secretary the regular Boe minutes of the secretary from November 11 2024 and also our committee meeting notes our finance facil negotiations meeting on November 11th 2024 as well as our steering committee notes from November 11th 2024 at this time I will read the steering committee notes the steering committee met on November 11 2024 at 800m following the regularly scheduled Board of Education meeting the following members were present for the meeting Mr hather Mr Ladi Mrs tear and Dr panichi superintendent Davies was President along with business administrator Mr ganella superintendent Davies proposed changes to the leadership team structure based on four District priorities academic achievement fiscal responsibility Middle School culture identity and experience and an effective utilization of the administrative positions these priorities are based on the board approved District goals for 2024 to 2025 the main objective of the proposed structure is to enable the hiring of a middle school principal without increasing the number of Administrators in the district the committee members asked questions about the proposal and discussed the timeline as well as next steps the committee approved of the proposed changes Mr L do you have anything you want to add for the committee notes for finance well um you don't have to but do you want to add no yeah you just the committee when uh the committee met on um the 11th prior to the regular meeting uh so the minutes that they're approving tonight were um the details were uh reported to the board that evening so okay thank you at this time we will move on to the superintendent reports and presentation superintendent Davies good evening everyone uh thank you so much great to see so many people here so many students as well uh we have some exciting recognitions tonight so I want to start off though first with naly Sully our student rep to the board nalie would you mind giving your uh presentation okay good evening my name is NY Sully and I'm excited to be here as David Burley Board of Education student representative to talk about our recent and upcoming events in November fall Sports concluded their Seasons the girls soccer team won the mountain division sectional championship against union Catholic and the boy soccer team won the group one state sectional championship against middle sex both of these being back toback the senior class took home the victory against the juniors in the annual flag football game on November 12th in robotics news this past weekend at Scot Plains Fanwood high school competition the Burly Bots won all five matches is and were awarded second place at the meet so far this season they have been ranked the top 10 of all schools in the division congratulations to all the Middle School Fall Dance was a huge success and took place in the cafeteria on the November 15th at 6 p.m. the annual interclass games were held at the high school gym on November 27th this is an event that pits the graes against one another in a friendly competition this year the senior class delivered a decisive victory over Downer Gres congrats to all this this week the counseling department will be meeting with the sophomores on Tuesday and juniors on Wednesday periods 8 and 9: to assist them with their postsecondary plans next week will be the reopening of our High School auditorium the DBA sh Winter concert will take place on Wednesday December 16th at 700 p.m. this will feature the concert band Choir in the dance department urance is free and we all and we hope to see you all there this is the last presentation of 20124 and I want to wish you all a wonderful break and a happy New Year I'll be back in 2025 go Bears thank you NY thank you nelsie next we have um Mr Miller our athletic director to present our teams Nela you want to introduce the the teams you did such a great job up here good evening everyone um it's always exciting to come to uh these meetings to celebrate our athletic teams and this year uh this past fall we we had some Great accomplishments on the uh soccer field with both our boys and girls team um at this time I'm going to introduce uh coach DeLuna he's going to come up talk a little bit about the girls team and their accomplishments this year coach Del funa first of all I just want to thank the board of education for inviting our team especially our seniors who are here to be recognized tonight I also want to thank the board along with Mr Miller and Mr Davies for the opportunity to come here to brely I coached here years ago with coach mwan and to be back it was kind of like a homecoming so I really appreciate it um this year was amazing for our team and I feel lucky to be their coach and a part of the breely family especially I want to thank the seniors for all their hard work and dedication from the first time I met them back in March I just want to run through a couple highlights from our season um we had over 40 girls come out for our program this year which is the most we've ever had in in recent history um as was already mentioned we were the mountain Division champion and we are the first team in the whole conference history to win both the valley and the mountain back to back so we were able to go from the lowest Division and next year we'll be in the highest division with Westfield Scotch Plains and all those big schools um it was also the first time beating New Providence in Elizabeth uh since 2012 we had 11 players honored for all division Awards one uh one of our seniors who was all count and we also had five players selected to All State recognition this year um the reason why I mentioned these stats is just to put into perspective how successful and amazing our season was although it didn't end the way we we wanted it to um it doesn't take anything away from our team's accomplishments so thank you again to the board Mr Miller and Mr Davies for the consist the consistent support for our program throughout the year thank [Applause] you girls first yeah why don't you take a picture that'd be great young ladies and Coach come on yeah can we get the names of the students that are here the names yeah yeah okay so we have our seniors here representing our team we have uh Madison and Samantha Diaz uh Louisa Lima Jessica Martin giovana principado and Juliana [Applause] Biser opportunity to get up there and get your pictures taken and then you guys can get one behind photo photos get the value and then have them take one please in front of their they can get in the backdrop good for their parents yeah for them too they can take it in front of them be nice they need stuff for the ground Instagram yeah yeah you just moov the podium you want to do another one FR of there their Paris everybody get a picture I don't know their parents want to take any pictures parents anybody want to take any pictures no Step Up thank you [Applause] thank okay uh coach Dela funa has has done an outstanding job uh really building the program up this was the first year that we actually had a full JV schedule so through his leadership and and you know his relationship being in the building is is great in in helping us build the girls soccer program and we're looking forward to to many more good years uh from our young ladies coach Macwan coach mwan uh I've known him for over 20 some odd years and by far one of the best people teacher coach um just I'm glad to call him a friend he's uh does an outstanding job with our kids um he has led our program consistently to be one of the best group one programs in the state um and it's no you know secret uh coach knows his stuff and and he gets our kids you know in great position to play and compete every year uh regular season you know we played a tougher schedule this year and and you know it took a while for for the young men to kind of get their footing and and get them in the right direction but once we got to the end of the season I mean they were on a rooll and and they played some great soccer down the stretch and it was exciting to see them in Middle sex win the uh the sectional Championship uh and Coach mcgaan over the last couple years has quite a few sectional championships uh and I know that we're going to have continued success for for many years to come with our boy soccer program without further Ado coach mcgow as usual coach Miller very good at making people cry so that's that's uh perfect uh good evening uh members of the Board of Education Mr dve Mr canella um PLO and of course U my esteemed colleague Mr Mr Miller uh before I talk about the the boys on behalf of the entire boys program we would like to congratulate the girls under new head coach uh Dela Fortuna for another fantastic season we got a chance to to watch most of your of your home games this season and it was a heck of a lot of fun to watch great job this season congratulations um but it's my honor to stand before you uh today to celebrate the remarkable achievement of our boys varsity soccer team for the second year uh second season in a row our team has won a state sectional Championship an accomplishment that speaks not only to the leadership talent and dedication of our student athletes but also to the exceptional support of our Administration the field crew the secretarial staff student body the parents alumni uh and the community at large uh our Victory is a testament to uh the hard work the teamwork the resilience that these young athletes have demonstrated throughout the season uh they faced many challenges pushed themselves Beyond limits and most importantly supported each other as one unified team except when they don't wear the full uniform that I asked them to to wear sometimes that sometimes it slips through the cracks but I'm sure they were rifling through their laundry baskets on the way uh up here to find the ones that they that they did come up with uh um their their success is not just about goals scored or trophies won but about the values they've displayed discipline perseverance and sportsmanship running through our state sectional bracket as a number nine seed meant that we were on the road for the entire tournament uh we were able to defeat number eight seed Piscataway magnet the number one seed Shore Regional number four seed Rosel Park that one was pretty sweet not going to say uh and number three middle Sachs all while conceding one single goal in the entire tournament uh we outscored our opponents 10 to one on the run to our second straight sectional championship and if not for penalty kicks it may have been three in a row um and some of the guys were here for for and played in all three of those uh games I'm confident that the entire School Community joins me in taking great pride in their achievement uh and let's continue to support all of our teams as they not only Excel in sports but serve as Role Models uh for excellence both on and off the field thank you so much for honoring us tonight I'd like to introduce our our team captain Gabriel George to come on [Applause] up yeah he's going to that's prob one that one's probably better yeah cuz got the backdrop I want we're g to hide what's that that's good we're going to be here for a while who's the captain decision [Music] oh that's a good pict pull it off fine [Applause] congratulations um I wanted to say congratulations to our soccer programs very proud of everyone uh we have one more student Spotlight before everyone leaves so if we could just um take a moment and I'd like to introduce Mr Perillo principal of David Bley uh who is going to speak on behalf of Michael Andre Mr pillo hi good evening everybody uh members of the board family friends soccer players who were sneaking out the door um it's my great honor to introduce an outstanding student from our senior class Michael Andre whose achievements both in and out of school exemplify leadership talent and dedication Michael's a proud and active member of our school Community as a musician he con contributes to the marching band the concert band and Jazz Band showcasing the talents on trumpet his passion for music extends beyond the school as well he plays for the Union County Municipal Band alongside his father uh and serves as a bugler for both the VFW and the local fire department Michael is the founder and president of the Dungeons and Dragons Club as well as a member of the National Honor Society demonstrating his commitment to academic excellence and service outside of the classroom Michael is an eagle scout the highest achievement in scouting for his Eagle project Michael conducted a detailed survey of the deserted village in New Providence this project holds great historic significance and the county plans to use Michael's survey to organize an archaeological dig in that area it's no surprise that Michael's future plans align perfectly with his passions he intends to major in archaeology and dreams of leading his own dig himself someday channeling a little bit of Indiana Jones minus the Fedora and whip uh Michael Andre is a shining example of what it means to balance Talent leadership and drive to make meaningful contributions so everyone please join me in recognizing Michael for his many accomplishments and wishing him the best as he continues to pursue his dream conrat we do a picture Michael want to move the podium aside for a second this iser only one [Applause] um if I may tag on to what Mr pillo said about Michael um I was speaking with Michael's math teacher the other day and she was speaking about how he's the student in class who loves when a problem comes his way that he's never seen before he has to figure out how to solve it um so just to speak to what Mr pero said about Michael's academic prowess um it's there but um Michael had invited me to his uh Eagle Scout ceremony and I just wanted to um recognize him publicly as superintendent because I think um as a community we really want to recognize civic responsibility Community engagement and there's nothing better than being an eagle scout and being part of the boy scout counc of America so congratulations um that concludes the student highlight portion of our meeting so if anyone's here for that and would like to duck out gracefully now's your chance um in the meantime Mr ganella is going to prepare a referendum update for any community members who are looking to see where we are with that uh good evening everyone uh this is my monthly uh referendum update so uh projects are progressing uh uh fairly well uh the fields project uh is uh uh reaching its conclusion with the final documentation and we should be hopefully wrapping that up within the next couple of weeks um the HVAC projects the controls and balancing uh is 98% done uh Harding controls and balance is also uh uh finishing up and the punch lists are in in uh progress as this heating season started we're um uh dealing with some uh tweaks here and there but everything seems to be in relatively good working water um some rooms are a little colder than they should be some are a little hotter but that's what this whole process of balancing and working on the controls is all about uh so we appreciate uh the uh patience of the staff and the students as we work out those issues um regarding the uh big project the additions project area a which is the uh main uh addition for the science Wing in the Middle School the uh second floor slab is scheduled to be installed tomorrow the IR irrigation system for the fields is in progress uh we're expecting the sad to be uh in sometime next week uh that should be a pretty uh interesting uh process they come in with uh uh four to 8 foot to 10 foot rolls and they out so um if you get a chance take a look at that maybe we'll get try to get some video of that as well uh the steel installation on the the addition is complete um uh cold form framing which is the uh the metal studs that you see going up are is in progress um the MEP which is the mechanical electrical and plumbing installation is is in progress as well uh the elevator and stairwell CMU which is the concrete mason are unit is in progress and you'll you'll see quickly from here uh that uh addition hopefully being closed up prior to the New Year areas areas B and D which are the Harding and breely auditoriums the breely uh lighting and uh Auditorium is complete uh seiling installation is complete only things they need to do is put the numbers on the seats in the rows um they're going to be wait we're they're going to uh wait till the Harding is done to do that the carpet is installed sound booth should be arriving sometime next week uh the plumbing for the Harding Auditorium roof dreams is now complete that was what the holdup was um as Mr Jeremy uh Davies noted in his U um Spotlight uh on uh what you do on Facebook right everywhere whatever everywhere everywhere social media um uh you know Harding School that section of Harding School is 100 years old so when they got into that there are some challenges with the roof drains uh and how they need to be um um connected and redone uh so that took a little longer than we anticipated uh but um it is complete now the ceiling grid installation is in progress the light fixtures will soon follow and the seatings are seats are to be installed uh sometime next week as well area C which is the lobby um the ramp and the curbs uh for the sidewalk are complete the rail fabrication which is the handrails for the uh ramps and the the steps uh is in fabrication Fab fabrication uh the mill work is to be delivered that's for the uh Reception Area uh is supposed to be delivered next week as well um the storefront installation which is your windows and your doors is 90% complete uh one of the windows came in broken so they have to work on that the me uh for the lobby is nearly complete the rooftop unit uh has been installed and interior painting uh will begin this week as well so here are some some pictures uh that you could see uh the first front is the uh area a which is the addition you can see all the metal studs that are there um ready to be installed uh and you can see the insulation the yellow insulation there as well as all the steel work being complete the second photo is the lobby uh and you can see the storefront complete there as well as the stairs and the sidewalks uh third one is the brly Auditorium with the carpet down and the uh seats installed um the one in the lower leftand corner you could see the masonary uh block which is for the elevator um the middle one on the bottom is the inside of the lobby looking out um through the doors and the last one in the corner there is the Harding uh Auditorium which is still a work in progress so here's the cost breakdown uh that I uh um said I'd provide not much has changed with respect to that we have a couple payments on the agenda this evening uh for uh uh Longo uh for the payment of the uh Auditorium seats as well as for shorelands um uh and then uh that's pretty much it I would like to note that you could see in the first one the field uh improvements um $77,000 for the change order if you re call a lot of that change order had those change orders had to do with the uh contaminated soil that we found out uh we had uh after we started the project um we also filed an insurance claim with our carrier uh through our Environmental Protection and to date we've received $455,000 back from that so um we're in a very good position for that uh project not going to any cost overruns uh and we are well within our original budget even with those um uh contaminated soil costs um and with taking into consideration the insurance claim uh and the money that we received so all in all um finances are in good shape for the projects any questions no okay thank you when this is over yes I will uh thank you Mr ganella to tack on to his his presentation about referendum projects just wanted to inform the public that in November we held stakeholder conversations with both staff and parents um we'll continue to have more discussions specifically around the transitioning um of sixth grade from Harding to Bley uh making sure that that transition plan is as smooth as it can be to best support our students as we create the sixth through e8th grade middle school also to bring to people's attention is just the potential that we've begun discussing about a staggered start time for David breely so that middle school students and uh high school students enter the building at different times and exit at different times that would help build the Middle School culture and identity it would help with keeping middle school students separated from high school students and it would significantly help with traffic congestion which is um an issue um so that's something that's um begun in conversation um also just to add to n's report there's also a lot going on at Harding Elementary School uh the W their Winter concert is this Wednesday at 6:30 p.m. in the gym additionally Harding is holding its annual holiday shop and the holidays Around the World Experience on Thursday and Friday of this week those are always exciting and then next week is Harding's holiday spirit week um I know it's early in December still is um but I don't think it's too early to wish everyone a wonderful holiday season um so that's that um and finally tonight I want to take a uh time to pause and honor the service of two of our exiting board members um first is Allison te uh Miss te has served on the kennworth board of education for three years most recently she has been the chair of the curriculum committee Miss te and educated herself ran for a seat on the board to serve the children of kennworth and that she did Miss te always brought a level-headed approach to every decision and would look at topics through the lens of would this be good for my own students or would this be good for my own children and she always came to conclusion that was in the best interest of all students of kennworth public schools Miss TI has been a dedicated board member and um and a supporter um of the board of of myself and the community of kennworth and we thank her for her service thank you Miss tears I'll be back'll be back sounds good um also also tonight I want to thank Miss pette Drogan for her 12 years of service on the board Miss Drogan is passionate about this town specifically about the kids in this town and making sure that this community holds on to the values that make it a great place to raise children when everyone else is maybe wondering something Miss Drogan is the one who asks the question she believes people should indeed have productive back and forth debates and conversations about controversial topics and that debate and a little sparring is a good thing because again like Miss TI M jogen believes that it has to be the right decision for the students of kennworth and that is her guiding force in the past several months I've gotten to know M dren's wit and humor when asked by a fellow board member at our last meeting why she was making a statement she responded in vintage Mrs Drogan matter of fness what I might not be here for the next meeting who knows made me laugh and I appreciate your humor I thank you for your humor for your questions for your passion for young people thank you for your service to kenor uh and just again um for both Miss te and M Drogan a reminder that these positions are volunteer positions they do not get paid um to sit here um and I just wanted to recognize their service um you guys have made a difference um you want to support you want to contribute and that um is Civic engagement right there and so I very much appreciate that thank you for that um best wishes thank you very much um finally just a a few other things we have a November HIV report there were two investigations in the month of November that resulted in two confirmed HIV situations at rarly those are in your meeting packets also while you're reviewing that following the HIV report is the November discipline report the enrollment report and The Residency report so all that information is there for you and a final plug um n already mentioned it but you have a little invitation at your seat to to the breely Winter concert which is going to be the inaugural performance in our new newly renovated Auditorium so I encourage everyone to come for um a holiday experience um should be a good time you'll see our instrumental musicians our vocal musicians and our dance performers does anyone have any questions about the HIV report or anything else datawise thank you very much that's the conclusion of my superintendent report thank you Mr Davies before we move on to report of committees review of resolutions and board discussion there's a draft of the calendar in your packet any questions comments regarding the schedule it was sent out also last week the only the only modification we did from last year's cycle is to push the um September regular meeting to the second uh third third Monday of the month um to September 15th uh it's a really quick turnaround between Labor Day and the meeting but also it's we have that meeting on August 25th which hopefully will be taking care of personnel matters but giving us an extra couple of days there in case there are some other vacancies um we could that gives us an extra week there to fill those vacancies um if we haven't successfully done on that by the 25th of August thank you anyone questions comments before we move on okay all right thank you at this time we'll now do report of committees review of resolutions and board discussion first up Finance facilities and negotiations Mr Le even um let's go start on with my narrative the administrators been working on their portions of the 202 25 26 budgets Mr ganela has also been updating the Excel program and preparing for their January submissions the leadership team met um to discuss staffing issues um as previously stated by myself and Mr ganella um this year budget year will be challenging with the two U 2% cap a budget cap potential for additional loss of state aid Reliance on free balanced offset increasing programmatic demands um you know the this year's budget will be very very challenging um and I know the team will be first all on the same team to find it's going to be SP a lot of nights here uh Mr Davies Mr G met last week with the executive County Superintendent for for the district's midyear budget review um and I mentioned it last week but on last month the district is prepared for the winter weather equipment is all in working condition staff is ready you know they're going to do another outstanding job if we ever get some snow here um as they do every year um as for Resolutions there are 12 tonight for your review and approval the first four are the monthly standard resolutions which include the superintendence report which you just heard the billing report and financial reports um which I reviewed and um found there be no outliers everything seems to be in line there be no line item transfers over our $5,000 cap um five and six are for workshops and class trips there's nine workshops in total um and I believe there are um three or four um class trips I mean most of them are to the Kenworth Library um one's to Liberty Science Center I think once the met in New York City which seems pretty exciting um payment to the cont um seven is payment to the contractors for referendum work again I review the payments pair them up with the work being performed all seems to be in order eight is the qac approval 10 are canceled checks they're just old checks that were never cash that we are going to um I guess remove from the system 11 is the seat and Hall affiliation agreement for U occupational therapy and Speech Pathology and physical therapy um 12 is the mo MOA with the education and law enforcement um contracts like 85 pages long I don't know if you ever read it over the last few years but it covers everything from drug use to guns to surveillance to Locker checks and it goes on and on like I said it's 85 pages long um and that's what I have for the finance report do you want me to do negotiations you have any updates well yeah we want I just wanted to provide a um we as the committee we just want to provide an update on on the status of the contract negotiations with the secretaries clerks and AIDS uh as you know the custodians and teachers have already settled settled have settlement agreements which included a fair increase and we've extended a similar offer to um the secretary clerk in a unit um following a recent meeting which was a small meeting with just myself and a few of the key players um discussions continue to move forward and we are committed to continuing discussions in good faith and to resolve this hopefully by the end of the year and I'm up for questions any have any questions for Mr Lei no good thank you okay thank you Mr Lei up next we'll have personnel management Mr hather thank you there's seven uh resolutions tonight resolution 13 is the approval uh of an to hire an English teacher uh in the Middle School resolution 14 yes resolution 14 is the approval of and lunchroom par professional AIDS resolution 15 is resending of an employ employment offer resolution 16 is approval of a maternity request resolution 17 are co-curricular stipend positions for the 24 25 school year uh resolution 18 are athletic stipend positions for the 2425 school year and last but not least resolution 19 is the approval of substitute staff anyone have questions for Mr hather thank you at this time we'll move on to curriculum instruction Mrs tears uh there's three resolutions tonight first uh resolution 20 is the revised uh student parent handbook for Harding resolution 21 is the curriculum adoption for creative writing and resolution 22 is the HP report from October 2024 thank you anyone have any questions no okay thank you Mrs cheers we'll now move on to Old business does anyone have any old business okay I would like to mention under old old business to please continue to review the Friday folders for opportunities and supports available there's referendum updates and Communications go out weekly from the leadership teams about school events opportunities and all things that parents and students can get involved with under new business anyone have anything under new business there's a program of last week Alliance met with some of the staff here um there ongoing programs for drug and alcohol awareness and prevention this year we will be having every 15 minutes again and I understand the past time or two that we've had it um part of that program is a a vehicle that's been in a serious accident from drunk driving on the premises uh they haven't done that the past few years but we all agreed you want an impact I know they're going to tape it this year and show it it's not the same you could show the tape but it's the impact of seeing that vehicle and we were hoping that the board would approve somewhere on the facility or near her to have that crashed car to help these kids maybe one kid doesn't have a drink it will make a big difference so I ask you to seriously consider that and also um support any of the programs that have come free to the school system through grants and other funding to make sure that that continues that's something that we really need to do um I also went to a football game and um all right the football team played the best they could they didn't win but they gave it all they had but I have to say that the band and the cheerleaders were phenomenal and I don't know that they get the praise it seems like the football players always get the praise but our cheerleaders and the band are just very special I just wanted to say that I also want to say it's been an honor and a privilege to be 12 years on this board working with um for the parents and the community and with such a fine board and administrative staff and I thank you for that honor thanks Paula you're welcome thank you anyone else I'd just like to Echo Mr J's words and thanking Miss te and Miss troan thank you for your service and you will be missed I hope so I have a couple things under new business um the uni County Educational Services Commission this past week um I sit on that board purchased a facility of Cardinal Drive we um contract out some services to them so within the next few years there might be a change in location to those Services student services will not be disrupted but there'll may be a future change in the location so we'll keep you updated as their superintendent gives more information we wanted to thank everyone for this entire year which flew by for attending and supporting we've had so many school events it would take a long time to mention from PTO to parent meetings um sporting events band plays just a lot of things that we can be proud of and we want to thank everyone from students to leadership teams for participating um I also would like to to say thank you to the current board members for your service and congratulate the new board members that are coming on um one thing that we I think sometimes forget to do which I wanted to say um was to thank all the First Responders with the holidays coming up um they sacrifice a lot with their families around the holidays and we've seen a lot of them even here doing school stuff um during the holidays and out out in our community helping so that's something that I thought we should mention and um also to wish everybody a happy holiday happy New Year we have so much upcoming next year that we're excited about and to passed on said we did not we pass Mr additional resolution um Mr Le mentioned them though in his when he talked about did he he talked about the custodial agreement he mentioned it he didn't analization of the um agreements with the custodial maintenance group and S of the contract for their unit and the salary got yeah I just wasn't sure just thank you guys not not to be critical although it's going to sound that way um we had a really large group here tonight with the the students being awarded and I know in the past when we've had especially large groups we've relocated so that everyone can fit you know I can't help but note that we had people like trying to peek in from the hallway to see things so I just hope that we keep that in mind moving forward when we anticipate the possibility I know it's a pain in the neck to relocate and strategically with the filming and everything else but we're going to have the possibility of having so many people here I I'd like us to
