Journal City website copies provided to the record North Ledger and also placed on a Bolton board in the lobby of City Hall objections if any shall be made to the city clerk blute the flag I alleg no actually we don't my senior is aware that we're going to wait okay um just so people understand we're going to we've opened the meeting and we're going to suspend the agenda which is available up here if you're interested but we're going to usually at the end of the public uh excuse me at the end of our meetings we have a public portion for the public to just come up and talk about anything they want to talk about um because we are required to start the meeting reasonably on time it's publicly noticed as such we had to start the meeting but we're going to suspend the agenda and move the public portion up to the beginning of the meeting which is now so we can continue to hear um from the public we usually have people sign up so that we have a record of the names of the people you don't have to give your address or your residents but your name if the clerk is able to hear and comprehend your name you you you don't need to sign but if you we'll be sort of giving you a nod if your name is one that is hard for us for for the clerk to discern so that we do have it for the record um and then once uh you have five minutes to speak you don't have to take up all five minutes but you are limited to 5 minutes um this the city council meeting is not typically a question and answer session so I'm asking you and I hope you'll uh cooperate but we are welcome as many of the public were were saying for the last hour and a half you you wanted us to hear from you not you hear from us so it it's not really a back and forth um but there will be questions that come up and we can answer them and I was going to ask director Gonzalez to just start with the question about the timing of the mayor has asked me to ask you question about the timing of the cameras because uh in the parks that have been you know on ordered or on the process of being procured Etc sure um thank you Council um so just to speak to some of the questions that had come up about the Church Square Park improvements um at the current moment the city is actually out to bid on the improvements for the phase one of implementation of the church gr Park Vision plan that phase one Improvement includes um improvements to the ages five to uh 2 to five playground area it also improves the change of the restrooms which were brought up earlier this evening um the restrooms will be decommissioned and two new Portland Lou restrooms will be installed roughly at the corner of fourth and Garden Street um to also address the question on the cameras so the camera system at Church Square Park was very outdated um it also only provided very limited views of the you know the uh proximity really directly around the uh current restroom building so our goal is to actually provide views of all of the park um upgrading that system to a new cloud-based camera system similar to what we've now been installing modern days at uh all of our other parks and Facilities um we do have currently coot quotes pending from two separate vendors for that I anticipate having them hopefully within the next few weeks and bring them to you at the next city council meeting for approval um there has been funding identified for it but of course we will need city council approval for any contract of that magnitude um so that's something that's been in Pro in progress we actually started um earlier this year trying to get estimates for both Southwest Park and Church Square Park um to upgrade them to to current standards not using the really Antiquated system that had formerly been in Church Square Park any further questions yeah I'm sorry did you say how you duration yes so timing of the overall playground improvements project just or timing cameras just the cameras um our hope would be to have a a contract on the next city council agenda and then they could be installed within a matter of weeks on the next so December 4th yes so by the end of the calendar year you would anticipate certainly The Hope yes that's the that's the plan that we have articulated to both contractors okay yes thank you very much director um I realize now the mistake that I made that in that for those of you the names I have I have two four six eight names of people who have signed up to speak typically we go in the order of the names of the people who have signed up I suspect that there are many of you who would like to speak who have not yet signed up um and I just spoke to you and said if you come up and articulate your name we will allow you to do that but how about we alternate between the list and someone who's not on the list so that so that the people I just told that don't have to come up and sign up don't have to wait for 40 minutes which is what five minutes times eight people will be um so uh if someone for the first one would be someone who would was here for the public safety meeting and would like to come up and have five minutes to speak is there anybody there's a we come up to the microphone you got it now you were not no don't touch the micone okay thank you I won't touch it goes up and down I got it uh so there's something called a work opportunity tax credit which is available uh upon approval to people who are challenged many of them are homeless are either or both of our social workers uh authorized by the state to deem uh disadvantaged people eligible and if so uh why hasn't uh local business been uh communicated with about hiring such people thank you thank you yep I don't know who that question can go to but I don't know that we have we're going to have an I have many things to say but I am going to start um and if time provides um with just a couple of things um I might have to leave early so I'm going to speak on a few things here in the agenda um the things that you have up for um incorporating in or inserting in the budget um I would hope that um those hires or those monies that come in do benefit um members of the public and residents of Hoboken when you do the hiring um for um certain uh new um agencies that may be put in there so I would appreciate if Council uh would let members of the public understand um when that comes in when you provide the information for whatever agency or title or such things that you may have to do and any of the other money that's coming in um before January uh 20th that would be greatly appreciated and Council uh president time is a Wast and so uh I beg everyone's forgiveness and I hope that they have a little Indulgence um as our now beloved and Gone Too Soon council president gatino is gone I would ask her to um start her phones translator uh going to do as best I can a little uh or words simp Bueno I'm going to simply try to if I have the moment to repeat what I said it was more personal and emotional than uh I could ever say in English but um basically what I have said is uh to councel president uh gatino uh May her memory be long in our minds and in our hearts may she always be an example to follow of a service to our community um I was um a friend perhaps sometimes a rival but always always a friend and a person that I would call her and she would answer the question even if I asked it 15 times even here so to her her memory I just regret not being able to say these words to her in person to let her know how she uh touched my life and how special she was so to her again to her family my condolences to all of you her colleagues again may God have her in the Council of angels thank you thank you council president thank you all thank you Mar Mark thanks council president of council my name is Mark Singleton I currently serve as the president of the board of the communities of faith for housing which is the organization that owns and operates the Hoboken shelter I've also been a near lifelong resident of Hoboken I raised two children here I played in Church Square Park as a child and played there with my children and so I just want to say as a parent and as a resident of Hoboken we obviously um abored by what happened in the park that day but I do want to clear up a few things one is that Troy Timberlake was not a resident at the Hoboken shelter Troy Timberlake has not availed himself of any services at the Hoboken shelter for over a year um you know and I just want that to know unlike it was reported in many of the online news articles um so I just wanted to make that clear the Hoboken shelter is in my opinion the greatest Public Service organization in the city of Hoboken I've been a volunteer at the shelter for 40 years and in that time I've seen thousands of men and women rest to life of usefulness through the Hoboken shelter the Hoboken shelter yes we provide 500 meals a day 50 people sleep there overnight um we provide a thousand showers a week for Street dwelling homeless and others um but we also do more than that the Hoboken shelter is actively part of the solution and I know because of what we do we're often being placed as as sort of being part of the problem I just want to really reinforce what many of you I know know is that the Hoboken shelter is part of the solution this year alone the Hoboken shelter took 155 people from the streets into our shelter and then place them in normal housing situations um and that's that's something that happens in the Hoboken shelter every year every single year in the hundreds um we are actively working with people to get identification that they need to get them Housing Solutions that they need we are all about Solutions this is a difficult problem the fact is depending what study you look at somewhere between 7 and a half and 15% of all Americans will experience homelessness in their lifetime that's a number of between 25 and 35 million people in America this is a nationwide problem and the Hoboken shelter is there on the front lines and people like Reverend Forbes and Jacqueline cherubini work hard every single day to make this town better and I can say without a doubt as a lifelong resident of Hoboken Hoboken would be way worse if it was not for the Hoboken shelter the Hoboken shelter is the only one of the only active parts of the solution yes the problem is bigger than we can handle we are capacity as well um but I just want to say that I'm proud of the work that we do there um and again homelessness is a big problem and you know there are no simple answers unfortunately to that problem but if you want to contribute to the problem contribute to the Hoboken shelter one of the things we do is we have a homelessness prevention program very often the only thing that separates a person from getting into an apartment is a security deposit we have a program where we provide security deposits for people and we help them with their PSG bills but that is not funded by any government agency that's funded by donations um and so we work very hard to keep those type of things up so again what what chief fan said is true rather than giving somebody $20 on the street give $20 to the Hoboken shelter and I can promise you that we will make good use of it towards a solution to ending homelessness one person at a time thank you thank you Mr Singleton uh next is Mary Bloomberg Mark okay not there's anything wrong with son of an auto mechanic so we have terrible handwriting um I know Hoboken has a lot going on so I'm a little you know this this may not seem like the most important thing with what's happening um um of late with with their Community safety which I'm I'm well aware of I moved to Hoboken in the mid99s uh I've been a Hudson County resident ever since I now live in West New York but I spend a fair amount of time here in town uh regularly helping those in need at the Hoboken Community Center and at St Matthew's Church uh many of the same issues that impact Hoboken and residents uh also impact residents throughout the county and I know that Rising taxes and school costs have been contentious issues here in town so having said that I'd like to ask kind of a prep Preposterous question here how do you think it would be received by students if you decided to build a school in Sinatra Park park or Church Square Park sounds sounds kind of crazy and I hope you would reject that idea outright but so how would you feel if you heard that a neighboring Town wanted to build a school in a Hudson County park with the condition that Hoboken residents help pay for it while that also might seem a bit absurd that's exactly what's happening right now in North Bergen North Bergen is in the final stages of the D application process to divert Green Acres encumbered encumbered count County Parkland for the purpose of building a permanent preschool in brat County Park Hudson County tax revenue and therefore Hoboken resident taxes has already been utilized to acquire replacement lands for this project in all likelihood more County tax revenue will be necessary as the plans probably are going to need to expand the footprint that they've asked for which is going to require more of an investment and the county has an agreement with North BG to foot the bill why does North Bergen want to do this despite significant declines in enrollment North Bergen complains that for the better part of 23 years 23 years they haven't been able to find a single alternative site for their preschool kids uh they say there's no other option than a county park that's despite the fact that their Board of Education owns a property that's triple the size of what they want to use in bradic but they won't use use the Board of Education property because they say it's critical recreational space so their Town Park is more than more important than our county park for those of you that aren't familiar with bradic it's a beautiful place it's 167 Acres open to all County residents and it's packed on the weekends many hobok many of hoboken's pickle ball players have recently discovered it and can attest how lovely it is schools don't belong in County Parks and towns should fund their own school projects I'm just curious if I could get a show of hands here of people who agree with me thank thank you so I'm here tonight with a draft resolution that opposes the bradoock park diversion that I'd like to ask the Town Council to consider for adoption so I'm going to leave this behind and ask if any of you would work with me to discuss how we can bring this to a vote at a future at a future meeting um and lastly um you know if we get enough towns in the county to to pass this we can put pressure on the County Commissioners to um withdraw their support uh and I'll just say for residents that aren't familiar with this if you want to get involved you can contact me again my name is Mark Bloomberg we have an Park so um I'm very familiar with the various issues in both places um one I wanted to Echo the person earlier tonight that expressed concern that the the operator when you called the police department is not the most friendly does not make you feel like you are calling for any worthwhile reason you know just kind of has like an attitude from the moment they answer the phone um so I think that sometimes that can um make people not want to call again for something that maybe is frivolous or quality of life issue the other um thing I wanted to mention was uh something that my neighbors deal with is um public urination and defecation um in in the realm of third and Bloomfield and I'm just wondering if there are any you know opportunities to either um have the shelter open for bathrooms during the day or evening or whether there could be like some sort of portapotty situation near that area I know there's challenges with all these different things but something needs to be done thank you 9 9 to the bathrooms are available are available all you're you're you're welcome to come up no well Timmy LOL hello everyone I'm Jaclyn cherubini executive director of the Hoboken shelter I celebrated my 20th anniversary last [Applause] month and I'd like to um I'd like to mention the winter warming initiative actually was based on my thesis so it's been 20 years we've been working on that so it's a really great program that saves lives throughout the winter what we do at the Hoboken shelter is we shelter 50 people nightly serve 500 meals daily provide a th000 shower showers weekly as Mark Singleton mentioned but what we do is more than that is we help people move from the street to our shelter to their own homes we help people in their crisis of need in critical moments of their life anybody and everybody whether you're homeless or the Working Poor or a volunteer comes to us with a lot of needs as well so we're there for anyone and everyone so we have stats here for 2023 everyone is welcome to have a postcard as well as we do Outreach like I said with Reverend Anthony Forbes 900 p.m. to 10: p.m. nightly and we do go out in the street and we do make sure that any police officer can drop off a a guest at the shelter we have the warming Center throughout the winter months and that we will help anybody especially with the bathroom needs the bathroom needs is basic human right I mean food shelter toileting we we have that open 9:00 a.m. to 9:00 p.m. to the public now a lot of that urination and defecation are bridge and tunnel barg goers are you going to find out are they homeless or are they not well I'm going to tell you they make millions of dollars they probably make more money than I can make in like one minute like my rest of my life so I can tell you I'm very passionate about this but every time we talk about a criminal don't just assume they're homeless so as Mark Singleton said we are part of the solution we have resources I I produce the annual resource guide to prevent and end homelessness for the Hudson County the whole County and right here in Hoboken from January 1st today I want to add up the number of last year too because we talked about the different crimes and assaults and and uh and calls of the police officer over 300 people moved from the Street toour Shelter to their own homes to date 155 just this year and you know what the year is not over over the year is not over we're going to house several several more people and that is with your help be part of the solution um I I really love the idea don't give change to someone on the street they're not homeless they're get overs they they are getting they're getting something that they need that minute you give Pro if you give your change to a program to make change that's going to change someone's life be the change and use the police officers as a resource they're here to help they actually I I believe the number still stands that hoken has the most educated police officers with Crisis Intervention training CIT training that they respect everybody and they're here to help everyone whether you have an address or not but it should be known today and every day that guy Troy was not a shelter guest that guy Troy did a criminal act that guy Troy should be arrested for what he did my heart goes out to that Nanny my heart goes out to that family that child that witnessed that my child my three-year-old plays in that Park so I want to be safe for you for me and especially for my son I'll be I'll be out there my three-year-old loves playing there so it needs to be safe for all of us so that's why we're working hard to end homelessness and to be part of the solution but please everyone please if someone commits a crime do not believe that that's it they're homeless oh they're bad or if you're homeless you know what why are we even calling someone homeless okay we're we're calling someone what they don't have right they don't have a home I'm only 5 foot tall do any of you call me tallest no so let's call them a person let's call them by their name that guy was Troy and he was a criminal he did a bad Act and the police arrested him that doesn't mean that he's homeless and it doesn't mean the shelter was part of the problem the shelter is part of the solution so please learn the facts that we end Hunger and homelessness at the Hoboken shelter and we provide resources to everyone thank thank you for your time and thank you for your like to leave those on the [Applause] bar uh Alex shook shank could you pronounce your last name for us shank Alex shank that's what I thought okay thank you thank you Council Mr Mayor it's good to see you I was out campaigning and I shook your hands when you were running for office um I am here for the bradic park um I recognize that this is a time of hurt for this community um a time of healing potentially as well um but I come to you from another place I'm a resident of North Bergen and I'm really grateful for this space because this is something that affects all of us you know I'm originally from South Jersey and when I explain to my friends and family the place that I walk with my dog the place that I walk with my husband the place that I really enjoy it's the Central Park of Hudson County it's the Central Park of New Jersey it's almost parallel on the map if you look and this is bradic Park this is a place for all of us to go and enjoy our time and yet my Town North Bergen is trying to take a a part of this place this sacred place you know we know that in green places especially in this County where we're so restricted as soon as something is built it's gone it's gone um and yet this place is a place where people from all over the county come to enjoy their afternoons um as my friend Mark said when you go to Hudson County you see it's packed on the weekends and that's because there are families that are spending their time there there are families that are celebrating birthdays and holidays and and and inviting friends to come um especially in Hudson County a lot of people of color in this County do not have a place to enjoy Recreation and so we need to protect this space and I ask that friends from this town friends from Hoboken um I know that many of you go there I know it's up a little bit it's not super close to y'all um but I I know pickle ball and and other recreational places um this is this is a place for all of us and and for one town to carve out a space on that that that sacred place is is outrageous um I've tried to go to my Township I've tried to go to ber I've spoken to them and they have not given me a listening ear they have not tried to uh respond to the needs of me and so many other people in my Township hundreds of us have signed signed a petition um I've worked with environmental uh activists and friends in my Township and the town won't listen to us and so I ask that we really come together as a County uh we have this opportunity now for Unity um we have this opportunity to protect this space for the community um you know it's not that the school doesn't doesn't matter us on the contrary we want a place for our students we want a place for our prek uh kids to be able to to have a quality education you know what a bch bunch of trailers in a park in the corner of a park is not the solution we have five acres in North Bergen that this Township this North Bergen can can build on and yet they refuse to do so they refuse to do so they want to take a a sacred place of of County space and so I ask that you all support us as I say we've tried to voice our concerns locally I have spoken to North Bergen and they will not listen to me they will not listen to hundreds of people who signed our petition and so I Turn to You all you know we've gone to Union Union City we've gone to West New York we've gone to Jersey City we've gone to so many places we hawk in and they're getting on board because now is the time to to be a place of community um we wouldn't come here if if that weren't the case and so I ask you to please stand with us just as I'm here I'm standing with you all I feel for the hurt in this community and I feel for the the opportunity that this might present for for you all this this time of grief um as well um but I ask you to stand with us as well on on this important issue thank you very much thank you very much Mr [Applause] shank anyone else for uh Public Safety well Patricia you're on the list and for Public Safety I was the first one here I got to the meet in the 5 and I was sitting outside but I heard every word so you should know better Mr Doyle I was here for Public Safety thank you anyway I'll wait patiently because everybody's important tonight okay please don't distract me because I want to keep don't lose my chain of door when I got here at 5:15 my heart skipped the beat because I'm at every meeting I'm here at the meeting when there's only six of us in here to see mayab Bala here tonight is Bittersweet you know why he should be at every meeting like other municipalities as the mayor not wait until somebody hurting and something negative impact our city and here they come I want everybody watching this tonight first of all give a huge shout out to 4,087 people that voted for me okay I was even willing to lose votes went on the other side with the yes vote I was attacked I was humiliated by the the negative things they saying to me and my family but y'all keep forgetting who Pat waiters is okay I'm going to have to save that for another time date cuz it'll take history to explain to you that I'm not giving up I am not giving up on Hoboken New Jersey I want to say this because it broke my heart to see this many people in a meeting and this is how it should look all the time you council members should show them some compassion when they vote for you and when you win you sit up there and lie I can't act excited I can't act bitter I can't cry I can't even get emotional with this no more cuz it's a joke to me I know exactly what's going on in this town and I feel shamed for that young lady her best friend Crystal was here we were sitting outside and she couldn't get in but we all raise concerns Mr Doyle but it bothers me when we feel portrayed that our mayor the so concerned all of a sudden you ignored me for a year Robie when I told you my son was attacked why because I'm Pat waiters and it became personal a person rolled the window down right after the city council invited them here to vent about the whole Israel then I lived on Park Avenue in front of Trader Joe's a vehicle pulled up rolled the window down while my son was on duty and spit in his face and called him a you get out the street you dumb and almost hit him with a BMW the police department was phenomenal Kenneth I can't tell you enough how you deserve every penny and some he had the police on the scene that everything was done investigation taken care of I don't want no pity party I don't want nobody do go for me I want my mayor to be held accountable but you wasn't caring because you was running for congress so tonight you here acting like you care about us so much are you kidding me that's like pouring salt in an open wound I want to hear every solution y'all make tonight to these people that's sitting out here and asking all of y'all don't let this be about the mayor's seat don't let this be about them three council at large seats that's why I can't trust nothing nobody's saying tonight we got less than 12 months and it's an election they'll tell you they could go outside and cut a hole in the ground and strike oil and y'all believe it I'm blaming the people that keep putting the same people in the chairs and want different results we still going to have the feces and the and the shelter y'all doing a wonderful job Reverend folks you know we go way back when this man worked at St Lucy's and other shelters there's but so much we could do mental illness is a sickness it's not a disease it's not a crime homelessness is not a crime some of these rich people out here quick to comment is a key away from getting locked out you got to be careful we expect more of our government officials I don't win elections but I'm a woman in my word I will fight and serve every resident in Hoboken when they come to me with any matter of concern I don't have to be with the politician in your corner most of y'all Toof faced and voted on both sides but I'm good I'm good I just want y'all to be truthful tonight and tell them what you really going to do to make them comfortable where they could go in the park with their kids and they grandkids like me and their sons that work for the city we want to be respected I moved here in the 60s Robie when you wasn't even thinking about coming to Hoboken stop acting like we didn't build Hoboken I'mma say again closing saying this I I I I feel real bad for the family that that happened to but Kenneth you doing a phenomenal job I had to put that out there I work right across the street from church Church Square Park the minute they jumped on you at the last meeting the next day I seen eight cops walking the Beats everything they ask you for you serve them with that but there's but so much you can do and I got your back 100% I'mma do it the oldfashioned way I'll that's about Community we see somebody being attacked jump in and get involved Let's Help the cops out thank [Applause] you Sheila Brennan I read the nixel the mayor sent out this morning and it was a Litany of all the wonderful things he's done to keep us safe and all the reasons why it's not his fault that we're not and it made me wonder why it's taken him or the people who do his political spin 18 days to make a public statement oh yeah it's because he's faced with an angry crowd of residents who are here to demand that he finally start taking our quality of life seriously not to mention ABC NBC Fox News and lots of other media picking up the story up until now his strategy has been public policy by headlines burnishing his resume at our expense ignoring the mess in favor of posting positive news stories about resiliency in initiatives and hiring Foresters completely tonee if you ask me when people are getting hurt on our streets and in our Parks when women are getting groped by monsters on ebikes and residents are fearful the mayor isn't fearful he has a bodyguard a bodyguard he brought with him to Jen atino's funeral mass last Wednesday a bodyguard who sat right next to him in the front of the church I was there mourning my friend if anyone wonders why councilman pres Zano's ebike ordinance isn't more visibly successful that's because the city initially ordered something like 30 vests in the runup to the passage of the ordinance the police chief put out a memo saying it was completely unenforceable and at the police popup on third in Washington in the summer the officers said they were unaware of the ordinance this is all by Design the mayor didn't want to hand one of his critics a win so he did everything he could to ensure the measure would fail he allowed the ebike Cowboys to run wild all over our sidewalks and streets so that one of his enemies would look bad he made us all unsafe because he was more interested in playing dirty politics than actually showing some leadership lastly I'll say that if any of the mayor's supporters who might run for reelection or for the mayor's office tell you that things will be different if you vote for them don't believe a word of it as my father used to say don't piss on my leg and tell me it's raining is there anybody else who would like to come up gentlemen my name is Andrew massin I stand before you as someone who was um homeless one one time in my life a younger version of me so I do understand the struggles that individuals go through um I don't want to get into the debate of um what why you should not call someone homeless or or or not I think that's a little bit of virtue signaling if you ask me however I do see the good that the shelter is doing I think we should get to a point to where we stop talking past each other and figure out some solutions look at things such as um we want to help individuals and just like the residents that pull money out of their pocket and to give to these individuals that's not the solution same thing for the city we should take care of the our residents and as much as we can h house now if we can't house if we can't house 500 people then we shouldn't be attracting 500 people to this town The Simple Solution and I hope that the the shelter will you know hear me because I'm not coming at them at a in um in critical manner I do see the good that they do however when you when you provide these um hot meals to go you create a a Allure so I think the best thing that we could do is keep housing as much as we can house and then move to maybe a um a a pantry solution where we can give food to the uh the lowincome the the elderly among us but stop just feeding um hot meals to individuals that are causing trouble um that is that's all I have for today thank you could sir sir could you give the clerk your last Andrew Ma and I I live right I live between the shelter and the park so I understand I see it every day where hot meals are given M and did you get it unfortunately it it creates a no a aure and and practically speaking is we live one part one um stop away from the city we can only do so much as a small City and being this close to Manhattan it's it's unreasonable to think that we as a city can feed 500 people or more every day so I think we should focus on what we can do and do that very well but focus on the safety of this town too because I clearly there's there's anger among the residents here and I I understand both sides but we we have to stop talking past each other please thank you thank you sir Mary Andrea Mary Andrea 1599 street I'm here for a couple of reasons we just got off a rank control election that I have participated this is the number well on various degrees but this was the number three reev involving Ron simonini and it took a great effort with a lot of people and I'm grateful to the people on the council that I saw I'm not saying you didn't help but I did see Mr Jim Doyle Mr Phil Cohen our mayor Robie Bala and uh Joe Quintero I saw you physically out there and when I was at the table and I thank you very much for that regardless of any differences I have with any of you I give credit where credit is due and Emily Emily sorry I apologize I am very grateful of the outcome it was a effort for different people from all walks of life which I got to know and I'm grateful because it was a common cause that we all worked toward and we're not gloating we're relieved and grateful that the message got out um in the following two days after the election in the Jersey Journal there was an article called the title was after resounding defeat property owners could take rent control issue to court and I just wanted to read you one paragraph that Mr Simon cini now Simon cini the public public leader behind the referendum believes individual Property Owners bringing the issue to court or converting their rental units to Condominiums will be the next best route for enacting change in rent control I I hope that I don't have to live to see this happen again and I don't think I will I mean live I don't think it'll happen again there'll always be issues with rent control but considering most of us are moved out or dying off it's it's still an issue that affects even new people that come here that are paying very high rents and they they don't want to get another increase that maybe 3,000 1,000 to their 4,000 so it's a common issue as the H um shelter says very apply it's a it's a um necessity of life to live with a roof over your have food and clothing and I would hope that people would have a better take on that in the future I mean no harm to anyone I came here at a certain time in 1987 the rents were getting high but that doesn't make me a bad person because I didn't make million not Millions I didn't make hundred th thousands of dollars to pay 5,000 4,000 or 3,000 that makes me I'm just a citizen I I have a place in this city even though my rent may not be 3,000 and I have not bothered anyone and I do without a lot there's no launder mat anymore near me so I have to go to Union City or down to River and that's really hard in the winter and I can only go to un City when my friend takes me there so I'm not no poor me I'm grateful for what I have and I'm grateful that we won and I I I don't think continuing this battle is necessary we're not out to hurt anyone we just want to live here peacefully and people coming from Ridgefield Park I think it is or Ridge Ridgewood like Mr Simon cini I actually friendly to him get along with him but it's he's being paid by landlords I don't know if they're small corporate or what but that that that's where he he's do what a why is doing it and he's done it three times three times a charm I hope and pray that he won't be back to haunt us I've done all the most of all the artwork on all of it I guess I have that to remember it by but it was made with Blood Sweat and Tears and I wasn't the only one and I'm so pleased and I'm not gloating I'm grateful once again to the council members and the mayor who stuck their heads out necks out feet out and did what they did I will never forget it thank you thank you Mary yes Elaine can you sign up the wrong one I I don't know whether you did or didn't um yes yeah thank you is this public comment uh are you are she's next if you would but are did you sign up for ordinances or for Public public comment what do you want to talk about two minutes can I have two minutes or you want someone else to go first go ahead just um if if if um the council and the constituents believe that we have some uptick in crime I'd have to point out the danger involved in the hysteria misinformation and lies there's a goal to some of the um hysteria that we've uh seen previously misinformation I don't want to go into the details in schools but I did recognize that uh the superintendent who called called herself doctor for 12 years without having one was here and it involved um a lot of stories uh false stories that just get promoted over and over again on social media I even get direct messages the um the carriage almost adoption that translated to Carriage abduction I actually got that on a DM I said ho wait a minute same thing happened to me today should I turn myself in I helped the woman move her carriage stuck what if I were black or male stop the hysteria those stories just go on and on and if you notice it's the same profile of people stating it they're the same locals that I I go to um you got to realize people I spent nine months once in this court because uh that same cluster presented a police report a false police report okay it happens over and over again and it gets more and more promoted you got Channel 4 out here interviewing even after the chief did an excellent job I'm sorry U of of unpeeling the onion to say this is absolutely false we're taking we're creating more danger by taking police resources on hysteria we're dedicating brain power when he he's already got it under control in a very well-defined way we've got at this point uh uh and I've experienced it several times because that group I told you about it is continued harassment but we've got the right staff the right captains lieutenants the right distribution of staff and we've got people who are believing misinformation and lies and having it spread more and more that is much more dangerous and I'm going to just stop to give you an example of a misinformation that concerns me between the administration and the police and we already know that we have a problem with the administration and the fire so it's very important our fire and police when I was younger and found out that fire and police reported to Mayor oh my god did my stomach sink you can't have F your safety be under politics so anyway this is em this is embarrassing at least embarrassing to me um I had to uh there was a Communications that go out from admin that involve crime now I'm just going to give you this one example because it was an embarrassment uh in my family is like a Greek family the worst thing you could be is illogical or stupid so when we had this uh incident that involved two deaths at the sky line I think it's called um I described how the pr came out and said that it was a no foul play which immediately one of my sibling says oh you don't consider murder murder suicide suicide or murder suicide not Foul Play I mean just please give our fire and police due respect and doe Accord for their professionalism and please put out the message like on redic Hoboken to stop you're going to they put pictures and lies out those people are going to be attacked and they persist in it and like I said it goes from it just spreads Channel 4 out here wanted me to repeat okay repeat what the officer what the chief said I said I stand with she Saidi want a constituent opinion I said he is our best Chief and his opinion and my opinion coincide but he didn't want they don't want that they want to spread something that has an agenda thank you thank you Elaine good evening thank you I'm the Reverend Dr Elaine Ellis Thomas the director of All Saints Episcopal parish and I have to say I'm shocked to learn that I live in such a dystopian hellscape I've been in Hoboken for almost seven years I mean no disrespect to anyone who's been a victim of crime I know that it's awful I Pastor people who have dealt with it and we live in a city a city that is growing faster than our resources can keep up and we we are it's going to take all of us to solve the problems of the city I love Hoboken it is the my favorite place I've ever lived and I do everything I can to try to make this city a better place so I wanted to start by saying that the next thing I wanted to say is during covid when the Hoboken Food Bank began taking groceries to seniors everybody thought this is such a great idea and so we're feeding people and we're helping people survive a really hard time if you go by the on the days that food is being distributed there are lines of people who are hungry but all of a sudden that's not good because it's not just for our seniors anymore it's for people who are hungry the um lunchtime Ministry at St Matthew Trinity is oversubscribe they can hardly keep up it's not because they're attracting people here to eat it's because people are hungry people come to the shelter because they are hungry they need a place to sleep they need a place to shower 95% of the people who receive Services were born within 2 miles of the shelter it's not like they're coming from somewhere else this is a hard time for a lot of people I my faith leads me to have compassion on people who need compassion to feed those who need to be fed to house those who need to be housed to clothe those who are naked and to make sure that people have access to health care and other services this city can do this we do have to work together it's going to take all of us I'd love to be part of a I don't want to call it a police civilian oversight board but some kind of Civilian group that helps to try to pull these threads together because we're never going to solve the problems as with either sniping at each other or with departments working against each other whoever it was that said that all the enforcement and uh Public Services ought to be communicated when things are happening that was probably the best idea I heard but if something happens at Stevens the city needs to know about it as well let's come up with ways of making sure that information is being shared but do not make it about people who are hungry who are local who are Hudson County lifers um because it is unfair to them it's unfair to us they are neighbors just as much as the seniors who are hungry are our neighbors just as much as I'm your neighbor and and I think that I want to continue to make Hoboken a great place to live thank you thank you uh Cheryl phallic good evening Council May B I was going to thank you and then you're going to leave stand there for just a minute okay I I was just getting up for a couple of things but what the first thing I was going to say was going to Second essentially what Mary entrea said to thank the elected officials who stepped up loudly and that includes mayor Bala who I haven't had a chance to send an email to that's why I wanted now you can go I think I've contacted the city council members who actually door knock did mailing send out word and I even had there was one council person who knows this cuz I told them that when I was knocking on doors in one building people had told me that one of the council members up here had told them to vote no and they did so I know it wasn't fake it was real um couple other things that I wanted to talk about and yes I'm going to Second here we're very grateful at the result it does look like Hoboken cares and is not interested in massive displacement um earlier the public I didn't come to the public safety meeting because I have like zero expertise in this but I happened to be when I was coming into the building I happened to talk to to Jimmy Perez who's one of the guards downstairs and was delighted to see me he was hoping I would provide some more theater um at this council meeting but he mentioned to me the scooters that we used to have monitoring the parks and I don't know what happened to them and I don't know if they were ineffective but if they're still here maybe we think about that um a couple of folks talked about bradic Park if anybody is interested in learning more actually they're being represented by Renee steinhagen at New Jersey apple seed so you can get in touch with her those of you who know her um and then lastly I don't know if I'm going to have enough time but the one thing that is sort of consequential that I came up here since I'm up here I'll talk about it there's something very disturbing happening at the rent leveling and stabilization board and I'm not coming at this from the angle of the way the landlords are always complaining the last two cases that I've been there and I attend every board meeting I'm not on the board anymore but I can tell you that this is an absolutely unequivocally new thing that's happening that never happened since I've been off the board and during the entire time I was on the board the rent leveling board attorney who should be let go immediately and who was the acting chair these two times did not let the tenants participate in their case calling them not a party to the case one case was a hardship application so you have a landlord coming in and saying I need to raise the rent on these number of units $475 and all these bells and whistles about all the upgrades that have been done and the tenants are sitting there and they did talk in the public poron and there was there was their position that never got on the record that case went to court they weren't notified because they weren't allowed to participate and that's the real danger here at the last rent board meeting we had a situation where a landlord was appealing the rent leveling officer's decision on a legal rent calculation the tenant was there and again was not allowed to participate that I I mean it it's something is wrong the attorney for the landlord was outside going slam dunk I'm going to win this why is there something that we've like thrown up our hands and we're saying this rent board is always going to side with the tenants so we'll do an end run and I'm not really accusing anybody but to me when a process like this happens a switch a complete reversal where you're not letting the this is a quasi judicial board there's more than one party in the case and they're not letting one of the two parties participate and ironically it's a new process that I want nipped in the bud immediately the two times it's happened it's the tenants who have not been allowed in please look into this please correct this we're not going to the tenants we have some power now we are not going to let this Behavior pattern stand thank you thank you thank you Miss F uh Mr Davis I are we on yeah whenever you start all right well it's kind of hard to start because I'm looking at a photo of jeni gtino it's just still hasn't sunk in yet that we lost her and I I don't know why nobody's mentioned it yet but she's really a lot to me and I think the rest of the community um now in terms of what I came to speak tonight besides recognizing that and the impact she's had on all of us is I think we all know that I've been a broken record over the last year complaining about delivery ebikes on the sidewalk Running Red Lights a and you know I recognize you know the second most dangerous part of hobok and on the uh Washington Street sidewalks as a pedestrian um the most dangerous part of Hoboken is between the mayor and a camera I mean once the cameras left uh the meeting tonight he had to leave the meeting uh he doesn't have enough time to listen to us now more and more people are getting upset about you know what they see in Hoboken and I'm glad that another Millennial has had enough too uh Christine she started the hobok and safe sidewalk Association which already has over 80 members uh making themselves the largest Transportation advocacy organization in Hoboken and I think you guys really have to take notice that we have laws on the books there's more that can be done uh to start you know enforcing you know the laws concerning uh you know when ebikes you know of all sorts aren't following traffic rules uh I remember when um the delivery by licensing ordinance came into effect on June 1st and Paul and I councilman president Z and I were the first ones to walk into City Hall uh ready to take a test wear a vest uh we walked in they they had the test ready but they didn't have the vest ready they said come back in a week uh we got the email we came back in a week and we got a vest and it didn't have a number on it and the city said oh well sorry we got the impression from uh the city that they weren't putting numbers on the vest and then we were like no it's the law each vest has to have a number on the back so we see more we saw the city Slow Rolling this and there started to be some agitation for something to get done by the city um some Street artists started doing chalk art writing no ebikes on the sidewalk it got some news coverage and of course news coverage is a thing that the mayor fears the most because the news coverage on him can't be negative so the minute that happened the city started pitching tents uh on Washington Street and educating people on the law and all of a sudden people started going into City Hall registering uh for delivery biker license and the city kept running out of vests so you know based on all this history I'm going to make a bold prediction right now that on September 2025 something magical is going to happen now in between now and September 2025 it'll be most of what we see bikes Running Red Lights riding on sidewalks very few getting tickets and then you'll have you know some events where they get tickets but then it'll go back to normal when the people start complaining but on September 2025 you're going to start to see a blitz of tickets because an elections coming up and the mayor whoever he's supporting they're going to want to say oh Loca what we're doing we gave all these tickets you got to support us okay because if you give us four more years we can keep doing it and then when we all stop paying attention they're all going to stop and they're they're going to stop doing anything but the one hitch in this plan is the hobo and safe sidewalk Association as the largest Transportation advocacy organization in Hoboken isn't going to let this slide because we me the other people in the organization we fed up and we're not going to take it anymore [Applause] uh Laura catel Nel I believe right n excuse me good evening everyone ah um Jen then I want to say this I'm going to just throw it out there as an idea and a question when I came in tonight the room was packed from people from all sectors of our city schools churches businesses you you name it they were here and there was a momentum there's Talent intelligence commitment and one thing we all including maybe myself we lack holding on to what how valuable that particular moment is and it's driven by who knows of various Dynamics and of course the police at least took charge as they should but it seems to me possibly we could use someone in mediation conflict resolution or some figure we haven't even thought about for our great City who could lead us in this maze that we're going through so it's not political it's not spiritual it's not capitalism it's not police brutality it's not homeless being disrespected it seems like we need someone to kind of pull those strings as Reverend said but intelligently strategically while we assess we live in a sanctuary City it's supposed to be safe our library is the first library to be a sanctuary Library so the concept in the vision is fantastic it's amazing but then how do we sustain something like that how do we actually do that and still feel safe and as a gay human being Hoboken has done nothing but make me feel safe I I why I don't know I mean asked many times I've participated in some of it but I have felt safe here but if we're talking about children and we're talking about various things that I'm not may be part of all the time there's something there that we're missing as a community and instead of beating each other up or taking offense or taking it personally or I did this and you didn't do that we need to figure out collectively with all the Brilliance we have in this city and even in the stupidity if there's any oh I'm being silly here but we sit down and figure out as a great little City one square mile 60,000 people or 100,000 during a day and how do we bring that thinking to the table and map that out there's numbers you guys throw around there's statistics that you throw around there's billable hours that we throw around we got to hire more people but why and what's feasible what and I can tell you working at our great little Library we have had to open our doors to everybody the rich the poor the homeless the violent the mentally ill you name we always wrapping our heads around how do we open our souls and doors to to everyone and it's always been a challenge and we do it so maybe I'm bringing some of that experience here but I can say in this great room tonight aside from bringing each other down we need to lift each other up and there's got to be a reasonable solution for us to think this through collectively and I want to say this also the ebike people when I see these men mostly they are men and for some reason maybe they look like half of them are from Africa I could be wrong but I wonder who are they how do I say good morning or good night or where are you from I mean I just kind of walk and we maybe we forget that during the covid we after the we were ordering our food and we needed them now maybe not all of us need them or we need them in some other way and I'm not saying that's right or wrong but we need to get related in such a densely populated city and before we make it political and about money and zip codes and we we need to think it through I think it's possible because this city has there have been great moments in our city when we have done just that do you know we have done just that so I don't know how I can make a difference if we do the public um the public committee that uh Public Safety Committee or if it's a civilian committee that we take that seriously and we can invite you know the great thinking to the table it's not impossible I know it's going to cost maybe some money or time but even maybe some sort of outside conflict resolution or mediation processing so that we're not all quick to take defense we all heard fairly in a safe space and that we can put aside our differences and get to work um and um I thank you for your time on that I hope it's made some difference and maybe the library hope not misspeaking Jenny pooh but maybe we can have some panel discussions around the conversation or whatever it takes but I think it has to be someone from outside of our city um I don't know like outside meeting they don't necessarily have to be born here or get paid on a contract there seems to be a lot of complications that come along with who's paying who I would just say let's just get that great thinking to the table and if there's any way I can help I'm here so thank you for that and thank you Jen [Applause] giano coming thank you uh Luke muder second in Bloomfield Street uh share the neighborhood with with the homeless shelter to really take a lot of pride in having that in my um neighborhood and everything could you spell your last name or mu y TT e ER really take a lot of Pride I've always said I was going to volunteer but never have gone around to it but definitely on the thing however I've been a resident at third and second Bloomfield for three years now and kind of the area has slowly seen a decline really a lot of all the neighbors are saying the same thing we're seeing needles on the street fe's open containers and I think something that really bothers me the most Luke could you talk to us and they can hear you sorry something that really bothers me the most is on the other side of the street there's clearly drug dealing going on on the other side of the street and I see that that really upsets me because there's people coming from I would assume outside of hobok and dealing drugs to these vulnerable people trying to get homeless supplies and everything here so but in the last two weeks since the incident at Church Hill I've seen a lot more police officers in the area and it has tremendously improved the area not seeing these people drug dealing on the corner of the street anymore there open containers less and less so kind of my question is my fear is in a month two months from now there's going to be less police police presence around here I feel like the chief all he was really saying during the whole entire public portion was I need more cops need more funding is this something that the city council when it comes to 2025 budget saying let's give this guy what he needs let's get him up to 150 officers so he can go police cuz and I feel like even though the bike people left if they have policing they have they're going to be able to become just better the Comm like the rank and file hokan knites like the increased PR increased police presence I know that is something that people don't really like to say but it makes the community feel safer makes everyone around so I think just my question is is going into the next budget is this something that we're looking to do and making sure that the police have the resources and letting them police thank you thank you very much would anyone else like to speak or I was on one of the list you are on the list LA BR for Resolutions or public this is just for yeah so this this public portion you for anything you like but not necessarily for ordinances or resolutions okay hi I'm Azie Brown um my comments are regarding improving and um opening up the communication between the city and the residents uh I think it's so great that so many people came to our uh meeting earlier today during the public safety meeting um there was discussion about misinformation being spread on social media um and there's a delay if anything posted on the city website in some cases so I think there's a big opportunity of course for us to um improve that communication I think the nixel that go out are a wonderful way for um the city to let the residents know what's going on but it's a one-way communication um I'd love to see the city put more of a priority into meeting people online where they are um I will say that across many Facebook groups in Hoboken that I belong to I am always seeing people complain about things tagging Emily and she has been um one of the most visible Council people um I don't pay very much attention so I don't mean to um to uh insult anyone who is also doing things but um she's always responding acknowledging the issue coming back Days Later saying like yes this dog park gate was fixed or whatnot the um the little things like that I think make her look you know very effective and I'd love to see more of that from the city as a whole um so I'd love to see the city have like an official social Channel or something where um residents don't have to wait to come to a meeting once a month where they're not even really getting a response right they're just telling you their thoughts um but something online where we can put our suggestions have other residents come be part of the brain trust put suggestions together and then get you know updates on the um the effect of uh on on on the effect of those things so um I think that'll help activate residents we heard earlier people saying um help us help you so I think that um giving people a way to come explain their problems and then telling them what you need to do to help that problem will um will just help everyone so I would love to see that communication happen thank you thank you Miss Brown council president just just a quick comment quick uh with respect to public meetings and Communications earlier there was a question about the delayed caps meeting the next one is going to be December 11th 8:30 to10 at The Hive 1000 Park Avenue so you can mark your calendars for that we also wanted at night so change the time ask her to have him at night we get should be during day okay let's allow it's fine what's your name I'm sorry hello everyone hello Mania um Council vice president councilman and councilwoman my name is Lara bizy and I'm painfully sorry about hoboken's beautiful woman bright light and council president Jen gtino she will never be forgotten and to Aunt Mary we always pray for you and we pray and hope your cherished memories of her will help you heal and being part of the American Legion auxiliary will always do fun things together and keep you occupied so thank you for that um I'm going to touch on Unity Community Support as well as our president-elect and I will I'm going to quote something there are good reasons to fear that a second Trump Administration will be even more destructive to the rule of law the tenants of democracy and personal freedoms we have taken for granted than the first Trump Administration I have heard Deep concerns fears frustrations and uncertainties about our nation's future when Trump when the Trump Administration takes unlawful actions tramples on human rights attacks law-abiding immigrants who seek to participate in the American dream or attacks our reproductive freedoms we will need to stand up for democracy on human rights and the rule of law this is promoting being an alus no disrespect but that quote is from my councilman Cohen councilman Cohen I read I always read your emails and I expected more from you I didn't expect you to be one of those that would cause divide in this community as a Fifth Ward member I was insulted and I'm never insulted I felt that you were talking to one side I am I am there I'm on both sides it's not about red or blue or anything I am a person in your ward and I deserved better so did so many others and I would appreciate you not doing that no there is more of us and you could smile all you want you represent us you don't just re represent your political beliefs so that was insulting okay you don't know my background you don't know my past you don't know what I believe it I live across a street from the northwest park and I care about my community I care about my surroundings and I care about every dollar that we spend in Hoboken I've reached out to the city numerous times regarding overgrown weeds rats and other items of concern in the northwest park I was told by Phil Cohen that the hole in the ground that was made by a contractor when I said who is the contractor his sarcastic Remar was a contractor that's going to pay the bill to have it fixed is it fixed it's not I want it fixed we want it fixed now a previous person in city office she's now on maturity leave hasn't responded to me since July I've reached out again and again finally received the response from Nora I in that there are numerous resolutions regarding the northwest park that are going on and to clean up the weeds taking care of the contract to get the whole fixed but I would like an explanation of what is the oversight of these contractors no disrespect to contractors or unions because we are a big Union family but I see these guys getting nothing accomplished so I would like to know and we could have a separate discussion what is the achievement level to these contractors do they have guidelines to say what they need to do per day per week because nothing seems to be getting done whatever is underneath could be getting done um also from what I'm told my board and property manager and I wish the mayor was still here we have damed around the whole Northwest Park that wouldn't have been there if it wasn't for the pilings in the construction mayor Bala has ignored ignored us behinds his attorneys and everyone else as well as Phil Cohen so I ask you be one of us represent us and stop hiding behind the attorneys and be think of your residents because we can't take it anymore and it's not fair so thank you and God bless you all thank you okay is there anyone else who would like to speak in the public portion as opposed to on resolutions or which she presided as council president six times or in a personal encounter that we may have had with her and so let us pray Lord God the passing of our sister Jen recalls our human condition and the brevity of Our Lives on Earth but for those those who believe in the resurrection as she did death is not the end nor does it destroy the bonds of family and friendship forged in our lives in this in each one of us we along with so many others were blessed by coming to know her and benefiting from her selfless public service and advocacy for those in need Embrace her we pray into your comforting arms and those of your Blessed Mother Mary with whom she shared the exalted role of mother allow her to continue to watch over us personally and over the business and actions of our city council so that we may continue to serve our community of Hoboken and its citizens with kindness support charity respect and love let her husband and children and all her family know that they are not alone in their continued Journey here on Earth as we strive to support them with our prayers thoughts and care and to we ask ask you to comfort the family of councilman Ramos and and his the passing of his grandmother which we also remember I humbly ask this of you creator of us all who lives and reigns forever and ever amen I pray in the name of the father and of the son and of the holy spirit amen thank you for inviting me thank Jerry so I'm going to turn this over to councilman fiser now thanks Jim uh I think I I'm going to start and I'm sure my colleagues are going to join just to say a little bit about Jen I'm going to read a prepared statement otherwise I'm not sure I'm going to be able to get through it but my focus is literally just on what Jen did for our community what she did for all of us so here I'll go as quickly as I can I want to take a moment to remember our friend and colleague Jen gtino the empty chair on the day of tonight is a painful reminder of the loss we all feel but none more deeply than our husband Joe and their three sons Joey Jack and Alex our hearts are breaking for them and we hope they find Healing from this unimaginable loss Jen was a champion for good government the quality of life of her neighbors honest leadership and partnering with others to make a difference in the lives of her neighbors there was no greater advocate for her neighbors in many ways she was everyone's neighbor she was accessible approachable deeply committed to the values of the community she helped build her neighbors issues were her own and she took each one to Heart working tirelessly to find Solutions Jen's Legacy is marked by an extraordinary list of achievements that reflect her commitment to improving Hoboken forever everyone she was instrumental in upgrading playgrounds across all six W Parks convinced the county to fund her for our dog runs she spearheaded the change to bring composting to Hoboken making our city Greener and more sustainable she moved Hoboken sorry hoboken's Farmers Market from downtown to Church Square Park to make it more accessible to Residents throughout the city and it wasn't just CommunityWide issues she dedicated so much of herself to helping people on a deeply personal level a lot um that many people don't know so I want to give a couple examples one example was her work with Stacy a homeless woman Jen got to know on the streets of Hoboken Jen went beyond offering temporary help she fought to make sure Stacy was first in line for a Housing Voucher when a program for the chronically homeless was introduced once Stacy received the voucher Jen didn't stop there she personally found her an apartment in Bon and gathered friends to help furnish it later when Stacy faced difficult difficulties again and found herself in jail Jen was there to support her once more helping her enter re-entry program and giving her another chance at stability Jen also became a guardian and friend of Ralph a longtime Hoboken resident who began to experience signs of aging when Ralph was found wandering confused on the street Jen didn't hesitate to step in she actually didn't know him very well she knew him but didn't know him very well she became his power of attorney reached out to his EST strange sisters found him a place at St Joseph's and Jersey City she regularly visited him advocated waiting for his care and even arranging outings back to Hoboken for lunch with his old friends she made sure his beloved Cat found a new home with Aunt Mary uh everyone's Aunt Mary ensuring Ralph's comfort and dignity in his final years another story speaks to Jen's commitment to empowering her neighbors when a woman in her neighborhood faced possible displacement due to her landlord's plan to convert the building to Condominiums Jen educated her on tenant rights and guided her through the process and with Jen's help the neor eventually bought her unit and became a homeowner securing stability for her future throughout her tenure on the council Jen tirelessly pursued and celebrated successes that enrich the lives of Hoboken residents she organized weekly hot meals with local restaurants to feed the men at the Hoboken Community Center during covid 96 men she transformed the city's relationship with stev Institute from an adversarial coexistence to a collaborative partnership and she changed zoning laws to make it easier for small businesses to open in Hoboken she was a true champion of our small businesses she also worked closely with local utilities to enhance our infrastructure partnering with Viola to replace lead feeder lines and with PSC and to ensure that the 11 Street substation became a work of art not an isore that's that big blue thing on the west side of Hoboken her efforts contributed to some of hoboken's significant achievements including the development of housing for homeless veterans something that she was probably most proud of and showing her deep care for our community's most vulnerable she believed deeply in doing the right thing and her actions spoke volumes every day she sought ways to help people in our community quietly persistently with no need for recognition Rabbi um the synagogues Rabbi Rob shinberg gave a beautiful tribute at Jen's funeral reflecting on her love of jigsaw puzzles as a metaphor for her approach to life Jen saw each challenge is a piece of a large hole working to bring people and resources together to create something meaningful she didn't showcase she didn't need to Showcase her efforts she simply lived her goodness being a public servant didn't always come easy though Jen often shared with me her frustration over how local politics sometimes obstructed her ability to serve at the level she knew her neighbors deserved when the 2023 elections came around this weighed heavily on her but she knew that to continue making a difference she had to remain in office so true to her nature she went Allin knocking on every voter's door sometimes three times because if she was in she was all in her dedication paid off and she was reelected by a large margin to no one's surprise Jen leaves behind an immense Legacy and while no one can fill her shoes I'm confident that the residents of the six Ward will honor her spirit in the next election in November by choosing someone who embodies her commitment to service and kindness personally I'm dedicated to carrying forward all that Jen taught me to help the person who is elected to follow Jen's lead and to continue her Legacy of goodness and hoken one last thing as uh we remember Jen tonight um I know my colleagues are going to have memories and stories to share um Jen lived her life in service to others without seeking credit or recognition and tonight I hope that we can best pay tribute to her by sharing our memories in that same Spirit of humility and respect so we're all going to miss her and I don't think have anything more to say so thank you for listening any I'll go my wife met Jen first before I did uh our kids were in school together kind Garden first grade I believe uh my wife's a good judge of character real good judge of character when she met her she's like you have to meet this girl you have to meet this girl and I was grateful that we did we became friends ever since uh her boys played I coach soccer her boys played on my soccer team we would win two championships together and we really made it like a fun Community thing but the ultimate Jen Story and I've been sharing this story with everyone was uh my dad calls me and he saysi need Jen's number I'm likew I need Jen's number he's like I need Jen's number I have a constituent that needs help I said well I could do it he's like no you won't do it I was like that's so I was kind of insulted I'm like here's Jen's number knock yourself out three days later I called Jen up everyone knows uh my schedule is like you're my 7 am. rotation my ride to work my 11 a.m. to 12 lunch break at work or my 310 when I get in my back in my car to come home from work that's like my my phone call rotation schedule so I get in my car call Jen up I said Jen what are you doing it's like I'm giving your Dad's friend the bath he said this woman needed help she couldn't bathe herself anymore she Liv in the Sixth Ward Jen goes over her house and is literally as I'm calling her giving my Dad's friend the bath because she needed help my dad was right I probably wasn't give someone a bath and Jen would do it so he knew her character I think we all knew her character I think we're going to miss her and then counc Rus and I were talking uh like now we're kind of like a dysfunctional family up here right we all like each other respect each other we'll disagree with each other and uh and the hours that we spend not just here but in committee meetings special meetings you you add up the years and the time it's like you know where it doesn't seem to the public that we like each other but we do we respect each other and i' I'd go far as say like we like love one another and what we do because only nine of us experience what we do on a day-to-day basis so they respect that I think we're going to miss Jen because of that the hours you spend with people that aren't your family become your family whether you like it or not and I'm GNA miss her like I'm GNA miss her and when she when I say something good she would say perfect I knew I was doing the right thing so I'm certainly going to miss her a lot we love you Jen and it's a huge huge gap counc presid you you know it's it's funny Ruben kind of just touched on this a little bit but you know Hoboken politics is a blood sport and to everyone other than the nine of us it could seem like it's really crazy and at times it might be but at one point or another I think we've all sat either on the same side at one point or agreed with each other about certain things certain policies and then at other times we disagreed or we sat on the other political side of things but the one thing that I think we all try to do is respect each other care about each other and and truly love each other I think you're right Ruben I sat excuse me I sat on this council with Jen for 30 1 years I spent just as much time with Jen getino as I did with my wife I had the opportunity to know her on on different levels and most recently I got to know her on a more personal level I had the opportunity to go out with her in a social setting where I was at dinner with her and some friends and although we talked a little bit about politics wasn't about our kinship as Council people it was about our city she was an extraordinary person and she's going to be sorely missed we all love you Jen thank you thank you coun council president I'll go next okay thank you councilman um first I want to thank um Council woman Fisher and and Ramos and um and Russo for for the remarks in many respects I knew Jen the least um on this day certainly in time and because of our dysfunctional nature you know um we didn't socialize that much but uh I'll Echo this uh sentiments that very few people know what we go through and and on the night we heard the news for me it was incredibly disorienting because I felt like like one of my family was was was all of a sudden gone because there wasn't a lot of people certainly in in town but just in my life who understand what I go through sitting up here and so just having that disappearance was painful for me and then certainly as I thought uh of her family and as I think of a family now I can only imagine the pain that they were going through um but as you heard tonight Jen was a true Community leader and I could only hope to accomplish a fraction of what she has for as long as I'm allowed to stay up here um and the last thing I'll say is just that I'm thankful for the short time that I got to know her and her passing reminds me of how precious you know life is and how quickly can be taken away and why like Jen we should never waste our time and miss out on the opportunity to affect good today thank you thank you just a brief remark um 53 years old it's just seems so unfair and so wrong to lose such a vital person who is so important to this community and in the last few weeks we've seen how many lives one person can touch how many people one person can have help how much difference one person can make in a short lifetime in a a lifetime that's cut too short she set an example for all of us and showed that if you check in on a senior if you worry about a homeless person on the street a veteran someone who's living alone that you can live your life the way Jen lived hers and you can make a difference there's going to be no replacing her on this day we're all going to miss her terribly the community outpouring has been extraordinary and it reminds us what a small community we all live in uh rest in peace Jen I guess I'll go next try to do this so every time I think I don't have any more tears there's more tears um when I first um started coming to meetings and kind of getting more involved locally I remember distinctly someone saying to me you know I was thinking about what it meant to like run for office and somebody goes oh well you're kind of like Jen and I said I don't know Jen who's Jen and in the time that I worked with her um on this Council I definitely wanted to be like jet cuz she managed to juggle all the things that it is to be a mom in the community Who's involved for all the reasons that you're an active parent and to juggle that with the needs of you know your kids or whoever might call you or a neighbor somebody ran into um and that's not easy um we just recently were both invited to be together on a panel at the library about a book that was written called how to be a citizen how to raise a citizen and she was reflecting on her time as both a parent and as a public servant and it's really hard some days and I think um you know as others have said like we're kind of A Dysfunctional Family up here but we care very deeply about one another and it was a really nice conversation to have with her and something I'll always remember because is it was us just talking about our record and what it meant to do this work while being a parent and how challenging that could be but how meaningful it was and how important her voice was as somebody who was both raising her kids in this community and caring for the community in all the many ways that she did I I'm so sorry for the loss for her boys for her husband but also for everyone who comes to this room every other week and you can't see this but I know that everybody at this table is crying and everybody who's at the back of the room who've worked with her for years into the business administrator we're like one giant family we don't always agree but we all care very deeply for one another and I'm just very sad that we've all lost somebody who wanted to do good because she was truly a leader in that way so thank you all for grieving with us and giving us some Grace to figure out how we kind of move through this because I don't think any of us ever expected expected that this would happen to one another and it's terribly sad so thank you for honoring her Jen um she's all in um Fierce competitor um my first taste was um my first time running and losing and I was scared to knock on a door because I didn't know what was going to come back from somebody cuz I wasn't prepared for it and she would look at me and she'd be like there nothing to it just go up to the door knock on them what's the worst thing they're going to do say no slam the door in your face there's a thousand other doors so when I ran the first time her and I had a competition every morning we'd wake up all right let's meet at 12:00 and we go knock on doors and we go to 5: in the afternoon and this is right after Co or during Co I should say every day she was there for me every single day well for our our team and at the end of the day we would total up how many doors we each hit because we one would take the odd side of the street one and take the even side but every every night we'd get that phone call some of well some of us would get that phone call you know are you up everybody talks about that we all got it and she goes I I gotta I got to tell you something and I'm like what johen she's like I cheated I'm like what do you mean you cheated she goes I went out 6 to8 and I hit another 30 doors so I was like well I had you Beach goes I just couldn't let that happen so a fierce competitor that she was and you would never know it she was so humble and as I it's hard to explain to your wife or to [Music] anyone how much you love them but are never in a position to say it because it's just understood and trying to explain that to somebody which some of my colleagues mentioned tonight unless you've been in these shoes and and I don't want to sound arrogant it's very difficult to explain very difficult you go through such an emotional roller coaster sometimes you're in the corner by yourself but you know what anytime that happened I could call her and she'd be the voice of reason she was a friend probably one of the coolest moms I know an ally voice of reason and I'm grateful to had her in my life her impacts are going to be Irreplaceable and Hoboken lost an angel my heart goes out to Joe and her boys rest in peace my friend until we meet again well my relationship with Jen started when we were allies and we were she I met her when she was first running in 2011 and I remember thinking going to a fundraiser and thinking she was too sweet and cute and you know how was she gonna handle a campaign and the Rough and Tumble and if she got elected This Crew like this um and yet obviously she was she was elected and then I was selected and unselected and reelected but it's not about me but so we were close allies for about five plus years and she proved me wrong she she would tell me that I was a communist because of my views to to say that she was a little bit to the right of me is uh and I used to tell her how you know we needed more social programs to help you know disadvantaged the poor Etc and she essentially would say I can do it we we don't need social programs you know I I I'm perfect and I can do it and so and she as Tiffany went through the litany she did an awful lot um like that and I will say in 2017 when I was when she was running for mayor I had a one of the more difficult decisions in in my life in the sense of uh I I might have had the opportunity to run with Jen or with our mayor and I intellectually felt that I was more aligned with the the policies of the mayor but I also felt I was a closer friend and I was sort of like going with the emotional side versus the rational side and and I made the decision that I made um and I can tell you that after that you know there was Jen always notwithstanding the decision and and her disappointment in the decision that I made she always treated me with complete respect she she was always professional with maybe one exception uh during the 2017 campaign it was a Saturday afternoon in October and I was out door knocking and Jen was Jen's block was having a block party and we were still you know very FR friendly at that point and so I was coming by the block party and I turned down and to walk down the block and I was pretending like I was there to be campaigning on Jen's own block at her own block party and she welcomed me with open arms and she you know gave me a hug and said said you know keep keep on you know with what you're doing and you know good luck Etc and I I went down the block made a right and contined door knocking until a block and a half later uh someone came up to me and said why do you have geni atino stickers on your back I was like that that's the the competitive nature of Jen was not going to lose and I but anyway um and it's it's and it's been great the last you know year or so to it not that there was any animosity but sort of to rekindle I'm grateful that it happened in time go God Rest Your Soul so I I'm willing to I I just is a Segway maybe all right I just want to say councilwoman fiser has asked me to talk about the process that's because we talked about him talking about the process no I just mean yes it it the many people have asked and today I got a couple of emails about the the process with regard to the the vacancy and how under the law it gets filled so it's state law and uh we are a a a board of eight a body of eight right now so if if someone is proposed and gets five votes which would be the majority of eight then five or more votes then that person would be uh filling the seat until next November 4th when the there will be a special election next year with the same time as the mayor election and unless there's a runoff someone would be whoever runs and is successful would be almost immediately sworn in there is no runoff in the special pardon there's no runoff in okay well then then on November 5th next year on the anniversary of Jen's passing um someone would be sworn in if if there if no one gets five or more votes uh or if no one is even proposed at all uh then the seat would remain vacant until November 4th next year's special election so we could be a body of eight for the next just under a year um if if there is a four to four tie then the law allows the mayor to break that tie but the definition of a tie is a 4 to four vote not a 4 to3 to one vote or a four to two to two vote so um so it it it behooves us so this is the process I don't know if there's anything else uh December the 5th is the deadline for December the oh and 30 days the yes by law we have 30 only thir one of the reasons that we're mentioning this is we don't have a lot of time if someone wants to cons be considered so there's 30 days to fill the vacancy and if it's no one fills it in 30 days it remains vacant until next November so November the 30 days ends on December 5th there is a city council meeting on December 4th so there will we won't have to call a special meeting necessarily if if someone is nominated so correct yes we select a successor and if it's a four to four tie the mayor breaks the tie and if we don't pick it someone it remains vacant yes yes yep all look at you oh yeah I have a picture of Jim with a sticker on his back from that election someone just sent to me they memorialized it so anyway a jackass okay do we want to are we okay to get going here yep okay motion to close just kidding right okay so now we're back to starting the meeting tonight uh except of course the public portion is is Ordinance for the nhsa Emergency cul sewer replacement project at the intersection of Newark Street Observer Highway and Henderson Street Jefferson Street the reason I'm speaking on this is because this is a waiver but this noise doesn't bother me because I don't live there but I think it's important in the city of Hoboken that noise is a factor in our lives being in a city but one of the most problematic for many many people and especially for me and I'm not just saying it for me is the noise that is emitted from our emergency vehicles it is is striking how ear shattering it is now you may think oh well it's just a temporary thing but it only takes one ear shattering move of a vehicle coming past you on the street where we are walkable City where will harm your ear loes your eard drums so I I I'm using this ordinance a resolution to 4A into the fact that I think more attention should be made to the noise I have to always block my ears and I have excellent hearing and I'm grateful and the reason is is because I wanted to read you a short little thing I was helping somebody who's slightly uh losing his hearing and uh another person I have know a friend is losing his hearing and it's so important that people don't understand the importance of hearing and this was on a poster in the audiologist office I wrote it down because it's important and this is a public space and I wanted the people to understand the importance of noise pollution anywhere we hear with our brains both your ears work together to pick up sounds occurring around you your brain then makes sense of the Sounds by matching them to sounds stored in your memory your ears convert sounds into nerve impulses that travel to your brain and your brain needs as much sound detail as possible in order to turn these sounds into meaning short answer to this is there's a lot of cognitive de decline in our world and it is due and the medical profession I didn't understand it my f my brother-in-law and my sister a nurse if you are losing your hearing you will become cognitively declined based upon what I just read you you need to be able to hear hearing aids are expensive but they are necessary for you if you want to live a cognitive life I am convinced I was not and when I was growing up hardly anybody had trouble with their hearing and I know this the world has gotten noisier my city has gotten noisier and it is so painful because of my migraines and I my ears are so sensitive I know I will never lose my hearing because of a weird thing with the migraines that it is painful so I always protect it but the fire engines go up my street there are at like at this place there's a they fixing culs the if these kinds of things happen and it needs to continue on notice should be made to the residents look it's going to be really bad please try to get out of the area as much as you can so you won't be harmed cognitive decline is extraordinary in this country and I actually am connecting it a lot to the hearing loss when Bill Clinton was President he was 54 years old and he lost he had two hearing aids lot of people don't remember that but I do and that just blew my mind because as you get older it will only get worse so I just wanted to make that statement I have to deal with the hearing but if you could if they could possibly maybe tone down those emergency vehicles a little we all hear them we all see them thank you thank you Mrs Andrea um is it AIA Brown I think she spoke earlier yeah one yeah I just want to make sure she wasn't still here so so the ones that crossed me just say thank you to uh councilman Fischer uh councilman prano and new council president for reaching out to me specific about two things that uh I had on the agenda along with uh council president getino uh we talked about and it's it's fitting to speak about it knowing we had the public safety meeting before our council meeting but I reached out to to Jen to speak to her about Church Square Park specifically and and you know Jen jumped right on it and she was willing to sit and talk and and have a conversation specific to the needs of the police department and urging the administration to really push for a permanent Parks Patrol where it's not uh as Chief aiar spoke in that uh public safety meeting earlier where it's this allocation uh depending on the need uh we talked about very briefly about how we really need that permanent Parks Patrol from our Police Department to make sure that our children and and citizens are safe um I truly appreciate everyone reaching out and and having those conversations in the Public Safety Committee about that because what Jen and I spoke about was that we just wanted to implement this right and and neither her or I were the professionals and we kind of left that up to the Chief and and the public safety director to come up with some type of a staffing plan and that was originally put on in the form of a an ordinance uh that we actually removed here tonight um but in conjunction with that was that resolution really asking for that Parks Patrol um and I think we heard it in the public safety uh meeting earlier the residents really want Solutions and they want them now right they want them the the most immediate needs to be fulfilled as fast as possible and I think there are things that we can do we heard it tonight about just a something as simple as a dispatch training right to make sure that when people call into the police department that they're they're being respected they're being heard and that's being communicated properly but there are other things that I've talked about I've sounded the alarms for years about Staffing our Public Safety Staffing our Police Department specifically and at times right council members here you know we laugh it off and everybody says oh yeah we know Council Russo wants 50 more cops or they want 30 more fireman or he wants whatever but that wasn't just because I want it it's because we need it as a city we need to staff our Public Safety we need to do that right I've been asking for that for multiple years I'm trying to achieve something so that we never run into the situation that we ran in tonight where we had hundreds of people in our council chambers screaming for a solution that we un fortunately weren't able to have because we still have to now evaluate that but if we've been doing that over the years we wouldn't have to be in that situation there are other things that I think we most certainly could do right now I know the chief and I know the public safety director have very good relationships with New Jersey Transit with the state police with Stevens with Port Authority with the with the county sheriff's officers those are patrols that have jurisdiction in the city of Hoboken I want to make sure that we're utilizing that I know those relationships exist we talked about other things like our our homeless population there are things that we can be doing as a city to help not only the existing shelter but build additional resources for the homeless population in the city of Hoboken we need to talk about all these things intersect we need to talk about how we're we're making sure our city has a hospital all these things are important so that we don't run into the situation that we're running into now where people are fearful of walking home at night or walking through a park those are the things that I think we need to do immediately and I'm more than willing to sit on that committee speak about all these things discuss all these things but I think we need action so that people know that we we are actually doing what we're supposed to be doing I love having Public public meetings I love talking about those things but if there's no action behind it those meetings don't mean anything so I would hope that we could continue to do that and I would hope that um in your wisdom council president that I could sit on the uh Public Safety Committee for the uh rest of the the year so that we could work on some of those things thank you motion to close motion close second all right all
