here miss Craig Miss lambing beer here m Mr Lee here miss nurse here miss stats here Mr H here and Mr Marini here we have a quorum uh we I stand for the Pledge of Allegiance I pledge allegiance to the United States all right I'd like to acknowledge the correspondent as listed there's one um and we will move on they have no board president report tonight so we'll move on to the superintendent's report thank you Mr President I just wanted to uh again thank everybody for a smooth start to the school year but more importantly I wanted to remind the public of two things uh we're currently working on our strategic plan the board did a lot of hard work in identifying uh big buckets for strategic priorities as well as strategic objectives and you can find those right now publicized on our school website um what is the next step in that is we are administratively uh working on what some of those indicators of success are uh some of the tasks along with it um we did get a lot of input from everybody initially when it came to surveying the community uh as well as staff and we appreciate that and I will be putting together a presentation for the October 28th uh Board of Education meeting board members you know the past couple weeks I've shared with you in our confidential communication and it will be coming to you again but if you have interest in what our strategic plan looks like in more detail um there will be a presentation on October 28th but the big parts of it are on our website right now as a fall is uh now upon us uh one of the things that we always look forward to every fall is uh a lot of our extracurricular activities and some of our Sports and uh I'm very happy to announce that we have three uh three of our elected officials here who are helping to support those uh Athletics and extracurricular activities uh not only during the fall Sports season but throughout the course of the year we have Senators wicker here assemblyman Fryman assemblywoman drulis and they have worked very hard for us uh in order to make sure that we have the resources necessary for some of our children this year it is in the area of extracurricular stability and that is very much appreciated and I believe President Marini I think you wanted toh go over there and shake some hands and get a big check and then I think um some of our elected officials might want to say a word or two but again I really want to thank you there was a point last year where we were considering cutting uh Middle School extracurricular activities and uh due to a lot of reasons we do not have to do that so uh we're very happy that our middle school students are still playing sports we're looking at using some of those funds to uh help a lot of our extracurricular activities not just the middle school but your efforts here are certainly appreciated so Mr Marin I didn't know if you wanted to say anything or if we wanted to have any of our officials say anything please feel free thank you very much um I we are very proud of the education that Hillsboro Township Schools delivers to the children um and it it's it happens because of the dedication that you all deliver it happens because of the professionals the Educators the the all the people that work within our school districts and of course the commitment that you make um the parents that stand behind it and and it also it it takes funding and it takes resources to make it happen um and every year um it's it's a challenge it's been a challenge with the funding formula we've been here before um because of the formula because fighting um for resources um and it's not easy and we recognize that um and we also realize that it goes beyond classrooms that the quality of the education also happens Beyond the school day it happens to the clubs and the activities and onto the fields um so that's why we work very hard to make sure that those kinds of activities can continue um with some additional funding um particularly around your your clubs around the stem activities around the marching bands um that you provide because this is a lot of the enrichment that takes place not just within the classrooms and textbooks so we we will continue to be supportive of these activities and the full enrichments that you provide to to our children so we thank you and we're GNA continue to be here for you yes so thank you for your support um we look forward to working with you throughout the year so that we don't have these kinds of conversations at the end of the year it's a good ending to the problem but you know obviously we want to fix the root cause of it so [Applause] I want to take this opportunity to uh to thank you all again it's very much appreciated and I also want to let the community of Hillsboro know that I have uh been in you know correspondence and communication with our elected officials as well as working with some of our superintendent so I know as Mr Marini said this is something that we want to continually work on and uh you know we can uh hopefully talk about some things like certain variables in the we may not be able to redo the whole formula but we can look at certain variables uh that maybe can stabilize some things and I know you've already had those conversations so I appreciate the continued work that you are doing for us so thank you again last thing that I wanted to mention to the public uh after a nice thing uh something that sometimes is causes a little bit of anxiety particularly for elementary school parents I wanted to remind everyone that during the course of this year we are looking at redistricting our elementary schools we're looking at all likelihood in uh doing something for the following school year uh but we have a lot of building going on in town and right now all that building is going on in mostly in one Z zone of one of our elementary schools so uh two board meetings ago we engaged with a group to start looking at redistricting we do think it will be a four to six months process and once we get the data back the board will review that data we will engage with our community again to see what your thoughts are about it but in the end we want to make sure that we have elementary schools where students are having similar experiences that we have room for growth that kids don't have to be shipped to different ends of town and that everybody lands uh in place that they feel is like home um that is tough sometimes because everybody wants to have smaller class sizes and smaller schools but no one wants to see their own kids um need to go to a different school so my promise to you is that we're going to be transparent uh we are going to update you but right now we're in the middle of a four to six month process but I did want to put that out there for the community that we are indeed looking at redistricting with likely implementation uh for next fall and Mr that concludes my superintendent's report all right fantastic all right moving on I can add this to my superintendent report because not something that needs to be voted on so item eight uh on the board agenda for all board members is also members of the community there are policies and regulations that require uh annual review or we have to make sure that it is out there for the public and everybody to see uh those are listed under item eight so if you really enjoy uh look looking at board policies uh please feel free to click on that link and you can see all the board policies that we're required to send out to you every year we'll also send that out through Hillsboro happenings but we wanted to have a public record of that on our board agenda for anybody to come back and take a look at as well so now um Mr Marini I am done with my superintendent report all right fantastic thank you very much uh we will now move on to committee reports um if we could start with education so um we met on September 19th uh and quickly we um reviewed uh the books that are on the agenda for book adoption program approval for English 3D for um multilanguage students uh we reviewed the 2425 uh District professional development plan and mentoring plan statement of assurance um we took a uh look at the uh 2526 District calendar options we reviewed briefly revised policies and regulations for attendance tardiness and prevention and treatment of sports related concussions and head injuries uh we started some conversation on use of AI in the district Mr Handler gave us some good information um and we decided to continue reviewing that as more information becomes available um couple questions on the enrollment of students based upon immigration status the I ready Universal screener uh Administration gave a brief overview of what the I Universal screener is and how it was would be used and um we discussed briefly some information on field trips and literacy and math CP courses all right thank you very much um can we move on to HR listeners we met on September 18th at 4 o'clock um we had a short agenda so we did move through pretty quickly we had two Personnel matters that we discussed we reviewed the policy regarding School volunteers and we did also review a job description for the administrative administrative assistant to the superintendent all right thank you very much uh we move on to operations operations and finance we met on uh Friday September 20th and um a few items were discussed the first item was the comprehensive maintenance plan this is part of the forward-looking aspect of planning for the year and it's just what it sounds like uh HVAC and repairs and maintenance and how that all gets squared away uh we also opened up preliminary budget discussions which essentially at this point Point has to do with uh parameters and guidelines and things like that and at at this point uh there is no reason to believe why there'd be a need to go beyond a 2% tax cap this year and uh so that's encouraging we also talked about uh some time ago the operations committee raised a question about what is being served uh in lunches and in the cafeteria to our students what types of drinks are they sugary drinks and so on and we wanted to get some idea of what is being sold and how much of what is being purchased so that we could perhaps uh share some thoughts about better nutrition or just a better approach to that and we were disappointed to find out that our current vendor cannot provide any of those types of Statistics which we all seem to think was a bit of a surprise and so that is an item that will be continued to be looked into uh it was Mr eert and and that department said they would get in touch with the vendor and find out what could be done apparently other schools are doing more and are able to get more detail and we'd like to find out about that and uh we also had a brief update about the demographic and redistricting study which basically the short story is it's underway right is that it okay thank you uh last but not least we have the governance committee and I will review the the minutes they're not in the order that we discussed but the order of the agenda uh the first item was uh the policy around co-curricular activities um for homeschool children um I know last year we uh approved policy for sports um this would be an extension of the policy to include clubs and other activities within the district um that'll be on tonight's agenda um there was a discussion of donating uh um do donation of work in exchange for a sign so with the pickle ball Tennis Courts at Amsterdam School uh there's going to be a ribbon cutting ceremony and we'll put a sign up for those that volunteered their time um as a thank you to them uh we then had a very thorough but not complete discussion with David uh stoko the coord uh coordinator of school security around uh whether our security staff should be armed or unarmed um he did a very what I would say given the amount of time we allowed a very detailed description of the pros and cons and the risks and the cost Associated um with armed versus unarmed um so by no means is at the end of our discussion but I think it was a very good um well prepared conversation uh from David so there's a couple of points that the board can read on the detailed minutes um but very good conversation um we also had a conversation uh with Dr radwan um and uh Mr dulo the high school principal around the random drug and alcohol testing policy and um again no actions being taken immediately but just to understand that we are obviously well beyond what's mandated I think there's an njsia rule around Sports uh drug testing um but our policy is in place and it does put a strain on the staff to implement such a drug and alcohol testing policy so we've been having some conversations they will continue um there may be some adjustment to the policy um but as at this point there's no uh Amendment on the table and then the other two topics discussed were the uh board retreat which is upcoming and the scheduled uh Community engagement night um we'll be sending out to the board members a survey on preference for discussion topics for our board retreat and uh as part of the board retreat we will be discussing the finer details of the community engagement night so that was what was noted out of that and I think that's it unless anybody has any other comments before we close out committee reviews okay seeing none we will move forward all right uh next we'll move on to uh comments from the board on the action agenda we very much welcome input from the public during board meetings there will be 2 30 minute periods of time that the meeting will be open public comment where the members of the public are invited to comment which they may do if they are attending in person during the first public comment period um during the first public comment period members of the public May comment that items that are listed on tonight's agenda before the board votes during the second public comment period members of the public May comment on any school or School District issue then a member of the public please may be of concern to the residents of the school district as per B 0167 before you state your comment you'll be asked to provide your name and address there's a three limit on public comment please understand understand that our public forms are not structured as question answer session but rather offer as opportunities to share your thoughts with the board an instance where the board believes there's a misunderstanding or inaccuracy the board president or superintendent will address the comment there may be times when a member of the public makes a comment or ask a question about personel hiring decisions Cy note the open public meetings Act and the Privacy rights of public employees Encompass there and did not the board to discuss personal issues in public session so first session first open topic is board agenda items does anybody have any okay seeing none we will close U before we move on uh do any board members have any comments you want to I all right now move on to the action agenda thank you Mr President I'd ask for the board's consideration in improving the following motions in the area of Education uh travel related expenses a new curriculum for grade five C stem new books new literacy program the submission of the statement of assurance for our professional development and mentoring plan overnight trips staff for NJ GPA wraparound program author iing the submission of the amended Ida Grant application to include carryover funds and the acceptance of carryover funds and authorizing the submission of the amended Esa Grant to include carryover funds and the acceptance of those carryover funds can I get a motion in a second so move second any discussion Miss stats uh regarding uh 126 the motion approve overnight trips um we've talked about this in education um some concerns about uh when it takes up school time um but l so for this particular these particular trips um first of all the band trip doesn't use any school days and for the middle school trip I think that's a pretty significant trip but the cost um is what concerns me uh for the band trip it's 255 that can be a bit much but uh just anticipate that there's usually other band trips but for the middle school trip it's $535 per student and um when I went to the home and school meeting uh they discussed the the trip and the cost and they said that uh used there used to be at least 90% of the the grade that would go the class that would go and it's down to uh part of my my uh memory but I I think it was somewhere in the 70 percentile so I think that that's whether it's cause and effect um but the cost has gone up um and the the tenis has gone down um now we do it's uh for the middle school trip they do cover if for students that qualified for free and reduce lunches they cover 50% of the cost that's still pretty high for them um but for there are students that don't qualify for that but $535 can be pretty prohibitive and could keep students from attending that you know they're they're missing out on on a a great opportunity so I just think we should look into I mean it used to years ago used to be just it wasn't an overnight um now part of this trip includes a dance at the hotel years past there was the eighth grade dance but it was on at the school at the middle school so I would just like us to reconsider this maybe even table this so for the sake of students as many students as possible to go and and participate in as many of what's going on obviously if it's just one day they'd have to eliminate one of those uh activities um but I think the payoff would be great for the majority of the students so are you making a motion to table um I I guess I'll I'll make a motion to table it is that does that make sense okay that would require a second and then a vote I'll second it okay any discussion I do appreciate the points that you brought up I think they're very important I think though in as since we've already started the school year and there's probably plans that have already been in place and um probably even information that has gone out this year I think that the conversation should continue but maybe put in place next year or years to come so I think it's something like a very good idea but I will be voting to move forward for this year just because I think that there's an expectation that that's what they're doing for their eighth grade trip and I would hate to disappoint those kids um but I I really think that um Mrs stats has brought up great points about finding ways to make sure that we can keep the price reasonable so everybody can participate Mr helot Andre this is great Point Miss hats um these are points that I've also thought about I struggle because I do years ago was like when my oldest child was like $300 still not nothing but it was a lot less and I think part of the issue is the price keeps going up year after year so we're seeing that the number of students who are able to participate is dropping and from just observation and personal experience seeing your class go on a trip and you're not able to go that is really hard and I and I feel like given that you know we're a public school that it's I think it's it's how much was it 520 what was the number I mean it's 5:35 535 that's a lot of money for but it's a great trip so I struggle with this um I don't think that the number the emails has gone out yet but I do know that even back during covid when the kids couldn't go I mean that was very devastating to that raid so I do understand like what you're saying as nurse um go ahead Miss stats Miss stats I just want to make it clear I definitely I just want this trip to be modified not eliminated by any means uh for you know I think a good solution again I don't want to micromanage would be to just have it down to one day I think that would significantly drop the costs and they could still have their dance um you know on another night or whatever they that'll elat the cost of and so many things is such the hotel Etc um so you know and and just just because it's you know it there's an expectation I mean most of what's on the agenda is an expectation so um there is a reason why we vote on these things I just don't think it's an all or nothing thing it's not okay you you either go on this two-day expensive trip or you don't do anything at all I think we can have a compromise here um I'm curious to find out what sort of feedback um do Dr troli may have gotten from parents past parents even this from this past year um just kind of survey you know all parents just to kind of give some realtime feedback to kind of see where maybe changes might need to be made or not um I do think it's really Val what points you bring up are really valid um I also think though that the conversation should be had for um not necessarily this year since I believe they've already made um reservations and things have already been in place I don't know what changes could be made but definitely moving forward um next year and years Beyond but again I would be curious to find out specific feedback from from um Dr troli and what he's heard okay all right seeing no other comments um we'll take a role on tabling this a vote of yes is to table this a vote of no is to keep it on the agenda and then vote on it so if we could have them available for maybe members of the public to come and just take them as opposed to throwing them out or whatever um so I just want to put that out there for books do we ever reach out to like the Hillsboro library and see if they have any interest in in the books I don't know if we if we've ever done that um but not sure if they would be interested in these books I can certainly ask be good instead of disposing of them it may be good to ask if they interest I can ask just go put him in the book draw what that's making good joke well I I they they do take books from the public however the one set of what I think 40 books for and they might not want 49 yeah books yeah 49 right um that would be an issue but at least maybe giving some to them as opposed to all of the sport it does say that they would need a doctor's evaluation they would need clearance from a physici uh but I'd like to see there be uh some kind of Parental parental permission or something like that for the student to return to the activity yeah we can look at that at the next education committee meeting we can discuss that this is the first reading so yeah just first reading okay okay thank employees Encompass therein do not permit the board to discuss personal issues in public session hello boor my name is Alex nurse and I live at three Ry Road Hills New Jersey I'm a sophomore HHS I apologize for my appearance as I came from a game which we won because of our hour spend practicing speaking of which I'm here to talk about instilling an option two for the student athletes at Hillsboro High School students who participate in a sport either through the school or outside from the school should be allowed to get a study hall instead of a gym class with proof from a coach I'm a tri sport athlete in all honors classes I play Varsity soccer for the school and school basketball I'm a board member of the Palace club at school and I play for a club soccer team and a club lacrosse team on top of school school practice Club practice and homework there's not a lot of time to be a kid and still get the recommended eight hours of sleep playing three sports with two at a club level I get more than my fair share of physical activity according to the njsa 18a 35-7 and8 law it requires that high school students receive 150 minutes of health safety and physical education each week having this achieved outside of school I feel my time would be much better spent in a study hall getting a jump start on my homework or studying for a test I didn't get to the night before because I was out of practice Hillsboro Prides themselves on academics and option two would help improve set academics I feel a study hall would not only benefit me in terms of better academic performance but also a mental health as it would alleviate some of the stress I experience when I feel I can't finish all of my homework it would also give me more time to spend with my friends and family which also incredibly beneficial to my mental health furthermore this would be more cost friendly as you can put more students in the auditorium with a single teacher than you could in the gym I have a quote from a student athlete who wishes they could be here tonight but couldn't senior Varsity Captain Jessica Urena said I have a problem with my shins that limits the amount of physical activity I do playing varsity soccer along with other training tends to make my shins flare up from time to time and is important that I let myself rest and recover whenever possible gy really inhibits my ability to do so and many times I'll try to participate anyway and make the pain worse or I'll try to just avoid running and jumping down during the games which sometimes leads to get me in trouble for lack of participation I really just wish I had another option other than jym since I'm already getting hours of exercise each day with my sport even though it's just a 50-minute period that is a significant amount of time for a student athlete can mean 50 more minutes to sleep or 50 more minutes to study for an exam being able to give our bodies more rest and having more time to do work during school would really help us in the long run with our mental and physical health and overall performance in sports in school here's another student athlete who participates in sports outside of school to talk about their experience with time management hello members of the board my name is Samara nambar and I live on Kimo Court Hillsboro New Jersey I am a sophomore in high school I'm here to talk about a serious issue within our school the work life balance between academics and sports I'm a competitive dancer who dances more than 14 hours a week as a varsity dance team member and as part of my studio dance team I want to take a second to elaborate the physical training that goes along with dance practice we use weights and resistance bands for strength training work on cardio endurance and flexibility just like every other sport implementing an option to our school would benefit hundreds of students who put in 10 times more physical activity outside of school instead of gym class student athletes should be able to use the 50 minutes as a study hall this would allow them to get a head start on their work as an honors student in mainly all honors classes it is a challenging it is a challenge to complete homework on time while also having to study for tests after coming home from a whole day of school and multiple hours of practice I come home anywhere between 9:15 and 9:30 on Sundays and on Wednesdays as soon as school ends I dance from 2:45 to 9 after showering and eating my dinner I have little time to complete my assignments keep in mind that if I have a test I have to spend time after my dedicated homework hours the growing human body should get 8 to 10 hours of sleep but being a kid in an extremely demanding sport and accelerated classes I get five to six on a good day I'm positive that most student athletes can relate to this scenario 50 minutes is such a huge chunk of time and I can get a substantial amount of work done rather than walking on the track during gym class in a week with option two I can get 4.2 hours back Hillsboro High School promotes its commitment to mental health yet the intense pressure student athletes who take accelerated courses face is considerable with a signature from a coach every week our fiza teacher knows that we're exceeding the necessary amount of exercise furthermore I am aware that many other schools do have this opportunity for students and it has helped them Thrive a Princeton Day School student Abby dufor explains I'm able to use the free period to focus on my work which is super helpful on days where I have hours of dance it allows me to get more sleep and takes away the stress because I can finish some of my assignments during school thank you for your time and I hope you can seriously consider option two at our school to help student athletes Thrive and succeed in both Sport and most importantly their academics thank you for your [Applause] comments all right seeing
