H Township Board of Education meeting we are now back from executive session uh Mr reer can we please take rooll Mr Davis here M Jackson here M Craig here miss Ling beer here Mr Lee here miss nurse here miss stats here Mr hio here and Mr Marini here we have a quorum let's stand for the Pledge of Allegiance Al the United States of America the rep stands Nation like to acknowledge the correspondence is listed and we will move on to the board president's report I don't really have much to add for this meeting um we'll have some topics to discuss as part of committee uh minutes but um congratulations on the five nominees for the board election coming up um I believe uh for the new f folks Mr VY informed me that he sent out the board onboarding guide just so they were familiar with the content and uh if there's any questions from those candidates they can reach out board email address or or Mr B sure absolutely all right what about the superintendence report sure some some good news and I I've shared this story before that I am the uh the grandson of a a Normandy veteran and my grandfather was uh very influential person in my life and uh particularly because of that I take great pride in in letting you know the following the Albert H small Normandy Institute takes 15 and that's only 15 in the entire nation high school student teacher studentteacher teams through an intensive program to learn about the D-Day campaign of 1944 of which my grandfather flew on The Institute began in January with online discussions and weekly reading assignments and culminated in late June with travel to Washington DC and then to Normandy France Hillsboro High School senior Julia SARS was one of the 15 selected across the entire country along with Hillsboro High School teacher Bob fener during the spring semester the student teacher teams participated in discussions and watched lectures by Institute staff from the George Washington University they studied and presented on a specific topic pertaining to the Normandy campaign and engaged in extensive research on the life of a soldier buried at the Normandy American cemetery in cville Sur mayor while in Normandy Julia presented a briefing on her particular topic and a liberty eulogy for the soldier she researched at his graveside in the Normandy American cemetery and it's my intent to bring Julia to uh a board meeting in September uh where we can also see the uh tribute that she gave to a fallen soldier in Normandy who was a actually a Manville resident so someone who was local so congratulations to you Julia um on completely different note I do want to let everyone know that there's an item on tonight's board agenda that has to do with engaging with a outside company to look at redistricting as has been mentioned since I have been here we are looking at redistricting as we have a lot of growth in town and the growth in town is taking place basically in one of our elementary school areas forcing that one to be at capacity so while I know the prospect of redistricting can be unsettling as it impacts the the hearts of our neighborhoods I know everybody wants to have smaller class sizes and a top-notch education for their children but in order to ensure Equitable resources an opportunities for students we must evaluate our School boundaries we appreciate the challenges this process presents and promise to approach it with both sensitivity and transparency so as this effort moves forward with the first step potentially being the board uh approving uh a service to help us with that at a demographic study and looking at boundaries we will keep the public informed no one wants their kids to go to a different School than they know but when you're in an overcrowded School everybody wants some student somewhere to go to a different school we will be as Gentile as POS we can possibly be and as I said we will be transparent and I will keep you looped in along the way but I did want to put this out there to the community that we are taking this year nobody's moving this year we are taking this year to look at redistricting and potentially this time next school year we may have different boundaries for our schools again that's all potential we have to see how long the work actually takes I'm also thrilled to announce that our new staff orientation begins next week we can't wait to welcome our newest team members and introduce them to the district it's an exciting time and we have some great activities and get to know you things for our new staff um next week just wanted to update uh the community also on some summer projects uh woodfern told me they needed a new roof well they've got it that's completed uh there's only one little part on the top that needs to be done and that's some stairs going uh from one part of the roof to another not within the school uh at our Tennis Courts at Amsterdam uh construction is on schedule and the courts are paved and curing if you've been by there it's all there's no Nets anymore and there's also no cracks in the ground but it's just one big paved lot project is expected to be finished by about September 23rd and again this is our partnership with the township uh who splitting the costs with us and not only are we going to have that ready for tennis and Inter Scholastic sports but outside of school hours those courts are also going to be painted for pickle ball as that is a a growing and burgeoning and popular sport and the township is getting requests all the time for more pickle ball cour courts so we're very happy to partner with them uh to each take some of the expense and do something for our kids as well as for members of the community uh at triangle if you've driven by there you'll see there's a new playground it's complete and awaiting final inspection and a sidewalk and a fence are going to be installed shortly and I believe that uh Mr aliper the principal is inviting me and maybe some members of the board for the official ribbon cutting ceremony uh once that is done so board members please look in your email for that at the high school we have a lot of work going on the fire shutter project which has been is that is years in the making accurate yes four or five years at least four or five years we are bringing that to completion uh which should be done at the end of August uh we have airds that needed repairs uh most of them are now installed on operational and we are anticipating a full start up by August 23rd uh the replacement of Stadium lighting is underway and the first set of lights are installed that should also be finished around August 23rd and for our shop rooms we had an Antiquated an old dust collector and that installation is complete with just a couple of Parts left to order so that's making our shop uh area a little bit safer and healthier as well our Sunny me Pavilion construction is in its early stages with on-site preparation and concrete pouring completed the structure build is scheduled to begin soon so I want to thank uh Mr eard and Miss Lefever for their oversight of our buildings and grounds uh projects along with Mr Fresco who's our director there's a lot that goes on during the summer um so we hope to see the fruits of that all being done by the end of August so they're very near completion finally I'd like to let the public know that we spent a lot of time working on our strategic plan uh the board completed its work uh Dr feltri I and some administrators we're still working on our work I have shared works and progress with the board so that you could see where we are and it's my intent to have a overall presentation to the public at the second board meeting in September so you can look uh more deeply at our um strategic plan as well as um an online dashboard uh that will be operational at all times for members of the public to see how we are doing uh with our strategic plan but I will update probably on a quarterly basis so my superintendent report's a little bit longer for a summer meeting but I'm excited about the start of a new school year again congratulations Julia and um looking forward to seeing everyone next week and that concludes my report Mr President all right thank you very much all right seeing that we'll move on to committee reports and maybe we can begin with education Miss Jackson y um so on August 6 we met and uh real quick we discussed um new curriculum in business education Visual and Performing Arts and related arts and revised curriculum in ela um we had a few course titled changes for certain science and his history courses fiction book adaptation uh revised policies and regulations uh and informational items um including field trips and sorry uh magma math that's it all right uh we will move on to operations thank you operations met on August uh 16th just last week and um many of the items we discussed on the agenda tonight uh some of the projects being completed that Mr volpy just reviewed for us uh two items of I thought of Interest one is having to do with the Food Services uh provider and uh having missed the Mar on the guarantee Revenue produced for the year and we'll be voting tonight on whether or not to forgive the shortfall which is minor and it's kind of a technicality but we discussed that on Friday uh an item that also came up is uh which will be on the agenda tonight has to do with construction uh evaluation uh for some of the kindergarten spaces in the town and you know all day kindergarten is has become a front burner question and in the process of really just doing normal evaluations it has been revealed that our existing kindergarten spaces are not all up to code been grandfathered in and it's seems like minor things to the general public but you know the size of the toilet and the height of the thing so what will be considered tonight is whether or not we should you know improve an evaluation as to what those construction costs would be it might coincidentally serve toward moving forward with the question of all day kindergarten but that's not really the purpose the purpose is you know do our kindergarten spaces need to be up the code and whether that's being demanded of us or not and uh that's about it really uh renewing CDs and those types of things so that's what we talked about on Friday okay thank you very much now we'll move on to Human Resources Ms our HR committee met um this past Wednesday August 14th at 4 o'clock uh we started off with um a couple of job descriptions the first was combining Courier responsibilities into one custodial position and the second job description was an update to the technology integration coordinator which is an unaffiliated position um we then moved into some policy reviews we looked at physical examination um and also the regulations for physical examinations and attendance with the physical examination everything moved into what was recommended um the one thing that we did discuss is with the legalizing marijuana where that fit within the policy and we deemed you know the committee felt that it was along similar lines at this point of alcohol so we decided to remove that specific uh terminology in marijuana um and then we finished our discussion with an update on Kor class size projections for the 2425 school year all right thank you we'll move on to the governance committee meeting which was uh this week on the 14th um we reviewed some items um we have a a bylaw uh for first reading on board me board member number and term that was a minor REITs based on recommendations um we're also going to be voting on abolishing a covid era policy about remote public board meetings during a declared emergency which is no longer a situation we're in so we we should be removing that one uh the next discussion we had was and we had some good fruitful conversations upcoming board retreat um we are going to look for alternate dates from what was currently schedule uh due to a limitation on attendance um so we'll be putting out a survey with the board to figure out when the best time will be I will also be uh looking for any specific topics that board members uh would like to discuss so we had some good conversations we're going to put out some recommendations and uh also the board self assessment that we've done recently if we can we'll be reviewing that as well at that um so they'll be um we'll be looking for venues for the change of date uh second uh we did or next we did review the uh Community engagement night that we have on the agenda on the calendar for this year and there was a pretty in-depth conversation on how we approach that whether it should be you know all of us in four corners of the room with different topics that are kind of open-ended a basic Q&A or having it focused on something like uh full day kindergarten and getting Community engagement there so there were some great ideas um I don't think we're there yet uh on what the decision is for how we're going to run that um but we we will look for board members input uh and perspectives um I know we've said a lot of surveys out the community already so sing another one might make people go nuts that they've already filled out three or four surveys and here comes another one so I think the board can take the feedback that we've gotten from those surveys and and make the decision on a first step uh and I think the the committee agreed this is not our one and only Community engagement night we'll look to do these you know uh at a regular Cadence to get more um conversational interaction with the community you know we do these meetings people can come up and make their comment it's not really structured as a back and forth communication but these community engagement nights we can have actual conversation with the community on topics of Interest so if anybody's listening out there watching the recording or here in person and they have suggestions of things they'd like to hear discussed always feel free to reach out to the board we're happy to take that feedback and take that into consideration um two more items really quick uh there was a discussion on defining Dei um that we got into some good conversation there uh what that led into was a discussion on the climate survey I know there was some concerns I think we tabled that survey a couple times in previous meetings we decided not to go with that one and there's one that I think MJ the state the state provides the state provides um that's less um geared towards the EI but still gives us some of the data that we're looking for and I think is at no cost Tak some administrative work on our end correct um but yeah is of no cost to the district uh and last but not least an update on the coordinator of school security operations uh that he will join us at the next meeting to speak to us um on a handful of different topics right that's it any questions or comments in the discussion with respect to the board retreat was there um did it come up about maybe just swapping the two dates that specific suggestion was not made um it could potentially be an option just because everybody has those two dates held so yeah I know I'm not going to be it either I was the reason Mr vulpi is is volunteering the fact that his unavailability was was the reason that we're moving it and he's unavailable for either of those dates so no if you switch them I'm I'm not going to be able to be at the October 14th right I'm unavailable October 14 we move one at least to have Mr mpet both any other comments or questions okay we will then close committee reports all right back to the agenda uh we'll move to the first public comment period we very much welcome input from the public during board meetings there'll be two 30 minute periods of time the meeting will be open public comment where members of the public are invited to comment which they may do if they're attending in person during the first public comment period members of the public May comment about items are listed on tonight's agenda before the board votes during the second public comment period members of the public May comment on any school or School District issue then a member of the public Fields may be concerned the resident of the school district as per bylaw 0167 before you state your comment you'll be asked for your name and address there's a three minute limit on public comment please please understand that our public forms are not structured as question answer sessions but rather as offered as opportunities to share your thoughts with the board in instance where the board believ there's a misunderstanding or in accuracy the board president or superintendent will address that comment there may be times a member of the public makes a comment or ask a question about personel hiring decisions kindly note the open public meetings act and privacy rights of public employees and comes to there and do not permit the board to discuss personal issues in public session any questions on the agenda okay seeing none oh h i missed hearing your [Music] voice I don't even know how to respond to that President Mar that was it's a disarming comment on purpose yeah I I don't know if that qualifies as anti-un or Pro you know either way thank you um Henry good Hugh Hillsboro Education Association um prior to uh voting on The Action agenda I was just hoping that some clarification could be shared on 13.5 which is the person uh tutoring to advanc advisement Corp um and if there could just be some clarity on how that will work who it will be for um and how that doesn't um step on toes of our members as they're doing certain work as well I'd appreciate it I apologize 13.15 not 13.5 which is Freckle cely enough so do you want to reach out okay thank you all right just going back to my point in the agenda here one second okay all right um seeing uh we'll close public comment there if there's any board members that want to make comment before we move forward I am going to I guess request if that uh public comment can be addressed with information is that Dr fch do you want to address that so um based on collaborative Federal monitoring we were cited or told that we weren't allowed to use Title One funding to pay our teachers because we don't actually get enough of an allocation for Title One funds to pay um teachers for the second half of the extended day kindergarten um between the salary and the benefits we don't um get enough of an allocation we're not allowed to supplement it with uh District funds and the last several years we've been able to use Esra funding which dries up in September so in order to be able to provide the students in our title schools um the intervention that they need for the full day kindergarten since we don't have full day kindergarten um we are going out to a vendor in order to provide those services in the afternoon Miss Dan I know I emailed a question about but I just want to follow up um so will will um toal One funds be able to pay for that yes okay great yes Miss nurse I forgot to ask as a followup m not are other districts experiencing this newly this year that they don't have enough is it just us again not having enough funds no we were right upon my arrival here we were cited to be cited we were identified for collaborative Federal monitoring um so this goes back to about maybe just about a year and a half ago uh that it's started and one of the things that came out of the collaborative Federal monitoring was that we could not use our Title One funds to pay staff so my guess Miss nurse is that unless somebody has been through the federal monitoring they may not have been cited for that but I think especially with um some things in the recent history in Hillsboro if a federal monitor telling us we can't spend money a certain way I'm not going to in any way shape or form for whoever wants to hear this uh go around that we will comply with the law and regulations if I could add to that there's also um we were using it to complete the second half of kindergarten other districts have F the kindergarten don't need to do that one okay seeing no other comments we'll move forward uh we move on to 10 approval of obsolete equipment can I get a motion in second so moved second any discussion Mr H I have comments on two two items the first item is 13.10 which is L's kindergarten proposal which we discuss in operations and I and I want to just highlight a couple things when I reviewed the the two proposals from our July 15th meeting which we voted um no on or we at least T voted no no we deferred we deferred it okay so now it's coming back on again and substantially there's really been no difference the um the comment about the co the kindergarten classrooms not meeting code was actually in the July 12 notice the other question or the comment when we hadn't operations was that the code has changed and so therefore our kindergarten classrooms are out of compliance I have a hard time understanding that because when the classrooms were built the kindergarten classrooms were in Code Compliance when the code was updated and all I could find was I guess back on September 6 2022 New Jersey adopted um some updated codes that between prior to that date and then after that date the kindergarten class classrooms are no longer safe that to me doesn't make a lot of sense additionally umang when I reviewed the the fee structure the July 12th fee was for $888,000 $250 $88,200 and that was for all schools I believe that the new one where they reduced it to three schools is now $52,500 although their letter did not update that it actually includes all schools so um I'm not in favor of it I think that this is um it it just to me it doesn't make a lot of sense okay that was um 13.10 then with respect to 13.16 which is the redistricting study with arbridge I'm concerned about that award because for a couple reasons one when back in November M 21st 2022 the operations committee um I guess we talked about the previous demographics survey and there were a bunch of different options there and I feel like it would make more financial sense to re-engage with that demographer and add on the pieces that we're looking to do with arbridge the second piece is I know that they um had up there was uploaded um redistricting survey from arbridge but when you go out to look on the internet they have no web presence I know it was mentioned but that their website there was some issue with it but there's it that was Friday and I looked again there's still no like it just seems kind of um strange so those are my concerns and then um so I just wanted to bring that up oh sorry j stats well just um I have two things one is a follow to what Mr H said about the uh the land proposal um uh it does focus on just three schools as opposed to the one in July so I and that would uh be useful no matter what is decided as far as redistricting or full day kindergarten um and I have yet another question about uh uh the contract for tutoring um is there a way we can what I'm concerned about is um uh that can we ensure that the students would have the same uh tutor every day yeah the RFP was written for 180 days School 180 school days yeah but sometimes when you Outsource they're not necessarily going to be sending the same person each time or as you know like well we have a teacher there it's the same teacher all the time so is there anyone we can sort of ensure that would happen that they would that's I think that's an important thing for a child to feel comfortable instead of having different person each day or several different people throughout the year right but that's the way we wrote the RFP was to ensure that now there might be a substitute but right it's not like the same high impact tutoring that we just had where you had multiple tutors potentially but even those they they were essentially the same tutors that came in okay thank you yeah Miss nurse in terms of the redistricting study was there only that company that bid no there were three respondents okay were they all similar in price or what made us go with this one they wide they varied widely um the lowest is 26,000 for a proposal that didn't seem as complete and the next this one was at 42,000 roughly and the other would have been about 88,000 so we the committee thought that this was the best proposal yes Jerry it felt like it was most responsive to the to the way the bid was written as well Jerry would you mind we have a couple new board members who've probably never been part of an RFP process can you just say when the when the bids come in what what your work entails from that point it's not simply just opening the envelopes and awarding so in these cases what these were done as as a competitive contract so what that means is that we evaluate the responses on cost and other factors that are most advantageous to the district so we put together a rubric that would score I think it was five different categories on this one and each one got a weighted a certain percentage with cost being the highest weight um so once that comes in then Michelle and I go through and review these two all the different proposals and score them separately and then we get together and compare what our scores are and the average of the two would be the one the lowest the highest average of our two scorers would be the one that would be awarded the contract or recommended for Award of the contract and I had one more question before for Jean and at 13.10 maybe you can help remind me because I know we tabled it last month I believe it was to gather more information on the direction of the district and what we were doing moving forward is that correct I thought it was so that we would be waiting on the direction of the redistricting study like the demographics that was my understanding from last meeting so I I I can refresh so the the concern was if we were going to do re uh full day kindergarten would it be in one school would it be in three schools would it be in all schools and before we tried to make any changes to the buildings we wanted to get the demographic study to see what the impact would be um after review I believe these were the three schools that we thought were most likely to retain um kindergarten Services no matter what um and they are while we are grandfather they are technically out of code her discussions with Lan so he said being risk averse we can fix those bathrooms um which we'll probably do one way or the other at these three schools and have that move forward with that and not do all of the schools so not mandated by law because her grandfather in but there was an in that we want to be proactive and make those changes I guess my question question is if we tabled it in July to get the information that we just bit out because we districting was part of the reason for tabling correct correct and now we didn't go through that process yet right so you used older information to narrow down to the three schools well there's not a whole lot of options when it comes to redistricting the the potential two options are we redistrict and we keep all of the schools the same K to four which my teacher probably sitting right there would be in favor of um but there is a possibility like three of our elementary schools could be K to2 and three of them could be three to four so we did some looking and the the most logical ones that if kindergarten left three buildings uh the most logical ones to keep them at would be Woods Road uh triangle and sunny bead for a whole host of reasons so knowing that even if we did redistrict that we would have kindergarten there anyway uh since we have the money from the taxpayers here to start doing some work and more importantly from my perspective and and and let's make know I want to be completely transparent I want to bring full day kindergarten to Hillsboro I want to do that for teachers I want to do that for kids I see only positives so that aside knowing my bias we had an architect come through that said hey some of your things aren't up to code and yes we are grandfathered but if there's a certain size toilet that kindergarteners are supposed to be sitting on I want them sitting on the right siiz toilet if there's a certain height that uh sinks are supposed to be I don't want them climbing up on steps and falling over and it's difficult for me to say yeah we can do it and we have the money but we don't have to so uh too bad for your kid who's sitting on too big of a toilets um my proposal does identify those three places to definitely keep kindergarten and then if the redistricting study comes back and says hey you're still keeping kindergarten at all six schools uh then we can go into those other schools as well but we have the proposal we have the money uh we're talking about kindergarten and now we know we have things that aren't up to current code and I don't know why we wouldn't do that for for our students here in Hillsboro so that's the rationale behind it and I completely agree with everything I I feel like we have the money and we should invest in that I'm also a full supporter of full a kindergarten but my only question and I know that we have a certain amount of time to spend this money but are we putting the cart before the horse again like we're doing this we're paying 40 some thousand dollar to get the information that we need to help make a decision how long does that process take and should be we just be waiting a little bit more so we can get the information because we have to go through this and do three schools now we have to go through it and bring do the other three schools and now it's going to be a little bit more money than if we just clumped all the six schools together and did it at one time and if we are definitely moving forward with kindergarten full day kindergarten there's going to be more classrooms that need work like I'm not the expert that's why I'm asking sorry I didn't ask it before but and and part of the the reason for for I know you're a supporter of full day kindergarten too as am I and I'm trying not to do this but we do have work that needs to be done in these classrooms and knowing that we do need to do this this work in these classrooms or I feel we should be doing the work in these classrooms I don't know what the the benefit of waiting would be other than if the board did decide to go down there now we have to get people to come in and rush to try and get everything done rather than to take some logical Progressive steps to address things that we know are issues it's a different way of looking at it I guess just math wise and maybe I'm wrong Jerry if you follow me with my math if we were originally going to pay 80 ,000 for six schools now we're paying $52,000 we're paying an extra $112,000 right are we able to go back and say hey we're asking for half the work can we pay for half the money or are we going to get a discount if we have to go through the with the other three schools now or are you g to try to charge us another $52,000 I just want to make sure that since we have the funds that we're still re responsible as as responsible as we can be and get them most for our money and I know it's hard because we want everything done and certain things have to be done this year but I don't want to be wasteful so basically what they did with this proposal is the things that could be reduced they reduced which was basically the preparing the doe applications and related documents since it's for three schools instead of six that was cut in half um design drawings and specifications including all schools um that was cut in half because there's three schools they have the same design work to do the areas that they can't really change is the bidding and contract award is going to be the same amount of work because they have to do it twice so so that part of work is the same and then construction Administration they have a not to exceed our amount based on how many hours it takes um so that's the same because again it's the length of the contract Administration is going to be the same both times if it's done twice or if it's just done once so if the reports come back that we need all six schools to have kindergarten are we most likely paying then another $52,000 to go through with this for the other three schools yes and how long before we have all of the information if they start in September for the redistricting study how long will we have how long will it take for us to have reports I'll know that answer that question better later this week um after the award we would will have a meeting with this company and talk about all the timelines is it I have no idea is it a c is it week several weeks is it I would say I would say probably at least three to six months yeah how it is that long and we need to use this money this year for you it well we do have certain money that was allocated from the state as as a one-time Grant and I kind of laid out and I know some people disagree but I kind of laid out to the public where I think we could use it and I still think Cindy I understand I always want the the the best bargain I can possibly find but I do think that this is a responsible use of taxpayer funds uh we've received it from the state we've asked it for the taxpayers uh we want I want my kindergarten kids having the optimal room uh that they can have and someday I do want them having full day kindergarten so um I do think it's a responsible use of the fun no I think it's responsible but there's no way that we can go back to them and say if we want to do the other three schools can you honor the 80 thousand dollars that you originally qued I'll I'll believe everything Mr record said I I will certainly ask to try to try that but um we just want to be honest with you too that that's probably what my guess is that they would say no because it is duplicate work that they would have to start all over again for the bidding process and the construction management would be different okay so it' be they would be since the projects would be done at different times the construction management can't be done at the same time okay so we are creating additional work for for their firm by separating and is it too early to say that we're more likely to keep kindergarten at alls I mean what are we my guess because I have teachers sitting here and and thinking this I'm guessing uh Miss nurse that we will probably end up with kindergarten at all six schools that being said I want to go through the study unbiased and see what comes back but for a whole host of reasons which we've kind of discussed we think um that it's probably going to to be there but in case it's not I wanted to pair it back and just work on what we can right now so I don't know I'm going to ask the board then right if that's most likely and I would be also a supporter in keeping as K to four because I've worked in a district that goes K to2 3 to four and the transitions are just I don't think the most beneficial for for kids um but then is it more responsible just to do the six schools and if afterwards we have first grade bathroom first grade rooms with bathrooms then we have first grade rooms with bathrooms and I guess I'm asking what is more fiscally responsible isn't that what we voted last time to not do I don't think we voted on it we just Ted it I mean we didn't vote that one still exists to restore that we still have that active right Mr record yes I guess I went in thinking that we weren't going to make decision until we had the information from the redistricting right thing so I I didn't realize we could be 3 to six months out so if we have to make a decision now and we think that we were most likely I'd rather save $20,000 in the end just I don't know that that's a question for the board members well we tabled it at the last meeting I was just looking at my notes yeah henting the demographics and that went table 7 to2 so I don't know it's changed between July and August because we don't have the demographics I think what changed is we uh we saw the financial impact of splitting this potentially doing it into two pieces so with that one more time I'm sorry the the financial impact of doing this in two phases would be a fin Financial expense $12,000 $12,000 so regardless of that it could be up to the a board member to make a motion to go with the original one if that was if I if I can just say before before your other questions the reason why I brought this forward rather than just bringing the other one back and explaining is I felt that this was something that the board would feel more comfortable with on the whole I understood it initially not everybody felt felt rushed about the six schools but I think uh we had more time to talk about this at the committee there's there's rations and reason reasons why I want to do it so so my recommendation is going to to remain the same here that if somebody wanted to bring back all six schools I would let that come up as a as a as a motion from from a board member but my my recommendation right now is is staying the same because I think that reflects uh some kind of um some kind of balance that the board was looking for what was sorry Miss D here I just want to encourage everyone to keep an open mind as far as rising as far as having k through2 and uh separate schools for K through2 and uh 34 because I'm looking at class sizes for this past school year and in kindergarten there was uh the class sizes at one school were um let see 14 and that in another school they were up to 22 so that's a huge difference as a teacher and there you have less uh there's less likely to be inequitable when you have as we we understand you know uh instead of although grad spread throughout six schools you can have more fair distribution of class sizes per grade if you have reduced to smaller number of schools such as three per sets of grades so I for the sake of uh being fair to the students and and I know I know that can be Troublesome for for parents um but you know for the sake of of our children you know to have uh Equitable class sizes small class sizes consistent class sizes I just want hope we can be openminded to consider that absolutely I am happy to report again to my elementary teachers who might be sitting here we have the lowest average class sizes uh in our elementary schools that we have had in several years and we also have more intervention supports than we have I think ever had um so that's some good news to report along with that I'm sorry I took us um just responding to miss stats I don't think that we can say that the demographic the number of students in kindergarten classrooms is going to be accurate when many parents are having to put their kids into private kindergarten because there is no full day option here so I don't know that that's necessarily reflective of what the actual numbers would be if those kids were in public kindergarten I wasn't I was just using that as an example of how in different schools I that it applies in other grades as well you can have uh one grade one uh in one school where let's say grade three I could go through it here but grade three could have in some schools uh the uh average class size is right that's why we're doing the redistricting in the at all but when it comes to deciding on how many classrooms we make adjustments to so that they're eligible to be full day kindergarten classrooms I don't know that you can base it on the class sizes when there's so many kids in private kindergarten I'm I'm talking about this is a separate issue actually and and they do sort of overlap the the issue of class sizes in general and K through four that's what I'm talking about and it does overlap with the issue of f day as well but my concern is you know how bre district and can address the uneven class sizes throughout the district Miss nurse I got the $52,000 for three schools what I just heard 80 thou what was the original budget for six [Music] 880 you basically consolidating the construction Administration it was 88,000 250 8,000 may I ask a question because this is what I wanted to ask is was that a final number for all six schools yes that was the number for land so by doing three and three we'd be spending more money yes correct correct so the question is if we went to 3K to2 and three3 to four then you wouldn't need to address all the schools and wouldn't have to spend any more than the 52 but but that's not necessarily A exceptionally likely situation so if you spend 80 we don't really know until we have the answers but the the more likely scenario is that you still keep K in all the schools are we under any time constraint with regards to quote unquote spending money Jerry do you want to answer that in a certain way well I I mean if we're within the budget year um the only thing that could happen to any money that's spent would be surpluses and it could be designated in reserve accounts to be used for future purposes maxed out of the C renovating bathrooms excuse me which could be renovating bathrooms I mean we're not kind of the question here is and the reason this proposal was tabled to begin with was because of the idea of doing a demographic study to determine what the actual leads were and so the conversation was well why do the architectural stuff before you know what the needs are you know and this that's where we keep flopping back and forth well I think a couple things again I was trying to find something that the board could could digest I also think the community does have some expectations of us as we Lobby through the state that we needed money uh that we lobbied that we needed to have a tax increase it might be difficult for some people to say yeah we're going to sit on that money for when we really needed particularly when we've identified in certain classrooms that we have things that aren't currently up to code I I think that's a hard cell to say we're not going to do anything even though we know we can be doing something because we want to wait until we have every bit of information possible I don't want us to have over analysis by paralysis especially when we have the money and we know we have a need it benefits students it I think the difficult part though is the fact that if we only do three now and three later we're still spending money we shouldn't spend I mean it's it's not small change right 16,000 I calculated no no it's more than that 104 I'm sorry 104 52 time 2 is 104 right doing all six at one time for what 80 something 88 so 104 I just did 104 - 88 was 16,000 that's the most basic month that I came up can if we've identified three schools that need the work done I don't see how spending that money is bad because they are going to need to be fixed anyways why are we waiting to fix them I I get the I get the difference in money but we've identified three that are going to need to be fixed anyway so I guess I I can understand where superintendent bulby is coming from and let's start proceeding because it's not like we wouldn't need to do this work anyway but I think it's this extra spend of money regardless of how small it might sound to some people it's still money it's it's I don't know I I just can't justify waiting to spend more money to do three more bathrooms and I'm going to speak and please jump in if I'm misrepresenting what anybody's thinking I don't think anybody thinks it's a bad idea to work on kindergarten bathrooms I think I can say that and everybody probably agrees here the part is that we tabled in July to get information that we needed to make the best set now I feel a little bit of pressure and I was trying to figure out logistically a number wise what's going to be the best for kids if we're under this time crunch of having to spend this money within a certain amount of time for me ideally let's get the demographics back say we can't wait 6 months we need it in 3 months I don't know if that's possible and all well if the money has to go back to Surplus then is it I mean are we I know got 10 15 years ago the state came and just took everything up right I know that that's a possibility but you know we said last month we wanted to go in well educated and now it's back here without anything that we said we wanted except for a guess about which three might convert to K to2 buildings right if we and then what are we gonna say to the three the schools where the three building three kindergart the three buildings that didn't get the updates why did you pick our three and not invest in the other three like I I don't want anything to be divisive and I also don't want anything like I hear what you're saying but I I just feel like yes this is a great investment but it's a great invest it's the best investment if we do it properly with information and I don't like just doing it based on guessing is what I'm saying you um not really but I mean you're so you're saying that technically if we wanted to bring back previous proposal for six we technically could yes it exists it's still [Music] valid is that's uh th this current uh land work that would be just drawings and everything when would they be actually doing the work of the renovation do you want to speak to what the new steps yeah yeah that the the actual work would be next summer right so after we get the demographic study then um whatever is decided they can then start doing uh the drawings and all that schematics and for the remaining schools or whatever is decided um could that work also be done in the summer could be if there's enough time there's a lot of work involved in getting it to the point of going out to bid one of the things that I've heard and Miss nurse I totally understand where you're coming from but like we had mentioned the demographic study said it may take six months well tell them we need it done in three along the same lines if we go down that road and we haven't chipped away at doing some of this work and all of a sudden we go there then it's going to be oh we got one summer let's get all of this work done it doesn't always work that way like people need lead time and need to start working on things in a progressive pattern so it's not as simple sometimes as just going out to a vendor and say do it faster get it done we want to make sure that that we can get it done and that they can get it done correctly that's part of the reason so as far as the uh bathrooms being done in some schools not others it is it safe to say that they would all be done in time at you for when the students then would be going back to school and in the next September I mean that would be or whenever all like it's not like we're going to have some done in some school at the actual renovation done but not in others for for which schools well let's say let's say we do have you know the kindergarten all six schools yeah and uh at some point we'll have to do the schematics and drawings and all that for the other three would all the renovations still be done so that all the students can reap the rewards of all of the kindergarten bathrooms I I can't predict that which is part of the reason why I'd like to get the work going on some things so that when it comes down to like if all of a sudden you know we say in the summer hey we're doing all six schools The Architects could be like okay I'm not going to be able to get all of this done for you they could have some work done in advance and then we could progressively move forward that's so at least this would make as as as it is now this would make that more likely to happen that all six could be done what I'm trying to do is I'm trying to set up us up for success as much as possible because I do I do hear the understanding that people want things done um but when we're dealing with outside vendors and they're dealing with lots of other people they might not just be able to get everything done this is an incremental step and I'll just add I don't have super lot of experience in this in this effort but when you're breaking a project in smaller projects you're always going to have higher contract Administration if we had all of our projects in one big bid the administration cost would be lower because we'd be managing one big project it just happens to be two sets of bathrooms so it feels like a wasteful to have an administration fee here an administration fee here it's two different projects and just one other thing part of part of this is including um uh uh providing for students with disabilities too you know upgrading to you know having bathrooms appropriate for them as well correct yes and honestly to when it comes down to although they'd be in certain rooms you know any student with a disability could find another restroom that they could use correct um I'll I'll go ahead with the motion to look back into the the six different schools and I think part of the reason I would want to do that is I think uh it was discussed before too it does logistically make the most sense to have Sunny me triangle in woods but there is that outlier woodfern which is kind of out there on its own it's kind of hard to integrate six schools to and do the different levels of grades I think to have the most Equity really the most responsible thing would be to have full day possibly explore full day kindergarten all six so I mean if we're going to spend if there's be a difference of $2,000 because we're breaking it up in two parts I rather just get it all done out of the way make sure everything's up to code if not for nothing um the full data doesn't pass at least we have bathrooms are up to code ready to go for so okay so just to address that specifically that is a motion that would require a second to go second okay um so let's let's pause there if there's any discussion that on that specific proposal before we take R I didn't I'm sorry if I'm going back or contradicting myself but when I said let's do the six schools because anybody it would be just be great if there was a bathroom in a first grade but if we happen to go and split K to2 and three to four those I don't know if any how many people have seen kindergarten toilets um but even for third or fourth grade to use them it's it's you know really reaching so you know at first I was like oh great you know we can use them in all six schools and I don't want to mislead about like the special needs bathrooms because that's just a separate thing and we don't ever know how many rooms are going to be in a building for that or whatnot so that needs I think to be a separate thing if we're talking about that I just I'll vote whatever way I want this work done I want full SCH day kindergarten in here I want our buildings to be the best they can be with the lowest class sizes I fully believe in all of that but if it takes us an extra two or three months or four months if the money is not going to disappear now it's different if the money is going to disappear if the money is not going to disappear I just prefer to take the guest work out of it and make sure that we're spending money on what we need to spend money on so I'll just vote with that thought because I can not um I just wanted to thank you Cindy for articulating that better than I could I also agree of waiting to just let's see what the demographics report says the previous demographics report actually had our our um enrollment decreasing over the five years and that's not really due to Hillsboro it's just due to birth rates being reduced so we really it's it's we really don't know it's it's an unknown as to how the future is going to lie I just feel like having more data with with that new demographics report although I don't like that particular um proposal but understanding that the demographics report is going to be updated I think having that information will at least it will I think it will be a responsible way of spending money I just I just feel like yes we have the money but that's not a really good reason to spend it and in fact I thought like even if we so yes we have to spend it in this school year but I thought in the past we've been able to cut like POS at the end of this year to do work in the following like we've done that before right so I don't understand no we could but we we would have to have bids opened and awarded to be able to cut the POS against them right so if we're talking like I don't know how many months it was like when we did the previous demographics it was like November was when that award went out or something like that and then it was back in April so that's like five months four months five months something like that it just seems like having more information would be more useful I just want to say too that some of the information I do have came from L's uh you know walk through and to speak to Allison's point and also Jane's point I I know right now that we have toilets that are too big for kids I know right now we have sinks that are too high for kids and I know that there's a possibility that we may have to do work in all schools eventually and then when it comes down to it I don't want this board being like Why Can't This Place get all this work done for all six schools right away because we have the opportunity now to start working on that um I want to make sure that we have the proper facilities for our students we know what buildings would have them we know we have kindergarten kids and and we do have the money and that's important to me that we're moving in the right direction I don't want this board to put itself in a point where you get the demographic study and what if it comes back a a month late and then all of a sudden we're forcing our Architects hey we got to get this all done this well you know what we can't get it all done in the summer and then all of a sudden we're pushing things off another year I just wanted to keep that in mind that we know things need to be corrected right now we know that it's still your choice but we do know that okay so with the mo I'm sorry I'm sorry because I'm frustrated right now and I know that you know I said that I would stay true to myself up here and not worry about re-election or anything and that's how I am but I'm actually frustrated BEC and May and part of it's my fault I'm frustrated with myself that I didn't read through and comb through this agenda to see that this was on here because I don't think it was fair to the people who said that we wanted to table this discussion until we had information um so I try to be calm up here and try to be professional and I and I will continue to do that but I don't like feeling guilted into something either and that's exactly how I'm feeling like I'm not making the best decision for these kids this is all about why I'm here and why I'm doing it it is my profession it is exactly what I want we are have waited too long to put full day kindergarten in here I know that we didn't have money that we had to wait patiently I get all of that but we waited this long and I just I I do I feel frustrated this should not have been on here without the information that we requested it was requested information in order to for us to make educated decisions so I don't know how it came back on there again my fault because I didn't see it on here it went through committee okay fine but then there's a breakdown here right because as a board a whole board we said seven of us said if that's the count seven to two that we wanted the demographic information [Music] so like I said I will take ownership for missing it and maybe not having a conversation sooner instead of at the dis but this is where I'm seeing it so unfortunately this is where I have to have the conversation so and I don't you know everybody has to vote their own way and that's fine but I do not ever want anybody to say that I'm not making a good decision for kids because I'm not rushing this project that's what I do not want anybody to make me feel right I know how important all of this stuff is I am right with you I am supportive of at all I know how important it is but we have been in deficit after deficit with our budgets and $116,000 might not seem like a lot but every penny counts when we are asking our community to pass referendums then we you know get bowled over by the state again and we're trying to fight our way to be in a positive situation but now I do not feel like I have to Sprint to the finish line for this we said we were waiting for demographic information and we don't have it and so I'll vote that way but like I said I needed to say my piece because it is no way that I don't think that we need all of this stuff so Mr I'm just gonna add on the second half of what you said I fully understand the first half of it there was a request to defer this until the demographic study was done additional information came about the code standard versus the bathroom which is why this brought to committee and said since we've identified this as a secondary issue the proposal was to bring back three schools that we think will most likely have kindergarten if it's not all six and saying since we have the code concern we brought that back this wasn't we said no we're pushing it back anyway it was because of the fact of the code issue that was raised so it wasn't a dismissal of the board's opinion it was hey we have a secondary option if you want to address the code issues with a best effort we can do that the board's very willing and able to vote no if they don't want to do it but I just I don't want to take this personally this was really just a thing of a different topic came up and this was a partial resolution to something that was identified I appreciate the clarification it was more the pressure I was feeling about if I for some reason said no to this that I wasn't doing no no I think I think the point is if we then decide to do it you always do run a risk at the end of it that you may not be able to get all of this done due to timing so a benefit of doing this now whether you want to do it or not is that that would alleviate some of the burden over the over the next summer months or whatever it is to get all of this done so once again not pressure explaining the situation it went through committee this was the conversation so we'll get next I think but the reality is that we were planning on doing six schools for next summer anyway if the demographic survey came that way I just don't want us to forget that we had said this was all be if we came back and said none of this is needed we could have said well we're gonna fix the bathrooms anyway even though we're not going to do full day kindergarten we're going to fix the bathrooms because they're out of code we're going to keep it exactly the way it is we probably want up doing this anyway in at least three schools so the idea was since we're probably going to keep three at a minimum and those three are the most likely maybe we can get a head start and yes anytime you do projects the project main the administration is going to be higher because you're doing it twice um but it is what it is I I think that that for me is the worst part because you're knowingly spending more money on on you know this this is my just how I feel is that we're you know we we passed a budget under bad circumstances okay and I laughed when I heard the word referendum forgetting about the first referendum because nothing that is being done is on referendum anyway there was no desire to do buing kindergarten or referendum but to consciously make a decision to spend $52,000 now and then down the road if we need the other three bathrooms done which we probably do I can't see it's not and then we're going to spend another 52,000 it's just the fact that you make a conscious decision to spend more money and if I'm understanding correctly all this work is not going to be done until next year anyway right so why I'm having a hard time consuming why are we spending $52,000 now when we know in a year we're going to have to do six you know it's not gonna be done for a year so what's yeah so M Jackson I think the the the recommendation here was to do all of them and avoid the double spend because the high probability is you're probably need to do it all schools because we're it's a lower likelihood that we would have K to two in some schools and three to four in other schools I think the communication was hard to you know not just looking at the them being bathrooms that need Renovations versus we're going full day kindergarten we don't know which school so I think the messaging could have been let's just do all the bathrooms next year you know for the lower price I I don't know I I I feel pressured too because and I and I am regardless of how I voted for the budget I believe in full day kindergarten it's just that the circumstances that we were put under were unfair inappropriate and there was it was a lose loose situation here but I I think that's what felt bad here too is that we taed it and then it popped up and I why it came up nobody wants it be out of code so I don't know I I just wasn't I think you know certain situations come up you're trying to make the best decision on questionable circumstances so do I want to put all the effort in now make sure we get it done over the summer do we want to do part of it now and do part of it later and wait and you risk then spending extra money to do so so there's a risk reward depending on which St situation I think the point is if we wait for the demographic study there's no guarantee that we would have the ability in time to get the stuff done over the Summers then you're waiting another school year to implement the bathroom renovation so I think that again it's it's where do you want to put your spend and time and thought well then maybe at that point it's prioritizing which bathrooms you do if you're and that was the question is do three that you know you're going to need and then wait and yes it cost you more but that's the cost of SP I do these projects at work all the time you bring project management people in if you do projects you have to manage the project twice it's more cost so if you do everything at once it's cheaper but overall but do you need all that work really the other question yeah and my intent in bringing this forward and I'm sorry if anybody's feeling pressure but that I do believe that this is work that needs to be done but this is also something that I thought was digestible to the board the board I know we have an active motion on the table from from Danny which was seconded but the board said no we don't want to do the six so and upon reviewing it we brought it back to committee I think the committee was three to one to bring it to the full board two so sorry two to one well I followed up with Paul afterwards and he was he was in support well as well so there were three members of the committee that wanted to bring it to the full board it's still the board's vote as superintendent I want to give you my information and my perspective but I don't have a vote and I thought that after the committee meeting this is something that the board would want to uh to look at and that's that's why it's here but that being said I know sorry that's well at the July meeting I I brought a you know let's table you know doing all six etc etc so when i s g be honest with you when I saw this on the agenda I'm like this is like an end run around trying what you know and then you know I ask questions and um to me it no matter what is decided those three schools will have the same work done it's the only the a legitimate concern is the difference in cost but as far as having it everything done hopefully in time and regardless of whether or not again I still want us have an open mind as far as uh the changing the grade configuration um especially if we're worried about class sizes I mean I I I love the idea of f day kindergarten but considering uh what money we do have available we had to make decision between full day kindergarten and uh you know hiring more staff to reduce class sizes I did lean towards the latter um uh I still have concerns about that um especially I'm worried that FTE kindergarten will even increase class sizes to accommodate that but as far as this particular item on the agenda I think it's in the best interest no matter what is decided this will not be a waste of work and in anticipation of whatever is decided after the demographic study it will make the uh work completion more likely to happen in a timely manner okay so the motion right now I guess would be to replace the three bathrooms with six to be voted on six six schools doing all six schools instead of three schools so we would first need to vote on whether or not we would want to move forward with voting on six versus voting on three so a vote of yes would be that you want to vote on the six it doesn't approve the six it just updates the agenda to replace it with the bid for six as opposed to three any questions on that before we vote so think ask more questions feel free but this vote a yes would be either way something's on the agenda we voted on at this point it's either three or six somebody can make a separate motion afterwards to strike it all together but that's the motion on the table I just have a comment sure I am confident that this district is going to get bued kindergarten I can see it in how people speak about it I just I feel that since we're going to have it within the next few years why not do it the right way where we wait for the demographic report we get that information we know where we are going to have kindergarten and what schools and it really gives the demographer a lot of leeway versus saying well you know we identified those three schools but they may not have been the right ones or they may they for whatever for the for the every reason why we're paying a professional demographer to do the report if we make a decision right now to go one way or the other we are creating some constraints in how the demog demographer creates their report I just I I'm confident that we will get build to kindergarten I just feel like not to waste money in the process yeah but depending on the what if they do the change the grade configuration no matter what the demography rer comes up with my understanding of these three schools being done you know the schematics being done now um will be appropriate no matter which way anything goes correct yes but based on ,000 extra right that's the difference if you do it in two pieces yes but but it could make it more likely for everything to be done by next September but where Bas but I don't understand how those three schools are based on is it based on a demographer report or how is that being chosen it was based on administrative conversation uh we took look at a a variety of factors and we can speak with our demographer and say that those are the three schools that we are interested in keeping kindergarten that the demographer although he can make recommendations when it comes to that he doesn't know our schools and our programs and all of those types of things he's going to make uh data driven decisions about populations and where they should be okay so we're g to move on to roll a yes vote is for six schools a no vote is for three schools as is currently in to keep it as is we're just voting on what the agenda item will be it will either be for six which is a yes no would be for three and then separately we'll be voting on whether to pass that resolution or any other thing that somebody throws Jerry that they would be able to tell you later in the week how long it will take them to do this well yes we would have a kick meeting and as part of that we would set timelines okay and if I don't I just I guess there's not a way to have a special meeting on a v one vote right like we would have to wait till SE September 9th to vote on this again like if they tell there's a big difference between three months and six months in what we're trying to do here right so we would we would wait till the 9th if that Mo got table it would just be nice to know if it's going to be three months or six months so then we know if we have time to get proposals and do what I would like to do which is get the information then start the work or get ready for the work um it's would be helpful to have a realistic timeline before to help my vote on this but I guess you know at this point it's just going to just keep pushing things back if we wait for a time frame there's no way to do like a pull vote my non-educated comment is that when they give you a three to six month time range it's almost always six months at a day I thought that was not what they said but what you were just best guess yeah that that's just my best guess absolutely so it's not what they said I'm saying it's usually long sure no I I do know that but for time to in a contract there could be ation of okay if you get it done in three months here's your full amount if it's longer here's your penalties like I don't know you can write a contract the way or you can propose a contract the way that probably should have been the fixid with time bonuses because generally speaking fix bid they're gonna do it a Time Time Bon pay extra to get back to get the decisions well depends on if it's not a couple thousand right fair point point all right all right thank you so so Mr eard I just wanted to clarify for my own edification the three School proposal that I brought forward is off the agenda it's been replaced 13.10 will now be the six School motion that was that was on theenda in Ju I just want the board members to feel comfortable with the knowledge now that the The Proposal that I brought forward that was discussed at committee is is off and the proposal for the six schools is now on correct just want to make sure everybody knows that is it possible to separate 13.10 out in the vote I would just mention your vote separately for [Music] okay but is it I'm sorry it's official three 13.10 is now six as opposed to now six schols not three not three six schools and it's the uh six schools to bring the bathrooms C correct could um Miss D it's going to bring the current bathrooms up to code or they going to be adding bathrooms Jerry can I kick that over to you is sure proposal the proposal for the six was for the the current bathrooms and the anticipated need if we did do fill to kindergarten as well as adding a ADA Compliant bathroom in each of the schools like so what the extra an extra bathroom in the classroom would be for the ADA compliance so we're anticipating how many classroom kindergarten classrooms are going to have already now before the demographic study okay may I make a motion to table 13.10 I would require a second for that I second can you repeat that I was requesting to table 13.10 as we did back in July so there the schools yes can I ask a question sure is that are you thinking in order so at least we have a time frame for the demographics back yes so we would we would pass the demographics tonight and we would have a timeline and then we could make a decision perhaps in September or or if it's three months we might just wait for the demographics report yes then I will second that motion clarity for the six schools we're not limiting the proposal to upgrading the existing bathrooms to bring them up to code but this proposal would also include additional work that might be commensurate with going to a full day kindergarten program so it's not just to bring the bathrooms up to code it it is more extended work and yes it would it would do the classroom that we would think we would need to have for FY kindergarten plus could I think we just said that there'd be additional bathrooms one of the classrooms would be an ADA Compliant bathroom so in addition to bringing up the existing bathroom to code we would be adding an additional bathroom that would be ADA Compliant compant yes and would that be exclusively in the kindergarten area or would that just be General access in the school it would be in the same portion of the building that kindergarten currently is in but [Music] I so we we'll need more than just one kindergarten in each School additional kindergarten classroom in each school right in in some schools might need two but most would likely need one so but I guess I'm not understanding are we just the only is the only additional bathroom we're planning on right now is the ADA Compliant one or we're also going to add to other ones as well so I'm just pulling up this scope of work from the July proposal that was on on the agenda so on Wood Road I would say it's adding in just the ADA Compliant Amsterdam I think there would be two I know sun was two triangle Just One Amsterdam two amdam and C two yeah there are one which is AA so overall it's putting full day kindergarten aside this is an upgrade to code and compliance ADA compliance so it's a structural Improvement to the schools but that I don't understand that that's not what how I'm reading this report and all these questions kind of bring me back to what our discussion was back in July is that with full day kindergarten we don't know how many classrooms we need in each school and until we have that demo demographers report we really like I think we're going I I feel like I'm going around a circle So the plan here when we brought the the architect in to do the first evaluation in speaking with the principles the recommendation was that we come up with the same number of classrooms that we typically have in for first grade in each building and that's what this would do because those kindergarten classes plus those that choose to go elsewhere fit within those first grade number of classrooms I actually have a different question um a demographer report would that even would they be able to kind of give us a rough estimate as to how many additional students we would have in the event that we have all day kindergarten because that that's a kind of a number fuzzy number that I don't know if they' be able to kind of procure based on yeah they they formulas kindergarten is always just a formulaic approach for them because they don't have survival rates because they didn't exist in our classes before so they go up birth rates and some other factors that they factor in so they would be able to tell us what they think our first year you know next year's full day kindergarten class would be just because the number would be different just because I are taking I guess are they taking in account the the the private kindergarteners that might be the influx of private kindergarteners that you might now take in due to the fact that F they exist do they take that in consideration yeah I think so I think yeah I think the last demographer looked at Birth to first grade because we didn't have fully kindergarten um this time they would look at Birth the kindergarten which is traditionally What's Done um so they would basically just be looking at and project they they wouldn't be looking to project how many students aren't going to go here because we don't know fully kindergarten they would just be looking at here's here's your numbers of from birth to kindergarten what we expect to see get there if it's generally if it's 90% typically in in in a district or if it's 110% they would Project based on that so essentially we don't have a hard number as to how many like how to allocate classroom sizes in general because you can do that just by looking at your first grade and then go backwards that's what you that's what the and that's what they're saying and that's what we did basically each year we know what we need for first grade right so so that's your full the goal is to have that many kindergarten classrooms right so if they can just project what the fir first grade is going to be then they just minus a year and that's your full day number I don't understand why that's so difficult well it's approximate it's a different cohort of kids every year sure but it's close and that was one of the reasons we had a problem with the previous demographer is because they made up a number for what bu day kindergarten was made no sense so I just I I feel like we're back to what we discussed in July as I said buer kindergarten is coming to Hillsboro let's do it the right way with all the information and that's all I can really say and oh actually I can say one more thing I still don't understand I mean I know the reason it came back to operations committee was because of the code and that made me confused because like I said the code well I understand that you want things to be up to code but there probably a lot of other things that changed in the code are we going to go out and look for those things I mean it just can I can I respond to that the as I did state in the operations committee I became aware of it if there are code compliances I am unaware of I I can't do that I didn't go hunting for this The Architects brought it to our attention so that's when I brought it to the committee and I think I I think I made that clear during the committee that that's why I did that okay so we have an open um proposal for deferring for taing this item so we did get a second so we're required understanding or accuracy the board president superintendent will address the comment there may times when the public makes a comment question about personel hiring decisions kindly note that the open public private public not the board discuss personel issues in public session Henry Goodhue Hillsboro Education Association um I just wanted to return to 13.15 and I realize that you've taken action on that but um looking at the contract that's approved for that the contract states that certificated teachers will be provided by an outside organization who are now performing a duty that was previously covered by one of our members um whether they were paid through Title One funds or wherever one of our members who was employed by the school district was performing that Duty and we have now as Miss stats just put it um Outsource that we have a provision within the contract that we're notified in advance of any thoughts to privatize or subcontract in any way and I'm concerned because this seems like a pretty clear subcontracting issue where we're bringing in an outside organization to provide certificated New Jersey teachers to perform a duty that for years has been done by our members so while I understand the changes to title one I certainly you know I'm sensitive to those things I think that perhaps there's other ways this could have been looked at I am very concerned based off of that contract and what was approved for it and I'm curious um if anyone is willing to share how that is not considered Outsourcing because when Miss stats used that term I saw a lot of heads nod yes um but I didn't hear anyone clarifying that it wasn't that thank you okay seeing no others I will add in public comment I open it up to board members anyone else day comment I would just
