Zoning commission uh we'll begin we'll call the meeting to order and begin with the pledge please United States America stands Nation there any additions or deletions to tonight's agenda no sir none um approval of the June 13th 2024 M uh minutes please motion to approve uh motion to approve second second all in favor I oppose uh minutes are approved uh we've got two uh agenda items tonight one is uh an item that's on consent we'll begin with that and I'll read that into the um record it is uh the Trey hope pit kennel and it is a request for administrative permit use approval for a non-commercial pigeon kennel uh uh yfin tro is the owner and yfin tro is the agent uh would anybody like to uh take this off consent and discuss it anybody from the public would like to take it off and consent no in that case we'll uh have a motion motion to approve uh motion to approve second second all in favor I oppose um good enough uh the second item is uh not uh on consent it's a quasi judicial item and I'll read that into the record it is a spoon Bill preserve PD and this is a request for pre preliminary plan development a plan plat approval for spoon Bill preserve PD Rand Harbor Northland LLC is the owner uh stellar and mhler Incorporated is the agent uh the zoning is plann development the land use designation is L1 low density residential up to three units per acre and C2 conservation 2 um any Declaration of exp barti Communications for this I'll mention I'll be recusing myself from voting on this item my uh mother and father and law owned property that's directly adjacent to the project so just in the uh abundance of caution I I think it's appropriate to recuse myself good enough uh thank youart make sure that you get with the clerk and fill out the the required form and you're in good shape uh good thank you um anyone who would like to speak on this uh please be sworn in at this point do you swear or affirm to tell the truth the whole truth and nothing but the truth and we will go to staff presentation uh thank you Mr chair for the record Ryan Sweeney assistant Planning Development Services director I'm presenting tonight on behalf of Brandon who had some prior engagement um but we'll jump right in tonight's the request for spoon Bill preserve plan preliminary PD plan PL approval a brief slide on the PD process step one under this scenario is the PD resoning and conceptual PD plan approval which is a Planning and Zoning commission public hearing and recommendation and then ultimately a board accouny commission uh public hearing and approval uh that occurred back in January 22 of 2019 uh tonight is the Second Step the preliminary PD plan plat which requires Planning and Zoning commission approval the third step is a bullet point down here is the Land Development permit which is reviewed and approved at the staff level that's the technical construction drawings and then the final step is the final PD plan PL which goes to the board of County Commissioners so tonight they're requesting the Second Step which is preliminary PD the project s is located east of US1 north of the main relief uh North relief Canal uh west of the Indi River Lagoon and south of 63rd Street here's an aerial depicting the existing conditions of the site with the uh plan overlaid upon the site the phasing plan includes uh phase one which is uh a number of single family lots a the neighborhood commercial tract a few multif family tracks that don't have any definition to them and all of the uh storm water treatment system which I'll touch about in the storm water plan slide phase two which is east of the north south spine Road uh is another set of single family lots and multif family tracks and phase three is west of the north south spine road which is also a mixture of single family lots and multif family tracks and I should note it's as noted in the staff report none of the neighborhood commercial or multif family tracks are being defined at this stage uh in terms of design it's just they're just being designated as tracks and then those separate tracks will need separate site plans if they trigger pnz threshold which is the 25 units then they'll have to come back to pnz the neighborhood commercial more likely than not can be approved at the staff level am I the only one that this it makes dizzy uh I maybe I'm not sure uh here's the conceptual PDD plan without the uh phasing a colorized phasing just showing again the overall project layout so the storm water plan which includes um an enhanced storm water treatment system which is designed to remove additional um nutrient loading from the Indian River Lagoon as well as the fdot uh dish 3 uh includes a intake Canal from the Lagoon which will be pumped from the river it'll go into some settling ponds where it will spill over a control structure and flow through this man-made saltwater uh Wetland system and then ultimately will discharge back out to the canal with treated Lagoon water as well as the storm water that's generated from the site that's the primary public benefit of this project and um has been sort of the backbone of this project from the from conceptual phase sorry there's fdot ditch 3 as well and uh assuming once they uh you know construct the system um they're going to also request that the remainder of ditch tree be um vacated or abandoned is there going to be any monitoring on the say the uh discharge versus the yeah we we'll yeah I'll answer all the questions after let finish and then ask questions thank you uh traffic circulation plan the primary access from the North End will be from an extension of 63rd Street currently 63rd Street terminates uh just uh east of Antilles so it'll be extended to their project driveway uh and that'll be a full driveway connection including an eastbound right turn lanane at the project uh entrance and then the in yellow is the what we call the north south spine Road this is the main road through the project which will also construct a bridge um over the relief canal and will connect to uh the development to the South which is the Reserve at Grand Harbor and then um project residents as well as any Resident in a a project north of 63rd Street East of US1 will be granted access through this project as well as through reserved grain Harbor so they can get down to 53rd Street without having to go to US1 which is nice because there's going to be a lot of folks probably going to the public shopping center and back through without ever having to go onto us one uh and I believe okay so landscape and buffering plan the required the project required landscape buffer is a 25ft type B along the north east I'm sorry West and a small portion of the South so along uh the 63rd Street Frontage is their typical 2 25t type B as well as along the west where abouts commercial and a little segment of the South that also ABS commercial zoning uh once it gets into residential zoning and buts up against the reserve and River Club there is no additional buffering required and then of course we don't require a buffering for the lag not a physical landscape buffer and then in addition to that um the staff report mentions the Richie property um which is a privately owned property that two iterations ago um Mr Richie U entered into to a private agreement with the then purchaser to make sure provide basically some protections for his property it includes a 25 or 50ft type B buffer along the west uh property boundary and a 50ft type A along the south and east and there's also some additional setback requirements for certain physical improvements like homes or other structures uh that is a private um agreement so the county is not enforcing it per se but we are aware of it and um I spoke with Mr Richie today and he said it everything meets what he expects so we're good to go there he's out of town dedications improvements and conditions so uh there is a small 5-ft rway dedication to make up the full 60 ft for 63rd Street that will be dedicated uh there will be a 5 foot wide 60 uh sidewalk along 63rd Street on the south side of 63rd along the Project's Frontage um internal sidewalks throughout the project Street lighting Green Space and Recreation areas per all of our code requirements I already mentioned The Enclave parcel the Richie proper property uh also in the staff report um 57th Street is mentioned it's actually not a public or private RightWay it's a parcel a fe simple partiel that's owned by uh Grand Harbor Northland it's not a part of the project dundry but because they're current current owner or common owner we are requesting that they Grant a formal access easement because that's what the county uses to access the spoon Bill preserve um storm uh Wetland system that we currently own and operate eventually access will be granted through the project uh and that also mentions the access rights for the residents so more likely than not given today's technology residents of the Antilles and potentially other developments to the north will just be given an RF id tag so they can come through the gates and get down to 53rd Street again without having to go to US1 and this project uh when it was originally approved back in 19 or in 2019 um included a 10 years zonning reverter that's still in place uh we're 5 years into it once they get preliminary plat approval tonight assuming you all Grant it they're probably going to proceed directly to ldp if for some reason we get to having only a year or two left on the reverter and the projects moving forward we can come back with an extension but if they break ground and commence construction then they bestest the project and that reverter basically goes away so it's still in place for the time being and with that planning staff uh recommends that the p the planning zoning commission approved the preliminary PD plan pet for spoon build preserve PD with conditions listed in staff report including the 63rd Street RightWay dedication 63rd Street Extension including sidewalk and right turn lane fair share cost for the remainder of the 63rd Street Frontage the access easement over the 57th Street parcel final landscape Street lighting tree protection mitigation plans conservation easements over Uplands and Wetland areas access rights for surrounding Property Owners the neighborhood commercial criteria which are specific to when they design that area and again the 10 years earning reverter is still in place thank you thank you Ryan um any uh staff questions on my right yeah I have a couple um I know when we looked at this a while ago there was the um Public Access for the spoon and the boardwalk and all where does that enter into this it's part of the project Improvement um which would where is it in this section of the project cor uh it's in the county portion but which is there will be access to the county portion if that makes sense and where would that access be at the um here uh here at the U East End of the project it'll they they'll have access to the boardwalk system that's in the um the park Wetland system but how would they get there that's my question for the public how how did they get there through the project either off of 63rd or 53rd it most likely be 63rd because for 53rd they'd have to also go through the Reserve at Grand Harbor okay and you also said uh regarding the 63rd for the people in the Antilles I guess to come South correct is there a construction exit there or all they have a full they have a full driveway connection to 63rd Street okay off of us one then no they have one on they have one on us one they also have a full driveway connection to to 63rd okay so they don't having to do u-turns or whatever no they'll just be able to come right out of that entry exit and go a little bit further east and then shoot down through this project and then can you elaborate on the 57th Street um uh I can try what is it a dirt road now or it's like uh it's basically kind of a asphalt millings Road um and it's actually if you know where the um was originally the Sund tent it's it's like a auto repair shop right now that's that's um 57th and it's it's like a it's not a very it's a driveway if you want to call it that and would that end up being used by the public to access just the county for access to the county that's correct okay all good chip anyone else on the right I have just one question okay Ryan I'm sure this is to scale but when you look at US1 53rd Street there is existing commercial property that's already there and and looking at this of course you got the buffer and everything and what proximity Is that to the development uh I'm not sure I are you asking how far is the development from the commercial I I'm I'm just curious because right when you look at this it almost looks like the development is right on 53rd with the buffer um yeah so it it goes all the way down to the north relief Canal uh and then you have starting north to south you have um there's a assisted living Memory Care Facility that's just on the other side of the canal then you have a a bacon parcel and then you have the drugstore and then you have 53rd Street it's few hundred feet but the the north relief Canal is also 200 feet wide so gotta it's pretty it's and then they designed purposefully at this um Southwest Corner that this is a like a preserve area as well you good yes sir okay any questions to my left just one thing now I I know Mr Richie owns that property where they're supposed to put the buffer up we have no no measures no levers whatsoever in this if they don't put that up that we can't come and make them do it because I would hate to see this to be all in good faith and it didn't happen for them because I remember him being here and he was very adamant about having a buffer around his property perhaps I should rephrase what I said earlier the minimum for us would be a 25t type B what they're showing and what they're providing is over and above um so we're just going with what they've provided which is over and above if they were to come back and say hey we're not we were not going to honor the Richie agreement then we would have to require what we would require which would be a 25ft typee but because they exceed our requirement we don't have any issue I just want to make sure there was some measure in there yeah and like I said him spoke with Dan a few hours ago and he's been dealing directly with Steve so they're in good terms that's all thank Mark U yeah this sounds like the name sounds like it's part of the um County storm water plan or Parks or whatever and it appears that it is um so I I'll revert back I'll confirm that ask you to confirm that and then also revert back to my question as to whether the intake versus the outfall is going to be instrumented that's the right so to to answer your first question Mr Meer that the County facility is actually called spoon Bill Marsh um this is spoon Bill preserve PD it's a residential development but they of course they are wanting to be somewhat synonymous with the County facility um but technically I mean we do have have many uh I mean we have how many Orchid or Hampton or you name it Laurel um so yeah we we do we allow similar names but not duplicating names um the second part as far as the monitoring of the the output of the treated water they'll certainly have to meet you know quantity and quality treatment per what our normal requirements are for the project generated storm water anything over and above is a public benefit slash you know what they're trying to attempt I will allow Steve Mohler The Project engineer record to speak to the specifics but the the nutrient loading reduction is is approximated in the staff report currently most projects don't draw in the moon water right hence the whole correct they the the whole kind of marketing and public benefit of this project is to provide a greater good for the river where is Bonville Marsh it's it's this if you're looking on the screen here it's this whole area here so it's in it's actually s embedded in the project it's immediately east of the project boundary and who owns that land the C uh either the sorry Bill does the county own it and do the land trust own in the county operates it or no um we have an easement over that property to do the different things that that we do um and Grand Harbor would remain the fee simple owner of it but we have the right to do everything on top of it uh as far as the spoonville March and it is really a cool place yeah you good Mark yes Robert did you I just I just had one question I think maybe uh Steve will be able to answer that for us but I was looking in here because they mentioned three different clubhouses and stuff and that's not depicted in any of these things so I'd sort of like to get an idea of what those are going to be and where they're going to be located uh just as a edification uh for myself um the it it seems like there is a uh extremely long course that this water flows through and I'm assuming that's all going to be done by just um grading and leveling and gravity and those kinds of things to to go out there so I didn't know if it was going to be producing or if they would need a lot of fill going in and out of there to do that or if there create it uh so those were just a couple of thoughts that I had on that for you know Road impact and that kind of thing sure I will defer to Steve on the specifics of those yeah okay and I've got a I've got a question that um may have to defer to um see but I am intrigued by the U man-made saltwater Wetland system how will that be baged how will it be managed yes by the by the Association so will it flood and dry and flood and dry the again the specifics of it will will will I figured that I figured that so um if there are no further questions we'll go ahead and open the floor uh for comment uh from the the uh public um Steve uh you've got a couple questions on the on the okay floor for the record Steve Mohler from mastell Mohler uh with me tonight is Roland Bates um he's the CEO ofcr which owns Grand Harbor Northland they are the land owners um of the project um so some of the questions um that I noted uh chip you asked about the access to the boardwalk that that so the northern part of the property um I know it's hard to tell but the line that is cutting through from offsite and um all the way through is an existing do ditch the area to the north of that in the project was actually those streets will be open to the public and so the the commercial neighborhood sites would be accessible to just about anybody that wants to go there um and Tellies or even even people that are you know I could go there uh you could go there that area that is kind of white up there is where the commercial neighborhood would be and we have Provisions in the plan to be able to gain access into the spoonbill Marsh area which already has boardwalks in it and um it um we propose to expand those boardwalks as well um we do have to work with the county on that because that area is a treatment system for your demineralized um concentrate water plant um so um right now the agreement that you have with with the um uh land owner is and and to protect your own interest meaning the County utilities department is when I say the general public can come there now it really is kind of like an appointment by only appointment only if School District wanted to bring you know a bus load of kids out to look at to learn about the environment that's the kind of thing that is really being done now I know a lot of Commissioners I haven't been there but a lot of Commissioners bring people out there to look at it so it's been a very successful project but uh but that's how you would access the boardwalk um and again it it generally the public would be able to get there um the 57th Street thing I I don't know the history on how that ended up in Grand Harbor's hands it there's just this um almost like a nuisance 20 foot piece of land that Grand Harbor owns in line with 57th Street and so it it is the access into the property right now it's not really a viable access for a true entrance but um it's you know one vehicle of time can get through there and it's going through south of the the mechanical shop that's um on the uh to the north of that that site there but um so but that that that will remain as uh Ryan was explaining um there there's a commitment that that that would be um provided as an easement so that the county could still come in to get to the streets in spoon Bill preserve to make their way um to uh spoon Bell Marsh so it's can still be maintained and of course they could come in on the other streets as well that'll be provided for same with mosquito control those types of things um so um Calvin did you um understand I think you were asking about the bottom of the project um that that is the north relief Canal um to the West is like you said is us one but that land it kind us one's kind of angling away from from this site this site has a little bit of Frontage on US1 just over the bridge that goes over thinking about the commercial buildings that or Plaza that's right on 53rd yeah so probably confused by the the actual relief Canal Asos to yeah they're they're south of the re relief canal and I I don't know if we would even be able to see them as Ryan mentioned that Southwest area is where one of the areas in the project where there's some uh it's a nice Oak Hammock in there and that's where a lot of the preserved land's going to be um so um it it it'll be fine-tuned as that area sight planned uh later on and uh Todd I I've known Dan Richie for I don't know how many how many years probably 30 years I'm guessing maybe more so I I keep in close contact with him and and uh uh he he I invited him to my office a couple weeks ago showed him again what we you know to make sure that the what was on the conceptual plan the notes that protect their interests that they're still on the plans now and uh so he he satisfied I thought he would be here tonight and uh yeah I found it I I thought I told him the meeting was at 7 and I texted him I said Dan meeting's at 6 I didn't want him to think I was uh trying to make him get here late but he he told me he was out of town so anyway um what else um Mark the um the project it has been permitted by the Water Management District and typically any permit we get from the Water Management District uh in still in this day and age doesn't require any monitoring um it um Mo mostly us as Engineers they have certain um criteria that we have to follow to size things and so forth and so if you do it it's it's it's assumed that then the treatment will occur but I I can say on this project the the unique thing about it is that um the the the more stringent rules that have come into play over the last I'd say 10 years at least we're required to um do computations to figure out the the nutrient that that are coming off the property and we have to bring those nutrient levels back to whatever is happening now and in our case because the indiian river Lagoon is classified as being impaired by the D um we have to on all engineering projects prove that the post-development um levels of nutrients will be the same or less for for this project we are going so far beyond nearly I I want to say like 10 times because we are we are proposing I think I it that the numbers of of the pounds of of nitrogen in um or or phosphorus one one of the other that that is the loading in the post development is like 700 something the post-development that chips Windell has the environmental consultant that has worked out is in the neighborhood of 9,000 because we're we're going to be pulling water in from the river and and routing through the Wetland so that that is something that is very very you know unusual to do uh the the the and most projects couldn't do that we have the unique uh uh system because it's a unique property being that it's right near the Indian River Lagoon it wouldn't be easy for any other site to do it if you're well west of town to be able to accomplish something like that so um so it it it will far exceed but but to answer your question there really isn't yet any monitoring I I'm sure that probably um some scientific Minds will do it you know just to see but it's not it's not required of the permit te is there any natural cleaning are you relying on natural cleaning or is there any processed cleaning um probably chips Mell would be better to answer that but the the basically we have a that system that is snaking through the project is is designed it's it's kind of hard to tell by the scale of the plan how wide that is it's some it's somewhere or in the neighborhood of about 280 ft it's almost like a length of a football field and it's winding through it's going to be huge and uh it's 11,400 ft long to get to from where it starts to where it then will flow into the southern cell of the wetlands that's on site um on the Arial up there you can see there's a there's a little dirt road that is running out from the Up's area to the Indian River Lagoon that is that is what separates spoon Bill Marsh the the County's treatment system from the balance of the wetlands on the site so everything will flow through there as well so that that will also be adding to the uh treatment process that will occur on the site P or is that all like a natural flow I'm sorry is there any pumping or will that all be like yes there will be there will be pumping uh the way this will work is the the do ditch that is in existence today which carries flow from the highway it's carrying flow from some of the industrial sites uh on the west side of of uh Indian excuse me of us one it's carrying flows from the hawk nest Golf Course those are coming down uh some of the sites do have treatment but they're coming down through that ditch and they just go straight to the Lagoon uh and so this project proposes we've already got have our do permit the project um proposes that that that ditch system will be will intercept their flow coming from the west and it will be flowing into our system by gravity but instead of going into a little ditch it will be coming through the 1100 uh 11,400 system which is much much wider than the ditches today which is in 40t basically um the the the the eastern part of the ditch we are retaining and we will have a settling Pond from which water will be pumped up from the lower Pond up to the upper Pond and to raise the water level there and that will when that water rises up it will crest over two different um control structures and flow them by gravity into the you the winding Wetland system so so that that will be the extra treatment system that most projects don't have that that uh so we're we're we're treating Lagoon water we're treating off-site water some of it again is being treated after it's been treated again but it every bit of it is certainly going to enhance um what what's going to happen in there phenomenal and how will the man-made saltwater Wetland system be managed um I I guess there will definitely be chip sendell I'm sure is going to have to develop some sort of a management plan for it uh there is um when we originally got a permit for the project there is in that some requirements for for maintaining the the system um it it should it I mean according to chip it it kind of almost maintains itself um so um it that's what I know about it from what he's been told it's um meant to be a natural environment and and not required to have much in the way of Maintenance um on it well we have a whole series of man-made saltwater Wetland systems all from um Steward all the way up to Canaveral and they're called mosquito impoundments and they are a bear to manage and um we have a um manmade saltwater Wetland system down at the FME that is not managed twice a year that produces a landing rate of about 50 to 100 per minute M that means that if you stand in one place for one minute 50 to 100 mosquitoes will land on you and so I mean this is this is something that will definitely have to be managed does mosquito control manage on the spoon Bill Marsh do they have an empowerment in spoon Bill Marsh No in fact um and and I know John you know a lot about mosquito control more than I do certainly but the um the the spoonbill Marsh has been um I I think the the mosquito impoundments were just what the word describes is areas that were dyed off completely and there weren't really as I understand it correct me if I'm wrong any way to to um you know where water was getting in and out naturally where you you I understand to when the larva are getting ready to hatch if I'm using the right terminology you all pump water in and and um flood it so that it it deters the mosquitoes from from breeding um which is I I assume you would agree that that's a kind of a completely it's not a natural way of doing things that the this is like the the marsh inside of Grand Harbor um is is connected directly to the river and allows the tidal action uh that's what this is intended to be too it it's not impounding the water it's allowing it's pulling the water up and allowing it to flow down and and will be tidal so the the I I I would it whatever remnants of of it being a mosquito impoundment along the Grand Harbor area those I could say should be gone there won't the water will not be impounded well as long as there's no fluctuation in water level there shouldn't be a problem yeah and the way the impoundments work is that they all have carts that can be opened or closed yeah and during the um during the uh mosquito season those impoundments are pumped up and mosquitoes lay their eggs at the at the high water market so if the empowerment are pumped up they have no place to lay their eggs but if that water level drops they'll lay their eggs here and the second it comes up those eggs will hatch so I can't wait to see how this is this is dealt with yeah um I mean uh it's well I I I I don't know I'm don't don't profess to know uh I haven't heard that that Grand Harbor itself has been a problem like I said there there aren't really in Grand Harbor um any gates to my knowledge to hold the water up and you know when the title because we have lots of although we're not a big title area the water does go up and down in that uh um the Estuary there and uh you would know better than me if that's been a problem I know originally there were um ways that the the the Grand Harbor way back when was responsible for monitoring that as well and I I don't I I haven't heard that that was an issue well this is an amazing concept yeah and and I can't wait to see if it works but I'm I'm glad I live east of you or west of us [Laughter] Dr day can you tell me will if if that is Flowing at X rate uh would that help with that mosquito as well as having that water moving uh as opposed to just water levels does is that something that would help with that mosquito control yeah the flow will help okay and can you give us an idea of what that flow might be uh so maybe you I can tell you the pumps are the at running maximum of 12,000 gallons a minute is what's what's slated to go through there okay and so you got something 200 feet wide that 12,000 gallons a minute are flowing through so yeah it sounds like it's a a fairly decent uh flow rate to me and the other question I may have if you were done sir I'm sorry to interrupt done yep okay um the other question is it looks like you have planted areas and then uh sort of filter areas that go through and then it has a settling area and then a filtration area is that all going to be PL planted and and done that way is that how it's going to be done or yes the the areas that are um there'll be Wetland areas that will be planted between cells that have some Rubble in it so that be kind of lakes with rubble in it and then they'll they'll flow over Wetland systems and then back through another settling area so it it just kind of you know it's a multitude of wetlands settling areas Wetlands settling areas it'll all beish water all it it'll be you know connected to the river so that it it you know the whatever's in the river will be you know coming back in and forth we can't stop that either I mean spoon bone Mars the same thing water comes in and water goes out so it it actually it helps in that respect that water is naturally coming in and then comes back out through the Wetland system and then and my next question would be how is irrigation in those kind of waters and runoff in storm water handled is it handled through this system as well so everything drains towards into of this as well as you know all of your runoff no we we I wouldn't expect we would be able to use this water for irrigation it's too rockish right but but that water once it goes on a yard you know runs into the street sometimes and there's stor you know and you have a big rain and that runs into the street so I was just wondering if that water goes into the system to be treated as well yes that's been factored in yes okay so any phosphates and fertilizer that are on the yards or anything would actually go through the system before heading down towards the the river yes which is probably very beneficial oh absolutely I I Steve I got to tell you this is this is beautiful um I love I love the idea I I can't take credit for the idea of but spoon bille Marsh I mean i' say Chris clear excuse me uh chips Wendell and way back when Chris clear and and even Ron Andrews who some of you may know from the old Grand Harbor days uh they were the ones that wanted to do this and uh they just asked us to to help so um it's been yeah I'm looking forward to it too very much any other questions yes I did okay chip or actually I think Todd had a question that's good um what is the expected depth of the water that is moving around there in these pumping areas it's probably just inches when when the 12,000 gallon per minute is running through it it uh is you know enough to get the water moving uh through the system it'll migrate through slowly it it it that that amount of water moving through is is not really as much as would be with with storm water um but for a little you know rain system but it will be constant uniform and um so it it it's intended that that we want to you know by Design have the Wetland plants you know we can't have the water too deep because they won't survive so um that it it's going to you know hopefully um naturally you know find its way uh to whatever equilibrium that to where the plants will prosper and so forth through it so um I I don't recall exactly what the the level of water in through the system would be when if it's not raining and that's just run it might be four or 6 in something like that kind of like a loral Zone on a mining project I mean if you imagine what those depths are like you stand four to six inches is probably all you're going to have and that's okay but that leads to the next question as far as how do you handle [Music] um uh storm surge coming through the river coming through here and coming to the it would be just like any other project the the uh the elevation of the um the the areas where they would be developed will be you know meeting the required elevations that that would take care of the storm water system mean all the homes will be elevated well above the 100-year flood elevation and if there is a you know storm event which there will be it you know the water will come up just like it does in the river and it will get high and it'll come back up through the system and and then over time it'll go back out so that those you know that's there's not not really any provisions to stop that um just like there's not anywhere else well I'm just you're going to be obviously you wouldn't be pumping at that point in time but no no it it's the system I'm sure it's going to have controls whereby it really doesn't make sense if they're we're having a tropical event I know it doesn't make sense to be pumping the 1,200 gallon a minute through the system at the same time so it'll kind of be like a glorified irrigation system that it when it detects that there's you know tremendous amount of rain or a significant rain event it probably will be designed to you know stop that flow um if if it you know what is conce perceived to be causing an issue or something but I could see the pumping well the pumping out where it is pumping out I mean I don't know what the water uh depth is at that area but I'm assuming that there's potential sear grass that could be enhanced or not I mean since we're losing everything I I wouldn't know that okay all right and then um I I got to ask uh because there's I see this vua interior as opposed to Tua or HW Tua so what is that vua what's Vu what vua interior what what is it bua interior V is in Victor UA I see vua interior landscape area type oh oh vehicular use area I'm sorry vehicular use area oh where are you uh referen I just see it all over the site plan I'm like okay what is it oh V okay vehicular use area okay um that's a a calculation that we require okay and what does it pertain to then I guess so when you have a um for the particularly for the neighborhood commercial we removed some of the arrow arrows so it doesn't point but when you have a certain amount of vehicular use area which a parking lot or drive aisles you have to provide a 12% of landscape area for that vehicular use area okay so if you have a 10,000 foot parking lot you have to provide 1,200 squ fet of Green Space within that parking area Okay question are the um pumps run on generators no no so what happens when the pumps go down they have to be fixed there's four of them there there's four of them so U it's not like it's relying on one that's why we did it is you know so that if if one you know that failures happen so um if if one's out the other three can run so and they're meant to be you know rested so they're not running you know continuously that's why we did it that way redundancy you talking about you say to say the pump breaks right right now they had three other pumps to take over the duty right that was the answer I'm just if you have a power outage and there's no generator that all for dead right right okay question Hurrican probably be the last I had just a quick one uh the uh Canal 3 from the West uh I guess somebody's probably made some calculations as to what percentage of water will come in through there as opposed to from the river and because then there are you know solinity uh levels that are affected by by those percentages I I think you're you're talking about the fdot ditch number three no yeah I as far as I know you know there there have not been any calculations on that I I I can say that that you know using this system to to take that water which is right now directly going into the river without any level of treatment just seems like a a more posit positive thing to allow it to go through our system so um that's that's the plan is uh mosquito control involved in the discussion of this system at all um I don't recall if I I think early on when we were working um at the conceptual level I I I want to say Doug Carlson was contacted and and uh there they're certainly aware also of like spoon Bill Marsh they're they're they they I've never seen them out there I know they come on the Grand Harbor property um um to you know spray things that are maybe even in the Upland area a little problem sites if there are any um but uh I we'd certainly be talking they might have some interesting insights I I don't think it's required um but they may have some insights into this um that you might find helpful or not so your call okay good Steve thank you would anyone else like to speak on this Steve I just had the question on where clous and Rec tracks were going to be I I didn't know if you can answer that or if that's been in design difficult at this time I know um there there's several wck tracks around the site I I think that the one it's really not my call we we envision at when you come into the site from the south there's a Rec track there that um I just think that that site is ideal because there's a larger area that that we have a a another area that can be open next to um the north relief Canal which also has a spoil Bank there and I I I kind of feel like that area you could walk from the main Rec site through a a path or that would cut through the um Native Upland area area to get to an area that I think would be kind of good to have pickle ball there because pickle ball is you know although it's great it makes a lot of noise and so it would be in a spot inside the project where it would be well away from the residential area in fact it would be I Envision is like being well away from its own other part of the Rec site cuz if you were sitting you know eating at a at a open air restaurant and there's pig people playing pickle ball there you're going to hear it it's annoying um I don't play pickle ball but um so maybe I'm biased against I'll keep the Gat out of keep Gaters in the canal too so that'll be all right I hope I didn't defend all you pick players but but I I I I don't think that they've thought that far yet as toh what what might be there um at the site anything else thanks Steve okay all right thank you uh anyone we do have a number of projects that are trying to angle to get on various different agendas we we try to be efficient in scheduling in combining those but it may be that we have a string of uh back-to-back meetings coming up unfortunately we have spoiled you all and been able to cancel a number of right I believe the first meeting in August day is not going to be here okay and then the last meeting of August I will not be here so okay yes yes the first meeting is August 8th the second meeting is August 22nd um so it's not it's not a guarantee as of yet I mean if we can convince one uh applicant to be patient and go on to another agenda we try to combine them but unfortunately The Way Things Fall it's just but as long as one of you is here and the other then you guys right we got so we we we've got August covered good deal yep yep uh attorney matters um ladies and gentlemen it might be the last time that I sit in this position and see you all um I am slated to retire my last day is August 30 this has always been a a good spot for me to to to land and enjoy the camaraderie and the questioning and the work that you've done so I congratulate you all on that and wish you all the
