeah right the thought was you know we said 100,000 then we went to 200,000 but maybe we don't need the 200,000 cuz what are we going to do between January and July anyhow there's certain things we do want to look at the mold just in Cas is a mold problem uh and what else we have there is there a bathroom that needs to be done the bathroom that really needs to be done so that if we move people in there it's ready to go it's ready to go you know so yeah and there's some Electrical Plumbing upgrades I think again one of the co things I think is is the emergency lighting and occupancy signage and I think that was around we want we want to look at the technology M probably some the would we need to get a certificate of occupancy to to put the offices in there I mean is that well there's offices there now well I know but and think we're never going to exceed the number it's already certified for which was a huge number back in the when they were looking at the middle school days didn't they have some huge four to 500 tell you I'm just thinking you know those are the kind of things that you know get a COO they be looking at you know signage the capacity the capacity that they're certified for over there is 60 for educational 300 in the cafeteria 40 on the stage and 160 in the gym a lot mhm that's 1,040 people I wind up to use the bathroom that's why it's on our Emergency Shelters list that's why it's on the emergency shelter list so I believe you know there are one three sets of bathrooms or four I don't count the ones in the office I mean you had the ones on the next of the shop on that hallway the ones up by basically the upper right entrance and I can't think by the cafeteria in the back side back next to the kitchen there's K and then back in the gym there's the gym ones as well I don't know if I don't know if Dan is thinking of keeping those or is he I mean the whole about the shower area you know if you basically knock that out you got great room for whatever he wants to do back I know but we're not down we're we're not there yet no I know that I'm I'm looking at bathroom wise we're in how much money we need to right but I was the it got off of the bathroom thing like the two main bathrooms we have which is the corter behind the auditorium and then the ones in the upper right to the right at the library are the two main and then the two next to the kitchen are any of those currently ada8 compliant because it' be nice to say what do we need to bring there must people in the nurse's office too I bet there's two there's two there but there's two in there I think there's two according to the uh plans we just looked at realistically speaking though the school Department's in there until at least the first of the year MH I think was I said the first week in dece uh January and then so you from January until May for our annual town meeting and then may till July so realistically I mean we're not going to do anything until after the first of the year if anything but then you know how much maybe maybe that's just a planning stage between you know those couple months there from you know end of use from the school until July 1st you know we could come up with a good logistical plan rather than saying we're going to fix this this this and this we need I think we need to go in there look at the reports maybe have a meeting in there we need we need to have we need to have get that done though before March so that we can bring it to the town meeting in May so if we need to do in July so whether it's money like Don said this can be money to hire a firm to do mold assessment whether it's a firm to look at uh replacing tiles things that can be done I want say minor money but this is and it's money that doesn't go bad yeah it would have to be done any I don't think we need the 200,000 is what I'm saying no probably go to 100 and like anything since it's a warrant article it doesn't go bad say we spend 30 out of it it just go stays there until we spend more to fix the building or upgrade the building if you will and I want to I caution again say we're not fixing the building we're upgrading it we're upgrading it for municipal use from what has been used to this point there are the way it's laid out right now may not be conducive to the town hall operation we needed to be yeah what about um you know doors and access control and things like that Brian and I were talking about that that uh there's quite a few doors over there right yeah access like here and stuff like that y yeah that would be bringing in I think V you know one or two vendors and getting an idea of what's required same with the it and I think also same with there's all these different energy consultants and they get a couple emails a month from different firms that are going to come in and all the uh fixtures in the building are our old fluorescent fixtures it's utility rebates and things like that those companies will come in and they'll give you a list and tell you what you're going to you know what they're going to do for what school did some upgrades on this they did this is is back what Gina used to do with the safety grants all the time I wonder if Scott is aware of any type of grants for safety for municipal buildings right now especially in this environment Don you wonder if that's something that's a little that's out there must be something we I mean we need to look at all the grants we need to talk to to uh Ash and ala about putting in an earmark in the new budget you know maybe we can get a couple hundred thousand bucks maybe we can get something from from the feds MH you and look at all the grants I mean it it it the thing is IT addresses the problems that we have here it really does we have space problem when we did the assessment here they told us even if you renovated the whole building you probably would wouldn't solve your space problems un unless they took the library out the library they took the library out and said you build something for the library some place on your own pretty much what it was right and and and so I mean I think we need to do this and I think think that I I don't we're we're not we're very clear eyed about what we need to do and how to get it done it's just a stepbystep process that we're going to talk about a thousand times each step along the way the question is right now what do we want to go how much do we want to ask for at this town meeting I would and I one thing don't forget we have $15,000 in the right in the thing one thing I want to talk about is and you mentioned this talk about and talk about we cannot do the timeline like we've done it for some other projects right right this is not going to survive us when we start looking at this building we have $115,000 that the town appropriated for school maintenance that we told the region that we're not paying that anymore it was too late to take it out of the budget it was too late to take it out of the budget so um the other question Don and I know it's come up from it's come up from a ton of people I talked to well JH what are you doing with the town hall and the answer is we don't know right but I say in my mind well can use it for some other municipal use I said the reason we're moving is because to make it a municipal use you have to fix the problems with it which are enormously expensive I think with I think with this place what we would do is You' form a committee to look at it cuz there's towns our size all across the state that have moved out of their Old Town Halls but they want to make keep them and they've made them cultural places they've gotten grants from the cultural Council they've got them grants from small business to to you know do a you know we have a lot of Home occupations they could have office space here where they could work out of here there's a million things you can do true but I mean it's going to be five or 10 years down the road it's not going to be it's not going to be move out of here and no it's going to be expensive to right well the other thing we do have to pull the original Grant right because there was that may be in the deed this was deeded and she paid for it to be exactly what and does that restrict us from what we do in the future well in that case you go to the attorney general's public Charities division you go to court and change it because it's 100 years later yeah that's I mean that clearly has to be yeah the research at least I mean there was plans at one time to add on to this building before the fire department was there you know what did that trigger you know how did that come of we decided to build green medals and stad right right but you know how did that fit into that whole right that whole plan there so the question is how much we asking you for now go back to original 100 I think that gets us some mold analysis some maybe the uh if we're not going to do the sprinkler we upgrade the fire thing we get somebody to look at the bathrooms and figure compliance yeah like Brian said you know bringing in a it consultant bring in you know a lock smith to look at the doors give us estimates so that way we know what we're dealing with have all those hard numbers you know if if we have some within that budget then you know we have some some wiggle run but we'll have a a greater idea of what's going to take I I go back to it and I think Don it was you who shared this is there a group that does this you mentioned the other Town Hall that was uh upgraded from a was that you or Don Granby gramby grany moved their town hall to their their Elementary School was there a third-party group they worked with that has expertise in this type of thing I don't know I think it's worth looking into yeah they renovated it for 5.3 million right but maybe they've already you know they've checked some boxes that they can answer 20 2023 so that's a pretty current price yeah and they did they did extensive I mean they did put made it central air and everything else you know it wasn't as structurally sound as this building too yeah yeah yeah yeah the the thing about Thorton burges is you that building's about 50 years old now 57 I was rounding down I was Bor I was born in 57 that's fine thanks the the doors the windows every everything is at end of life over there except for the except for the boiler we did replace the boiler about 20 years ago um took out the incinerator and an incinerator in there burning all the paper of trash the place warm if the kids didn't have been Co anymore it was nice I mean that's that's my concern with th Burg I mean yes you know to do anything with this building would be a big number but to do anything with that building it's going to also be a big number it could be it is yeah I think it is but but from the assessment that we've seen so far it's really stretched out 10 or 15 years so if you if we plan it properly we can knock off some of these things without having too much of a you know I mean my my immediate you know we we've been talking about the roof and the parking lot at QB for probably 10 years we have intentionally not done anything with either one of them because we weren't quite sure where we were in terms of utilization but I mean Vinnie had gotten the number on the parking lot 10 or 12 years ago 15 years ago that was a million dollars then Jes well they didn't have that kind of number I thought some of their numbers were a little low especially the roof but there's a pig there's a Paving guy coming in with this number he's saying this is this is for your parking lot the roof the roof would easily be $2 or3 million so just between those two we're looking at sizable expenditure but the roof thing we have an option we've been talking about there are the solar options out there for roof that mitigate some of that cost back to this building here even if we went 88 for this building we still have a building that's very awkward to work with all we've done is like help with the accessibility we don't make it perform any better like Don said if we go to that building you if you took 5 million and put in this building and 5 million put in that building you'd have a much better solution with that building and you have a building here that you paid $5 million for that's still awkward so here's a just a a crazy thought and since Doug already brought it up I'll I'll touch on it but I'm not saying I'm for or against I'm just going to bring up the topic what' you say that building was valued at from the assessor done I think it was 616 million first thing we should do is file for an invat so he he said why don't we see what we can get on the open market for it so if that's not a crazy idea and then you know we're going to be sinking money into a fire station at some point do we do what we should have done when we built the police station is make a government complex and on a brand new piece of property that may not be as cost costly but then we still have to build it I mean we can't say we sell it for six I mean if we had to build that building nowadays looking at the cost of Doug's talking about you know a lot of the stuff that end of use is it is it going to be another 50 years that we can get out of it or is it going to be over the next five years 10 years we're replacing five $6 million do worth of stuff today's dollar value does it make sense to look into what is a new facility cost a new building cost not necessarily there there just not picking a property just throwing it out there as you know do we say okay well instead of over 10 years putting to $10 million into this building you know whatever the fire station is going to be and then you know whatever we are trying to redo here does it make sense to pull it all you know are we being too shortsighted that's my only concern well I think the number would be enormous I mean you look at how big was minog in terms of square foot I want to say 225,000 right it was about 40 or 50,000 and that went for and that was 70 80 million roughly the ultimate the final figure was a little under 70 right and then we just built the same size in EA Meadow for 175 mil right I I understand it's going to be a big number but it's going be a huge number right but you know does that stop nickeling diming us first 100 years it's a good point but I'm not saying it's the right option I'm just posing the scenario and I think I think we as a town are at the point where we we need that type of a comprehensive look at this we we we can't afford to have multiple properties we can't afford to keep this building and TB we don't have you can't justify that financially um but you know clearly I mean the firehouse is going to have something going on with it um does it make sense to look look at a comprehensive assessment I mean to I don't know it because whatever we're deciding and I say we you know town meeting in you know next week or in the spring whenever whenever this issue comes to the town you know this is a you know 50 100 Year type of a impact 50 or 100 you know future years this is you we we'll all be long gone when people are dealing with the consequences of these decisions mhm so I I I don't know who it was that came up with the term rush to judgment but you know I I would avoid a rush to move so we have a better sense of exactly what we're doing so we you know we occupy twb that avoids you know anything happening with a vacant building but then that exposes this building to vacancy so we're going to have a vacant building in either scenario MH right but we are aware of that right now I going to say we're dancing with it we're quite aware this building has severe deficiencies not just including Ada and in my opinion we've been fortunate that we haven't had action taken against the town because of the problems here I was talking with a an older person recently talking about how they couldn't get access to the library and they had tears in their eyes they they were very very upset about it sure the mob IL problems M that's a very real problem Don did the master plan committee touch on any of this topic they have they have uh in in well they they have and and they haven't made a recommendation but but one of this discussion was that this build is is really a problem in in terms of servicing people and accessibility and and growth for the town you know and we need to do something different and they thought if Thon virgin was vacant that it would be you know a solution for now you know or maybe the next 20 years so uh they have a full they have a full matter fact we're just doing the chapters now but but I I I really I really think that this is an opportunity for us to I mean we're we're going up with a vacant building either way but but this building has really become untenable to use in the accessibility Reas and if we're talking about and if we're talking about the senior center because the one of the things in the master plan I was interesting they found out that that the the Aging of of hamton is moving faster than the county or the state that 60% of the houses in hamton have someone living in them over 60 years old and there's limited housing and so if you have a if if you have an aging population and they need accessibility this is not the place they can get accessibility you know and they need Services it's not it's not an academic issue a very real problem very real problem for people you know so we're circling here are we appropriating or not appropriating because that gets B into your thing with the emails from the town Treasurer where we want the tax rate that 100,000 would make well was 8% time it all help difference it all helps so we're going to ask for $100,000 I'd like to I'd almost say 50 but you know if 100 makes it comfortable well let me throw it this way let's say 100 for right now because Tuesday night you may have new information on where we are with the tax rate and if it's so where we don't want to be I'm happy to go along and correig and say we'll bring it back down to 50 if we need that rate what and just to not on the topic but we talked before our Target is similar to what the budget went up there's a consequence to vot money five is the Target or 47 I'd love to see around four but I mean you know advisory hasn't we don't have agreement among ourselves but I mean it looks to me like settling in the you know in the the high fours low FES range I think that's where it's going to end up in terms of the recommendation mhm which essentially tracks you know the increase in the operating that's again that's where I think it should track I mean if you raise the budget by 5% your taxes go up by 5% it's you know you'll see in the master plan at the Metropolitan planning Council where they do they look at all the towns uh and they look at them for demographic and and uh wise they predict H's population will be 4,300 by the year 2050 well I don't remember which study it was it was one done in with the late 70s or early 80s projected that the growth of the town we know would' be at like 7800 or something you go back to the original master plan okay this is only because uh when I started on the planning board I think they talked about 19,000 would be the population in town because what they had done is they gave looked at the zoning and cookie cuted the square miles not ignoring the oh this is a swamp this is a cliff whatever you could put this many building Lots in therefore maybe if the train had gone through in 1800s that would be that would have been huge yeah hey great but it's no I you know this is something that I've been thinking about you know the issue of the T be in the town think for quite some time but also the larger issue the demographics of the town I mean it shows in town governance I mean we're fortunate to have a few young people involved yeah but I mean you if you take the average age of the people that are involved in things you know it's got to be high 60 low 70 really yeah really a median got that's got for ukine I average you guys out a little bit yeah right and you know and and I don't know I don't know what the long-term implications of that are I mean does that mean that the town turns over and they end up with a younger population at some point it's got to shift right some point down the line but what's happening is who's buying is well the problem is is that the people that are that are moving into town they're they either have no kids or one maybe two I mean you know you're see the house prices aren't helping I mean you can't move into town with these problem they did the survey of it's not a problem it's a nice thought but the but the people who are elderly like living here and and they're determin to stay in their house as long as they can MH you know and they wish there was a smaller house to move in in town you know it goes also back into not really off the topic but the high percentage of our income coming from real estate taxes on Residential Properties if you don't B balance that with some growth in where you can get the taxes from I.E business Commercial whatever we're going to Bear the brunt of it that's just how it's going to be so you can't say I want to keep this bucolic nature and not allow any other things in and who my taxes went up well yes they did well you know something that I've kept in mind or i' try to keep in mind for as long as I've been doing this is balancing out you know the the burden on the taxpayer you know understanding that there are people who are making decisions in their lives based on their tax bills you they're doing without things to to afford to live in this town y the average tax the average tax bill in this town is about $120 a week the privilege of living in this town and you for a lot of people that that becomes undoable so how so how do we balance you know the seems AFF that seems low really what 206,000 6,000 W that seems low though average yeah well I think probably I'm just saying two of us I think are over the average I'm not sure where you are but you know I know with your secret conversation with the assessors you know might be near zero I keep telling we only have one bedroom and no bathroom no you don't have that come in we have one bedroom and one no b i show at the Town Hall I'm fine prepare the for right now all right 100,000 100,000 with a reconsideration possible on Tuesday right I I suspect that there'll be some discussion on it because you know it tends to generate some strong responses from people one way or the other as it should great that's why we're starting early early all right thank you thank you mhm just like they pay when they use you know the senior center and like that I have no problem with that no and then the senior center has charge for cleaning right for the yeah basically or if Rudy has to come they have to basically cover his part yeah so you should follow suit so this is what what grp will they fall under D this a fundraiser right yes P so they really so it's some local for-profit local for-profit right that are part of hamon community roughly roughly okay group three so they're group three MH do they want to use the auditorium yep so it's $100 each $100 time four or because they want four dates on here right that's the no I think they're picking one of the they're picking one of the I just I didn't know if I'm giving them the policy since it needs to be edited and it's not accurate yeah why is it accurate there's a lot of things in there there's no cafetorium there's no you know a gy I think some of this it's almost like from the uh School part it could use you know the auditorium not the gym no if they're using this building gorum yeah um should we should we require them to have somebody here oh kind of like um yeah supervision yeah you got a 100 people here including children I'm just what what are they I mean they they I'm sorry they break one toilet $100 doesn't cover it at all no is there something in there down about $100 plus damages yeah 50 to 100 people right what's our Auditorium listed up what is their Auditorium no what is our Auditorium the capacity 100 people seems like a lot in there no because we had check for when we had plays in there and stuff like that on 150 or something like that sign can we decide on this Tuesday Tuesday night think about it look at the thing and see see if there's any correction want to make on it they will I'd like to yeah something about damages that they will be liable for damages you know like Craig said he was here with Jane you know the toilets were whatever on that M thing you know $100 didn't cover bringing somebody in fact they don't stop by for less than 100 before they start fting things all right we'll do that Tuesday night you you want to give us a quick update of the how they work and we can deal with questions then and then um we'll uh we'll give it a we'll give it a go agree I think think we're all set so the set up for Tuesday you're going over early what are we doing electronic wise in terms of are we talking about like we did at the meeting there we had the table people come up with a mic speaker behind it yeah I was talking with Rick a little bit more today about that and yeah I think that worked out great come up got make sure all the batteries are all the microphones this time um we should have the it fix too um we're going to we do have some screen sharing going on so I think you need a zoom operator um yeah we'll have to think about that a little bit the the projector itself was will that's going to be a that's going to show all the questions and stuff that's going to show the questions for the electronic voting is it does that come with a projector or is it our projector no we School projector for that um wish there was a way of gives you a split screen thing once you do the zooming all you see is what's on there there's no speaker there's the person speaking doesn't show anything yeah I think that proposes a caveat too with having having to have the questions on screen with the electronic voting cuz it's it's going to show you the table with the results F that shows but I mean if if that's going to be that it seems like in our meeting okay there's the warrant up there and that's all that stays on the screen mhm and people come up to speak I'm so and so and that never shows up in the not not quot before but in our recording 40,000 or 30,000 uh yeah $5,000 to broadcast to split live I'm looking at it for a record we when we go back and watch whatever all we see is there was the screen with the warrant on we don't see the G person speaking if the recording goes the entire way and I think two of the last three meetings it cut out halfway through so I don't think that's going to happen for this Tom meeting but maybe it's something we look into for annual with that company Brian reached out to and see see what I see talking about that one of the points they said is to make sure that you're computer doesn't go into sleep mode because yeah oh during the voting and the Wi-Fi we we fixed that did you okay yeah we yeah okay we had to have the IT guy take the cap off the was that the was that the teacher account or the public account guest account guest account of course yeah so you have to you know do the authorization on the website where you authorize the session but it was only good for an
