lard Parks and Rec director for hamen um I'm kind of here on like an information gathering uh Mission I guess is the word um The Parks and Rec commission has been talking about some projects in Memorial Park and obviously this is from wetlands and Conservation Area and um I need to figure out feasibility of projects there and before we spend the main goal for me is to try to figure out what's feasible without spending major dollars on engineering Andor planning Andor um any kind of engineering or planning for for a project like that I've never done a project involving the Conservation Commission or anything like that so I really am a newbie to this and I'm looking for your guidance so I'm just kind of here to figure out and learn about the process for doing a potential project at Memorial Park I have um I have a an overview of Google Earth to talk about some of the projects that we're talking about it's not just pickleball basketball courts but there's a bridge that needs repair there possibly over the brook and also some shade structures for the um the splash pad um and there's no option on this computer for co-host it's host only I think I can ask to share my screen John with you I mean it's odd usually I can make you co-host and yeah so I think okay I think the way we did it in the past just made him yeah and before he leaves he has to turn it back I don't know okay so I'll do as well as I can with what we have here um really you know we the parks and rec have been the commission and I have been discussing some potential projects at Memorial Park uh the the basketball court here um which is located right along the brook which is about 15 fet from the brook is a pad that is 51 by 51 by 29 ft which is not currently enough to house a full pickle ball court um our initial project was to potentially expand that pad to make it a full-size pickle ball court that would house a pickleball court and half a basketball court we'd like to get a real Court in there that would be a dual sport court so we could have some more use there for the summer program and anybody going to the park um and this is where the fact finding comes in like I really don't know what it would take to expand this this 9 fet either way what we would need is 9 feet really either direction in order to do that um so that's one project we've been talking about there's other locations that we've discussed about for a pickle ball court there's a space over here for I should rephrase this but a a court for a pickle ball really the minimum spot space you would need is 60 feet by 30t that's the minimum space the recommended is 65 by 35 um the pl court dimensions are 44x 20 but um given that this one is I understand this is a pre-existing structure so that makes things a little bit easier but um you know we're open to other ideas and other discussions with you guys and that's kind of why I'm here on a bit of a fact finding Mission mostly about the process for me because I haven't done it about the notice of determination the notice of intent I need to kind of figure out what I need to do in order to take the next step on these projects so another idea is to put it over here on the right side leading up to the raw building we have plent there's space here for this is where the shuffle board courts are currently um there's two of them there that get zero use and this is about about 70 ft from the brook which runs right along here um and this is about 70t from the brook um you know once we got talking about that we said well we could open up this space here a little bit further from the brook maybe less environmental impact there's more space here um there are other considerations here there's a well head in this space here as well so um but there's definitely more space for maybe a full pickle ball court by itself and or half a basketball there and then the last spot that we were kind of analyzing was this this is a very flat this trapezoid here is a very flat space right here I just kind of sectioned that off because this is where the hill kind of goes up in this area right here so um there's there'd be space for parking back here there would be it's a tight road that would run along the right field fence um I can I drove my truck back there the other day so there is space there and then a parking pad here and we could put courts out here as well so I'm really here I mean that's just kind of talking about the projects that we are considering um these would be the umbrellas the shade structure umbrellas that we were considering for the splash pad and they are generally a single post with a concrete footing into the ground for those structures um I don't have the ex I can these are whatever they are from let's see here from the brook probably closest is about 100 or see here 100 uh yeah so closest spot looks like it's about a 100 and of course this is just on Google Earth so it's not super accurate but about 100 feet from um from the brook and then the last one is the really the closest one is this foot bridge that extends from the fields across here it's about I believe it's like 14 ft by about 4T wide and this is sort of eroding into the brook there's no steel gird that runs underneath it I inspected it a couple weeks ago and so this is something that is a going to be a safety issue that's going to have to be addressed um but before I contact any Bridge Engineers or anything like that it's kind of why I'm here about all of these things to just learn about the process of doing a project with you guys inside a conservation land and what I need to do what would be my first steps before I spend any money on engineering or planning or anything like that so that's kind of the overview of what we've been discussing and I'm just just kind of here to to learn about to have you guys tell me what do you think I should do for my next steps in order to proceed with this project or a project in one of these areas here well there's um there are some considerations um generally there's a there's a no disturb Zone from the water um however some stuff is grandfathered in um so my question is where where is the best place for this pickle ball court that everyone has decided this is the spot and that's a great question so you know originally the thought was to go right over the existing pad that was there because it would have the least impact but when you look about it when you look at it this is the closest spot to the bridge so that may not be the best spot um and that's you know I'm kind of hear for guidance on that as well like this is 70 ft from the brook down here this would be about 70 ft from this pad to the brook so um you know that of course is within the what is it 100t is there is 100 foot foot so that's already Disturbed though if there's actual disturbance then it's just Redevelopment and but so it would be it is developed but they are just two concrete pads I don't have the dimensions on the shuffle board pads but like what availability is there to expand that area minimally to to do something like this and then you know this this is probably the best area as far as least impact to Conservation area but it's probably the most difficult to do so those are the things I'm trying to balance between the projects so if the conservation wasn't involved which area would you choose uh if it was me I would probably do two I would do this one I would do the existing basketball court I would redo that and expand it and I would also put a pickle ball court right here next to the road okay that's a great question though um well it's already Disturbed if he lengthens that isn't that like gravel and stuff already right here right here no the other one at the end of the basketball court C I think sorry this one yes this is asphalt as but what's past it the gravel isn't there gravel there this is grass right basically it leads right up to the grass the problem is this way the other end that's the this end is the the the mulch okay that's the that's it's s disturb yeah and this is the way that it would have to go to be honest with you I measured off 9 ft this direction and it almost leads into the corner like the corner would almost touch the brook so um you know when I when I went back over there I said you know looking at a Google Earth but when you go there actually the smarter play is to go this direction and possibly remove the um so the the the this is a a fired structure fire yeah that's right but you know in talking more it's also we talked about just doing away with this court in general expanding the the playground area and possibly doing a new playround area and putting a full court over here designated pickle ball court over here so with the basketball court right yeah yeah I do do like the idea of Dual Purpose I've seen a lot of towns do that and the way it's taking off one pickle ball court might not be enough well that that's a great point and that's why like in a in a perfect world I would probably do a dual sport court on either one of these and leave one available for pickle ball is there room for expansion as she had indicated if there were to be if if that were the direction and not where the basketball court is but what to the other site would there room be room for expansion there's part this area that definitely court that this your second you go that away from the brook with that one and double the court and have two here you mean yes no it's not enough space it's very tight there it is for um what's that paved area that I see turnaround that's the turnaround which I mean technically you could probably do something with um you could possibly get two we talked about that as well you could probably get another Court here as well along the side that is a possibility um I mean anything is open these are just did you say 60 by what 60 yeah optimally a pixel ball sport would be a full one would be 65 by 35 you can get away with 6 by 30 okay there what's that that's all Park land behind the this is so yeah good question this is actually a rough order of the property line so here is the property line based on the G no I don't like is right here curiously enough and I don't know I haven't done much research on this but this looks like the Town Road which has could technically possibly go I don't know you know what that means for these poor people but you could technically look at putting the road another access point to the park here and putting the small parking lot here is it actually a paved Road or is it this is not so okay it's just right this is just Colonial Village Circle here and it's nothing now right um and you look at this the joke is I used to be a surveyor the joke is GIS stands for get it surveyed so you can't really go by these lines well there's a house halfway or a garage halfway through the that's why you can't you can't go by Line This would all have to be surveyed and everything but it's another interesting point and like when you look at the environmental impact there's this is definitely the spot probably the hardest place to do the project so um I would think Dan and probably jumping in as selectman I would have a lot of concern about the neighbors seeing this new activity in their backyard absolutely when you look at that separation there yes it's flat I looked at it many years when I was president of raw my wife was chairman of Park wreck at the time y it was an area we're looking at developing and what held us back was the neighbors I think was Schwab was back there at that time same thing is it intrusive to their backyard if you were living there and something new came in it's not facing your front it's looking in your back I would I I I is there anything any chance of twb with the old tennis cour twb we've kind of held back on twb because we don't know the status of the projects so that's that that is my my dream would be if we move over there to have a master wreck facility over there with a full tennis ball a full tennis court um if you lay out a full tennis court you can get two pickle ball carts on each half so again a multi-use court right you saw the old pictures it was four tennis courts there before the basketball court was there yeah I haven't really seen those John to be honest with you them it was four tennis courts in a row down behind basically where the basketball courts are now that whole to me that would be the ideal area like you say and if Park wre is moving over there oh my gosh you're right there that's the master facility and that's like my dream for the town for sure um what would it take for the status to be known so you could look at that seriously you said you weren't sure with the status to be confirmed that we're moving there that's more in our we're now we've basically uh convened a group to look at the municial buildings as a whole you know this has been a process just getting the building back from the school committee has been done signed over we actually have the building back on July 1st of 2025 yeah oh nice now do we have a plan for how much it's going to cost to move over there what do we do with this building and then the other needs we have many people there are a lot of opinions should we move this but in my mind the easiest thing is to take this inconvenient structure we have here and go to a single floor Dan triples his room area there for program has access to the cafeteria every Municipal department is over there and there's room for growth right yes even if we talk about we only need 60% of the building well the reason we're talking about it is because we're so out of room here you know you don't move over for a fiveyear plan if you're going to do this you do it for 20 if you're putting an addition on your house you're not doing it the hold it for five years you're doing it something you can live with yeah I think what Dan's talking about looking at that like he would say look if all everything being equal and I have my choice that would be the choice right but I I don't I don't necessarily I I agree like that would be my master plan master master Rec facility but that doesn't mean we can't basketball court to be done we can't do projects here I mean that but this is like a joke this is a dangerous basketball court the way it's set up so like people have already broken their ankles stepping off the pavement because the pavement doesn't go past the basketball hoop it is pretty dangerous I bring my son there yeah so anyway um like there were upgrades you upgrade the playground instead Bridge you talk about the old girl scout Bridge put in art Booth years ago needs an upgrade yeah need if it's just a repair does that allow something be done on top because it already is in there the bridge yeah it's already there that's the thing so if you as just a repair but does it need to be replaced or can no just I think well I I got to bring in a bridge here for that I don't know that's the difference yeah um Can are there existing tennis courts over thoron bures not no basketball court that is also unsafe over there so my I'm like really trying to get some to bring some because whether we move over there or not it's still going to be Town property right over there oh yes oh yeah well unless yeah I mean unless it gets sold or something drastics happens but the other the other problem that so when I first started I looked at doing a master Rec facility over at thonberg just regardless at that time there was no talk about the building coming back to the town um there are two well heads over there that are on public water supply which also are hindrances to hindrances to doing things in the there's a 200 foot radius around a public water supply well head and also a 400 foot radius which is limiting as to what you can do so I don't off I don't know when I talk to the engineers they were like this could be an issue there so that kind of halted that project and talk about that um so we've kind of shifted our Focus because of the uncertainty of twb over to Memorial Park to try to bring some more courts and recck Facilities to town so there's no pavement over there anymore there is a here at Thor Burgess there is a one basketball court I can show you right here is right here um it's not a cour and it is also unsafe I would love to redo this zoom out Dan y get almost sense you know how back it went with the discolor you know right here John and then more to the West was actually oh like here I see set was there at the time it's a shame that they're gone because that would be a really pre-existing thing that wory in the two structures you see there had to do with the septic uh system at that time so I didn't think the well was actually that so this is the well head this is an active well right here right and then the other one's in the front of the building which is right here right so again we're able to put that in there inside that Circle and that basketball court is not I think it's older than the the change in the lawn from my research okay Gary would be the guy okay yeah um so anyway I don't want to take much more of your time because I know you guys have a lot on the agenda today I'm just here to figure out what I guess I struggle between the notice of intent and the notice of determination and I'd like to try to figure out the feasibility of a project in those spaces without spending a lot of money on studies and Engineering you know I'm trying to just get my ducks in a row in order to consider these projects nothing is you know does he fall into the town There's a town and a why do you guys know about that no like r has a town noi that covers the highway department for fixing stuff within the riverfront different things yeah do re fall under that same thing never has okay I didn't know so maybe I can ask like have you I don't know if this board or this commission has had has done pro has somebody come to you with projects within this area of the town before because I've only been here a year um so I don't know what the history is on the projects after Park not not a project like this I mean we've had the the purchase of the land up to the north of the Park yeah but yeah up there Splash Pad I wasn't here for that I don't know about that um I would suggest without the pickle ball courts the bridge you should do separately whatever yeah they those would these pretty much all of these would be separate projects because I was going to it's easier sometimes to do everything under umbrella no the bridge is different that's a preexisting preed somehow okay the other things are Renovations are so those could maybe be done on a RDA can they do if they're existing in Riverfront in a disturbed area already the bridge no the the two pickle ball court if they're already Disturbed area yeah I can't I think oh so like you're area we could go this way RDA Redevelopment the other nice thing about this area here for this the old the basketball pad that's there is there are there's a light structure here which I think would still work we could have lit Courts for minimal month my other thing is if you expanded like maybe 5T away from the brook could you yeah could you make enough space around it to make it safer like move the whole thing or no expand it a little into that green area yeah I absolutely this would buy us because it's right now it's 30 feet wide and we'd really like to get 35 if we could so if we go five feet this way that you know and it's it's but that I would I don't know if that's Disturbed area or not right there U what is that you lose your light we'll lose the light yeah oh which I will tell you they talked about in there years ago and the police were not in favor who the police we got to have an electrician they didn't want basically it's more work to be monitoring the parking yeah be people in there at night oh they close the gate yeah they close the gate gate gets closed close the gate that's it yeah can't drive the light is a moood point yeah so the light is a moood point yeah speaking totally selfishly I would like to think they ground expand rather than that would be the easiest besides iter in the wi make more but I think you can get away oh well yeah you would take a chunk here sure you lose this structure probably you could move that though what is that you could move it's a little fire truck um it's like a you like hop on it like pretend they're driving kind of that could be but you take so you extend this 9 ft you take this out and then you can put a new structure there that is ADA Compliant that is um safer than this or and more and updated but yeah um anyway would you put a fence around it that's a great question it's a great question then people wouldn't be falling off I don't know if I'd want to play pickle ball right next to without a fence trust me yeah so that you don't necessarily need a full cage around it either you can do a half fence and then the back wall can be larger fence behind the behind the pickle y um how deep do you have to dig to put a fence up I'm not sure that's a great question I would guess at least three foot Footers at least probably the frost line yeah yeah which is four feet and then so the other thing is you know possibly doing some concrete Footers for some kind of shade structure here we I think those are probably you'd have to measure out of our jurisdiction except for it's still within 100 foot right measured over oh yeah okay and I mean that's just by I mean inside already Disturbed ex I don't see a problem with I don't okay I think the kids need it I think the pickle ball would work better down closer to the brook that's right this one here that one there great spot for actually that was my first thought after I looked at him with you that was my first thought too and if you have grow into that turnaround that is not much of a sacrifice it's not much of a turnaround to be honest with you still use this you can still use this as a turn around here yeah how manyi are putting in one uh well I would just say that one is better than none no I got that but I mean if you have the opportunity to do two I mean maybe you're right you'd like to see how it plays out at Thor Burgess which would open up the possibility for no EnV you can straighten water right in my yeah as long as I can straighten off the water in my if I had my brothers I'd do a full tennis court over at Thorton Burgess with two pickle ball courts on either side and a full basketball court so that we could host Summer League games for this for the spec League we start that big sale tomorrow and that brings people in so well you gotta have dreams so I'm just thinking like if they come in and pave it you know if you dig up that you know have to redo that whole area at once to make two in it's sometimes cheaper to put two in at once than oh yeah than doing one than doing two twice yeah indicated that it's it's closed the the wreck is closed after a certain hour what what's the security if you moved everything over to certain Bridges what kind of security is involved it's open it's just open I know well I know that now but that's well you would think so I think you want people there to be honest with you and then you just talk to the police department and have them Patrol it do more drive-throughs of so easy for them Z zo in and out so that's you go down perennial Lane and see if easy and you got neighbors right there too yeah that's no I know so I guess if you could just lead me in the direction of my next steps to consider projects like this it's really about for me tonight learning about what would be my next step with you guys how to um move forward with a project yeah n notice of intent because the resour no for both the bridge should be separate y so noi for bridge noi for courts yes no do you think I'm outside of the would about the the shade structures possibly for the inside the spash pad I don't I'm not worried about I think that's okay yeah outside the hund and already Disturbed area yeah I'd almost put both pickle balls on because if you well yeah and maybe fix that other one so nobody's getting hurt at the same time yeah yeah I what I would do is this is not a full-size basketball court so I would probably redo this the the pad and then put a hoop here and make it a half court so the The Arc would go this way the balls won't be going in the brook and it would just be a half court basketball court they'll go in the brook anyway it's your throw back playet here catch I play pickle ball too I those balls are going to be us to have to run itend us both to side by side uh I don't think so I mean no look at mson and stuff I thought they were more like laid out side to side um some of the ones in Westfield are end to end are they okay yeah and like when you have them on a on a obviously on a on a regulation tennis court they're wise they're you turn them sideways so so if you you're not going to do any construction on that existing basketball if we if we if there's no expansion then no right if you're just going to move the the net around yeah and that so that would be so like yeah let me just ask if we were resealing that and flattening it like what does that entail if it's an existing structure we're going to reseal it and Reign it you know concrete uh as black top yeah a black top yeah I don't know about if you're if you're gonna if you maybe expand it a little you'll at least put it in the same noi okay because they're both within Riverfront right yeah yeah and you would we would need to specify um those things the runoff catcher things that go before the soap barrier yeah we would have to Define things like that to you to and so if I submit the noi to you guys does that involve engineering plans generally or what is the level of the it's just me filling out the noi with a with a map like you have right now then just describe what you want to do okay would it be better if you waited until July I'm going in a lot of directions I mean well no he probably want to get done I had next summer I would prefer it Thon Burgess but that that requires his waiting until you know what you can do there well nothing says you can't have two pickleball Port necessar still do an noi for this it doesn't cost anything doesn't matter then it has what three years yes yes three years so I submit the noi to you guys do you guys review it and we'll review it and talk about it and maybe do a site survey if we need it but you also have to send it to the state they have to approve it okay I've looked at the form I just um I don't know if you would be willing to help him fill it out no all right I didn't know if we could work with him somehow help him out we're we're on the same I'm not I'm not too concerned about it okay all right okay I think that's the best way to go just two separate nois one for the bridge one for the rest of it so then just I'm sorry for my newness I submit the noi to you what happens after that a complete noi that works and I submit it you then what happens next well then the state you know the the commission will review it but the state also will review it and with the noi you're going to get a a number yeah you know 173 Dash whatever they're up case number or whatever and um and then the state uh may put in some of their own suggestions as well that the commission would include in their orders of conditions yeah we we'd end up putting in orders of I that y you have to follow yeah or the constru Y okay all of that right um that it won't cost you anything to file with the town but you're still going to have to pay to file with the state the nois go to the town in the state okay it can't be that much money though depends on the price of the of the project yeah interesting but like if you if you can get some of it done through inhouse through Highway Department yeah right like it's pro bono so yeah okay um oh yeah see you're saying yeah that's all I had thank you very much for the we are tent to to put up a 30x40 uh pre-engineered metal building on the property and because of the delay in the building permit and then everything else following through we're putting up a what started to be a temporary structure just a carport canopy uh which now turned into has to turned into a real need a permit for it building permit uh he doesn't believe that they're temporary so if we're going to spend you know it's 5 grand for those we're going to close in three sides of it and create a place for uh the trailers to go um that is 22 by 21 so right now we're looking to put up a 22x 21 carport uh whether that gets closed in that couldn't really tell you depends on how much time I got and then in the springtime start excava for a 30x40 uh structure on the property for a fourcc car garage so where are you looking to do this so um when I turned into conservation so again I I took some pictures for you guys today promise I don't know if I was supposed to have 100 copies I wasn't sure what to present the young lady had said take some pictures of stakes in the ground problem is even though you take stuff in color printer only does black and white so I'll be more than happy to pass pictures around people get an idea of so let me so the problem is I thought I could do some more with this tablet I brought it just in case um is there any possibility of throwing up 115 Stafford Road so I give you an idea uh the aerial or the the map of the house um so if you guys want to yeah so you got that so basically um I mean I'll kind show you guys so so basically what we have is uh the house is here um and then the the the house who yeah that's my house no that's my house so we're going to put the the the intent is to put the four car garage in the back right corner of the house so um there is a metal car port right here that is going uh opposite direction of the house so when it comes in I'll give you guys a better understanding of so is that 115 um so I apologize I said I have Maps they're in there with the for the uh the other zone change or whatever you want to call it which was F so my house that one yeah that's the one yeah can you zoom in on that yeah that's it that's my house right here so um basically Drive comes up it's a pretty long extended driveway and then there's a big circle here the problem is this tree blocks a lot and there's was a massive tree right here and there's a carport here that sits you just see the tip of it there's one that sits this way uh there was a pool in the back that's gone the deck's going to be replaced that's a shed so right now I had to put up two temporary tents right here so I could put the 40 by3 building here originally that was where my Lee field was when when the owner of the house had to replace the leak field they decided to put it along the handicap ramp which does me good because now I can get in my backyard with vehicles without having to drive over anything in my yard um so I could put the 40 by3 here but my intent is to put it here um and but the you know again the well head is is about here so I can't really start yeah in front of the well head because then I'm blocking I'm I'm covering the well head line going into the house so I'd have to start from about the well head back so that would put the building there is a porch in the back that you're seeing there is like a a 9 foot porch it would probably put the building 6 or 8 ft back off the corner uh but I still need to keep inside of the well headline uh so we're looking at like a good chunk of the backyard to be honest with you is going to be gone uh because of the size of the building it's it's a good size building and the like I said the if if I don't put it there uh the temporary garage is going to go here that will get dragged to this area here where the temporary tents are and that will turn into a permanent structure here uh through a building permit and then or I can leave the temporary struct the um the carp there and depending on what the excavator says uh because this has more of a slope I'd have a lot more back filling to do it's haming there's Boulders size of truck so I don't know what's going to happen go over there um the yard has been heavily excavated there's Boulders lining so where's your new leech field my Lee field is now right here in front of the house literally almost up against the um well the I think I coded has to be 25 ft off the house is that the Lee field or the septic tank my septic tank is actually let's call it 10 ft off the house oh all right and then at 25 ft the Lee field starts going parallel to the house so the Lee field is right here right now okay the tank is here there's a there's a handicap ramp going up and then the tank is right here along the driveway well the driveway does a u but it's it's in the dirt and then the um the the Lee field now goes here it used to be way over here so I've put the temporary tent on the old Lee field was what I ended up and that's where I could put the garage or the one of I can swap them just as easy what's the grass area with all the gray there this thing here no no right next to the house right this no up above right in there what's that oh those like Boulders there so they left truck size Boulders there probably three small truck ones and a bunch of little Boulders so my intent is to move what we can out of there and then use that if we have to fill over here um based on what where the foundation is uh we can just save on fill and lose a lot of the boulders there's a huge string of Boulders running through that whole area now uh which I actually don't have move the folders and put the the building there so it's already in Disturbed grass area I don't think he's even in resource area he's not in any of it he wouldn't be if he went back with a yeah yeah I'm not I'm that's what I didn't wasn't sure I was coming for a conservation because if I'm all in here I'm listen my so let me let me show you guys what so here's if you want to pass these basically let me come around and I'll kind of walk through it so what you're looking at in that picture is this whole area of of clearness so what you're looking at in the original map is my driveway coming up and that's what thisle and then it comes back down the driveway so I'm putting the garage right here along the the house is like so think I'm probably 800 feet before I hit the beginning of that Blue Zone yeah you know so the only thing you need to worry about is so like fight at aate for something I go through you to I have the house so see the massive Boulders I'm all inside of anything that's ever been cleared I'm all on cleared properly you know so see it there it's this is the there's like 50 ft of Boulders in the back corner coming half way through you know so yeah this is so I even got one looking from the backyard here it is right here so there's the boulder line the fence line I'm just looking to put but the when I get done my garage has to come back three more poles so I'm really I'm honestly I'm like taking almost half my backyard so 30 by 40 yeah so our discussion with my wife she wanted to kill me on the way over was why can't we put it out in front so we if I'm not dead I'm gonna submit my application to the state if you think it's actually staying with this in this clear area I think when you look at the aerial map I'm a smidgen in the green with the big big structure okay then you Heritage that is part of that if you put it in the front they'll let you know if you move it in the front over here then you definitely have to contact National if you stayed within that well because of the accuracy of this you you should go to National and that's fine I don't have a problem going to them like I said even in the front I'll be honest with you guys I believe where this clearing is again it's when I look at different Maps it's a lot clearer of where my house is and where proportion it is but I agree with you right why bother just apply for a variance in two zones or whatever do so as far as where you put it doesn't really matter as long as you stay within that get approval by national Bridge so I assume you're going to give us one of you is going to give us a synopsis of the yes um it looks like I can share screen so I'll go ahead you tell me if you can see that yes yes we can see that you identify yourself to please yes absolutely um so let me just there we go so I can see you there we go um so uh yes so presenting here today uh my name is Olivia Richards I'm the project manager for this Bridge Project I'm a structural engineer and with me I have Bridget go ahead and introduce yourself hi I'm Bridget hundor I'm the environmental scientist on this project with BHP great and I'll uh I'll just um keep going here so um so this project is uh Bridge repairs at South Road over Ballard Brook if uh any of you have gone by there lately you see the barriers have been up in the shoulders on that bridge for some time and this project is going to um replace that that superstructure of the bridge and and uh get it all reopened again um so and we are presenting on behalf of the highway department the applicant we're working with is is Mark the highway superintendent it's not okay I'll keep going um so our project site South Road Bridge over Ballard Brook this um pretty Old Bridge built in 1938 uh the town actually received a Mot small Bridge Grant to fund the sorry should I stop there's a lot of oh okay sorry I'll turn that down um so the town received a a grant from massot last year um it's called a small Bridge Grant and the do will actually fund the design of the bridge and the do will give the town half a million dollars to contribute to uh replacing or building repairing repairing the bridge in this case um so the town received this award we are working on the design it is currently in review by mot and um and here we are trying to get permits in place to um to keep going with the project so basically the project uh is consisting of replacing the the bridge beams and the deck on top um so it's just that top portion of the bridge and um and not the the foundation and we'll get into that a little more so here looking at some pictures of that existing Bridge that's out there now uh this opening over the stream the the brook here is uh 12 feet so the bridge is a 12 foot span and the bridge is about 34 feet wide and that's the the width of the the roadway the out out of the bridge um the bridge decks in in poor condition the bridge beams are actually in serious condition those exterior beams on each side of the bridge um have some holes in the steel there there's a reason there are barriers on top of them pre preventing cars from driving over them um and then there's some various um concrete deterioration some what we call spalls um some areas that need some patching okay Bridget thanks Olivia yeah just here to highlight some of the well and resources in this area obviously the bridge is going over ballad Brook which supports Bank land underwater body and waterways and that 200t riverfront area since it is perennial there's also the 100ft buffer to bank and the local 25t no disturb and in proximity to the site those buffer zones in the river front area they primarily consist of the existing P roadway and the bridge of course as well as the Disturbed roadside which pretty much consists of the adjacent Residential Properties and these pictures here you can see on the left is just the stream Southwest of the bridge and the picture on Southeast sorry and that picture on the right just shows the stream continuing Northwest of the bridge great so proposed work here um like I said we're planning to replace what we call the superstructure of the bridge that's uh the beams and the deck on top of the beams the railings the curbs so that top portion will come off the bridge and we drop a new one in of almost exact same size essentially um and then that that substructure that bridge foundation concrete there are some little areas that need some patching so it will include some patching to that concrete um basically the that super structure will be replaced with what we call concrete deck beams they're they're solid concrete beams that line up and abut each other um got some drawings of that and um that existing opening over the stream will remain the same because we're just taking that top Bridge portion off and dropping a new piece in um and so we won't need to be digging up the stream digging in the Waterway to replace any of the foundations the foundations will remain um so we'll have new new railings new pavement um new pavement approaching the bridge um and then just um some repairs like I mentioned to the substructure and keeping that all kind of above the water line above the ground line um no excavation and then um and then at the end of the project you know seaing uh slope stabilization in those areas leading up to the bridge and so looking here this is from our plans this side view the highlighted area is um this is the portion of the bridge that we'd be removing so like I was saying this whole Foundation this is all to remain um when you look at the picture it does look like a very small Bridge but based on those existing plans there's pretty deep big footings that extend um well below that ground line that you see so it's it's very uh very stable well-built Bridge uh so we have no intention of digging any of this up just take this top piece off and drop in a new one and um those Wing walls the tops of the wing walls will cut off and put that new curb on for a new railing and so then this is the bridge if you're driving over the bridge this is what you'll see now um maintaining that same width of the bridge new railings on either side and this is what the new beams would look like they're these concrete beams that that butt up against each other okay and just putting this work in the context of within each resource area looking at the bank there'll be approximately 104 feet of temporary impact but as Olivia mentioned the only work on the bank will be along the man-made concrete foundations and that will just consist of those concrete repairs so no work on the naturally occurrent bank is proposed again there's no impacts to land underwater bodies or waterways there'll be no excavation as part of the project and work within Riverfront area will result in approximately 3,879 square feet of temporary impacts and that'll include much of the work within the existing paved roadway so repaving the bridge repaving the approaching roads as well as installing erosion controls and any stabilization along those adjacent areas to the road there will also be around 471 s feet of permanent impacts to the riverfront and that will largely be from the installation of new guard rails on the approaching either side of the bridge next slide so this just gives a visual of where the work is taking place so the large pink area that shows work within the riverfront and so you can see here within the riverfront it'll be limited to the inner 100 ft so this is also shown within the 100 foot buffer zone the 25 foot no disturb is shown in that green or teal hatching over the pink so again the work in this Zone will be similar to that within the riverfront it all overlaps and the bank is highlighted in red and again this Bank just consists of those concrete foundations and of course there'll be mitigation measures in place erosion and sedimentation control plan this will include erosion control barriers so compost filter tubes and salt fences as deemed appropriate we are also proposing to install debris containment measures like tarps or netting to be attached to the abutments below the bridge and this would span the Waterway to catch any debris that may fall during construction there is also tree protection measures there's one large tree in close proximity to the project so these would be installed to protect that tree and as Olivia mentioned areas of disturbance adjacent to the road will be loaned and seated after the completion of work um for storm water management uh our uh pavement limits are just going back to where they were the shape of the new bridge is almost exactly the same as the one that we're taking out so we're really not increasing any impervious surface areas we are just taking out this kind of failing Bridge popping in a brand new one and Paving over smooth everything out and putting new railings new guardrail leading up to it so um I believe there are two catch basins on the site um just just before the bridge and um and those will just be we won't touch those those will continue to function as they are now um and and we don't plan on changing anything with the storm water measures we you know we don't want to increase impacts and um and change anything everything's functioning fine um and just to wrap up looking at some of the regulatory context for the work again along the bank work will be limited to those man-made structures so the work won't degrade the physical stability of the bank or the carrying capacity water quality or Hab associated with this resource again those abutments will stay in place they will not be um expanded and work within Riverfront area is unavoidable given the nature of the project being repairs to the existing bridge but the majority of work will be limited to the existing Pape roadway and Bridge footprint uh as Olivia said there will be no changes to the drainage patterns and any areas of disturbance along the roadside will be loaned and seated following the completion of work all right so any questions the um the abutments underneath the sub the superstructure you said those are completely um fine the 100y old abots minor pairs I think she said yeah just the like the corners um of the abutments right under the beam seat has like the concrete has spalled off in the corners so some patching to that area in like within a couple feet below the beams otherwise they they yeah they are fine which which is not that yeah and this isn't that abnormal a lot of the as long as that concrete had good um air entrainment when it was cast if it's been it good conditions this one's pretty well sheltered it's not getting a lot of um salt um on it it's in terms of deterioration it's it's in very good condition and then if you see in this picture it's very well embedded below grade so so we're what you see out there is only like 3 feet and then there's another like six seven feet below grade so stability wise it's great for me to analyze this it's very stable it's very embedded okay good thank you yeah so we we would need to close the hearing and then questions oh go ahead sorry uh John bln from the select board uh basically how long do you think this project is going to take the the plan is like one season um as long as we get approval from mot in time and they approve the town um we're in the process of uh applying for the construction phase portion of the funding um so if we can get all that in line I I'd like to advertise the project um by April and then um it would be the summer of construction and um and it it would be over by like end of October I think at the latest um and then I know this is a little off topic but the way we're handling it because I know this road heads into Connecticut and then it's a narrow dirt road we' keep the road open and this road is um is is very wide luckily that we can keep we're going to uh replace one side at a time so we keep one side open one lane of traffic alternating and then flip to the other side that was the next question I know talking to Mark and and you've been working with you know Mark quite a bit on this uh I don't and we have the other road projects there brid projects in town as well obviously a one I mean you can go into Connecticut but it's extremely difficult as a not a main thorough Fair it's not exactly yeah yeah well back in the 1800s fine time yeah I know with your horse and buggy yeah get the horse across there be any widening are we talking I know working with DOT on the Rocka dundy Bridge Project they were talking putting a bike lane in over there oh is there any is there any widening here for this type of pedestrian as well no um not not for this one um if it's a mass UT project and mass UT is paying for construction then you T tend to get more of that slow but very thorough process and the bridge maybe is about this wide and then at the end of it it's about this wide um you get the bike lanes and the sidewalks and everything um when the when the town is paying for it I mean it it's up to you guys if you want to go that way but massot only gives $500,000 so uh one second sorry we're not paying we're not paying for it but construction you only get 500,000 from the state for for we were told we were told from the get-go this bridge was going to cost us nothing I don't know who would have said that Mark you said this was covered on the small bridge pro project in in terms of design and then construction we get 500,000 so as long we can try to keep the scope of the project under 500,000 as much as we can okay it now how much is have to put you on the spot is it possible uh I got I check where we're at I think we're I forget what I last told him we're I'm I'm trying really hard to keep under 500,000 but you know whatever we're talking the total the total construction I mean yeah okay I'll take a look I can send I'll send Mark an updated estimate of we got bake sales for every other project in town fine I have I have Al and I know I'm getting super off topic but I I have um you know if bids come in a little higher we we can talk to the state they they're very um willing to work um to to get a project going for towns like you guys where you don't have as many resources to be paying for Bridges forun we just opened a bid for an expansion of our water district and it came in under our budgeted amount which was shocking W maybe maybe the maybe the worm has turned a bit and we're seeing a little bit of a they're sharpening their pencils and going after project s so yep yep I saw that last summer and you know every every year is
