opened the legendary rock Club Maxwell's at 1039 Washington Street in Hoboken in 1978 which became an internationally renowned Indie music venue and whereas under Steve Fallon's vision and Leadership Maxwells hosted early appearances by seminal bands such as remem The Replacements and Nirvana among many others and quickly became an essential stop for both upand cominging and established artists and whereas Maxwells became a home for nationally beloved local Acts including the Bongos the fies the Cucumbers the individuals and loo Tango offering a platform for these artists to connect with audiences and flourish and whereas Steve Fallon co-founded the esteemed coyote records label releasing acclaimed artists albums by artists such as YOLO Tango the FES gut Bank Chris Dy and the 1986 compilation luxury condos coming to your neighborhood soon [Applause] further nurturing hoboken's musical landscape and whereas Maxwells was recognized for its inclusive and welcoming atmosphere being an LBG btq friendly venue where residents from all backgrounds felt comfortable and embraced fostering a sense of community and belonging and whereas with Steve Fallon's unwavering support and encouragement Maxwell's involved into a cultural center that offered film screening art exhibits poetry readings dance performances and More in providing a space for hoban's Creative Community to thrive and whereas Steve Fallon's efforts directly contributed to the revitalization of Hoboken helping transform the town into a cultural hub from which it continues to benefit today now therefore I councilman con that I was disappointed that all that was not for me I told them they weren't here for you um good evening my Law Firm BD pavano and I represent Palisades cliffs protection Alliance a nonprofit corporation of the state of New Jersey the members of our client include taxpayer payers from the city of Hoboken and also Union City including ucmh Tera Heights LLC I have a very few statements that I will place before you this evening my firm's letter of October 22 2024 quiet quiet that hold off Mr if you could pause it could could could we all please be quiet in the chambers and keep the door closed okay they the banner does not have to be removed if we could just proceed with matters other than that right now and we'll this the first still preserved okay thank you Mr nce if you want to start over or you know or pick up I I'll I'll speak up okay yes tell me I have a sonorous voice so I'm a little surprised mlis I believe was the [Laughter] uh um my firm sent a letter to you under yesterday's date that included a copy of the complaint that we filed in Superior Court just two days ago in the letter to you we asked that it be made part of the record of this meeting and I reiterate that request it's my understanding that all Council persons have received a copy as we did in our letter I ask that you tonight consider all objections comments and allegations set forth in the complaint to be reiterated here previously several Council persons did not appear at Council meetings and or recuse themselves as a result of the alleged conflicts of interests in fact Union City alleged such conflicts of interest in a third-party complaint they filed in the 2021 lawsuit that was filed by just block 112 LLC and Hoboken Western Edge LLC in the lawsuit we filed on Monday Union cities lawsuit is referred to as part of the developers action the developers action is the lawsuit that spawned the partial settlement agreements that we have now challenged on behalf of Palisades Cliff's protection Alliance Inc count 12 of Union City's thirdparty complaint in the developers action addresses John and Jane Doe's one through n who were on the council and who had quote actual and potential conflicts of interest warranting their recusal and or exstension on votes related to end quote ordinance and resolutions I am now asking that the council persons or Andor city council advise or disclose to the public the nature of those conflicts I make this request because my firm is new to such matters and that that are alleged involve members of the council we certainly believe that the public has the right and should be informed in fact I need to go a step further I'm asking you directly if any council person currently sitting here tonight one have at any time had Direct Communications of any kind with the developers Andor their principles for example by text email or other form of communication or two whether any council person currently sitting here tonight have socialized with the two developers and or their principles for this purpose socializing means lunches dinners or at or in connection with any form of social event obviously as these matters proceed before you we wish to avoid any conflicts of interest like you we today received a letter from Council for Union City who advised of their filing of a separate challenge lawsuit a few weeks ago we think that the allegations of of the Union City law law suit like those in the one we filed on Monday should be reviewed carefully before any ordinance is adopted I have mentioned this to you before but my firm and I are not professional planners but we have been down the road of consistency with Master plans many times even our cursory review of your master plan as it has been amended tells us that the proposal is substantially inconsistent several of its most important goals and objectives have been ignored or sum summarily disposed with among other things your master plan speaks to protection of views of the Palisades controll Heights sorry Mr Officer could you either get these I'm asking that they all be removed recess all right call a recess until we clarify is somebody opinion that this project is substantially inconsistent with your master plan um even a cursory review of your master plan as it has been amended tells us that the proposal is substantially inconsistent several of its most important goals and objectives have been ignored or sarily dispense with among other things your master plan speaks to protections of views of the Palisades control of heights taking into account the concerns of adjacent municipalities such as your neighbor Union City I'm not sure and frankly I don't believe that the ordinance you are considering here satisfies these and other important goals as I've also mentioned to you before we are not aware of the existence of a concept plan for the amended project to my knowledge no concept plan for this enormous development has been presented to you or anyone else with so much on the line for Hoboken as the result of this proposed project a concept plan of some kind is crucial at a minimum a concept plan is necessary both to Envision what is proposed and for there to be an informed decision about what is being proposed part and parcel of this if you'll forgive that pun is the need for a summary of the amended project and all major changes to the original development plan so that everyone you your experts and the public who don't necessarily speak land use can understand the magnitude and scope of the amended project finally I offer you a blinding glimpse of the obvious in this proposed ORD ordinance there is uh contemplated at least the following a substantial increase in the number of units from 701 units to 13001 units or an additional 600 units additional height of five stories changes in the mix of uses as less non-residential unit uh uses with more residential use uses and a complete lack of clarity on how and where an additional 600 units are to be parked for these reasons we are respectfully requesting that you table this ordinance for a reasonable period to allow time for our client our client's planner and for the public to look into consider and ask questions about all of these and other changes found in the proposed order frankly and I hope you won't mind me saying this but I think this council could use additional time for consideration of and an informed decision about this important matter in Courthouse Parliament this matter has achieved rocket docket status and it is not clear why I thank you for your attention and consideration thank you Mr nce um Corporation counsel I have a question about at the at the beginning uh Mr nce asked that we include in the record of this meeting a a letter and a complaint that was you know attached to the letter that was submitted on Monday apparently to um all council members am I just for for the purpose of the of a clear record of of the meeting am I correct that we don't usually just that's that's correct we don't we don't we don't um follow that type of procedure where you can just submit things to become it's like a submission in his documents have been received they're public record they're certainly available for anyone who wants it but it's not part of the record here tonight okay thank you um all right I just wanted to make clear that that wouldn't you know the the record that we have is essentially an oral record really um uh Maxwell merer if I pronounce that properly merker merker okay I good even Union City uh this afternoon my firm submitted a letter to the mayor and councel concerning the ordinance amending the Redevelopment plan for the Western Edge Redevelopment area in the Madison Street sub area I stand before you to clarify an important point the vote tonight will not resolve the existing disputes and litigation in addition to the lawsuit filed by Mr nise on behalf of his clients the city of Union City has recently initiated a new lawsuit in Hudson County Superior Court that challenges the partial settlement agreement tied to ordinance b715 as many in the public may recall the city council previously stated that the settlement agreements related to the Western Edge Redevelopment project would settle ongoing legal disputes however I must advise that these partial settlement agreements have not only failed to resolve the disputes but have in fact only led to addition litigation thank you for your time thank you sir uh Miss waiters you've signed up but not identified any Ordinance do you I did but I have left the papers here I gave it to this one so is it 715 okay definitely thank you 71 b715 which pertains 75 y Pat waiters um just real quick I'm here again for affordable housing I'm familiar with with this lawsuit it shouldn't have even been in court this is what I mean about pure negligence with our Council leaders every time this came up it was an election it was an election season whether you were supporting a border ed whether you were supporting a referendum or whatever this clearly show you exactly what you just seen demonstrated 10 minutes ago how this town is disgusting when it gets down to you versus them versus us this is very political a blind man could see it and I don't care what I have to do I will stand at this microphone bring posters bring sign next time I'mma paint these Chambers with the yes sign to show you how serious it is to get affordable housing if it take losing friends you was never my friend okay I'm very disappointed tonight I'm heartbroken to even see this on here mayor STA and I love you dearly and I sent billions of people to him for affordable housing when they was losing their apartment y'all got to put the personal in prin aide guys please and focus on the residents that live here we need affordable housing stop tricking people into language talking about we going to be displaced this or that we have to replace the politicians and get new politicians cuz we're going to see more ugly fights and this is getting serious please don't spend no more taxpayers dollars with this lawsuit that money member of the public that does attend planning board and zoning board meetings I have seen this uh um ordinance um in many iterations come and be discussed and rediscussed with the master plan is it consist is it not consistent but my concern is regardless of that if it's consistent or not with the master plan uh that we get resolution from this already that at some point we do move forward that as residents of Hoboken we do get at least what's due to the members um pardon me to the residents of Hoboken um that's that is affordable housing as was mentioned by a previous uh speaker um irregardless of the emotions that are in the the chamber um uh housing is important it's it should be a right for all of us um we need more we should negotiate by strength and ask for more sometimes I don't know if in this one um because it was uh uh done by judges and stuff we got anything more but um I know that the developers would be fair and would concede um and perhaps have uh that we need more affordable housing if we can get it in this resolution um I mean pardon me in this amendment it would be important to get it done and to also um inform members of the public more on on such things as these resolutions and of legal matters if this concludes uh further so um council president uh protm uh these are just some of the things that uh concern members of the public I appreciate the attention and and uh the time given to this I hope that um in your discussion you you you let members of the public understand which way you're voting the reasons why and again thank you very much you know the the ms4 are taking storm water and getting it to the river whereas sanitary sewers in a separate line and there's a desire matter of public policy to split the two up whereas some parts of our city have combined s sanitary and rain and the goals of the Clean Water Act are to eventually split them up do less treatment of rainwater because you don't have to treat rainwater the same way and so these are just regulations or laws that require you know reconnections to water mains and so forth into private private buildings and or to um to be connected properly to the ms4s which is the confusion but we're adding EXT ex eight extra stations uh for the city bikes there so it'll be on the sidewalk but it'll be very close to the curb and the sidewalk is pretty wide there yeah the in the um attempt to not not in the attempt in in in in trying to get to a conclusion on the uh use agreement the lease and we've worked uh actually very constructively with the administration going back and forth with the legal council uh of the admin uh of the administration it's been very constructive and positive um and but there are two items um that I believe still need to be addressed and one is a um we're asking for a uh in in in in the event of a of a default of of whatever kind um we believe that there needs to be a notice provision and and and with an opportunity to cure okay we're not looking for the world you know we're not looking for months or years but if if in the event I mean my client has been there for 10 years there's never been a default I'm saying but in the event of a default they should have the right to be given notice of the default identifying the default and obviously given at least 10 days to be able to cure not ask like I said we're asking something that is very common uh in any commercial setting do you mind stepping closer to the mic someone just said they can't hear you I'm sorry um you want me to repeat that okay the second Point very quickly uh I don't want to take any more time than necessary the second point is that there blue eyes is being asked and obviously they agreed because they put a proposal that they had to uh expend in capital investment in improvements of modification of the of the of the use area a half a million dollars actually exceed a half a million dollars and they obviously agreed to that they put in The Proposal but the extension for a second 5year term needs the approval of the city as if they had the discretion to say no after they are going to invest the half a million dollars we believe it should be that if they invest the half a they exceed the half a million dollar investment $500,000 And1 in the first five years and they and they're not in violation of the breach of of not in breach of the of the lease then it should be an automatic approval I mean to ask and impose and agree to a half a million dollar investment in the first five years and then say well now you know uh extend us please and to say well no uh we're not going to extend believe that is not only unusual it's unfair so basically that's th those are the last two points that we have because we had about 12 or 15 points and like I said we've worked very constructively with the administration they have been very positive in feedback and we've resolved just about everything except these two uh issues here and I think as a matter of fairness anyone would require a notice to cure of what a default is if there is a default and 10 days to cure and then if they if they do expend in the use area half a million dollars then there shouldn't be the discretion of this of this of the administration to say well well maybe now we won't give you the the second the the second five-year term even though you spent over half a million dollars in improving um uh uh the uh the use area and that's it that's it that's those are the two things that are left on the table and I hope that maybe the city council uh can maybe also maybe uh be heard on this with the administration uh because like I said I think uh for 10 years uh my my client has been very beneficial to this to to this to the city to the residents of of the city and wants to continue to do so uh and these are the two things that we need addressed thank you thank you um and now I'm sort of regretting opening this can of worms but um director uh Freeman I mean I assume that we're going to be voting on first reading later tonight on a lease correct correct and so these would require changes to the lease and you know carrying this to another meeting um or uh I mean I I don't know whether these are things that Corporation Council would entertain or not y our last email um was sent out actually at 7:18 this evening and it did address these two issues and we are I certainly believe that we are it says it in our email that we are using the um language in the RFP so we're following the RFP language um so what I would suggest the council do is certainly this is a two- reading thing it's an ordinance it's only first reading tonight so do the first reading tonight we will continue to interact with council at worst we'll go back to First reading there needs to be substan of change but based upon the timing of this this lease actually expires in November I forget the exact I do Rec recall that November 15th was sort of the The Dr dead dat we do have to get this either worked out um because if the lease expires that's it there's there's no and we have another meeting on the 6th the day after the election so well I I I this you know it's not my call tickets I move my car regularly I moved my car for street cleaning I Circle The Box endlessly looking for a spot I move my car for temporary no parking signs I never blocked driveways never block a fire hydrant I follow the street rules I let pedestrians cross I look out for for kids I drive slow you could say I have a pretty good understanding of what's going on now in July my wife and I welcomed our first son into this world unfortunately for me sometime over the last 3 months my parking pass expired now remember I'm neck deep and learning how to be a parent so it shouldn't be a surprise to anyone sitting in this room that I simply forgot to renew it and missed an email reminder so as mentioned I know I was in a wrong in the wrong and I know I made a mistake I did not complete my duty of com of keeping my parking status current and up to date can we all agree that I was in the wrong you guys think so I think so so you might be asking why this guyy is standing here talking to us if he knew he was wrong and he admitted it well I'm here to explain that while I know I was wrong I think it's time as a city as a city council you all starting admitting that you were a little wrong too Now can anyone tell me what the process of towing a car in Hoboken is do any of you guys know do any of you guys know what happened happens where it goes any of you guys ever get a car towed recently this I know I know you know there's no notifications it happens in the middle of the night they the car owner isn't informed and you're just left figuring out what happened and now there's an elite group of parking I call them weasel because they have no self-respect for any conversation you have ever had with them if you run out 1 minute late you're still getting the ticket it's okay but it's who they are they go out in the middle of the night and they pray on parked cars who are legally parked causing no public harm and just wanting to make an extra Buck for this city so I know I have to speed it up because we only are allowed five minutes but I'm going to jump ahead a bit now these middle the parking weasel going out in the middle of the night they're targeting any car they could find they just want to make money right okay but as mentioned I was in the wrong so I would not be surprised if I got a ticket unfortunately for me I got more than a lovely ticket which is why I'm here my car was towed in the middle of the night why not a ticket why not a boot you know it's a money maker but I move on so the day after I legally parked my car ahead of going to a family function I went to get my son's car seat and to my pleasant surprise it was gone first question that came to mind was it stolen where is it what of our stuff was in that car but but you don't give a crap about that so I'll stick to the facts did I receive a phone call no did I receive an email no did I receive any notice whatsoever that my car was taken by the Hoboken parking utility and a conspiring toe company no I play The Guessing Game and I called the police of which I did and I asked hey has anything been reported about my car they said my car was taken by a toe company for being illegally parked now I said do you know which toe company or why it was taken they said it was easy Towing and Recovery we don't know why it was taken you have to ask the parking utility seems like a pretty big laps in communication they know where it is and they know who took it but they don't know why now if I simply had a parking ticket I probably wouldn't have cared and but you all wasted my time because I didn't pay a $57 renewal fee and that's when I wondered what started when I started wondering who the hell is in charge of this whole charade so now I'm going to waste your time easy Towing and Recovery a shoddy operation that you're sending residents of Hoboken to to pick up their vehicles it's bad enough that you tow a resident vehicle in the middle of the night but then you send me to some borderline Chop Shop in the furthest part of Jersey City 28 minutes from my apartment so I ordered a ride share service to easy Towing and Recovery the The Establishment where I was told my car was taken only one of them on Google Yelp Apple maps The Lift app and all other the ride share apps so this clearly had to be the place wrong the address and that the company easy Towing recovery has registered in all the apps search engines is incorrect I took a ride chair c to the middle of the sketchiest neighborhood in Jersey City there were bums sprawled on the ground and the sidewalk and not a legitimate business in sight 660 Grand Street go check it out now you probably want to have some proof for that so if you're curious I don't know if I can hand these to you but there are plenty of screenshots for you all to look at and say I know I got time okay you know not for nothing I know 5 minutes is the limit but I've never been here I've lived here for n years I asked for five more this is a legitimate concern of mine and I don't have time to come back I have a three-month-old son I'm sorry but everyone gets treated the same I I know but you know I've every I just watched the whole charade happen the woman is still here she was laying on the ground you're using your time to to I know I'm just saying you know just give me give me a bit of time here people now then I called easy Towing recovery and asked what what their correct address phones the man on the phone laughed and said no we're 211 or 2188 JFK buard which was a mile and a half from where I was standing I asked why is your address not correct in all these apps when you search search it the man replied we don't control those apps and Google it which is grossly incorrect businesses are encouraged to update that information because it makes the search engines more valuable and it makes the whole process better so I ordered and waited for another ride share app to pick up me to pick me up remember you towed my car so now I need to wait and pay for someone else to bring me to where I'm going I finally arrived 55 minutes later after waiting and ubering around Not only was the shop grossly far away it was one of the shadiest operations that I've ever been involved in I waited in a 4T by 3ft waiting area between a shattered window and an office deaths with a statue giving the customer the finger and pictures of guns all over the wall a real warm welcome can please can you please listen I understand but I we watched the whole charade you know there's you guys can't even all show up for just I'm going I walk in I ring a bell the worker takes his sweet time to come and help me I give him my and he scans it into the system and walks away into a back office leaving me waiting once again wasting my time for 20 minutes with no explanation I ring the bell again and after a bit he comes back out with a crappy attitude and says I was waiting for the release to be approved and begins filling out paperwork which takes him another 10 minutes an hour and 25 minutes have gone by for those keeping count of my time time to pay $265 is old they said it was $105 for the toe $30 for the processing fee $30 for the storage fee and an extra $100 because I had an all-wheel drive car and they sent a tow truck instead of a flatbed now I'm no expert but it seems like a pretty big scheme because why would you send a tow truck when you know the type and make of car that you're going to pick up they just wanted to make an extra hundred bucks and I know they have a tow truck and a flatbed because the flatbed was sitting in the parking lot he hands me by my information back and I go back to the car which is jammed in a small garage and why are we towing cars to Jersey City we a municipality find a parking lot find find a parking lot in the back of Hoboken Mr Moran can you just get to the I'm listening I'm I'm going I know you're you're listening you're not listening but I'm asking you conclude anyway long behold or he hands me back my information and now I pull out my car my dad has been in the automotive industry for 40 years I learned a thing or two I checked the car out where they strapped the chains on my rims left a massive GA gouge out of the rim now I'm over here confronting three grown men in an area I have no clue about and I'm asking them what did you do to my rim the conversation gets tense and I as a smart person who was blocked into a sketchy Automotive Chop Shop yield my argument and I walk away I get in the car and drive back to Hoboken 35 minutes to get back to Hoboken cuz school's letting out 2 hours and 15 minutes of my time wasted but it doesn't end here I go to the parking will you please conclude I'm getting to the point don't worry everybody's going to get 15 minutes yeah yeah yeah I'm going I'm going you keep saying that I think I should just get to your point because we don't make exceptions all right all residents and I came here tonight to make it very clear that the Hoboken Fair Housing Association is encouraging everybody to vote no on the anti-rent control ballot question not only is Hoboken Fair Housing Association on the who are you texting councilman Russo anyway not only is hobok and Fair Housing Association but most of the city council Hoboken United tenants New Jersey tenants organization and anybody who is concerned about residents who live in Hoboken who've been here for many years in some cases who may be of lesser means who may be seniors on fixed income it is all of our duty and responsibility to protect them join together and vote no and for the third time send a message to the anti-rank control forces in Hoboken you ain't going to make it happen here thank you couple of things in our city we are going to decide a rank control issue and we're going to decide a school board election these are things that are important and should be Forefront to us whether we are on different sides or not I just want to clarify for for those that are listening to me here in in the chambers and those that watch it at home through you Council vice president by the way uh just an FYI uh I had Madam council president but I changed it with all due respect um but I just want to change it up because it is important for us to speak to each other with respect and allow speakers to say what they're going to say but again I would like to let my fellow hokan nightes and residents that when you go and vote on November 5th remember to check your voting districts there might be changes on two voting districts in our city and some people do get very upset if they're coming at last minute and then they have to walk three or four blocks so I urge all my fell hobok canites to check their sample valot it's right over here on the left uh when you are looking at it uh so that would be an important thing to do and I urge everybody to do so because voting is important and as well as um we also have early voting which is October 26 which is in three days you can cast your vote for the best person you would like to select as your next president so council a tiring election because it's for president and everyone's sicked about that about who's running but it's important that everyone votes for this reason there is a ballot question that's involving Hoboken that has to do with rank control the Jersey Journal wrote a wonderful editorial save rank control vote no on deceptive Hoboken referendum um the first paragraph is interesting a group of powerful Hoboken landlords is trying to scam the city voters with a deceptive public referendum on the November 5th ballot they must not Prevail in a city already weighed down by high rents the landlords would have voters believe the public question they got on the ballot is about beefing up the city's affordable housing trust fund but this is not the case this is not the case at all there's a deception that's been going on it's important read my lips you must must vote no people like me and other people that have lived in this town and people that have just moved here will be able to stay here because they cannot they already have rent control on the books that keep your rent from going through the roof it's important because we don't want the rents vacancy decontrolled at when a tenant moves out and then it can be jacked up if this passes on the ballot it's important that everyone votes no this should be received by everyone in the mail vote no vote no the ballots that say vote Yes will have that they're saving run control it's all this deception that continues on and on that even tonight I heard another woman say she's out there trying to I'll uh make sure the information is correct it's vote no I just spoke to a person who lives in Marine View tonight they are warehousing 30 Apartments because they're waiting for this election and if it does not vote no they're going to Jack those 30 apartments that are warehoused right now in Marine View two are on his floor that is outrageous that in a building of that size 30 apartments are being warehoused that's happening everywhere because they're waiting for this ballot question to be voted on we will not know who the next president of the United States is on the morning after I'm convinced of that but we will know what this vote is it has to be no there is no confusion do not be swayed by words like affordable that $2500 is pittance it's not going to do anything it's just chump change so no matter what they say it's vote no keep remembering that wherever you go if somebody has confusion vote no vote no as in my shirt you've seen me people out there in TV land or computer land you've seen my face you know I spoke honestly pretty damn well last time I was here by the way I heard it myself on the phone I speak the truth I have never lied I no one has any reason to be against me I've never been against any person no matter what religion Faith color vegetarian or whatever that's one thing they can get from me so remember I'm telling you the truth vote no vote no vote no and thank you for your time [Applause] thank you Miss Andrea uh Ron Simon cinii trying to trying to play the great are good evening councilman Doyle so I think one of the things that Mary said was absolutely correct there is rent control in Hoboken and no existing tenant gets their rent raised except by this council's decisions which is currently three and a half per. so that's absolutely true why is there a referendum on the ballot it's because the city has invested $2,100 in affordable housing the last year $2,100 at $2,500 with the amount of vacancies that we would expect over a 7-year period this rent Control Ordinance will now provide what it is interpreted to provide but it never has rent control has never created a unit of affordable housing these kids who think that they're going to get these houses they're not going to get them you've lost 5,000 units of affordable of of rent control housing 5,000 units of rent control housing since I started advocating in Hoboken 15 years ago there's only 7,500 left you guys only have 2,000 Apartments registered in Hoboken you guys are saying oh my God we can't possibly let these guys pass this referendum because they'll harass the tenants out of their units are you kidding the administration and the council can't protect the tenants that's what you're saying you're acknowledging we have no means of stopping that well you have no means of stopping it right now and the 25% of people can get is just as much of an incentive to kick people out as what will happen with vacancy de control so don't talk I B your mouth it's wrong deceptive councilman Cohen sent out an email that says Jim Vance agreed with all the public speakers who spoke out in support of revising the petitioner's misleading interpretive statement he said no such thing that's a lie so you did that you lied and you're an elected official and you're a lawyer whose Law Firm represents property owners in Hoboken I invite everybody to go take a look at glass ceiling for what councilman Cohen's Law Firm pay as partners and what they charge per hour don't talk out of both sides of your mouth the whole issue here is you guys became under the influence of people who attended an online meeting who weren't even from Hoboken and they gave you talking points and intimidation and they're out on the street doing it right now to your residents and what are you doing instead of protecting that you're not doing anything about that these are the same people the Genesis of these people in their activism is the very same people who are on the campuses intimidating people from going to class they're Jews they're being intimidated and you got behind these same people I have three Jewish children the last thing that I would want is to sanction violent people people who made a cut out of me and put their fist against the face that's who you're endorsing Mr Sim and address the chair and that's who's behind this effort and so it was very clever and cute because we have a lot of prospective mayoral candidates who agreed that we should have a compromised ordinance and instead voted against it and there's been a lot of flip-flopping going around on that and I'm very much looking forward to the debate if anybody is watching us still at this point watch the debate you watch and see the policy points that get made in favor of the yes vote versus the no vote this is a no brainer this Administration and this Council have ruined the housing environment by their mismanagement the rank Control Ordinance and they're mismanaged of their house affordable housing policy $2,100 have you walked through the hob and Housing Authority do you see how decrepit it is and that's what you're going to invest in there and then you're going to look down your nose and say $2,500 a unit times four or 5,000 units over the next seven years isn't enough to do for who was called at the last meeting those people well we all know what kind of signal that is right it's shocking to me that with all the dialogue we've had about perspective housing policy we would come to a point where somebody gets in a meeting and says to you guys I really want to start my own business someday and if I can get a cheap apartment in Hoboken and save more money I'll be able to start my business sooner what about the businesses that are owned in Hoboken by the very residents who pay your salaries who pay property taxes year shouldn't they be a consideration no they're not a consideration what's a consideration is your talking point because you think that all of you will be able to say I supported the tenants I'm a valid mayoral candidate really that's what a valid mayoral candidate does councilman Cohen would you wait till the public comment or do you want to there's three more speakers it's your choice I I think I'd like to just speak briefly okay first uh this is how bullies act this is how bullies act bullies come to the podium they personally insult people they can't help themselves and I'm not going to be bullied I'm not going to be bullied everything in my newsletter is accurate Mr Vance on the committee of petitioners came before this Council and said that the interpretive statement probably needed to be changed and it was inaccurate he said that that's what I said and I thanked him in my newsletter for agreeing with all the public speakers who came forward and this Council anonymously changed the interpretive statement because it was deceptive because the petitioners had created a a a uh rent control referendum question relating to vacancy decontrol and had the the HS I use the word hoods sput to prepare an interpretive statement that had no reference to vacancy de control and it none that's how you educate the public I don't think so and I think you know listen there's many issues you know you had your turn you had your turn do I get to finish I didn't interrupt you Mr Simon May I continue There are many issues that my colleagues on the city council here do not agree on many of them many of the issues you know often we spend more times in this room talking about what we disagree on than what we agree on and that's fine but every single member of this Council in our July meeting voted to say that if this question comes before the public it should be voted no that's what we did that's all nine of us voted to that every one of us up here voted to change the deceptive language and the interpretive statement to make it accurate to clearly inform the Hoboken voters as to what is at stake in that election all nine of us and the mayor so so if you want to bully me that's fine you can do that but I don't think you're going to fool the people of the city of Hoboken you tried but I don't think you're going to succeed uh with respect to my faith I I I I really don't know why it's relevant to this discussion but I'm proud of my faith and I've been intimidated by people who've come to this microphone before make suggestions about the way I conduct myself based on my faith it's wrong it doesn't belong in in this dialogue if you want to talk about the facts you want talk about the issues let's have that discussion you want to talk about how I pray I don't think it's relevant thank you thank you Council Emily wart hi Council my name is Emily wart uh to clarify I do live at 1315 Washington I am a Hoboken resident um you'll have to forgive me I'm pretty tired I'm a small business owner who um lives in this town I've met most other small business owners and I just want to clarify something most of them don't live here nor pay property taxes here I digress I also just finished knocking 90 doors tonight to help spread the word to vote no to save rent control no one is paying me or my uh volunteer neighbors here in the back and no one is giving me a free apartment either we didn't ask you guys for your support we appreciate it but we didn't ask for it I'm not threatening anyone for your votes but I promise you that every single bit of actual campaigning is being done by hobok and renters and volunteers whether we're Communists or not is really none of your business I care so deeply for this community regardless of politics earlier tonight one of the opponent's canvers who does not live in this town and is being paid handsomely to spread lies called me entitled and mocked me for not having a brick and mortar for my business as if remaining a small business is a failure on my part in a city where even retail rents are almost 5,000 a month on average don't worry I had choice words for him but I'm not actually allowed to repeat them here his condescension and his money obsessed Viewpoint is what fuels the vote Yes campaign they view renters as less than full stop there is no actual care behind the vote Yes campaign for affordability in Hoboken at the bottom of their lies is always money I want to reiterate holy a vote no is the way to move forward towards any chance of affordable housing as mentioned there is already an affordable housing Fund in Hoboken and the focus should rightly be on that but please tell me if only $2,100 has been spent in the last one year why would the landlords no matter if they put four $5,000 times 2500 over the next seven years why would you feel compelled to spend it it's on the city and that is what we need to focus on we don't punish the renters and how many would it take uh sorry in order in order for the landlords to even submit that payment to that fund it would require them their for their newly decontrolled units to somehow become available in what world would those tenants leave their apartments on their own terms when one bedrooms are on average $3,600 in Hoboken New Northern New Jersey is one of the most expensive rental markets in the entire country those tenants would not be leaving on their own terms and how many tenants are we willing to risk being displaced for a ptry fee that cannot fund anything I really love this town so much I want to see affordable housing I don't want to see buildings continue to burn down mysteriously and hundreds of expensive condos pop up in their place within three years how much time I have left uh uh I want to see um if housing authority be renovated and for there to be an actual upward Mobility plan and I want to see a society that prioritizes people and Healthcare and housing over endless war we have a large fight ahead of us to fix this Society at large but getting rid of rent control ain't it and it's fresh for someone who lives in one of the most expensive ZIP codes in this state to tell us about affordability this is a reminder to everyone in Hoboken to vote no and I personally I personally to everyone watching I personally promise to do what I can to continue to fight for a true affordable housing solution in the city I heard Pat earlier and I promised to stand alongside her regardless there is a desert of affordability in this town but gutting run Control won't get us any closer and while I do have you because you guys know I love to do good I urge you to please also focus on clarifying the Cannabis rulings the city has proven it can handle dispensaries and blue violets who is still being harassed by once again a very rich citizen because it's always money isn't it has proven how successful their business is and can be and no one of any age is under any threats of danger just imagine what if the city used all of that dank cannabis money to help fund affordable housing and what if you guys I'm spitballing here we created a tow yard solve all the problems at once but we have other ways to fund affordable housing that does not affect the over 60% of residents in Hoboken who are renters in this town I thank you always okay yeah as if I could get that yeah thanks thank you city council president and council members I want to thank council member Russo for his adamant support of this matter as well as uh council member hesano I apologize if I mess up your name um reading your work in the media on this topic has emboldened me and my friends to feel we can make change because we're on that path um over the course of the last 10 months as a resident here in Hoboken I've noticed a huge increase in ebike delivery driver loitering as well as parking and storing of ebikes on our city streets and non-adherence to traffic laws inside our city the worst of all riding an ebike the equivalent of a motorcycle on a sidewalk my 13lb poodle has almost been killed by one and probably all of us know at least one person who's been hit by one or their friend was and just the overall epidemic of this in our city um I'm here with my dear friend Dr Monica bentos who is concerned about this as well and we always said we are living and dying here in this town we love this town but until this ebike issue has come about me and so many of my friends are fed up with Hoboken and considering leaving this town because of this one particular issue some statistics I want to mention are that falls are the leading cause of injury related death in people over the age of 65 we have so many residents over that age as well as people with arthritis R arthritis and conditions where they might fall if a ebike were to hit them they might die from that um us College of Surgeons have published a paper as of July 2024 that ebikes are now an emergent Public Health crisis in our country and I would say that is very relevant here in Hoboken we have three Hoboken women who have been sexually assaulted by ebike delivery app drivers we have one police officer that has been assaulted and this is just the information that I can gather through a Google search they cause fatal fires and they also are causing the overall vibe in our restaurants and our downtown in Washington to be destroyed it's not fair because our small businesses are paying extremely high rents and customers are paying the highest price ever to eat out I come here to request some better resolutions and I would love to volunteer my time to help contribute to that in any way and council member Russo knows where to find me um some of the ideas that I think we should consider on top of the ones that have already been created and implemented are guidance and support for resources for the Enforcement Officers we need a top- down approach where we teach and train we make better resources to show them what's inappropriate what's the next action because I am watching every single day when I walk to the drip to work out police officers walk by ebikes on the sidewalk riding down we need higher fines one of the most pivotal things to change society is incentivization we need to De incentivize the ebike workers of New York City from coming to our small town a $5 registration fee is nothing we need very large fines to stop the influx of ebike workers coming on the path taking over the PATH station and then parking their bike here permanently we need confiscation of ebikes that are definitely not registered and have no business being here in New York City they have confiscated 42,000 ebikes since 2022 our town has confiscated zero per my search on Google we need insurance requirements we need better uh fines for non-adherence to insure requirements and we need we need similar regulations to how complicated it is to park my car here in Hoboken for an ebike driver I formed a group today because I just am getting so fed up with it called Hoboken against ebikes I applaud their work ethic I applaud people wanting to come to this country my husband immigrated here from the Soviet Union at age six and he was on food stamps and now he's the head of talent at a tech company I applaud these people coming here wanting to work but we have to have regulations we have to think about our residents that are paying taxes we think about the most vulnerable which are the children the elderly and the Animals here in Hoboken so if you we could please work on this and if you need any support I'm happy to provide it thank you for your time thank you very much uh James trero trero I apologize we'll never get it right good evening I was closer get that's right hi James trarco 124 Madison Street uh you know I just saw uh councilman Cohen you could give a seminar on a good rebuttal and you actually enlightened the conversation and you explained yourself and I'm understanding what you're talking about thank you um I'm just going to give some observations on a couple of items that are happening um Hurricane Sandy anniversary is going to be pretty much in a week and it's been over 10 years we have no wall we had all these promises I'm I'm fine without a wall it was three weeks of chaos I don't know what our town is thinking by putting up such a capital project we'll never finish it and once it's finished there's going to be 27 floodgates according to the plan I don't know who's going to maintain them I don't think they're going to be maintained lots of stuff doesn't get maintained lots of stuff breaks before it even starts s like the northwest park I I I can't understand why you would even think about it um there's an Unwritten policy by the administration to explode the population to 100,000 people I can't understand why that benefits the current residents and you should only be worried about them driving is impossible possible and you try to make it more annoying because your policy is to get rid of cars you don't want anybody here with cars the less people with cars the more dependent everybody is on the government the more people you could fit in here if less people have cars you've got these floodgates on Willow and Madison um not on Madison on on Willow and Clinton and on Second Street and they just pull up every 's anxiety that the municipality could close down the street whenever they want um the city spends a lot of time and effort promoting that they have a climate agenda that they do everything for the environment but on second and Harrison Street you guys have owned a corner property that is a field that you took over from psng it has been Stone little Stones the for at least seven years while it's under your ownership you guys have a fence up and then over the fence you put a a boundary like a like a like a cloth so you can't even see in it but that could be a grass field that could be a pond Dugout a water a water place um to hold water retention the last thing is that I know a lot of Democrats and Hoboken probably aren't going to vote for Donald Trump I I'm not going to change your mind I I maybe Phil Cohen could if but I don't think he's going that way but the deal is that you guys know voting we're only going to vote once maybe every two years but you guys know voting and when you vote you vote 9-2 you vote H sorry you vote 7 to two and if you're a yes vote you know your vote doesn't count that much right and if you're the two you know that vote doesn't count that much because you're going to lose anyway if it's 5 to four then you really know your your vote counts if it's if it's 8 to one well then you're making like a statement right I'm not going to vote with that group I'm G to I'm going to let you know that I'm against it or if it's nine to nothing we know that you guys are going arm in-arm and you're saying well as much as we hate it we're all going to vote for it and we're all in the same boat it's not going to be uh you know we're no one's going to single me out but the thing is is that help us do it right now the Democratic party has lied okay the they they tried to cover up that the Biden family has taken bribes from foreign C countries they lied about their business dealings in foreign countries they suppressed news and they could and they conspired with the press to stop Free Press then they they lied about Biden's health issues so that then they lied about who was going to be the candidate and no one even got to vote for your Democratic candidate so be strong don't be taken for a fool just because you're a Democrat and abstain from voting you don't need to vote for someone that's a horrible candidate they lied to you the whole time and they did a bad job doing the whole thing doing the whole election doing the whole campaign and if you don't want to vote one way you could be smart and sit it out thank you very much thank you Mr trero um Haney Amed oh you forgot ER Eric I'll put you on the list too any i m Hoboken thank you council president just wanted to touch upon um speaker that spoke before about the the ebikes um this Council has worked on it you know you're going to have the vests out there and and you're you're making an effort and uh I'd be remissed if I didn't thank officer Joe Lupo and officer Gonzalez who ran down a sex offender a few weeks ago caught him on ebike gave him a fake name and tried to get away with it and then obviously more officers came and helped and that's not easy to do you know on an ebike they could take off fast you could get injured it's not the old days of biking uh councilman Doyle I've seen you bike Around Town Fair Pace I could probably catch you um but on these ebikes I probably can't don't make a challenge I probably could cat you but uh we're not going to get everybody pedaling at at councilman Doyle's Pace uh you know on a serious note they are dangerous and I'm sure that you've all walked on the sidewalk at some point and it it's it's even more dangerous to people who are um either struggling with a handicap disability who are older or who are walking with small children small children are unpredictable I'm learning that firsthand and uh we don't need it to elevate to a more serious injury um I think it's time to to follow up on the old ordinances and uh add some more language to it I think it's time to confiscate these things from people that don't want to abide by our rules and our laws you could have ebikes but uh you have to operate them safely you know you going to deliver a cup of coffee hot to someone um at a record pace is probably not in the best interest of all of us trying to navigate on the sidewalk so it's something that I hope that you know before we hit the election season and and things get a lot of a little actually not a lot more tough to pass I think that uh we should take these last few months to nail down some ordinances that are what I refer to as common sense ordinances one of the other things I want to touch upon is you know something I've noticed over the the last decade or so um with the last few administrations and the council they worked very hard to get large projects done whether they were open space or whether they were you know the rebuild by Design projects and with respect to that in affordable housing projects I I think it's time to start going in a budget and earmarking things earmarking them so that there is no confusion what the intent was by doing these things these Parks have always said are expensive hard to do they need to be maintained to a certain level or else you lose them uh affordable housing very hard very expensive to do and we we're watching it firsthand with New York City and Nicha and I it went from 10 billion 20 billion we're up to 75 billion to bring that housing stock up to speed and that that didn't happen overnight that happened over decades and decades and Decades of neglect that could happen again you guys are going to have a process where you re building the housing authority and if you don't put mechanisms in place that make sure just like a car if you don't change your oil and take care of your car you will blow your motor at a certain point a lot earlier than you think so I urge you while there's still you know time to work together to get ahead of these things so if you we did on Waterfront um with the uh the southern Waterfront there's a certain dollar amount or you know price per foot that goes to PR and PRC and in a waterfront and itself and so you didn't have to sit here and argue like what's more important fixing a walkway that thousands of people use walking to the path or you know something else on 8th Street and you shouldn't be dealt with that each time because what happens is a lot of pressure we don't always make the best decisions under that pressure but if it's lock box and key this is the affordable housing money this is the Waterfront money this is our Parks money whatever it is that you feel this is the re rebuild by Design gate main maintenance money I think you have to do that so that other administrations down the line don't take it upon themselves to split that money or move it elsewhere under public pressure and then you end up in a situation like New York so I just urge you that you know there's a collaborative sense here uh to take that time and work together and if you could just get a couple of these things hammered away before we get into that lockdown season um let's do it now and the last thing I want to urge you on is if you're going to touch salaries if you're going to touch Council salaries and and mayor salaries which I don't think is wrong to but I think if you're going to do it let's try to do it at least 10 months in advance of that it's it's fair you know there was an inflation run everybody else ran up here that wanted a salary check if you think in in conjunction with other Mayors like where their salaries or or the or the Council salaries if you're going to adjust them please try to do it 10 months before an election this way if someone's sitting on their couch they lost a job they they want to go for it by all means jump in it's not an easy job but that's what I feel thank you thank you Mr Amed uh and Eric vulpi 135 thank you councilman Doyle thank you city council for putting me on I came in late um just a few comments first of all there was when I came in the guy with the parking issue was uh was speaking and he spoke yeah he spoke long and yeah I I understand why you're a little upset at that but I do have some sympathy for him I have also gotten towed under questionable circumstances and it's not very pleasant and uh well you know someone along the line was saying why was towed down to Jersey City I was also towed to some place God by tunley Avenue or something I don't know and the reason is we used to have a tow yard in Hoboken and that was uh closed down because we had to build some desperately needed luxury housing um and I'm kind of curious because usually one of these things they often get variances and I wonder one of the things that's often touted when these projects are built that they will provide several affordable units and I wonder if that particular building you know or construction that was done where the tow yard was were there any affordable units that anyone follow up on this cuz I get the feeling these things are touted and then they never F followed up on I missed I guess I missed some uh some high drinks that happened before I got here I know but I did see some of my own uh I think uh Emily mentioned before that we were accosted several of us were out canvasing and we were accosted by one of the hir Lings of the msta and the vote Yes people it was being rather rather obnoxious let just leave it at that and this was another outof town person as the as the uh you know the the political consultant Mr simoncini is an outof Town person I actually would like to thank Mr Simon cini for coming tonight and reminding everyone the face of the vote Yes movement and what it is not really a movement it's just complete AstroTurf you know and just the maaz that the nerve I mean he talks about I guess there were some uh we had some allies from Jersey City who uh somewhere along line came to a meeting but you know buy and L like I said I was out canvasing tonight all the people I know doing the canvasing all the people involved we all live in hobok and some of us for many years I've lived here for longer than I like to say and to just talk about Out of Towners this political consultant who's gone all all of a state doing a wrecking job on rent control is just really it's just amazing the uh the nerve and also I think it's just appalling I mean he's getting into red baiting he's getting into religious smearing um just the division being sown by these people I think is just appalling um I think that's just terrible um you know Effigy and car caricature are as old as politics that he's a little you know touchy that you know they made a character of him well you know too bad you know I mean he 15 years been attacking rent control and getting paid handsomely for it me and my other friends and allies we haven't gotten paid a cent we've paid a lot of money we work very hard and we spent a lot of time just trying to keep our homes and I will say and uh I will certainly finish within my five minute lot of time if anyone thinks that this measure you know he said why is this on the ballot because we have to provide affordable housing if anyone thinks this measure was put in the ballot to push affordable housing I don't know what to tell you I can't even come up with a clever rejoiner toight except it's just a Preposterous notion this was that was just the cover and once again this was sewing division you know once again yes I am I totally think the housing PRI the HHA definitely needs to be definitely needs to be improved and you but trying to blame it on the rent control people would be as bad as us blaming our problems on LM you're not just sewing division so they can so they can get rid of what's left to rent control anything affordable whether it's technically affordable or not lastly I wore I wore the shirt you know everyone El wore new shirts we're having I wore the old shirt from the the HHA I'm a founding member of the hobok and Fair Housing Association the HHA and the HHA says vote no save rent control thank you thank you Mr VP no no no more members of the public signed up to speak hang on um oh I'm sorry Mr re come on to the Mr reap hey what's up how you guys doing Ed reap um I'm uh I'm actually I'm not only going to talk about the the the uh rent control referendum I want to talk a little bit about ebikes and I want to apologize and say I'm a huge reason why there's a lot of ebikes in Hoboken because multiple times a week I'll get home I'll already have had dinner and I'll say you know what I'm going to eat unhealthy for the last time I've ever eaten unhealthy in my entire life and I'm going to order some some seamless delivery and then that's it and after this I'm just going to be uh you know on a diet I'm going to stop wasting money ordering delivery and then the next day I do it and when I get home tonight I might do that I'm thinking of ordering some Maybe sushi or uh uh maybe you know like a stroli or a Italian sub but we're we're drooling here come on I know it's I'm sorry no no no just to say the thing about the ebikes is a lot I mean the thing we have to consider is that people are ordering on the apps and that's what's creating the demand to have the ebikes and the delivery and so you know people like me as long as we keep ordering on the apps I think is going to be the economic incentive and it's going to be very hard to deal with the problem so if people decide to be healthy and not order random delivery all the time and get up and walk to restaurants that are a few blocks away that's that's I think probably if if people actually want to change it they should just like you know like order either order old school traditional delivery or like go pick up food or go eat at the restaurant or cook at home or something no and and I'm not going to order unhealthy food I'm going to stop at a restaurant at home and and pick it up I think um but or maybe I don't know I might change my mind but I'm sorry I'm rambling anyway yeah and then I support the the vote the with okay the one thing with the the referendum you know housing stuff like I definitely support the vote no side I do think though there there are some good points that folks on the vote Yes side did bring up today I think that like there needs to probably be some reform with how we do rent control to get more units registered so after vote no wins in the election if we can do more stuff to like improve how the current rent Control Ordinance is executed on like a you know operational basis you know to kind of get everything kind of out in the open make sure everyone's following the rules that would be awesome uh investing in affordable housing fixing the H HHA sounds great but this referendum isn't the way to do it thanks so much you guys have a
