just put a lot of junk on his lawn and we threw it out so that's hope thank you C he's he's apparently refilled it so well yes and unfortunately we'll keep giving him summonses for what he's doing holiday season so people will be being buying like big TVs and all kinds of electronics and just keep your poly styrene and you can bring them to the recycling center CU we are not doing the collection in January because we have a permanent location Moren and I were talking about it tonight so I'll be putting together a press release to remind people to bring their polystyrene to the recycling center after the holiday thanks what should I do with my styrofoam though you can drop it off you can go any day you want it's seven days a week you can bring it to the recycling center thanks Joe and just to note that and thanks to our mayor it is now open seven days a week and I have no new business well we'll turn to the administrative agenda presented by mayor Lane thank you Mr President this evening we have an attendance Doug strike on December 31st Doug will retire as CEO of the Christian healthc Care Center after 34 years of service to Christian health Northern New Jersey based senior living and Mental Health Organization Doug was a Visionary leader and a Trailblazer who left a lasting impact on New Jersey healthc care Christian Health expanded into senior living Mental Health and Rehab Services and programs which greatly improved and transformed the lives of countless Christian Health residents patients clients and families Doug on behalf of the burrow of hathorne and the mayor and the and the mayor and Council we would like to congratulate you and best witches on your retirement and now Doug has uh something that he wants to present to the council uh and I ask you to come up Doug please thank you mayor for micophone thank you mayor for those very kind words and Council as well um it's been a a joy uh the last 34 years and I'll I'll I'll talk about that in a moment but most significantly I am here tonight um to present something to you that I'm really thrilled that um I'm able to do before my my term um as CEO ends uh over 34 years I had the opportunity to work uh alongside many leaders in this community uh many mayors and um B administrators police Chiefs uh I can remember back to Mayor Bay um coming up driving up go Hill Road in his big Cadillac coming up to visit his uh his wife um and uh and many mayors since then and it's always been a a wonderful Community wonderful leadership uh mayor Goldberg um and I work together for a long time on many different things and one area that we worked on when we were developing the Vista project was the intersection of uh gole Hill Road and Cedar Hill Avenue and syac Avenue um um and for those in Hawthorne especially know if you come up to Cedar Hill Avenue and you want to turn left to go into Hawthorne uh you either have to wait a long time uh or or you did or you'd have to uh wait for somebody nice to allow you to make that left-hand turn and it was a goal of ours to signalize that intersection and to improve it um and we were so thrilled when we had that done and I know that it meant a lot to Mayor Goldberg as well uh so I uh approached the county of Bergen and asked if uh because that signal is within the county of Bergen even though it's right at the entrance to Hawthorne and pay County I approached the county of Bergen and asked if we could dedicate that traffic signal uh to Mayor Goldberg uh and apparently this this was the first time anybody had ever thought about dedicating a traffic signal to anyone so it was a little bit of Uncharted Territory um and obviously it also was uh in the township of wof um and honoring um a mayor in the neighbor town but uh wof and Bergen County couldn't have been more supportive of the idea um and we work through that so I'm really pleased to share with you uh and I'm especially glad that Mrs Goldberg is here tonight uh thank you mayor for inviting her to be here and thank you for your support as well U mayor Mar Lane in this project that we're going to um have a uh a permanent Stone marker uh planted um at the base of that traffic signal that will read this traffic signal is dedicated by Christian Health to to the memory of hathor Mayor Richard s Goldberg and to honor his devoted Community leadership and service um so we should be able to complete that in the spring um when the weather is a little bit nicer and we'll certainly invite you and Mrs Goldberg and your family and uh the bur County Commissioners have indicated they wanted to have an opportunity to be represented as well so we'll make that a nice event um in the spring a nice day but I uh am just so proud and that we're able to accomplish this and uh um you all uh certainly knew mayor goldber work better than I did but I so enjoyed um the opportunity to work with him we even had a little fun with his traffic signal um at an event that we honored him uh uh Michael that you put together um and uh but this this is just uh really tremendous uh and I'm just grateful for the opportunity that we can do this and thank you for your support and as I and as my career comes to an end at Christian health I'm moving into a role of CEO in marus the new president CEO is Steve dumpy um he had actually planned to be here tonight uh and one of his children had a really important school program that they were participating in and I said be a dad because once you're CEO it's going to be a lot harder to go to events so I said you'll have opportunity to meet the wonderful people in Hawthorne at a future occasion I know mayor you've you've met Steve already um but I didn't want to miss the opportunity in addition to this just to come here and to thank you um and all the people of Hawthorne I mean what a wonderful Community this is that after 34 years certainly there's been tremendous opportunity to expand programs and and build buildings and all those sorts of things but what's been most rewarding to me have been the relationships that I've formed over 34 years the people that I've met and um Hawthorne is just uh just an outstanding Community the leadership you have here um in the municipal government the employees uh the far Department the police the ambulance Corps so many volunteers so many staff who live in Hawthorne that work with us volunteers uh those that families who've been able to to serve um employees that have come and and gone uh Council techi were I was member of staff many years ago um but uh it's just been a wonderful experience and I just want to thank you for all that hawthor has meant to me and to Christian health and I know it's in very good hands and uh the ability of Christian Health to serve Hawthorne well in the future I know will continue um and uh thank you all very much and uh and this season of gifts in addition to this gifts I wish you all a very blessed holiday season and a happy healthy New Year thank you thank you thank you very much you're very welcome did mayor leave you an envelope and say open in one year to honor me that's the kind of thing he would garbage juice juices over two okay thank you Joe it's my honor to present this plaque to you uh on behalf of the council and myself uh we missed you last week and that's okay but uh I didn't want to have you not go to have Christmas without getting this congratulations where Joe AR has served as an elected councilman of the B having served over 20 years as an elected official whereas Joe's longtime Service as a member of the council is representative of his dedication to the community a community which he proudly serves with loving support of his family and whereas Joe serves as many committees and Boards civically chair of the technology Committee Member of the administrative committee and Personnel committee and whereas Joe is Council aison to the Board of Health the fire department the shade Tre commission and the secondary Council liaison to the hathorne board of education and whereas during Co pandemic Joe the assistant director of patient experience at clar M's Medical Center demonstrated compassion and Care throughout the pandemic by keeping the patients and their families connected during that that unprecedented period of time using using platforms such as go Google meet Google doc and FaceTime at the time when Vis visitation in person was end and whereas Joe's kind and compassion nature was evident as he gave families the ability to see and speak to their loved ones and he provided Comfort to those patients at the time when family members absent were felt and therefore it is not surprising that he was recognized by the New Jersey Healthcare Foundation of New Jersey with a humanitarian in healthcare award in2 12 and whereas Joe is a 29e member of the hor fire department and a member of the fire company number three and as well a life member of the Glenrock ambulance Corps and the fror heavy Rescue Squad now therefore be it proclaimed that the mayor and counsel of The Proud burough foror on behalf of the citizens does hereby recognize Joe arki for his 21 years of dedicated Service as an elected councilman for w one of por Thorne New Jersey and thank him for the commitment to the people of this grateful community in secret from last week that we well Dominic asked me he never asked me anything you going to wear a tie you going to wear a tie I figured something was coming wear a tie blew it Tom go wear a last Tuesday I was asked by the governor's office to attend a meeting of Mayors to be briefed in person about a drone situation in New Jersey the meeting was held in New Jersey Regional operations and Intelligence Center in Ying Township at the meeting we represent Senate the New Jersey State Police the New Jersey office of Homeland Security and preparedness numerous Mayors asked the same questions basically what are what are our encounters and they and can they be taken down especially over the ocean we were told they cannot be taken down some of the drones have been flying off the coast and it was asked if the military can shoot them down over the ocean again the answer was no they cannot the St police did have helicopters up trying to identify the drones once the the drones detected the helicopters the drones went black and took off the federal government is now involved and they are working with our state police and Homeland Security this afternoon I received a text from Governor from the governor asking me how everything was going I replied it is all good but I asked him about the drones he replied quote we are all good on drones I say that with very high degree of of sincerity unquote I will continue to tell you what I know as we go forward about the drones our DPW director bill heffler has updated me on the leaf collection Ward four should be completed tomorrow and the vacuum will be starting in Ward one checking all spot piles by the end of the week the loader crew will be going back to ward 3 for spot piles and then W two and four our DPW will complete the leaf collection by the first week of January I want to thank bill and his entire DPW staff for a job well done they are way ahead of schedule our burough clerk Lorie Fernandez has reported that the June primary which is scheduled for June 3rd will most likely be changed by the state to June 10th due to the Jewish holiday shabat which takes place on June 1 through June 3rd Please be aware of scam telephone calls emails and text messages that they are being sent out do not give out any personal information the burrow calendars are printed and mailed out this week please be on the lookout for it in your mailbox they are bright pink and color the burrow offices will be closed on Tuesday December 24th at 12:00 noon the recycling center at 12:30 burrow offices will be closed on Wednesday hockey Rings future is still up in the air but fear not my friends for it has been said we will hear good news from our friends at the board of ed 2024 was just one of those years we had laughter and joy and we also shared tears we lost a good friend in Dr lzo and wished the best as he leaves to Dr SPO who knew you could rhyme those to we saw Boswell engineering reach 100 years then its principal Steven find warmer Frontiers we lost Jeffrey and David and our friend Captain Pete but there were weddings and births and the circles complete we continue on we always fight the good fight so Merry all right um the galvanized water service line replacement phase three project uh the pre-construction meeting with MSP Corporation was held last Friday on the 13th uh they plan to start sometime early next year on construction um I think maybe mid January depending on what uh the 2024 Road Improvement uh Road program and local Aid project uh coino and Suns is expected to finish the Ada ramps on Robertson Avenue by the beginning of next week before Christmas and begin work on the Hawthorne Public Library Ada ramp after the Christmas holiday that shouldn't take too long um the Franklin Field bleacher Improvement project uh Zenith construction currently expects delivery of the Press Box to the site sometime in mid to late January as of now the bleachers are approximately 95% constructed complete so um seems the bulk of it will be waiting on the delivery of the Press Box which had a longer lead time from the manufacturer uh the 2023 roadway Improvement project uh resident questions and inquiries are uh being finalized and their assessments are being finalized as well um and the Lafayette Avenue streetscape phase 3 project uh preconstruction meeting is currently being coordinated with uh AA burms we're going to try to get that uh through potentially before the end of the year but uh latest would be early next year and that that uh concludes my report thank you Joe now turn it over to our administrator Eric Mau uh thank you mayor I also want to congratulate Joe for um for his 20 years I have had the pleasure of of working with him for 19 years and it had some ups and downs but but primarily UPS um I want to apologize for having a long but non ryming uh a report for our last meeting of the year um but here goes I I just want to add my two bits to the mayor's comments on leaf pickup I can't remember a year when this process proceeded as smooth smoothly as it did this year and this despite what seemed look like the annual recurrence of equipment and Manpower availability issues kudos to bill haffler and his entire team for continuing to prove improve this process uh my office has issued a request for proposals for architectural services to redesign the police headquarters and second floor space abandoned by the Board of Education thus far 19 firms have requested copies a walkth through of the space has been scheduled for this Saturday for P for prospective respondents to observe site conditions uh the Morris County GIF which provides our property liability vehicle cyber security and workers compens Insurance um has adopted its 2025 budget with a 4.99% increase Hawthorn's premium will increase very slightly less 4.66% as I reported in October the biggest driving force for this budget increase is in property insurance where industrywide losses due to more frequent extreme weather events coupled with the rising cost of construction are causing higher rates um and for Joe demolition of the old sewer building along Wago Road by the tennis courts will take place after markouts are done likely shortly after Christmas uh the cost of this demolition plus the purchase of a storage unit for the tractor that was stored there will be less than the repair costs um on resolutions um off consent we have r162 with authoriz which authorizes a budget transfer to cover appraisal costs as as rhymed by Michael um to defend a tax appeal in R1 169 um also on off consent R1 163 authorizes in fund transfers this moves investment interest and outside police Administration fees into the current fund from trust funds and moves unspent snow money into our storm res Reserve trust fund R 167 uh rejects the lead paint inspection proposals as as Michael mentioned we received just two as explained in our attorney's memo one respondant failed to includes include a price proposal which is a big problem and the other failed to identify a subcontractor namely for a lab laboratory a revised lead paint inspection RFB RFP has been prepared anticipating adoption of this resolution r170 authorizes Bosell to perform Inspection Services on our phase three streetcape construction project which was rewarded at last meeting and which we're working on the precon meeting for r171 authorizes the purchase of water meters to the Morris County Co-op so that we can continue our meter replacement project replacing the small number of non-radio uh read meters that remain plus others that are beyond their intended life um authoriz r175 authorizes annual renewal of our Cy cyber security software which protects us against unauthorized access to our computer system this is done in compliance with our cyber security plan which not only makes a loss Le less likely but also earns us a reduced insurance deductible in the in the event of a claim um r176 through r181 um as explained in a memo in your packet these authorize various Grant applications which ex if successful will allow funding for items we can't otherwise afford um and um finally R12 Awards a contract for replacement of water service lines on an emergency basis out theide the scope of any phased replacement contract uh price is significantly less than any questions Joe start your way thank you um I'm going to start if we're going to demo the building does the pool cover still exist cuz that's where was stored so how does he know no we ever use it very difficult to remove when it comes time to remove it and until we spend the hundreds of thousands necessary to I guess my question is are we going to try to keep it or is it useless at this point it's useless you know it you know it's been sitting there it it had I I think it's gone now but it' been sitting there for years probably was mildewed probably since it was not unfolded was probably um had deteriorated so it wouldn't be usable and we wouldn't be able to use it anyway until we spend the uh um hundreds of thousands of dollars necessary to replace the piping and to fit the leak at the pool all right next any update on North 8th Street being a oneway uh yes there's uh there's a meeting coming up soon with the county uh and we should have uh hopefully some some uh positive answers I hope so because there's a bunch of residents in that neighborhood who said you've been a councilman for 20 years it was one of the things you r on do you think when you leave it'll ever get done they have contacted me also Joe and uh we had some good conversations excellent all right next thing if you saw puos tonight it reminded me around town those metal garbage cans that we have out a lot of them have broken doors on them C can we do something to either replace the doors or replace the garbage cans CU they look they're beautiful garbage cans but without their doors they look really bad and when I came out of puos it remind because I know there's a couple up by um up that florist up on laf have up by him mayor can you answer that we we purchased those through C communities act years ago and we probably can do it again if you check had to check with Lorie Foley yeah I know NPP also purchased some of them uh for the center of town they purchased the Planters I think I think I know Nancy has mentioned something about the the black garbage cans but we can get them through clean community clean communities yeah so and there's there's enough money in there too yeah there is so we'll replace him Joe put your name on how's that I like it I'm going to hold you to it all right the last one is the temporary no parking signs you said there was going to be a replacement sign they're still all over town the police working on a sign to replace the temporary temporary that has been up for two years they're orange they're not really orange anymore they're all faded they say police department is working on replacing the verbiage for the temporary no parking signs that have been up for months in some places years I'd be eager for whatever you put up just so that they don't or past the um end of life as well as we have ones where we find that they have that seem to be running slow or or or or zero um reads that we need to replace those so we need to have a stock of of meters this should bring us to the end of the first complete cycle right right first uh and then obviously going forward it's always going to be like this it's like pavement it's a road pav pavement program you never finish Because by the time you get around then you have to start around again okay thank you any other questions uh Frank um R1 17424 Michael if you want to talk about that it's a resolution that we are supporting um a legislative fix for the affordable housing and the calculation um we're looking for support at the uh legislative assembly and Senate maybe you can explain a little bit more Michael because yeah sure fully support it I'm a truste of The Institute of local government attorneys we um developed an alternative method for calculating fair share and the alternative method was to put the word realistic back into the equation because the numbers right now are not realistic Hawthorn's uh required to construct 300 affordable units in the next 10 years in addition to the 200 sum we already have to construct and if that's 20% of a number that means we're going to build 1,500 new residential unit in a community that's fully developed makes no sense what the Institute did was it instead of looking at hypothetical numbers or what the need might be we looked at what the realistic potential for development is and we did so by taking building permits and cosos so we looked at the number of cosos for new units and realized over the last decade there was Statewide like 120,000 new cosos so now when you take that number and back it down um you realize that the numbers that were projected were so grossly overstated they'll never be built so Hawthorne's number under this projection would be 61 units which is 20% of 300 will 300 new units be built over the next 10 years probably not but at least it's a relatively uh it's a possible number as opposed to The Impossible of 1500 so what the Institute did was it's giving all of these every Community this alternative and saying if you like it vote for it um I personally think it makes great sense it's again it it's based on realistic development potential and not just on need it's kind of like if you base it on need it's like if you go grocery shopping and you put $400 worth of stuff in your cart when you have1 in your pocket you you know first you have to know what your budget is before you can decide how much you're going to spend it's the same thing here if you're going to say we need you know 400,000 units of housing in this state that's wonderful but where's it going to be built and how are you going to build it so that's what this tries to do so I fully support it and I hope you to to thank you any other questions if not roll call what te abstain on 17724 yes on all others skiar because we don't have a full uh right report we received money from a a a suit uh against the pharmaceutical companies and we're getting more money in I believe so when we get the final tally we'll break down what we're doing our big goal is to try and keep uh the cost of the leadership camp down because I feel personally I feel it's too expensive for families $85 so if we can keep that down for committee met last night we discussed a few items that will come from the council um audiance uh one of the audiances we one of the things that we discussed is the audience for B1 zones if you remember last meeting we had gentleman who owns a gas station convenience store so that would be one of the things that we will be uh discussing putting up as an Ence mic we'll be writing that up uh we also discussed uh helmet requirements for ebikes and scooters uh that's something that the state is also working on but we know how fast the state works so we're going to go ahead and take a jump start at it and see what we can do um one of the other things that we discussed that um Raina had touched upon councilman leosa and Michael had elaborated on the uh the discuss the observe the Absurd state requirements for um around four fair housing obligation so this some of the things that we discussed oning the ordinance committee uh far as the Board of Education um it was announced Dr spro will be retiring effective August of 2025 Rick has been a great asset to the hathon school district and although um he'll be around to August we wish him the best of luck in the future and the next board event meeting will be their reorg meeting on January 7 7 p.m. um the last thing I'd like to do is last thing I'd like to do is also congratulate councilman wki great job for 20 years of service question about the recreation and commercial vehicles parking residential parking um my neighbor has a flatbed tow truck that he parks in the driveway every day every other day and it is a huge Hazard I try to pull out of my driveway and kidss are running around people are walking up and down the streets and it's I'm I fear I'm going to hit somebody so you're on the corner of Sixth and Ray correct I believe my husband has email I've been communicating with your husband since the middle of October uh it just I had to come because I pulled out of my driveway this morning and a man was walking I leave for work at 6:30 quar to 7:00 in the morning and it's pitch dark I pulled out I could not see him and I almost hit him because of this truck and I could never live with myself if something like that were to ever happen um and like I said there's kids all over the neighborhood they run around I love that they run around but I fear a lot um I just want to know what the ordinance is if there's anything we can do about it um commercial vehicles AR supposed to be in your front yard uh but I'll the F they're not they're not supposed to be on property at all something that you're talking about about it is one one of our property maintenance inspectors had passed away and we're in the process of getting another one but the other gentleman who's here has a lot of vacation time so he's been out on vacation no I understand I been out since October 19th he's been back and forth but not not not personally out well then then Eric or you should be responding to the resident they sh like I said in my email that I'll share with all I responded to them we don't copy me on it you responded to my husband I think so no you didn't I don't believe okay well I'll double check no problem okay thank you I just that's why I'm here because um the house was sold in July and and it could be the tow truck guys illegally living in the basement um no the homeowners are illegally Liv Bas but that's what I'm saying the first floor is the tow truck person yeah so it's just been a lot of I lived there for 20 years and it's been it's was so nice and then I you know know I wonder why people like I always thought why do people look to leave Hawthorne and now I question myself like now I see why unfortunately hold on don't leave no no I no I but I I hope you understand what I'm saying like we've
