meetings law was enacted to ensure the right of public of the public to have advanced notice sub and to attend the meetings of public bodies at which any business affecting their interest is discussed or acted upon in accordance with the provision of the act the kinan board of education has caused notice of this meeting be published in the suburan Trends on January 21st 2024 posted in the Kenan Public Library filed with the burough Clerk and posted on the district website Mrs Francisco will you call the board please yes Mr eisener here Mrs Leonard Mr Meyers here Mrs Pella here Mrs Portman here Mr Petra Celli Mrs Donaldson here okay uh don't need a close session right now uh Pledge of Allegiance please stand okay we have no routine matters student Representatives not been assigned yet superintendent up okay thank you Mrs president hello everybody this seems a little bit different for the first time in a few months uh just real quick and I know we we've talked about it quite a bit uh tomorrow we anticipate our drop off for Stony Brook for our roof for that project for partial roof replacement and then on Thursday at K school so we have that happening uh we'll have more updates on our facilities with Mr shivas and Mr janelli in in July during committee meetings about the tech infrastructure and security surveillance so a lot happening even of Summer and uh we all received the alert last night or yesterday during a late day about the water in town and around um so Mrs todros she's running our esy program and she has things under control with bottled of waters for our students just to make sure until we receive clearance so um that's really it it feels like forever since we've been in school but it's only been a a week since graduation so okay thank you um Charlene our strategic plan final report so I first just wanted to start out you know acknowledging um the board and the work that you've been doing um you know for the the Morris County meeting just wanted to commend the fact that your board um recommended jior board president president for the um arene LEF um excellence and um board governance award and you know I just wanted to say what really what an honor that is even just to be nominated that there were only eight people in the county out of 300 or you know 300 plus board members um who received that even just to be um recommended so the person that won was um Leo kley from Roxberry and he's been a board member a lot longer than any of us right so um so he you know was well deserving of the award but just to be recognized was certainly a major accomplishment um and then also wanted to um acknowledge the fact that the board um you know because of all of the training and the work that we've been doing together that it kind of snuck up on us that the board is eligible to you know be recognized for board certification um so it um is New Jersey school board's way of acknowledging boards that spend time together to train together so between the superintendent search and the strategic plan and all of the training that we've been doing that um the the last piece of the requirement was the board completing the board self evaluation so you just finished that um so we'll have to find out which you know there's two meetings in the fall I think one in September and or I don't if it's September October one in December so I'm not sure which one will be doing the board certifications at but once I know that I'll make sure that you know and then you're all invited to come and receive a plaque to be recognized for your accomplishment can um and then start working toward the next level um which is a masterboard so you need to get 10 more credits in a two-year period to do that and I think there's only 50 boards in the state out of what 680 that are Master boards so again would be something for the board to you know aspire to work toward um so wanted to start out again you know here tonight to talk about your strategic plan and again you know it's just a wonderful opportunity as boards you know we always look at how can we help engage our community how do we know that we're moving the district forward in a Direction that's in alignment with what our community wants and strategic planning is really the best way to do that to invite them in to hear it from them directly um so I'm just going to kind of take you then through that process and you know I have to say that we had really a great group of participants and said I think out of all the groups that I've worked with like the for whatever reason the this group like when we broke into small groups right away they got to work knew what to do like just really got going and we got down to business and got a lot of work accomplished so I really appreciated the fact that it did didn't take a lot of explanation like they just knew what to do and did it so um really appreciate that so as we look at it like I say you know kind of would tell the group when we were thinking or talking about strategic planning saying you know the board could have put a plan together the administration could have put a plan together but it's not going to look like this plan because this plan is really an acknowledgement of what is the community's vision the the staff's vision like what are if we brought all of our stakeholders together and said what do you see as the direction that we all need to work together um to help Advance student achievement this is that plan is really a reflection of that so it's something different than what any of us could have done individually um so we know then that as we look at the opportunities that we provide like we said um you know you saw that this was your second plan and we you know talked about all the things that were accomplished in the first plan so we know now that you know this really does kind of provide us that road map that allows the district to continue to you know move forward um in in a direction then of kind of like an ongoing cycle of planning um and so now this plan then will help Drive the next five years um so we really use it um you know and explain to the the community the other stakeholders that the way that this doesn't just sit on the Shelf is you know then once a year when we do the the district plan the district goals that are in the superintendent evaluation it's driven from this strategic plan you know this is what's going to help set that direction um so we we make sure then that that we are moving forward in the way that our stakeholders asked us to so we went through a series of three meetings so we started at at the end of September and so essentially the first meeting we were answering the question of where are we now um and so we asked the group to kind of you know they everyone to break into small groups and to identify what they thought the strengths of the district were and the challenges and opportunities um then we moved forward into the second meeting and said okay if we know where we are now then let's talk about where do we want to be five years from now um and so then had and we'll look look at that in just a minute did a visioning exercise and then said okay if we know where we are now we've identified where we want to be five years from now how are we going to get there so then that was the last piece of it then um was developing the the goal statements kind of a big broad statement that helped identify the what what is the direction that we want to go in in the next five years um and then we turned it over to the administration and said okay here you go this is the what um now you tell us how you are going to carry out the what that our stakeholders helped us determine so everything you know starts with the with the district's mission statement um so we just you know make sure then that that's kind of our guiding force um so like I said in that first meeting we pretty much had everyone break into groups and said okay you tell us what you think the top 10 strengths of the district are and what you think that the top 10 challenges and opportunities are and then had every report out their findings and you have the the full list of outcomes in the report that I gave you but this is just an example some excerpts of some of the things that came out of the small group work um so as they looked at strengths you know talked about your community support the opportunities you provide for your students your staff your HSA your music department the rigor how prepared your students are the resources you have the support services your communication and then as they looked at challenges looked at you you know the budget security your infrastructure social media um we can just kind of you know go through the list here but you can just kind of see all the things that that that the groups talked about so then like I said that next piece then was that visioning exercise and we had everyone said okay pretend that it's five years from now it's you know it's it's not 2023 or anymore it was TW at that time it was in December we did this so it's now 2028 um if we could kind of say that the budget didn't matter the course standards didn't like the the standards didn't matter like if you really could just identify and you know brainstorm what do you want for your kids like what is something that you know we're not going to let anything hold us back what are those things that if we could give our kids anything and want anything for them what would that look like five years from now um so had them pretend like they you like they um that your District had won an award for advancing student achievement you were the guest speaker to talk about their accomplishments and how that happened um so these were kind of had everyone write a title for their speech so you can see like what some of the speech titles were um and you know talked about empowering students embracing um programs to meet the needs of all your students um so then as we look at some of those visions and said okay what are some of those things then that we would hope for our students to be able to know and do and what can we provide for them five years from now um talked about how important it is you know to have great staff the Community Partnerships well-rounded curriculum um that also included um CTE and non- colge bound programs talked about a modern infrastructure your students being socially agile technology a range of skills social and emotional so kind of really hit on almost anything and everything right that that you would um want for your students and you know one of the things that's interesting um is probably the next time when we do that like five years from now you'll be able to like kind of look at these visions and probably be able to identify how many of them actually came true right and that we were able to um fulfill so then we said okay if we could take all those strengths those challenges the opportunities the visions and you could only put them say into four buckets what would those buckets be so they would have to be big broad General buckets um so the buckets were like future preparedness how are we going to get our students ready for the future um teaching and learning community engagement and operation so we can see that it was really student centered um you know in two of the buckets but then we also know the importance of engaging with our community and then the work that we have to do to provide um a safe and welcoming environment for our staff and students so then having said that so then what we did was took all the strengths the challenges and the vision from the first two meetings so those were really kind of like the data Gathering meetings and said now instead of saying that these came from group one or group two or group three now it's I'm going to Resort them all by these buckets so then each bucket then had all the strengths the challenges and the visions that were relative to their bucket and said okay that now this is what you're going to use so that when we come came back to meeting three then to write those goal statements that is what drove then kind of what um what that goal statement would look like so then each group was tasked with writing one big broad General goal statement about your bucket and if we think about the fact that this plan is relevant for five years so that's why the the um you know the goal statement has to be really broad but then we needed to break it up into some smaller more meaningful parts so that we could give the administration some direction then um to write those action plans so these then are what your goal statements were that each group came up with and like I said it was using the data that came out of the first two meetings um so for the goal area future preparedness the um that big broad goal statement that the group came up with was to empower your students with academic and technological competencies to be flexible and adaptable in the future um and then the the group you know then to provide a little bit more information broke it down and talked about um becoming an Adept Citizen and the skills that are needed for that um the skills to foster a well-rounded individual um to you know kind of develop build that Foundation of a strong School community and enhance The Learning Experience considering technology so those then were things that said okay if we do these things these are the ways that we're going to be able to help our students be prepared for their future whatever that might be for them right um then the next group looked at teaching and learning and so their goal statement was to create an educational environment that promotes academic achievement for all Learners um and said to ensure every student's needs are met to focus on student achievement through academic performance um to retain and recruit competent Educators and to prepare students um with the skills they need by utilizing traditional and digital resources so again that focus on how can we help our students through this process then in terms of looking at our engagement with our community that group's goal statement was to engage all stakeholders to ensure the inclusivity of all community members and so again you can see kind of the importance of all right we in the other one was make sure we're helping all of our students this is like we're all in this together right in all of our community so saying Comm communicate through a variety of methods um to increase Partnerships and to celebrate and highlight Community successes so again making the community be an important part of this work that we do so you so in the in the back there are the action plans where the administration said okay this is what this means to us and this is how we're going to carry that out so you'd have to look at the action plans to see what those steps are okay then the the last area was operations where it said to ensure the development of state-of-the-art facilities that will support the learning needs of the students and talked about prioritizing ing the recommendations from the facilities assessment um taking the budget development process over an 18month window and modernizing and maximizing effective Transportation routes to meet the needs of the community so again all of that goes back to supporting kind of what our students need right in order to to do the other things that we um identified for them so then this then is kind of then so we just looked at the what kind of what you know the Administration was given to develop the action plans and then for each goal you can see then and this is just an excert of one of them of essentially saying okay then let's take that and let's break it down let's identify the steps who's going to do it what the timeline is what resources do we need what kind of budget and then kind of what the evaluation or kind of the indicators of success how will we know that we accomplish this um so those are all um ways to kind of help track the the work that we're um that we're doing here to help move this plan forward and then one of the things that we also did in in the last meeting was talk about the mission statement and say that it um you know while it has been kind of identifying your District perhaps it needs to be updated and and looked at um so we again asked the groups and kind of gave them an exercise and kind of said okay if we take our mission statement like the components of a mission statement and kind of break it down into three p you know three parts of kind of what like what do we do um who do we serve and why like what impact are we making on our students and then kind of had each group kind of brainstorm and think about then um you know how they see that happening we gave them a handout about the other mission statements for Morris County and in this exercise limited them to trying to just come up with eight words thinking that we would get some key words or some key ideas from them um so these are the outcomes of kind of what the the small group work was so um as you can you know move forward and looking at your mission statement this would just kind of be a starting point of saying okay the this is some feedback we got what are some words here that you know kind of um stand out to us what are some things that as we use this how can we help um to to further look at our mission statement to make sure that it truly is um defining who we are right now now and then kind of just the last piece of this is just really thanking everyone that it really does make a difference bringing those voices together bringing our community in and being part of this process to work together so we um just you know just can't thank you enough for for engaging in this and bringing your community in and recognizing the value in doing that so just wanted to to thank you and I'm I'm really excited about your plan I mean I you know as you read it and as you look at it like you just see all the great things um that are going to happen for your students in your District so so I just yep no thank you thank you yeah can I ask a question well not it's not about the Strategic plan but you said we need to get 10 points in the next two two years 10 credits okay what kind of things do we need to do for those credits individually as a group okay I don't know when we'll do that when would we ever do that thank you thank you can we do it like je backyard okay moving on with the agenda um we have committee reports we didn't meet yet we're meeting next month so she doesn't know what we're making plans for training in your backyard in my backyard you got it I just put out all the finally got all the pool furniture just right so you got it my backyard okay petitions and hearings of citizens for agenda items anyone online Matt nope okay do you want no nothing okay all right so um what I'd like to do is for agenda items uh a through D just do a block i' like to make a motion for a block vote on agenda items a through D motion okay uh all in favor say I I okay all right discussion on agenda items a through d i just one question with the um and I know there's a good explanation I just don't know what it is um for the um Spanish teacher so we're approving like hiring but then there's also the same person listed as long-term sub it was a credit issue so we have to resend the employment contract but the employee could stay on as a long-term sub and then pending completion of credits then would be prated back to Step One okay so it's that person's teaching the class they're just starting as long-term sub and then once they're Yes Credit thank you okay um for me the uh there were three of the hi reports the first reading the bottom three I I would like to um postpone the vote on them um just to do a little bit more discussion because they're uh all if you notice they're all off campus and related to phone social media Snapchat or text and um I just wanted to break those three out is that possible Dave to separate those three want to table well table means that you postpone the vote to another and we'll refer it to the policy committee 202 and 22 yeah go to polic yeah so we'll refer to policy committee and then post so we'll refer those to committee so I'd like to make a motion for PRM number 20 21 and 22 to be referred to committee second okay all in favor I okay so that'll separate that and then does anybody have any instructions I know there's always a wide a wide range of you know salaries and it's my understanding from past discussion that those are part of the contract is that true so all those those are all said thank you all for completing the self- evaluations I know actually nine parts and it was a lot of thought to go into it so I got all those um I did just share them with you so you can reflect on them and then next month um we can just talk about it I think it's a great place for us to start looking at how those things we identified um we can use for district goals and then also how they align with our strategic plan because I definitely saw some overlap between the goals in our strategic plan and that can help us work with Dave towards District goals as well um so just take a look at them um if you have any questions about it and then uh we'll just um it's they're submitted so it's done I did ask Dave and Barbara if they want to do it them as well they can as non- voting members or you guys can just provide us feedback as a board since they've had a lot of experience working with boards um so that's that'll be just following up next month we'll probably work we'll discuss that a little bit in Committee just as we work towards our goals so just if you have time it's a lot it's um I think 21 Pages which is why I didn't even print them but there's a lot in there because there's seven of us and there's a lot for each person just go through them pull out some thoughts and we can talk about it in committee when we work on our goals um new business does anybody have any new
