know what that means it's a good thing I like you all right there's a series of city employees who um do what's called a senior tax workof program and the senior tax workof program allows them to earn credits as homeowners towards their property taxes um which is seen as a revenue Source by our payroll office because she has to pay a small payroll tax on that and then they also are poll workers they work the elections most of them work the election um in September and November um none of these individuals work early voting so these are just poll workers who actually work election day they do get paid to go to the training as long as they work on Election Day um looks like this is 11 of them um the the very first one document [Music] does not work on Election Day she does do tutoring with liw public school so she also needs to do the same disclosure but um Shirley D'Angelo for instance she works in my office she's lovely she also makes awesome cookies don't steal her um but she you know she'll come and work in our office um till she gets her I believe it's like 63 hours that they need to work and then in addition to that she is a campaign worker she's particularly stationed at the um South Lawrence E school um over in District F and um Kathleen llume Gerald deine mcneel l M Mangan maren Murphy Linda pulin Patricia riddle Richard Russell and Marilyn tumy they're all the people that do that they do both the senior tax work off and they do um election work on Election Day um which I'm trying really hard not to call them pool workers because it just sounds terrible um any but that being said we've been asked by the payroll office Donna Cole has asked to make sure that they're filing the same disclosure I'll give you an example um there's a fire fighter who also plows he has to file the same kind of disclosure if you get paychecks from two separate City departments you need to file this kind of a disclosure um so even though they don't get a paycheck for working the senior tax work off that credit that they get is seen as income so because of that they have to file this so let me ask you a question that I did not expect to ask which is as a PO worker they're getting paid correct that is correct cash like paid a check yes right and that's Fair compensation pay has gone up in the last few years no one's complaining about their pay now everybody seems to be very happy uh very fair and Equitable pay are you Al am I also to understand that in addition to getting paid they're also going to get a tax credit no yes but for doing additional work like um Shirley D'Angelo works in the city clerk's office on Tuesday Mornings to help with filing um Kathleen llume I think volunteers downst well she doesn't volunteer she works as a senior tax workof in the veteran services helping answering the phones um okay I don't know what Marin Murphy or Linda Pand do in specifically um but they they do a different task either in the senior center or in city hall some in the library for additional hours and they get paid at the minimum wage rate till they hit the threshold of their tax credit which I believe was just increased from $500 to $750 or whatever it is but yeah that's so they not in addition to for additional work they get additional compensation right and the only reason why we are actually having a vote on this for the tax for this is because they are also getting um a paycheck because of they're doing work as a pole worker right had they not been doing there's other people who are participating in this that we're not approving we don't have to that's strictly what's going on between the assessor and the senior center folks they're figuring that out uh and so okay because the volunteer work they do to get that property tax credit on their home there's a very small amount I want to say it's like $6.3 but it's a very specific but it gets paid to the federal government as payroll tax by a payroll office our payroll director has said that that's pay and therefore we need to have them disclosing it because technically getting paid from two departments gotcha I'm clear are there any other questions by members of the committee now I'm clear yeah I get it I'm so happy to have agre to our people to our vet want to say that okay so counil I do you want to say something no question okay what I want to do councils okay um who has this on the agenda okay but I um it did cross my desk um yesterday and I saw this um and and I uh spoke with uh city clerk about this last on on Friday I believe and um the the any change in the zoning ordinance is a procedure that's set by the state under master general laws chapter 48 so the city council has a responsibility of making those Chang changes to approving or not or disapproving it but the procedure is that it must go to the planning board first for review and it it should be referred so I was contacted by the city clerk and she said this matter had been referred to the planning board and to the this committee simultaneously I've done several of these before in the past and I usually just come to the committee ask that this matter be tabled until it's been reviewed and the planning board has made a um a review of this which they will submit to this committee for you to use as part of your consideration that right now this matter is scheduled to go before the lawence planning board on September 3rd okay for uh for a public hearing um you should get a decision back the week after that and we can be brought up in committee again but I would ask that this matter be tabled until that time uh so that the planning board has the opportunity to review it and make comments very good so by law this is essentially what we're required to do we're required to have a holding pattern until the other body completes their work and then submits it back to us this is this is standard procedure and we're just we're just following what the what the law prescribes the section from chapter 48 is got it cited in my letter okay I don't think there's really much of a discussion I know that Mr Petrillo was here but I think he I think he understands why we're about to do what we're about to do um so I'm going to look for a motion to table this matter until um the planning board completes their due diligence and their part and then we can revisit this issue once that's complete and as the and as the um plan the what's your title what's your title I get confused acting acting planning director you're the acting planning director what the ACT what the can I just call you planning director what the planning director is suggesting is or or telling us is that um there's a September 3rd I believe that's so yes September 3rd hearing the first Wednesday in September it's September and then we would expect something shortly after that some sort of decision or something it's usually a one or two page decision refer to it they'll either yeah support it they'll not support it or they'll make some suggestions okay Mr patrola are you aware of all the all this is what this happening we can't do anything tonight so I just want you to are you aware of what Mr McCarthy has just stated and and the and the process going forward are you familiar com mean there's not much we can do about it it's according to the masteral laws we're just going to follow the what the laws suggest we are going to come back it there will be an opportunity in the fall once the planning board concludes their portion of deliberations then they'll send their recommendations up or down to us that's the i' like to have some so as as as an abing um resident he will get notice of this and it'll be a public hearing all the neighbors will get notice of this and uh he can appear at the planning board and relate any comments he has to the planning board to assist them with their decision that the they they will be just making a recommendation they're not they don't have any decision power they'll come back to this Council you have the authority to make changes or not I'm just looking at the calendar real quick to make sure the first Wednesday is the third and actually the first Wednesday is the 4th okay so September the 4th Mr patrello is when it here and where is that going to take place do you know the location we currently we're conducting the councelors um I am here standing by you my name is aah Santana and 200 Common Street just for for the record I'm the DPW acting deputy director and I am standing here um today to propose the naming of the athletic field for South Lauren East to be David Ortiz Athletic Complex we believe that this could be greatly impact for a youth here in Lawrence David Ortiz is not only a famous baseball player he's also a Hall of Famer who has made Boston and Massachusetts proud he's a role model whose influence goes beyond the game I learned by a statement that um the superintendent Carrero said that 98% of the children's here are Hispanic and 96% of them are Dominican which shares the same nationality as David Ortiz and this is one of the reasons why we believe it would connect with our children's or youth here in Lawrence his story it's overcoming challenges and achieving success deeply resonates with all of us we all work hard we all have dreams and he shows that dreams can come a reality Ortiz has made important contributions to Massachusetts especially to our youth by providing through the David Ortiz children's fun healthc care in New England and in the Dominican Republic to those children's that cannot afford it otherwise his commitment to helping children's family and Community aligns with all of us here in Lawrence we are committed to helping our youth our community and our residents Boston has recognized David Ortiz by naming a bridge by naming our Athletic Complex here in Lawrence David Ortiz will not only honor his achievement but also Inspire our children it sends a powerful message that their dreams are with Within Reach and that their culture or culture something to be proud of the South Lawrence East feature Four B fields and all we all know that sport it's it's important in our children's development it helps them it teach them essential life skills such as teamwork leadership overcoming challenges and help them to be disciplined by naming this complex after the Ortiz we are aiming to spark that passion for sport for youth encouraging them to be active healthy and focused on positive goals this proposal is also supported by the mayor Brian depa the school superintendent RF Carrero and our counselor Mark llant he he's here tonight by the way the way right I am confident we are all confident that you will see the immense value this will bring to our community let us continue working together because we have always worked together all of us to support our youth and support our community this will allow us not only to create a lasting Legacy but to support our youth to be more involved in sports or children deserves a role model who reflects their experience background and aspiration and David Ortiz is a perfect candidate for this role thank you for considering this proposal and let us all work together as we have naming David orti complex David orti Athletic Complex a reality for the children's in the community of Lawrence thank you thank you Miss antana um any comments questions uh just comments I'm so happy to see this kind of proposal because uh when we talking about our babies we are so proud We are from Dominican Republic but when we see what he do for our youth is amazing it's a good act it's a good ly I I'm so happy to see the kind of proposal I want to thank you Sano it is a big it is a it is a a big honor for Dominica especially and it is great and really I appreciate it when you think on David he is the best to get to to to have the this program the name I think David Ortiz is the big motivation for our kids and many kids like baseball and especially they love big puppy big puy thank you and also we want to say thank you to our colleag because he supported support making us in our community proud something so what I what I'm not Dominican I used to be at one time but not any longer um so um just kidding um but I think David Ortiz transcends any one particular culture he is he is an individual that while if you're from the Dominican Republic you would look at him with great pride understandably so but now he's not just the Dominican Republic's David Ortiz he is now much he is now shared with many many many more people in this country when he became a US citizen in 2008 this is when he became part of all of us not just the subsection that came from the Dr so he's now an American citizen and we are so pleased that he happens to be in a place or we're going to honor him in a place where there is a large clearly substantial number as is evidence by your talking point of Dominicans I think of the am I the only non-d Dominican person on the entire city council I think I think you're so all right you were in one point you said um and I just it's um I just think that it's it's important to point that out because I I don't want to put him in a box because he's bigger than that box is the point and not only the stuff that he does here but he's also worked with the Red Sox foundation and so his generosity while I'm pleased that he's doing things in other countries especially the Dominican Republic what I'm more focused on is what is he doing here not only in our country but what can he possibly be doing in our city cuz that's where my loyalties lies to the people all of them in our city most specifically people in District death but our city specifically and to start and maybe have a relationship with him that would that many of our youth and I will also say adult it's not I mean I've got a man crush on David Ortiz when he hit the 2000 when he hit that home run you know I mean that was a big deal when you know broke the curse that was huge that was huge you know we all have stories about how important that was for was it 81 years that a title in Boston is that the number Madam chair was that a championship is it that long 78 something like that 81 and so anyway so it's it's a big deal and um and I as you all know I I the naming of part naming of things are really important and doing a lot of research on the over 200 people in our city that got things named after them and I don't do that very lightly I I put a lot of thought and time and effort I voted no on on some items that come before the council because they don't meet the criteria that I have for that in this particular setting um this was not a a slam dunk for me quite frankly this was not a yes let's definitely do it I needed to know more I needed to see what he do so I made some phone calls to the Red Sox I wanted to find more about what he was doing in the area and find out what he was doing with in our communities and and how what kind of impact and after having those kinds of discussions and that kind of are our histor College you know everything about our history you can't look at it you can reach out so I feel I feel a lot more comfortable he is an outlier uh he is um he's an outlier I think um so anyway so I appreciate the comments this evening I agree with both of you very much on on your thoughts I agree and I look forward to having the vote and do we have I do we want to I know I talked to some folks in the administration are you feeling comfortable now about if this thing were to go I mean what kind of time frame or is that premature at this point if we were to do something it's a little premature but it's around the um Heritage Month the the pardon me if I'm like um so the sper river cleanup groundwork Lawrence has been doing it yearly for as long as I can remember um and I've lived in Lawrence my whole life so probably 1999 2000s um and every year in September we rally up community members um to volunteer and clean up along the spet river um typically we start at Manchester Street Park and work our way down um all the way towards the end of the spet river Greenway um the specific locations um are always determined by a walk through a few weeks before kind of see what uh areas need the most attention um and it's a few hours on a Saturday um do you have any questions I I was told you'd have questions now I feel pressure to ask you a question I wasn't going to okay the most important question I have and I'm just looking for it right now did you get clearance from the recreation department from the recreation department right right I just want to make sure there's no conflict I don't think there is I don't think there's a
