special proclamations um the first one is a proclamation recognizing 2025 as the town of Jupiter's centennial celebration a proclamation of the town of Jupiter Florida recognizing the 100th anniversary of the town's incorporation whereas the town of Jupiter Florida was officially Incorporated on February 9th 1925 marking the beginning of a century of progress community and tradition and whereas upon the town's founding John Ziggler served as the mayor while J Thomas Ziggler William H Reeves John ferson Robert E Williams RC Albertson Eli D Sims e Frank Bowers William T bardis senior and Rudolph thomaso served on the first Town Council and whereas William H Miranda was the first town clerk and whereas the town of Jupiter has grown from its Sumer Beginnings into a vibrant thriving Community known for its Rich history natural beauty and welcoming spirit and whereas the town of Jupiter has maintained its small coastal town field feel that values family neighborly lists history service to community and Country civic pride environmental preservation and a thriving small business community and whereas Jupiter is home to iconic landmarks including the Jupiter Inlet Lighthouse breathtaking beaches and a diverse array of cultural recreational and educational opportunities that enhance the quality of life for residents and visitors alike and whereas the residents businesses and organizations of Jupiter have contributed to its enduring success and prosperity through dedication hard work and a shared commitment to preserving the town's unique character and charm and whereas the town of Jupiter takes pride in being uniquely Jupiter and whereas 2025 marks the Centennial anniversary of the town of Jupiter offering an opportunity to celebrate its REM arable history reflect on its achievements and envision a bright future for generations to come and whereas the year-long Centennial Celebration will include events activities and initiatives to honor this historic milstone and bring together the entire community in a spirit of unity and joy now therefore be it resolved that the mayor and Town Council of the town of Jupiter do hereby proclaim the year 2020 2 as the 100th birthday of the town of Jupiter and encourage all residents and visitors to join in commemorating this momentous occasion through participation in Centennial events sharing in the celebration of our Collective Heritage and contributed contributing to the ongoing success of our beloved town in witness thereof I have here on to set my hand and seal this 7th Day of January 2025 5 and uh always get directions for those that know don't know in the Das and it says I'm supposed to accept the proclamation for the town but I think based on all the staff's work I'm going to present it to the town [Applause] manager and we'll beginning a presentation shortly where you'll get the sense uh of the work the staff's been doing okay this next one I'm very excited uh to present um we're going to be presenting a proclamation to Michael and Susan cesarano uh thanking them for organizing the JT holiday parade um so let me read the proclamation a proclamation of the town of Jupiter Florida thanking mik and Susan cesarano for organizing the yearly jtaa holiday parade whereas the Jupiter taquesta Athletic Association or jtaa has hosted a holiday parade for the last 48 years whereas the 2024 parade was the largest in the history of the event and whereas for the past 39 years Michael and Susan cesano have selfishly selfishly dedicated their time energy and hearts to organizing and running the JTA holiday parade and whereas under the cesarano leadership the jtaa holiday parade has brought immense joy and holiday spirit to the residents of Jupiter fostering a sense of community togetherness and celebration during the festive season and whereas under the leadership and guidance of Michael and Susan the parade has grown into a beloved event that highlights the creativity diversity and vibrancy of our community featuring dazzling floats spirited performers in an atmosphere of pure holiday magic whereas the commitment and hard work of Michael and Susan cesarano have ensured that generations of families have cont have created lasting memories making the JTA holiday parade an integral part of Jupiter's cultural and social fabric whereas their tireless efforts and dedication have not only enriched the lives of Jupiter residents but have also inspired others to contribute to the community in meaningful ways and whereas the town of Jupiter wishes to couldn't have done this without my wife you know she sacrificed and this cation is really it's I don't know what to say it's really really touch know to [Applause] key to the city thank you so you know we talk about Jupiter we like to maintain our small town field I can't think of much other than I mean more than the parade that has fostered that small town feel so you can't imagine how sincere our appreciation is thank you thank you thank you again with that um I welcome our uh Sean going to be giving a presentation on the Centennial Celebration update thank you and good evening May May and Town Council for the record sha Reed director of community relations for the town um so before I get started with the actual presentation wanted to play uh our recent uh our our latest video that we've produced um and this is kind of kicking off we we released it last week uh on the first kicking off the Centennial [Music] so for one 100 years a place unlike any other has stood at the crossroads of history and Community a town where the past meets the future where the spirit of Adventure has always shined bright from The Guiding Light of our light house to the resilience of our people Jupiter has always been more than a destination it's been a home a beacon and now as we step into the next century we honor our Legacy with a new symbol of Celebration presenting the town of Jupiter's 100th anniversary local a tribute to our journey a symbol of our future join us in celebrating the century of stories memories and Glory here to the next 100 years of being uniquely Jupiter [Music] so you'll remember back in uh June when I gave a brief uh update on the Centennial we announced the logo uh but we want to go a little bit more with it at this point and and to have a video that lived up to um uh the great uh symbol that we're going to be using this next year uh with that I will get into our presentation so it's hard to believe but we're finally here um we started planning for this year uh for the next 12 months in April of 2023 uh so almost two full years ago we started looking at 2025 and what we were going to do to help celebrate the year help celebrate um really a once in a-lifetime event for uh Jupiter and our residents uh and and I think what you're going to see is for the next year we've got a lot planned that's really going to bring um a lot to our residents a lot to our businesses and a lot to our community to Foster that uh Community Pride that that we've um always uh talked about uh to start out with it is going to be a year of Celebration uh we have thus far planned 35 special events just for the year they're spread out over all 12 months of the year um and we're still planning uh just last week we met with Roger Dean Stadium for an event that uh hopefully is going to occur during spring training so you'll hear about that uh once everything's finalized uh but it's just a a point of this number of 35 that's not final we plan on making this a year of Celebration a year of festivities and uh you're going to be hearing more as we go along uh those 35 events are on top of our already 70 events that the town hosts each year and those 70 events most of them host by Parks and Recreation they're going to be adding to the Celebration they're going to plus those events so that they are bringing the Centennial Celebration into everything that we do for the year and what that adds up to is one year fun festivities and community of Spirit uh that's really what we want to uh aim for here uh to kind of just give a snapshot of what we're talking about when it comes to the events this is our month ahead so tonight we're doing the uh Proclamation everybody just got to see that on the 13th here in these Chambers uh we're going to be hosting a history presentation we've got Josh Liller from the um uh lighthouse in the lahache river uh Historical Society who will be presenting as well as the town's archaeologist uh that will be hosted by Stephanie thurn from Planning and Zoning everybody knows her background with history uh that should be a good event to start showing people the history of our town um at the same time on the 24th of this month uh our latest Art Gallery is going to kick off um and that is going to be Legacy of light 100 Years of Jupiter um again looking at we we didn't want when when we started planning we wanted it to be all inclusive we wanted to bring in some of our partners in town and the uh Jupiter Branch library has really stepped up they have planned a full year of events that will help celebrate the Centennial so their first thing will be on the 25th of this month they're doing a history presentation also with Josh Liller that's going to talk about the pioneers of Jupiter and then on the 30th of the month we have our first history bus tour which will be uh hosted moderated by Stephanie Thorn and some of our Planning and Zoning staff and then just to briefly peek into February uh the big celebration comes February 8th which is Jupiter Jubilee uh it is the day before the town's official 100th birthday so uh a lot is being planned for the Jubilee uh we're we're really going to do it up big this year we've had a uh local bakery offered to provide us with a th000 cupcakes and a cake so uh we will have cake at our Town's birthday this year and we invite everybody out to uh take part in that as I said we wanted everything to be inclusive this year so we're we have reached out to our businesses um businesses are very important to Jupiter in its health and thus far we've had 84 of our businesses sign up for what we're calling the Cent ual business map this is a map that people can pick up here at the uh Town Hall over at the community center at Roger Dean Stadium at the library and it will provide discounts it will Pro provide uh different offers from the businesses that are taking part in it uh as you can see we've already had 84 businesses in town sign up saying yes we want to help celebrate the Centennial we want to take part and uh they will be on this map that everybody will get all you have to do is take the map into the business and you get uh whatever U their offer is uh We've also had 14 businesses register as an official Centennial partner uh these businesses again are are looking to be involved with the Centennial in any way they can uh you can find those listed on our website and then finally we've reached out to our restaurants and it's a lower number right now but we've got more and more that are coming online and and expressing interest where they're going to be offering centennial celebration menu items this year uh it may be a birthday cake it may be a drink whatever they choose to pick we will also have those menu items listed on our town website uh to help celebrate and to help uh thank those businesses who are wanting to partner with the town so I've talked a lot about the website and that is the place to stay in the know this year uh it's very easy to find everything about the Centennial it is our website which is Jupiter . us and then at the end just add/ Centennial and that will take you directly to the page it will have the next months events on there it has all the businesses that are doing everything everything will be listed on that one site so uh jupiter.fl us/ Centennial this was something special we're doing this year again looking at trying to get as many businesses neighborhoods as much as we can in community uh involvement we've started a program to help those organizations that may want to help celebrate the Centennial but they need a little help doing it so we have a grant program uh for neighborhoods businesses and nonprofits if they're throwing an event and they want to uh highlight the Centennial with that event they can apply for the grant program we have a uh panel of three that will uh review each submission and and make the recommendations on uh awarding the grant as you can see our neighborhoods they can apply for a grant of up to $500 meanwhile our businesses and our nonprofits can apply for Grants up to $2,500 uh anybody that would like to apply for that those are applicants are online again on our website so this is the big thing that um we haven't unveiled yet um we did a u a contest for a commemorative poster uh much like you'd see at artra or other special events we wanted to have a poster that would commemorate this year and and would uh capture that Jupiter spirit and so uh I I would like to first thank our art committee I think some of those members are here tonight uh they really took the lead on this uh much like they did with the art in this building they took the lead they put out a call for artists they came up with guidelines on what uh the uh designs would need to have uh we ended up having I think it was around 40 submissions that committee then took those submissions paired it down to the top three that they submitted to the Centennial planning committee and from a vote we did have a um a consensus on what that design was going to be I'll show it here in just a second uh before I did I want to talk a little bit about the artist that uh did the um poster um it was a a unique pairing and that it was an aunt and a niece who teamed up to create this year's poster I think that makes it special because I've talked a lot about Community Pride bringing people together and so to have a family like that come together and create the poster was really neat uh the artist's names were Chris Davis and her niece MN ali uh Chris is a local Jupiter art artist who specializes in oil paintings of water and Florida Landscapes uh in fact two of her paintings were selected for the town hall art that now is displayed in this building uh meanwhile MN is an independent comic artist uh mland attended the Maryland Institute of Art uh excuse me Maryland Institute College of Art and is uh excited by new experiences in people with that I will display this is our um poster for the year you can see it it features Jupiter in the lighthouse it features some of our history uh some of the beauty of the area uh and then it at the bottom has the years our logo and and obviously indic it's centennial celebration and then last thing I've already mentioned Jupiter Jubilee it is the town's birthday this year we mentioned there will be cake um and this is everybody's official invitation to this year's Jupiter Jubilee um you've all been invited to the birthday party so there's no reason not to be there any questions this is delightful thank you I know staff has done an incredible bount of work like you say it dates back almost two years uh but this is special I appreciate the art committee whoever is here you know having uh initiated the call for submittals uh it's going to make it so special to have thank you thank you okay with that uh we move the citizen comments it's for non-agenda items and limited to 3 minutes anyone wishing to speak is asked to State his her name an address for the record prior to addressing Town Council we generally don't discuss the items this evening but any issues are referred to staff for investigation and we get a report uh uh followup and C will be contacted so with that do we have any public comments yes first we have Lily Wolfson good evening Lely wolson 1748 Jupiter Cove Drive and I've got two things I want to talk about tonight so I'm going to talk very fast my first one is my favorite one the derel N risk vessels um that we have here in Jupiter in 2019 the Florida legislature approved a bill to study long-term stored vessels that study was finally completed by FWC in 2023 I've been told that it just is a matter of patience it did take a long time the 135 page study report is a thorough analysis with thoughtful findings and constructive recommendations long-term stored vessels are no longer navigating and therefore they violate the public trust Doctrine 450 locations in Florida are used for storage of long-term long-term storage of vessels and stored vessels significantly contribute to the number of derel vessels $86 million has been spent uh removing derc vessels some of the study recommendations are to develop a definition of long-term stored vessels in other words those that are no longer navigating a vessel in the same location for 45 days would be classified as stored another recommendation is to require insurance for long long-term stored vessels I personally don't think that's feasible but it's one of the recommendations another one is to deny vess vessel registration for any um vessels that have unpaid at risk citations and expand the nues vessels um definitions and develop a prosecutor's guide for adjudication of boating citations I know our um Jupiter Marine Patrol um that just drives them crazy in Jupiter we have actually two um examples very bad examples of longterm stored vessels at Bert Reynolds Park we have one raft up that has VI five vessels tied together and another one that's three vessels in a floating platform tied together so what happens now I've not heard of any activity that um includes pursuing the study recommendations I've contacted our state representative Snider and cassello and haven't heard anything back so what I'm asking is could the Town Council Be A Champion for pursuing legislative changes that are recommended by the uh the study and perhaps the league of cities might be a path to um to pursue that because many cities have the same issue the other thing I want to talk about is the safety situation at East Riverside and Alternate A1A um if you look at the Lexus Nexus database there have been 86 accidents there since 19 since 2022 and everyone agrees that those numbers are unacceptable they've recently added a no right turn on red on East Riverside but it doesn't seem to be helping in fact drivers just become more frustrated and go around the right turn lane and turn right from the center lane the US1 Bridge has been open so traffic is less but it's still a really wonky intersection with misaligned Lanes a rear weird turn radius the railroad Cypress Drive and I'm just thinking that more than just a no right turn sign needs to be done I think a more significant um change needs to be made to that intersection thank you very much Adrien Pew good evening Adrian Pew 199 902 Southeast gallberry Drive Jupiter uh nearly every morning I open up my social media accounts to see a ring camera footage of what appears to be teenagers in hoodies and masks with socks on their hands going door too trying to steal whatever they can sometimes they steal the entire car I don't know if the STA the statistics support my feelings but I think there's been an increase in this blatant on camera crime perpetrated by te and young adults in our area and I believe I know why I have firsthand knowledge of some local teenagers who have been committing crimes like burglary Grand Theft Auto arson battery drug trafficking and even possibly attempted homicide in the area these teens have guns lots of them at least the ones that I know I also have firsthand knowledge of some parents of these teens that continue to cover for them them even moving them around to different parts of Jupiter to avoid further investigations or arrests sometimes these teens do get arrested but they are quickly released to keep committing these crimes or they're sent to rehab for a few weeks or they're sent to a Wilderness Program or they're sent to a level six Kitty program or prison to scare them straight I've Seen It All I've spent the last 5 years on this roller coaster ride of the police doing their job and investigating and making the arrests but then also the criminal justice system the courthouse the Das the judges the state attorneys and the public defenders also doing their job and getting these teens released no one wants to criminalize a teenager the juvenile justice system is broken I've already been to the district attorney and state attorney's office it's like calling Amazon everyone just points you in a different direction but they all agree that the juile justice system is broken the problem is these teenagers also know that the juvenile justice system is broken and that they'll be released pretty much no matter what they do and some very bad adults in the area also know that teenagers basically have a get out of jail free card there are organized crime groups that will entice lure and recruit our local teens to commit crimes for them it's nothing new new it happens all the time all over the country in fact it's happened here in Jupiter a couple times already in limestone Creek just Google it it seems like every few years a new ring of drug dealers and car thieves moves in and starts recruiting limestone Creek is PBSO jurisdiction but like it or not it's still a part of Jupiter and it's adjacent to many jpd jurisdictions so it's happening again I have seen other cities that are starting to hold adults and parents accountable that are related to these crimes in whatever way and so I am asking the town of Jupiter's assistance in working with me and PBSO to somehow Implement Community safety measur measures necessary to assist stopping these this all too common and pervasive matter thank you that was it thank you okay uh Council we have before us the minutes of the December 17th Town council meeting I don't see any corrections on the Das if there are none I'll take a motion in a second to approve the minutes motion to approve second motion a second all in favor signify by saying I I I motion carries uh unanimously moving on to the consent agenda this is item um number five public business approving the agreement for the vote processing equipment uh uh in election services with Palm Beach County Supervisor of Elections uh has anybody asked to pull the consent agenda item no mayor no no one on the Das I'll take a motion in the second on the consent agenda motion to approve second motion a second all in favor signify by saying I I motion carries unanimously moving on to regular agenda public business uh the municipal complex Memorial design and i' turn it over to staff I guess it's Roger held to happy New Year mayor vice mayor council members um tonight I present a strategic priority creating a designed plan for Memorial to honor former former mayor Mary Hinton this initi this initiative will enhance the municipal complex Green Space while providing a meaningful tribute to Mary hinton's lasting Legacy the goal is to design a memorial that reflects her contribution values and vision for the community you will consider two distinct options and I'm seeking your direction on which design best captures the essence of her impact I got to change some slides here memorial location options we have two option A would be within and the new town grade option b would be on the exterior wall of the council chamber right out here on the northeast side of the building design options song and Associate song and Associates have provided the town with two design options for town for the Town Council to choose from option A it's a semicircle design with dedicated plaques at the Town green this design features a semicircle structure or feature within the town green it offers a space to add dedicated plaques which can be used for Memorial purposes messages or acknowledgements positioned around or within the semicircle option b is a pre-cast panel on the outside of the wall of the council chamber this design proposes a pre-cast panel placed on the exterior wall of the council chamber option a option a memorial in the town green public visibility a town green location would make the memorial easy easily accessible to public encourage reflection and respect community space the town green is a common will be a a uh common Gathering space and a memorial here could Foster Community engagement and connection aesthetic appeal a memorial in the Green Space would enhance the beauty of the surrounding area and here's a better picture of option A it's would be right outside um across the parking lot um from the new portic case on the south entrance option b the memorial outside of the council chamber on the northeast wall symbolic connection uh the proximity to the council chamber could symbolize the connection between Mary or mayor hinton's leadership and the legislative function of the chamber privacy and reflection the wall location offers a more intimate space allowing for a quiet reflection away from the hustle of the public area um our me our estimated costs for option A and that is the semicircle uh pedestal would be around $30,000 option b our pre-cast panels on the side of the council chamber is approximately 18,000 uh both of them allow for future addition of plaques on um these two options so in summary um Next Step seeking town council's approval staff is requesting your feedback and approval to proceed with the design and selection of the memorial we welcome your input on which design best honors mayor Mary hinton's Legacy and captures the spirit of her contributions to the community once the project is approved and we get the working drawings we should begin construction March of 2025 with that I'll take any questions comments and hopefully some direction okay um counselor Delan do you have any comments or input um I like both um the on option A you said it had room for additional plaques or Engravings what's envisioned to go what sort of additional plaqu uh well with the with the option A we would have a one standard um uh plaque with with verbage and then we we would be able to have we'd be able to expand that um for other dignitaries or okay other other individuals correct yeah okay um same with the um pre-cast wall on the outside okay I mean I I I like both I I think I was maybe deferred what maybe the family would prefer or have you had input from the family uh I I let him know that we were proceeding with uh the Mary hint Memorial MH and but I haven't gotten any uh yeah you know thoughts or direction from them okay yeah I I mean I'm okay with both um they're both very nicely designed I I think I probably prefer the the option A because it's just a little more elaborate and um but I I think I would sort of defer to the family see what they if they had a preference if if we agree to do this so okay okay that's it vice mayor I like them both I agree I don't have strong feelings towards it so if there is someone that does you know I'm seeking consensus mostly and would be happy to go along but um I think it is a good point to check in with the family uh so that could be an option as well counter May yeah I mean I'm I'm leaning towards option A as my favorite of the two they're both nice but um just the way option b was presented it's kind of like out of the way and you know whatnot so I think having something dedicated that people could uh easily spot and get to I think would be a little better area in my mind with the option obviously to add more people to it so um I'd also like to know if we can reach out to the family and see just you know see if they will respond I'll try to get a hold of them myself I have the daughter's phone number I'll reach out I will reach out tomorrow okay and show her what we have yeah and then if you want to let her know I'll you know like I said I'm I'm more inclined to lean towards option A I think it's just it's a nicer uh dedication in in my opinion so um you know we can leave it as a you know what the family thinks but you know I I strongly feel that I think option A is the better way to go I didn't have any I like both options I didn't uh have any strong feelings um I was curious that's why you know one of the benefits of being mayor you can can go first or you can wait to hear from everybody else so I waited um I I think B I'm I'm leaning I'm leaning towards option A but I like the idea of asking uh the family what their preferences uh but uh just to kind of clarify I think option b um you know because in having them uh weigh in their opinion I I think that side of the building will become more uh used accessible with the park you know with the green there is that not the case I mean it it'll be incorporated you'll have the Veterans Memorial if you use the southeast wall and then you would have the PD right across the street so you would you would they would all be tied together on on that building that's correct um but let's I think there's a consensus here that uh we like both of them um and the inclination is to weigh heavily what the fames preferences is that correct so that's our consensus okay so I will check with the family and I will you know find out what they would like and then I'll I'll go down that route to get the construction documents all drawn up and everything so we can get this thing moving and obviously get back with us and let us know I'll bring it yeah yes I'll bring it back before you thank you thank you sir thanks Roger thank you okay uh moving to reports Town attorney thank you mayor uh first I want to report that as the prevailing party in the uh litigation brought by the political committee the court entered an order awarding the town more than $2,600 in cost um that is um typical for prevailing party to be awarded costs in this case uh the costs were relatively minor because there wasn't depositions of experts and things of that uh nature that usually occur in litigation uh second thing I wanted to report on because I I think this discussion on memorials is very um pertinent to this I know it was reported in the tail manager's weekly update uh of the passing of Sam Shannon who was the community development director here uh for those of you that uh did not have the privilege of meeting or knowing Sam he was a really wonderful individual he was my first boss when I got out of graduate school I was hired by Sam as a planner and worked for him for three years at the Treasure Coast Regional planning C Council where he taught me more about planning in 3 years than I could have learned in 10 years from anywhere else after uh he left Treasure Coast he became an assistant County Administrator for Palm Beach County in charge of putting together the Palm Beach County comprehensive plan which was a huge undertaking and as chance would have it I had graduated from law school and was hired and got to work with Sam as an assistant County attorney and the two of us with our colleagues put together that that plan and then he came to Jupiter um and I know a lot of folks probably take for granted the good planning that occurred in Jupiter but Sam because of his background and um that both of us shared with developments of regional impact which Abacoa is was development of regional impact shephered that project through the process um if you ever read the development order there were more than 106 conditions in that development order so of course Sam and and his staff and myself had a hand in in all of those condition conditions and making sure that what is now approximately half of the town of Jupiter uh looks and feels the way that it looks and feels which is an outst standing Community one of one of many outstanding communities in Jupiter the other really significant uh thing that Sam was involved in was he was essentially the father of the community redevelopment agency um and using that as a vehicle for funding the Riverwalk uh I can remember having a conversation with him about his charge from the Council of well how are we ever going to fund a 5 1 12 mile pathway along the water in Jupiter and Sam suggested a community redevelopment agency the council uh created it and now you have Riverwalk uh you have a CRA and of course the first project that kind of kicked off uh revenues uh in that um Riverwalk area was haride and contributed towards the Riverwalk with a dedicated um dedicated land so I think it's important and I know the council thinks it's important to recognize both staff members and elected officials who have contributed to the town during the past 100 years and Sam Shannon's contributions to this town are huge and they're significant and they will live on um and so I wanted to make sure that the council and to to the public that's listening in that they understand that um staff members give a lot to this town Sam gave a lot the current employees of the town give a lot and it is that giving by those individuals that assist the Council and shaping the town into the uniquely Jupiter place that we all live in thank you for that town manager thank you mayor and um I would Echo what the town attorney has said about Sam Shannon uh quite a remarkable man in uh just a quick story we first started advancing our hurricane preparedness we put Sam in charge of food for the employees and the meals were so tremendous that he made that none of the employees wanted to go home um he was just really just remarkable with that so really just a good man all the way around um mayor a couple of things that I'd like to add uh first of all I want to thank uh director sha Reed and the 100y year anniversary team for all of their hard work um as you alluded to and I know um uh we talked about earlier this team has been going at it pretty steady for about a year and a half and uh and thank you for all the work that that you all have done and I know it's going to be be an exciting year um I do also want to point out that one of the things that's really important to us that the committee is working with and making sure that we include our retirees uh General General employees and uh and also our police retirees and and so um so we're working at that we have a number of things for them uh as well um in the very near future you're going to see our Jupiter Police Department uh officers wearing 100y year anniversary badges that we commissioned for them that will that are really quite remarkable the jpd team uh designed those I know our Jupiter fire rescue Department as well has now put a 100y year anniversary badge together um that they will be wearing um in addition I wanted to recognize and thank fot for all of their hard work on the uh US1 Bridge uh as you know we did get one lane open last week and I know that was a a pretty big lift for them no pun intended um but they are they've really done a a great job with that and they've been really good partners and I know Sea and the communications team have been um have been directly involved with them weekly I would at Le think at least um and then I also would like to acknowledge Michelle tabber from our um Jupiter Police Department she just recently celebrated 20 years of service uh with the town and again as you've heard me say more than once um it's just remarkable to me that nearly onethird of our Workforce has 20 years or more with this town which I speak think speaks volumes about the commitment of our employees the the environment in which we work the council's leadership so I want to congratulate m Michelle and uh and that's a pretty big uh Milestone uh I also want to take a minute some of you have met uh Mike Hoffman Mike if you would stand for a second so we can see you Mike is the senior director of community services who started with us uh he could he didn't want to wait till the beginning of the year so he just he started with us last week and has really jumped into the middle of things uh Mike is working with uh parks and wreck and in particular we just had a long meeting today he'll be spearheading our uh playground Initiative for this year and and uh and we're working diligently to get that delivered by the end of the year and also we'll be leading the um parks and wreck master plan team and working closely with Kristen and team as well and um and so I wanted to thank Mike for coming on board with us and then um finally uh I know earlier we had a citizen comment regarding safety um uh around the uh limestone Creek area um I know deputy chief Hennessy has already met with that person and will be coordinating um our efforts between p County Sheriff's Office Jupiter police department and uh and and the residents in that neighborhood to you know two parts of safety being safe and feeling safe and so we're going to keep working uh as diligently as we can on that and that's my report mayor thank you uh councelor May uh nothing to report just uh Happy New Year and looking forward to our 100 Years of uh uniquely Jupiter so marce Mayer if you think about it I mean the the fot Bridge was perhaps the best New Year's Eve New Year's Day gift ever um but you know we've got the fot Bridge US1 Bridge we've got our Centennial we've got Roger Dean renovating we've got Jupiter fire rescue got a new parks and wreck master plan and kind of a transformation there the transformation of our Municipal campus there's a lot going on in the town it takes a lot of work and so I really just want to thank everyone involved D in all of these things um I remember being given a binder with all of the different committees there are I don't know how many committees there are at least a dozen um working on all the different parts of the Centennial so thank you to everyone who's volunteering I know it's not just staff it's also community members um you know volunteering for these committees so I want to thank you as well and that's it councelor Delaney thank you mayor um New Year's Eve my wife and I uh we stayed the night at the Windom with our kids just to kind of do something a little different and it was actually kind of quiet night there they didn't have fireworks or a band or anything which I thought was odd but we had a nice time um and then uh New Year's morning we we took a ride we we drove over the bridge because it was open and um my wife said it'd be fun let's go walk on the bridge so we we pulled the car we walked on the bridge we hung out for about an hour and there we probably passed I don't know 75 100 people that were doing the same thing and the excitement on that people are so excited about that bridge it it's it's incredible it's really a new sort of you know it's ju to ju to position to the lighthouse it's like another new landmark and right before the bridge open we're going to try to do the impromptu ribbon cutting and it wasn't feasible I think CU timelines and all that but I want to suggest when in March when they do open the other side we should have a ribbon cutting and then maybe a party or celebration with folks that worked on it to kind of give back to them to an appreciation anybody think that'd be a good idea we should we should have some formal something there when it's completely open I know they'll be working for another year but when it's up and running I thought I'd throw that out there it might be a nice I know Shawn is communicating with the fot uh Team there okay uh to talk about the feasibility of that and what that might look like the one thing I'm glad you bought this up um the first Vehicles across that bridge were Jupiter Police Department vehicles and Jupiter fire rescue Department Vehicles so from here on out they were the first right so um and I want to thank fot for coordinating with us we had we had the teams on standby we got about a 45 minute window but we made it happen they had you down to the wre they he wanted that he wanted that open yeah yeah so uh start to cost money we'll follow up on that for your counselor yeah and just the the Vantage Point up there with the walkways and then you can't go on on the little access pulpits there but that that's really remarkable and the elevation the visuals are great so anyway everybody's excited about it that's it just a few quick items actually uh wanted to add um to uh what our town attorney had indicated about Sam Shannon and if you if you listen to Mr be um he captured something about Sam that uh I always marveled about he was he was an effective listener he brought solutions that always incorporate Town Council inputs and Direction and he gave us that he he demonstrated that in his explanations on how Council wondered how we could do something he came up with the solution uh to enable it to happen um but he would he would uh when Council would take and give critique on a you know on on a project um he would have effectively helped make it happen so he was he's the best that I've ever seen doing that and I'm grateful he you know uh that wasn't here for all the years that he was uh uh serving the town and obviously his prior prior work um but I do think some kind of recognition is in order I don't know what that would be so I would just kind of ask staff to think about what we could do for someone um you know um like you know Sam Shannon for his contributions to the town um just quickly to talk about the bridge um you know um I have been in contact a number of times with the fot District secretary um and he has expressed to me a number of times uh the Gratitude and appreciation he has for um our Communications Group you know fot has their ways to get information out to the public uh but nothing is better than when the municipality gets involved in fact I I shared that with my colleagues on the TPA and I do think what our staff has done is has been a best practice that fot has expressed gratitude for just want to share that in my view um it's remarkable that that that project there has not there with the amount of man hours and 7 days a week 12 hours a day sometimes 24 work that there was no uh oosha recordable uh events uh so in the final few months as we were pushing to get it open I know I always expressed uh the appreciation for having zero injuries and emphasized while it was certainly important to the town and the public open the bridge we didn't want it to come at the expense of an accident and I got to say that in I really was concerned in the last few days um because F do uh I know at least one representative who I tried to counsel uh was uh not getting enough rest uh and um just out of an effort to try to open the bridge so uh for those that didn't know we literally uh we know when they're commissioning in a bridge like that they don't they really can't forecast um when it's going to open and I could tell you that you know I got a call an hour before it was going to open CU they wanted to open it as soon as they could but it had to pass all the safety checks it was literally that and likewise you know the communications person for fot got a call an hour before and uh and I appreciate your observation the next day because you know I've always wanted to drive US1 the entire length I have over the years but I wanted to do it to confirm my belief is we had the last section of us one that didn't have a sidewalk it was the bridge and uh it just so you know we're all delighted about the bridge uh having that amenity now a good sidewalk and it will have bike lanes and I I was just I thought it was I was just joyful to see when the when it did open there was more pedestrians and bicyclists on the bridge in the first hour than there were Vehicles driving across the bridge so people were lined up thrilled about that right and it really is a tremendous asset and and couldn't be more grateful um to fot for giving us that um uh and then the um moving on just quickly to an item um wanted to bring up it had recently come to my attention uh both uh from uh from two different people that um the town's codes uh covering behaviors in the town Parks is not as strong as the counties and um I believe we need to and I already talked to the town manager about this but I want to just emphasize that I think we should undertake a quick uh best practice check on what the county has um and move towards bringing our code so our police can have the consistency in what behav aior uh they can uh ensure is happening in town Parks is being no less than what they can do in County Parks and then um I'd also heard today uh that the county had from from a resident who had been expressing concern about um I hate to use the word but I'll use it a stalker of children in our town children Park areas and the county supposedly had passed something recently I don't know what recently means three four six months back were um and so we're not talking about the entirety of parks but the playground areas um that uh someone and I don't have the specific so I'm really just relaying what I heard but somebody 18 years or older cannot be in that area unless they're with a child uh and uh to the degree that that uh is a I'm sure we all feel Public Safety for our children um is significant I'd like staff to follow up and see uh what the county did pass and um see if we can quickly put something like that that on the book so uh you know we've got this effort underway to make all the enhancements to our particularly here you know the playgrounds and whatever um and uh and I know that we were incorporating into the design our with our police input features to make it safer but this is yet another uh element that I think needs to be addressed so I'd uh I uh would ask that that be a initiated ASAP um and then just lastly I just wish um my colleagues um on the DI our staff our residents our businesses and everybody a Happy New Year thank you with that the time is
