e e e e e e e e e e e e e hello can you hear me can anybody hear me everybody can hear you e e e e e e say something yeah well good evening everyone and welcome I'd like to call the City of Homestead uh monthly presentation uh ceremony to order today is uh what Wednesday May 22nd 22nd 2024 and it's just after 5:00 p.m. and our first presentation tonight I'm going to conduct uh it it's interesting over the history of what used to be our small town not small anymore we have had internationally and nationally famous artists and Artisans and engineers and inventors uh Curtis pits didn't in invent the aerobatic airplane but he sure perfected it and when you with those who who are in aviation think of arabaticum some of you may have done a very well-known abstract painter who uh sold paintings uh all over the world for a lot of money um Robert fuches out here at fuches orchids and and his Innovations with uh different or Orchid varieties and and his uh his work in the in the Far East and the Middle East with with botney and and Orchid related so it's just a few examples of those folks who bring Renown to our community and I wanted to take a moment tonight and recognize one of those I say he's an artist and an artisan uh who's brought brought Renown to himself and by attribution our community and that is uh Moses Diaz everyone I think knows him as as Mo Mo come on down so Mo and I were talking earlier and he's kind of a victim of his own success where what used to be uh the beatnick stuff on the edge is is now gone mainstream and that's the design and and uh creation and the painting and the decorating of low riders and low rider type motorcycles and even bicycles and and tricycles right and uh Mo has recently uh been invited to display a couple of pieces at the Peterson Museum in Los Angeles by correct by by invitation and there is even a move that that those items that uh are in this curated show I guess you would call it if it was mainstream art will be part of a uh modern uh low writer type exhibit at the Smithsonian institution so it's not every day we have someone here in our Chambers or living right here in our community uh who makes it to the Smithsonian and certainly not while they're living and breathing so wanted to recognize you for that we've got the uh the clicker here for the PowerPoint if you wouldn't mind take a take a few minutes and go through and and explain to us about you know your work and what we've shown here and and what the uh the Peterson Museum in Los Angeles means to those in your industry thank you first of all I want to thank everybody you know for giving me this opportunity um it's not every day I'm not used to being on stage much because we're always in the shop working and doing stuff but uh yeah it's it's a huge step forward for us doing what we do being in the Peterson and being like recognized in other areas um a friend of mine's also been in the Lou in in Paris also with his car and stuff so that's really really big you know for all of us so yeah um this was an article they wrote about me in psychos Source met magazine that they wanted to get my story you know about where I started where I'm from you know all all all of that um born and raised here you know at Homestead I lived in Texas for a little while but then moved back here cuz I couldn't you know I couldn't be anywhere else but yeah this is the display at the pet Peterson that's in there right now it's going to be there for for one year I did two of these the bicycles that are inside that case the tricycle on the far top left and the bicycle on the far right on the bottom this is and then me and my crew specialize in motorcycles Harley-Davidson antique motorcycles we do Restorations on all kind of Indians Harley it doesn't M matter what kind of bike it is and this is one of the bikes that I've this bike has been all over the world it's been uh Hungary it's been Sweden it's been all over the place it's been in MA magazines internationally and all that stuff too uh yeah this is lo local customers that we have this is another one that we did a couple years ago um like pretty much you know all of these are you know bikes that we've done like for yeah what they do is they come to us yeah we take it apart we do all the painting all the fabrication all the welding and all that stuff and we put the bike all back together the only thing we don't do is mechanical work but everything like cosmetic you know on motorcycles trikes we've done a couple cars you know stuff like that but we we do Mo mostly of motorcycles this's another car I did from the keys with one of my sons in the back seat oh that's it yeah yeah sure here put it up this is an example of some something that we do this a small example and I basically took this bike a year ago and I redid it completely from scratch everything was made out of me metal welded I extended the fenders I made the whole front fender from scratch extended the body came up with a paint Scheme we did you know uh I had a a friend of mine from uh from Hollywood California do my leather work and all that um and these aren't wraps are decals this is no that's all hand hand hand painted everything is starts with a metal flake base and and I work my way up in layers you know from there and yeah like couple friends of mine made parts for me you know from Canada Colorado California you ride it but see your your youngest might still be old enough to uh to want one of those under the uh the Christmas tree oh my God this is amazing no everybody everybody tells me that too you no that those parts come from uh California you going to order that for a regular bike I just adapted it to to this one me thank you well we we wanted to recognize you you here you know we just love you know our our locals our Artisans our artists um maybe after today well maybe I'll call you a hidden gym but maybe after the day you'll no longer be hidden and just as Homestead is no Once Upon a Time known as the Tomato capital of the United States or the winter vegetable Garden or you know any number of you know homes of that for this type of work Mosen Homestead is where you go yeah I think you're you're well on the way okay okay see take photos with this and and I I know your family's here your proud family if you want to uh introduce them I know you're proudest of all mother-in-law is uh is with us I want to call introduce them yeah that's all by hand you like like that yeah that the guy does by hand with a tool so this is like a like a saddle somebody sad Lea yeah leather and he carves it with a with a tool in this is my uh middle son Clark and my oldest son Eli they're they're always in the shop with me too you you don't when they when they don't want to be and your wife have to take the youngest yeah yeah the little one was okay he was tired already yeah well we want to just take a moment tonight and uh I won't rehash this but you know mo was born and raised in Homestead he was 10 years old at the time of Hurricane Andrew when his family lost their home through various circumstances he was gone for a while found his way back here found his Niche someone gave him the opportunity and he found his Niche and he's now on his way to the Smithsonian Institute from Homestead Florida so in that we want to designate today as Mo Diaz day in in Homestead thank you [Applause] over that way so that's not in good thank you thank you thank you for all you do thank you appreciate oh they s me right Emerald sprinkles well I remember at one of the last uh art events at the speedway walking through and all of a sudden I look over and I see your work and I'm like Pimp My Ride has nothing on this that old show I used to watch it it's uh amazing congratulations so speaking of art our second presentation is for the artist in the spotlight this month past May 18th was Flag Day you May 18th was Haitian Flag Day and we had quite a few events throughout the city to help celebrate and we hosted the artists in the spotlight this month at the seminal theater and our pastor here who is doing the invocation who's also on the swack come join me because I never have anybody from swack at this time so it was a beautiful event we partnered with adap a few other organizations we had music This Time delicious food so definitely do not miss the next one and there was an incredibly creative power couple that completely adorned the walls of the seminal theater so they were here they are here today to talk a little bit about their process we have Reginald Henry and Gertrudis Henry if you want to come join me please so Reginald is from Haiti and his wife is from Cuba and if you did not see any pictures on social media or in person you need to go check it out because I do not remember the last time that the seminal theater looked so colorful and beautiful so please check it out but I would love for you to say a little bit about your process and why art is important to you sure hello everyone and we would like to say thank you for the opportunity that you gave us to be here and to share about our talent and I am an haian artist I came here since 1990 and I start painting since I was 13 years old and when I came here I was working at Ocean re Club this is where all thing blow up and then they when they recognize my talent they said wow we're going to make show for you every year since then it's like the world open for me and right now since we live in Florida City we keep doing shows in kilago and at the library and the hospital of kilago also and in Etc in homest state there is a gallery called Etc we have a couple art also and I'm really grateful for that talent because when God giv you a Talent not only he just give it to you and he teach you to represent his nature what he already made so as an artist we we represent what God already made because we see the color we see the mountain we see the trees all the detail he had he made in in the trees even us look inside of of us how many V big and small is very detail for so as an artist we represent all that and what we feel and what we see and I like it it's something from inside of me it's part of me it's myself soul I will present in my painting also family value and I talk about dream I have dream I pain dream also I paint Sur realism and memories for my country that I will never forget because ways in a small country surrounded by mountains beautiful sunset and trees and birds those still on my mind and every time I get my brush to paint something I said here I come Lord guide me and I don't want to keep take so much time so I'm going to pass my wife get you this Henry hello everyone um I am here because God permit me to be here uh in 2022 I I almost died I had two massive heart attack and an open heart surgery I always pain in kids faces but I never pain in a canvas always my husband say why you don't pay in a canvas you have a talent and during the recuperation I told my husband give me to canas so I start to pain I can stop now so uh I am a miracle because God allowed me to be in this world so he me a talent so I going to use it for him so everything God put in my heart I express it in the campas so I hope you enjoy we broke two pieces so the honor of the glory being for him anything hello everyone um it is a privilege to be part of the Great display of the his artist um we only had Henry and U gerud um no you're not Henry Henry is the last name right so what's the first name again Reginal like me Reginal I forgot already so Regin angu um we had other artists um as well at the um similar theater on the day of um on Saturday he was a great display of the culture of Haiti so it's great to exhibit um our culture Our Heritage what we are who we are and what we bring in this world so um I I hope that everybody enjoyed this month as you see many Haitian display not only here but Miami day all over the country because May 18 was our flag day so thank you for having us and I glad to see this painting with like uh C Man Billy said we have many uh um works in the theater that you guys can go and enjoy thank you definitely you have to check them out if you guys want to come up here bring your piece we can take a photo but yeah the first floor and the second floor completely full so don't miss out thank you guys again so much for sharing your talent with us [Music] h i call this spending honeymoon day because that actually what I saw that my honeymoon day we were in the hotel and was a beautiful amazing Moon that they and tell my husband yeah let's go to see the moon so we get down we took those chair from the hotel and sit down there in the moment this guy come out from the from the sea he she was huge more bigger than this table and she start to look over for to put light her EG when she left she go back to the Sea we went to see the EG they went discover and we covered them so that was our experience when we of artist and Artisans and uh Craftsmen in our community and it's certainly our pleasure to uh to give you the small piece of the recognition that you deserve for your your talent and your efforts in tonight is the council workshop for the City of Homestead again for the record today is Wednesday May 22nd 2024 it is now um 524 oh 52 oh today's not the 24th 524 on 522 um all elected officials are present with the exception of the vice mayor who may be joining us uh telephonically later um in the evening so uh Mr manager are you or is someone on behalf of the CRA going to be handling the agenda good evening Council good evening Mr Mayor um assistant city manager Zach good is going to be anchoring tonight s uh you probably may have received my memo tonight informing Council that the director of CRA kitra good has kitra driver has just attended her resignation effective the end of this month so my assistant city manager volunteered willingly and happily to step in and uh hold the forth until we make the new appointment sounds like there's a story behind thank you Mr manager thank you uh Mr chair uh so tab one on tonight's agenda is the uh status of development agreements as requested at the May 1st 2024 community redevelopment agency board meeting this is an update regarding the status of development agreements for the triangle development Chrome Marketplace and minority Builders Coalition uh so I'll go through each one briefly give an overview and then if you have any additional followup uh we can go through those on that basis if that's all than you uh so for the triangle development staff has held uh two meetings with the board approved developer Luna development Corp to negotiate a development agreement for the triangle project following the second meeting Luna provided an updated financial plan and advised that a revised massing diagram would be submitted within 3 weeks which would be the end of this week the week of May 20th upon receipt of this item we will be able to hold an internal meeting to review the updated documents and schedule a third meeting with Luna to continue negotiations um we anticipate presenting our results in June um after we have had time to review and continue those discussions uh for Chrome Marketplace or which which is uh Society 8 staff has held several productive conversations with Society 8 to negotiate our development agreement and uh management agreement there the negotiations have all been in conformance with the term sheet that was approved by the board and uh the city attorneys are right now making edits uh to the draft and we feel confident that we'll be able to have a final version to present to you all at a a June board meeting uh as far as minority B Builders Coalition this is the group that was uh awarded the infill development of four uh affordable homes within the CRA area the CI attorneys have been communicating with MBC regarding fulfillment of their contract um at this time the attorneys are awaiting response from MBC advising if they will be able to satisfy their contractual agree obligations or if uh they will terminate the agreement the moratorium uh the sewer moratorium imposed by durm in that area is expected to be lifted within the following weeks and that was one of the stumbling blocks uh for this agreement is that they have been unable to receive sewer allocations thank you sir Mr manager any further input before we have some discussion among the board members um my observation based on coordin ation with staff as well as with the county DM I don't seem to see a connection between the SE moratorium and the status of that uh uh development site usually and typically a SE location is inquir is made at the point of permit application and none has been made as of date so obviously there's no connection between the two thank you good thank you so uh um Mr Good you you indicated that with with respect to minorities Builders Coalition there's been contact between the attorneys and either them directly or their their representative and we're awaiting a response what kind of time frame are we in already with the failure of a a response um it has been more than a month uh since we have heard back from their attorneys and um Mr Pearl can speak more to that if there's any more to the story um I want to be careful where we go with this um in case there's a dispute regarding the contract and their obligations we have they had claimed that the sewer moratorium slowed them down um we have asked for documentation relating to anything that was incurred as a result of that we have not had a response um from that request and I believe that the moratorium issue was supposed to be resolved very shortly um in which case we can decide if they want to move forward or not you know um that's sort of where we are at the moment they're capable of proceeding once that has been that issue is no longer you know an impediment so that's that's their position now they will that was position okay because it was my understanding that the latest snag if you will was a request for probably a second adjustment to the permitted sale price because of the the which they claim is as a result of a delay in being able to move forward so there's multiple again don't want to because I'm not sure where this is going there's a limit to where I'd like this conversation to go during this meeting there is an on we've asked for documentation you know we we've sent a written request for documentation to substantiate some of the things that they have said and we have not received any of that as of yet and it's been over it has been well over a month since since that okay has gone appreciate that so it's not just the moratorium and that's the first I've I've heard of that this was a remedy to sure right well with respect to to minority Builders I think we we have a regularly scheduled Committee of the whole meeting three weeks from today um would it be the pleasure of this board to to direct that we have a CRA meeting scheduled for that same day to have an update and make a determination at that point okay so I thinkk you got some Direction there on on minority Builders hopefully we can also put on the agenda at that time the the Chrome Marketplace if unless it's more time sensitive and and needs to go earlier now actually with chrome Marketplace we we we should be fine the the only that was actually good news since we were awarded the brownsfield and that was among the buildings that those funds can be used to remediate some of the asbest we were just working through the mechanics of how that can be done in concert with their development plan but would you need a CRA meeting to approve the execution of the agreement we will need CR we'll set that on a but no you were asking if there was another time sensitive but that's that is that's sort of the open issue that we need to to work through at this point all right and um at this point I know we're only in the middle of the week of May 20th the reference here on the triangle partiel we don't we don't have that update yet uh no the massing diagram we have not received the diagram um they have until the end of the week if we do not receive it obviously we'll take appropriate action well and I guess that night three weeks from today would be a good time to uh to bring that to a close or move forward yes sir all right so you have have an agenda and we'll call a CRA meeting uh consecutively with the uh the next regularly scheduled uh Committee of the whole meeting all right so I think that uh who okay now we're off to the uh to the shotgun property thank you Mr chair um so we'll have a a presentation to kind of guide our discussion in regards to the shotgun property so by way of background um on October 13th 2020 the uh Homestead community redevelopment agency board approved a development agreement with Centennial Management Corp for senior housing project to be developed on the SI land located at 866 Southwest 7 Street which is commonly known as the shotgun property um the agreement had contingencies for the developer to be able to apply for several cycles of tax credit funding um um which they were unsuccessful in attaining uh so that agreement automatically terminated then at the May 1st board meeting uh it was requested to have a discussion regarding the shotgun property and this board's intent uh for its development so I'll now turn to our presentation uh to start to guide that that discussion so as way of further introduction placing this project in a larger context uh the home the City of Homestead and the CRA are now entering phase three of a revitalization plan in downtown Homestead that builds on past successful collaborations that have spurred neighborhood in Economic Development and this third phase focuses more on mixed use and residential developments uh that start to bleed out from the core downtown into the surrounding neighborhoods and the Southwest neighborhood um so in Phase One and Phase 2 obviously we have the city hall project where we're sitting now uh the police station the seminal theater uh showas Cinemas now Evo it's a need to update that photo the cium uh Homestead station the Transit Center lner Park which uh reopened in November 2022 and uh the miam College Student Success Center across the street which opened last August um so in phase three we have uh projects like Homestead Flats uh which is the proposed lost style apartments across from homestead station the triangle project which we just had a brief discussion on at the Gateway to the Southwest neighborhood so to speak along Fourth Street and now the shotgun property uh so at this location this property was uh purchased back in 2007 for $2 million at the time it had 58 structures on the property uh 45 residential units shotgun homes uh three commercial buildings and 10 util shacks and for those um just a brief uh a uh brief aerial view here so you can kind of see the property outline in context with the the surrounding neighborhoods and for those who uh may not be familiar these are some photos of how that property looked at the time um so you can see that uh you know through the demolition of of those uh properties that was a a big change for for that area um removing those blighted properties so now we'll look at a quick uh drone video so that you'll get context for how it currently sits today [Music] as you can see the surrounding neighborhood character is a mix of residential some like commercial uses um the uh Florida City side which you see here as well has some future slated development for uh some mixed use projects uh so there's really many options that that we could look at here on the shotgun property [Music] [Music] so that was our uh drone fly over so you guys got some context um a summary of the property is a 3.65 net acre property uh the current residential density is zoned up to 31 dwelling units per acre for mixed use multifam senior residential Community uh that is a maximum height of five stories or not to exceed 70 ft uh this is obviously C owned property the latest appraisal that we have received uh has a value of $ 3.175 million and uh Environmental Studies have not been conducted on the site so that was not taken into account on the appraisal uh a quick reminder of the statutory requirements that ACC company the disposal of CRA properties per uh section when 163 Florida Statutes there has to be a public notice uh it has to be open to any property any party interested in purchasing or acquiring a leasehold interest for development there is a minimum of 30 days notice requirement however that can be extended can be as general or specific as uh the board directs and the 163 notice is different from an RFP or an RFQ and that there is uh no no Co of Silence no scoring criteria no quote unquote application um and the CRA May at its sole discretion uh reject all proposals accept all propos accept any proposal and um pursuant to this accept uh further proposals from without further notice so a um quick timeline uh just to um put this in perspective in June uh we are we'll be scheduling an industry Forum on this property uh following the direction we received tonight to get the development communities feedback on what this board's vision is if that is um and if there's any feedback that we need to bring back to you all we will of course do that in the the June uh in June as well in July we would uh seek to release the 163 notice um Andor RFP depending on what the the board decides we are recommending this be out for at least 60 days in order to um get meaningful proposals uh in September and October we would uh uh select a preferred proposer and hopefully by December we would be able to have an executed development agreement with a project completion by January 2027 uh so for your discussion tonight uh we are seeking Direction on the transaction structure whether we're looking at a purchase or a leasehold uh what type of product you're looking for is this uh again the status quo senior housing would this be a single family neighborhood a townhouse Community a traditional multif family or would this be a mixed use project a um quote unquote City Place style development with a uh National anchor tenant maybe a grocery store uh and then of course the the multif family and open space to accompany it um your direction on uh your direction on density uh whether you're comfortable with the current 31 uh if you for context the surrounding properties in that area are zoned at 15 units per acre um and then our procurement strategy would you like to use the more flexible 163 or put this out through the RFP process which has a little bit more stringent and standardized guidelines um and then just any other uh comments that may come up uh open space art in public places amenities uh Community benefits overall Aesthetics so the floor is yours thank you sir appreciate your your work on this um my thought would be is that the industry a well advertised industry day would be a good starting point for our discussion you know I think we councils in the past have made the mistake of pronouncing their Vision that really didn't result in something that was viable or interesting to to the development community so I think that you know the the preponderance of what comes out of the industry day I think may be a good guidepost for our further discussion so you know maybe again if you can have that industry day before the next scheduled CRA meeting is scheduled a few minutes ago um we can take this on or begin to take it on as well or at least circulate uh by then some of the results the thoughts of of that industry day I mean so much has changed in terms of interest from throughout the country in our community from when we did this where Centennial ultimately became the uh the potential vendor that um you know I think I would perceive there would be much more input with far better detail and and creativity so I'm really I'm content to uh to wait for the results of Industry day and have us come back and uh discuss that discuss those findings board members yes Bo member Bailey thank you chair the only thing I would I would ask that we consider when you're hosting that is to just keep in mind that there is still a big need for a more upscale area for our seniors in the southwest I I had my list of things that I would say I was leaning towards but obviously we haven't been on the right track for a while now so I'm all for that but I do think that we need to at least have some peace in there that um that at least pushes to to have at least a um part of that be set aside for seniors thank you thank you any further yes just real quick any any opportunity to purchase that little commercial piece at the South Eastern Corner would it add any value to the that entire block the owners of that property had been previously unwilling to sell uh however we had a meeting with the the manager and uh the director couple days ago and will be reaching back out to that property owner to see if their minds have changed great great question that's certainly unsightly and inappropriate U not saying to use the Coro model of functioning something's got to give there all right anything further for this that was it for the workshop section correct shotgun property and the other three three projects discussed earlier there anything further with respect to to this approximately 9.56 acre parcel of land from restricted retail commercial B1 zoning District to retail commercial B2 zoning district for the property generally located on the east side of US1 and south of Southeast 4th Street as legally described in exhibit a and providing for in providing for an effective dat thank you sir Mr gordino yes sir thank you uh staff is recommending a approval of this uh zoning change ordinance code ordinance the the property is currently zoned restricted retail and that's B1 and it's got a future land me land use map designation of Light commercial use and pursuant to our our comp plan policy 2.1 the lcu like like commercial use is compatible with um B1 b1a R4 and B2 so the applicant is looking to transition from B1 to um R2 or B2 it's it's compatible versus the comp plan um the permitted uses in the new District would would include hotel motel office retail and other businesses which have really an insignificant nuisance uh or negative visual characteristics they don't generate a whole lot of truck traffic and generally uh require Fage on a major road like like um us one um the proposed resoning we believe is compatible with the surrounding neighborhood and the comp plan if you were to change this the applicant um seeks to come back for the development of approximately 85,000 square foot commercial retail shopping center uh comprised of bigs box anchor use uh and several other commercial out Parcels um that would come to you for future approval for during a site plan so we're Reckoning an approval and if you have any questions we're here to answer this will also be on the council meeting where you where you'll see it again in a couple minutes right just for the record we'll make a notation that the applicants council is present and we'll entertain a presentation at the uh at the council level oh any questions or comments from Council on this item do we have a motion to forward this move by Council woman Bailey second by councilman Florida providing for imposition of a temporary Mort torium on the issuance of development orders and permits and on the processing of development applications city code text amendments rezonings comprehensive plan texts and land use plan amendments for development of town home cluster home and multiple family residential dwelling units within the city proposed residential development on Lots less than 7500 Square fet within the city and any proposed residential development over six dwelling units per acre within the city exempting specified development providing for waivers providing for vested rights providing for appeals providing for exhaustion of administrative remedies providing for a 12month term to be extended if necessary by the city council providing for conflict severability and providing for an effective dat good Mr coordin we're recommending that you all consider this ordinance just as background information for anybody that's listening this came about uh in in this form at at our March 7th 2024 meeting where the city council directed staff uh to prepare the draft order ordinance uh for the imposition of a 12month temporary moratorium it effectively does for it it will put a moratorium um on four things town home cluster home and multif family residential units residential developments of not less than 7500 Square F feet a residential development over over six dwelling units per acre um the implementation of this moratorium we believe is warranted in order to address and evaluate the uh consequential growth demands that medium and high density residential development has placed on the city's infrastructure and we'll be able to do that um within the time frame figure out where we need to go after that so that when this moratorium wraps up we have a pathway forward good thank you sir all right board members I'll open it up for conversation if any initial conversation all right uh hate to open the can of worms but I'll open this now to uh RDO district and corresponding development regulations and standards for the RTD District providing for inclusion of the code cability conflicts and providing for an effective date thank you Mr gordino yes sir thank you we're we're meing recommending approval of this proposed ordinance if you recall this stem from the Mii day County attempting um to amend their their long-standing Rapid Transit Zone uh ordinance to take the ability for cities to set the densities in in the land use to set the heights uh in the zoning code and to have the cities go through the review and approval process the county wanted to take that back the cities uh push back um and work with the county uh to where the county uh said that we could As Cities maintain our Authority over the the land use the densities the zoning code which are the Heights and the setbacks and those types of things and our autonomy over the approval process if we put together a plan by July 31st 2024 and so this is that plan they gave us very uh flexible and minimum standards which we needed to meet we believe we've we've met the minimum standards with this the the standards that are proposed are are um are um in in concert with conversations we've had and they're in concert with some of the things that we talked at about at the recent shet uh and we have uh this is first reading in May we'll do second reading in June so we'll be well ahead of The The J the July 31st deadline should something go wrong but what could possibly go wrong at this point is my contention thank you very good thank you any questions or aacp I am here due to phone calls that I've been receiving with respect to the issues that we have spoken about previously at the beginning of this year with respect to certain employees potentially targeted and or harassed I want to remind this body that President Lyndon B Johnson in 1964 signed the Civil Rights Act into law which deals with workplace harassment hostile work environment and discrimination and I want to make sure that it's clear that if these issues continue to go on and I continue to get the calls once that victim signs on the dotted line with the NAACP we will be bringing litigation against this city it's not something we want to do we rather people be able to work in an environment conducive for their successful um so they can successfully accomplish their responsibilities with that said I'm not going to endure or or be labor this issue we've had the conversations we've addressed this issue that we thought previously but last week well the last couple of weeks I've been getting calls not from employees so be that let me make that put that on the record not one employee has called me to say that they have been harassed however members of the community concerned about their fellow friends who may be working in this city called me and I'm here to address the issue and and hopefully put it to rest because at the end of the day I don't want to see things go a certain way that they don't necessarily have to go so let's respectfully treat employees with respect and allow them to do the work that you've charged them and you compensate them in the southwest section on 12th Avenue and 10th Street with picking up having someone pick up all the trash that is usually as tall as me on every corner it's greatly improved over the last two months so I just want to thank you Citywide and this might be a good time to remind the public that numerous arrests have been made with respect to Illegal dumping and uh vehicles used in connection with that have been impounded and I'm confident that we'll continue to do that and word will spread and uh we're going to see a real difference and I want to thank the manager for taking that bull by the horns is one of his first uh uh initiatives the you know the quality of life as he calls it we all consider it so uh thank you Miss Santino for that uh voice from the public uh you know again recognizing and confirming what's going on out out in the community with respect to one of the many issues that impact our our quality of life righty do we have anyone online anyone else in the were confirmed but moving right along um let's go on to the uh the next presentation car number 4260 the Big Brothers Big Sisters career Pathways program good evening welcome good evening Gail Nelson president CEO of Big Brothers Big Sisters Miami uh Mr mayor council members uh Mr manager want to just say first and foremost uh thank you for the opportunity Big Brothers Big Sisters was founded in 1904 by a court clerk who saw children going into the juvenile justice system and wanted to find an alternative way an Innovative way to help kids to prevent kids from going to jail to keep kids on the right track Big Brothers Big Sisters celebrates 120 years of serving these United States of America through the lens of mentoring a trusted friend and councel Big Brothers Big Sisters of Miami specifically been serving the commun serving Miami day County for 66 years and so tonight I want to uh just say that all of us uh the council and everyone under the sound of my voice can relate to mentorship because we all have had that special person person who took time out to encourage us to coach us and even to redirect us as needed and so tonight I want to propose that Big Brothers Big Sisters of Miami seeks to establish a formal partnership a formal partnership with the City of Homestead uh to create a career Pathways program this program is called school to work school to work is an award-winning program nationally as well as locally Greater Miami Chamber of Commerce among others and this program allows high school students here in the City of Homestead to be matched to be paired uh with a an employee in the City of Homestead uh and this program takes place throughout the school year nothing over the summer and it's once per month and a City of Homestead staff member uh would have the opportunity to Mentor them while at work they never have to leave the job uh program begins at 9:00 a.m. students from City of hom state High School here in Homestead would come to uh city hall or come to uh the respective offices uh from 9:00 to approximately 9:30 light breakfast then there's some type of life skills Group Training uh for the students employability skills training such as business communication uh Finance personal finance uh being exposed to careers even careers in public service uh after that they spend one toone time with their big brother or big sister their Mentor if you will they have lunch together they're back to school uh between 1 and 1:30 and so let me be clear this is not a request for any funds let me say that again for the record this is not a request for a penny this is a request for time time for city employees to Mentor time for city employees to expose uh these loal as we call them affectionately to careers a career pathway that's why we're calling a career Pathways program even careers in public service and I would just use I will close with this example little sister Chantel prior to the global pandemic was matched at Homestead Hospital in the school to work program she didn't know what she wanted to do as a junior at Homestead High School but she was matched with Baptist Health South Florida uh one of the executives and she waso exposed to careers in the medical field well during that Global pandemic this young lady that went to school right here in the beautiful City of Homestead uh became a registered nurse and she literally saved lives so again no request for funds a request for time and I'm hopeful that we can formalize a partnership in collaboration with the city manager's office for a school to work program that will expose the next little brother the next little sister to not only save lives but be that mentor to someone else I thank you for your time tonight and on behalf of my yes sir turn on your mic let me say thank you first sir thank you go ahead the age of this students high school kids high school students this is specifically for high school students so Mr manager you you just need our direction to you to to attempt to to hammer out an agreement to come back to us or is it something that you could sign off on yes I think uh I would love to have some kind of written agreement with the Big Brothers Big Sisters program uh more importantly I want to just share something very personal to me I am also an alumni of Big Brothers Big Sister I was a big to AO while I was in Miami so I got to know about the program and I interally enjoyed it my little boy doing wonderfully well uh guy from L Havana and uh I recommend this strongly recommend this program for this city and also this is the only place you guys are venturing south of Miami no other city is getting this inside other than Homestead thank you guys for remembering Homestead thank you thank you uh Council AA first and then councilman Davis thank you mayor I dreams do come true about a year and a half ago I was thinking about how can we get our high schoolers here in the city to you know see what we do test different departments you know they can figure out probably pretty quickly what they don't want to do uh and maybe get an idea of of new avenues to consider and I'm so glad that I don't have to reinvent the wheel Dr Zer is this your item did you recommend this for us yes I did myself and Mr Nelson met about a week ago and I asked for his permission to bring the program to Homestead thank you very very much so I can check that box off my long list of things to talk to you about from now on but thank you for bringing it to us and uh I would strongly support this item and when would this come back in June uh hopefully we should be back at the next uh council meeting so is this something that would um start taking place this fall when school starts again it would start the yes the 2425 Academic Year yes ma'am very happy to hear that thank you thank you councilman Davis thank you uh I I'll just start off bottom line up front you absolutely have my support on this project it's awesome it's an awesome program I do have a couple questions and I I suspect you'll have to Wicker them out with the city manager I mean um as we look forward will we be able to get kids into like the uh um the motor pool and heavy equipment operation not that they'll operate equipment but they'll see how these things are done uh so it won't be locked here but we're without we're into those jobs that make the city happen will we be able to reach out that far I can answer your question very quickly sir we have Partnerships with the airport we have Partnerships with law enforcement expose them to all kinds of career Pathways without jeopardizing our compromising Public Safety so no heavy equipment operation but they can see someone else do it and then hear from them on how they got the training and certification to operate set equipment I'm not so keen on having a 16-year-old doing a frontend nor am I sir yeah that's called a big mess not Big Brothers Big s yeah what could possibly go wrong what could go wrong what could go wrong right no that and and that's that's awesome to to get that another question I had for you was how are those young people selected to participate because we have a number of schools private and public in our area that would have age eligible kids how do we do that it's a great question sir councilman the way we select selected students we work with the schools we'll work with City manager's office if there are schools that are a priority to this Council we'll work with them we've obviously have a historical um we have a history if you will with Homestead High School that's always that's number one but we don't want to overlook any high school student that wants to participate they travel from point A to point B via bus so we would need a minimum of 15 students from a location to come to the location as well because it's not it's one toone mentoring but we bring them on site as a group they don't show up on their own okay and then this would also include we have a very robust um uh home schooling kind of a subculture you know what I mean of home long as they're registered Miami day County Public School student they can participate okay and that's a great way for a student that's home school to be exposed to Career Pathways yes perfect thank you so much and thanks for what you're doing it's it's awesome awesome opportunity good again thanks to the manager and and to you sir for uh coming down bringing this forward um I'll consider that to be a motion by councilwoman Avala and a second by councilman Davis to authorize the manager to negotiate an agreement to come back to us for approval in June um okay you thir it okay so my my only caveat would be is that the students involved are Act actual residents of the City of Homestead because there are kids at Homestead High who don't live in the city there are kids at South Gate High who don't live in the city there are kids at keysgate high and Mast Academy that do not live in the city but you know let's let's Reserve our city resources for actual residents and mayor if I may there's also students that are residents of the city that don't perhaps go to a school locally within the city limits so for example outlier private school schools that are outside the city limits but are residents of the city but again that limitation would be the the massing of 15 some a minimum of 15 somehow somewhere but I think the manager has a flavor of where we would like to to go Council m b thank you mayor um as far as the other programs and mentoring uh opportunities that you offer do you have plans of coming to Homestead because it's been many years that we've been trying to get you guys here we actually just started talking to another very large National mentoring program that is trying to come to Homestead in Florida City and now all of a sudden you're here which is wonderful there are enough children to Mentor but uh we would love to have some of the other programs that you offer as well well absolutely you have the full menu of mentoring opportunities I don't know who the my visit has nothing to do with a response to anyone else I'm not aware of anyone else but interesting timing no I mean it's sincerely I don't um but we you have the full menu of mentoring opport opportunities with big brothers B our community based mentoring program we are the the largest and the oldest oldest and largest we don't look our age we're the oldest and largest youth mentoring organization in the United States and we've been mentoring here in City of Homestead with the school to work program but formalized with the City of Homestead the full menu is available once we sign theou it will include not just school to work but our community based mentoring which is the signature program one to one so you will have it all for the next month's meeting would you please bring a short presentation of what you offer here because I have the order of the agenda slightly I'd like us to deal with before we move forward uh with the red speed presentation the population study and then the moratorium and then go back to the the regular order of the agenda all right so let's jump to um to tab 18 on uh I think it's still 18 I don't think that's one of the ones got uh renumbered so is it uh that's yours Matt yes Mr Mayor tab 18 is a resolution of the city council of the City of Homestead Florida authorizing the city manager to negotiate and enter into an agreement with red speed Florida LLC for the installation and operation of speed detection systems for enforcement of speed limit violations incurring in eligible school zones and related traffic reporting services at no cost to the city consent upon full compliance by the city and redspeed Florida LLC with all requirements of chapter 2023 174 laws of Florida providing for implementation and providing for an effective date thank you Mr manager so Mr mayor council members this item actually is a piggyback on an existing uh contract that's what we propose to do currently rest speed has an existing contract agreement with miad County and a number of cities locally inclusive of Pine Crest uh and other areas within our area so we're asking for your permission to look into negotiating an agreement and coming back to council with the negotiated agreement with these folks and see how they can um provide the similar services within the school zones number of locations there are 18 of them identified within the city limits of Homestead there are 18 Public Schools 18 there are eight Public Schools eight private and a couple of six six and sorry 88 and two there are two private schools eight public and eight private that identified so far and they're going to look into the feasibility of doing a traffic study first and keep in mind the Miami de County Department of Transportation and uh Public Works requires traffic studies to be done during school period so time is of the essence if they're not able to complet it this school session then they have to roll it over to when school resumes later in the year so then our our authorization tonight would I guess procedurally they would go out and and do the study and determine the best locations the best locations that uh warrant for them to do this kind of enforcement action P to Florida stat and that that then that then would create the infill for the contract that you would bring back to us in theut let me have the City attorney app on some of the details okay sorry so this is a multistep process that needs to be gone through you can engage with rede the contract has been formula amongst the cities um red speed and I believe they're here can speak to this but they'll conduct a traffic study um identifying the school zones with the need then the city will adopt an ordinance imple implenting the program uh there's a warning period uh during which you know sort of public notification that this is now in place and then notices of violation will be done so you will see an ordinance for first and second reading adopting the necessary legislation implementing the program within the city um but that ordinance will outline the school zones and the precursor to that are these traffic studies and that's where timing is important or we're going to be reset back to September one yes question thank you mayor so is there a total budget of how many schools can be assessed this camera or is it a criteria based it should be criteria based based on need and the budgetary issue the way red speed has conducted business and I don't want to speak for him but in the other jurisdictions is there's a statutory breakdown um providing for the $100 fine x amount goes to the state x amount remains with the city and red speed is paid uh they're compensated by taking 35% of the money collected by the city's portion of the notices of violation that are issued so there is not a capital outlay on the city's part but it's not like they would say that there are only eight that they can provide and we might have nine that meet the criteria I I I can't speak to that thank you if we could hear from Red speed to get to get that answer good evening welcome good evening mayor councel manager congratulations your job I'm Greg parks with rede thank you um the question was on how the schools would qualify for inclusion in the ordinance if you we're fortunate up you vote to move forward um House Bill 657 which was passed in 2023 overwhelmingly Tallahasse states that in your ordinance you must State the schools where you wish to use this enhanced for enforcement measure and need you need to attest that there's a heightened need for this and that's where the uh speed study gives you empirical evidence to include it so it wouldn't really be up to us we'll put them where they're needed and where the per permit will be approved but um I think you the other at least is manager mention we work with about 15 cities around the state right now uh a bunch of Miami day the county Pine CR South Miami Miami Gardens and you'll want to include those and I believe one have the empirical evidence that yes this shows there's a heighten safety risk at these schools I was curious because a lot of well at least one that I was thinking of um things change things are changing fast in Homestead so what is assess this year is not necessarily what next year the previous is going to look is going to look like so yeah and they can be added at any time just it will require an additional public hearing okay uh allowing for comment as in the ordinance process thank you all right very good thank you thank further from Council okay we have a motion to approve by councilwoman Ava second by councilman cannibal Mr Mayor Mr Mayor so if the state regulation requires the list of schools to be identified in the ordinance what that means is that we will need to amend the ordinance from time to time to ad more schools which and and a predicate to an addition would be yet another traffic study that would verify which we could do at any time and there's Pearl I'm sorry um as we had discussed I just wanted to State for the record that the we Sera does represent red speed and outside of the city in other capacity as has previously been done I just wanted to let you know if with if there's no objection to waving the conflict obviously if one arises we stay with the city um but as I've done anytime this has come up I just wanted to divulge that make sure that there were no objections from the Council on here and appreciate you bringing down the presentation maybe the appropriate time to have that and if you're going to vote to approve it I think we're good would be at the time we enact the ordinance so that everyone's clear closer to the time that these systems are installed as to what the uh the risk are I guess yes yes sir appreciate Drive Fort Lauderdale Florida evening mayor uh councilman and all my name my name again is Orlando tours and I actually am with American Traffic Solutions and Formerly Known or formerly American Traffic Solutions now ver ility I want to commend you first on what you're doing with this is a great idea this is something that truly will make a difference I hear that from my clients that have these programs around around Georgia where I support directly so I commend you on that we were your safety Partners many years ago for photo enforcement with redl cameras it was a very successful program and and ultimately we continue to have we support 36 photo enforcement programs in Florida many of those are now adding schools own speed to their existing programs and new ones that are adding it such as uh city of that awarded us the school's own speed contract just recently City of Tampa and some others across the state so the idea here is that there are opportunities and choices the great thing is that the legislation was written so that you can find the best solution for your particular Community well we do well because we're already in South Florida have infrastructure have staff I am an account manager for just recently retired Chief blido Diaz who knows your city very well is also one of our account managers we know the community very well and we we create the program for your community not just a broad stroke throw cameras out there so we want to make sure that you know that there are options out there with other vendors that can do this at a very high level we have about 10,000 systems around the country most of those are speed and red lights we have cities as large as Chicago New York City LA Metro Atlanta but we also have Florida City to the south of you that does photo enforcement that will also are going to be adding school zone speed so it doesn't really matter to us the size of the program it's more the local support local community and creative for what your needs are not necessarily just schools on speed and throw cameras out there so as you think through this and again I think you're making the right choice I know this will make a difference for your kids in the community there's a lot of things that these cameras offer a force multiplier to your law enforcement group they provide not only the video of the violation but also video for investigations and License Plate Reader capabilities as well from a multi-functional camera so as you look through this I ask for an opportunity to come back to you at a later time and present what we can do in total value so that you can make the decision to make sense we were Partners many years ago you shut down the red light camera program I'm still in the area would love to have your business again but whatever you choose you're making a great call I commend you on that we want a fair opportunity to compete for the business thank you than you're coming down all right any yes the motion carries all right good next I'd like to uh to move to I believe it's tab 25 car number 4256 with respect to the uh the population study um I ask that this be put on on the agenda uh a couple of reasons recently I was uh in a meeting of a zoom meeting of Mayors and mayor booville of hiia shared with us that and look let's let's all you know I think we can all agree that the 2020 census across the board was an undercount particularly in areas such as South Florida where there are many who live in the shadows and and do not come out to be counted so the example in h Alia was the 20 20 census reflected a population of about 223,000 they employed a system and have a current reli more reliable count of nearly 300,000 that's a 25% increase as to what they were from 2020 so I can only imagine what uh what ours was and you know and that's relevant for a number of reasons Federal funding um State funding you assistance and and entitlements for our city across the board um you know as as the item here States um this would be a tool that we could use to potentially revisit the the reallocation of uh of council districts that I I'm of the opinion that they're they're probably lopsided in terms of of population um the homestead of today is certainly not the homestead and the layout that uh that existed when we drew these maps not in 2006 but in 200 uh two or four um so you know this this is here to uh to authorize the manager to to move forward with uh some population determination Mr manager anything to add not really captured everything Mr mayor council questions comments concerns Council a thank you mayor um I definitely am interested in seeing what the real numbers are um I do you know I do have some reservation about you know what could come out of a redistricting and you know what that would mean for District 5 you know the Malibu Bay and Waterstone communities is it potenti um is it possible for that to be absorbed by a different district and no longer have its own set u representation so those are kinds of the thoughts that come through my mind but well and and those are valid thoughts and concerns that we can address in determining what our population is and where that population is located and certainly what the the district populations are I mean um you know we're going to find that I think you know the home District of councilman Davis and I uh is probably smaller in terms of population than than others you know there's and there will be a point when you know in terms of fairness for voting that those lines are going to need to be to be adjusted um but again those are uh those are conversations we would have in the future would take a uh a super majority of council to actually adjust those lines is anyone background to what the attorney had said this was initiated on March 7th 2024 where the council directed staff to draft proposed ordinance this is that ordinance aside from all of the uh things that um were stated in the previous report uh the implementation of this temporary moratorium we feel is warranted in order to evaluate and address the consequential growth demands that medium and highdensity residential development is placed upon the city services and its infrastructure um we we hope to during this time period undertake a few evaluations to see how we will be able to constructively mitigate uh the uh impact to the level of services that we have in the various levels of infrastructure uh so that we can accommodate the growth going forward so with that I'll Rie you're going to be chivalrous tonight and ladies first I'm in a good mood today so I'm sorry to disappoint um Melissa tapz 20 at South BC Boulevard Miami um I'm representing drar hordon um first um I just want to let you all know that we understand that there's a need for the City of Homestead to plan for its future we've had the opportunity to have some workshops with the council and we applaud um Dr Zer for his efforts to do that I also want to take a moment to applaud Dr Zer for an incredible hire and Miss Brown quite uh um a gift to see her here uh today uh with that said um we really appreciate your thoughtful consideration of the projects to be exempt as you know Dr Horden has many projects in the pipeline we submitted a letter into the record earlier today uh we're pleased to say that all those projects are uh included in that exemption we like to meet with Dr Zary in the future to just make sure that we're all covered um I have two um thoughts as to possible modifications for your consideration uh since the council is suggesting a 12mon uh moratorium which is typically councils look at six month and then they can extend it depending on the work done I would suggest um adding to your exemption list uh projects within the Southwest uh pun area that's an area that the city is looking to develop um so I think that a 12mon moratorium is quite long uh for that area and I would think that it's similarly situated to to CRA properties which are on the exemption list um so that is my comment I we'll be working with uh Dr Zer just to confirm that all our projects um that we believe are exempt are in fact exempt and thank you so just to clarify Melissa you have a specific project in mind that would be under the Southwest pun or just exempt the Southwest pun designation and full so we we are working um specifically on one project that the council did approve we actually have a pre-application conference tomorrow for a modification to that project to make it better um so that is a specific project but in general a 12-month moratorium seems like a bit much just like this CRA areas the Southwest pun may be similarly situated that's a policy decision for your consideration of course but specifically on our list we have a modification to our Lucy Street project that we will ask to be included in this list we do have a prea ation conference that has been requested as you know the submitt uh take a lot of time to prepare and a lot of resources in Paving and drainage plans irrigation plans you know um all those plans that are required um so we do have a prea for this modification and we respectfully request that to be included in exhibit a but for but beyond that but for your pending modifications these would have come in under the wire they already they already been approved correct and thank you all right thank you mayor if I could so uh Melissa just for clarification this would be an a an amendment to a previously approved site plan so I I think as long as and we can clarify this language um before second reading but I think the intent was as long as the original site plan was approved and there subsequent or derivative changes or like a final plat or a site plan Amendment um that doesn't change density then those would be exempt and would be able to it does it does make more it's not a formal modification to a site plan it will be a new site plan modif a modification in that sense not a formal modification okay so it's different it will be outside the parameters of what okay correct correct and that's listed in um the third section of our letter thank you Mr AR thank you uh Hugo arza 701 um I guess I wear Three Hats I um represent lar homes uh Somerset Academy Schools and uh TCC Chrome LLC I'll leave them for last because that's the conversation I've had most explicitly with all of you about a particular project um I shared and had a conversation with Mr White um regarding the definition of permits as um it's defined in the state law um I I think he's going to work on some language um development permits in state law includes building permits and it includes subdivision approvals so um it's possible to read what you are considering to mean that even if a Project's previously approved building permits for that project or subdivision approvals meaning like a final plat clearly that is not the intent I have heard that from all of you that want project is approved so that's word smithing that lawyers do mayor I'm sure you can appreciate that so that's one um the follow-up site plan modifications um I'm happy to see that the um that that's already come up and and I think Melissa for for sort of already spearheading that effort project that's already approved sometimes you've got to get something like a sales Center approved on the project sometimes you want to change an elevation or a model if it doesn't touch density if it doesn't have anything to do with the project itself we you know we believe that that project's been approved previously um again in the vein of Somerset the school development um is not called out I don't believe that given the categories that this is intended to stop any expansion of any schools there is an item already being considered at DRC for the potential to expand existing charter schools and so that one's in already as a as a as a code change anyway you'll all see that very soon but since you called out uh industrial commercial and some of the other items um in an abundance of caution you could clarify that school development is not intended to be stopped um but again I don't think the language would do that the last one and and the one that I discussed with most of you at at length and thank you for your time um is for the property just a little south of here the 11 acre parcel on Southeast 4th between Chrome and US1 in the southwest master plan it's not lost on me that in your special meeting earlier today you talked about what phase three of the master plan the Southwest master plan is and it's for mixed use projects that parcel has it's under the commercial sub area but along Chrome you must develop vertically integrated mixed uses um that property owner has a letter of intent with public um public wants to go there with one of their large prototype Stores um in order to get a project like that approved we would have to come in with a site plan that includes a um the treatment of chrome Frontage and that would be vertically integrated um ground floor retail with um residential above it um that is what your code calls for today and so in order to move forward with the entirety of the project we would have to do that um we would respectfully ask that if you exempt all of the master Southwest master plan then obviously that property would be part of it um and um and otherwise any mixed use project within the master plan um area um we would we would welcome an opportunity for you to allow a project like that to be able to be submitted as one of your exemptions moving forward so thank you all for your time again uh oneon-one I think I met with all of you um and if you have any questions I'm happy to answer those and uh appreciate the time thanks sir I think off top of my head you as City I think maybe the way to deal with that is certainly the attorneys are Versed and have you know more detailed thoughts from from each of you as to those those nuances and perhaps between now assuming it's approved on first reading tonight um the attorneys and staff can brief us individually and and we can come to some consensus on a one-on-one basis as to how we can um you know if there's any path to accommodate some of some of those concerns um without running a foul of somebody crying hey spot Zoning for this client but not not the other one you know and I'm sure you you know we we have those potential issues so you know I think sitting here that that would be my preference to let's let's you we've got we have time to uh to fully vet those before they come come back with perhaps some um proposed alternative language for for an up or down vote that that would be that would somewhat amend what's what's before us now I mean clearly I think your your other issues I think you know fall within our intention the um the property with unique US1 Chrome Frontage that's that's a whole different story and and I am hopeful that between now and the time we would have the second reading on this and deal with those issues that we also have the opportunity um perhaps to layer in some of the sheret recommendations and and perhaps incorporate some of that into the scaling and the look of a potential residential component of of that project Council yes Council mavala thank you mayor I do like that recommendation and I I I want to see it um come back with something particularly for the project that um Mr arza was talking about because that one there on US1 is across the street from the homestead Province and so if there's an opportunity to create a more cohesive design element for the construction of of both Parcels it ENT especially it being the exit from the city of into Florida city and vice versa I think we'd have a great opportunity there to kind of partner and create a a very uh nice um welcoming into the city limits from the south end so an aesthetically pleasing entree into the city from the south exactly so if there's an opportunity to consider that with with making these changes I would appreciate it thank you okay any further counil yes thank you mayor um no specifically to the uh to this project even though there is a Publix relatively close to it I was excited to have something closer to the Southwest neighborhood especially after the charet and talking about this 15minute city and of course the ultimate goal of making the Southwest a more walkable area um I live right there and I never go to the Public's across Campbell because it's it's not 15 minutes anymore um so just personally for for that reason alone I would be very excited to um to try and keep to try and keep that uh that piece there so just want to very good so we have our yes sir to be brief because we visited this the LPA meeting we're recommending approval of this the property is currently Zone B1 it's looking be rezoned to B2 B2 is one of the uh categories that implement the future land use map like commercial use uh so it uh it does uh fit into um the comp plan category it's permitted uses include hotel motel office retail and other business uses which have pretty much an insignificant nuisance negative uh and negative visual characteristics very generate very little truck traffic and generally require front edge locations on major roadways like uh like US1 um upon the city's acceptance of this zoning code change should it work the applicant intends to come back with a approximately 85,000 foot commercial retail shopping center comprised of big box and anchor retail uses and several commercial out Parcels I believe the applicant is here to answer any questions this is only a resoning and not a site plan so um that's all left to be determined with that thank you good evening James Williams LA office is located 701 bricka Avenue Miami Florida 331 uh it's great to be before you again as your staff has just summarized uh brilliantly and very concisely this is simply the rezoning application taking it from the property from B1 to B2 um we have prepared a fulllength presentation that incorporates all of the other requests as there are four request in total here um staff typically wants us to stick to just the rezoning which makes it a a bit complicated um to go into the site plan and the special exception which is the resoning is tied to so if you'd like I could forego a presentation answer any questions you have and we could tackle this at the second reading right let's go ahead and do the since this is the first reading let's go ahead and have the full presentation and hopefully we next time we won't need to okay and I'll I'll just try to tailor it specifically to the resoning as much as possible so jumping right in the property is located to the east of us one it's south of Southeast forestry I've highlighted in green on your screen what I've also done is I've marked the the immediate surrounding areas so to the North in purple and pink you have Homestead Commons the retail uh Plaza to the north to the east you have the Aquarius mobile home park to the South you have the Cub smart self storage facility and then you have to the West the commercial uh vacant property as well as the O'Reilly Auto Parts the property itself is approximately 9.5 acres in size and as far back as we can see on the Mi County aerial history it's always remained vacant to the left side of your we'll start with the left side of your screen going to the right side the left side is your future land use map designation I've indicated the property in green again it's like commercial use and then to the right side of your screen you have the the city's zoning map and it's designated as B1 currently on the map now as I said there are multiple requests as part of this application there's a total of four tonight is specifically as we've gone through is on the rezoning from B1 to B2 there's also a site plan application which is a standard application for any project like this with the city and then you have a special exception approval for Comm commercial uses exceeding 20,000 square fet of usable floor area for the specific use and then finally you have your tenative plant and again I've highlighted the dark blue are the standard applications for a development like this so just very briefly we'll touch on the the idea of the project um so we can still stick to the rezoning overall if you look to your left hand side of the screen the top um is the site plan and that really just shows you what we're proposing which is four single story buildings we have one primary building it's that large white area on the screen um what we're proposing there is three tenets um large scale tenants um anchor tenants uh each will be approximately 25,000 square feet in floor area and then we have three retail buildings each of them are approximately 2400 square feet two of them are uh designed with driveways so you'll have two driveways and then um drive-throughs and then one without if you look to the far left of that site plan you have a another large white area that is a vacant lot we're going to keep it vacant if if we ever decide to build on that later on we'll have to come through a brand new site plan application process um the rendering to the is on the bottom and if you look at it you know this is a very uniquely designed and located property youque designed in the aspect that unlike a lot of projects that come to the land zoning attorneys later on in the process um we were able to work with the design team as we come before you often to really Express um to the design team what the city looks for in their designs and incorporation um we've we've strategic strategically placed Landscaping all throughout and you know we we all know that shade trees are very important for cooling and and and Aesthetics but we also um Incorporated a lot of flowering shade trees so it really gives a nice pop of color Elegance to the to the property overall and then we we focused it on on patrons so if you look at the rendering there is a trellis that connects you from one side of the retail shopping center to the other side of the retail Plaza so um you'll see that incorporated into the actual design of the anchor tenant stores we do have seating and we have seating throughout the trellis um we've really kept in mind how are people going to use this property and what's the most convenient way to navigate um and I always like to point out that in this case we do have 362 parking spaces where the code only requires 285 so we have a healthy surplus of parking and then finally this is the resoning request specifically now the question is always why do you want to make this rezoning what's the the background and really the background is to reduce the request of the special exception so under B1 you're allowed up to 10,000 square feet of floor usage under the B2 it permits you to go to 20,000 now we are Westing approximately 25,000 ft of usable space for each of those anchor Stores um what while we don't have any tenants picked out now because we're still working we have to get the square footages approved before we can Market it we are preliminarily looking at one being a grocer to being um retail um on top of that when you look at the property itself and I've what I've done is I've given you the EXA the zoning map on the leftand side as it is today under B1 it's got that light red and then on the right hand side I've have changed it to what if it went to B2 what it would look like and so I did that because I wanted you to see the the resemblance of the area your staff has confirmed that this is consistent compatible with the um the future land use map but it is also consistent compatible with the surrounding area and if you look at that you actually have uh to the Northeast you have B2 properties to the Northwest you have even B3 properties you have those of the the dark burgundy red and then immediately south of the property you also have B2 existing so this is this is consistent compatible with your feature land use map but it's also consistent compatible with your um surrounding area on top of that looking at it from a planning perspective It's always important to have your commercial along the major corridors you don't want to put it inside because that's more where the residential will go so this the size of the property and the location of the property is ideal for the B2 zoning and with that I will conclude the when you mentioned uniquely designed and whatnot I I like the Landscaping plan but I think there there's there could be a a you know an elevated design aspect to the project as a whole and so I'm hoping that especially with this client and the one across the street that Mr arza represents that that maybe if you go back to the drawing board a little bit with your design team and you have a a new kind of footprint to look at you'll you'll come back with something a little bit more exciting um cuz at the end of the day it's just you know three buildings or and really nice trees which I do love the Landscaping but I mean I don't I don't know if no I I completely agree and those were going to be my comments they typically are as to architecture and in light of your comments earlier um there's nothing special about the facade of this building whatsoever it reminds me of Homestead Pavilion that's very plain that was built 20 years ago nearly I would hope we can do better as an entrance feature to the city um for me it Mi it misses the mark exactly and I think and I I don't want to uh dilute the the um excitement of actually getting some kind of development there in that area in general I I I welcome it and I'm happy um that you you guys are bringing a product that is going to bring retail and um and and uh commercial but let's see if we can do a little bit better A lot better um and I thought you were going to add some American flag polls so we haven't updated the renderings yet because we didn't have enough time be between the time we discussed the flag polls and and and now um but that was going to be coming on the the second reading okay thank you you and my only other I guess question would be um in this project if it does at what point does the proportionate fair share calculation come in is that it site plan approval and T plant it would be later is that applicable to this it's not applicable to this project okay so there no no roadway improvements no no deceleration Lane turn Lanes from US1 we we do have traffic improvements if you want I can just go through the entire the presentation which will include the special exception in the site plan I don't know if we wanted to I can continue the presentation or I just I stopped at the rezoning just because we're on the resoning application day but I'm happy to go through and and we can talk about those things at at site plan approval this is just a bare resoning at this point we all understand the need for that to make this project go forward so we'll we'll hold off on that right all right C yes I just want to reiterate though when we do revisit this item I want to see how many jobs are expected and estimated um payroll that that will bring to the city as well of course for uh tab 13 include only the alternative uh proportionate fair share which is the inclusive of that 172nd Avenue what was included what was discussed there was one more issue that was raised at the last reading uh which was the proportionate fair share agreement as it relates to Miami day County Public Schools uh Dr Zer did meet with Miami Dade County Public Schools and they confirmed that the those funds would go directly to Campbell Elementary School which is now a k through eight so those funds go directly to its over $3 million directly to uh Campbell Elementary School and um I think that was it thank you that's outstanding and so it's not lost on anybody listening impact fees that normally get lost in the black hole of our subdistrict that's $3.4 million of schools impact fees in this case in addition to school impact fees that just like your proportionate fair share is in addition to impact fees add this project is $3 million over $3 million in addition to school impact fees they're allocated to a specific K through 8 that is directly impacted by this this project that's that's the Forward Thinking and activism that uh has been sorely lacking for a long time and I want to same thing with 17 yes that was something that you know councilman Roth brought up and Dr Zer was able to address rather quickly and so with that would be my only request at Sab 13 and thank you all for your patience endurance perseverance uh with this project we're very excited thank you thank you can I just go ahead Council R just on the school thing um are we able to get the the County's projection of new schools in our in our city I mean that's easy yeah zero I get that but they must have some plan of something and with only having two high schools one is a a a charter school I don't know that the county realizes the impact that these developments are having not only this one that we're going to approve but all the stuff that's happening West into Florida city where all those students are are are pounding into to the City of Homestead so is there a way to find out and maybe we need to speak to our our our uh School Board member Louisa Santos and along with the $3 million which I think is an awful lot of money to go 3.8 3.8 it's a lot of money to go into a single school they need to start looking at other locations within the city limits uh or just outside the city limits that we're going to require or or the the population demands are going to require for high school seats Middle School seats and Elementary seats so I just think if we can get we're getting ahead of a lot of things at this point now I think if we can get ahead of that at least put the um you know the the thought in in the in this public schools that one was the last one that was built in this area it's all been relied on Charter Schools right we haven't had any right so schools have filled the gap yeah so and I don't know who's complaining about Charter Schools but we need schools is what we what I'm saying I have I have a a comment just for you to think about um one of the issues that prevent Miami day County Public Schools from citing schools within the City of Homestead is its proximity to the Urban Development boundary the County's comprehensive development master plan has basically specific language that prohibits schools within a mile half a mile Etc so that's something to keep in mind that it would have to be on the east side um or special that's one of the issues when we're looking at properties when school operators including Charter Schools want to come to Homestead that always presents an issue with Florida city as well right because like with everything else you have udb on both sides correct like with everything else the impact fees you know get thrust into the dark hole right so there is a rumor and I don't know if it's confirmed that there's a high school going to be built right next to Robert Is Here so can we get confirmation that that may be the case because there's a 10 acre piece that is owned by I think the Board of Education or M day County Schools so um just to just adjacent to Robert is here so it's a 10 acre piece um which obviously is going to add issues out there but um can we confirm and find out because that's that's part of the I'm sure they have a long-term plan as they see the developments coming south to us not it affects this development or anything like that but it it's good for us to know that these things are in the works and they're coming our way we'll follow up with my media County Public Schools oh not not to get out in the we the weeds and too far a field from where we are here but within the last week the CEO of a charter school system has shared with me that because charter schools are really public schools that there is a mechanism for agreements to be entered into for the enhancement and expansion of charter schools just as the agreement was was done with respect to the k through eight so you know under that scenario a given Charter High School in the city limits could be the beneficiary of of proportionate fair share and schools impact fees right so we have a moratorium in place now for schools that aren't in Des designated School area so we may want to look at that as well as the the school just south of us I think it's the Somerset Academy looks to expand and even open a a high school there as well so I think that was with respect to what the underlying commercial designation correct and that's that's there and they they had bought the old Golden Corral Big Cheese property but they haven't been able to expand to you know I'm I'm a firm believer that if if if you can keep a child in in one educational atmosphere from 1 through 12 it's much better than having them go to different schools with different teachers and learning new systems so if that's why I'm so that that particular charter school is is Fond to me because they can create that environment where they keep them for the duration the whole campus 1 through 12 and then they go off to college so I think that's a beautiful thing so maybe we look into that as well but I mean certainly our work and theity operation with the developer here uh has has really opened our eyes and demonstrated that there can be a beneficial partnership so in case I didn't ask before is there anyone anyone online or in the audience wishing to speak on this matter not I'll defer to councilman Davis thank you thank you mayor I do have a quick question and it hasn't come up in a bit of uh has the site for a police substation designated do we have that yet so we met uh with the City of Homestead police department onor around January 8th um and at that time there was discussion that a police substation in the East part of town um was not uh necessary or desirable uh what we decided was that we would continue to be in touch with the police department and the city manager's office as the project came into fruition of course following this approval we'll be working on administrative site plan review um as well as construction drawings permitting so we thought we would continue to follow up uh with the police department as well as uh Dr Zer as we move forward you uh mayor I would I would say that during the last election cycle many people brought up the perception of the need for police presence on that side of town uh uh and I think we should honor that I think that we should we should plant that substation uh what is it 12200 Square ft perhaps you know five dedicated parking slots you know it's not a whole lot and but I think that that presence would be very beneficial to our residents to see the police on that side it'll be beneficial to the project as well so it's something that we how the costs of an extension of the city electric distribution system are apportioned providing for conflict severability codification and an effective date thank you sir Mr manager so staff uh City of Lake w beach in in Central FLorida is doing I think the solicitation ended yesterday for the City of Lake Walk Beach so if the terms of this new contract is more favorable we will terminate this and pig it back on the one for not uh Lakewood Beach alternatively we also are currently soliciting a replacement contract for enko as of today and the expected uh uh solicitation is going to be responded by the end of this month I believe so we have two options to terminate either using Lakewood Beach or our own currently our own is under cone of silence so we'll not be able to provide additional details so in effect this is a stop Gap this is a stop st Gap measure to to keep things flowing such as they they are uh those of us who have lived through four to eight years of customer pre-qualification pool of vendors to provide Mals and catching Services during emergencies uh this is a condition of FEMA for reimbursable expenses so we need to have this in place in case we need to activate the contract at any point uh we look forward to soliciting our our own City contract to substitute for this in future but since the hurricane season starts in about 12 days or so or 8 days so we think it's very imperative that we should actually get this contract in place good thank you and again just to clarify this is to be able to obtain feema reimbursement because we have a a an implementation and providing for an effective date thank sir strer so this contract is going to allow us to be able to renovate and redo the roof at JD red Park uh this is the first time we're deviating from our normal contract procedure we typically we use uh the folks Garland so we tried it so they gave us a quote for $249,000 so we proposed an alternate Statewide contract that most cities are using and we were able to get cost Savings of $70,000 so this is a no-brainer for us to switch to a Statewide contract tremendous I know that uh you know that's been a cause near and dear to the vice mayor's heart I'm really pleased to see that we are uh moving beyond the status quo by the hour all right any comments from the public okay will close a public hearing do we have a motion vendor for these services and Thompson Consulting Services the secondary uh the city recently learned that me with O'Brien is no longer doing this type of business so we are asking that the council retract the original award to with O'Brien and to allow the city to designate the secondary vendor to be the primary and we will probably be coming back with a different item to find a secondary if you look at the top it says Homestead Florida and the option C had Homestead Florida within the logo itself so that's the subtle difference what's that well yeah the the first the first one in our package was what was before us last time yes omits the word Florida Florida the option B2 B2 and C incorporate the word Florida in different locations in the logo uh further to uh you know the request of councilman Roth who we wanted to see how that might be be designed to include uh include Florida um any thoughts Council option C option two c yeah because the only thing it does is uh yeah if if anything though if we could have the the the size of the font where it says celebrates 1776 to 26 maybe a little more prominent the homestead seems to over Homestead of Florida seems to overpower what we're what we're we're celebrating mayor on these are intended to go on like the flags that go on the light poles right and on shirts banners flags wraps on all of our city Vehicles could the words Towers could the word proudly celebrates just be independent of the logo and um near it not necessarily like big bold letters or because I like how Homestead Florida is nice and bold but I but I do like the proudly and that's not in the the third option so in depending on the media that you're using yeah enlarge the circle so that you can fit proudly celebrates under Homestead Florida in the same kind of font size and then you can move the dates to maybe up next to the Tractor yeah we can definitely do we have time for that uh to make that yeah we we have time to to make those changes the other option we have to incorporate the proudly celebrates language if it doesn't fit in in an aesthetically pleasing way with within the logo would be to you know use it as a tagline accompanying the logo on different uh materials uh so as a you know we have the the logo as its own design and then you know Homestead proudly celebrates is kind of like our our slogan our tagline that could also appeal appear on documents banners um wraps water towers I what I'm hearing is in general option C is the favored but depending upon the media proud with proudly in there in the same size of the letters like everywhere that's what we see I'd like to see how that looks it might look crowded but I'd like to see how how proudly celebrates under Homestead of Florida you just have to widen that um Lo space to make it fit yeah we can we can definitely uh mock that up see how it looks and and let's bring that back to the committee of the whole for final adoption if we could uh if we could do that so that we can have time to at least roll something out by the 4th of July and then if you can bring the option C as is with the added verbiage probably celebrates and different examples so we can see how it can kind of float with the logo with the different um marketing items we'll do you know again I don't I I wasn't a fan of incorporating Florida in it I mean the banners and the logos or what however we're going to use this is intended to be used locally so perhaps if we took out the word Florida it would be more receptive to add the word proudly you're right and I think my I think the concern was what if someone steals the logo don't we have to to so we can see it with eyes yeah well we'll we'll mock up a few options another another idea that Kamar just uh gave to me was using the abbreviation instead of the full word Florida so we'll mock up a couple more options for the for the presentation at the C all right so let's do that at the uh the Cal so we spent more time on this than we did 1100 [Laughter] units yeah okay I think that takes us to uh any business from the manager so I think that's the last item on the agenda and uh I believe you have a couple of uh into the um YMCA building at terce field I drive by there I look at the pool and it kind of concerns me that it sits there empty um there may be a reason for that or there may not be a reason for that um but the potential of of marketing that property and getting some usage out of it I know that uh the volleyball kids are there and we have le jarden leasing the uh the east side but I think it's an asset that we need to start to think about how to utilize it again for the City of Homestead notate thank you that's all thanks thank you councilman Council thank you mayor um I have one item for Council consideration but before I um go there I wanted to um thank our Homestead police department for the amazing work that we have seen over the course of the last couple of weeks I mean you always do an amazing job in my eyes but I think um more recently some really touching items but then of course the bulk trash arrests uh that was pretty awesome thank you um then also I want to give kudos to our utility Crews uh they immediately responded to a um one of those electrical boxes in front of a resident's home in District 5 that was smoking and giving off a lot of concern and uh they they came out immediately uh swapped out the the the device and I want to read the comments from the resident I'm sorry for not having it out sooner I'm in construction myself and I never encountered a crew with such good morale these guys were exceptional extremely customer service oriented very professional I could not thank them enough so thank you very much for your for your um immediate response time and great work uh and then for Council consideration I wanted to know if there was any objection to uh me organizing with the city manager's office a Citywide book drive and using the homestead Pavilion as the kind of drop off location for that event it would occur over the summer we're trying to gather some gently used or new books to um fill the fill the uh inventory of the homestead Kanas club's just one book program so unless there's any uh objections to that I would be happy to invite you to participate and uh we'll start working on planning where would the collection be we would collect it at the Pavilion the homestead Pavilion date to be determined oh okay a one day event like couple hours drop off time thank you so what what resources are you contemplating from the city to fishing tournament which benefits the children in our community it's the one and only fundraiser for Homestead Kanas Club Military fish for free children get to Fish the peee and Junior categories for free I want to thank mayor and Council for your support over the years and uh uh thank you to the community that have uh continued to support this um this community service SL fundraiser project the captain's party will be at the beautiful Homestead Miami Speedway Champions club and the tournament itself will be on Saturday June 8th um at the Bayfront Homestead Bayfront Park the CH the party is to say something today and I never do about I will today actually I went to Washington like last week and usually when you go and you're going to be landing in Washington the plane will always go the looking down you know what I saw Arlington Cemetery and I say wow this coming Monday it's the last Monday of March is going to be Memorial Day so I I saw that and I was this is something that I need to tell to the council we're going to be celebrating because of those people that die for us right so that's I I wanted to share it was a c story I think I hope you like it thank you councilwoman bile thank you mayor you can we're I'm in Scouts also so we always go to the nearby cemeteries and lay Flags so you're welcome to join us if you would like to do something um first of all I just want to thank staff for all their help with the first annual Haitian Heritage event it was a very very good turnout um next year I know is going to be bigger and better um this Monday I attended a really exciting event here in Homestead with superintendent does and Schoolboard member Santos there is a music program called Arts access now that has taken many different programs under their umbrella like guns over guitars um achieve Miami tiny violini which is my favorite tiny violini so they all kind of were competing for federal dollars um the same federal dollars when they all kind of were serving different ages of programming so along with the help of uh of our new newish superintendent um all of our schools in the area are going to have not only during the day music options but also for after school so that was their little kickoff event I know they want to come meet with all of you as well to let you know what's going on um but it's very very very exciting and they happen to be one of our artwalk scholarship recipients which is this Saturday this Saturday is our seventh annual artwalk Homestead at the harrisfield Pavilion it'll be a little later in the day nice and much cooler than it was in previous years so please come out it's going to be a lot of fun thank you thank you Council councilman Davis thank you mayor uh I just have to chime in with uh councilman AAL that we had a in in district one of my neighbors had their power go out and boy you're getting these calls and it's 105 degrees with the heat index and a minute seems like an hour within within 60 Minutes their power was backed up again and uh what a change what a what a wonderful change that we see responsive dedicated it's it's a it's a great thing thank you so much for your leadership in this matter I wanted to bring to my colleagues today something that I'd like to to look into uh there are organizations whether it be lenar whether it be um tunnels to tower that will build homes or modify homes for our veterans that are are uh in some way disabled okay has to be combat related I'm in the process of getting that checklist what what do you got to what what do we got to do to get this person a home when I get that checklist I'd like to share it with my colleagues and and also enlist the support of our city as well because Community Police you just know everybody you know in community policing our churches know people what people know people and they're not necessarily on a VA role uh they're but they're members of our community and they've served and they're in need as I get that checklist my intent is to give it to all of you please find these people give it back and my intent is to hand a folder of here's these people whether it be say 10 people within our community that follow into this criteria you said you do it now do it get these people squired away and uh I would I would solicit your help for that as well because as we get down into the into our communities we know people and we know people who know people and and you'd be surprised because um of course we look at the most recent conflict our most recent conflict but you know what we got a whole lot of Vietnam era guys a whole lot of Cold War era guys whole lot of even back into the Korean conflict that are still in our community and you know what they need help so I solicit your Goodwill in that matter what we said before I really meant you will it I've been all over Army installations Air Force overseas you will never find a more supportive Community to the military than Homestead that's just the way it is you guys are awesome let's carry it to this as well if I may solicit your support and I think we'll be able to put a solid packet together and take care of somebody who who is who is really in need and needs you know just needs that help thank you mayor thank you councilman okay before I get to the uh couple of appointments I I I wanted to ask earlier and I got sidetracked is the green a coincidence or is it symbolic of something today is is such a bold and unusual color for for both of you to be just happy coincidence okay all right no no subtle messages us us the guys in blue didn't miss the uh the memo or something yeah Mo's bike that's right you're blend in on Mo's bike so Mr Mayor yes so I I share with the sentiments expressed by council members on the enhancements that we've been seeing in the city I want to give a shout out to my my staff especially barara she's been on top of her game if there's power outage she's sending out email she's giving you updates on the minute and also solid waste we had a huge backlog of garbage beans that could have taken us close to 3 months to distribute but we met in my office I said listen we got to get this done in 3 days she pulled resources from public works from police from Parks and it was done within 3 days so and also my folks in uh is Wendy here and Wendy is here thank you too and in fact most of my staff you guys are doing fantastic so I want to acknowledge you guys uh stepping up it just takes commitment and courage and also determination to make it happen you guys did wonderfully well in the last two months that I've been here thank you [Applause] guys well you know since it's Myro just to to piggyback on that just the change in the culture that I have seen here as an example and I've shared it with some folks today I was here at 6:30 yesterday having real business conversations not only with Ziri but Zach was here one of our Council assistants and some others on the the manager side of the house were here and I compare that to just a few months ago where if you stood outside any doorway at 50:1 you were going to get run over by people leaving this building and be hard pressed to find on most days um upper level management and it's it's uh none of us we all know this is a 247 job and and we have a management team that that recog recognizes that and and understands that when everything's in good shape you know not when you're trying to uh to undo some of the uh how can we nicely say the Deferred maintenance that we're discovering at at every turn but I'll get off the soap box and I would ask uh approval of the appointment of two individuals one uh to the homestead Housing Authority Board of Jose fentz and Marinelli Ortiz to the community relations board good with that okay very good if you would yeah want have we moved seconded uh all in favor thank you all um oh one last thing I do have on behalf of the Rotary Club of Homestead charitable Foundation I do have a check in my pocket to the city with the $3,000 it was pledged to the Parks and Recreation Department as our gesture of good will of the uh the seafood festival um the foundation did very well and next Thursday we will be awarding $2500 each to at least 40 and based on some information we got today perhaps as many as 47 graduating local high school seniors to help them achieve their their goal of uh of going to college and that that kind of result didn't just happen without our Solid Waste without our parks department without the management cooperation it's it's become quite a uh a touchtone event so if there's nothing further councilman so I believe council members received a m I sent out lat afternoon to recognize the appointment of uh kimar Bron joining us as an ACM and Josh Ros also joining us as my assistant uh those two additions is going to greatly help Zach Zach has been carrying a lot of load in the past two months so I wanted to give him some relief and especially now that he has stepped up to combine his regular duties by picking up additional task in over seeing the thec with the exit of kimra thanks Zach and welcome on board friends yes welcome thank you all and you know I think it was met with some nervous laughter when when Jerry left and Vivian left and Julio left and they talked about Zach needing to put on his asbest underwear because he was sitting in the hot seat really he's taking that to heart and uh you know we realize how much was pushed off on on Zach over the last last few months he's R risen to the task come in t go turn your mic on it was an amazing an
