nobody's there um and the first case we're going to do is 335 Wilbraham Road yep uh they've asked for uh a pool uh permit in their backyard and the property is unusual uh I don't know there's two people just one person watching oh okay I don't know if they care about having the map we could give them the map if they want um it's a very limited property um all of it is Riverfront um 70% of it is 100 foot Riverfront and they have um uh of a river running right through their backyard um the long way they do get um some exemptions because their house was built uh before 1996 which is when the riverfront Act was implemented so um you can build in Riverfront you can add a pool a deck a shed um and a couple of other things um in that but you have to stay 50 ft away from from the mean annual high water do you know what that is okay where it's it's not a very wide stream in your backyard right okay so where the where the water comes up if there's kind of a flood or a storm you can see like wet leaves you can usually pick out where that is um if it has a steep bank it's the bank itself yeah 50 feet out from that you have to stay away from okay and you need to let that be allowed to grow naturally okay um except that you can put a path in it to get to the river and you can do Vista pruning which means you can fix it so you can see through it from your house and if you need instructions on that we'll come out and show you okay um uh Ted did take pictures of this yeah I didn't have time to take them off and put them put them up I did look at them the edge near the river is pretty grassy so that was my impression that's that's partly what has me steep spots like that yeah the top of that would be which that is the South Branch of the mil River yeah I think it is right the South Branch so um what river South Branch River South Branch of the mill so if you can't find the mean annual water we can come out and find it for you okay um but where you were pointing to me in your house is very safe location where they showed us where they want the pool is not within that 50 ft excellent right and they didn't find anything contrary so awesome um well now we have enough to vote so um that's what we're talking about yeah can I get a motion oh yeah you I was there yeah oh I should read the conditions I'm sorry I oh okay uh the limit of work line must be as close to the project as practically manageable that means the outside uh line of where you make a mess when you're building the pool okay okay um as practically manageable for equipment all activities must be more than 50 feet from the mean annual high water line within the riverfront Area bank that's the top of the if there's a slope but I don't think you have that they don't have Bank do they well yes a little bit okay so the top of that or from bordering vegetated Wetland which I don't think you have no um so just find that mean anual high water line where you can see that the water's frequently been or use the bank and go 50 feet out and and the driveways on that side of the house where they'd be coming in anyway so it's it's going to be you can you can work from there a Sil barrier must be installed at the limit of work or as far as practicable from the river mean annual high water line and Bank the commission recommends uh non- entrenched above ground silt barriers such as Waddles or Stak ha hay bales to protect the resource so because it's in the riverfront rather than doing the normal silt barriers they would do which is dig them into the ground rather than disturb that we just ask for hay bals that they stake down okay keeps if there's a big storm anything that runs off your driveway and stuff won downhill side of work done okay um the hamon Conservation Commission must be notified for an INSP ction by email after the silt Barrier installation at least 48 hours before commencement of the work so they'll come put all the stuff in to limit the sil they'll call L we go over there it just has to be one person so they'll just go okay and make sure it's all cool soil sand piles or other work materials must be outside the 200 foot riparian resource area which you can't possibly do unless they are actively being used all soil or sand piles must be securely covered and surrounded by barriers if they remain overnight or longer than 24 hours so what we would recommend is that you put it on your driveway okay and then if they have if they can't finish in one night which I doubt they will for a pool and they leave a big pile of dirt they have to put a barrier all the way around it and they have to cover it with like a weighted down cover so that if there's a storm the rain isn't going to come and wash all that away into the river a above ground anyway so sure there's not going to be that much probably not too much usually they dig down and put sand to make it really flat okay um a means of emptying the pool that provides as much natural filtering of the Wastewater as possible must be provided for example by use of a dry well or pump drainage to lawn areas distant from the resource area so the idea is you need to have a way of taking the water out of the pool and not just letting it drain to the river cuz sometimes people put chemicals and stuff in it but take get out to another part of your lawn like with a you can get a little pump and run it out there and just let it run you're flat enough you can just let it run into the lawn okay and then it filters back to okay it's flat enough right in the area sort of yeah not immed wash back it's kind of uphill to get to the front which is the only other open lawn other than downhill but if it was right behind the house it wouldn't immediately go to the river yeah if did it on the upside of the pool between the house and the pool yeah yeah or over to the right of the house even yeah okay um any prior clearing in the riverfront must be allowed to revegetate naturally within at least 50 feet or is otherwise determined so we'll say 50 ft since we've got it marked there so if you're okay with that yeah all right want to prop make a proposal a motion make a motion to except that I don't have any of the stuff in front yeah she didn't have right so as with those conditions that you read okay with conditions uh approve a pool installation at 335 Wilbraham Road in favor I have paperwork apprciate it than give your husband a break thank you just show it to the um Pool Company those are those doy thank you very much guys have a good luck do we have enough people to approve anything yeah just barely okay um we'll do 77 yes team sunshine this is for a solar installation at 77 Glendale um it took a little time to work all this out because there are some parts of the property that have been extended into the next door property some clearing and some driveway and so it took a while to be sure that the solar was going to be inside the property line but um we've gone back and forth and they have sent me uh coordinates um which I've done on this map John can you open that one 77 Glendale haven't seen any of that yet oh this just he sent me coordinates um which I mapped on to this f um 77 Glendale there which oh okay um um do we go here one of them says coordinates on oh there approxim I think so there we go you guys went and nobody there that one yes right so the the dark pink spot is the main coordinate he gave me and the light pink spot is the a generous measurement for the longest um side of the solar so it might possibly stick a teeny weeny bit into the riverfront um because of that after I had sent this and said it's okay he moved it so it's now um a little farther towards the road and a little farther back under the trees oh okay so it's actually farther away he's going to probably have to cut a tree yeah okay um so I think it's exceptionally satisfactory at this point um and uh would recommend our standard full conditions I mean solar conditions yeah any any other comments you were out there I have the um conditions we you added a couple conditions okay ah My Savior paper oh had to wait for it thank you thank you thank you thank other one the hon conservation Commissioners reviewed the photo voltaic ground mounted system plan for 77 Glendale Road the latest PL show the coordinates for the array outside the 200 Riverfront area soil sand piles and other work material must be outside the 200 foot repair and resource area unless they are actively being used all soil and sand piles must be securely covered and surrounded by barriers if they remain overnight or more than 24 hours natural revation of the riverfront Andor bvw bordering vegetated Wetland must be allowed for at least 50 ft from the mean annual high water line or bank or the limit of the bvw whichever is farther and thank you for contacting us da da and I will this is also a house that um uh is earlier than the riverfront law so technically can have exemptions yeah um but since they put it way out I think it meets all expectations yeah oh yeah he's outside and he's where those trees are that's fine yeah Craig yeah we we looked at it we kind of thought it was going to be there so long as he's okay with cutting his trees down I mean well he's not cutting the trees down but he's just putting it a little farther out than where it was originally either Dead Ash or Oak that was killed off by spongy Mo they're taking a lot they're getting 537 cords of cordwood and taking out 60,000 uh board feet spongy spongy and an ash all spongy yeah actually some of it I guess they're trying to get out quickly while it's still usable as firewood how are they coming out are they coming down Hallet yeah that's what they do down concerned after the last thing about some of the condition of the the butters will probably get mad again I mean there's the road should be left in the condition started or something um we can ask him to um it's it's always a request because of the forest service gets this this extra ask them to what way to leave the road as is they already know it caused a problem last time I'm you would expect but I can send him a note about 24 25 poles um usually um when we get a notification letter it's more than a paragraph and it gives us um more detailed maps perfect so just to make sure um I'm only seeing so on my mapping I behalf of Massachusetts electric company um for the pole installation and replacement project along Glendale Road um there are two polls proposed within 100 foot buffer that require that are new poles that require tree removals um and then there are two pole Replacements that are within 100 foot buffer um and there are eight trees that will be removed um I think I do have those four Maple three Birch and one Hickory um approximately 8 square feet will be disturbed for the pole installations no ground disturbance for the tree removals as they will be just be cut at the base um so my mapping um shows 7250 here as a new pole within the buffer with the two trees here being removed 72 here is a replacement yes now my our understanding is that these are going in as a way of supporting the power coming from the new yes from um the the 530 Glendale Road um solar project yes so my understanding and what I gathered from their noi which we got from you guys a couple months ago they had these polls in their package um in their noi so um this RDA was not yeah we're not worried about those polls okay okay so my biggest question is I presume these are bigger heavier polls to support all that extra power line so why would you put them in before the it hasn't been approved yet right why would you want to put them in now yes so this is not scheduled yet um it's not scheduled for construction yet until the um 5:30 does become a go this is um a bit of a a jump start on that um ensuring that once they do get everything in hand and they're able to go that Massachusetts electric company will also have any permits in hand as well so if we permit them and provide a condition that they can't be installed until it's approved would that be okay with you yes that will be okay with Massachusetts electric company okay um are you okay with that yes okay the other issue I had was this the the bottom paragraph on the first interior page uhhuh and that's the one I was talking about it has uh it essentially covers 25 poles that are going to get replaced only about 10 of them are in Wetlands um I only and that's where maybe there's a miscommunication I only have three poles within buffer on my mapping here I have 78 77 and then I have 72 I have 78 7750 77 7703 uh 736 uh 72 7255 7253 ah so these are yes so those are the ones 7253 7251 72 55 are the polls that I have as um part of 530s customer noi on the driveway okay and how about the other ones and you said 77 78 7750 and 77 yep 78 77 um 7650 is a new poll within the buffer that's one of the ones and then um and 7703 I do not have that on my mapping I used your map to find these oh that's an overhead that is why yes okay 7703 is overhead work um so they will walk into that um so they won't be driving a truck across there or anything no no I mean they'll probably go up this person's driveway and they'll just walk into this pole it's just overhead maintenance um and 7750 is outside of the buffer okay I have it outside of the 100 foot buffer I see okay all right and 72 which I have in in no disturb Zone 72 is being replaced um in a no disturb Zone yes can they do that without ever leaving the road yes okay and 736 that one is also overhead maintenance within the Wetland so that will be um they'll be using the existing customer driveway um and then this one is connected to the solar project because it's um as you guys know the the solar is proposed I think around here is where they are starting there so that's one one of the ones that would be held off yes okay I think that's all of them okay so um anybody else have any questions Gina no those are no Judy hi those are my questions from earlier thank you okay um so can we have a motion the uh tree cutting oh pre cutting how was that being done is there is the stumps being left in place or you're leaving the stumps right yes the stumps will be left in place they will not be removed and I don't know if you got time to look at it but the picture they provided um all of the trees are pretty small oh they are they're like little Birches and stuff that are by the side of the road that they want to get there wasn't anything significant then one poor hickory tree asked yeah one poor I hate to see a hickory go but it it is a small one hi I'm sorry to interrupt I I did have one question um would any of this maintenance even be any of these tree cuting or any of these poles even be would it even be replaced if it wasn't for this proposed solar project I guess that's a question for the um BSC representative yes yes and some of these polls would be slated for replacement whether or not the solar project project went ahead um I know we talked about that as being a condition and and Massachusetts electric company would be fine with that being a condition if the solar project does not go ahead they may still need to replace some of these poles um and because most Replacements now are um you know with larger wires they are often adding midspan poles to accommodate that um they have been doing Replacements all over town they've been moving from Su road down this way y I was I was just curious because um I did get the paperwork that BSC gave to Wilbraham and the polls go all the way down from Glendale to mson which I'm assuming eventually if this was approved it would connect to Main Street in Wilbraham I counted about 60 polls total so that was my question thank you yes Wilbraham because we are sort of on the Town Line here yeah there were a lot of poll Replacements um and midspan polls added in wilam so with the same is this I guess the same question would hold true then the same answer if this doesn't get approved then some polls would still be replaced but not maybe to the same extent yes yes and and um I would sort of request if we if we do want to put a hold to put a hold on the the polls that are being installed um as opposed to those being replaced um since those Replacements are likely due to age and other characteristics that may still need to go ahead that's consistent with what we've been approving otherwise so okay I don't have an issue with that okay okay well thank you for answering my to it is also in Riverfront and has a rod looks to me like they can do those from the road I don't think there's going to be any issues there is this part of that McKenzie trust property they were before us on basically basically South Road it's part of that stuff they were talking about right no isn't that that property here no I'm saying oh this yeah it's not for that though basically they've been going through just doing that's that property there isn't that pretty much that puts up to the Morton property on yes yes that would that would that property would be one of the ones that's up to in the forest Legacy program who's doing this J um this is cono they're doing it for they're doing it for them they're just it's their they basically started on the other end of town and they're going through town updating all the polls um so that because their their description of it to me was that because the cables and the wires and everything are getting heavier they have to put in as go through getting finding the old weak polls they're putting in heavier polls they're the ones doing it on bance street right now they yeah they're I think this is like the 12th one of these we've approved since January they've just been systematically going through you know eight or 10 of them at a time um and getting getting they're not required to get approval but they're required to notify us and if we have an issue then we let them know so D I ask if they're removing the double poles I have no idea and we don't have any control over that that's um add that to it's the phone company is my understanding that has to move the other wires and the cable company yeah okay any other questions no okay they're just Replacements what the standard all right I will write them a letter saying okay all right the next one is uh 12746 this is a big one this is 21 polls oh on Stony Hill Road sessions Drive uh that's it Stony Hill Road and sessions oh yeah no down here I thought so um sessions Drive Southwood Circle Crestwood Lane Woodland Drive Edward Street Charles Street Rose Circle Brookside Drive and Mountain View Drive B's not on there no I'm just yeah this is the best place to look to see the ones that are would be of concern are the one on Woodland Drive the one on sessions drive that are in Riverfront but these are still Replacements they're all replacements so and some of them have um have extra work at the top of the poll some of them have uh uh new drip lines some of them have there's no new disturbance there's nothing new other than replacing the PO there's one new anchor yeah now yeah he's got an anchor in there okay um and as I said there's some in Riverfront and one in 100 foot buffer to bvw they're already there they're already there right okay all right on all of these letters back we've been specifying the extra condition that we've been adding to everything about keeping the soil piles surrounded and covered um because we every time we have construction we have somebody who leaves it uncovered and we get some wash out so we're being very fussy okay and the last one is National Grid moo and it's on Ridgeway Road baldr Drive and wilam Road there you go this one didn't have a number I couldn't get a number no they this particular group doesn't ever send us a number makes them harder to track so it's a different company doing this um whether comes straight from National Grid or whether it comes through the electric company seems to be the difference it's the the ones that have National Grid at the top even though they're all National Grid um never have a number all the rest of them have a a project number and a work request number so they're easy to track um you can see virtually all of these are in 100 foot buffer well that whole neighborhood and and uh buffer zone to BBW almost all of them are on Baldwin Drive but half an hour before I came he sent me a letter they did yeah I had asked him for a more detailed map I what he sent we both agreed was not more helpful um but he did say they had decided to add three polls uh which I did print out so it should be in this mess here somewhere okay um on one of these streets yeah there's three more polls on Baldwin Drive end up oh I put it in there you can go to the letter online okay it's not attached so oh yeah where is it um mikco Po's wilam Baldwin yeah those either one of those either one they're just different views oh okay okay that's the letter yeah all right so there's a pole on Baldwin Drive within the 200 foot there's a pole on baldon Drive within the 200 foot and another pole in the 100 foot to BBW if they've added to the map but it's still a replacement it's still a replacement okay this is the map I got and you can see it wasn't it there's just strips there so it was kind of hard to see where the different poles were but um all the work's done from the road pretty much yeah all the works done from the road and they're all Replacements so okay all right we will write letters to all of them saying that they've been reviewed and add the are done Bonnie's up on it all right um the last one is Cherry and I'm refused from this so you're on your own I'm accused because of my position on the land trust I thought you were selling the property back in a we do have yeah there are two maps on there for it oh good so you have the maps to the other part yeah I we go to the other one first just so people know where it is okay so um Mount vision is a property that was acquired um I guess last year um and it does get a lot of use but the problem is there's there's no parking along the road and it's a narrow Winding Road and it's caused some uh concerns so um we have this opportunity that little yellow uh Square that's outlined is a is a property for sale um it totals 4.5 Acres the owner even after 18 months of uh negotiations uh would not subdivide it um so the land trust is going to acquire the whole entire property and then um after we do that we will be subdividing it um there will be a one and a half acre portion that will you go to the next be added to the conservation restriction and then the next one um shows um there's a little strip because there's an AB buding property in between um so this shows uh this uh Dan O'Brien went and surveyed it for us so um the there's a little tiny strip oh up next to the you see where the H there's like a little house there uh near North Road um and um kind of there's an a parcel that is in maybe you should go and point okay it's hard to what's going on there okay so um so here's the entire property here's Mount Vision so uh in order to acquire this and to use CPA funds we have to use it as an extension to expand the conservation restriction and to have a connection so um the plan that we've drawn up uh in this plan um we would um sell uh you're in the ladies parel I'm in the late so here's parcel right here and we would acquire this piece right here we could um carve out an area for parking from the conservation restriction and this area would be added to the conservation restriction on Mount Vision but it would allow people to have a place to park it but there's been complaints that there's no visibility from the road because there's only a narrow Frontage from the road so that people are going right buy it so now we'll be able to have it all it is cleared but to put up a kiosk to have more signage so people can see it they can park here and then they would have uh the choice of um hiking um along the road and going up the old way or using this newer way for people who want to slightly steeper climb so we'll have two uh Jen's been really great at uh marking off trails we already have a little bit of a trail marked there and uh adding it to the all trails app and getting having a kiosk with the UNL code so people can scan it and have some options so uh this is what we're we are going to be doing um and so that this portion will be going before the planning board um will be subdivided um and we just sell the minimum lot size the 1.5 acre uh through uh if the town votes to approve it at the May town meeting uh to the town and um be able to put this all together and then solve the problem of no parking there's you have a couple anrs required as well for the ladies property yeah so an even trade um it this this is just wrote down the number yeah it's um I think it it was like yeah uh it was um so she actually has a garden right here that was going into the property because it was all owned by B and we are the same family so she didn't realize that so she said because we approached her and we said you know we really need to have access and she says that's great we can just do a trade so um Dan worked out so there's an even trade of 9,262 square ft here and that would um of what we are giving and that would be what we would be taking away so we're just sort of even swapping this this narrow stripper land here in order to acquire the strip right there so we'll have to get approval for this lot for the change in her lot as well as the uh the lot we're selling I think the best part about the land train too is that that strip along the back there's already an access road that Bomier had allowed the power company to use his land and go back there so there's already a trail set up we like everything is everything is set up um so that that is a huge benefit so we just it before all the town committees before we go uh you know before uh town meeting so that everybody can see question should make a I believe the existing Drive driveway unfortunately is not in this section the existing driveway um will be going into lot a and that going to get sold as a separate Frontage lot um bar weiner has been working with us and um Dan is also working on just uh getting the slope right he doesn't think it's going to be a big deal um to be able to access it there's a little bit it's a little steeper here and if you come in here it's a little less steep so yeah the parts of that you're going to keep if you will yes that um it is Ste coming off the road right yes right here yeah yeah it is steep it's a little steep yeah so have to do a little excavation a little exqu flat pretty much flat for 20 feet and then there's another portion well that's why we had Gary from the Geto to say are you sure we can do this he said no no big deal so all right yeah so so he's working um so Dan and he are working on plans to kind of answer that and then the other parcel would be sold back to the town no this uh see um this is what's called a limited development project because we were unable to just buy a small portion so because we had to buy the whole portion um what we're we have to borrow money and then um hopefully uh then sell it we don't know how long that will take uh and then once it's sold if there's any profit after we pay for all kinds of stuff here um then that money um will either go into the stewardship fund that we maintain for long-term management of the hampon properties that we've acquired through or that the town's Acquired and we hold conservations restrictions on so we are building up a a stewardship endowment fund so that there'll always be income coming from that to take care of any um needs of any of these lands um and uh another alternative use that we voted on is uh for for the purchase of any conservation land that comes up you know that that could be another alternate use so if I can ask another question um you'll be coming a CPA so we'll be coming to CPA for the purchase of we've already put in an application to CPA that's going to be on this um uh and we have a meeting with CPA next week on the 27th we're meeting 27th so um so it will be for the purchase of the next one piece I keep going over here for this piece right here but they're all are they all connected right now they're all connected right now they're all connected so we can't so this is a preliminary plan that we're not going to move forward on until we know that the town has approved it and once the town's approved it uh then we're going to have to purchase the land then we think the ABCD kind of made it look like was all I get it yeah so Mary Dylan owns all that and it's it's in it's sitting in between Mount vision and the land that's available the property you're buying there's nothing on it now no structures there are no structures but a lot of junk yeah and that we have been promised that all the junk will be removed okay so yeah I know where it messy delighted and she she offered us to go so I mean to me your biggest obstacle that I think you mentioned Gary is the access into lot he doesn't keep saying that no it's not a problem how far up you think put your well hopefully closer you know hopefully closer and because some people will want like 8 to 15% the slope that's closest to the street is only 8 to 15% and then if you look at where we're going to put our parking area there's only like a 10 maybe 15 foot changing grade right there and once you go past that it does go up significantly will that need R line got be the new driveway you're if if this all works the new driveway going in basically for the first 20 feet has be 12 right well wi but flat flat in that's GNA be very there very hard so the first 20t you're going to go in it should be flat and there's there's a reason for that yeah okay it's because people coming down off of your parking area if it's in the winter or whatever you don't want you think it needs rine John this is not for me in the back well I'm just wondering John will this need ridg line no house um sub yes there should be it's over 500 ft so it would need I believe in elevation yeah I don't need a yeah yeah so um you know just to do a trail work Daye in nice weather um you know we'd like to have a place to park because we could on North Road have 10 or 12 cars parked on the road safely well too what's his reason for rejecting it um because it wasn't part of the one of the response we passed out on that evening it's it's an addition but in fact we could make six additions if we really if things kept coming up and you can keep asking and it was a personal response from Gary to Ted that we just included and in the interest of transparency I included the fact that it came from Gary and
