public comment period then we will move to approving invoices um we have a couple of meeting minutes to approve vertex is going to provide us with some scheduling updates and then the main reason that we're all gathered here tonight is to review the meepa expanded enf submission and take a vote tonight to get that submitted so we can move forward with the permitting process um so I will move into updates Chris I assume you're taking this one yep um so we just wanted to give you a general update on where we are overall with the schedule um for the project so um the first uh Milestone is the meepo which Claire will go into detail on today she'll cover a couple of the Milestone dates that are coming up in June for that we're preparing to um submit to the planning board and the conservation committee um sometime around June 17th and that should put us on schedule to arrive on their boards um for our initial public hearings for both um the order of conditions and also for the site plan review and storm water permit in the middle of July so we wanted to just put that on your radar the other piece of this that we wanted to share with you relates to um some of the changes that were made on the Civil plan so I'm just going to share those on the screen for a moment can everybody see that yes yes so you'll have the opportunity to review these in detail I just wanted to clarify for the committee what we're really showing here so um vertex took the original design development drawings that you all had an opportunity to review and we overlaid them with where we are from a draft perspective with the current storm water um permit drawings the ones that we would be submitting for um planning board approval and the green um so the green number or lettering and numbering and drawing would be the new changes um that differ from those previous drawings so while it's not overly clear in a lot of these where that occurs um we wanted to give you an understanding of um the modifications to this um the drawings and it takes a little while to load so I wasn't going to go through all of them I just wanted to highlight um one of the big changes for the committee so that they were aware of it and that is that um previously we had talked about having a um a small detention Basin this would not um or thinking that this is not necessarily constant standing water like a pond but it would uh and that it would clear within 72 hours after a storm event but this has actually been extended um by a good amount to extend it past the um to the backside of the field um that separates the two playgrounds we also wanted to um revisit a discussion that we had as part of the previous ve um at the time we had talked about how many Wells the um were required to support the school and we had said that um we recommended cutting 10 and the committee made the distinction at our last meeting on the 23rd to keep those wells in the project for now to provide for additional um support for a future addition we had since gotten an update from cmta Perkins engineer um who had done a comprehensive analysis of the well count and they determined that for the base building as designed they would need 100 Wells which is 20 less than we currently have to support the building we also expressed to them the concern that the committee had raised on the 23rd that the number of Wells um would need to uh would need to support a future addition potentially and that was the discussion where the discussion led us on the 23rd to have 10 additional Wells available so that we could support that future addition cmta felt and they sent us an email to this effect that um they could support the addition with an additional 10 Wells which would put the total well count at um 110 which would be that same 10 well reduction that we talked about at the last meeting I bring that up now because in understanding um these modified drawings and I'm reviewing these not because they're off the agenda but because the submission to meepa includes these storm water plans because I want the committee to be aware of the extended um retention Basin and the likelihood that we would be able to eliminate 11 or 10 of the 11 Wells that are shown here and relocate the um the 11th well and still be able to meet the requirements of the building plus the new additions that we had to um that the committee had been in favor of so we wanted to make you aware of that so Chris sorry before we turn into questions can I just clarify so the detention Basin that is being displayed on here that goes up towards those Wells is that the new detention Basin size that is the new detention Bas we don't so removing well like the detention Basin and the removal of Wells are not dependent on each other um the wells would be would need to be relocated to some location because you'd basically be putting your wells in here and then um your detention Basin would overlap okay so um I would like to I think for expediency sake I I I want to kind of split this into two separate conversations the first one is does anyone have any questions about the expansion of the detention Basin specifically we'll get to the wellfield secondarily but let's start there before we get too wrapped around the the well question yeah I have a question on and I I forgot if we talked about this but what is the Assumption in size of an addition that we're considering for those extra 10 Wells it would be 18 classrooms so um I I I had the number in my head and I didn't write it down um I want to say it's it's roughly a thand square foot net or um a th000 s foot gross her classroom I think we uh Dan or Bob we at 9 is a classroom 900 so um when you factor in uh 10% for corridor and stairs and whatnot roughly a th000 square feet per classroom okay thank you and that would be uh the configuration of that would be one classroom on either side of the hall extending out of each of the Wings on three stories so that's roughly 400 students then that 22 of classroom yeah I'll check the math because math in my head has not been working well for me lately yeah it's 18 classrooms for 400 students yeah thank you other questions the uh Chris the um the addition of the you know expanding the detention area that's because we found this detention area wasn't able to handle the amount of water can you explain that a little more um correct me if I'm wrong Dan because I know we Sammy Otis wasn't able to join us tonight um the test pits that they had done and you can see those indicated in this symbol right here on the plans um they had done I think nine T pits in total and on average they found groundwater occurred I think uh 7 in down in a lot of the test pits um so in order to deal with the wealth of groundwater that the town has on this site um the uh slight modifications to the storm water system were necessary so I believe they added this is a um an additional structure here to deal with um some of the storm water as well as a slight reconfiguration of um excuse me of the chamber infiltration system that was here um I don't know the net to net numbers on the the chambers but it I believe it um the reconfiguration here was necessary and they also had to um provide some additional storm water retention um in these areas as well so we wanted to flag this for the committee because this is representative of what we'll be moving forward to with meepa so around the wetlands area we also needed some additional um infiltration system and those are um if you've ever been on a site during construction they basically look like plastic shells and they lay them over um gravel and it becomes a void where storm water can go and um be retained while it slowly percolates into the Earth or leaves the system throughout two more two more questions um all of this additional stuff we we're budgeted for that um we remained under um budget at the last estimate so we'll um we probably I think that this likely fits within the um amount that we were under budget but um based on what cmta has told us we would suggest that we take the um the reduction in Wells to lessen the impact of the additional storm water drainage we do have ample contingency remaining in the budget can I clarify that for a second because I'm not sure I follow it exactly so are you saying that so in the last meeting the construction estimates came in well below what we had seen before but had not those estimates had not taken into account this work so this work will bump those back up but you're saying before we take the wells we still think it's within but I think we'd have to estimate it to to know for certain um because obviously we haven't done a calculation of these additional elements these are really informed by the additional um storm water test pits that were done as part of the further evaluation of the design we do have ample contingency and um permitting allowances within the budget currently so without doing an estimate I can't say for certain where we would land but I don't know that I've seen anything here that makes me overly concerned that it would not fit within the budget the original budget the the the budget yeah so I I don't know I I I would love I I speaking just as one member of the committee I'd love to get more of a an estimate on that because that feels a little bit order of magnitude higher than I would have thought in the way we were having this discussion so I think we'd like to get some sense of of what we're talking about here Dan do you think you can reach out to your estimator and Sammy Odes and get just a rough order of magnitude of what this increases versus the DD yes okay sorry Tim I interrupted your questions oh please those great all right um my final question is with the expanded detention area is it still going to drain within the 72 hours or is it quicker or slower or there's going to be water left in there D I think on Thursday when we reviewed it samot had said that they planned it for 72 hours to drain yeah there's going to and there will be water left in there because the water's High table's very high I think that's when the reasons why they're increasing this so much they have they're trying to capture and make sure they capture because they know about the southern neighborhood concerns below us so that's one of the reasons why that r that retention Pond got almost doubled because they're very they're getting to the point where they're feeling that we really need to make sure that we have ample space okay um so we kind of already opened up the the well questions so we we'll see what other questions we have for that but before we we dive in um Chris are you looking for an action tonight around no This was um this is uh I'm purely based on I wanted the committee to be aware that the storm water system had expanded okay as a result of the increase in uh or the further investigation of the site and so in the context that we'll be submitting this as part of the meepa um submission as our solution to the storm waterer um issue we wanted the committee to be aware that um additional elements had been added to the system based on the additional information and work that was done rather than to have the committee learn of this um when it becomes a comment from the state or some other means perfect okay any other questions from the committee okay I the only other thing I'll say before we move on to the the next uh topic is um just really appreciative of the work that the designers and samas have done around really being thoughtful about the storm water we know it's been an issue that's been expressed by the public as a pretty significant one so um we want to make sure we're doing everything we can to mitigate this and keep it as you know as zero impact as we can so I think this is this is a good thing anything else on schedule updates um uh nope I think the rest of it really falls under the um sort of meepa envelope okay let me just do one 30 second sort of scheduling is update just to let the committee know um with the support of vertex we are beginning to do individual Outreach to a Butters along Hayden row and also along the southern side um to start talking practically about mitigation um effort that will result from the uh from the road work and just the school being there in general um so those will mostly be led by um so Mike and I will be having a lot of those conversations with the abuts with the designers and and the project managers and we'll be bringing back to the committee what some of those recommendations are um but we'll do some initial discussions and negotiations with them to zero in on what they're thinking what we think is reasonable and bring that back to the committee for everybody's input but just wanted to let everyone know that that was underway um so that it's not a surprise when that stuff comes back and with that I think we are ready to move on to the Head L item of the evening which is meepa so Claire are you taking this one so um um so Claire's put so just as a little intro um you're all familiar with why we're doing meepa and um why it's necessary we've talked about that at length um LEC along with all of Perkins Consultants have put together um the actual document that is necessary to submit to meepa and so we asked Claire to join us tonight to go through what some of the upcoming mod milestones and what's within that document in terms of the things that that are being proposed in advance of submitting it to the state we provided everyone with a draft of that document so you had a general idea of what was included within it and so we just asked Claire here to give you the brief overview of um what will be happening next how it will work any changes that might be in the document from what you had previously seen and give you an opportunity to ask any questions we'd be looking at the end of this discussion an endorsement vote from the committee to submit this to Meo we've already reached out to the town manager to sign the document um but we would be holding it until we receive that endorsement from this committee thanks for the introduction Chris uh for the record CLA hogon with LEC environmental Consultants um in collaboration with all of the team members and Perkins Eastman vertex as well uh We've prepared the expanded enf submission that is to be electronically submitted to meepa and other um agencies on a distribution list that is provided by meepa and that is due by tomorrow uh at the end of the day so we'll submit that and it'll be published in the environmental monitor uh available online on May 22nd following that we will be signed a an analyst from meepa they will schedule a scoping session typically that is held virtually and that session is attended by the project team uh to provide a project overview and uh meepa um any interested agencies from the distribution list or interested members of the public can join that meeting as well um to provide any public comment um public comment is also open uh for any of those folks uh whether they can or cannot join that scoping session up until June 21st and that's when the comment period ends uh comments will be provided to meepa and the analyst will provide those comments to us um we have the opportunity to respond to them um and if needed we can request a an extension um but if it's not necessary we expect the expanded enf certificate to be issued by on June 28th and that is where the uh secretary will um outline the scope of the ex um environmental impact report which will be submitted uh following receiving that certificate okay Chris you're on mute you're talking I assume to us not to yourself sorry yeah was trying to talk to you um so I know we talked at length about how meepa is a very long process so um Claire if you could just elaborate the June 28th certificate is step one of a two-step process and so can you just elaborate on what step two looks like once we are get to the um environmental impact report yeah that's right so uh step one ending on June 28th pending any um requests for extensions uh we are given the expanded dnf certificate which I said like I said outlines the scope for the uh environmental impact report or eir um and along with that scope uh that usually outlines any of the comments or any additional information that the secretary is looking for from the project team um that might result in some plan modifications um or just any additional information that we did not provide in the expanded f um so that will take some time for the team to pull together any additional information make any necessary revisions to address comments provided by folks during the comment period so it's difficult to determine exactly how long that process would take between receiving the certificate and planning to submit the eir um so you know we're hopeful for for a good schedule but it's sort of uh wait and see what they come up with uh situation there okay so with that are there any questions regarding the mea submission or the process that Claire has just outlined John the only question I have I'm reading through the whole document at the end it talked about the public involment we held the meeting uh unfortunately no one from I I guess that Community attended but did say there were 17 people that filled out a survey was there anything on that survey that constituted a red flag from your perspective any concerns that came up during that survey are you asking me to address that I'm not really sure who it's just that was there I can at least give you some context on the survey so as part of the mailer that the esbc authorized to send out to all of the residents that lived within um the environmental justice Community we included a survey that allowed people to comment on the overall project the comments were overwhelmingly positive um in the aspects that are noted in the report there were a few people who commented about uh largely project cost um and growth within the town which as we know are not comments that are unique to to just this community um so I would say that um while the 17 comments would have been nice to be more um so we could take more information from them um generally they mirrored the cross-section of the community that have shared their thoughts up until now thank you any other questions okay uh hearing none so Chris I'm going to look for your pushes on the motion
