board is 40 minutes out of whack in the front sign yes on our LED board take care of that tomorrow yeah I didn't didn't know whether it needed repair or just adjustment but I told her I'd bring it up at the meeting so if you're watching on TV I kept my word she said she laughs every time she walks by because she says welcome to Hawthorne and she thinks the burrow the can't tell time it's where time stands still yeah but um good if you can fix that for I'll probably see her tomorrow is it ahead or behind it's actually 40 minutes ahead I believe no yeah see we're ahead of everybody else is a weird it yeah it was a 10:08 and the sign read 1040 okay Mike no nothing really yes I have uh some new stuff um mayor U just a com concern or a complaint on Lincoln Avenue from probably uh when you go over Harris toown the bridge from all that to Lincoln there's a 1eh hour parking and I've gotten a couple of concerns from residents about they're not allowed to park there because it's a 1 hour parking so could we re-evaluate that position from that part you know it's by Aussie all the way down and actually from uh first and all the way down to MP CU there are two family homes and I know there's an issue because the landlords don't allow them to park in the driveway so there's some flexibility um so can we just relook at that um about that parking ordinance I don't know how long I know it was on the books but we didn't have signs then we put the signs so if we could just re at that and see if um yes that can be done uh just the reason that it was one hour is because the residents from fa lawn cannot park their cars on the street during the winter months so what they do is they come over and park them on Lin on our side on Lincoln Avenue uh but I'll talk to uh Mike Scara our Council uh chairman of the ordinance committee and we can uh we can address it at an ordinance meeting okay great an idea originally we had the one hour like I know when bewitching opened up there was always people parking from the transmission place across so the businesses were the ones that asked for the one hour maybe we could do like we did at um Lafayette between a certain period of time for the one hour you know the mayor's right the fairon people were always parking from well that was the that was um What the residents were saying and I wasn't sure resent yes that was a joke stop what about another option of maybe uh giving them a parking perade a free parking permit and so if they don't have the parking permit and they're in our you know on our side of the street I don't know it's just an idea yeah we we don't have any other than the res2 res we have resident parking at the train station area but um if we started to do that we'd have a a totally different uh circumstance where everybody would want then they permit to park in front of their house um and so because I'll be asking for it then on Prescott yeah we I'm only looking at because it's a mixed use right area from Harristown down to uh well actually Wagar not to interrupt you M but as councilman wcky said we have the same problem on Prescott because the people from Prospect Park park on our our side of the street on Prescott you're right and and there our residents have to park wherever they can find the spot because you can't park in Prospect Park overnight I'm just throwing out ideas yeah no we can discuss it at ordinance me yeah just reevaluate that with um because I was told originally it was because of the First Responders about the trucks and and the getting down on Lincoln because it kind of gets narrow and then it gets wider at the end so um okay Co got yeah I would appreciate that and the second thing um I'm sure everyone has heard Governor Murphy um signed into law the new affordable housing law um so I've talked to Michael about that I don't uh it's about 75 Pages the bill that we signed um we will be building lots of affordable housing in the state of New Jersey um it really is in confliction of the environmental regulations as well as the climate change and resilience so I'm not quite sure how the towns of uh New Jersey will be building um when we're also on a confliction that we don't want to put buildings and put infrastructure and and impervious material um so it's going to be interesting how all the towns are going to address this with round four it's also in conflicting with the building code two principal structures on a single property and as well as zoning you know you're going to have away from us uh apartment units and garages and sheds anywhere you can put one he's allowing they've been doing this in I think it's Asbury as a test example just council president if I could the bill was written by fair share housing that's who wrote the Bill uh the primary sponsor of everything that goes monetary contribution wise is the governor he is a the major contributor to fair share and fair share Chief um is now a member of the cabinet so the the vote went exactly on party lines and what's amazing is that inner city um Representatives who gained nothing from the bill voted strongly in favor of a bill that didn't give them some of the things that existed before such as the ability to share some of the housing uh with urban areas so um it was a pure party determination housing is by estimations done U by The Institute of local government attorneys we're projecting a 13 to 15% increase over the prior uh formulations that were carefully crafted by both sides this was one side creating the numbers they're not sustainable the environmental uh impact is not taken into account the zoning as you said Frank not taken into account um the self-determination of municipalities is gone and the idea that not everything needs to be housing goes out the window and instead of having oversight by a group such as Kaa you're now going to have a star chamber of three people appointed by fair share housing to determine what's best for the rest of us um every resident in a suburban community ought to be outraged by what happened yet nobody seems to be they will be and there's going to be a lot we have a lot of work to do before 2025 yeah the my understanding the plans have to be submitted next march uh so it's going to be interesting so I know the town is very upset with the redevelopments that we've done with the highrises um there's just going to be more to come and there's nothing that we can do um in control they've taken it away from the municipalities with our ordinances steep slope it it's it's very um disappointing and very frustrating because it really is a direct conflict with the state planning and the whole water the 21st century version of the projects remember the inner city projects for low income housing and they turned into eyes sores so that's where we're going that's where we are guys so just be on the lookout um there was a big splash today by the governor this morning Joe I have nothing I gave all my time to Raina okay thanks Jo I appreciate it well we'll turn to the administrative agenda presented by mayor Lane mayor floor is yours thank you Mr President as we all know horn received notice from the State Board of Education that 8 $880,000 in funding would be cut from The Board of Ed budget I was shocked and upset by this several things bothered me when I was informed of the cuts first it is going to NE neg negatively affect our students in their education and it will affect our teachers as some may be laid off perhaps some electives will be cut as well I called superintendent Dr SPO into my office and we discussed in detail the cuts I then took it upon myself to call the governor the governor I called Governor Murphy and I had had a discussion on numerous occasions with him about two years ago about other issues in hathorne I explained to the governor that the State Board of Education is planning on cutting our Board of education's funding and I asked him to please review this for us he was very receptive and said he would discuss this with the with his AIDS and look into get look into it and getting back to me as soon as he can which I hope will be by the end of this week after our call I sent him a copy of the resolution at the Council will be passing tonight so that he can see firsthand what an awful plan this is for our school system and how it will drastically affect our students and our teachers and our whole town as a whole as your mayor I could not sit back and let this pass I ow it to everyone in in hathorne to to call the governor directly and ask him for his assistance tomorrow evening I will be attending a reception at the governor's mansion in Princeton I will be speaking with the governor again about this topic today at noon the hathorne Rotary Club dedicated a bench here at Burl Hall in memory of Mayor Richard es Goldberg it was a wonder it was wonderful to see so many people in attendance honoring Rich the bench is located at the parking lot entrance to burrow Hall water update all four of our water treatment plants for posos and up and run are up and running and so far the test results are very good good I will continue to keep you updated as we receive more information today marks the 78th birthday of our hathorne cavaleros back then it was known as the American Legion Post 199 drum and bugle Corp so so proud to call them our own congratulations cavaleros just a general reminder that The Pedestrian safety crossing lights are working at all locations where they are placed the ones on Lafayette and Florence are not in sync the repair representative is coming out and Will Repair repair it with Mike Nelson it seems self-explanatory but please push the button to engage the flashing lights it must be easy easier for drivers to see the flashing lights and therefore stop to allow you to cross safely the annual hathorne seniors mayor's Wellness dinner and show will be held on Wednesday April 24th 27th sign up sheets have been sent out in my Friday letter they are up on the website and also you can pick it up at Burrow Hall at the window to my office also I'd like to report some items from our Department of Public Works where they are doing a fantastic job in the burough of hathorne we replaced a water service that was leaking on bake Avenue we continued to groom the ball fields for the start of the baseball and softball season we we received numerous deliveries last week on the benches garage uh garbage cans recycling cans Planters all for the MPP project they will be delivered and placed at the library and bansel grounds within the next week we have been handing out shut off notices and doing shut offs for residents who who have not paid their water bills for our water billing company Department we've had a street sweeper out on a daily basis we continue to fill potholes and we are patching daily the schedule for tomorrow the cleaning of all of the catch basins because of the imp imp impending weather that we're expected to have this weekend with the rain that concludes my report and I'll turn it over to our attorney Michael Pascal thank you mayor um we got a bench for a mench today and it was a really ni I was thinking that yeah Christmas time I can't wait and if you haven't seen it already at the boys and girls club uh John and everybody there did a fantastic job with a mural for Rich and it it is Rich being rich um replete with 101 jokes and uh really great stuff um let's great is the burrow received another lawsuit from Phil spoiler who filed an order to show cause demanding the return of his garbage um I knew it was coming I asked about it we all did and uh came to my office he's you know as always Phil was polite and he dropped the papers off and I said Phil I I'm sorry to say but it's in a landfill we we're not going to be able to retrieve it but he did file um and as I've always said his papers are correct ly done and judge looked at him and said yeah we're going to stop the bur from taking your garbage but it's too late his garbage is gone um so we'll deal with that and we'll have yet another lawsuit to deal with this one I think will be fairly shortlived because well the rubbish was removed and not much we can do to get it back um I want to address in more detail um what I said I would address last meeting which was when Ron vogle came to the podium and spoke about the situation at Grand View at Horizon I promised as board that I would look into where we're at with the matter the mayor had shared with me some file information some of which I found rather disconcerting let's just say um the next day Joe our new representative from Boswell came to burall and he did as promised pick up the whole file he started the review I met the next day also with our um with Ed fola who's our conru construction uh official official we I met with the construction official on Thursday Joe got the file on Thursday on Monday Ed went to the property to measure the wall to check the wall um his findings were indeed that the wall exceeds 48 in no great surprise there um You Could See Clearly where soil had been placed up against the wall washed away so the full height of the wall is now exposed at some points it's 4 and a half fet High um and it clearly exceeds what the UCC permits as a maximum height for a wall without a building permit so uh Joe's report verifies everything that Ron found not Ron I'm sorry that Ed found namely that a building permit was needed that a building permit should have been taken out that the engineer for the project submitted a letter indicating that it was a 45 in high wall because he instructed the contractor to push dirt up against the wall so you couldn't tell how high it was and that's what happened and it's not a great surprise to any of you up here and um to Ron I realize that we do need to take some action that the construction official will be issuing a notice not a notice of violation but a notice that a building permit needs to be taken out where it goes from there we will see um but he's going to have to apply for a permit how about a site plan VAR uh variance we didn't get there yet be right but that'll be next because what'll happen is of course when he submits a permit for a 40 you know a 54 inch high wall he's going to be told well you need a site plan now because you'll be exceeding the height um and therefore we will direct it further now we don't know where it goes I'm not going to take guesses what the homeowner chooses to do but ultimately we will be addressing this problem uh because it is clear that that wall needed to be done with a building permit and that's the first step in the process the process belongs with the building department and that's where it'll start um again Joe will be on top of it I'll be on top of it and uh we'll deal with it but we are dealing with it and to you Ron I an apology because I told you it was a private citizen m matter long time ago I have information how to say that I was wrong and I apologize for that and we'll be working on it so we go on um from there I moov to the Band Shell quickly good news for everybody we have a bunch of concerts lined up we have contracted already with Joe and friends who will be opening it turns out because the fire department band celebrating their 100th anniversary we'll be performing thereafter um we have Captain Jack under contract Joan hervey was able to snag them again for the last uh Sunday in July and Lisa Sloop maker was able to get us big Hicks again great country band um Richard schneer was able to get seon arbell to return one piece of bad news is super TransAm is not going to be able to perform this year with us they were really good they became so popular their price increased by $2,000 and they're playing every Sunday uh in Atlantic City they've got gigs everywhere they're really doing very well and we just could not get them um the good news is we are working on a mtown group we have a Harper lovey likely to return she's a great young artist and um Lisa is also working on a special to be announced tribute band surprise that you'll all appreciate um I spoke to Estelle Barbieri and Estelle's writing a play so we still will be producing another play at our uh facility and we are quite confident we're going to be showing two movies this year one for the kids one for a little bit older kids and uh stay stay tuned for all this so we are looking at presenting 11 programs in 10 weeks a bit ambitious but we can do it Michael sponsor letters went out too sponsors letters did go out thank you thank you to Jean to Ellen for getting those out we have have a great committee and uh I didn't mention everybody my brother John Joe Carr Wally miac uh we we've got some great people there Lorie Foley and uh so again Ellen and Jean thank you for getting the sponsor letters out we need money we do this at no cost to the taxpayers our budget is about $20,000 so we need every donation helps 100 200 thousand whatever you can do thousands are nice but ni round number but you know if you send us 50 to 100 that's wonderful and we thank our sponsors always and that concludes my report mayor thank you and now turn it over to our engineer Joe burn thank you mayor uh the galvanized the water service line replacement phase two uh shager property uh shager Property Services the contractor for the project it's currently working throughout the buau uh digging test bits for the project uh the county plans on uh Paving rehea Avenue which is going to add additional uh services to be examined um this is not believed at this time to be adding any cost to the project um this is due to the fact that uh some of the services um that have been examined via test pit um were found to not need replacement um so these additional Services shouldn't impact the cost of the project uh the uh phase three of that project uh the environmental planning documents have been finished uh they will be uploaded to njib this week uh with the specs after one final internal review um the recreational field and facility upgrades um the fence improvements for Franklin Field are near completion uh Fox fence is completing a minor chain link fence installation and will begin restoration removal of the existing uh poles and Foundations um additionally the fence for wagger off field is uh has been completed and they will be removing the existing poles and Foundations at that field as well um for the uh Franklin Field lighting project um there's currently no equipment left on the field um Quality quality electric uh began uh trenching for the uh raceways and a change order for the connection of the electrical services to the baseball shed and the reinstatement of the field speakers on the new polls has been submitted to the burough for approval um the water department PFC treatment system um at uh South North uh utter Avenue in goel Hill um there is currently um tank installation is uh nearly complete um it's hovering at about 95% a little bit more uh this is due to uh bends uh in the pipes U currently being on back order um so once those are received there'll be a quick turnaround on that and the insulation of the tanks will be completed um fencing is complete at uh South Station um and there's still some sight cleanup that needs to be done um additional screening at all four of the uh sites is being considered uh for the benefit of the residents to provide additional screening uh to the facilities um so that is currently being worked on um the uh Hawthorne Kitty pool enhancements uh pre-construction meeting has been scheduled with Premier Aquatics for Monday March 25th at 10: a.m. via Microsoft teams uh the spray features are scheduled to ship uh the first week of May uh Premier expects to start work uh about two weeks after the uh the pre-construction meeting in April uh with the necessary Plumbing improvements for the spray features so once the those uh Parts come in in the first week of May it'll be a quick installation and uh we expect to be done for Memorial Day weekend uh the Hawthorne downtown rev revitalization phase three uh the plans are currently complete and the specifications are being finalized with the appropriate electrical information for the same uh the 2024 roadway improvements um uh our office is is currently working on those uh the proposals were submitted and provided to the bureau we're awaiting um final approval or formal approval on those but our office is currently working ahead on those uh the 2020 resident assessments uh the final invoices for that project have been uh sent to the buau uh so that's ready to be closed out uh the 2024 resident assessments uh is currently that project is currently ongoing uh we're receiving calls from the residents the property owners as part of the 2024 roadway program and uh Municipal Aid project uh for Hawthorne Avenue and they are being received and reviewed prior to the final design uh Ray Avenue and gole road traffic study uh the data collection was performed on the same and the information is currently being reviewed and the report is being repaired or prepared uh the Franklin Field uh bleacher improvements uh the project is currently under design um the project is expected to go out uh for bid before the end of the month uh the 2023 roadway program uh final payment has been sent to the bureau so that is ready to be closed out as well um psng uh 2023 improvements uh there's currently currently no schedule has been provided for the work as psng is still going through the permitting stage and uh the library roof project uh payment estimate number one was submitted in the amount of $42,000 for replacement of the uh Southern section of the roof the contractor is currently waiting uh for Mid spring to return and complete the F uh the flat roof section to avoid uh some of the expected rains um as far as I've heard I've not received any additional um complaints regarding leaking in the ceilings um and I've heard that the library committee was uh satisfied with the work that was done internally and uh that's it for my report thank you Joe now turn it over to Eric our administrator thank you very much um I'll try to be brief um on resolution R uh 5624 there is a correction on the ordinance number for that thank you Raina for pointing it out I've given that to the clerk and the and the uh council president um our negotiating session scheduled for last week with the dispatchers Union was cancelled uh We've not yet set a new date yet um hopefully we will be able to resolve that in the not too distant future um our 2024 County open space Grant application for the wag two and three bleachers was submitted to the county ahead of the deadline um the uh uh 2021 and 22 assessment hearings for sidewalks have been scheduled for um um April and May um at Council meetings um now that 2023 will be closed out um we can schedule that hearing um we may take a break over the summer do that in September and then we will be all caught up um work on the 20 24 budget continues and that concludes my report thank you Eric Joel just one item on the uh Lafayette Avenue project uh for the streetcape uh before you go out the bid make sure you send a copy of the plans inspects to the office uh and then we'll let you know when uh after we finish reviewing it we'll do okay Mr President that's any questions for the administration oh yeah no I'm sorry no go ahead any questions then he's going to do his presentation after we have our questions Joe just the only one is the picture I sent you the crane on top Frankl field is going to there there there will be uh remuneration for either the field and the blanket or both uh because we haven't had an opportunity to get on the field yet to see exactly what's what's the total damage but we we're we're on top of it Joe thank you uh yes I have a question for Joe and for Eric so with the phase two galvanized uh Replacements so I my understanding I'm talking to the neighbors on Frederick there's been a lot of homes that do not have the galvaniz so are we how many homes have we gone that we said were galvanized that are not that we're going to be moving to RAB because the county is redoing their road so that they pay for the road um currently uh 100 I believe there's a total of 213 test pits that need to be performed okay uh currently 136 test pits have been performed um 64 lines need to be replaced of those 136 so about half um just a question all right so that's done out of that so Eric are we going to maybe be more proactive looking at the streets that we have on the horizon for next year to really confirm if they are galvaniz or copper so that we don't have because we have to do a certain amount every year I get that but if we are picking streets that are like half have the galvaniz then the issue is we can't just look at something and know what's happening on the burrow side because you you have to dig a test pit to do it um conceivably we can go and try to get any everybody's house and knock on the door I think what we're our plan going forward will probably be to increase the number we plan to do every year with with now that we'll have had two contracts where we we'll have some experience how many of them prove not to be uh um uh already to be copper um we also have a number that that we're look that we are looking at we know our side is copper because we did main Replacements and copper in and and we're we're we're looking at those um to see whether the customer side is galvanized or copper and so we're probably going to be focusing heavily on those in the next round or two so we can increase our numbers with the w with not such a big increase in cost if we're only paying half the cost so okay so as as we gain experience going through we will modify um what we do uh going forward so okay cuz it's looking like the estimates that we did might be on really on the high side which I would probably be best but as we're finding it's getting less so it helps during the year but the project is a 10-year project that we have to replace all the galvanized lines so if we find out that we're not replacing as many and and and that yet there are ones to be replaced that we need to increase our speed we will be doing that so you know when we finish this year's um project and get into phase three which uh you know we'll have a much better um data set to figure out what's really happening I I think in the first round there may have been like 30 or 40% that were already uh um um copper now this one at six you know so after we've done two in in slightly different parts of town we'll get a a sense of what we're we we should expect to find elsewhere as we go forward right and also I want to tell the community that we have annual reports that we submit to DP with all the work that we're doing so every time we do a project that all that information is updated on our burough website as well as the D website so it's an evolution so at the end you're going to have an inventory that has no Gavin I piping that's the object thank you here mik uh yes I just want to acknowledge and thank the mayor for uh taking uh taking the lead here and uh contacting uh Governor Murphy on the issue with the uh School Board uh getting their state a cut um I'm going to be reporting a little more about it just to inform the public a little bit about what's going on but I want to thank you uh you know it just shows that we all care it affects us all also I mean obviously if it has an affect with the school district that they may have to make some Some Cuts that's going to affect everybody here in one way or another either related to if you have children in school or the value of your home because the values of your home are direct direct correlation to the school district the better the school district the the higher value of your home is so uh thank you we don't know what's going to come of it you know we can only be hopeful I know the school board has to continue the process assuming they're not going to have that money and do what they need to do and see what happens but I appreciate it thank you Mike because the the the people who are going to suffer here are are our students our children um and and with that like I said in my in my little talk um with cutting services meaning cutting programs and and just possibly laying off teachers you know and you know it the students are going to be the ones that get hurt and that to me that's not right I mean we all went through you know High School wherever we lived at the time and you know we came out with a good education and went out to college but you know um it it's just not right for our you know when when we see neighboring communities that may have one school or two or three schools getting you know a lot of money uh and we getting no really nothing we're getting cut uh it it you know even when I spoke to the Governor he had said to me he said John I'll tell you this right now he said I have no idea how they how they formulated this this this formula in order to go Statewide so that's one of the things that he told me he was definitely going to have his AIDS look into and uh I'm going to hopefully have a little bit more information tomorrow and with that that's that's the Crux of the problem is no one can figure out this formula and uh it's a big you need a secret deoda ring and you know a note from your mother to figure it out it's a scary thing I'll report more on it when I'm do my coun reports okay but thank you you're welcome you're welcome Bruce Henry just a quick question I know that I think it's annually we send out a a water report to our residents that's gives all the ABCs of what our water test is overall water quality yeah we just got yes we just got a draft from uh our uh our our lab and and um and licensed operator the end of last week and so that will be available very shortly is that once a year we send that out to the residents Eric um we we send out a notice we make it available on our website and we we notify people in their water bills um and and so yeah we send it out it it's done once a year we'll put it up they'll be able to access it anytime over the next year once we get it uploaded excellent I had new homeowners asking me about uh what minerals were in the our water and they want to get a water softener they're about to have a baby and these were questions that I wanted to be able to answer for them so they thought that they could request a test from us you know um randomly and I didn't I um Common Sense said no I knew we did it I just didn't know how often so thank you for that information I mean if if they want to have a test done they can certainly our lab or somebody else to to do the test but but that's not the answer they want to hear it's not the answer what they have but but the system information will be available and and it and it uh and and it tells what's what's in our water so this current test will be up on our website within it's a complete report I have we we'll review it with them and probably by next week sometime it'll be on the website um probably in the second quarter bills uh we will notify people who may within 30 days is reasonable oh within 30 days residents can view that it's up there for Infinity until the next and for people who aren't asking or aren't looking yet we will get out of notice with the probably the second quarter water bills letting them know that uh that it's there so but it does stay up there on the website till the next year right they can look at last year's report which is there now and and I I'm pretty confident that it does not change that much year to year so if they want to get a general idea of what's there they can they can go there now at at our website and find it and we will get the updated um report there shortly great thank you so much Dominic Jo what part of Ray Avenue is a county G to pave the North End from 5th to 208 5th to 208 yes so it going to do curbs too no I don't think so they don't do curbs they're just going to pave they don't do curbs okay all right maybe else you mentioned that the South uh station has the fencing done but then you made a comment that there's screening being considered for the other areas uh yes that's we're rethinking the screening at the uh at the for sites what do you mean reinking because Eric you told me it was all sites are getting fenced yes and and that isn't changing there's a couple places where the fence has to be moved out a little bit because there it didn't leave quite enough room for uh trans transform the trans yeah they put it about 18 inch in front of the Transformer oh okay and skinny guy and all of the the the sites have planting plans for screening when we look at them we think that where we're planting a few trees and a couple places we have the ability to and probably the it would be better if we planted more closer to a forest rather than uh you a couple trees so I I misunderstood what he said by being considered the reworked right we're we're re we reworking it because you know and for example one that might be near and dear to your heart at at other Avenue um there's plenty of room what's next to it is a park and there's plenty of room and yet the original um plan for for screening didn't include that many trees that would effectively screen the the new facility from the park so we are looking to enhance that so that we so who's better than you Eric and the [Music] mayor oh I'm getting the trees from J with the shade tree you got excess trees right might yeah there's there's some things we've talked about with that too so all right um but but yes we we we don't want uh the residents and our Council people and whatever to be disappointed in in what it looks like when it's done they they can see what it looks like um you made the sale so nice oh my God stop okay any more questions for the administration God no anything for you yes I still have more I suspected so our 125th anniversary celebration year was one that was filled with many events and we are able to celebrate together and remember all those great times we had for our town in December we had a Gala at Macaluso that was a terrific celebration the planning started before I was before I even became mayor with the two chairs John bero and our mayor Emeritus Richard Goldberg and I wanted to thank them and the committee members for the making of the Year such a success I know how much planning went into it and I was honored to be a part of the committee our town has seen a lot of changes over the years but the one thing that has remained constant is the fact that hathorne maintains its Hometown feeling the people that call horor home all care about their town and they care about each other it is what makes hathorne special I am proud to call hathorne home and I am proud to be your mayor I would also like to introduce the committee that put this whole yearlong oh maybe twoe long project um together and that is John bero as the co-chair uh Jackie Walsh Nancy Agnello Nick Roberts and Marie Sasso Shirley shortway Dr Richard aito Monica Smith Favio Romeo Chris tamboro Ellen brogno and Lori Fernandez I would like to give them a round of applause and I know that uh I know that our our co-chair John bero also has some uh items to discuss and to talk about Char you Canna come up too with Joanie with Jackie not doing you much could have stopped you oh don't matter I'm good I'm good thank you you and Ellen should be there Ellen come on up you're on the committee we also have Lynn with us tonight who was on the committee and did a wonderful job uh with everything he did photographs and videos and all that but thank you for having us up here tonight uh just want to recap a little bit about the anniversary year uh I guess it was back in October of 2022 when uh Richard uh was ending his career as mayor uh asked me to serve on the uh 125th anniversary committee and chair it and everybody knows Richard was the best delegator in the world so I said no and but he did uh convince me to do it but there was a condition and he had to be the co-chair so between the two of us we started put our committee together we did a great job great people from uh all avenues of the town uh to put a uh to put a Year's program together so uh starts out with money and you all know how cheap Eric is and and we had to squeeze him to get some money but he was okay we got some money out of them uh but we also had some uh sponsors I just want to take a minute to recognize the sponsors uh they committed $2,000 a piece to this uh great year that we had anniversary year so uh Victor Tagle has stepped up to plate the first day and made his contribution we had Uh Kevin DS from Downs Tree Service corthorn Chevrolet Steve Bara uh Premo Foods Mark cinu uh Fisk wire Eric Fisk uh we got Steve Boswell before he ran out to Arizona and uh amptech electric so uh that gave us a base of about $14,000 to work with and then the burrow uh funds that we had uh to uh to kick off our year so it all started on uh March 24th of 2023 that was our 125th that was the first day of our 125th uh anniversary so we planned a an event at the high school mayor uh Meritus Richard Goldberg was our MC uh we had uh we started out thinking of an ecumenical service but we wanted to do a little more uh so we did a little more uh Pastor west from the first Reformed Church uh Reverend Eric from St Clemens gave invocations and spoke uh we had a flag salute from the golfer Brook Service Unit of the Girl Scouts who did a wonderful job I think there was probably 30 or 40 of them up on stage and did a great job uh our national anthem was sung by horor own Kylie Shara who did an outstanding job and she's got a great voice uh mayor Lane had a few remarks and it was only a few which was pretty good uh Jackie Walsh from the hathorne Historical Society talked about one night at Nel's hotel and she's going to talk a little B bit a little bit more about that that was a play that was put together at the 100th anniversary that I believe they performed it at the boys and girls club and our own councilman Lane at the time was one of the lead characters uh he did not win an Academy Award but I heard he was nominated uh but special thanks to the horor high school theater Department who uh Jackie had went to him we had spoken to him and they went all out the kids thought it was great uh John was not available that night for acting because he was the mayor by then so we had to replace him but uh it it was a great program a great night uh father Frank from St Anthony's gave us some reflection uh Jackie again uh we showed the history of hathorne video uh which was shown at the H 100th anniversary it was put together at the 100th anniversary uh by hathorne Resident s Rodriguez unfortunately s passed away in February of 2023 and could not be at our event so we dedicated the event to him that evening and it was a great video and and the horor Historical Society has that and I believe it's Monica has it at the library if you want it and I'm not sure if it's on our website or not I think at one time uh we talked about maybe putting it up on the website so we can we can take care of that um then uh we cut the 125th anniversary birthday cake that was donated by risoli and hathorne uh went well and benediction by Pastor Howie there would not be an event in horor without Pastor hoe being there and then the closing remarks by uh Richard Goldberg so it was a great great night and I'm just going to give the mic to Jackie for a minute to talk about uh Nelis the night at neles and what that was all about for those of you who weren't there in that night and are wondering what the heck I'm talking about so here's Jackie Walsh from the Historical Society thank you John um nelky Hotel was located up by the ray house across the street from the ray house um on the corner of gole Road and Ray Avenue uh that's where the residents of hathorne gather Ed to determine whether or not we were going to break away from Manchester Township s did a great job of portraying the different characters that um were in the meetings they were very vocal I thought the kids did a great job of um portraying that uh you know it wasn't an easy fight for people to decide to pull away from Manchester because it was it was a big deal they were going to lose all of Manchester's back up so but here we are 125 years later hathorne is hathorne and the interesting thing about poror is when I talk to people from different historical societies around the T around Bergen state county the comment that almost everybody makes is what a unique town poror is so I take great pride in that that we are a very unique town and we should be very proud of ourselves so was a great 125th anniversary uh programs and um I think everybody who partook in them really had a good time thanks Jackie uh our next event was uh put a lot of planning into it and and uh we had a great time doing that one that was in June 10th uh we had a u uh event down at the high school field thank you to Dr SPO and the board of ed for allowing us to use the facility and they were the cost of the maintenance people and the work on there uh it was a kind of a dedication night to the cavaleros and what they brought to this town uh I don't think there's any place in the in the country or the world when people see hathorne they ask you right away hey do you know about the horor cabalero so they definitely put us on the map and it's I guess appropriate today that they're celebrating their anniversary today so uh just a great great organization they do an awful lot for the town so that was an event that uh a lot of planning went into it and uh it was a food truck event uh we had some live music uh Tammy Moore and the others came down we had Willie Wilson uh who was our MC and sang the national anthem uh we had uh Flavio Romeo was RMC and did an outstanding job and uh it was just a great event uh the cavaleros uh the competing Corps went first because we all know as great as they are nobody can touch the alumni Corp and what they bring to the table and uh you know I got to say the mayor was with me Shirley were on the uh stage waiting for them to come on and when they lined up across the field on the sideline of the visitors and started their you know bump bump bum bum bum everybody gets Goosebumps they were screaming they were cheering they put on a great performance I think everybody in town a lot of people had never heard of they heard of the Cavill they didn't know what they were they just thought they were the guys down banging the drum at Coler every weekend you know bothering their barbecue so I think it was a great understanding of what the cavalero are all about and the following they have uh and they they put on an outstanding performance uh at the same time at that event we dedicated uh American Legion place to you know Legion place to cavalero way so in in you know honor of what the cavaleros bring to the table uh we also found out that evening that mayor Lane was a member of the machacho that was the younger uh wannabe cavaleros the minor leagues for the cavaleros let's put it that way we're still not sure what instrument he played somebody told me it was the Triangle but I'm not so sure you so uh but but it was a great event the cavaleros couldn't have been happier and uh uh it's actually something that we're talking more about that uh it happened to be a break in their schedule it was kind of a dress rehearsal for them for the upcoming season so we talked a little bit and and you might hear more about uh you know we may want to do that dress rehearsal more often in hathorne and let the people come out and and what I forgot to tell you it was a free event uh because of our sponsors and because of what we de burough put up it was a free event uh and and the police department estimated between 35 and 4,000 3500 and 4,000 people attended so uh it was a great great event highlighted by uh fireworks at the end of it that uh just put an outstanding performance together so uh it was a great night a great way to celebrate our 125th anniversary in honor of the cabalero so uh uh that was our second event our third event was slated for hathorne day uh unfortunately we kind of got rained out a little bit kind of put a damper on some of the program that we wanted to run but the Historical Society had their Booth set up and they had a lot of 125th anniversary stuff so uh but at the time we were pushing our Gala we were planning our Gala and uh what we wanted to do was just end the year with a fun event uh and let everybody come out let their hair down and and uh have a great time so uh Macaluso was was very helpful in helping us set that all up obviously the sponsorships helped us set that up uh the course of the ticket I believe was $80 or $85 that was the cost of the program that was the cost of dinner open bar and a band we wanted to have a live band uh we searched the State wide and far far and wide surely you know we found uh TK Walker and Company uh just an outstanding band I have to tell you I've been going to dinners and and for years and years and years for different events and I've never been at a dinner where the Dance Floor was packed where you couldn't get on the dance floor for the whole night and just uh people are still talking about it you know it hasn't stopped and uh it was just a great way to end our 125th year and and have a great celebration and uh you know unfortunately well we had to let the politicians speak a little bit so we let them go in the beginning and then we had fun after that but uh that's what happens you know but uh it was a great event and uh you know a lot went into it and and I think everybody that was there like I said they keep talking about it had a great time so so that kind of almost ended our year but technically our year ends Saturday March 23rd that'll be the end of our 125th anniversary so uh we all if you don't know we have a time capsule from the 100th anniversary that we we located there was a big story in that I don't think we have enough time at the council meeting to talk about it but we dug up half of hor Thor to find where it was buried only to find out it was in the store room here at Burrow Hall so but it was wrapped up sealed you know so uh I'm gonna let Jackie talk a little bit about the Time Capsule and where we're going uh with the 125th anniversary Time Capsule so here's Jackie again uh yeah I might as well talk about that now so in conjunction that we're talking about where we going to bury the new time capsule so uh as you all know we we've been in enough events here and I guess Veterans Day we're kind of looking at the Town tree out front and and wondering if it's going to make it to the Christmas season so uh speaking to Mayor Lane and the committee uh you know we all believe listen the tree is dead you know it's time so we thought what better way to take the tree out is to celebrate the 125th anniversary so our plan is to take that tree down and plant a new tree on our 125th year uh so again we're lucky we have Kevin DS in town uh Kevin's done it in a couple towns where they've had to take their tree down for disease or debt or whatever uh plant a new 20 to 25 foot Norwegian Spruce uh and uh and start our growth of a new you know tree we talked to Jackie about how old that tree must be and we talked in there's pictures from the municipal building back in the 60s and that tree is there it survived the fire you know so uh unfortunately it's it's lived its life so uh we thought this was a great way to kick off the anniversary and on our our 126th year we pl a new tree and and 25 years from now when Chris tamboro was running the committee because I don't know who all be here by then but he's a kid so he'll be here running the committee uh he can he can talk about the tree and what we're doing so we're not sure if we're going to BU a time capsule somewhere in the area of the front lawn or just uh leave it with the Historical Society but more to follow on that uh the nice thing with the tree is of course we all know the person that Kevin DS is uh he's offered to donate a services to take the old tree down prepare the ground and donate the new tree and plant it for us so it'll be at no cost of the burrow so and now let me let me turn over the part you all been waiting for is the Time Capsule I know you're all dying to know what was in there so here's Jackie thanks John so once we found the Time Capsule um I did a quick inventory of it and it's amazing what is in this as compared to what's going to go into the 125th anniversary Time Capsule because of Technology here we have a lot of Articles um paper but with the internet that we didn't have in 1998 um I'm printing stuff off the internet to put into our new time capsel so it just goes to show you the progress of uh our lives in the last 25 years so not to bore you but we did there are some interesting things in in here um if you think back uh we had a chamber of commerce directory which has all the businesses uh back to the Titanic music CD no no Spotify then um horor Library Foundation booklet uh a flyer from the outdoor art show on uh September 7th 1996 a police Centennial patch a centennial ring um key ring 1980 um no glasses uh 1898 silver dollar oh good get those wow um the tur Centennial tur Centennial souvenir book from 1964 uh a proclamation from the Mayors and councils a list of the four Mayors uh copy of the play one Nat Nelis flyers from various uh burrow organizations various newspaper articles and the pie to resistance is an article from Rich about rich cutting off his ponytail oh my God the ab right and that's the most hair I've ever seen on them P his ponytail so this was this was a Bittersweet thing to find in in this so we're packing we're going to pack it up we'll hold on to it um anybody do I have a do I have a do I have a buyer well you don't have to worry about him wanting it back exactly so um you know it's it's been a really great anniversary celebration everybody came to together um it's it's just been a lot of fun and the committee was so much fun to work with so I thank them because they're the ones that really pulled this off thank you and you can have that so just to add to that uh Richard cutting his ponytail out uh earned a donation of $5,000 to the library uh you know construction so it wasn't done in vain let's put it that way so uh Richard will be with us forever obviously but he'll also be in a great green lecture about bees at the library um that was really good we had about 27 people um and it was really cool because not only Matt who um did the lecture on the bees um I had three other beekeepers in hathorne that have hives so it's pretty cool one's actually nearby and I think I have all her honeybees in my front yard my native plants um the next one um we have to move the date it's going to be in May for on the hor recycling program but really the big event in a couple of weeks is April ail 13th sell Earth bration in 32 years so I'll see everyone at the high school thanks bye-bye Mike the Board of Education had their meeting last night and as you would expect state aid was uh state aid Cuts was a topic of discussion uh I'd like to reiterate that the haon school district was notified by the state that they will see a cut of state aid of over 18% just shy of $900,000 what makes this uh so frustrating is in many LS is the issue of the funding formula that the state uses uh to decide the amount of of Aid to each School District we receive has been the bone of contention for many many years first is to understand that hton was never been fully funded by any calculations and has always been underfunded uh secondly uh they received their state aid numbers so late that it's always been difficult to um to actually adjust their budgets uh no one has been able to expl expl the funding formula to them in any detail determine the amount of Aid that's going to be given and in this so so like the mayor spoke before including the governor cannot explain how they come up with these calculations uh the state can't or won't explain why the state aid has been cut from Hawthorne for any reason uh thebly amount of State a given to each School District meaning other school districts got a substantial increase in Aid why uh hawthor has been cut and the falsehoods uh that the governor Murphy touted that the school districts will be 100% funded this year in addition to the state a cuts the school district has had their challenges and funding from the state and the county uh provided from for pcti uh in the haand school uh the ha student attending PCI the tuition and the busing are paid by the sending school districts so it comes from the whole On's budget they have long abandoned the vocational training that once was geared towards vocation school and now have touted that 96% of their students go on to college so they are now a college prep to put things in context besides PCT pcti receiving toshing and busing from the sending districts they also receive this year an additional $5 million in state aid along with the 71 million do from complete from the state aid five more million this year 71 million total theate County provides a minimum amount the county itself provides a minimum amount required to the vocational schools of $7 million and they have done so since 2005 and have never increased the amount pushing the burden on the local school districts yet they have also tout no increase in your taxes compare the funding surrounding counties of Bergen and Morris County provide over $30 million to their vocational school programs and also have almost half of their population there board president Abby goof uh sh she showed up tonight and and shared her appreciation for the local state uh State elected officials uh to supporting their cause and appreciate our the resolution that we have on uh the agenda tonight and this concludes my report Bruce uh yes on behalf of as a member of the Safety Committee actually I dropped in on the junior Police Academy last night despite the cold temperatures they were out on Lincoln School playground demonstrating to our students what exactly what happens in a a normal traffic stop and uh how the police officers conduct themselves and uh they also had the Ambulance Corp there was there to give the kids a little further education on our emergency services but the best part for me was I finally got a uh a demonstration of the police department's new drone which is an amazing piece of technology that uh really brings us into the future the capabilities are uh I won't say Limitless but for example to give you some idea if a small child were to wander off in uh late in the day and get lost in goel Brook Park or even 8 Acre Woods right rather than sending scores of people looking for this child they put the Drone up fly it over the area if it's uh the light is fading they can switch to the infrared capability and this drone can pinpoint that child's location based on the difference in body temperature and the temperature of the surrounding surfaces So within minutes they could probably Lo locate a lost child um other situations in a crowded Urban environment if there's suspect on the loose rather than put officers at Harm's risk on the ground they can send this drone up pinpoint where that suspect is and then formulate a plan of action it uh it really is an amazing piece of technology I think in the future every police department will probably be equipped with it but once again Hawthorne is leading the charge so kudos to our department on a a job well done with these kids at the junior Police Academy yeah Mar yes and in tying into that I just want to acknowledge all of our First Responders who responded to a terrifically uh tragic fire on Monday night um it was a four or five alarm fire we had many towns assisting but uh all of our First Responders were there on point certainly our lady's auxiliary um with our Shirley at the helm I thank you for your service and um we couldn't function without you um and tying into that news12 was uh at at the location this morning and my nephew Connor was the uh local weatherman six years old uh he went out there and said hey I watch you guys every morning and they said would you like to do the news this morning young man and he did so for the first time ever the weatherman was accurate so my six-year-old NE Connor you go man that is the conclusion of my report beat that one Dominic know all right first of all Bruce they have used that drone they used that they used that a fire and they their Spring Fling which is a shop local ding local program and what you do here is you go to your get your prescriptions your haircuts your baked goods anything bought locally or you go to a restaurant locally and then you bring your receipts to the horth Chamber of Commerce and for every receipt you'll have an entry into a raffle and the prize will be uh notified or and drawn on June and I forgot to bring that to everyone's attention it's a typo so yeah typo so we can fix it the correct percentage is 12 well then the written part was said seven on the title No in the WR the options from there are well there's many things that can happen so we don't know what the next step will be so you give him the permission to do what he needs to apply for a permit to install the retaining wall a permit should have been taken out it was not so now the permit application needs to be submitted yeah but that ain't is that resolving the water problem that I have in my property it's a first step R it's it's a process well you know April's coming April showers bring a lot of I understand Ron this is something that was created some time and it's not going to be Sol going almost three years right it's not going to be solved by April I understand that but uh it it's the the homeowner needs to apply for the permit what happens from there again we don't know l i was I had a harmonious relationship with that guy I gave him plenty of opportunities got three kids I don't want to hurt this guy but he blatantly disrespected me and harmed Me by not even addressing it so to depreciate so I'm going to give you my number when you figure out where we're going to go from there after he when is he going to get this permit I don't know that's that's the so what if what if you say you got to get the permit and he says well I'll do it in five months again again all of the there's so many what ifs what if he applies what if he doesn't apply what if he applies late there are remedies all along the way so for instance if he's told you need a permit he doesn't get a permit then a violation can issue okay so that's the process so there are steps along the way so when he he may appeal the decision right and which case we go to the construction board of appeals right so there are many layers to what can happen I'm not going to Speculator guess on them let me I don't know they're the engineering side of this because once he Chang is the Contour of the property and it's over 3T he needs engineering so that's that's a big thing for me a wall that's over four feet needs engineering that's the whole point a wall that's over four feet is a structure structures need footings footings need Foundation there's no we know all of that so this all of this follows the UCC so the UCC governs he needed to take out a permit he did not and again so you need engineered wall you need you know we have to consider the drainage implications all of that comes in with the permitting process well you could speculate on I mean is it going to happen in the spring I mean spring is sprung already I I I know can't tell you I know you're not a wizard but uh I'm close but I'm list and he has to he has to do it now as Michael said if he doesn't do it they'll give him a notice of violation in order to pay penalty because he didn't submit the paperwork properly yeah but when we get to that point there's still water coming through that wall then what well if if he gets an order order to pay a penalty and and he doesn't pay it then the town takes him to the pay County
