and I thought that it might be nice to to begin the meeting with the first paragraph of his preet which was written in the late in 1949 and he starts the manner in which the citizens of the community think is in am reflected of progress of their village town or city that the people of the community have pride in its past believe firmly in its present policies for good and have confidence in its director Solway who are here to present with the check for $40,000 of part of the um Municipal uh infrastructure grant program which the county took this year and really we're incredibly grateful for it you know you wouldn't think that uh you know video equipment for hes would would make me weepy but I'm actually very happy to to have this uh have this BR know the city know the council and everyone joins me I'm feeling a lot of gratitude this work is important for us we have a we have a very um you know we have a infrastructure system which is uh new in some places and old in a lot of places and so having this equipment is going to really allow us to assess our system and make uh improvements and uh much needed improvements I think in some are areas so I'm super super grateful for it and we do as a matter of fact have um uh we're in the process of Sol bid for uh to our cooperatives um for this equipment I just got an email today with the pictures and I'm looking to do a road trip with the director of Department they're coming oh they're coming to us even better so they're going to bring the equipment down and we'll take a look at it and see uh I'm very excited about that and also about the hopefully the prospect of sharing that with other municipalities uh I think that uh you these these shared service agreements with municipalities I know that uh something that's been uh important to the county it's definitely worked well for us with Frenchtown in particular our Construction office and uh you know I think it's important to work with your ders and uh my part of going to do that I think it's a you know CHS a lot of generosity on the County's behalf and hopefully on our behalf our neighbors so thank you very much come down and we'll ask Council coming out as well so then we can take a picture all together do did you want to say I mean it's always great to be in lamberville I as I mentioned to you earlier I um I was born in the medical center so I I know lamberville well when when I was younger and uh spent many day at the boat club and remember when this was the grocery store and so a lot of things a lot of things have changed and is really doing a great job your order is ready to pick up so um you know our new era partnership that I announced at the beginning of the year uh and this is one of the million dollar Grant programs that we and all 26 municipalities have had applied and we given certain grants for certain things and we very happy that uh this will help lamberville move forward with their infrastructure it's this camera is very important to you I'm sure and it's important to us in the county uh want to continue to work together with all over the municipalities the way we need to do it if we all can work together we can do great things absolutely I have to say as well I was director during a so I just came back and I came down Swan Street and it was like PTSD I remember the shoveling and the and that one alley where everyone just had to put all their furniture and then we walked up the street with Governor Murphy in that house that was displaced in the creek so this project is so important the rest of the County as well because you know we can't we can't have that happen anymore so hopefully this this camera system will help you with your infrastructure and uh we're pleased to to provide this check to you be Wonder um question we didas SE meeting minutes foral and suggestions have chance the those minutes for session to please so moved second all favor please say I I thank you carries administra rep chance to look at the administrative reports yeah um highlight a couple of things last month in canab uh trans tax [Music] $1,817 sets uh hotel tax we received [Music] $1,747 48 and can say outpaced the newel business by few dollars um with 33 permits issued in the con ruction office last mon Ile transactions we have 11,269 par mobal transactions last mon that's a lot of parking and for $478 47 in Med Revenue about $122,000 which is so incom this um and just to show how big been this beautiful weather we had five traic TR F traffic accidents on Saturday um see um so yeah the city has been absolutely Tred with people I had an interview with the Wall Street Journal this week about how we how it shapes towns and how it affects colonies so hopefully read about amberville and Halloween and the wall stre Journal coming um that's all I have about the administrative [Music] report to accept the administrative reports second please say I I I thank you motion car I open this public participation um as I think everybody here has been here before um we ask St to the to the microphone unless you have mobility issues say your name and address and you have three minutes of interpred time questions or comments hot W stens 39 cor street with regard to the resolution that's coming up to lower speed limits to uh make it safer police supp work making things safer on 29 179 everywhere in town however we go ahead and pass this resolution but it really won't make anything safer unless we actually enforce it we do a lot of things around here um in terms resolutions and ordinances that we've had but then we fail to follow up and enforce that and if we don't it's the point of even putting the things on and play H thank you 33 wel Street couple items I just wanted to mention you know that the round four housing numbers have come out we 39 and that means that's on top of the 28 and when you look at the community and you try to figure out how this is going to happen it becomes even much more complicated I know the numbers are going to be open to negotiations and there's a lot of things that are missing like environmental constraints and other things but the one thing I'm going to mention is that the one piece of property in town that is the largest undeveloped piece the 14 acres on the hill it's probably one of the most inappropriate places and the reason I keep say I'm saying that is I also found out some more information so not only is that site as a unlined unclosed unre unregulated landfill where we don't know where it ends and how far it goes um and we have a former Factory where things were used and things are dumped and there's piles of debris all over and there's a fire and we have no idea how far the contamination from there goes I was also talking to a friend of mine for a long time lamille person she said up on the hill um where the B fields was that originally were Orchards up there well back in the day Orchards used arsonic for pesticide they didn't have pesp lives and throughout New Jersey it's a serious problem arsic soil contamination so you add to that the steep slopes the the impact on storm water how we're going to get the storm water from the hill to the river um the traffic impacts um the sewer impacts with 50,000 gallons a day hitting our main trunk line how we won't handle it and the point is it just becomes more and more of an albatross and not a solution and I think this is a time where we have to move forward and come up with the other s sits and start working towards that you know we may not be able to get to all the numbers we need but we need to at least make that effort because if we don't make that effort you all know we're time is CLI is running out we don't have we have a year maybe on on round three we may have a little longer on round four but if we can't figure out round three how we ever going to get to round and so I really urge you to move forward and come up with another plan because this is not table um I mean there's there's other issues going along with that but just that Al and then um also on top of that you know you know seven Wells have been have been found to be contaminated here one of them is at a very high level one of the highest found in the residential well in the state of New Jersey um almost as high as what they found down by m Air Force Base and so you've got that issue and where that's coming from on top of it and you know now there's been money raised and thank those who contributed for the people up there who couldn't afford to get well testing but now uh 16 Wells are going to get tested so now we're going to get even more data which may help us isolate where the source is coming from where sources so you know we've got a lot on our plate but we really got to get one thank you uh Judy gleon 86 North Union Street um I just have to comment on two areas where there's sort of been a deafening silence and one is we still don't deal with and Jeff sort of mentioned this on the affordable housing there seems to not be a lot of support for 200 units on the hill and nothing seems to be happening and nothing seems to be happening that would include the people in town as to other options and I think that's a bad idea I don't understand it and it doesn't seem to be a good direction since ultimately I believe that this Council cares about what the town's people are concerned about and are thinking about so I think it's a little bit late now but you need to do something you need to say something something needs to happen on second item that's again a defening silence the changes in the bridge construction schedule I get it I get it there's a problem with the bridge what this is going to do during this season for our town really needs I think Council and the mayor to decide that we're going to actually become at some level involved in helping our businesses with this whole thing I don't know how we managed to get The Pedestrian walkway I don't think it took place by this body I I know there are people on this body who cared about it who tried to do things but I don't think that was ultimately what happened but luckily Pennsylvania and some other people made it happen right now our city will suffer terribly if we don't help do something about the closures necessary closures not arguing that but something needs to happen and this Silence from people on in this room is never good I'm not asking you to take the responsibility to carry people across the bridge by yourselves I'm just saying we got to do something and the silence is not a good look for you it's not a good look for the town and it's a very bad thing for the people in our community who are trying to maintain businesses in the face of everything they've dealt with so far and I really hope when I look at the agenda each time and I see that none of this stuff is on and I'm like really that plugged in I'm not really that smart on this stuff and yet I keep wondering why are we not hearing anything so please it would be appreciated thank you uh just one or two thoughts before dve tws um so we have done some things with the business Community I have talked to the Chamber of Commerce I've work been working with carollyn G uh we will be coordinating on putting G frame sites around the town to just remind people of different uh side streets where they can shop um they've also talk to them about a joint letter a joint um proposal to the business Community from the city and the Chamber to encourage bu to open stay open late on day Fridays or Saturday nights so I'm working on that right now um so you know to the extent that we're having conversations and and I'm available for the chamber for the business I have had business owners into office hours um and talk about these things so I'm sensitive to them um and uh you know we've done we've done a couple of things I'm also uh made several requests The Bridge Commission to try to give us dates in January when the twoe closure is going to occur as soon as possible so the businesses can plan uh either for renovation work or Vacations or whatever they want to do during that that twoe period so I'm I'm very sensitive to the fact um that the bridge work continues and you know open to ideas from your business Community oriented in some ways in which we can foster uh you know more visits to the city certainly you know right now speaking with the Wall Street Journal one of the things we did was to go back and look at our parking revenues uh you know parking revenues for October for the last two years were throwing it out stronger than our summer revenues so I think that uh and traffic Bears out you know have few weeks when we have a warm weed certainly you know I hav't talked to the business Community about their bottom line but certainly there are many many many people coming to town uh on weekends and and during the week so I'm open to ideas so if youve got anything specific that you think would be helpful let me know thanks did anyone else want coms on those I would just add Judy I completely agree with you I think we do need to do more um I was talking to a couple of the business owners um I don't have the solution for but I think that's something we can certainly discuss more um you know the thing that I know we've done in the past is um free parking although some of the business owners have said that's not as effective because some of the employees Park in the free parking and so it doesn't really so you know we obviously we want to do more and I think we need to have more discussion with the business community so thank you yeah and I talked to a few folks too who were talking about putting together um all list also to ask the Bridge Commission for perhaps as well just a couple of things that we could do um one of which maybe they were interested in making uh a request for um a holiday um you know uh shopping program like you know on social media or you know come to lamberville radio or whatever you know whether not that they would contribute with that kind of a program and maybe getting together which we're going to try to this week we had to kind of put together that letter you know go there and U along with all the other things that that we've been doing so um we certainly look forward to that bridge opening up you know next year and recognize you know the hardship and you know try to work around it J bir 25516 Avenue in lerille and looking at tonight's agenda I see uh that the ordinance 24- 2024 uh of the uh storm water management plan that was uh accepted by by the mayor and Council I believe all right uh is now put on hold because we haven't uh questions are being raised or you know suggestions uh that by from the county who obviously is working for us and with us all right uh and I guess question why during the the review process of creating it uh didn't that go to the county all right to see if they have any insight because it may get us a better product and I think that's important um and the second thing uh and and I I don't think it's going to be make any difference but uh did anyone uh has anyone communicated with the very friendly Delaware River Joint tollbridge Commission uh about all right providing some kind of accommodation to those people who have to go from lberto all right into New Hole via the tollbridge okay which is going to be an expense all right it's for two weeks all right it's not a day or two all right and they may just tell you go up the stock D all right but I I think it's worth a shot all they can do is say no thank you um in regards of the water ordinance we did in fact send that to the county I believe after the first reading or before the first reading after the first reading after the first reading and uh they got Unfortunately they were busy and get their comments back to us so we had already adopted the ordinance and and uh you know they their only commentary is noted kind of in the in the Amendments um there was one thing that we well I'll talk about it when we get there but they did in fact um review and provide input uh and the tollbridge I'm certainly happy to check on that I U yeah I have to happy happy that to look at you that yeah good evening um my name is John laori I'm on behalf of the lamber Chamber of Commerce and uh as uh we heard from prior speaker Miss Judy uh we we equally remain concerned about the impact of the bridge closure I know we've expressed that before at prior meetings and um at the same time we wanted to express our gratitude to the council for allowing us put up the sign for those lesser uh viewed streets that we have in lamberville I think that could be you know there's no easy answers to the the problems that we're facing so whatever we can do um we're trying to do to to address the you know the decline that we may see in some of the bus and this is a really important time of the year uh this holiday season so um we're also open to collaborating with anybody listening to any ideas that that can be had to kind of address the impact that we have on the businesses um also wanted to mention that you know the bridge closure has affected the turkey tribe that we had anual turkey tribe it's obviously a lesser importantance thing but it is important to us and um we appreciate working the mayor and and Lieutenant Brown working with us and and keeping that going this year because we had to make some adjustments to how we how we ran the event um then finally one of the things we're doing uh with the chamber and the businesses in town There's a Halloween decoration uh contest so if you see those there's a QR codes you can vote we already had about 300 people vote so far and you know it it helps bring some faity to uh to that and obviously we have a great Halloween uh event all the time in lville but yeah I mean anything we can to just kind of drum up business with business commun thank you thanks Jonathan um my favorite window is number 16 don't tell um yeah anything that we can we're here I'm in City Hall all the time as everybody knows more than happy to listen to ideas St ball or whatever whatever we can do um thanks for thanks for that is there anyone else in the room who like to offer some comments or questions do we have anybody online there one one visitor online thanks for being here tonight whoever you are you're second second right all in favor call the say hi moving on to the consent agenda um following resolutions on the consent agenda are considered routine shall be aned as un motion should any member of the city C the discussion of any item that item shall be removed and discussed um I'll talk briefly on um all uh comment about the speed limits uh you know the speed limit 29 South this question has gone all the way back to when the the traffic coming project um and for some reason it's unknown to me hasn't um there was never they never completed this seene setting and certainly um you know I was a big advocate of and I pushed and pushed and pushed until we got a crosswalk on 29 in the South part of town as you know it's got 31 houses side I have K children Crossing 29 so you know once the crosswalk was in the natural question for some of the residents uh uh you know to whom I have to say thanks sa about Marco in particular um you know really making sure that I we're pushing for reductions of seed um I thought that crosswalk and at a 35 M hour car coming you know it's you still it's almost like the crosswalk M right you really have to be you really have to be paying attention so uh I'm very much in favor of that speed reduction and I believe you know Lieutenant Brown and I have spoken about this uh also about the speed reduction and you know credit to the dot for engaging us on the speed reduction on Route 179 which I hope to see which will reduce the speed from Grant Avenue down to the late 25 which will you know reduce the risk at that crosswalk as well uh you know the the added improvements that made for for safety considerations there a couple of years ago so you know I think that there's a I think there's a real willingness of the city to make sure that our streets are th I'm I'm confident that the police will be out looking at um at that at that area especially while it's transitioning through the the new speed limits um did anyone in the council have any questions about anything on that um a motion to accept to adop the consent agenda please so moov second all right all in favor ordinance number 22224 can everybody hear me oh okay um that orance to amend the labille city code 2014 C 5-11 to include Provisions to manage short-term rentals um so these are um some some uh amendments that were discussed at the October 10th work session and um suggestion changes are highlighted and thanks again to to both of you for uh for this work um there questions from the council [Music] about no one thing I thought of it doesn't affect this ordinance but just one thing I wanted to bring up I think you know how we have the nice uh thing on the website when you want to contact Council I think it would be good if we had something on the website for residents if they did have an issue with an Airbnb to report it that way so we could put that on the website I think that that way it would go to all the right people we'd have it documented and you know good idea good that than easier to track yeah yeah yeah and as I've said recently you know a couple of times I not had any complaints in the last four or five months so that's good um I've had some that I've encouraged them to reach out to the city um the one on our net Street uh apparently has had lots of issues but they haven't reported the city and I said well must you report it we can't do anything of that we've got to be able to document it so haven't had anything since they you know the we initially implemented the ordance yeah and we're on pretty good in terms of I mean we know all of them now right regular Conta and so so that's it I think it's it's all right have a motion to first read 22-24 which on 2 [Music] 2024 second all in favor cane say I we 23 2024 thef 2014 correct the definition of automatic un vending machine two of them carried forward and we didn't we should have deleted one so just really took the most simple but if you want to change it to the other that's okay too we just need one definition questions moved second carries this isance 24224 this is an ordinance to amend ordinance number 06 2024 Article 15 St Water Management specific to the provisions for St water control of the city of land fil so as I just briefly explained uh you know we sent to the between U the got the first reading and returned with some minor comments after the second reading um some of those are substantial enough to re to to introduce those as that basically it was uh the county asked us to include a a definition which was not there and in the transcription from uh one segment uh well part of our existing ordinates to the uh to the new ordinates um the half a paragraph didn't sort of move over with the rest of the documents um and that's been corrected the rest of it is all just um letters and numbers and uh formatting so questions about any of that all right um I'll motion to use for next24 second second I I than the public he this be scheduled on November 21st 2024 second reading ordinances um ordinance number 17224 this is an ordinance to amend the lamberville city code 2014 chapter 7 traffic adding section 7-17 valet parking um before we open this up to a comment I want to make a note that um uh there's something that we uh did not put in the ordinance and so uh happy to accept a motion to to include that and then I'll make a motion to uh make the following change to include the R2 Zone in the ordinance uh as a as a zone that will also include be included in this uh licensing uh ordinance so a second that motion second right so we're voting a motion to uh amend um this coordinates which will U well let's let's V on the motion first um all those in favor pleas say I so happened here basically said we forgot to add R2 Zone District to the um um to to the ordinance we want to make sure that uh any ballet that ready to operate or already operating in the R2 2022 which we will then do is it technically the second breing or is it just yes it will be second reading so second reading public heing will Beed for this4 2020 second reading of the amended trucks and mob vendors and the license fees to match the level of licenses in second late fee um and council is there anybody in my room who like to speak to this online they left us okay again [Music] um [Music] 19220 appr second okay pleas say I you or 20 2024 it's an ordinance to amend the lamber City chapter 7 traffic section to stop intersection to have stop to York and North Franklin streets so we talked about the last time this an intersection that have a high rate of confusion and accidents uh this perfect place in town for up especially for cars who using it as a cut through to avoid traffic lights um you know Bridge Street and ond Street um public for any comment questions as someone who uses that cut through regularly I'm actually very glad to have the four-way stop because it's always a little dicey trying to make that left onto York yeah so so anybody room motion to close public here please some all in favor please say I I I motion Carri public coming is closed now I would ask for a motion to adopt ordinance number 20 next is ordinance number 21-2024 an ordinance to amend the lamber till city code 2014 chapter 2 article line Department of Health welfare and housing social services and public assistance so noted last time um this is uh this transfer is required by the state of New Jersey coning all the this the city Ser to the county of the only one two municipalities up in state that had its own had its own program um public assistance program and uh for whatever reason they decided that it should move to the count so we are required to do this um and I just make a note uh again that D's been just a Marvel just a Marvel incredible support and uh and and of knowledge and compassion for for the residents of the city for for a very long time and um she will continue to help with whatever um transition people need until the end of the year so I'm going to open this up to the public for comment or questions Jud Le 86 North Union Street I just it just occurred to me people who have been able to see our our people here in this town without having to yet travel how will they travel to the county do we know I mean if you don't have a car orent drive or blind or whatever your situation is do we know know how that will seamlessly occur I don't know that seamlessly occur I think the link is available good and you may have other suggestions for for people uh that she and I specifically address that question I'm happy to talk about the link or neighbors or also there's the free ride program that a lot of residents are yeah the ride program is not as well populated as some people would like it the link I know you can do things with the link but you have to really be able to set your times and do your stuff and have it's not a an easy thing so I'm just urging I'm not objecting I'm just saying perhaps in doing this we as a you as a body could try to make it work better than each individual trying to figure maybe come up with some type of a plan they well I'm talking about is is just something in writing that we could make available to people right so we we we we kind of touched on this I think while when we introduce this right and we talked about it and it it sounds like uh Judy's comment is well placed uh because there's going to be a tremendous Gap in how people retain the services how they get to service right and you know it may be worth considering uh keeping bamb on in some sort of facilitation or liaison role uh to help with that so that people you know get some direction and she can make arrangements or help them make the arrangements because the link is extremely Limited in its services in this region in Lambertville it's very limited and you know it it I mean it has certain stops and that's fine but you know maybe the county should give us improved uh link support to help people get to the services that they're going to need once they once they take the service over from us people have to get to them um I think it would be good for I'm happy to do this for me or somebody to talk to Bambi about that how many clients she has and what may be their individual needs do you know how many clients she has um I don't remember but um we've already sent all of that information to the county and um Bambi has already met individually with her clients um and some of them have already started to call the county um they've been encouraged to do that we actually had a homeless person on Tuesday that came and because we were transitioning everything to the county they called the county and they were very successful and very helpful to this gentleman so um and and I know a couple of the clients when they came in did tell B they've already called the county I do think um keeping her on at minimum until the end of December will really be helpful so that she can help with any problems that they may have with the county um you know she's really worked hard with them all and and has worked and and called the county and emailed the county and she's you know been working with Chris leir and H Greg don't remember Greg's last name but you know she's been really working for the past because you know you're you're finding out about it in September but she found about it out about it much earlier in the year so she's been working on that transition and maybe a reasonable thing to do would be sping to just write the councel not all about kind of you know what the transition looks like for her clients how she has and what are some of the potential obstacles that kind of thing and then would have better sens be might the person who's running this for the county might be or could they be contacted about some schedule when they are going to be in town so people can see them they don't come to town their clients have to go to the counc no no no I know that I know that but in during this transitional point if and the county person come to the municipality to to uh to to work with clients that have problems getting to the county so D still working so no after after Bambi oh yeah certain investigated I think it would be good to know what we're talking about in terms of how many clients she have yeah it's just similar to when for for a while one of the one of our Representatives would make office visits here to to meet with constituents so I'm thinking well maybe we can use that same metric and have set up a schedule where the county person actually comes down to the municipality is available to people um I I do think that just the one thought of just in transitioning you know that her availability in after the first of the year because you know there could be hiccups or whatever or or to be able to understand how that's going to work you know or who is going to handle that someone comes to the city as opposed to the county and you we don't just say you know go and call the county and door but someone who is knowledgeable and can help fill that Gap because there will be a little Gap uh I I would imagine and I think that we will need to perhaps in her wrapup Memo but we're going to need to know how who they like how do we access the emergency fund or the trust or how that's going to work it would be nice to have that outline so that we have that information for people in general and uh I thought that it might be wise to keep Bambi on OEM since uh OEM is where you know so if there's a fire at 1:00 a.m. you know that that we have the ability to use hbe for placement because you know the issue always was is that a hotel doesn't take and this happened of course during iida before doesn't take a purchase order so and then you know you can't be using personal credit cards so do we keep gift cards to do that because we shouldn't use anyone's credit card to reimburse them but sometimes at 1:30 morning you have to put them in a hotel so I no I I I was actually at the league meeting on Friday and I was talking to uh uh somebody about this and they were saying that if they did and I don't know if it's a good idea or not give cards to kind of fill that Gap or do something but there's different ways to fill the Gap because of that may cards and we do have a procedure for the use of the emergency fund um and uh it's in place that with mechanisms that allow um the director of Social Services but there's also B there's also backups right about that Bambi's not here and if I need a hotel at two o'clock in the morning on Wednesday how what what that what was that person do like did did they it's been a while since I looked at the procedure we haven't looked at it but it would all go through the police department yeah yeah so we can talk that but but you know so is a way to handle it easily without you know and you know Bambi is in fulltime right now so um I want to say about a year ago she started printing out the applications and when people come in we give them the application we do have a couple things to resolve we need to know what to do with them after they fill them out and S and them in um and so uh we've all discussed sitting down and trying to come up with you know a plan to finalize some of this and I will say if somebody comes to our into the clerk's office or into City Hall and has an issue I mean Lindsay was fabulous with this guy you know right away pulled up exactly what he needed and saw that he had a phone to to call and make those those arrangements and and they they were lovely he was happy when he left as long as you know we kind have Direction you know ni why I send that to the council really can take a look at it you know I think it's I think it's time to revisit it um and you're so close City maybe we make you haveed um okay I think we uh need to close the public period on this thank you so unless there any further comments from the council I would ask for motion to adopt ordinance 20-21 2024 on second reading granting final approval for motion for motion please say I I thanks um don't have too much in the way of update I uh put number of things matter today I'll just go through a couple of things um particularly not this week uh Cindy and I um and Maran bour and um Lauren KX met with um Paul to discuss the hold Park restoration um National Wild Life foundation so the Wetland delation complete Arch cultural resource investigations that see archaeological study that has done that's been put on the website it's a fascinating re we've got 900 objects um found in our holes all around the the hul house everything from a bite ring to a 19th century nail so all kinds of great stuff there forget the wooden Dentures wooden Dentures yeah George must um and made of cherry right yeah um the the hydraulic the hologic and the hydraulic modelings done and 60% of the engineering plant been drafted so um this is exciting and as soon as we have the the kind of full plans to share with the public um they're they're great they're they're big wonderful plans we we'll get those on the city website as I said the um the archaeological study is on the website under the hold Park page um good reading and so so coming along and um November 2 we will have a trail dation [Music] for so that would be a gene three entrance of the the trail and encourage come to that um clim action plan workof is on 14th uh if you can come that would be great uh and um these let me know um the vulnerability assessment for the city will be complete by then uh I just had a meeting with the the Consultants today to look through the beginnings of the presentation there'll be several important maps that people will want to see including late Century um flood modeling here in lamberville um as well as some other maps of Interest so I would encourage people really to to come to that it's going to be an important evening um the budget hearings are on November 7th in room from about in the morning till they're done um those hearings are um conducted annually um we invited to attend there's no public comment period during that those hearings but certainly the department EDS can be made available to anybody who has question about a particular element in the budget for H morning than to get uh get answers for anybody who's interested um in who attends this sering there they're on Zoom as well yes yes so they'll also be available virtually and then just lastly affordable housing yes uh we got our numbers uh I met with uh councilman Li um Kelly grant our attorney uh Michael Sullivan and Elaine Fon on Wednesday morning to kind of have the first discussion about what that means um clar and Hulan will draft a general memo to explain it uh for the council and for the public and that should be out in the next week or two um and uh you know did you want to anything say about that um only that uh we also have been discussing the affordable housing uh committee would be pretty close to being able to move forward that so yeah that will start in January though um there there's still fair amount of work to do for that and um and we need to have some more internal discussions I think about it because I'm not necessarily sure that I agree with all of the recommendations made by the and we haven't talked about this yet so stay tuned uh it's definitely going be an important um part of our work next year uh and um that is I think that's about all I have in terms of expence and then and jtp andl Noti review approval of the the thir balance balances related to an adjustment of societal benefits charge Clause it's file t no idea what that means okay but it's no but if anybody wants to stand and as I mentioned uh we we got the streets reprint super happy about that and also the construction at the garage is coming along with f sheet rocking is done in the um room all the windows are in they're going painting the entire garage we had some money left over construction work so it's going very Ste be fairly soon so please that [Music] hours Saturday nov 2 and Saturday nober 16th from 9 to noon and Wednesday November 20th from 3 to 5 open up to the second and final public participation session of the [Music] evening Street to the I ha to but uh I with the Airbnb me Sunday night they were out L until after 3:00 in the morning when I called the police and uh they came in quiet down I want to thank the police department for seeing yeah I wasn't the only one called so I knew nothing about tell um because I need shut down now come talk to you a few days later so I guess what I'm saying is yeah something up there where we can go in after the fact but kind of go the least having problems well I think that's absolutely a great idea um and uh you know over constant blind communication with the police occasionally uh you know we don't always get occasionally there's a drop of communication so I think the biggest with if I can speak there please because we don't get we get called for the noise complaint but we don't notifi so we can call the noise complaint you go quiet them down your information and then clear you know clear from it we don't I don't I don't think we have a not place do you rent here do you um you know own the place whatever might be so um we would that wouldn't be a question we asked so that's that's but I think your option of putting something on the website I think that would solve a problem you know that's interesting and something that we should talk about because I believe in the ordinance we have a or in terms maybe with policy i' have to go back and look at the ordinance that um we have committed to keeping a list of those addresses at the police station um so that you so that the police would have those and the emergency numbers right so if you if somebody call at 2:00 in the morning so I can't get into my house uh you I mean then you would down right so unless you have a computer system that can like for for us be able to say I don't want th that you have but the link up to every call that we have to say that it would is or is not we're even do a check on that I think in my monthly reports whatever it might be 800 and something calls that I get um that that the computer this computer generat where would automatically go a flag it has to be an Airbnb I think that would be you know that would be something easily done but in this case we don't have that go at this time any okay point taken so uh you know we'll encourage people to uh and I'll put it I'll put it in line with all matters as a reminder from should contact City Clerk or myself directly um with any concerns um because I have no concern calling no worries calling an Airbnb or short-term rental owner not whatsoever so you we should put something in place where one of the calls I don't know whether the police makes or someone makes his followup calls to B&B owner and say hey where the you know we just responded to a call and does this person at who owns this of B&B know that this happened well I'll follow up with with Mr Stevens on on Monday about this and I'll make a I'll reach out to the owner because if because in the in the ordinance there is a way to cure this if they have more than several in a row then they lose their life they can lose their lives right so if we don't if if the police don't know we don't know it doesn't get I I think it's gonna be too hard for the police to do that though I think we're gonna have to check at the end of the month when we go through theog to C the addresses and see if they match up with the their B that's probably you know the only way we can do unless we get new software which um I don't think we're going to be spending the money doing that now it seems like there may be a legal issue potentially no I I think the the best thing to do is to call the police if you have a noise complaint that's the appropriate action to take but also follow up a day or so later it's at night follow up the next day with the city so the city can along that because councilman is right there is I don't know the number off the top of the head but there is right some violations in the ordinance that could impact the um the license for the following year so yeah I think it's three um so yes um all right I'll make sure that that's broadcast we'll put send out an announcement put a link up on the website like we suggested earlier it' be a real good idea so it's just easy to do y I mean w happy I just know I should yeah yeah yeah thanks for that um was it I forget where what are we doing oh yes je f a couple of things as you move forward on the affortable housing I mean I've gone through the rules a little bit and the law itself just you know they had taken out from the previous Co laws with un vacant land removal of environmentally sensitive areas there's actually a bill by Senator mcken to restore that so you should be looking you know when you're talking to the experts on why we get this number because my understanding in reading it is that we don't have a lot of vacant land and what we have is Con strength um though in this round they are talking about because of towns are getting a higher number because they have gotten wealthier the medi income has gone up and that might be another reason for it but if you look at the 28 that we have to do plus this you know we're talking about almost 500 units you I mean almost 400 units of housing potentially we have to do Builders or we call it in zoning depending then you're on because the 28 doesn't go away so we have the 28 plus the 39 and you know for a town the size and with de pling issues and the constraints and the slopes and the streams and everything else it's it's a it's a fairly large number to try to figure out how to do in a community and and so you know again I think it's something you talked with you know professionals about about how it actually see see if you're um basically mve to lower numbers because I know this supposed to be a process that starts and by the way the number 39 you might want to bet on there's about 50 town I would say quite about 30 towns and 39 it seems like almost every town either 39 174 is kind of interesting methology Lottery Helen put a six button uh on the matter of a storm water ordinance I just want to highlight the fact that it's only as good as the enfor side on the three houses that I renovated on Buttonwood Street all went through DNR review all of them I improved the amount of of um open open land so there was less less runoff um but there was no enforcement and so one of those houses is now completely back to Total coverage of a lot and DNR has no enforcement capability so um I that's where we are everybody in town is Paving whatever driveway they have and putting patio brick or whatever on their backyard so that they don't have to mow it or garden it anymore and it's a big problem so we're only dealing with developments major and minor most without inspection and enforcement might as well not bother well that was something that we talked a lot about uh you know creating something that was going to be in worthable and um and realistic right we don't know we don't see what everybody does in their backyard all the time right um but anything that's going to trigger a you know a construction permit for a small deck or anything we know about certainly uh you know we'll be able to enforce it but you know otherwise you know a lot more so it may be an education issue we just have to educate people putting us all under one a couple of people from Team this week and you know it's all about education and uh you know we're going to continue to work on educational efforts you know in in the next year we've already set some goals um for you know possibly establishing sub commmittee the environmental commiss to do you know we've got a lot every one of you working my own sence matters a is really where it starts because you know you have 4,000 individuals in a small space and so in order to make an impact you really need to get as many of those individuals thinking you know the right way to to minimize things it can't just be about large development it's got to be a see change in what happen people and when people see the vulnerability assessment they're going to understand that I we're under really incredibly serious threats in the latter part of the century here in a flow so maybe something on as we get rolling on this on Lille matters and just do bullet points and highlight you don't put the whole thing up there but just just to inform the public that there's now regulations about imp per of surface and if you plan on doing X1 and Z you have to than right um [Music] thanks for being here tonight I appreciate seeing all conversation I should tell a few stories
