okay good evening um Hatfield welcome to the July 24th 2024 meeting of the Hatfield select board a rare Wednesday night meeting rare 6 PM meeting um we have a fairly quick agenda I hope um so I'm going to go ahead and call the meeting to order and as usual I'm going to open with our public participation policy the Hatfield select board welcomes everyone to its meetings and all other public meetings of the town of Hatfield all Reg and special meetings of the boards and Committees of the town of Hatfield shall be open to the public and shall conform to the open meeting law executive sessions are closed to the public and will be held only as prescribed by the statutes of the Commonwealth of Massachusetts it is important to recognize that the open meeting law affords the opportunity to listen to the proceedings but not necessarily participate during meetings of the select board an attempt will be made to find a balance between hearing from members of the community and conducting the required business of the Hatfield select board um so the first item tonight as always is public forum are you here for public forum come on up to the microphone how are you good how are you good exhibit a exhibit a okay you pictur thank you oh my goodness this is yeah so we'll do you have an extra coffee no well I have one for myself but okay so basically is what happened was is um so at 100 Prospect Street is uh was my dad's land of course but it's now it's mine and my stepmom's basically it's it's been it was going to be transferred you know to us is that the like the the where the barn is yeah okay so and as as you as you read it basically they went and they put this Title 5 septic system in next door and when they were doing it in the process of doing it I just do quick thing I I went over Richie there Excavating was working on it doing it and I just mentioned to him I say you're pretty close to the boundary lines and he's like well no no no I'm okay I'm okay so I just walked away at that point and left so in the meantime this is went on I went to the Board of Health spoke with them there's some information here everything's in there basically but it's like I said you can lot to look at right yeah right so I just wanted to bring it to your attention um so do Did It ultimately encroach yes oh yeah on your property yes per per the guidelines of the mass CMR um it's supposed to be with five feet away that the slope of the title five structure and if it's not basically when in let's see the second page no let's see there's a letter there could be on the back here um I met with Mr Oley and kcki and in his thing here basically he stated that uh ideally the property should have been surveyed prior to number one not knowing exactly where the line is between the owner of the property between the engineer and the excavator somebody should have you know States in in the bylaw or in the the uh CMR thing from the Board of Health or from the state of Massachusetts that if it's within five feet it should have been surveyed you know I guess if you got a 20 acre lot and you're putting in the middle of the field then I guess maybe I wouldn't say no but when you got two acre lots sitting side by side and nobody's sure where the boundary line is there should be something in our bylaws for the town of Hatfield that says You must get a surveyed because otherwise you're running into what we're what I got here and but would the bylaws re I mean isn't there's not there's not a there's not a state requirement yes the state requirement and our it's code regulation so any bylaw we had would never supersede code regulation but it's it is tells you it tells you for the code you're supposed to get is surveyed if it's if it's gonna be five feet of a boundary line and that didn't happen right so even so regardless it's it wasn't done per per code code basically or that's what you're alleging I mean I've got you can read it everything's there um like said I I brought originally I brought the original plan I had for my father's piece when that was purchased is that in here no I don't have that that's not there I got a new survey was done the pins are there and if you'll see in the back picture the two pictures there the day after it was surveyed um Mr the came back and scraped off what was basically over the boundary you know over the line we were supposed to be five feet back so we scraped it so now there's a problem where it could be they could have breakout possibilities and I've talked to a couple people and breakouts really possible for to breakout now and be worse off than what it was I'm not sure if he got a permit to do this what he did because as it states in there I went to Jill the neighbor spoke to her and let her know that I had it surveyed and so but they were at the Board of Health meeting I mean I don't have time to read you know I want to read it carefully but I get that well since we're in public forum we can't respond if you want get this on the agenda that would be well I wanted to get it to you guys because so I'm trying to get you guys at a meeting and I don't know when they're going to have a meeting I'm still waiting for a second meeting with the Board of Health which has been going on since it's been surveyed for two months now and they haven't had another meeting yet because at the end of that meeting they told me just work it out with with Jill it's like our hands are washed of it and it's like your hands can't it's it's you guys are the ones that but it is a it is a it is a property dispute right not a property dispute the town sign signed off on this the town should have never signed off on it and one of the one of the things that that I'm saying that they need to know where the boundary line you can't just right where's the boundary line nobody knew where it really was signs off on this the Board of Health of Health signed off of health and the Board of Health did you do have a signature from them there's a signature on their on the the uh okay paperwork here yes they sign off on the that's the and inspect and they inspect sign they authorized the title 5 inspection which I am aware of that and that's what they have signed in the septic design right okay and then do they do they inspect it post installation they inspect it a bunch of times throughout so I mean again they as as part of the town of Hatfield it should actually have something stating that hey if we're on a boundary line nobody knows where it is somebody's got to raise their hand and say you can't just go put something anywhere it's like building house and you're going to put it on the boundary line somehow there's got to be something that and again the per the mass law there it states it's within five feet it's supposed to be surveyed and they went over you know and it's like it's so is so it actually in so the septic system itself is on your property slope was down SL goes down per the Mass state law it's supposed to be five the toe of this of the slope it's supposed to be five feet away from the bound line and where about how far is it it it was on it so now he went back the next day after I got a survey Jill called Richie Richie came right over scraped the dirt off of it but now there's a besides it it's still not all the way to the ground where it should be you know he scraped off some of it and to get the five feet the majority of it five feet away but it still is above ground something Miss Tucker has to take up with the excavator well again I paid to have it serve because nobody knew where the line was we had a good idea of where it was because there was one pin in the back we could tell where the pin was so I had measured over and then I went out there as you'll read there I went out there with a meter trying to find it I couldn't find where the pin was in that back corner so I said all right I'll just get it surveyed I called the engineer act talked to the engineer told him what was going on and he said well my plan states that it's supposed to you know 10 actually he had 10 ft because Mr kcki had told me that the where the vent pip was that was supposed to be 10 feet from the line but when he read we read into it further because I called Boston 2 it's supposed to be five feet from the toe of of it's supposed to be five feet away from the boundary line and and it wasn't and and nothing you know again it's it's just a matter of it's $500 for for the survey right that should have been between the engineer between the excavator and the and and again it's as far the board sewer there no there's no sewer the Board of Health should have should have there should be something in their guidelines especially when you're in a two acre spot well it's in the CMR guidelines that's that's corre we could have a million bylaws about this but it doesn't matter because it's over by this understood that's where it states right that it should have been surveyed and that didn't happen so who's supposed to ensure that it happens it's not I mean it's not me that's a butter it's not I mean I think it's got to be the guy Excavating who's taking the hole and putting it there knows that where the boundary line is before he puts it in okay like just I've never had matter like this come um so I I I would like in there I like States I'd like you to bring it to the your you know the town attorney Count Council and say so what are we going to do here now because we signed off and and they probably shouldn't have signed off on it knowing where it is so I not knowing where it is for that matter well I would recommend that we invite the Board of Health maybe to next meeting first before we consult would Town yeah but and I I I mean I can tell you from previous work experience I've had like these things actually happen pretty frequently people will actually put pools accidentally on on neighbors lawn and things like that and usually there's just some type of easement agreement or something that's worked out well again it was if if it was surveyed per the guidelines in the beginning which it was only $500 it's not like it's tons of money so right which is pretty reasonable and I I mentioned that to the engineer and he oh that that's penis he says for what you know to have figure out where it's got to be right so that's I'm just I'd like to get my money back that I paid to have to do that I shouldn't had to pay and they should have paid right so all right well we'll we'll start with the Board of Health and then yeah and then you need to get back in touch with me and yeah what however whatever okay and you know again I'm waiting and it was some my comments during the Board of Health meeting that I just let you hear that you know my dad passed away two months prior that in the meeting Mr K I think it was Mr kcki there made a comment well well are you on the property is your name and a deed and it's like you're saying that to me here you know whether I would go and complain I don't care whose property is if something was happening not only mine if I saw him doing something where it was encroaching yours or anybody else's I would bring it up to the board to tell them it's not that's not the what to say I mean it was pretty sad let me tell you I mean we definitely need to investigate this further so U it's public forum so I can't comment right and if if there's any other information you need I can get you whatever that everything for the most part should be there it this is a this is a lot so I'll look at it you know I understand yeah I just wanted catch you I appreciate having that much information because I'm still waiting for to get back to the board of health because there were the on who said well we're done with it you know and it's like you can't be done with it because it's your job to inspect it to what needs to be inspected to and that didn't happen right so well maybe we can ask them to come in to our August meeting right that's our next one August 13th August 13th um and so if if in fact they're coming Marlene can you just make sure David knows so sure absolutely you I don't know when their next meeting they haven't scheduled it yet for them because it's and you know who knows it's vacation time people might but let's hope they can come in um and on the 13th and then we can we'll have had time to read this and look at it more closely yeah and then figure out um you she she has the like they have the engineering drawing and and that's kind of even sketchy you know because it says 10 feet from the bound who has it who has it in the board in the oh the Board of Health the Board of Health has I didn't bring you know it's a big thing but uh you know that even States you know feet from the edge but looking at that just kind it's like when our kids drew it you know it's very it's not very clean right but the 10 feet thing is clear that it should be there we will look into it over there okay thank you you're welcome okay there's no consent agenda items correct no okay so our first matter of posted business is um we're joined by our town clerk Elena um uh you're bringing forward a recommendation to reduce early voting hours for the state primary election yeah so historically primaries are slow in town especially a state primary um and I just the state allows us to reduce it and with mailin voting now and you can still do inperson absentee there's a lot of other options and I just thought this is a way to cut back on you know so you would recommend going from how many hours are normally for current done and what you would you recommend going through yeah so usually on Saturdays we've done like a full day like a 9 to 5 o' I think we did for the presidential primary and we actually only got 14 voters for the presidential primary which that was really not a lot um but we have to do um for the weekend we have to do at least four hours this says the state so I was thinking like a 10 to 12 or I mean a sorry 10 to two um for that and then during the week it's our regular my office regular business hours but I can cut that by to 25% which is under two hours you have to have a minimum of two hours so I was thinking just to make it easy doing the same hours we were going to do on Saturday and do 10 to two for four days yeah Saturday Monday Tuesday Thursday I mean is there even any contested races on the ballot the only one on the um Republican ballot is the um I think that's a one let's see Senator and Congress that's the only one the Democratic ballot no contested libertarian there's nobody on it so and we're mailing out over 500 vote by mail ballots already because the state you know has been sending out postcards so if you didn't sign up already they send another round of postcards so there's definitely a lot of other ways to vote right yeah I mean there's yeah there's a lot of options there's a lot of options I mean of course we want to make sure that we're preserving the most options and the most opportunity for people to vote but I think even with those reduced hours there's a lot of options and then of course yeah you know the absentee the mailin right and then I happen to love election day I always vote on Election Day I want to come to the polls that's just me Reduce by 25% you just need us to approve it yeah you just have to vote that to reduce the hours yeah okay it's 25% but I'm actually not goinging in your letter the Saturday through Thursday Monday to excluding Wednesday yeah 10 to two yeah and we'll get this information up on the town website and out on um social media so people know when it when it will be I have to Y have to publish it multiple times yeah because actually it's coming up it's at the end of August I know yeah it is coming up um okay I'm fine with that I mean I think it's a I think it's a fair recommendation yeah I think it makes sense yeah that's I know I was looking at it I'm like you know it's so slow I mean if if if you were swamp it wouldn't make sense but if you're I know I looked back at all the like presidential primary which would be much busier than a state primary and still yeah the numbers just aren't they're not high right now what does early voting cost us um it really it dep I mean I usually have at least um two people two shifts each day um plus myself and my assistant usually helps so yeah it's I don't know the cost off the top of my head people yeah right yeah we sit here all day and they have plenty of other options toan it's not like we're shutting down early voting we're just yeah yeah okay and there's a Saturday option so for people who can't come during working you know regular working hours right the Saturday option and if they're out of town and they don't want to do the mail they can come into the office and vote in person too there's definitely other options so just for the sake of of people at home so the early voting hours would be Saturday August 24th from 10 to 2 Monday August 26th from 10 to 2 Tuesday August 27th from 10 to 2 and Thursday August 29th from 10 to two yeah so several options I'm fine with that did you make a motion I'll make a motion to to reduce the votings 25% as presented by our town clerk it's not quite reduced that much say yeah the just her just yeah thoughtful presentation appreciate it thank you um I'm using the wrong agenda here okay so topic two is the Hampshire Public Health shared services collaborative intermunicipal agreement for public shared Public Health shared services and and this is a renewal right Hatfield has had a a three-year agreement with um the city in Northampton and these other communities that participate ammer Chester Chesterfield cumington East Hampton grany Hadley Hatfield Huntington Middlefield Northampton and Southampton and planfield and this worington just for the sake of people at home this provides what type of services to to the town uh so this is through a grant PR program um and they it's northampton's public health nurses right their services and and resources I mean when we entered into this three years ago thing times were much different and the that's when we were using their contact tracing and all of that right right it was yes it was during Co yeah and as a result of Co this developed this developed but it's all yeah it's all by a gr doesn't cost the town anything no it doesn't I'm fine with that anybody have any questions no my understanding that this has worked out yeah well so I I think theard of Health recomends it yeah okay right I'll make a motion to approve the Hampshire Public Health shared services collaborative intermunicipal agreement for public health shared services with the city of Northampton second motion maid in second any further discuss question no all those in favor I I topic three is the Town Administrator search and that is developing developing I know I don't like thinking about it but uh at at previous meetings the select board did uh establish the the search committee how it would be made up um so we'll have a finance Committee Member representative that will be Sean Barry select board member Mr jorski school superintendent Connor Driscoll Town moderator Bobby betel treasure collector Tammy wendowski and all of those individuals have accepted oh very good the invitation to serve on two more people right so two at large um you have received four letters of of Interest so we have letters of interest from all very good appli Amy Han David Kier Michael Cahill and Anna H Hut um I I appreciate all four of them um submitting their um their letters I guess I my personal recommendation after um thinking about this I would recommend Dave Kier and I would recommend Anna Hull Hut and I those are my choices I've worked with Dave Kier on um committees and he is very organized always shows up like he's just really really great to work with on a committee and I have also served on a committee with Anna H Hut and likewise um really really great to work with um so those those were the two that would be that's just my two cents um I I think that Amy Han and Michael Cahill are also excellent candidates but that was sort of my thought process as I looked at those um submissions so I think it makes it harder when you have four excellent candidates to pick from and it it's tough but I know Anna has been very active in the community uh with celebration committee and other other functions and she I think she'd be a great kick I mean pick and then I know David has been very active he's been on the capital planning and and he's been very proactive with the schools and a lot of other stuff and and I mean Mike K Hill's done a lot for this town he's been around and you know Amy has got great credentials she was active with a historical commission so I mean two of any of these four to me would be a good choice so I mean I I don't have a problem with what you're proposing it it's hard to to pick I would also add that in Anna's role and and really um to some extent even in David's role um really firsthand human resource work in their professional lives so um good point involved with other searches other hiring processes you know overseeing employees and all of that so I think those are um attributes that are going to be really important to the search committee people who have you know sort of direct experience with um hiring and and supervising and all of that so did you I mean both of those two picks have been very effective and working with groups too oh yeah they're all they're all just totally amazing choices yeah I had looked at that and I would I had narrowed it down for myself for between Anna Hut and Mike Gill yeah for all the same reasons I I guess I would I you know Mike would be great choice David's organizational skills and commitment to when he's on a committee I mean he keeps us on Capital planning have you ever served on Capital planning with him yes I mean he keeps you oh it's a it's a tight ship that's being no I did not I did not when I'm trying to remember when I was in capital planing it was uh posf spelly very thorough does his homework sort of outside of um you know when we're talking with department heads he'll you know go and meet with them sometimes ahead of meetings and stuff so I can't argue with Michael being a good choice too right I would just add that you know Michael brings his financial background you also have a finance committee member with financial background on the committee too but Mike Mike would would be very good too but um just thought I'd mentioned that well Anna gets youque animous approval I'll make her feel good all three of us had her on the list she's she's wonderful to work with very smart um so I I don't know I I I still would favor David but I mean what about you I mean I I do like we I'll go with Anna and uh here I have no problem with that are you okay with Dave sure okay okay um I'll make a motion I'll make a motion that we appoint Anna Hull Hut and David Kier to the search committee all right excellent and oh yeah a motion made in second any further discussion no I I mean all those in favor I I'm just getting all out of out of order but yeah it's too bad they couldn't all four be on there because they could all four contribute in really um effective ways yeah that's really how nice is it to have to decide because we're usually for volunteers for things okay um review Charter Marlene um actually I thought it was included in the pack is that that little flowchart thing uh no I mean I that had just been added um you know actually you had seen that previously the only change I did make to that was I had um modified the the chart by uh we had consultation with screening committee after review profile with select board um so we've advertised and and you know we're looking for recruitment now comes consultation with the screening committee so my question is if the board would like to um invite have the uh search committee invited to its August 13th meeting to just go over the charter um so I am sorry um there there should have been from Charter or the chart no there is a charter there is a charter um the town clerk provided oh actually it might be in the signature for so there's an appointment form and attached to that if there isn't um I will certainly provide that at the August 13th meeting okay um but there is a a charter from the previous Town Administrator search so the town clerk included that Charter it's really the role and responsibilities of the committee okay I I've just signed I I'm the only person who needs to sign the shared servic so I I just a thought um if or a suggestion if the board would like to review that Charter with the search committee or they may be very comfortable just um going ahead I just thought that maybe you might like to give some instruction or Direction and so they're just making a recommendation to the select board yes they would hold the preliminary interviews okay and the interviews will be open to the public preliminary are not open public those are held in executive session the final interviews would be open to the public executive session of the search committee yes okay so um yeah I mean I I think it's fine to ask them to come in understanding it's vacation season and some might not be able to be there but might be nice to touch base before they really get into the um heavy work so are do we have applications coming in we do really there's probably 11 already are you serious yeah that's great that's yeah surprising I I expected there would be you know but actually it's there're still coming in can I backtrack are we supposed to actually make take an action on the other oh you well you did vote to appoint them didn't you or you named the commit the two at large we actually vote Karen to the Bobby betel and Sean Barry you haven't done that yet I don't think we did no that that really is the purpose of tonight's meeting um taking up the search committee they need to be so we did the two at large ones but we skipped over doing okay so I'm gon to need a motion um to appoint um Robert betel Ed jorski Shan Barry Tammy wendowski and Connor Drisco why don't you go ahead and make that okay sworn in before we meet with the committee to make sure everything's absolutely official I mean between now and August 13th they could have a meeting posted and just organize anyway um provided their sworn in before they do that yeah so you'll send them all an email that they have to do that okay well we thank all of them for that I'm excited to get started with that process all right so next item is the um approving the Teamsters Union Local 404 labor agreement and this would be for the coming three years so July 1 2024 through June 30th 2027 this um contract was negotiated um by Greg um with the union and uh the union the union members the Union steward department head um appreciate the work you did on that it took a little while but we got there so um so unless anyone has any other discussion I mean we've talked about this a number of times so I want to thank Greg for the work you did on this yeah you did well you did your first contract Greg yeah on this side of the table Yeah on this side of the table right okay so I will take a motion on this I'll make a motion to approve the Teamsters Union Local 404 labors agreement July 1 2024 through June 30th 2027 second a motion made in second any further discussion no all those in favor I yes Greg thank you okay Ed you have to sign that okay so we did not from my excuse me my conversation with Marlene we discussed the resignation of Barry leay as veteran services officer which we were all very sad to here um but we didn't officially take a vote to accept that so that's just a little housekeeping we have to actually um make that vote okay well I'll make a motion to accept the resonation of Barry Le with regret as veteran service officer second motion made in second any further discussion and then along those same lines we have here the veteran services intermunicipal agreement um between Hatfield and um I mean excuse me between the city of North in in a number of towns ammer Chesterfield Chester cumington Hadley Hatfield um Huntington pelum Middlefield Williamsburg Goan and Worthington this is just to provide um veteran services um veterans veterans agent Services um to the residents of Hatfield which is this is a really we're lucky we have this ability to have enter into this um so that our veterans are having their benefits monitored and looked after and attended to so this agreement is through June 30th next year yeah it's a year-long agreement so motion was made and seconded did we already make a motion I I made a motion to accept the resignation oh no we moved on to the contract Ed okay the veteran services contract with Northampton okay so we did did I take a vote I I don't recall sorry all those in favor I I sorry I just want to comment if any uh honorably discharged veteran in Hatfield is interested in the veteran service position to contact town hall or contact Marlene so I'm pretty sure though this agreement locks Us in for the full year for the year but we would it a year goes by fast it does oh absolutely goes by fast so that's fine yeah okay now I'm ready to move into the I'm sorry thank you Ed for keeping me on my toes I move too fast sometimes um okay so so we have the uh the agreement which we've we've entered into this before intermittently as we've we have you know since we lost Jerry Clark we've had fits and starts here with our veteran service agents so does anyone want to make a motion on I'll make a motion to approve the fy2 veterans District contract with the city of Northampton second motion made in second any further discussion no all those in favor I I this only requires my signature okay moving along Town Administrator Marlene the Smith Academy Park pavilion update so that project has closed out all um final submittal have been received by the town from from kaider Corporation and I just like to state that I think in my many many years of working in municipal government and working with a contractor this is one of the best contractors that's nice to hear yeah absolutely um and the architect Mark sternik was very good to work with it looks nice it does um I the concerts every concert I have not been able to go to we've had something where I couldn't I which bums me out because did the last one get canceled because no they had it last Last Friday yeah it was Friday we were gone it was good yeah the building restr is illuminated at night which is beautiful really nice yeah great so I had a resident ask me what the final cost was on this version of it so this was $214,700 yeah and that was under budget right actually it came in and came in under what we had estimated came in slightly under I think we had estimated around 300,000 right so that's a big savings mhm it is yeah so our uh being persistent and trying to push it to get get it done right save the town money well great we kept putting it off right because well the the first bids were extremely high we only had one bidder well and then it got the cake and the you know there was there was and fortunately we finally got a bidder that's from town yeah to do it so that worked out nice yeah I mean for many contractors they look at that as a small project you know that they're not really interested in but um yeah tier tier did an excellent job on it that's really really great to hear so well that's the saying the better things in life take time so there there's a example yeah and we had periodic progress meetings with them um and those went very well they're they're so organized that's really great to hear yeah um well thank you to kaider um and how nice that it's a Town based H business yes um okay Marlene Mass Works quarterly report so we have have closed out um the fiscal year uh I just submitted final reimbursement for um the period April 1 through June 30th um the request for reimbursement is for $352,500 and and um so just to also uh let the board and the towns know Town people know um we have expended a, 97,5 76 and we're moving slow we are um so I I know just a few weeks ago um I was was communicated to me that the Project's behind by three three weeks um it doesn't appear that they're you know gaining too much momentum and and it's a dewatering that's taking a while which but we're we will not be entertaining additional costs on this to the best of my knowledge we have yeah I mean we will not will we will not yes no I I understand completely exhausted that engineer has been you know not IED that we anticipate closing out this project um pretty much to substantial completion in October I mean he expressed to me via email that we were also behind on the wiring in the pump station but that was going to be done this week or the end end of end of this month yes good point because it had been previously reported that it was going to be done in jul uh early July the the last the monies when we we did the last monies we had the contract sort of modified and that was supposed to have been done and also we have a completion date in the modified contract so now it's basically up to the contractor to meet that and and if he's not getting it done on time it's on him not on us right I you know I I I drive through there every morning um I haven't seen any work at the pump station I either so we'll see I'll follow up on that and we'll see at the end of the month he does it someday there's going to be an agenda this is not going to be on it you can only hope were you working were you I I don't know if if you were here Marlene when I was on the board before and we did Bridge Street and it was the never ending yes were you here Bridge Street was that the bridging Gore project it was all down Bridge Street it was a big big project and it just it was years we talked about it at every meeting yeah okay well it's hard to keep track of all those projects I know do you have anything else uh the comprehensive Plan update quickly there Feld 2040 comprehensive Plan update so um the the core team which consists of uh planning board chair Stephanie slig uh Mickey Sanderson co-chair and Shan Robinson co-chair myself uh and our consultant Patty gamberini at Pioneer Valley Planning Commission uh we have been reviewing um the final documents close the action plan documents um and so you know they have been instrumental in in reviewing that um and so you know I I do appreciate their their help their assistance with that um so we are currently in the progress of submitting to um the executive office the EA our final report and request for reimbursement oh good so I'll I'll have you know that um requested number for the board the next meeting but it did close out on June 30th now it's just executing all the deliverables which is a lengthy process very time consuming I'm just happy that that project has I mean it's hard to believe two years have gone by I know it went by fast for those of us very good I'm sure it wasn't fast for you and oh yeah I mean we were meeting monthly um but you know for the core team um we were meeting more than you know Not only would that you know monthly meeting but having conference calls other times during the month a lot of work yeah the committee did a great job they did yeah very good job so at some point will there be some type of presentation there will um so we're looking at September August the planning board anticipates seeing the draft action plan which you know they are supposed to receive the draft and then they will present it to the select board good yeah I look forward to that you did it's a lot of work and and also I just wanted just to backtrack a little bit I know that reporting on the mass Works has got to be a nightmare um actually that's a little smoother than the MVP action really reporting yeah yeah that that reporting is is is very time cons consuming and um uh a lot of detail pvpc I know the consultant we've been working in working with she's had to put some of her own time into it because it just it's it's a grand project interesting and I I don't you don't realize until you you're you're into it what what's involved and what the town is required to to produce pvpc has been great to work with also and and very supportive yeah well we're lucky we had Stephanie and Sean and Mickey and who was the other one uh Shan Robinson Mickey Sanderson Stephanie I think yeah because Stephanie and Shawn were the two co-chairs and of course Stephanie's the planning board chair well so and then Patty gambarini from PBP some point we'll have a chance to formally thank them but yes you will certainly want to recognize their hard work yeah yeah you know I just want to add that it's just there's it's the management of the program and the Grant and the in-kind services and invoicing and it's just you you have to account for everybody's in kind time well and it's it's a lot it's it but it brings up a good point is why I know I keep talking about this but in the um administrator search that experience with grants is so important because I I've had to report on state grants and it is yeah it's a lot of work it can eat up a lot of time it can eat up a lot of time and and at times you know closing out the project in year one and year two you're you're winding down your fiscal year at that time but between January and and may you're develop Ving a town meeting warrant and working with the finance Community select board and trying to play the role of Town Administrator of you know with the project and managing that project it's it's quite a bit quite a bit of responsibility with that it's kind of interesting that a state Grant would have a deadline like that I mean obviously has have a you know fiscal year deadline I mean I get it makes sense yeah but it's it's a lot of things all bunched together and it is yeah yeah well good job on that thank you yeah timing could have been better many times but it's it's done it's completed and I think the board will be very happy with it excellent well I can't wait to see it do you have anything else well under old business we in moving into Old business sure we can okay I mean I did notice that the balcony is is done it's it's p need the heat pumps in so that's that's a good thing right one heat pump pum is in there's two more to be install my my curiosity would be on the TV studio and and trying to see how we can move that along that it gets gets gets done so you know me I'm always pushing these Pro from behind and that's okay and so we what do you have a projection of when we'd be moving upstairs wall yeah yeah right the tables are up there the new tables they're nice the ones that John picked out the chairs are up there nice so it's an issue of some of the stuff how it gets moved out of there uh I don't know if we we now work with the Historical Society on setting something up to at least get that stuff out of there yes and then you're still coordinating John still coordin I mean we have an idea on the TV studio the layout and the break room right I mean there's plans it just has to be what bid on or an estimate on or no I just need to you know tie up some loose ends with the contractor and and see how soon he can start okay um there's still some I think a little bit of electrical work to be done up there um but I want to touch base with the contractor because I want to check with him and see if there's any work that needs to be done before he actually right starts his work do we have an idea if we're moving ahead with the other arpa projects and getting those because you know we're under a little bit of a time constraint correct did those so there was the okay um and I at the last meeting the board wasn't ready to to look at other projects that evening well we don't really have any money left there's a little bit of money left some money but we wanted so we we wanted to wait because um we need to see what may be left and then we sort of had thought that it would go right towards some fire department turnout here because that can be ordered so oh and the other thing I was just doing recently with the accountant was looking at projects that had been that were funded with arpa but plus we want to make sure that the upstairs gets completed and also the cost would be to move the stuff back here okay uh there's going to be a cost associated with it get bringing the stuff back here right so oh yeah so that's going to be so that's yeah so oh the moving of yeah yes I I've been communicating with the historical commission about that I'm just waiting for them to get back to me because we'll need to arrange for a mover to relocate the it I don't know what the the cost was when we moved it over to pic I never saw anything on what the expense I remember what it was either yeah I could I would assume they'd prefer to get things moved before it's bad weather or anything like that yes absolutely we had items moved from the library Annex and Benson's um so they're only you know pick the Mover will be picking up everything it's going to still be the same number of items um but I understand that they have added to their collection and we don't want them moving this stuff he back and and shoving it into to the wrong room and letting it sit there because those rooms are going to be uh used for meetings and media center and TV so my understanding the balcony would be used for storage but they would have some items on display up that comes afterward I mean I just yeah I just don't want to see all these boxes sitting there and and now we can't do any anything with the rest of the the media center or the TV studio or the breakroom um yeah are so are we done with that discussion because I have one more thing I I just want to make sure we're on track to be ready to have a special town meeting for the Culvert oh so I am working on the fitting that in working on the bid specifications to get that out to bid um so yes we we should be able to have a special town meeting and that's September 10th right we talked about having that on September 10th we did talk about September and yeah off the top of my head I'm like did I think we decided it kind of had to be the 10 yeah I think there was a reason I just want to mark my calendar okay okay okay so culer and the last item I want to bring up is when Phil comes back we'd like to get an update on the water treatment plant project because I see activity out there oh yes and also there was uh three grants that we signed for uh has has there any been any action yes the uh drain water the sewer water oh that's separate from the wastewater treatment plant that's with the state revolving fund d right um so that's the storm water the drinking water and drinking water right so um asset plans uh asset man management plans so I guess correct so that that's separate from the Wastewater so um the supplemental appropriation of of the one point .4 million that was authorized to town meeting um I've been working yesterday and today on the on the loan application so USDA moved that deadline up to today so we were thinking it was going to be in October and they moved it up to today um so I have completed as much as I can it's it's all done electronically um and so certainly with with the help of the treasurer for finance and Eric mels has been tremendous um entering data and just collecting information to submit however there are certain certain areas of the loan application and it's extensive um I I'm I'm sort of locked out you're supposed to enter data and so those are coming up as errors but I it won't it won't allow me to enter so I have reached out to um the representative at USDA I you know there's just two areas that are holding holding that application back so I hope they'll still accept it tomorrow um but the intent was to submit it today why would they move it up I don't know how much notice did they give you uh I received a notice I think it was early last week yeah wow yeah so I've been trying to piece it together but then the last two days today I have just been locked in on that all day well thanks for doing that you're welcome like I said Eric Ms and Justin Skelly and Dave pricket at um DPC Consulting have been very helpful too some of the information we're from the previous original application we were able to use but of course they're looking for current um uh usage volume flow the budget revenues wow yeah all our debt information wow yeah well thank you for staying on top of that yeah I mean and finding out that the deadline was today yes as it came as a show I was like [Laughter] what that's insane yeah and of course the timing again because you have people on taking vacation time that you need to contact to get information from so yeah you're waiting for them to return from vacation okay I don't have anything you know I don't think we did any announcements I didn't have any but I I just realized did you have any
