start all right we will move on reports from staff City administrator land um I wanted to update everyone we're still going through scheduling with the East Range joint water board and so we're working to find a time that works for all parties I will update you with more information once we have that meeting I also wanted to congratulate everyone who won their elections and I also wanted to point out with the additional unfunded mandates from the state uh we were shoulder a hard cost of $1,371 65 in clerk's office overtime however it's much harder to account for the reduction in productivity for the 47 days of absentee voting elections please be kind to staff for errors or oversights from the past couple of months as we're pretty burn out over I also wanted to point out that we received the EAS range times bill it is not in your bill packet for this month but I did want to highlight we put in five advertisements in the month of October and our total bill was $2,000 $743 195 I'm going to compare that to mavi Tribune where we put in six advertisements and it was $1 14120 so expensive that is the cost of advertising with the Easter range times and so we do get a lot of feedback about how people wish we put a lot more in there but for example that utility ads we put in was $963.66 and so I and I know for one of those weeks most to LS addresses did not put a shop and so that's that's a really significant cost we have with advertising with them um so I wanted to highlight that for the council would it be worth considering switching to the mavi B the masabi Tribune is our legal so that's the one we have to advertise in and so we do put our legal ads in there um but to allow for better publicity we also advertise the a strange times what be worth have a conversation with them with Aurora and W to try to negotiate a municipal cost versus we can definitely look into that y thank you you're welcome I also wanted to highlight that the I met today and we were awarded the $250,000 grant for the ho Lakes wellness and recreation center phase one and so we will apply for a phase two project in their next fiscal cycle as well for another2 that's all tonight thank you thank you Public Utilities director all right uh start off everyone should have got their letter in the mail for the lead service line inventory that is the final step as far as what you guys will see um that was mandated by the state and the federal government we weren't allowed to change the wording in there I know some people are confused they're seeing um unknown as a waterline coming in we know 90% of them lines in town are copper but the state and feds are being pretty picky about looking at them photos and our inspections so at this time they have detected one L service line in town I went there and verified that myself it is copper so we have no service lines in town that need to be replaced currently and now they're trying we need to update this list annually uh there is rumor going around that it's going to be a quarterly thing but I'll let you guys know more once I get a final answer on that so you have to spend the money to go through everybody no the the annual portion or the qually portion if they go through it would be to update the current list we have the big push they made initially was just to get the lists started throughout the country so now I just need to if if a house sells um and we find out do an inspection for any other reason reason you find out that oh this one wasn't recorded we can check it out okay it's C we now basically how many homes in town do you have that you have not been updated on so far uh I don't have that number off the top of my head I are we talking or no we're talking hundreds so we not everyone in town cooperated so we have that are unknown we have one in particular that said don't even send an inspector to my house so that's something we're going to have to talk about on the back end we put an ordinance in when you sell a house have the city come in and inspect the line for our records I mean what does that look like how do we want to go about it because the state's going to keep this going they're going to want to know and we only have so much power to do it so we can't just force ourselves into someone's home and inspect their life so we hope that if anyone hasn't been inspected they' like one of us local city employees to come in and look at it or if you want to send us a picture I can pass that along to bolman L and we can update our inventory but we don't have the complete Town inventory so we have to put unknown and then based on what the inspections came up with we have so many inspected it's reasonable to assume that their copper as well we just don't have it verified so if course would we possibly be a up in front of the yard where the shop is and find out what the service line is that's another step they're kind of him and and ha on um I've heard rumors that they're going to make us dig up and identify what that line is out the R2 um at this point the guidance is if we do a curk stop repair record that address of what we found when we got down I don't think they're going to get to that point where they're going to mandate that just because the cost involved with that and that's and we'd have higher approv specifically for that for a couple Summers you know and we're a small town imagine a big city trying to do that so that's the main thing we have aside from that even up with the water plant we got our Mages and the affluent down to zero which is phenomenal so we're actually removing all of it it's a big change from what we had earlier this year and pluging away all right have a note my hands of what I was going to ask you after last special mebe yeah you're talking about the budget something about a projected cost May oh of um uh utility bills and that was Jake Crystal okay as part of the engineering presentation one question for Becky on her statement there is it worth for the next election is it worth trying to hire a temporary staff position to help with abente BS or we go back and forth with that in the office um so you know some days really really busy and it' be amazing to have an absentee ballot judge in there with us other days it's really really slow and so it's really hard to predict um as far as the inflow about that presidentials are way worse than the off years so the next you know in two years the election won't be as bad as it is this year um but the other thing that's a really big burden is all the evening and weekend outworks that we have to work and so it it's it's hard I I know big cities do like many has an another elections Department that just runs their absentee balloting um they also do direct balloting which is something we'll have to move to um instead of doing the election absentee election board people will feed their ballots right into the machine um but it I don't have a perfect solution for you at this time um I can definitely talk with staff and some of the judges and kind of get their perspective as well what you know we throughout the whole 47 days we did this we talked about it some days like I said it'd be phenomenal to have those extra set of hands to to run SS and make sure those ballots get out every days there's not much to do so it it kind of goes and and flows based on statute you have to stay open for so many hours so many days yes y y that and that was made a change to that we used to have to only if you open um 5:00 p.m. the Monday before the election uh 7:00 the Tuesday of the election and 9 to 3 the Sunday 4 we now have to be open two Saturdays before 9: to3 um the Tuesday before the election until 7 on the Saturday and Sunday before the election 93 both days 5:00 the day before the election and 8:00 the night of the election so it's it's quite a bit of additional time you know previously we had discussed hiring in this like an assistant level City Hall there we ended up not doing it and hiring Summer Staff just to help with some of the other responsibilities in the city hall office um that work kind of piles up a little bit and then is any of that still remaining or built up yet for election time they canally do that during their not busy times well election time is so time sensitive so you open for absente to ballots 46 days before the election and that kind of stuff um I guess question is whether you work for them to do dat entry stuff or project when they weren't busy with elections but they be working on something else oh so like re hire an election yeah yeah there's there's projects and stuff did you have like an on call for you know like I'm retired now retired you know comeing when you need it but they'd have to be trained the judge well the thing of it is so we have someone at the window who wants to vote or we GNA call someone and wait 10 minutes for them like to the absentee ballots oh we do the absentee ballot board does come in okay so that that does come in I'm talking about the people who are at the window to vot you can't predict what days or times it um the the other thing is we had never received absentee ballots on the weekend before but this Sunday we were open we did have some people VA so it is being utilized yeah something to think about you said another year so maybe before the next one we'll have to think about it again you guys with that three and a half years all right reports from elected officials counc Bo um only think tonight is the this November meeting for the S club was cancelled um the next meeting will be Wednesday December 11th at the BFW um actually tours of the building they're now going to do some tours at 6 o'clock so anybody wants to check with the new clubhous there that's December 9th December 11 before the meeting and then the meeting itself uh start with the general meeting General anybody any member uh again that's up BFW at 6:30 that's where they're voting for board members things like that and then the board meeting will follow immediately after that general meeting is over and who interested and walking through the building compensation for vacation time overage because of the hours they work that was decided that they should be con compensated for it because it was forced mandatory hours and Tim talked about how they were just one person away from being fully staffed and it was pretty much yeah they were busy a lot of calls recently I guess like all local PDS are currently thank you all I have is congratulations to all the new council members forward to another two years seeing what that brings for us in Ho links then we're on to Old business 10.1 orance regarding Zoning for our core uh I the only update I have for this is that the Planning Commission is meeting next week and we'll discuss the and that is the trailer court clarify that 10 two ordinance regarding dangerous doobs that we're working on this Aurora right I have no updates on that or next I have one question on that tonight we discussed it I asked that the term of using the dogs research be stricken from that was that but we haven't yet met with I do have it on it's just I understand euthanization but to go through and use for research right 10.3 ordinances regarding prohib prohibited animals uh I only have one update and thank you to steuart for pointing it out um I totally missed in the Del ordinance that you can have chickens in Parcels smaller than 5 Acres but it requires a permit and so I apologize for that the information been corrected in your packet you have the most recent information for the public forum next meeting all right we'll discuss that further the public forum to new business 11.1 appointment to the library board uh so this appointment was requested by the library board and they are asking for the term beginning January 1st 2025 that's due to someone leaving the board all right is there a motion to appoint CH to the library board been a motion is there a second support all those in favor opposed motion carried 11.2 resolution for the Lakes wellness and Recreation Center from the state of Minnesota so this resolution is required for that bonding money that we received from them nich did look it over he said of boiler fund to accept the funds yep accepted funds indicate that we have a conflict of interest policy that we follow it um making you know making sure that no one's getting kick back what will the funds be spent uh it's for the L Arena project yeah I understand that yep and so the project we're doing out there includes uh repaving of the parking lot and sidewalk building a new ice plant building replacing the ice plant in the floor um with an ammonia system lighting 88 bleachers wheel tra lift and uh new doorways so it's just a general for the for the whole project yep we received $1.75 million of bonding for that and this is to that it kind of started as we need to replace it's breaking and we longer insured on it and they qualify for additional funding comes with a lot of the ADA requirements so doors we put bleaches [Music] in so forth all right is there a motion so move a motion is there a second I'll support and support all those in favor motion carries 11.3 bson and Men Supply preliminary engineering proposal uh so we are uh subject to quite a few duplicate meetings so a lot of entities are having their meetings tonight from elections last week you know they've all moved their meetings tonight so that's why Mitch is absent it's also why Jake cisal can't be here for this I do request um I do know that there were some questions specifically wanting a r study for what the joining with the aora would increase rates um if you have any other questions on this engineering study let me know and I will get them to Jake and we will consider it again at our next meeting and he can be those answers weing this I do yes make a motion to table us and does that mean a second or do we just does it need us support 11.4 2025 to 2027 Fisherman's Point C man um there are a few dates in there that are wrong specifically on you know where the years are cing P to 25 um so those will be corrected prior to Signature but other than that um we met with the hulls they're doing a really great job this will be an increase from their previous contract but we had an increase to for S years I agree they've done a great job up there L compliments on the things that they're doing yeah I I know we started the contract somewhat cautiously versus going out with AAL firm or something that have done it before but I think it's gone great and I'm happy to see that they're willing to sign like a longer term contract it makes plenty of money out there so we can afford to BU that up a little think yeah I see it's it has been the same as in 2019 and I think they've been doing a very good job so this does look so the money the point makes some of that money would be going to them yeah yeah so uh all the the point money all stays with the point right so it's not coming from residents to PID no nope nope this is all Revenue produced by what's done with Surplus after there they it goes into a committed fund specifically for Fisherman's appointment improvements um which is why you know we had like Thomas was complaining we had a loss on our audit because we had taken funds out of that so we had you know $600,000 saved in that fund and then we built the B house and so when we take money out that then we have an audit loss um so we we took money out of reserves from Fisherman's point to do that um you're probably the next thing you'll not to improve down there is those water lines to within 400t of every so what he Surplus just goes in that fund to help maintain improve all right so there any other questions on the contract not I will need a motion to approve I'll make that motion a motion I'll second that motion all those in favor I opposed motion carried 11.5 resignation from the Department so there is a reservation from Brook p and Ali saying that she's putting in her two we notice from the ambulance dated October 20th so I just wondering wasn't she recently yes6 2025 Li license application so you typically approve these pending the receipt of all documents so once all their documents are submitted to the clerk's office we'll send that request on in state and their licenses will get approved for 2025 it doesn't look like there's any new additions or changes the same three that have been in existence for a while there would be a motion to approve those Li license applications is there a second support all those in favor motion Carri 11.7 ordinance regarding the 2025 fe uh so this will the first time you're seeing this after the budget meetings um the did make the changes to the golf course as recommended by the Comm other than that if you're okay with this I'll get it posted so you can approve it at the first meeting in December you wanted to discuss some other changes we can do that and I can bring it back to you uh just so you know if you do not approve it at the first meeting in December it will not get into next year what were the changes to the go proposed by the go commission uh they had a few uh changes uh most of them went up $5 or a couple dollars here they also requested a senior citizen discount for green fees and changing it from her person on the golf cart to per part rental and then increasing the fee a little bit there uh also increasing golf cart storage is there anything to add you were at the meeting with Theiss no I there was talks again about trying to do the Stay and Play Type Thing and know there's some pickups there with the Audits and what can be done basically that was if you stayed at the campground you would get a discounted rate to golf the course Auditors have issues with it so I think we'll still discuss a way to try to make it work but as of right now that's I don't think it's going to happen for next year wasn't there an option we talked about instead of like a coupon to actually put it in one of these like um with camping fee yeah wasn't totally legal so so something we could add even if it's not doesn't get in the book we can certainly St promote it once the point opens if we find a way to do it and then as far as moving the electric golf carts up that was just to cover electric cost electric costs keep going up so they cost more money sore when they're charging constantly than the gas anyone want to take time to riew this and approve it at our next meeting like to bring up something I was looking at the water and sewer rat for commercial and it seems to me you know it's like twice what residential is yet we've got a service station here with one bathroom very little water you probably uses less water than a residence would be lucky seven yeah they've got several bathrooms and the bay tanks I'm assuming they go through a lot more water Jake could probably know what the meter readings are we've got two restaurants in town I'm sure they're using more but is there any way we can make an adjustment on these for places that don't have that much water usage I'm assuming the liquor store probably only got one bathroom and yet they're going to pay the same rates as everybody else does at least up to the first thousand gallons um I know it's not a whole lot of money it's not going to break the cities back but still I think there could be a modum of fairness in looking at all these things are charged out based on the actual usage so you'd like to reduce it from the minimum well yeah because and I beg ignorance on that subject because I don't know what kind of volum to use but you know like I said you got the restaurant the bar and restaurant they with their cooking and dishwashing they've got to be using more water than even the new store in Town's probably got what two bathrooms the dollar store there can't be a lot of water usage there but I think there's some way we could probably look at it and make an adjustment for either number of bathrooms or I don't know if the city keeps record of the water and sewer usage are the sewers metor on commercial or is it we have no metering on the sewers the only place we meter sewer is for Minnesota Power at the last and what we end up doing is twice a year we do a draw down on that lift station number two out there and then we can take that do a calculation with the pump hours and come up with a gallon usage that they send us they send us a lot of I water but you do keep do you keep I'm presuming you keep track of water usage yeah I have records on my laptop going back five years but I mean there should be some way of making an adjustment for the businesses that have got one bathroom and I'm guessing they're they're using less water than an average home water in so what would you like to cut off to we we measure in a thousand gallons I guess Jake can think of any commercial commercial areas that are using less than a th000 gallons per mon uh I don't think anyone's using using less than a th000 gallons a month but he is right you have like Brian's Body Shop you have the but smaller facilities yeah they're definitely not using much so store they're not using a whole I mean are we talking with the minimum being said 1,000 gallons are these places using more than th000 a month am I so i' have to calculate it I don't want to I'd have to pull up the numbers okay I understand it's not something anybody's probably ever asking about before yeah I've looked at it I've had some like going into Brian's you know he asked about it some of the smaller systems um you get the winter time when people do have to run water we give a discount from that because um the both office in particular that place will freeze up over the winter they don't keep a t running yeah so we cut that down to the way we do that is we figure out what their average was for the whole year that they weren't running the water and then chargeing based on that okay so it's typically calculated a 5,000 month minimum 5,000 gallon month minimum and we actually are charging them less than that for the minimums so the 11577 many minimum is a quarterly minimum and so if we calculated that out to the the per gallon cost it would be $766 of the hour We're charging have you ever metered a residence in town to calculate there are very few homes in town that have meters I know my dad's house is one of the few that actually has one I guess back in the day they had meters in some of the houses that is something that would help um if we did meter in town but it's kind of 5050 on how people feel about that one the if we need her in town you'll be charged based on what you're using which is great you know you get the homes with you got a big family in there yeah you're going to use a lot of water and you get the retired folk who there's only them living in the house or their husband or wife they'll be paying a lot less because they'll use it a lot less but like your gas meter too you do have a minimum that and then the meter charges on top of it yeah you're going to see that with power too typically any utility does have a minimum charge has this always been the th gallon minimum for years or has this changed so the per thousand gallons is 526 over the minimum and so if you use you know for the quarter if you use 3,000 gallons you're going to be charged 11577 if you're Minnesota Power and you use 10,000 gallons you'll be charged Gall 5 so like on a commercial water that's this, gon 1577 minimum so if they go over that then that 526 is added to that 115 right no it's the it's the charg so so you only you get charged once you hit 115 then you're charged what the 5.6 you have to be charged at least 15 before you go to so then the 526 is how is that added to the bill in the place of the minimum so we through 2,000 gallons the minimum kind of goes away and you charge them 526 for 2,000 gallons that's their yeah as long as long as they hit that once you hit that 115 threshold then you're charged for yeah because like I said I was looking at it and it just thought that okay that the 6258 we paid on our utility just for our water they're paying on that, gon minimum I thought okay that's almost double what the average home great but this is a quarterly charge not a monthly charge okay yeah so they're paying less and just to answer the question again is there is there businesses in town how many are running over that th000 gon I can not tell you that information we need to look at the and then after the audit report with last kid not running as much there was a significant shortage compared to previous years so just depending on where that bar really changes how much money the city receives for that and that affects the whole budget as a whole and then what the race have get raised to with the the Alaskan water you treat does that require anything different for you guys to do with the boiler treatments that are put into oh well it depends on what you're talking like the waste water they have a significant impact on our low level mercury the whole reason why we got into this big construction project at the waste water plant is because we had to treat for lowlevel mercury so if they get out the that will Skyrocket and that can potentially put us into violation since we have the new facility built we did go over our limit by 01 but that's enough for the state to say Hey you went over you better find your p and qes so I had to have a conversation with laskan and talk to them about that restrict their discharge a little bit what they're mainly sending us is cooling water the state does not want them putting that warmer water because it's it's steaming into the lift station they don't want that going back into the lake because they affect the fish in there uh they do send it through a treatment system before it comes to us and that's how they take care of the Mercury aspect but the unfair part for them is they're not putting that water through anything adding the Mercury that stuff that's coming out of the lake yeah it's technically a discharge so they got mind what they sending to us so are they the with their boiler water treatment any power plant like that they're throwing in anti-corrosion chemicals and other treat abely you know it's that's it's just a fact of life that it's done are they treating that water that comes out of the boilers they Dum down they're they're using it for a cooling process um what exactly they're putting in there um shouldn't be all that much um we did have them do a test for heavy metals and stuff asking them to do that test they sent it to the lab um they didn't produce low enough readings that we wanted everything showed up has less than because when you send in for this stuff you have to have a parameter there parameter window outside of oural limits it was higher so I talked to Josh they're going to have them test occasionally just to see kind of heavy metals they're sending as far as messing up the plant the only thing I have seen to mess with our effluent results has been that mercury okay like I said we had the conversation if something else does come down the line or it smells weird or whatever else then we'll have to have another conversation because we do have a discharge um agreement with them so so Dave is that something You' want to see is some numbers like from the last I don't put anybody through a whole lot of hassle but like you said it would answer some questions yeah absolutely you want to come sit down with me sometime I can show you the current agreement we have yeah I'm I'm not so much concerned about laskan the commercial topic commercial the difference between commercial rates and stuff I'm just curious what the usage is on the commercial properties as opposed to residential and like Becky said if that's quarterly it's not as bad as I thought it was looking yeah it's all quarterly but if you want to see those numbers like I said I got like five six years of data saved up if you want to see it I'll to give you okay in respect of the commercial cost of things have businesses expressed concern about costs or not know think it's fairly common to to have most municipalities the business is pay substantial amount more than like residents that's kind of how every city operates maybe it's not necessar fair but it's but is it based on supports the businesses businesses but is that based on the Assumption they're using more water you know I think a lot of cases they do use more water the restaurant for example washing dishes all day din you know when you got less potential for Less usage of water than a residence could have because one bathroom in a service station or Body Shop you know even Body Shop cars was before I'm asking that's the consider to is typically that's TI as the sewer bill as well and whatever he sends out the drain oil goes down there or something that's something got a Trigg to yeah we want to put this on the next agenda for approval maybe we discuss that or look at some of those things thing I thought of was I thought we talked about having a resident price for like rles for the arena and for the mid I thought we had disate if you gr residency for the community building the aren already pass [Music] one yeah res me Arena 650 for non-resident 450 for Resident multi-purpose room 500 for non-resident 300 for res so okay I don't think I got what You' be looking for okay um as far as do you oh yeah um what would you like that we have $125 for the upper level 75 for the lower level and then $30 for the shelter the shelter price matches the shelter Z the other I guess I'm not sure how many uses you know how many rentals we get I know a lot of organizations ask for the to be waved so we actually you know don't collect anything for those rentals so I yeah I guess I'm kind of wondering how many rentals do we have that actually pay per year like does it would it make a difference to give them a discount or is it only a few people that even pay the rent out yeah and I would say a majority of people who rent our residents I just see a kids parties of things and they're all going to Lon Lake and these little places and and they live in town and I gu I don't know why they're leaving if it's just the cost ories are better I don't I don't know what we're going to see there as far using our facilities party R that's why I'm not do you like a 20% discount for residents or do you just do a standard fee I guess doing 20% the math like get weird get weird and it would be an odd amount you have a proposal I gu I just want to see good use yeah we spent money on want see use $100 day for the upper $25 discount and then 50 for lower and stay the same for Midway is I think so Midway it's new how does everyone else feel seems want to and so we're going to request that they bring a driver's license three bills four the perfect I will make those changes um prior to posting it it'll need to be posted for no less than 10 days prior to the next meeting then at the next meeting you will be able to approve this garbage PS are I do not have PR for you yeah be your question cuz we're trying to run out the bags which should be about January about y so that's would be like basically the book takes over we need to have for the same prices yeah I would assume you use the same prices for stickers it just be easier to utilize ands stickers will be once Ser like a bigger what that is 15 two different ones large small as you sh specifically how figure would work I just I remember was talking didn't have like specific yeah so um we get our bags from range paper and so I called them for prices on stickers and we're looking for single use stickers so if you stick it to something you can't then peel it off and reuse it essentially um I asked for if they could to do two different colors or you know so like one is orange one is green so that indicates the different sizes um he's having a really really hard time sourcing that in a way that's effective like we can buy 10,000 stickers at a time but then someone's going to be count them all and put them in bags um so that's going to be quite a bit of Labor when we go to sell them and so he's still looking to see if there's somewhere we can buy from that pre pre- counts them and packages them in you know 10 10 stickers and so then when that happens Jamie is definitely on the board and you know he'll make a determination the bag is in between take it no matter what but you know if it's if it's untied because big things where the bags have to be tied and they have to have stickers on them and so if the bag is untied and doesn't have and or doesn't have a sticker he will leave it at the curve so those are those are B concerns I think he recommended a sticker type that was basically long and skinny the where you wrap it around the tie and stick it to itself and that way you can see that it's tied and stick on it versus just something you stick on the side and if you I couldn't sleep one night I was online looking at stickers and so I found a website that doesn't sheets and you can get 10 or 20 per sheet and they have fairly reasonable price so if you want me to share that information can I don't know if they'll fit the recommendations it's not a r a circle yeah sticker but yeah I think Jamie's will yeah it don't think it matters and we're not locked in forever we can change next year next order if we do switch to stickers please make them aware of the fact that they have to work in cold weather yes so you don't to bring Gage in war yeah the other thing I've heard too isely does really really little stickers and they're hard for people um who may have disabilities to use and so we'd be looking we wouldn't you know they have like dime size stickers and we'd be looking for something significantly bigger easier use yeah I think the ones I saw were probably like as big as G or bigger they were like a circle stick see that works I thinks I agree Che yeah these were like a think it was either a full sheet or a half sheet it was like either 10 or 20 or something um sheet that you could just buy the whole sheet then no one would have to you still have to I suppose you could just sell them at stores but you would have to package them you y and that's that's kind of what we're looking for rather than having someone and just cover again this the cost of those stickers go towards the Tipping Keys it's not necessarily to pay for the sticker stickers don't cost that much but when we drop that garbage off at the land fill for paper T and their charge that's what the stickery goes to or the B sounds like everyone's in agreement and I get all right we are on to 11.8 resolution setting part-time
