a couple so proclamations yes uh Mr Romano do you want to come up as well or are we going to do these in sequence together well stand up got okay yeah so good all right so to let you know we're going to honor uh two residents of the First Ward who've worked for the election Committee of Hudson County for close to 48 years something we don't hear of anymore uh so this is a little bit overdue we uh we had spoken earlier in the year to do this uh um but fortunately they were trying to line it up so the whole family could be here especially some people at school so December 18th was the best time we have a little bit extra added um excitement for you because the county uh exact and the Commissioners are also going to award you with something as well all right so I'm going to turn it over to them first and we'll finish it up with the city of Hoboken all right so commissioner Romano will take it over good good evening everyone uh distinguished members of the Hoboken city council uh constituents residents U members of the First Responders or chiefs uh it's an honor to be here in your Chambers and also an honor to uh to have the privilege of presenting a proclamation which I'm not going to read every word because we all know the many accomplishments of the chaneski family um Marietta and Rob have done so much for so many people and it goes down to the generations of their children and grandchildren and nieces and nephews uh it's a privilege to belong to so many charitable organizations besides the service that they give in the U Board of Elections they've done things so much as the St Mary's Advocates which donates so much funding to different charitable organizations just quietly uh all the wonderful things that you've done uh you are a role model for what pole workers should be uh we strive to ensure that everyone would be up to your standards and hopefully that you'll continue to work for what another 50 years another 50 years she said can't get rid of but but U it's it's a privilege and Honor on behalf of the Hudson County Board of Commissioners uh to present this to you it has all your history and everything and it also says that um you're quite Legends and part of Hoboken history thank you okay good evening everyone thank council president council members thank you for having me my name is Michael Harper I'm the clerk to the Hut County Board of Elections proud son of Hoboken born in uh St Mary's 1976 but uh it this March it'll be 19 years with the uh you leading the Board of Elections and that's a it's a long time that's a long time I'm sure those of you who've had to deal with me feel even longer than that but uh but but that being said uh you know you'd have to double that and add add a bunch of years to get to uh to the service that the ches have uh performed for the voters of of Hoboken and Hudson County and I you know on behalf of the board you know four Decades of you know that's generations of Hoboken voters almost five decades actually generations of Hoboken voters who've been through their polling place and been uh pleased with the with their service from uh May Capell to mayab Bala from councilman Louis Frank H to council president Doyle you know you guys have been here and sir and what you do is so important this is not something that I normally do in my pitch to get pole workers but it's not an easy job it's difficult we constantly change the uh you know the goal and uh and the rules to get there and it's it's a difficult stressful thing that we ask you to do a couple days a year for a damn long day and uh so we and the good ones are uh are are desperately needed and we so on behalf myself the Board of Elections thank you and and the the the residents of Hudson County thank you for your service I I would like to just briefly the county executive could not make it tonight but did want me just to and I will quickly uh we actually got you one each but I'm going to Mel them into one uh whereas the people of Hudson County are always proud to recognize the outstanding personal efforts and Civic achievement that individuals contribute towards improving the quality of life for all the communities and their nation and whereas Marietta and Robert chisesi have given 40 Years of dedicated service to the Hudson County Board of Elections and whereas in being chosen for this honor they have received an Accolade bestowed upon only those individuals who best exemplify the humanitarian and Civic V wishes Val I'm sorry values that we value as a nation and hold in high esteem therefore in presenting the citation to maretta and Robert chisesi I Craig guy County Executive County of Hudson state of New Jersey on behalf of the people of the county of Hudson hereby thank you for nearly five Decades of dedicated service to the voters of Hoboken and wish you many more years of health and happiness December 18th 2024 Craig guy thank you guys Y and we'll finish it up uh with your Hometown uh mayor Bala and the council want to present you with the proclamation I think a little personal story is probably best because they actually do my district in the First Ward so I see them every time there's an election and it was funny I think it was this year or last year my wife had uh she went either earlier or later in the day I think it was later in the day this time and you know when you go up there you exchange pleasantries how how you doing doing how's the family the normal stuff um and Mr Chin's always got a little joke or something that goes with it um but it's a family event as well their daughter's there so we see them every time so my wife goes in and um we my wife keeps her her maiden name and as she goes up and they said oh so how's how's your son and my wife kind of looks at him like how do you know my son she's like well you're you're you're Paul presen Zano's wife right and she comes back to the house and she says who are those people and I said they're neighbors of ours and they know who we are they see Aiden once in a while and they were just trying to be cordial so they were adding a little bit of personality to a very mundane process and trust me over the years getting involved in politics when you go into those polling stations it's not fun all the time it it's D they've got to be there at 5: in the morning and sometimes if there's a problem late at night you're there till 9 10 o'clock at night till they pick those machines up but again innocent society today 5 years seems like an eternity I mean I can't think 48 years I mean that's impressive and they're carrying on that tradition that it was even before them and then now it's going to be carried through their daughter and and we'll see what happens if there's more chinesis that'll come and do more here but on behalf of the city of Hoboken we want to present you with this Proclamation and you are models for the community and I really wish you might continue next year all right third they always turn around oh we want to get a quick picture and then we'll let you say something all right yeah right right in front of Jerry well as I as unaccustomed I am to public speaking I could just about name everybody in this including the council chambers all your names and that would take me about 17 minutes and and your addresses but we are very thankful for this uh uh dedication and my wife the family I was like and they were huge family as your personal lawyer that's huge family yeah yeah okay I have a hearing on an ordinance to amend Hoboken city code a chapter 15 158 currently reserved for the title Pro prohibition on unconscious rent increases to deem any increase over 10% unconscionable ordinance number 725 okay uh we've got anybody to speak on this so miss waiters you've signed up did you sign up for this you signed up for everything um okay no be I'm not running for mayor I'm not running for nothing but the Border I want to I want to say one thing everything on here sponsored by Ruben Rayos I want to support quick and nipping that right in the but y'all can hear me as big as my mouth is um real quick into the point I want to support a few things on here I seen from Mr Ramos I don't want to go into detail and and I have another question is Marine View on here tonight when y'all went in the close session the last meeting is Marine whatever y'all discussed I don't know if y'all took action or not but the whole situation with Marine View is it on here or do I come back this is just a hearing for b725 all right so IA mention everything else well yeah unless you want to get up no that is it to increase the rent this is not Marine View this is not about Marine View it's about R oh just the 10% because I was getting ready to say you said 4% right for January 24th day something totally different please help me um go ahead council president this is shut up this is this is non-rent controlled increases Citywide would be limited to 10% this is so it doesn't so they locked in 10% they can't charge us no more thank you so much thank you but just so I understand Miss waiters so you want me to call you up for every single ordinate you said you want to speak on all of them okay I I'll just keep calling you up that's fine I just want to make sure that's what you wanted Rosemary Markle uh for b72 25 um since this item is back on the agenda I'm ass assuming that you've gotten legal advice and that everything is good to go with this so my questions are again I ask how we came up with how you came up with the 10% was it just the two council members and what are their qualifications to do this can you tilt there go have a microphone troubles tonight what's going on um where was he okay yeah so Mr ass uming that all legal advice is good to go and that's why it's back on the agenda um I didn't understand that federal law I mean state law you can supersede state law so the first time a lawsuit comes around because of this amendment uh again the taxpayers will be on the hook of that for this I don't see that how that should be possible but it will be and we shouldn't be on the hook of this because irresponsible decisions are made in the hopes of getting more votes I hope you truly think about saying yes to this when the legal lawsuits start filing in thank you thank you Miss Markle uh Manuel Rivera Solair b725 good evening Council vice president Council um members of the public thank you Council vice president for pronounciating my name correctly in all the syllables Manuel Rivera Soler uh I just want to add to uh in a question in this um Amendment uh members of the public would be interested to know again you are making a honorable gesture which we appreciate um in establishing words and memorializing them here but members of the public are interested to know what does it serve the interest of the people what weight does the amendment hold or the law or the code um where in the city code will we be able to refer to should a scrupulous not a good landlord as um there was one uh speaking uh prior um Rosemary barle um but other scrupulous people and and uh developers who will take the opportunity and any opportunity to raise rents because we are a megalopolis we are a city that's being changed constantly to the vision of developers whatever rent is possible they're going to charge because they're they change our city building by building as I come and say every other uh meeting uh as I mentioned last meeting as well that there's no one who knows the intricacy of a planning board and Zoning Board uh better than yours truly when I tell you that the city is being changed so again just to wrap it up because I want to be succinct and brief uh what can you tell members of the public when you are going to vote on this again we appreciate the gesture and uh we thank you but we just would like to know who is it going to help who's going to benefit thank you and I you back thank you Mr Rivera that's it for counc council president there's just one one other gentleman come on up please give us your name council president members of the council Nicholas kikus with the New Jersey Apartment Association we represent apartment owners managers and developers I'm sorry I didn't realize the sign up process uh could you spell your last name Nicholas sure kikas k i kis T TI k i just two k k i kis kiss kiss New Jersey Apartment Association we're at 162 West State Street in Trenton New Jersey I certainly understand the goal with this ordinance um however I think the issue to housing affordability is not passing stronger rent controls it is building more housing the legislature in 1987 passed a new construction exemption which this Council I know is is well familiar with and that law essentially preempts and prohibits municipalities from governing the rent increases in newly constructed apartment buildings that are exempt under that law it is not just um a matter of rent control itself but the law is is very Broad and says that no municipality County or other political subdivision of the state or agency or instrumentality thereof shall adopt any ordinance resolution rule or regulation or take any other action to limit diminish alter or impair any exemption afforded soon into the new construction exemption law so again I understand the goal of this unfortunately it is really indistinguishable from rent control and how it operates imposing penalties on an owner who raises rents over a certain threshold and again that is that is preempted and not permissible under New Jersey state law thank you thank you Mr kikus no uh that's okay anyway we're done with the public motion to close public portion second all those in favor hi hi you council members I can go um so I appreciate the comments from the lobbyist person on the you um and I agree right uh housing affordability in the United States and New Jersey generally should be hand hand a supply and demand issue we happen however in Hoboken to live in a postage uh stamp size piece of land that is almost all developed already uh some of us have appetite for developing more some of us don't but even if we go you know 100 stories on every corner we're still not going to meet in town the supply and through supply and demand uh our goals of retaining economic diversity within the city which is why we do need when appropriate government control RS to come in and and uh instances where where we can kind of affect affect that uh Co last month uh the city loud and clear uh made made a statements by a 3 to1 margin that we need to handle the affordability in town uh rent control came under under attack this Council uh was tasked with putting together a compromise uh the public spoke loud and clear that they did not want to compromise they wanted to fight and that fight happened and we won that was good but that only covered the the the building subject to rent control uh those folks who are in buildings not subject to rent control are have been facing rental increases year-over-year 20% 30% and that makes Hoboken unaffordable for a large swath of our community uh and yeah there's an exemption uh for for new construction that's true uh but there is also in the eviction law a statement that landlords whether rent control or not cannot raise rents in an unconscionable manner unfortunately the state in that state law it doesn't specifically enumerate what that means and that therefore is then left to a judge and there has been a test that's been developed uh within uh the the courts uh may include the a judge should consider the size of rent increases a landlord's expenses and profitability uh how the existing and proposed rents compared to those of other similar units in the area uh relative barking position of the parties uh and then my favorite based on the judge's general knowledge whether the increase would shock the conscience of a reasonable person what we're trying to do here today is kind of give some clarity as to what would shock the conscience in in Hoboken uh and you know 10% is a fair number it's twice what we would allow maximum under rent control uh there are some differences between what we're doing attempting to do and what was attempted in Newark uh namely we're not giving any penalties here we're not changing the process for how a a tenant who would be subject to this or wanted to Avail themselves of this would would go about it we're not having our rent control office all of a sudden set up a new bureaucracy as it exists right now if you believe your rent has been raised unconscionable level you have a private right of action you can sue your landlord then the landlord uh in court would have to you know prove or convince the judge against these elements that will be the same process moving forward the only difference being the judge will have a number to point to in Municipal Court that they can say ah this has at first glance been unconscionable however as we've constructed the language If a landlord can prove their actual expenses have gone up over 10% if there's some other Financial burdens if they can evidence that Beyond pure profit motive they need to go over 10% than they can so there's questions as to whether I think everybody agrees that this is a good idea right we're all worried about whether we're going to get sued or not and I get it I understand uh no one likes to get sued even though we get sued all the time for way uh way more Petty things than this I should say um but if there's a fight worth having I think this is the fight we should engage in we should be stepping up for all of our residents who are renters in town we should step up and say look you know 25% is just too much at that point it's just greed at that point you know landlords have have many tools at their disposal they've got new rent algorithms now that can kind of can can kind of make the market behind the scenes their negotiating leverage over renters is is is way out of whack so you know I encourage my Council colleagues I understand the concerns about about litigation but we have passed uh on this day as in coun before me uh ordinances where they said you can't do it the state doesn't allow it and in some instances we've prevailed and not some instances we haven't when challenged so I think we should take up this fight I think we should pass this ordinance if we are challenged uh I I trust our Corporation Council uh to to develop a strategy uh where we can convince uh a judge that that we're right and and then we'll set a a new president for the state of New Jersey coun call thank you uh Council vice president uh to pick up on where uh councilman cantero left off uh this Council I participated in a vote with respect to whether we should limit the charges on GrubHub and food deliveries and people said you know we couldn't do it because it would violate state law we didn't really have the authority to do it this Council thought it was the right thing to do to try and limit the charges on people who ordered food and had food deliveries and a lot of those delivery places complied and agreed even though that was a rule that was subject to challenge and could have been challenged instead they did the right thing by the customers they they complied with the law that we passed as leaders of the city here we're in the middle of housing crisis where people are being forced out of their homes a 10% rent hike for families can be the difference between whether you can have your kid go to school in the community next year whether a senior can afford to stay in a fixed income in their home or whether they have to take their kids and move to another Community or leave all together 10% rent hike is a shocking rent hike for any family for any family as councilman cantero said it's double what our rent Control Ordinance permits so uh we heard uh from our community that that we care about renters renters vote renters were heard renters came out 3 to one in favor of saying that we want to keep the rent control protections that we have what happens to everybody else a lot of people have asked me well what can we do about unconscionable rents there is no definition for it other communities have tried to do it why can't we do it here in Hoboken so we're stepping up with this uh doesn't apply to uh to every building in Hoboken only those that are 10 units or more so it's you know for the Mom and Pops you know they're excluded but for the larger buildings this is what they have to do to be right by their tenants so uh I think this it it takes some courage to do that there are exceptions councilman Cano pointed out that if a a property owner says that they need to raise it by more than 10% because they have expenses that are out of control uh and they increase by more 10% and they need to make themselves whole in order to continue to operate they can make that showing but the same way that the that the grub hubs and The Operators agreed to limit the prices with respect to the food deliveries and protect the consumers and protect people who order their food I believe that there are going to be property owners that are going to also decide you know what maybe we're not going to do a 16% rent hike this year maybe we'll keep it down you know to 10 or lower okay and that 6% that 8% could make the difference for a family that's on the edge of whether they can afford to live in our community or not so I think this is the right thing to do I I I thank councilman cantero and councilwoman Jabor for for bringing this forward uh and I hope that we pass this tonight thank you Council thank you councilman okay um I've done ex extensive research on this I'm not a lawyer however uh I've gone back and forth back and forth back and forth I've received Council to say that we would be subject to uh potential litigation or challenge to it and our job up here is to protect the taxpayers dollars um I'm not here it Hoboken seems to fall into lawsuits why many of my colleagues might say it happens all the time but my job is to stop those from happening so if we can be proactive on that um I spoke a little bit with councilman cantero today an idea that I think would be um a great suggestion where it doesn't potentially open us up to some litigation uh it would kind of quell or work with everybody's kind of thought process here um my big concern is that liability for us in this um the merits fine however there's a reason why it hasn't been defined uh in God knows how many years since the law has been put together so for us uh the posted side sta Hoboken to set precedence we have to take up upon the whole state the legal fight that comes with it I'm not so sure uh if maybe other towns would join something like this maybe I'd employ it but we're not going to take I don't want the taxpayers of Hoboken to be saddled with a potential not just one lawsuit it could be a ton of them that we have to defend against so um you know I hope Council mcaro might um have some thought to what we discussed today um I think you know it was positive what we talked about that you know maybe we don't touch the unconscionable part but uh I suggested to him to give you an idea what I said um was maybe we set something up that when there is a rent increase that the landlord has to justify what it is if your condo fees went up if the water fees went up if CPI went up um but I'm not really in favor of defining uncons if it hasn't been defined for X number of years and it could be opening us up to potential litigation thank you councilman councilman Fisher sure um first of all I conceptually I'm you know I think all of us uh understand the affordability pressures in Hoboken and we've all heard it uh I'm like the majority if not all my colleagues support rank control and Kobo Spen and keeping um rank control in place and the local voters supported that um wholeheartedly the the challenge I have with this is not withstanding some of the differences versus um nework you know we are often advised as we were on this uh that we cannot well we can vote on anything but we are typically advised that we cannot uh that our laws that are inconsistent with state laws are not enforcable and they would be challenged and we've had um a lot smaller issues where some of my same colleagues up here saying this is the time to fight it have said no we can't possibly do something that our Corporation councils told us is inconsistent with state law which has happened here um we've gotten that advice and even speaking with other attorneys um you know this is something that I think is is conceptually a good idea because wouldn't we all love to uh you know be able to help our neighbors who you know are given giant um rent increases um with more tools but I don't think that this is the tool because the state law is actually very clear that we can't pass something like this because it's quasi rent control um on properties that are not under rent control we have rent control right now and this specifically just applies to every other property so all of the properties that currently have exemptions in Hoboken um this would apply so you're applying a a rent cap on properties that are very specifically articulated under state law that can't um have a cap like this I think to me a better path is we have so many rent controlled properties right now that we're not enforcing and we should just be enforcing our rent control laws to be able to um have more uh rent control in place and and promote affordability across our city so for that I'm not going to support this tonight thank you councilwoman thank you council president um so I think this is a fight worth taking on um we've had multiple instances you know last year it was all the residents of Park and garden and the second ward who were here because they got hit with 30% tax increases year-over-year um and I think it is our job to put forward policy where there is not a sufficient solution to address what is happening with our rental market uh I don't disagree that is you know certainly an economics argument that there needs to be more housing stock yes but in an environment where landlords are currently colluding with each other to use software that has an algorithm that allows them all to work together to create justifications for 30% rental increases we need more Tools in our toolbox to help our residents and our renters so for me I think this is a fight worth taking on because the state has failed us they have said in state policy in state law that you cannot have an unconscionable rent increase but that's it so what does that mean to me 30% is very easily an uncontable rent increase so I think we need to stand by the renters of Hoboken to put forward a proposal this is at 10% again double what's in the rent control Universe to be more uh you know to address the fact that it is a different population with some exceptions to it but I think this is our job is to put forward ideas that we think are the right thing for our community uh I understand that there are concerns in terms of litigation around this I think it's a fight we should be taking on because if we don't do this this continues to play out with our tenant Advocate and communities like the Avalon we continuing to fight through Andrew soel and his representation so it's happening that this litigation is taking place by the city of Hoboken with our taxpayer dollars we're just shifting it around potentially so rather than necessarily just accepting that we're going to have these case-by case instances like the Avalon or when it comes to park and garden I would rather that we take a policy stance and see where we can go with that and hopefully the state will pay attention and Hoboken should be leading the way we do that in a lot of instances in a lot of policies and I would like to see this be something that other communities take up as well because I know that Hoboken isn't the only Community that's facing these unconscionable rent increases so I'm supportive of this tonight and I hope my colleagues will if not supportive in this vote itself that we can continue to work together on the concepts around this and move forward in a way that can continue to stand up for our renters thank you councilman yep Ramos thank you council president uh I love to I'd love to support this tonight right but you know it's almost like we're running to government 101 and do the same thing over and over again like the definition of insanity where other cities have tried to do this and they've been unsuccessful in doing that what we could be doing or what we should be doing as counc scoun boy just gave us a little bit of a of a path to go through there is lobbying the state seeking other municipalities in New Jersey to Lobby the state as well and asking them to Define what unconscionable rank increase is because while I love to give everyone the bearer of good news all the time and I know all of us would like to say we could do this we'll fight with you but it's going to be an unsuccessful fight the courts have told us this the legislature not defining it have told us this unless there's a change in their definition of the law we're not going to be successful and I want to tell everyone going to be successful I want to give everyone good news all the time I want to live in a in a world of rainbows and ponies but unfortunately that's not the reality of our situation when it comes to federal government superseding state government state government suped proceeding Municipal law so that's we want to take this fight I understand it I think we should go maybe a different Tack and look at other municipalities having civil interests to us lobbing our legislatures I know it's going to take a a while to get there but that's the route that I suggest we take we've seen it with uh rank Choice voting where we've taken it with our pilot discussion debate here is now taken up uh a senate Troy Singleton and the Senate is sponsoring it it's being sponsored in the assembly to make pilot payments uh the law that schools get part of that funding in the state of New Jersey they're tackling that fight here where we saw that dialogue here so there's another dialogue we could start here as well and let's face it number two the second point is our enforcement our enforcement with existing rent control is lacking would be an understatement right lacking would be an understatement and now we're going to ask enforcement that is currently lacking what to be more lacking like where is our enforcement policy with this for an office that's already overburdened for a tenant Advocate that's already overburdened so while I love the concept of it I want 10% is too high I want 1% or 0.5% right that that but the reality is is what the reality is we're going to lose that fight but let's take it let's have the fight but an attack where we could win or potentially win it's more a long-term game so that's my position on thank you councilman Council Russo council president thank you a little over a year ago we really started talking about the unconscionable rents in in the city of Hoboken and and I've been on record for a long time about trying to Define unconscionable rents right in the in that debate during those Council races it was very succinct in my comments when I separated rent control from the uncontable rents in the city of voken it's something that I am 100% supportive of we do need to Define that however the intent being sound the law is not right we got a a memo from our Corporation Council basically telling us that this is going to be a tough fight if we take it on it's going to be a tough fight we'll fight it we'll do everything we can as as as your attorney in the city of Hoboken to make sure we fight for the things that you vote on as council members however there are some concerns we know that we all know that at the end of the day I think that I think it is sound I think the intent is absolutely sound but it sounds like here tonight that if we call this vote it will not pass so I'm asking my colleagues who brought this up tonight for a vote to revisit it let us do do more research let us find another path to achieve the goal cuz the goal is worthy I just don't know what passing this tonight will do if in fact tomorrow it's unenforceable I think councilman Ramos hit it right on the head let's arm ourselves with the right tools so that we could achieve the goal for all the renters in the city of Hoboken and I just don't think in this current form this does that I have thank you councilman well and with all due respect to my esteemed uh our Corporation Council I think there's and councilman Ramos with his experience of the legislature there's there is a difference the preemption issue uh in my day job I deal with environmental regulations and cleanup standards and the federal government says You must clean up to 10 parts per million for lead and soil in someone's yard the state or even the local government could say 10 is not good enough for us five is better and that law is not inconsistent with the the federal government's mandate that it you know 10 it's got to be below 10 if if we pass the law that said 15 is okay then it is inconsistent and so it and sometimes that standard is is difficult what's a what's a regulation is it allowed and the other one not allowed but so I'm comfortable with the notion that this doesn't this doesn't run into a preemption issue with state law but I think the gentleman Mr uh Ki kius made a point where a valid point that you know it starting to would a judge look at this and say this is the same as rent control you're you're putting a cap on how much and I think the fact that the law allows that the New Jersey state law prohibits unconscionable and what we're doing here is to try to put some standards around that with exceptions I think it's worth taking the chance so I I don't think it's a a clear chance of us you know getting sued and causing a lot of expenditures Etc so um I'll be supporting it here tonight Mr F please call vote a second I I just wanted to bring up one thing I forgot to mention uh this year I don't know the correct term and maybe council members you correct me um the it's in the H uh HUD the fair rate market value of what you can raise rents yeah I don't know what the fmr or whatever it is uh HUD this year was 12% you could raise your rent on a new person that was in their unit so like I know they would be exempt but that's just an example that they have 12% so I'm just you know in my research I thought that was the valid point to bring up that they had in 2024 you could use 12% so just as a sidebar to listen it's a great it's a great point I mean even within our own rent control a decontrol is 25% right so there's there's other concern all right one more quick comment very quick as councilman president Zano said the housing authority and federal properties are exempt this so it would not apply they can do whatever they want and not being consistent with this I do think there's a councilman Ramos and councilman Russ talked about enforcement if you get a rent increase more than 10% you go to the housing office this is an illegal renti it's very straightforward the fact that it's subject to Legal challenge does not make that special all of our laws are like these positions are so important we have an IT supervisor to supervisor the new it desk help or how many people are there landscape architect full-time I really don't understand that why is there a need for their own graphic artist full-time just what does this department do our our city streets have never been dirtier than they are now not sure what is done about the climate when you know it's approved to have sorry art done on buildings with spray paint spray paint's not really very good for the environment we have a councilman that has to report garbage cans that aren't emptied and damages the city property and he asks the residents to do the same thing maybe we need to hire more Park workers and City Maintenance workers not $100,000 a year no-show jobs I see we're also hiring someone else in the cultural Affairs Department program development Specialists this this office really only does two or three things a year with the help of the business Alliance can we say being over taxed I'm one of the ones that get the privilege of being over taxed has anyone ever heard of FIS responsibility every new job on this list is a director or a specialist so they get a sixf figure salary really is unbelievable I really wish and hope that you start to be fiscally responsible with our tax dollars thank you thank you Miss Mark uh that's there's no more members of the public who wish to speak motion close close all those in favor I Mr F uh Council yeah I mean just quickly just you know all those titles on there doesn't mean we're hiring them they're just potential um titles um some of them do mean we're looking for the person but all the ones like make uh relating to like landscape architecture arborus Etc are really just one person and that is just not withstanding the mayor announced the department of urban forestry it really is just adding a person to our parks that has a specialty in trees we have Dr Gonzalez what did you say between four and 5,000 trees in the city of Hoboken so between four and 5,000 trees in the city of Hoboken in all of our parks on all of our streets we get complaints all of the all the time about the maintenance and management of our street trees the trees in the Parks we just don't have someone in our parks department so this is functionally being handled by people that aren't don't have a specialty so this is actually adding into our parks department and therefore freeing up time in our parks department to be able to allocate their time to other things so IT addresses some of the issues uh that were raised tonight and as it relates to it how many people here would love to complain about our website our systems access to everything in the city like everyone should be raising their hand we get these complaints all the time and you know what we need an i additional it resource period we're a giant organization we have a million things going on in the city and it requires us to have technology to meet the needs of our community this isn't an extra overhead this is someone that provides a service a public service to our community so I don't always agree with a lot of not a lot with some of the hires all the hires all the titles that are listed on here I feel perfectly fine about tonight thank you councilwoman Mr fer call the vot I'm sorry council president if I may director if if all these positions were filled at their Max what would your total dollar amount be it's not a calculation we put together because I don't think that's something that we're I don't know is it $50,000 is it $200,000 I don't know councilman well I my cont would be that after a few weeks of the outcry of the concerns about our safety in the city and us talking about potentially increasing our Public Safety departments I would say that we could probably fund two more three more maybe even four more police officers if we didn't have all these increases I think we need to start looking at what our priorities are and I think the speaker made it really clear that we have to start looking at our our decisions financially so every time we vote for something like this it's a budget issue it's a safety issue it's a concern for the health and well wellbeing of our residents so I understand councilwoman that these are positions that we may need but are they positions that we may need right this second are they positions that can be held over are they positions that maybe we fund that less of a dollar amount so I just want to remind everybody that there are still those same concerns that we have the safety of our city is paramont and I think that should always be in the Forefront of our decision-making process so I just want to put that on the record and um and I appreciate the time thank you thank you councilman just to uh just to go same thought process different different angles is we need more people who are going to cut the trees down who are picking up the leaves from the park who are cleaning up the park who's picking up the garbage I think we need more of those individuals mad individuals pointing at hey let's do this let's do that we have no one to do the this and that so we just want we um ask and it would be great to get an answer at some point um the clarification again as was discussed earlier again in the prior um conversations uh once again here are are we allocating titles and are we allocating um again salaries um for the different Public Safety I'm assuming is what we're doing here I I cannot uh say correctly uh had problems reading it in my computer because I had a little glitch but uh if members of the public could get a little more explanation again the explanation earlier was um uh appreciated so if on this one we could understand is it again titles uh that are being uh put in place to fill later is it salaries that are going to be um um I guess allocated now uh it would it would be uh great if we could uh get a little Clarity on that um on behalf of myself and members of the public and with that I thank you and I yeld back thank you Mr cair no other members of the public are signed up to speak close second second all those in favor I I so there are no new titles they're just the number of people assigned to existing titles that have gone up and they won't necessarily all be hired in one day that there is a process training Etc so um if anybody else would like to amplify on that answer if they hire tomorrow they won't be on the streets till spring6 26 council president yes just quickly I'll just reiterate what I just said um you know we had some tragedies in city of hobok and we had a murderer in our housing authority and there was an outcry from more police presence in the Housing Authority we tried to work within our means we allocated some extra funding it wasn't enough it isn't enough we had an incident in one of our parks there was a massive outcry from members of the public we met in this room people are very concerned concerned their perception of their safety is very important to them we talk about statistics but we know that if that perception is that they are fearful they will continue to be fearful unless there's an action taken now I'm fully supportive of these 10 police officers but as I said from the beginning this should be a number of 30 officers or maybe even more we need to make sure that the residents in the city of Hoboken are safe all the time not only in times of the outcry it needs to happen all the time and we need to give all of the tools and all of the manpower to our Public Safety departments in this instance Police Department in other instance the fire department but it is our job it is our Paramount position as Council persons to make sure everyone is safe in the city of Hoboken it's one of the first things we should think about so I do support it here tonight but I urge my colleagues we need to do more thank you thank you councilman councilman cantero thank you council president I agree 100% with councilman Russo so I won't kind of go over restate a a lot of what he said um I you know this how we derive this number 10 is we knew that we needed a certain amount we I think we all believe more than 10 is is right right what that ceiling is we're not sure uh but we wanted to make sure we had the table of organizations set up and time for us to be able to apply for some grants uh for next year uh we've met with the public safety team including director fan and chief agar uh they've done a lot of work in in you know explaining you know tangible Solutions and strategies for for how we can move forward with better community policing and uh my commitment to them was that we will continue this conversation the number will increase over 10 uh in the new year and it's not going to take a long time I will be pressing the administration to move forward with that aggressively so that you know within the you know January February time frame we have a better picture as to how we can execute on that strategy uh and and as council member so had mentioned you know do everything we can do uh to make sure Hoboken is as safe as possible uh there there's two more points that I just want to bring up you said one no two I'm sorry I did say one but from one's GNA be equal two one one be uh for a while in the Public Safety Committee the prior two years when I was working on the Public Safety Committee we spoke about a lot of the difficulty we that we've been having as a city to recruiting new police officers that we've had to change our our criteria so where we had uh everyone had to be a resident of Hoboken so now we expanded that Hudson County and outside to the entire state of New Jersey and we still had some difficulty in recruiting police officers and guys please collect me if I'm wrong on either of those those two points so we can increase that number to 40 tonight but the odds of us hiring 40 officers in the next like six months to a year probably be extremely extremely difficult after they go through the process right so so I think 10 is the more achievable number uh as we move forward through this process and look at that every year as we fill that out to achieve ultimate number but maybe getting back to that table of organization that we had in 20072 2008 and then the second thing that we have to look at why the job may be unattractive here is uh the pay may be too low the may be the pay may be too low for a starting officer or a starting firefighter where we are today so that's something when I know that's more Union negotiations when we get into those things but that's something that when that comes up again they really need to look at at that going forward to try and make the job more attractive so they only have what 20 guys applying for the job currently we used to have what three 400 nine nine guys applying for the job currently so we're looking for 10 and currently we have nine people looking to be a hobok police officer in the entire state of New Jersey right now so let's have the numbers match the the our our statements here so for a realistic goal of how we set that forward but we want to achieve those but how we achieve it so we have to change our tactics and trying to make that happen thank you counc councilman Cohen two comments one is uh I want to Echo councilman Ramos's point that it's one thing to have a table of authorities another thing to have police officers who filled it and it's been a long time now that we've been far fewer officers than we've had the ability to hire so uh the fact that we are increasing the number of potential officers by 10% from 100 to 110 is significant but I think Council Ros makes an important point that we shouldn't ECT that they're going to be here tomorrow even even if they were higher tomorrow we were told at the Caps meeting that we attended last week that they wouldn't be on the job until 2016 so there's 2026 I'm sorry 2026 I got the wrong I got the wrong uh number I got the six right I got the two wrong 2026 so it's going to be at least another year before we even see these additional 10 so I just want to say you know and also we are very conscious about the budget uh you know we we had a long difficult budget process last year year uh we landed on a number that a lot of people up here weren't happy with uh and it was lower than it could have been but it was higher than it should have been for some people uh this is going to continue to add budgetary pressures but it reflects the the uh wisdom of this governing body that this is an investment worth making so I applaud the administration and the council and the general public for having your voices heard uh but I think that it I I just want to say that a 10% increase in the number of officers in the city of Hoboken is a significant one and I'm going to be voting for that tonight thank you Council pres thank you Council I'm a quick one uh We've also hired well this year we've um correct me if I'm wrong director frany what are we up to 20 23 this year we just uh inducted or or commissioned six new officers so we've replenish some of the ranks this is an addition to that so you will see new faces on the street so when you see new officers say hello welcome to the community be proactive and and welcome them uh but again 10 is what we've decided on I think both sides came together I know councilman Russo wants 500 but you know he settled he settled on 10 uh and it's an ongoing conversation and it it it's not taken lightly and I think councilman Cohen mentioned it that we are cognizant what it costs the taxpayers but I do want taxpayers to understand that if you're telling us you want certain things certain things nice things cost money and so if you want more safety more of this more of that there may be down the road that taxes have to go up and coming from me yes some of you probably might fall out of your chair me saying that uh but you know I want to make sure that people understand that if we want things some of these things do cost a lot of money thank you yeah the the only thing um else I'll add was uh I think there's a shared goal up here to um do whatever we need to address some of the recent concerns of the community that for the most part feel fairly new um things that um you know situations we haven't had in years past uh but I think the reason why in our conversations about what is the right number you know our Public Safety subcommittee that Paul chairs um you know reviewed in detail with uh Chief agar and the police department and um public safety director for an uh just kind of how they staff how they schedule what the makeup is and really try to understand you know what is the right number and I think we just came away with you know 10 is a good starting point you know I think um we have different philosophies of policing that we've seen you know over the last decade or so some airs more on crime fighting some airs more on community uh uh community policing where you see plot police officers on the street and I think what we want to spend a little bit more time doing is making sure that we are employing or deploying our police resources in the most efficient way where they're targeted in the areas that um you know have the greatest need so before we just add 50 let's take the 10 understand you know if there's ways that we can make changes within our existing structure as well and then we can grow from there to be more efficient so we're not just adding 50 with with cost attach and not really a plan you know a plan to um to deploy those so I think we'll we'll continue focused on it council president yes councilwoman I'll just be quick I promise um I just wanted to say you know for all of us Public Safety is our number one priority up here I think that's something we would all agree on but also none of us are experts and so I'm really grateful for the leadership that director frany has given to Chief agar in guiding us through how to get to a place that's respons to what we're hearing from the community in light of recent events but also being realistic to some of the challenges that are in the environment in terms of recruiting people it was a wonderful thing to see six new officers sworn in this week um it's a really amazing addition I welcome them with open arms to our community because it is a really challenging City to work in and you all do a lot of Outreach between the Caps meetings and being available at Community meetings regularly to answer questions um you really have so much expertise and professionalism to give to all of us and I certainly hope that as we go into this next year and the budget season that we're looking at all of the available approaches that we can take on our end to support you in that whether that's recruitment bonuses retention bonuses whatever we need to have a conversation about in terms of where the contract negotiations are going to make your job easier I think those are all things that we need to be talking about up here from a budget perspective um to figure out how we can best support you in your role recruiting new officers so thank you for what you do council president just to highlight one of the comments that uh councilwoman jaor just made is it wasn't just a halfhazard number right that large number of new officers started from the conversation based on our public safety director and our police chief so it was 30 Patrol officers and then some in the upper ranks so this wasn't just pulled out of a hat right so we know that the 10 officers that we're going to hopefully vote on tonight and and approve is not enough to achieve the overall goal that the residents came before this Council in this chamber in a public safety meeting and that's what they want us to achieve right they want us to go out and do certain things 10 officers do not do that immediately we know that Chief came up here uh last meeting and and he told us that so we have to be conscious that we are not the experts but we need to take some of that advice from the experts so that we could meet that did explain himself I heard somebody applaud to the fact when they said oh we won okay this is bigger than that referendum you know why cuz you said it you guys is the one make the legislation and vote on it I said that during election time too with the yes no vote it ain't about that there are certain laws that's locked in that you guys have no control over other than making up your own legislation and trying to push it Forward is am I getting the right concept of this I'm not sure which resolution you're talking about but no just about the whole 10% the whole 10% is that failed adhering to the language that you guys put forth am I right when they when they got to go re register all of those apartments in GRE view the language they going to use is from n yes it is the city's position that rank control appli I want to know and that's what I was trying to say during a yes I'm asking that you're not speaking on a resolution and it's not fair to oh no I'm sorry you said anything on the consent agenda yeah but what are you speaking we already voted on that what resolution our way to the public portion this is not the general no more okay well you got my point anyway old I can't remember um and the excuse was that the earthquake caused those cracks in the water feature but that's the only water lines that broke the restaurant was still running the and stuff like that what was the projected cost of upkeep for this Park did anyone factor that in when this was being built again something that the taxpayers are concerned about ca12 we're hiring a web designer Miss fiser just said that the it is to design the web thing maybe I heard that incorrectly or that person going to supervise the contract web designer CD4 going to uh give a tax abatement to a supermarket did we ask the developer to maybe lower the cost of the space and maybe they would come in and not put another burden on the taxpayers we shouldn't have to fill the Gap Corporation Council second half of the month an increase of $90,000 in legal fees a new total for these lawyers is $490,000 I wonder how much money is spent on legal fees and lawyer costs does anyone have a guess maybe someone could tell me I and I don't mind spending my tax dollars for police officers or firefighters or anything that would help the general population but I do have a problem with all the these legal fees especially when the tenant Advocate is over $100,000 now to take up a a case representing tenants to sue landlords T1 kimley horn here we are again amended contracts you signed a contract in good faith if they didn't do their homework when they submitted the proposal that's on them you should not increase this a half a million dollars to wage war to wage your war against cars is absolutely absurd a th000 surveys out of 65,000 residents yeah that that's a good majority of the people in Hoboken and 60 business owners I'm sure they were handpicked to agree whatever kimley horn had to say they claim to have a project website that includes information about the project an interactive feedback map and a short explainer video can anyone explain to me where I can access that website because I would like to see it all of this is about micro Mobility which means less and less sidewalk aren't we all just a little disgusted with having no place to walk in town I know I am I'm tired of playing fr on Washington Street so I don't even walk there that much anymore again this should not be increased fiscal responsibility T2 amending a contract wow I'm shocked Here We Go Again more money for the taxpayers to pull out but the difference with this one is the city went beyond the scope of the contract I understand sometimes that things like this will happen but if you read all the council agendas is happening every month maybe twice a month where we just keep increasing and amending contracts who cares about the taxpayer I do fiscal responsibility seems lacking here I want to Administration A1 A2 the reasons why uh A2 um members of the public would be interested in the stop loss uh Insurance measure uh there was a meeting today I don't know if that was discussed there uh I missed it because it was at 2 p.m. um climate action Innovation if members of the public cannot ask questions on a section that has 14 resolutions um then I don't know what we're doing here uh again in that one I'm going to say ca7 very important um and the ones that have the grants of course I'm in favor I would also like you to explain or at least try to let members of the public understand in regards to Church Square Park um there is no representative in the six w so it would behoove any one of you to be able to let uh the residents of that Ward uh know that you're protecting the interest of the park and of everyone of course in Hoboken is CA ca8 ca9 I'm going to go a little faster uh Community Development CD 2 and I forgot ca14 Corporation Council I'm just going to skip mayor Rose Markle did a great job on that one which is important uh on finance F1 F2 and in parks recreation and public works I think it's c i mean P2 and finally in transportation and parking T1 and T2 now I am appreciative again these these are very important T1 and T2 uh so again my preface at question question was can you answer any any reason why you're passing these at this moment in this evening again it's end of year so it's a tradition to ask and I would like to salute God bless you um again appreciative that there is no resolutions on um ordinances um on first reading and with that Council uh the actual um uh Let It Grow is actually doing the improvements for phase one so we're starting Church score Park the the plan for church score park has not changed we've already approved it we approved it earlier this year this is actually just hiring the contractor to do that first phase which is the new um little kids area um the the what the Southwest portion of the park okay the next one is um we actually have to have like an a construction administrator it's just a contract that like oversees the construction of it uh for Church Square Park A9 is a uh commun what is this one commun communities Grant oh sorry this is a really big Grant this is actually really incredible incredible this is for the Southwest Park expansion um and so this is just an agreement relating to the Southwest Park exp the funding of the Southwest Park expansion um thank you Council what want me I'm sorry there's more CA 14 um more yeah c 14 is the um oh so this actually so this is just a technical issue we're getting money from the state to pay for a state funded project and so this is a technical way for us to fund the to have the state fund itself um it's just a minor change cd2 is uh this I I guess we're just looking to do if the this is the psng site right 200 Harrison yes yes so this is looking to um determine if that can be Redevelopment area that's a city-owned property if it qualifies um f F1 whenever we get any type of um whenever we get any type of Revenue like grants approved that we're not in the original budget we have to kind of approve to insert them in the budget so that's what F1 is F2 is the same thing uh P2 is a contract for just custodial supplies and then T1 and T2 we're going to pull kimley horn and talk about that so we'll come back to it um and T2 is um just we have credit card processing for our parking pay this the fees are just going up a little for the year all right so the only one is kimley horn but we'll have a bigger conversation about that Kevin Davis thank you councilman offer oh you got too I got shorter all right at the last meeting I came up at this very Podium and spoke out against giving Kim Le horn more money for their study and two weeks later my position is the same just say no so I decided to bring with me some of my research and findings that I've got from Oprah about the study um on May 13th there was an email from the administration to Kim Le horn about media coverage of the survey launch and the quote was we know the quote from councilwoman Fischer inaccurately represents the original project scope but it's nice to public to see her publicly State her support for the curb reimagined now seeing that this is how they Talk Amongst each other it makes me wonder whether opposition members of the city Council are getting a fair shake from the administration on this study now on April the big thing is they call this the curbside management study there's a big fuss about not using the PW and the PW is not referring to male or female anatomy the PW is parking you can't use that word to refer to this study because then people are going to realize what's going on and you're going to get more than just the bike people showing up on on April 11th uh Gregory uh franzei from the city asked Robert faren the project manager from kimley horn why parking wasn't included in the study title this is when they were talking about what they called the study faren replied back that parking was intentionally left out because we want to deemphasize parking the deliberate Omission downplays one of the most important concerns of many Hoboken residents on April 30th Helen Shuda of Kim Kim leorn who's their Community engagement consultant referred to the study as the Hoboken curbside mobility and parking plan she used the PW but in parenthesis she uh noted that it's branded as the curb re reimagined another interesting thing that came up from discussions is uh when they were discussing what to put on the script for the video announcement of the study on the website on April 26 then Transportation director Ryan sharp emailed faren urging him to promote outdoor dining and he stated parklets and other forms of outdoor dining within the street have been under attack from a vocal minority of the community lately so you know how would you feel if you live next to a parklet and you have more rat rodents in your apartment but hey some people in the city just think you're a vocal minority but they won't tell you to your face so now some other things we learned are about uh whether owners of cars parking on the street or as they call it the curb uh are going to pay more money and I used I thought this was a crazy bike Hoboken idea at first to increase the residential parking permits from $57 to $245 but it looks like the consultants for the city think it's a might think it's a good idea too uh so they did a municipal code review and they stated that in their preliminary recommendation the city should revise the code language defining permit fees and fee structures to introduce flexibility revised language should establish the authority of the city to the Fine fee programs and rate structures so that amendments can be made without needing to frequently amend or introduce ordinances so hey you guys don't have to vote every time to raise or decrease parking you guys will just set a range and you know some B bureaucrats will set the price for us no need to worry about losing your job in the election now they also have the industry best practices memo that promotes demand brace pricing which they describe as adjusting parking rates for peak times special events in real-time conditions by pricing parking higher during peak times and near activity generating destinations this may help to increase parking turnover and discourage all day parking now some people think this is a good idea if we make parking more expensive fewer people are going to park Seattle's done this and some areas of the city have had hourly parking go up for times so you should think about lower income residents now I have less than 30 seconds so I can't go over all the reasons for why you shouldn't give them more money but you guys should kick the study to the curb and the only thing that needs to be reimagined is the kimley horn contract they talk about public engagement for $55,000 but all we got are 1,000 responses and 45% of those say they use eicr mobility in Hoboken but when Paul penano as a citizen uh did a study counting the amount of cars bikes pedestrians going by only 11.5 only 11.2% of them were micromobility users so I could go on for days but my time is up vote no thank you Mr that's the new Davis Davis excuse me I've given away my sheet okay so that's it for public with a proposal for a insurance carrier for a for a um a full policy and that was one of the two responses that we got the other one was defective and this was our best option they they're not a carrier they're a broker so who is the actual carrier I I can pull that up for you but uh yeah before we vote on that could could you do me that favor because I don't want to fall into a position where we have multiple brokers in the city of Hoboken this was specifically for the stop loss Insurance itself and they're not insurance carrier they're a broker of insurance so before we vote on that could we could we find that out what do we screen the with the RF yeah they they responded with an RFP we got two responses um I mean I assume if someone is not qualified for the position that they're bidding for that we would be able to determine that I'm not am I yeah and again I mean if they were in in insurer it wouldn't be a problem but they're a broker of insurance they they do not insure anyone they go out and they negotiate with other insurers but you're saying that in the past we've only had Etna and travelers for our stop LW so so they the in the the coverage they are providing is through Gerber life insurance so so how do we that causes me concern because we disqualified the other bidder who was an actual carrier but we didn't disqualify a broker who is acting on behalf of Gerber I would I would suggest we hold this um I think that's a defective bid I mean I I don't know it's it's not defective the other respondent we got was defective in $300,000 higher than this one if we do not have stop-loss coverage we will will not have it going into the new year so that is not something that's advisable to carry this but we don't have a contract with Gerber we have a contract with another broker which could lead us into a position where we have multiple brokers in the city of Hoboken that was that has been the way it has operated in the past councilman so we had a stop-loss broker previously and we had a group health insurance broker previously um on understood if that's what we bid out I wouldn't have a problem with that I just want to make sure that we're doing the we're dotting our eyes and crossing our tees if we went out for an insurer and we're hiring a broker are we is there a liability there we don't and if there and if there is how quickly could we correct that so that we don't fall into the situation that you're saying where we don't have stop loss carrying I I don't we don't believe there 's an issue with this okay that's fine um specifics to you earlier I've had some stuff um can you explain this this is the I think we talked about this a couple the sprinkler and it's not working and the rumors of earthquake I I again I'm not asking for that comment but this is the one I think we talked to the we were talking to the contractor or something along this lines and they were going to fix this or no no uh no so we had originally had the contract the original contractor did some investigation with our construction management team and our design engineering team they were able to identify theor could you get closer to the mic pleas I'm sorry they did you hear that they were able to identify a lot of the cracks in the piping um and by that we came to the council and asked for um approval which was granted for a design contract to actually uh upgrade the fountain basically we went through a whole design and Alternatives process um to look at how it was originally designed why those cracks happened you know could we find a a better way to support the system and a better way to design the system that would be easier to maintain moving forward and would be more cost effective so um we we went out to bid with that design we received zero bids um and then we um went through the co-op purchasing process because we received zero bits so how old is this the um the water spray area well the park was open June of last year so so it's one year old and it's going to cost us a million dollars is that correct it is going to cost $93,000 plus what we already paid for it plus we yeah so I I have a question we open a brand new park we spent all this money over there and in one year it's a million dollar cost so Parks have even though they're nice things they do cost money something like this popping up because I I believe I read all over hobok momies and some of the other social media sites that you know the sprinklers didn't work people were upset the shade were fixing yep but is anybody responsible do we have insurance with the companies that put this in because after a year it breaks I mean so because we cannot you know identify that this was absolutely a design flaw or absolutely occurred due to settlement on the site or absolutely occurred due to any other reason that you might imagine um there there really is no solid claim here um we could put in put forward a claim against a variety of parties and be in litigation for several years and not have a splash pad instead the approach that we went through was to design a what we believe is a more more functional costeffective water spray area and fund it through the American Rescue plan at no cost to Hoboken taxpayers so that was the approach that we check okay and one last question how much does the park cost us total would you off the top I mean I'm not going to hold you within the contract with TOMCO construction was roughly $52 million and they would be the ones or subcontractors inside of that that did this work that originally installed this this work yes okay I mean I listen it doesn't cost the taxpayers anything that's fine however the the $93,000 could have went to other things within the city I mean that's the only thing I'm just ask asking the question a year later and it's what that's okay um am I running off on my numbers wrong no no no no that's just the construction plus the 30 million we paid for plus financing costs over 100 okay so just the 130 million whatever it is I'm just a year later we're spending $100 to fixing 100 sorry a million dollar 93k sorry I just wanted to find out and make sure I was not missing potentially for that site so I know the school system was looking for uh this properties too uh there'll be a meeting regarding the entire site okay and V and various variations this is 38 Jackson for those uh at the current proposed location of the uh for the grocery store component of the site they've been having trouble finding vendors to takes up to large space so we're trying to get it to a smaller space okay and to use a pilot trying to attract other vendors to the smaller space where other people said be more interested in doing a grocery facility in a much smaller space we're looking at a side of maybe Trader Joe's right now as opposed to a 25,000 Square F feet where right now the area they considered we spoke to many many vendors uh the area they consider is not as develop to sustain a 25,000 square foot space where a 10 to 12,000 foot SP space they can sustain it but to look at the long-term viability of it to go in an area that doesn't have as much walking traffic as a place on Washington Street does a place on 14th Street does uh is trying to attract that and make it more amable to try and make that deal for a vendor to take the grocery Source base not just long skating rink during uh the winter months um uh I looked at you know I see Brian Park in the city when I worked in the city all the time and you know very festive very packed uh Pi in the winter is relatively unused um so I was looking at some ideas and being that there's several different things with the HBA um and we would get an explorator committee together to make sure if we could do it we'd find someone find how much it costs what we could do what we can't do the HBA has already done some work on it I've reached out to them and they're excited if we do this um I think it's something that government should be doing for the people creating events that are for families and for residents to enjoy but also an attraction we have one of the most unique skylines in in the uh in the uh in the world and you know to have be skating under that if you're going to be happy to skate under you know uh the Rockefeller tree why wouldn't you have backdrop in New York city so I look at this though as something for the community could also help our businesses is during the year where we could potentially and again one of my ideas is use the Hop to go around the city and dropping people off at local restaurants and local businesses they could shop our parking garages would be filled um maybe we look at something for if you use mass transportation or some form of uh a different uh Green Transportation that there's a discount maybe on some things uh so I wanted to explore that and I want hopefully all my Council colleagues would join me in in looking on or looking at that and I'd be happy to spearhead that with um with some suggestions that I have on there but again I would take people's feedback on that council president can I go oh I'm the co-sponsor Yeah by all means um so I'm the co-sponsor but the reason uh when Paul was mentioning this to me God who mention it a couple years ago um when we originally were looking for the executive director for the HBA and interviewing candidates actually our first executive director uh came from Santa Monica and we came to Hoboken and um walked around and and saw our city he looked at p and just said we should do an ice rink there and it wasn't something I had ever thought about but he came from Santa Monica where he ran the equivalent of an HBA uh Hoboken business Alliance it was a Santa Monica business district and they created in Santa Monica California a winter wonderland ice skating rink it generated um money for the city it brought you know it brought people within the community um out for like a winter um activity they were able to create a Wonderland around it and I remember just thinking that would be amazing because although I'm not in the First Ward whenever I'm down there in the winter it just it feels like a space that just would be better used and you know we've wanted to have like an ice skating rink at um 770 or I'm sorry at a Northwest Park um and we'll get there someday maybe but it doesn't necessarily have to preclude doing something pretty unique and exciting on this site so I was happy um to co-sponsor it with Paul and really what this does is just say we really just want to have a formal process to start doing this it includes the administration it includes the city council it includes the HBA members of the public and it's really just to start the dialogue and let's actually do some research to see that it's feasible like P is not you know we love puree but it's not on Solid Ground you know I don't know if it has all the plumbing requirements Etc there's a real like analysis that has to be done if it can support the weight of ice and but we just want to do it and decide if we can do it um or not so that's it councilman Russo yeah I just wanted to give um a huge shout out to former mayor Roberts who did this for three years up at our Little League field as I was just corrected by councilman Ramos um it's always been a a great idea right I mean so kudos to both of you for trying to bring it back I'm absolutely supportive so yep I I want to give kudos to the the council president at the time when they did that for those three years let me guess Council Ramos so no but uh just to uh biggy back on what all my colleagues just said you know it's a space that really needs to be activated and I know one of the other plans that uh that we had as that council president Ramos and mayor Roberts at the time was uh was the ice stre at the babio center and unfortunately uh in the back of it where that received a lot of push back as a public space doing that public space and was a private space who it belong to you Tak that space up I think that that same conversation may happen here now but we kind of like really in my opinion block out that noise a little bit and kind of look at the greater good and what the activity that could be there in the future that's not existing currently so let's really like get our arms around that that could have been a great thing on top of babio Center but we had a lot of public resistance at the time and I think I hope we have a little more fortitude uh that we had back then I really push forward on that on P council president yeah yeah just to follow up on Council mams I I was on the zoning board when we approved the bavo center and the rink was part of that proposal I remember we voted on that and that actually would have been a pretty neat place I I don't know if the problem has to do with the weight as Council W Fischer said or maybe the grass that they want to have there because you know there's grass growing on P and uh you know the Little League field you know I don't think it was a grass field certainly you know it was it was a grass field at the time and it were converting against turf and they didn't want to damage the turf long long term right so I mean that that that would be my one concern uh that you know we've uh you know in Brian Park my office is close to Brian Park they roll out fresh sod Every Spring it's a major New York City thing it's frankly incredible that you know they they they they wall off the lawn they let the seed uh plant the S takes and in about three weeks you have people got blankets on the grass and three weeks prior they skating there which is pretty incredible I I would expect that to be a fairly large ticket item though I mean you know New York City has got the all the funds and resources of the New York Public Library New York parks department and I you know I would suspect that that would be a major uh public investment but maybe there funds out there for it I I I think I I mean the one in Santa Monica charges the purpose of the commission right I mean that's what I'm saying I'm not saying no the commission you like what you're talking I'm not saying no I'm saying that that that's a challenge and and I I I think the the commission should explore that I'm not saying no I'm just saying that you know uh you know am amongst amongst all the geese feces there's there's potential there you know well that's I was going to ask the sponsors just to clarify when you mentioned that HBA has been sort of down this road a little bit has there been any work done that kind of gives us a primer to work off of Just In terms like some of the Green Acre stuff some of the things like that uh roxan I spoke to this week and I let her know and she's like We're happy to help you on this so especially on the cost side yeah so well not so much the I mean there could be where it doesn't maybe it does cost us maybe it doesn't you know maybe it's a revenue producer I don't know but like I said she was when she was like my litness test of it and she was actually like yes so I was like all right I just want to see this because I think that was the purpose of the HBA it's for exactly this kind of project so I just don't want this to come at the correct taxpayer expense necessarily if we already have the HBA to function as this and I I certainly understand the intersection theace and how it is that like government officials being part of that table is helpful to understanding that better but we just ask that maybe the economics lean hard in the hba's Direction one thing we spoke about the HBA with not just this but other things are Revenue generating activities for the HBA and other and other parts of the and that's probably going to anger some other people but I've defended it I've added parking in Hoboken and the addition last year um that expanded the scope we originally had a scope that said we're just going to theoretically look at our curbs and let's see if we want to take parking away and add other uses cuz we have a need for other uses but we have a finite curb space so I said we can't come up with a plan that we won't be able to implement unless we know exactly how our curbs are used right now and so they expand in the scope of the plan to do a kind of an existing conditions analysis and they've mapped every inch of our curbs Citywide and they've done some analysis of the curbs Citywide to understand what percentage is for Resident parking what percentage is dead what is loading zone every every space that you every use that you see out there they have mapped it they they can tell you the percentages and they can also they've mapped the number of um uh resident street parking licenses per block so in some blocks you you may only have 30 spaces on the Block and there could be 500 people that have um on Street permits registered for that block so that ratio is like 12 whatever 15 to1 um on other blocks it could be 2 to one and so it's just really valuable data that we've never had as a city so I think this is a really critically important not withstanding they don't want to put parking in the title I don't care so at the last meeting um we asked to meet with uh kimley horn um and the uh the team and have them give a presentation on where they got to and we've seen you know a bunch of data and to be honest it was a challenging conversation because a number of things came up like they wanted to produce a new bike plan and and we lost our mind instead are you kidding me we just did a bike plan a few years ago there's no reason that we should be spending money on that um right now this is a curb this isn't a transportation um uh analysis is a curb man or curb exercise one of the things that I felt very strongly is the process has been managed by people and the stakeholders that have given input are not from Hoboken none of them they we have and and I don't have any problem with our employees that don't live in Hoboken but this is the most important Hoboken plan and I demanded um I'll use that phrase that we have that the city council is considered stakeholders they were not considered stakeholders so they've changed the scope going forward they're going to have two uh sessions two workshops um or four of us each whoever wants to go can and and we will be a stakeholder and the reason why that's important is to the point that Kevin maid when we had uh you know 1100 people responded and 60% said they use micromobility those are often the people that come to and and respond to surveys right but that doesn't necessarily reflect the community as Kevin AEL said like we all as as council members you know we hear from residents every day right we have to think through through the demands of the community and optimize for that and there is no none of those voices that was in this process so it's really up to the eight of us to participate and give this voice because what issues I may have in the second word maybe are different than what you have in the third W or what Paul has in the first W or what are at large se you know Citywide so that was um an important they accommodated they've added that um and they've just committed to me that this will not include a bike plan and the reason why I'm just against that is because it was meant to be a whole analysis of where we put bike Lanes again and you know what we need to just have a conversation about bike Lanes right we just need to have a meeting we need to talk to people where are we going to put them it is separate from this and one other thing I want to touch on just as an example because there's a big focus on micromobility I think I think we generally are all supportive of micromobility we you know we had a terrible pilot um that went badly because we weren't prepared we didn't enforce you know Etc and that data that history has to be a part of this one piece of information that's already come out of the plan is almost 60% of residents that responded to the survey said we don't have enough enforcement right we just that that was a piece of information so like we really need to have the council inputs we can talk about those challenges about what it takes to just it's not a theoretical exercise SI where we just drop micromobility in our town if people are not you know riding safely they're creating Danger on our streets and we're not enforcing so this is our opportunity in this in this project to give that feedback so I'm still incredibly supportive I think we've gotten it to where it needs to be with the Council of stakeholders an important voice and I will be supporting this tonight I would like everyone else to I know we spent a lot of money but this is this data is an investment in our community that we're going to be able to use on everything and we're not going to be able to implement anything without it so I hope people will support it tonight and thank you to Jesse thank you to kimley Horn thank you to the transportation committee um Emily um who chairs it for letting me come and be a part of it um it was uh I found it very helpful Mr finina I think we got a few okay sorry I I believe and correct me if I'm wrong uh but the scope was never changed with kimer correct during the whole time we never changed anything from the original scope is that correct but just add but just add a council woman M yeah you that's it there was no from that nothing else now there's a new scope here it's been amended for here a new scope what's the new scope exactly so it's 55 for new stuff and then for public engagement correct the $80,000 will be supporting some of the work that was already done on existing conditions and it'll be supporting engagement in the second phase as well as project management given that the project is extending longer than the original period okay so the problem I have with this is when in my maybe my line of work is different but if I misprice something I eat the cost so Kimberly horn Kim kimly Horn make that and slip all the time um mispriced this and they still have money in the coffers right now if I understand at least what I saw the last week or they didn't spend X they're already asking for more money 30,000 for Community engagement uh you know why can't the city do that I think I asked that question when we were in our in our subcommittee uh and I'm struggling here that contract after cont cont people come back to us asking for more because they quote unquote priced it here and then something changed but the scope didn't change until this little tiny tweak which you just said that some of this is going to go back to what they were originally doing so you know after a while when I when I see people coming up here over the year I I struggle with this it's like there's no accountability on this and 30,000 for Community engagement that's crazy to me I think we could do that inhouse cheaper might be more time but $30,000 could be put towards some other things so I'm not going to be supportive of this tonight I just think this is you know they've had it's a large sum of money um and yes some of the stuff they've delivered already works I think the question that I asked when if we didn't give them the money what would happen and we would get a scope but then they it sounded like we were going to get with this extra money the the the grand prize the you know with the red ribbon on top um when I feel like we've probably got delivered something that would be extremely useful already with what we have so my two cents thank you councilman coun would did you yeah uh thank you Council okay uh a few things one I I hope that this uh goes forward I think this is a very important study uh just a a few observations uh I talked to councilwoman Fisher after this event at a Holiday HBA holiday party and we do agree that there are important needs for protected bike Lanes in our community uh examples that come to mind include over the viaduct uh which is one that this Council unanimously supported uh and uh I think she's also supportive of the Waterfront uh as part of a green circuit it's part of a green circuit uh and I think that there are a lot of protective bike lanes that are coming to Hoboken uh and I think that that you know despite the negative comments that that I think we agree that there is an important role for uh protected bike Lanes in our community and I think it was reflected in the the numbers that kimley horn presented in our presentations they said that uh 43% of the thousand people who they interviewed said they would like to see more curbside use for bicycle travel Lane so I I you know I just want to be clear that despite the criticism of bike of protected bike Lanes I do think that this entire council is conceptually supportive of them whether we need another bike plan you know it isn't that important to me uh a lot of the stuff that's happening here is important and I do think in principle uh we support it I I do think that uh in our presentations The increased uh dollars that the councilman president ano uh criticized were Justified they were explained the scope did expand there was more work that had to be done in part at the request of this Council because there people were unsatisfied with the uh Outreach and what was going on and they expanded in response to this council's request so I don't think to say it's an unjustified increase I don't think so and I think that we also learned that we will be the only city I believe in America that will have a digital map of our curve and included in this report it shows uh the amount of use the amount of income that comes off of the various uses there's a lot of really actionable information that we're going to get out of this study and I think it's cool that we're doing it so you know it passed uh uh I believe unanimously uh and this is a relatively small addition it is an addition and they are responsible for it but I also think they were accountable for the increase so those are my comments Council vice president thank you thank you uh thank you councilman Council R yeah the green circuit has been an original not not an original idea it's but from the idea of the original master plan back in what 2003 so that that's been there for for a number of years now almost 20 years the green circuit sounds like something that kimbery horn came up with that's been an idea that's been around for quite some time I want to talk about the the public engagement portion of it and why we had to expand that scope you go to those meetings multi-service Ander another location it's us Jim Vance roll Markle and five other members of the public that we may not know and that's about it that's about it so it's not that advance I think the fourth graders at All Saints do a better job of their community outreach of their survey they give us every year as far as that goes so maybe we should in indulge them with a $30,000 uh to do their Outreach with these guys but it's like it's fine we have the data there's money left to spend in the original contract we don't have to go any further than than do that we have the information it's actual information let's just move forward with that instead of keep on going down this council president Council actually councilman fiser did you want to just just a quick question she goes twice before you go once that's okay it's actually a quick question to um Jesse to Ruben kind of a little bit to Ruben's point is there a way that we can have the next public engagement if it's a meeting like Uptown like at alion or just somewhere that is a that maybe get different people coming so I we don't have a lot of public space that's easily available but um yeah we can do it at like Wallace in the basement or we could do it at a leion in the gym you know that we'd be happy to coordinate with you a lot not people out to show second word shows up yeah we'd be happy to coordinate on that okay thank council president if I can uh just a couple things uh first and foremost I I agree with councilwoman Fischer in the sense that the amount of information that we already and will continue to get um is Paramount in in making sure we understand what our curbs look like uh it's something that I've been advocating for it's it it actually complies exactly with a parking and transportation policy that I I released back in May information is key we need to know what's going on a few things that I am concerned about uh one is the community engagement and we all we all said it right but we have the opportunity to do a scientific poll if we choose to for the amounts of money that we're talking we're not asking people to come to us we're actually going out and we're specifically doing a randomized poll to understand what the needs pertaining to our curbs are we can do that that is the most accurate way to understand what those percentages are not by asking those to just submit something online where they potentially could do that four five six seven8 nine 10 times all you have to do is use a VPN and change your IP address right pickle there's there's a right there's a thousand ways to do that so if we're if we're really trying to get serious about getting the accurate data when it comes to our curbs maybe we look at doing using a firm to do a scientific randomized poll to understand what that looks like so that's that's something that I think we should explore um and then the other thing just basically is I I love the presentation I loved a lot of the information that we talked about when I was able to kind of look at this entire plan two things that I pointed out in that session was one I think people want to understand not all the specifics but what most of the specifics are what are the things that we're going to do or what are the things that we're going to continue to do or add to uh so that we understand that right what does that look like are we going to allocate specific spaces in the in the city are we doing that in different areas of the city so and we talked about it in that session and I think everyone understood where I was coming from and then uh the other side is the politics of it there may be there may be suggestions to this Council that are non-starters for us going from $53 to $250 for a uh a parking sticker in the city of Hoboken is an absolute no for me no matter what that's actually the point of those workshops to give that kind I understand and and and it goes just beyond that right it goes into probably all of the little nuances of this but it's important to understand and and because it's that important to understand I don't necessarily have a problem voting on this tonight but I do want to make sure that we're getting that information from the public and then back out to the public as people taking pictures so it give me a Feeling of home so that's why I want to share a little family stories to you that's unprepared um my dad is coming here tonight also and he is a teacher he has been teaching for 30 years in China and he came here in 2020 2020 you know what the school want my dad's go back to China so urgently and they even said if you're not coming to China we're going to terminate your job and my dad is still here in 2024 so they terminated my dad's job you may ask you may ask why my dad is a f and go practitioners so if they he back to China they're going to steal the persecution on my family so we're so happy so appreciated that American hosting us here giving us the Freeland to have the belief we believe so I'm going to touch that a little bit in this presentation so you will know more about us um my friends is handing out two Flyers to you one is about F daa which my dad has been practicing for 20ish years and another one is about sh so I'm going Chinese Communist Party CCP I me too I am a practitioner of fallong fall also as this this is a spiritual meditation exercise guiding practitioners to follow the principle of truthfulness compassion and forbearance in our way of life however we not only me my family but other all the practitioners has been persecuted in manland China around 25 years since 1999 this persecution includes detention brainwashing Club labor camps and even organ harvesting so they terminating my desk job that's a another way like Financial persecution the Flyers you have for Shen is promote a world class performance that combined beautiful music and dance showcasing 5,000 years of Traditional Values and culture of China without communism many of the performers are the F practice partitioners so which made Shen Yun a target of persecution by Chinese Communist Party CCP for example CP agent have slashed the tires of the vehicle transporting showing performance threatened theaters to prevent the shows and directly pressured governments in cities hosting shenin to block attendance they even in impersonated practitioners and sending irrational emails to the theater in attempt to harm the relationship between the theater and shin and you know what dur during the shin tour last year bomb threats were made in three different countries in just in one week and also for the first show in this year in Georgia Shen received an email threat stating that if the theater perform shenin the audience will be shot and the email even included a photo of handgun and bullets although excuse me although the ccp's persecution of Fallen go overseas has been ongoing but in the past 6 months the repression has suddenly become more obvious and severe we pH Up Up practitioners received a linked internal documents from Chinese government detailing how the CCP plans to carry out transnational repression against Fallen gong for example they plan to fabricate fake public opinions on social media widely spread defamatory and fabricated news in major newspapers and initiate lawsuits without factual basis among other tactics this action started a few months ago and they misled some people's perceptions of us and they even succeeded in getting one theer to cancel the sh performance I am standing here not only to express concern about ccp's persecution of fongo overseas but also to raise awareness of the infiltration and threats posed by CCP I hope my brief account that from my brief account you can recognize the infiltration and threats from the CCP and I hope in the future if you Willow Garden and Bloomfield Uptown and I was here a um a month and a half ago talking to you about the rat problem nothing has changed we still have rats running rampant and there tonight I want to talk specifically about some of the culprits and what we can do to step stop it one is barbet restaurant and I'm going to uh give you some photos of garbage yeah as I stated the last time the only way you get rid of rats is to stop their food source and the food source is coming from restaurants Street Aries and in our neighborhood a Condo building the residents you've said to us the residents have to protect their own backyards which we've done we've put um one of the of our residents has has left but she her backyard was covered with rat fees so she got an exterminator we have other residents that have put um wire mesh between the um the fences so the rats can't get through and we I go on and on we have another Resident I spoke to today who is putting out their own uh traps and taking care of it themselves and barbet which is on um Park and 13th is contributing to um unfortunately one of our businesses sonoko thank sonoko gas station um is spending over $100 a month on rat poison it's like throwing money away and it's not going to stop until we we enforce these restaurants to get rid of the garbage every night they H barbet has muscles on the street they have a sand pit I why do they need a sand pit the sand pit is is being used for the rats it's ridiculous and the streetery which they've been told that they have to clean underneath they don't even have an adequate um area to open up the hatch and clean and I my question is who enforces who gives them fines how do we enforce this it it seems like a simple thing stop the garbage stop the rats I I I I just don't understand why every we're going on and on it's like a vicious circle if you go around the block we we have a condo um Community that's putting their garbage on Garden Street instead of in front of their own um their own block 14th Street they'd have better pickup they'd have more garbage cans there's 56 um condos and I think there's like four um garbage cans in the container for two buildings and then you go around the corner there's another garbage container that's completely overfilled if you can see in the picture and there's an abandoned building so we're providing homes for the rats and we're providing food for the rats and you I I sit here and I listen for hours about how you want safety how you want new parks how you want an ice skating rink well you're going to all of this is not going to do anything if every night we're running around with rats who wants to live with these rats it's and I heard the public safety what about public health this is a a a problem that can be solved and I I don't hear anybody on this Council talking about it giving any resolutions to it is there no committee that responds to us as residents on how we can get rid of this problem we went around and spoke to the residents in the neighborhood and we got them to sign people are disgusted and they're they're sick of it so my question to you on the council you're all people that live here I mean don't you want to live in a clean City you talk about doing this uh study of our curbs what about the street Aries they're like houses for Rats new York got rid of their street Aries they their R population went down it's very simple you take away their food they'll eat themselves it's true they only need one ounce of water one ounce of food to survive and multiply so I mean i' I'd like some response please yeah well thank you your your time is up coun Fisher yeah I mean it's and forth but we know no no no but I think you know that I met you saw Barb the question is what are you doing about it right we're asking for your help citizens have done let me respond let me respond so after uh I met with three of the N this is an increasing issue in the neighborhood um it's not that there isn't any effort uh just hasn't been enough um by the city I met with three of both Alex's and Debbie's neighbor uh the other night and um send we are having a meeting Friday afternoon with Berlin who's our who you guys have met uh Dave Calamar who I think you guys have met and I think Jennifer Gonzalez and Nora um we talked about with the neighbors that uh we do need a coordinated effort with the city here specifically we we walked around when I've walked around a zillion times they walk around more um but I mean it's they're there are some real issues and I will tell you as as I put in my email you know I was told by the city I asked how many times did I ask you Jason who director um who is uh actually inspecting our like I asked you a bunch of times I asked we I I was like went around in circles trying to figure out who is actually inspecting um our Streeter and and turns out we haven't really had anyone inspecting the Streeter for the last couple months which was fine we were just going to go forward but then I was told specifically this streetery I was told specifically they inspected this streetery and it was clean and I told the neighbors that Alex I think I told you that right I walked around with the neighbors two nights ago we got there was no one at barbas it's a probably 30 40t long stery it has two trap doors on either end that are about a like 1T by 2 ft I lifted it up and it was disgusting under it and it had it had you know vertical wood um whatever a vertical wood structure so you can't see you can't see the rest of it there's holes all over it and so there's no way that anyone in this city inspected it but yet they told me they specifically they find them I mean aren't you supposed to get a f just I'm just I'm just saying I just had this Con or this email exchange with the city after the conversation after we walked around I think a lot of this is solvable but the solution that we had um recommended was it has to be a combination of like daily enforcement in this area some removal of like the garbage cans that are open not you know we have like city garbage cans just the open ones in the area not the big belly ones or whatever that are closed you know it it's something that we can change right we 10 the condo associations there's you know huge issues there's not enough garbage containers for these condo associations there we saw them the night before they weren't overflowing the next morning I walked by all of them were overflowing right like the the solutions are within our hands and so we talked about having more enforcement from the city and having some sort of like a a a regular daily neighborhood watch um just to report Observe and Report every day no no no I know I understand but we haven't had the response from the city just making it a more focused effort than we've had before so we're meeting on Friday to talk specifically about what I what I just mentioned I think you s did you see the email that I sent to okay only I think you did because you quoted the 56 uh units which was the number that I looked up so we but we need to I mean this is this is a specific I'm I'm sure there's situations successes and elsewhere in this yeah this one you have an entire block of residents looking to do their part but we we have to we have the city has to wrap around it so um we're meeting like I said Friday I sent the letter I got a response quickly they scheduled it for Friday afternoon we're going to have that meeting to put in place what I'm hoping what I just T meeting me Jennifer Gonzalez Tiffany the first time I reached out to you was February of 2023 regarding the rats um at that point I was the only one apparently that saw them no one else had seen them there were no rats up town about I think as many as I can remember um I know you were in there you're there I've been sending every time and I'm actually not every time I it hasn't been every time but for the most part because it just gets tiring after a while um so the whole thing with the trap doors and barbes like that's been months Berlin came and saw everything you I walked with you we looked at this and I even said to you I don't understand how they could clean that with that little trapo there's no way I agree and you answered back it's been clean I'm like it's almost like you're telling me like oh it's just raining Alex it's not really you know what I mean so we see the rats you can't walk outside without rats crossing the street back and forth so when you say something like well it's been solved no it hasn't and we keep emailing and we not just you but every at some point you were off the email list I don't know who took you off but most of you have been on this email thread and there's just I mean besides Ruben that said find them yes find them where are the fins I mean I'm not looking to get my neighbor in trouble but we need to work together and I can't fix my yard if there's still going to be muscles and avocados for them to eat um let me digress here this is tonight pictures from tonight then another that's the is that the wooden structure what is that yeah so like the wooden structure she's talking about has three trash can she had three trash cans for probably 30 units three trash cans Outdoors for 30 units I think there's like four but that's still not enough I are you but but also but also the important issue with that one and I know we can't go back and forth we can talk more is um that one says it's for 201 to 203 but we learn that it's 205 to 207 the ones in the middle are putting their trash there so it's double right and we we don't know right but we just learned that but when we did the walk through Berlin I literally went and I counted every single apartment and I said there's way more than we think for these Garb and again there are neighbors I just I want everyone to work together so we could finally tackle this two almost two years later 14th Street gets picked up gets garbage picked up every can I jump in here real quick C go ahead uh does the do the same individuals who enforce like cardboard at 732 the same Asing are are they the same individuals the people doing fortunately they would be the over the overnight inspectors so why AR they inspecting I mean can can we instead of instead of like talk in circles director can we set up a very specific um inspection schedule and finding schedule just you know we're already doing that Friday so that's the whole point of the meeting two days from now and and I I understand that and I respect that but quite honestly I mean having meeting after meeting after meeting and not having any any action is is probably the biggest Con well I think yeah I I think to councilman Fischer's point I think this is the first time at least from from our end that it was been addressed and there's a meeting on Friday with the necessary people to yeah but but I would I would respectfully disagree with that because I reached out to director fany specifically about this the the inspectors went down there they met with the residents I Know Tiffany has done the same thing so waiting until it gets to a a meeting when in fact we know what the problem is and we know what the solution potentially is why are we just not implementing that it's not not nothing has happened so it's funny I even their staff that watch these meetings and hear they get talked about um so the immediate action Uptown when we learned of this issue Paramount surveyed the area these are bullet points there was increased attention to all public property there were sewer baithing all north of 10th Street management companies um we work directly with the management companies they're actually picking up additional garbage cans that are city-owned tomorrow um that's for the metal the metal structure and replacing the metal structure um are they replacing the one in 12 and garden too because it's if we could just let the director finish because if we're doing those things I think I think then communication becomes important right so if all of those things are being done consistently let's make sure we're communicating that out enforement is not being dun well that's what I'm trying to get at that's exactly what I'm trying to get out if that's the case if you would continue sure um well this is your five minutes I you tell me what you want to do I well I mean I like to just say what I had what I said before was kind of aled I wasn't really prepared for that because now I stood outside today for Debbie and I and Bia for two and a half hours today two and a half hours we collected over 160 signatures of neighbors that live all around like two or four radio radio blocks from from us and um to your point Michael as far as Community engagement I recommend each of you stand in your ward and just collect signatures for fun um because you will get how annoyed the residents of Hoboken are how disgusting the city is they literally have said that I will quote um one neighbor says she was developing a phobia and invited us actually to sign to come inside because she didn't want rats coming into her through her door someone else said they won't run in the morning anymore because the rats are everywhere 4 or 5:00 in the morning another couple said that that because of political Strife quote unquote uh things don't get accomplished so because everyone's asking have you guys not reach out yes we have it's we're still here it the problem is worse than ever um I'm saying all of this because I know there's a a mayoral race come this coming year so take notes of the quality of life in Hoboken is diminishing greatly not just with the rats I mean there's there's other issues but like cleanliness I've never seen the the city so dirty and instead of maybe spending a million dollars on a park fixing maybe let's hire some more people to clean I feel like we don't have enough we have all these spks but no one's maintaining them um okay so as far as the uh baiting that they were talking about how do we how do we know how I I just they keep saying we're baiting what does that mean baiting the sewers exactly could someone explain that to me yeah you can you can actually see there's a line that gets dropped down and the bait sits down towards the where the water is and how do we know if it's working well it's you got to hope the rat eats it uh I mean it's it's one of these things rats question okay um also as far as specifically 13th Street it's been in need of repaving for I think how long have we been talking about 5 years a few years yeah for sure it's been I mean it's just I almost broke an ankle Crossing um I was jaywalking but still um I was like oh my God it was a and then we talked and then you guys came and you put whatever in but it's it's just been not finally it's getting repaved and we're stopping at Park why isn't the street getting repaved all the way
