discussion for the 2024 best practices inventory and we'll get a little fill in from our administr I'll try to be brief that's that's an attempt not a promise we had a very impressive starting number though yeah so um the good news and and it's pretty much all good news we have uh of we're required to get 35 out of 46 and A2 possible points in order to qualify for all of our state aid we had 44 and A2 so we're 9 and a half above where we need to be um a couple comments that I that weren't in my memo um there are a lot of unscored questions most of them have to do with either lead pain inspections or affordable housing um on the latter on affordable housing we seem to be pretty good sh shape um because we're answering yes on pretty much everything on the lead pain inspections um we're not there but since we're moving forward with our ordinance and with uh a contract um to hire someone to do them we should be in in in much better shape next year which is a good thing because when there are unscored questions they often appear in future surveys U best practices surveys as scored questions so you know we want to have you know things in place so that if they turn into scored questions we uh we look good and I and so we're moving forward with that and so unless anybody has any other questions or comments uh that's that's really um all I need to tell you any questions okay a marked improvement uh in the driveway um so I know that uh we are on top of it and I thank everybody for that that's it yeah he is organizing the debris but he's recycling other than that no Mike no not day was great I just it's improved I wouldn't say improved but um thank nothing tonight Joe all right let's start with the pump house is there any update on the pump house at the pool lot I see that they've uh they have ConEd it off they've yellow taped it off but there has been no we've we've uh we had gotten a price to do some repairs and then we were told it was going to be more so we're looking at other options including demolition and re and replacement or just simple demolition um because I'm we're not sure it's worth the money that we're now told it's cost would cost to repair okay yeah I think don't they store one of the tractors in it right yeah one of the Gators yeah one of the tractors yeah we could look at a shed yeah that's what do we put it do we take it all down it's it's we think it's kind of expensive if you take it all out because of the the footings and everything there but can look one possibility is can we can we erect like say a metal shed on this on the same Foundation at a reasonable cost and so that's one of the things we're looking at all right for the next item pruning at 89 May has been completed the day after the council meeting so thank also check it out and keep our town safe and now I'll turn it over to our attorney Michael Pasqual thank you mayor uh on the agenda tonight for introductions and ordinance that puts a lot of stop signs in town um I want to personally well one of them is anary and Lori is going right in your little neighborhood there um which is is a nice thing I want to personally thank citizen Chuck bar for apparently driving all over town and pointing out wherever there is no stop sign so thanks to Chucky for being on the ball he located most of these uh problem areas anyway uh briefing schedule for the briefs that are due for the former pyroa site and our our Redevelopment ordinance was pushed back for one month uh so briefing briefs will be due October for them November for me um last thing I'm going to report on is affordable housing is coming back up and as you know uh the new fourth round begins 2025 on October 20th the DCA is required to issue new numbers for every municipality uh the flaws and the methodology of course is it's not every meth municipality Urban Aid municipalities are exempt from creating affordable housing and rather than reduce Urban Aid municipality share out of the formula it's added into the formula and Falls disproportionately to municipalities like ours in addition what happens is the methodology under the statute is not based on what can realistically be built but rather it's based upon how many households need housing has no relationship to what is sustainable and what we're going to get is numbers that exceed actual building permits issued by five times uh the number issued over the last 10 years uh the The Institute of local government attorneys is drafted an alternative which I'm sending to you tomorrow uh what we do is say take the total number of building permits issued divide by five 20% that's a realistic number you can expect to be built in the next 10 years and this is Coos for new construction uh not replacement construction it'll bring the numbers down to something that actually makes sense um but again we're going to get new numbers they will make no sense to anybody Hawthorne's obligation already exists at over 200 from the last round which means we'd have to add a th000 new homes homes in order to generate 200 affordable units um the the it's all being driven by a guy named Adam Gordon he is the person who drafted the legislation he is fair share housing and the biggest contributor to fair share housing is our governor so that's who's driving everything um we want to continue to oppose uh the the lawsuit that was filed by a handful of municipalities is not picking up a whole lot of momentum and of course they're being called elitist and uh all white communities and racists and all other names but the truth is what's being asked is just too much anyway stay tuned and next year it'll be fun can't make it up thank thank you Michael and now turn over to our engineer Joe burn thank you mayor um the galvanized water service line replacement phase two uh closeout documents and final billing are currently underway uh the fifth and Central Avenue improvements project uh the final invoices for Resident assessments are currently being prepared and a public hearing on the same is being scheduled and the 2025 roadway Improvement program for the uh local Aid and the general Road program resident assessment inspections associated with this project um are scheduled to start this week um the initial inspections will be complete by the end of next week and there will be later final inspections for the assessments later on the Project's life as um final project documents are finalized and that concludes my report mayor thank you Joe and now I'll turn it back to our administrator Eric ma uh oh I have a long one um regarding our our new radio equipment this project that's been ongoing for quite some time um we're finally nearing completion um after a a long delay and getting the back hul Connections in place for remote sites specifically from Verizon from from uh Washington School um our new uh fire radio equipment for the fire radio system which will also provide paging for the volunteer ambulance core um it should go live by the end of this month so we're finally getting somewhere um at its meeting last week the Morris County Joint Insurance Fund of which we are a member introduced its 2025 budget with a 4.99% increase over 2024 Hawthorne's individual rate increase could be slightly more or less than that depending on our specific uh risk factors uh the biggest driving force for this 5% increase is in property insurance where IND industrywide losses due to more frequent extreme weather events coupled with the rising cost of construction are causing higher rates without this uh big increase on the property side the increase for the Gip would be closer to 2% um but the property insurance Market is just going uh wild um as reported at the past couple meetings bids for solid waste disposal for the next five years will be received and opened on October 30th with the expectation of an award on November 6th the results will have a significant ific impact on next year's budget the previous contract was awarded in 2019 uh hawthron is the lead Agency on this bid for Collective of a number of P County municipalities bids for phase three of the water service line replacement are due on November 7th with an expected word on November 18th uh within the next week or so I expect to make a final recommendation to the final finance committee on water rates for 2025 and 20 26 for a fee ordinance to be introduced on November 6th although water sales and collections are going reasonably well we are facing significant Debt Service increases both for posos treatment and water service line replacement both of which are State mandated projects uh plus the periodic replacement of pasos treatment media as a major new operating cost um just comments as I normally have on resolutions are 144 um is for the W of uh fall tree planting the cost the per tree cost of new trees and the bid being wed is up 10% from last year um we're still um better you know with with our low bid this year and last year we're still significantly better than the alternative bids we received uh the per item bid prices on laboratory services for the water utility uh on r145 are up on some items down on others compared to current rates it appears that there should be a a a 5 to 10% reduction in cost overall depending on the actual Miss mix of tests that are required during the year r136 um authorizes um our participation in a leap Grant application a leap Grant is money from the state to assist implementation of shared services the the particular shared service here is one being spear headed by P County to provide a fiber optic Loop connecting municipalities at this time we are only agreeing to participate in a Grant application to the state if approved and we then decide to go forward initial projections show a cost savings compared to our current cost um through light path so it looks like it could be something positive for us but um we're not there yet um resolutions r47 and 148 authorize use of the competitive Contracting process rather than traditional bidding for two Services one is late lead paint inspections which I mentioned in earlier and the second is management of police off-duty employment an ordinance uh 2 2351 would allow passing on the added costs for the former um um contract to contractors this is what we're looking to do is do this for psse and G um and for other large entities and for out of town entities when office to go out of town everything for homeowners um small businesses in town nonprofits in town and our own projects we would continue to manage as we've done in in the past and so there would be no add-on um cost to anybody um request for proposals for the both the um um contracts are currently in the development with the goal of having contracts awarded before the end of this year and that concludes my report thank you Eric Mr President will answer any questions that the council may have anyone have any questions questions Joe Joe is there any update on the traffic situation on wag and Lafayette and Lincoln and wack uh yes there is um so on October 11th the last Friday um Frank dausi from our office uh met with Bill and Mike from DPW and uh at the intersection of lafed WRA um which is a uh a burrow controlled intersection um they modified the left turn phase at that intersection to help alleviate traffic condition because that has an impact on the uh the wagal Lincoln which is county controlled uh which we currently um in talks with the county to make updates to that um so at the for the time being uh We've made updates at uh Wacker on Lafayette um bill sent an initial you know email report just kind of saying that um it looks like traffic has somewhat improved at that intersection with the with the updates to the left turn signaling um and I'll we'll keep you up to date uh with developments with regards to the uh wack girl Lincoln intersection as we make Headway with the county perfect thank you next is there any update on the temporary no parking signs I had asked last time we have temporary new parking signs that have been up for at least six months and they're really starting to to look not good I know I know Bill is looking into it uh with the county because they're they've given us a uh they'll make our signs for us basically at cost so I know Bill's looking into it with that excellent is there any update I'm GNA ask um lry any update on 94 elbron I'm so sorry I refreshed my memory it's the abandoned house with the items on the porch and the backyard filled oh yeah I I I can speak to that if you don't want you sent me an email but it has it doesn't look different okay cuz I was told that there was a dumpster there and the dumpster was basically full uh and that was just uh the end of last week all right I never got an update from that but great but when I walk the dogs everything still looks looks like it looks like spo's house well they I get what happened I really do the kids don't want to come back and take the stud them so they're just emptied the house but they emptied the house onto the porch in the backyard correct well the from what I'm told the dumpster was basically full I don't know what size dumpster they had but uh I guess they took it away and they're going to I would hope that they come back again I'll check with Walter on it awesome thank you um the last one is uh so I got a at the Hawthorne day someone came to me and said she was told that she needs to call the police when a car a vehicle business owner parks in front of her house so she called the police the police said they couldn't ticket it because the no parking sign that's in front of her house is not enforceable fair housing since we're going to be getting these numbers that it's going to be um very difficult for us to comply what will happen we're going to have to look at every property in town to determine what can and cannot be veloped and uh first thing we're going to do is challenge the numbers though so that'll be the first step every municipality will likely be taking which is to challenge the numbers the second thing and we'll be meeting probably um going to request a meeting with I think the ordinance committee Frank is a likely place to land with it with uh John sabbo and myself and your committee I think is the likely one to consider what responses we need to take preemptively so we probably want to have that meeting sometime in November okay so unless Frank you think a different committee yeah I was just going to ask stuff you've heard have they included theable housing units in the backyards it's I know it's making it's traction and then it's showed up in a number of the typical towns that you would expect them in not so far La uh you hear talk about it but I'm not seeing that that's where we're going okay my concern with this is even if you know there is some some movement to push back on this but it's not change because you know New Jersey and its Infinite Wisdom knows better um and I know Hawthorn there's not many properties that can still be developed where does that put us do the vacant land adjustment Bacon Land adjustment that was not going to be the same as it was and those are some of the things we want to adjust talk with you about is ways we have to look at some properties and again um you tell me what committee Frank but U thinking ordinance so hi TNS hi Frank prob man give me something taking a consideration of infrastructure I can't handle no the answer is always going to be built infrastructure we can't afford it I mean to build a puming unless you are in the highlands or some area where the D holds sway you understand the D published all these regulations that makes development all that much more difficult particularly in environmentally sensitive areas and the DCA on the other hand is saying no you got to find every available piece of land in the state and build housing on it um about the cities why is there a push back the cities are all in favor of this and nobody's quite sure why if you know the old rcas were really what they once were you could understand cities were going to benefit cities are really not other than I guess with the hope that if we build enough housing here there'll be a decrease in the need of housing there but it doesn't ever work like that so I I just want to piggyback on that because that was one of my questions if I heard you correctly you said hathorne currently has a 200 unit obligation now yeah what happened was in round three uh we had a vacant land adjustment but when you get a vacant land adjustment says we we can't build the 230 units you say we should build they say well that's fine then uh we'll just put it into a future round and called an unmet need so we have an unmet need of over 200 units so that was my question does the balance carry forward yeah so we're going to have 200 that we couldn't build from the last round plus another and we're going to have another 400 from this round and be told somewhere just find more land mindboggling just find more land find find land that's the one thing that you can't do judge brogen want chest maybe you can anex a piece of Patterson uh you know just find more land out there want we don't want to comply that yeah because even again judge broen did affordable housing even he knew the numbers were at some point ridiculous it's a it's a joke yeah terrible it is and what are you doing with a a piece of APLE that is owned by somebody that you know has some redem going on or this issues or you know well what are we doing with that we what control do we have about that over what I'm well I'm thinking about uh pan chemical oh well listen I mean those are some of the properties we have to talk and do we want to put residential there you know is that the the problem is it's not clean to a residential standard turn I don't even know that that that can be well there again those are some of the things we have to look at that's multi-layer problems there because the contamination right has to be cleaned for residential which Mike will address isn't that deed restricted do we not talk about that it's not deed restricted it's not okay and and the the other piece of parle that you know it's gone through several hands keeps buying keeps changing over and they're still telling us they can build on it on gal Road and that's not going anywhere either there's not much more vacant property well in this in this B and that's what again that's what John and I would like to meet with you about so we can have that discussion and do some planning and not do it here but okay I I just I I'm just talking out loud setting and then to be able to put forward a plan of how we intend to address it proactively rather than get hit between the eyes with lwuit I'm just ranting thanks that's all right a good job residents around um also um on the one on utter is that is the green barrier up there already yes so I guess I would like they have to grow a little bit but I know we want on the residential side but I guess is it asking a lot to see it also on the highway side you really don't see it on the highway because there's Woods on the on the uh West Side the buildings on the South Side so really just the North and the east side and we have plantings around it okay I'd love it if there was more but grow we're looking at doing some more there said some more yes yeah a little closer together leaves now more visible and we're leaving the the the area that faces the highway just face the highway that's it I know that go Hill was still being worked on until very recently that's why you probably haven't done it well we're waiting for the property owner to give us back the agreement signed with the easement that's the easement right yeah yeah okay very good that's all thank you Dominic Joe what do Grant we're looking for do you know yet um for Road next year road construction What DOT Grant are we looking for looking at yet I mean there's the T there's a typical ler D Grant we we've been awarded um Hawthorne Avenue and and we've applied for but not yet been awarded for several streets which I believe include North watch Grand View and something else there three smaller streets watch is getting terrible yeah so North Watchung Grand View and I forget what the Third Street there were three three smaller streets that were that are in our application um we use the the award is usually made in in honor about December early January and then it we would do the ordinance and the plan would be to bid those along with the Hawthorne Avenue and do them over next summer Eric I had one question for you what is the need for R1 149-24 the state has never asked us for inclusion in any of their traffic I have the same question I spoke to uten macowski and first of all I said why are we coming to H them with it when they can just go to deor drive uh and I mean there's a question of 18 wheelers OPI wine used to get deliveries from the boore I understand maybe they want to mix the cars in one and spread out the traffic to the other but other than good faith in in future I don't know why frankly I don't know why we we've never been asked for uh for Resolutions even when they've been doing projects in Hawthorne at least not that I recall um let alone when they're doing projects outside of Hawthorne and it's not like they're not going [Music] to they're not going to do it if if we say we're not um support it I I I think they're looking to spread the blame if people complain about uh um traffic disruption due to the detours so why would we want to include saying yes to Bringing trucks inthorn that's a good question I don't know why I was told from a uh one perspective would be to spread good faith with Fair Lawn but there's no guarantee it's ever going to come back to usally why is the state asking us for input I have nothing on this one Frank I have never seen I don't know what I'm how long am I here now 25 years I've never seen anything like it myself so I don't know why it's on the agenda maybe the the smart move would be to table table it and understand discussions that want it because if not then we don't see any benefit from it I don't want to go against conversations you may have had with people I I do I do know from an organization I also belong to that a very large chunk of the bridge fell out and they had to shut down the bridge and they have to uh they had to remediate what that chunk was and they diverted a lot of the traffic into our area so I don't know if if maybe this is a hey this is what's coming down the line and we asked you and you guys said okay but I like the idea of tbling it and finding out if that's right yeah I agree can you imagine if they shut that truck laying down and we get it all dumped into our roadways yeah the the the the the the detour plan basically puts the uh the uh cars the truck truck on 208 North does the loop-de-loop at at uh at gole Road and right without leaving the ramps back on the gole road going um right back on 208 going South it's still going to affect even though it never goes onto local roads you can't say that mean even if if it doesn't go into local roads it's still going to back up traffic on 208 it's still going to back up traffic on on gole road as cars try to get and other traffic try to get on and off of of of the ramp so there will be a traffic impact on local roads in hawor even if all of the trucks that are diverted stay on the designated detour I I I questioned why it came up and then I was off last Thursday and Friday when the uh when the agenda got finalized and I okay so I I had basically the same questions right we're pulling 149-24 because another state uh request I know it's a state Highway and a county road that they're dumping it on so there there is no local uh input requir they're not going to fail to do the project where they have this bridge failing because we don't do a uh a resolution in support I just can't imagine why they would that they they they have an obligation I mean they've already had one bridge collapse a foot Bridge um I can't imagine them wanting to have some other uh I'm not looking to stop that project just 500 ft away to take this traffic too I I don't and they're not asking us for us to approve the detour plan they're asking us to support the project but coming with the project will be the detour plan which they've shared with us and I just can only imagine they're used they're looking to share the blame on things and and you know as they do something that they they have to do and will be doing which is fixing the bridge no problem it's when are they planning on doing this 2026 because I didn't see that in the paperwork it's in the PowerPoint presentation that came from the state that I got from the Traffic Division oh I didn't share it because I just got it today or Friday so so what does fair laon say what what is Fair LA of course they love it oh you would think Glenrock would love it majority of that bridge is in Glenrock isn't it but no but the detour is going to go into fairon because you're going to be going to D'Or go through a peachy w and come out by their the Dubrow Rec Center there and come back that way I mean it's never going to do that they have to fix it they will fix it they will put together the most reasonable detour in their minds that they can come up with no matter what we say or don't say um and I guess okay never yeah we're good the followup to that would have been traffic details and and uh who's covering those going have to have officers posted there for this detour so they don't go Trucking through town well you can never say that because truck comes off how do they know that as it gets off you're not going to stop and ask the truck driver are you coming through town are you coming to some place in hawthor or you're coming someplace where you have to go through hawthor as I thank God's telling you this is all right I'm done talking thank you very much all right introduction of ordinances Frank do what but but actually can we just do a weight and truck and wait make them weigh and if they're over certain tonage over those roads because they can they handle those type of roads and we get tickets and we get money out of it they're going be doing that anyway there I know we did but I'm just saying future conceivably we could stop traffic on on the ramps as as as they're in town totally messing up traffic going through town and and maybe catch some overweight weight trucks but I I don't think that is you helps the traffic situation at all that that would just make uh um I'm just saying that would increase the level of chaos we're good have a motion to reord the administrative agenda motion by me second by withi all in the set ordinance be further considered for final passage at a meeting of the governing body in the municipal building 445 Lafayette Avenue horor New Jersey on November 6th 2024 and it said time and place all persons interested will be given an opportunity to be heard concerning the same and the clerk is hereby authorized to direct and publish the set ordinance in the record once at least one week prior to set hearing with the notice of its introduction and time in place when and where set ordinance would be considered for final passage have a motion is that gr a motion oh my motion by Mee that here okay I have my sticky put it on there so okay sorry all right um Barry Houston 235 Washington Avenue uh here for the hockey rink of course and I went to the I submitted to the recck department as well as to Board of Ed bard of Ed had the meeting last night and we were on the agenda unfortunately I can only stay for the first hour due to work obligations I'm assuming they passed it but there's a laundry list of things and then the last one states that any infractions of any of their rules our permit could be rescinded so again this is not really boating too well for North Roller Hockey it's been around for 30 years and just the fact that it's been 30 months since they first started trouble and we are no further along than we were maybe probably two steps back which I don't quite understand and I do get several phone calls of kids getting chased off the rink and I had a uh grandmother tonight 5:30 the gate was open I'm not sure if it was left open by the school because the school uses it for gym although they deny it but we have pictures but that's neither here or there and this we'll call him the mystery man went up to the grandmother and you you're not supposed to be using the rink she says well it was open goes well it's supposed to be locked he goes but I'll let it go this time this mystery man has chased other kids from playing off for a variety of reasons and I'm just I don't know I'm just you get a mixed feeling like you see other activities at other schools going on kids skateboarding on steps kids doing whatever at other schools even past Sunset and the mystery man is nowhere to be found although the grandmother did uh I don't know if I should show this or not she did get a picture of the mystery man a little fuzzy but the point is you get people using the track and everything else what if somebody falls on the track you got people such as the mystery man using the stairs at the bleachers which is dangerous I think and especially for someone that doesn't appear to be you know fit but again just a mystery man who it is so I wasn't there she doesn't know who it was but it's constant harassment which this is not going away and I've I've been asking around if anybody has property and I could get the ring built for virtually nothing except for the boards which we own and I've been getting kids signed up I'm not collecting any money because I'm not sure where we're going this year with this season they they promise the world but I'm not sure that with the way this thing is written if this is looking too promising this year somebody slips up what are they going to do pull my permit then where do I go what's what's my recourse let him do it well I Barry I can I can help you out a little bit on that going back to the last meeting that both committees had our committee and the committee from the Board of Ed we went through the uh the paperwork that the original agreement that was drafted over a year ago um we made a couple minor changes with that and the uh consensus after we went through everything was we were in favor of it the Board of Ed was in favor of it except for one person um then the board president then asked their attorney to write up the agreement and give it to our attorney which we got but it was a long way in coming uh and then we we looked at our attorney and our committee looked at it and we we reviewed it and it was nothing like what we agreed on at the committee meeting so what our attorney did was write up exactly what trans transpired at the uh committee meeting sent it back to their attorney uh maybe a month ago uh and as of today we still haven't heard anything back from their attorney well it's actually been two months but so I said I mean we're this is you know 30 months later we no no I can understand what you're saying but a lot of the stuff that you mentioned really is not in our control right now because we don't own the property the Board of Ed owns the property but let me ask you is a board of ed member allowed to police school property I don't think so I mean I'll answer that that's a rhetorical question because I asked one of the former Board of Ed members to give me what their what their limits are and that's not one of the limits being a being a cop on school property I I can't I know why they pick on the ring but that's beside the point but this is to me it's just it's they're badgering us and maybe you can help me I don't know bar I can only tell you what the mayor said is accurate I we're waiting for the school board to agree to what it was that their committee agreed to and uh there was never a problem for 30 years and now there's a problem I don't know why but there is one um but we thought we solved it and uh we're just waiting to hear back I'm just I'm just concerned that like I said I I got kids lined up I'm not taking any money yet because I don't know what's going to happen and we've already lost another you know bunch of kids that if if I could I can give you a little clarification sure okay um the board approved the wreck specifically the hockey league for the next their next year whatever your petition was it was fromer 30th till that was that was approved okay okay um and the only thing they did read allow is their policy related to the use in general and they and and they made a statement now um I just watched it so I can't speak for anybody is that there was no changes prior to this this has been in on their book so they were just clarifying for the record so take that for what it's worth but that's I mean you can go and you can I'm looking at their agenda and this last paragraph is the one that kind of scares me I mean if Barry here's what I suggest you to do Facebook you go you go right on YouTube hathor Board of Education you can watch the the meeting and um you're you're going to see it during building and grounds yeah portion all right so uh and Marco is the person that is the chair of the building and ground so you get to that point and you can listen to the whole conversation uh you can forward to that and you'll get you you you'll get the same information I did your TV's covered by your homeowner insurance right he puts his foot through it yeah now what this doesn't settle is anything related to the contract negotiations that that's unrelated this is just your agreement well now as far as being used by the public they're not allowed to use it we don't own the property so the school board has the right to determine who can and can't go on we have an agreement that is still in place the school board's position is it's not a valid agreement right now and uh it's expired so to speak so right now um you know that question is not settled I will tell you this there is you know there is concern though about unregulated use of the rink uh just by people who decide they want to do it walking on the track is very different from playing hockey in terms of you know what well I'll I'll agree that was not a great point but you come to the other schools yeah kids are skateboarding all over the place they're riding the motorized scooters all over but none of that should be happening um why aren't they policing that and why are they picking on like a handful of kids down ring oh listen I the it's not the school who's policing it let's be clear about that um but again there's some things that have to be worked out I mean you you can't say that walking the track and playing pickup basketball is quite the same as playing hockey so the Schoolboard has a legitimate concern about liability and we have to address that I'm talking about kids just skating the kid was skating by himself skating is something that should have been permitted full equipment but other kids have been thrown off well we had kids who were playing street hockey not skates street hockey and they got thrown off because they didn't have any equipment on with a ball playing with a tennis ball but again that's not what that rink is for street hockey is played in the street oh but that's like a street that's made of assful I mean let's I mean let's not twist this is beyond well anyway so the bottom line is this we're waiting to hear back from the Schoolboard so if my season folds then what we do I don't know that your season's going to fold you got an approval no but I got people that are just they're not able to use the rink I mean it's only going to be used if we have coaches here correct not I mean I I go down here enough to open up the rink or make sure you know so I sit there and even that it's but but our athletic fields as a rule are not just open for anybody to throw a team on a field and everything's scheduled right right and so we don't go down and turn the lights on a wag one and start having batting practice unless it's actually use the ring they people use every facility daylight whatever I mean now obviously it gets darker but not really I mean we don't people don't go and wrestle in the den if I could butt in the existing agreement that is so-called outdated does state that the rink shall be secured when not in use by the re by the hockey league it states it's contradictive it says in the first sentence shall be secured by the school board and then the second part says it shall be secured by the burrow I guess them as our agent but either way it says it's supposed to be secured obviously you're of the opinion that you want it open for the general public well it also States and true that it's open to the public until 10 p.m. I mean this thing is like full of all kinds of contradiction it does State the original agreement okay says it's it's can be used by the public other than during you're not hearing what they're saying they don't want people on it who aren't you they want the H Hockey League to use it and then that's it permitted people right you know whether it be you or whoever else has a permit for putting a damper on well you're preaching to the choir I understand that but that's the difference of but you're going back and forth and it's going to go nowhere because it's their interpretation of the rule and it's their property I don't like it so we're just wait and see well did you did did the board of Rec and then did the Board of Education uh give you approval for this coming season well B direct did yes and but I get I assume well you you watched it I watched it yeah they they approve my permit but like I said if I slip up in any way but if they approved your permit yes you have to comply what the rules are but then that means that you can utilize the rink right for practice and then whenever you game but I'm just afraid that if those those rules are not new there's always been rules yeah but they're really I mean they're just they're making a minute point about every little thing so well listen I I can't speak for that I can only say though that these rules are not know nothing is different Barry from the permit you got last year well we've been allowed in the past to bring our cars down to unload equipment or whatever this time it strictly says only for handicap people only so that changed I I don't if that's changed or different they did read that Michael that that was a clarification they made that no cause would be going down with the exception of I mean other than the fact well I clean the rink when it snows which I've never they've never gave me a hard time about that like I said we do you we do have equipment I bring maintenance stuff down here to keep the rink up to up to speed and whatever I mean if I drive down is it going avoid my permit but you know again Barry you're you're talking about the difference between you bringing equipment down there versus people coming and parking right during practice which frankly doesn't happen with any other sport so why would it happen here and it shouldn't happen let's put it that way that happens at baseball games that happens at football games happens at bake sales at soccer games wrestling parents drive their kids down there they're not supposed to but they do I mean we've been pretty good making sure nobody parks down there that doesn't belong down there yeah I I like I said you have a permit and I don't know that it's radically different from last year's well it's just the way that last paragraph is written that's never been part of this before but it's always been the rule just they the fact that they're making it explicit here exactly I understand that may be why you're raising concern but they may be saying bringing it explicit because they feel that the rules haven't always been followed that may be what they feel or whatever I don't know what the facts are there but that may be the reason they made it uh um explicit but I think there's other reasons but I'll go with your saying okay I'm saying maybe can I make a suggestion sure I would probably ask them to sh to give you a copy of all the rules that they want you to comply with at least you know about it on paper so you can read it and get familiar say I don't want to go out of the line at least let me know what I'm supposed to do and what I can and can't do oh I'll leave you know Ricky that's a good starting point at least I'm kind of persona onr at their meeting I've been called an agitator and some other things well I'm sure if you reach out to the superintendent he'll he'll accomodate email I'll ask him for and just tell tell them why you're looking for it in a non-confrontational way and I think you'll you'll get some success out of that my favorite word is I'm very adversarial no hard to believe such a nice guy teddy bear but I do thank you for your time and I hope that you can get this resolved we're waiting to hear back from them we're we're approaching the same length as the Korean War okay so just just saying when when's your ter up from fatality because if I got nothing to do bar when did your season start we like to practice uh like around November 1st our my permit is for the October 30th so uh games don't start until December you know we have to wait for soccer kids football kids so on to finish up their their activities and whatever but we try and get the new younger kids we actually almost recruiting enough I hate to say the word but the division think got to change that name Junior Juniors no no we have Juniors we have seniors kwis the little player division Ks are the ones younger the midgets I hate to say that how many children are involved Barry we've been carrying about like 30 40 kids but we haven't had a the team now for about five years it just I lost my parents that recruit and so one but I have a group of parents that are actually putting together enough bodies I could probably have a uh a younger team so which helps grow those grow I mean even even without that team we've been growing we've still maintained our Junior and senior levels at a at a pretty good clip so and won your divisions and won it like I said hate to say it but we are the most successful program in hathorne but over 30 championships in 30 maybe that's why they're and last year you won all three uh two we only had two teams but I mean actually well the the seniors were three Pete the Juniors got robbed the year before but they would have they would have been a three p but so you saw the rule about steroid testing right we don't we don't oblige to them I'm just saying but that includes coaches we got Costello I'll give him a shout out because he's watching he wouldn't come tonight it's busy but um like I said I mean it's we've turned out some great kids uh you know nobody's gone on to the NHL but we got a lot of doctors lawyers too many policemen funny part is the cops are the ones that spent most of their time in The Penalty Box but that's neither here other than that they were adversarial yeah but thank you very much I hope this
