the composition who would like to take a a start with this I'll just briefly go over the committee don't have seven Scott sugges seven or nine is now to um Theon from other Town committees and commission shall be proposed for membership to the board selectman and also appointed and then that's a suggested change usually reads as all sh Ser pleasure of the select board that's going to be award preference shall be given to ensure at least one member of the hotel as a this composition they before another add-on is one member has information and Technology as opposed to social media screen and one member with marketing Communications public relations experience and so let's just taple that first well but um going around the table do you have any [Music] suggestion okay we going to take tackle this first paragraph first conversation Scot my um Bob did you have any suggestions on this one yes um I think we should do away with allp thank you for saying that because I think we should all just be full members to me they just have a murky seems like it will be CLE all right that's the first correct well we get to yeah this suggesting seven Jamie how do you feel about that change that making everybody full member that sounds L yes I I would agree with that if the total members are s yes more than seven makes to whacky okay so I have you know I like that idea I'll way well I just kept the original one because Eric just told me before that it's a good training EV so I was in the camp before so I'm on that just record that so it's a good training as ER said but you know I de with whatever other I'm on that to Eric's Point i s we're all members decid to keep the Alternatives which I think in our case was productive um okay so um any other discussion on that Eli did you have anything you wanted to share uh no sounds good okay good so we're saying going from like because currently how many are nine n no no was saying what is it and it's it's members with two alternates currently so we're just saying n include two alter right now whatever I thought it was theing but whatever I think we draw an agreement that it goes to seven full-time members and no alternates yes that a one of us here is be [Music] well my understanding I don't think the SEL for the parking VY let me take a this will be seven full-time voting members and the board of the select board should not have a position on this point what we have have now is is voting member and their member has never shown up with any consistency so I think we should have seven without a select board and the other was from but when we first Destro remember this when we first had this first started to select Bo and he was very involved however he refused vote because he felt um that he was there to help guide and to carry Communications back and forth but felt as though the committee needed to do its own work without interference from the he also I still remember this he felt as though when he went back to the select board at the end of the day he got to vote he would then be getting proot and he did not feel thater so the select board is probably going to appoint they probably will appoint someone whatever this committee CHS out to be and they will probably be a number but so if we St seven excuse me the I'm actually here my St I st that I took the point I think that if we are presenting options and we are again this is the with the assumption that we have periodic checkpoints them like like schedule checkpoints not adoc then I would say that I don't think we need a select board remember they can attend they can weigh in they can see we can consult with them in any way we need to but I don't think taking a regular membership that's that's a point and I don't I want to say that the select board has a a member of their select board assigned to each and every committee and board in the town but they're not necess members they are a member of this board they're not in other so okay so I think we've got that but they shouldn't even be a member okay the other thing we're talking about seven members but if we have um a representative from Parks and wck and the representative from what's the other committee the do we bu that up to [Music] nine with the way I have it here it still counts to seven so I have the tcmc tcmc parks and rec Conservation Commission and it still comes to seven four members not five correct okay so tcmc and then the remaining four would be MERS okay first four incl [Music] twoes tcmc K and park okay [Music] [Music] everyone all that [Music] yes let's see [Music] no add to this no think of it this way and I think says perfectly clear and at the end of this exercise we're going to be all we're going to be disbanded and the inent people going have to be so our job here will be done as we know I believe that's the message I got from the select board at several of our meetings okay so what we right now question I added that paragraph I didn't know be contentious you guys but I added it for this reason that the Leons don't have to be a member of committee or commission recommending it so say if for example by Jan said the K or whoever sorry said you know what K's on the planning board she's said experience we would recommend k then Jane is her job is to have a b two-way communication the parks that's why I added because we wanted we wanted flexibility to be able to have it um where people would exper qualifi are commit to just get rid of the parts and wreck the they don't care about it well Cy C because particip not for pars and rec expence that she did on the board she participated because she was a good worker well I take exception to that because I can remember going on many multiple field trips with syia going through EMC Park particular she had on this for that's right but she was a valuable member all right so so SE issu so so we can discuss one or the other but but I would suggest we focus one at time so so I honestly I was taking our prior discussion from this group I this is I suggested that we stke that and I got push back in the group and I was like I don't feel strong okay so I kept it in there all right I think Jamie had a thought um I was just when we were talking about the numbers and I pulled up the roster I don't know if this is relevant um but right now Bob and Jim are existent probably because the terms expired last June so I just I don't know if because appointments wer weren Rea um we've technically lost two members just since last year so I just like just as an awareness but but I think you know in defense of paring we member according to the roster I don't care what the rer if you are a member until they replace you with someone so you only the term is not someone can resign okay two two points one is suggestion that parks and be eliminated the other one was that they didn't have to be I my they didn't have to be necessarily an active member of that committee or commission to be members so we could discuss one both of them but I think we should discuss one of the time okay so I think I should clarify this right away the way it's currently handled by the town is that for instance it happens all the time all the time but it happens PL because we have on that go all over the quite often people on the planning board do not I'm not interested the planning board in the past has taken a request from someone on the outside and that person then comes in so I think this this it's good to have this language written out but I believe this is the way yeah you know one of the points we made last meeting I think was last meeting was we don't want we want to create as many open paths for membership we don't want it to be obstacles to members again I think by allowing this some required it's allowed so if an active member is appointed recommended great if not if one of the members doesn't want to do there someone that wants to be a member of our committee that can't be a large go to whatever conom or you know and say you know I'd like the a member would you nominate okay so we're all in favor of keeping that language then me our members need to be need not be a current member of the it's just what you just said well when I would do is I would have if a ARs and record from give us someone then the select people can can or can't can it goes to I know then it takes it out of the I guess it could be the same thing the same person can go to the select board instead of but but it takes on part of it right obligation to have communication does anyone agree with Eric not sure what [Music] by AR of I think that's okay that might way now it com to K um so I'm a m of oh I can also add further history to this in the past we had other Theon members of the sled board suggested that we have in our charge for the longest time we could not any on board to be interested at all neither did anymore from the outside go through planning board we asked the select board to take a look at it and they did away with that Lea position so ultimately it would end up at the hands of the select boy if the committee at the time thought that there was a problem with this the select boy can always change this and make it ultimate can I make a suggestion s member board two one from H one from the trails so bu that large 2 that's fine else I agree with that okay but I give you a practical so practical example of why anothere why be a besides because right now I'm not sure everybody else in the committee has the time to commit that is that's okay the alternative is it comes up for reappointment and ioint let's say I can't for whatever reason I would be able to say Jamie there no Committee in this theair clue what we're doing pull out of that's why we I think no we need tcmc con don't give us anyone we go to the people and say please appoint someone all right let's see if we can move past this everyone feel comfortable with five fulltime members between the thank you the next paragraph is um an active member from the up car Trail shall also be voted by the EMP Charles for the majority to serve as a voting member of the pcmc okay Bas excuse what did we where do we end up on Lon numbers two that I think we all agreed sound like not be current members I I still that okay if they want to take open appliation okay I don't think we should have fiveing committed means if you interviewed by the SM people anybody yes but nobody's going to apply for to Scott's point if somebody were interested part and Rec for instance did not have anyone then somebody that was interested in could volunteer and be a member respons to that was just throw but I don't think it's that big of a deal um okay so we they're changing five members at large the Aon shall we're getting rid of the Aon Al together and we're get no sorry about that we're conom and the active numbers and then the alterate numbers we getting that like did you understand what we're trying to do that okay all right so all the language V ultimate numbers okay good length of the ter well this is as it was written before anyone have any Sugg staggered and board manag that no that so that we are don't finish up at that the term paragraph is where the language about okay Vice chairs uh every two okay so this the chair and the vice chair of the committee Shall Serve up to two consecutive onee terms as chair and vice chair and they not serve again in that role for two years obviously that IE serve more than one year or two years in position because back the time they know what down I just thought do not have to rotate they have had Che in the select for years years they don't have courtesy courtesy chair I was a from five years and three them care with consecutive terms we did good thing it does depend on composition of the committee Jamie did you have a thought I I feel like it should be discussed more than just because this is what our F was recommending like this language it was in both okay okay um here to share what his reasoning was with that [Music] I other I would suggest that there is defitely we're listening to community there people feel like the board was making decisions one way they got to listen and I understand that like when a board never gets any Spotlight on it and it's had the same chair forever no one knows that so in a situation where some people disagree with decisions being made they felt part of the reason was because there was cideas so understand that's where the select board heing right that's what came up and so we have to at least stop and consider that input because how manying dat Express a very negative opinion of our existence right so we can shake our heads at that all we want but I would argue that our goal should be to do what we can to address and continue on with the good work that we do as opposed to trying to tell everybody else win that we're right you're wrong so we change this language to instead of B so that every two years at least this put it we because it's it's charge charg so I think you know I know I get we seems like you know maybe do matter understand as a majority person but but the R I think is that the expertise is not leading the committed Jane I think has done a good job of being pretty Democratic about weighing in taking input and feedback from the various members of the committee right and that's what a shair should do so being the shair is I would hope would not be an right it's not their way or the way right ites good to get worked sorry just one more sentence I think um so therefore if we have a big process and we have the same membership and the expertise remains a good chair will facilitate and the group is based on a majority vote that vote is not leading of the committee of that expert or the chair or whatever that's the rationality now what I would be willing to I guess sentence number two is to say it says up to for second year so it could be one year if someone is to do an awful they get voted out and maybe instead of saying can't serve again for two years you say for that one year or you don't even put that second cost and you don't put any limits on someone the ability for someone to to be reappointed so there are obviously a lot of instances and committees that we think someone thinks someone's going to do a great job and right so then they can get voted out and the person that did it last they say GE that last person to agree put it back in but that's my okay thank you um just want I don't think this should be a winning on how many times person chair the committee always votes for a chair from who is I can't any better to be chair of or chair of CBC or frankly chair of it takes a lot of work takes a lot of commitment which I I don't everybody know um I don't know I know but there's no other no other committee that would attack we were so I would say be a limit of many times be chair if not voting not voting in v v v chair we don't like what the chair is doing as a I agree every Comm except forel board and select [Music] Bo they all reorg after meeting that's the first thing supped to do by the way so how How would tcmc was he this I being share forever who the chair of Appropriations has been a chair forever okay and the guy before him was chair forever the chair of the historical committee has been chair for at least seven or eight years last the chair at Community preservation committee has been chair for five years that I know about this time virtually every committee has had that except the well no no they all do that every yes I of agree with the reason that we're different the fact that we actually getting disand take that into we don't know if we well okay I think um I I I understand what you're saying about the other committees in town and I think we are whether depend a little how we V on this issue so I don't think it's a good idea in general I agree on that weird circumstances we [Music] right that anyone else before Jim goes again yes um I can see the potential benefit to Ken's suggestion of saying for the next five years will be a rotation I do think that there's benefit to rotation let's say everyone on the committee felt that Jay and Eric were the absolute perfect ideal chair and vice chair worst case scenario with this sentence they swap places that actually works under this sentence or maybe there's actually an effort to help new people get involved and take over some of the Lo that's so difficult it doesn't say that the prior trainers kicked off the committee I would imagine that everyone here is interested in collaboration working together together working towards a common goal so if there needed to be any questions or check-ins I imagine the former trne would be happy to do that so my opinion I think it would make sense to keep that there and if there was a concern about how long that would last I could see a benefit to saying for the next five years um anyone else Bob [Music] does it say that you can serve two consecutive terms they not serve two consecutive terms so I guess my suggestion for continuity would be be cons two consecutive it says up to two one right I think like all you do that I I think they someone is doing a good job if the commit wanted to keep them on and St on second row to get further good task makes a lot of sense I hear both sides of the argum because I understand that often times there's only one person who's actually interested and forcing somebody who's not going to do your job is a good idea I think will surprise you if you give them a chance and it might turn out that chair doesn't have to work everybody knows how to do something thanks chair does think former care would be able to still do a lot of the things so there are some good things about rotation I also I do see hey is difficult so I think we should this carefully as all try to say not simply Shake our head I've never heard this before maybe we set a tone all the boards this and then we don't get St old boards they just keep doing the same thing and it's not to anybody here I didn't that way SPS kind of like this is how it goes they don't change so it's not necessarily a terrible thing to set pres I think it's do I think it sets a dangerous precedence for Prest obviously people have problem with this part leadership no other order Committee in this town has been attacked for in the personal aspect that we were excuse me they haven't gone after the terms of memberships have and they were allowed to to finish their term um there was a move to dis but let's not get off track I I think it's a personal front and it's a Prejudice this Jim you have something to say Yes um there are do I um and I I challenge anybody in this town to present Real factual evidence that this committee has been dysfunctional committee has not been dysfunctional and I that the fact that a bunch of people follow one person atun show I opinion and uh what people think show some evidence what is the evidence that we been there's absolutely none challengebody I don't think just be there it's not going to be other committee and I sure don't think you're going to go to any other committee and make a wholesale change every committee to adop this High Ro because as Eric said comme should Chair by people who are committed to it and are doing their job there's no bias in any committee chair that I there's no bias there no uh buing no the membership to follow along into footsteps so I'm against 1% okay well I think we can we've all set our piece I think I think that this is going to call for vote mentioned that we think that this might be important select have voting on this [Music] so I make a motion that the leadership of the committee
