budget on sheet 12 through sheet 19 is all Appropriations that are considered inside cap from Police Department to the city clerk's office there's various departments that have to stay within that 2 and a half% cap by having this ordinance be allowed to pass we can go to 3 and a 12% and it allows us to bank the difference of what we don't utilize in that current Year's budget so this basically allows us to have a bank in the event that we have an increase that we face in future years this year was one of the first years that we'd had to utilize our bank because of the outrageous increases in insurances that the municipality has faced so we do this every year to have a bank in the event that if we need it we can utilize it so that's why we're requesting that we pass this ordinance okay on two other committees um first of all the um accident review or our traffic committee I just wanted to let everyone know that we have stalled last month uh two four-way stop signs or stop streets on Corners that were very very busy and had five accidents one is on Maple Avenue near the P building and the other one is by the AA field or the athletic field on the corner of dwit and Curtis um there are other Corners that are pending and once again it requires that there are five accidents con um within a 12 consecutive months in order to qualify um if you see that your particular corner is having accidents you can call your council person and say Hey listen can you do a traffic study we will be more than glad to do that but our goal is to slow down that those that are speeding and make those who are not paying attention to stop signs to start paying attention to them our lyen heritage and cultural committee um observed uh National Women's History Month by honoring Four Women Marilyn copin Renee Marino antonet modr and I was um humbly selected as one of this year's honor um typically I am one of the members of the committee who picks the outstanding women of America of of Lyndon so I was truly humbled and honored it was a tea that we hold every year so we're encouraging people to um if you know someone that you'd like to nominate or suggest we're glad to take some of the suggestions also on Gibbon Street the water company has finally finished the water main replacement there are some areas that are in need of repair we have um asphalt on portions that should have been concrete and where grass needs to be replanted trust me we will make sure that your property is restored back to its fullest as the weather breaks and we did have some really nice days noise complaints have come up again please just be mindful of your neighbors I mean we do have a noise ordinance and one of the most important things of the noise ordinance is it should not be heard outside of your home please be respectful to those who are around you everyone does not like loud music everyone does not like to be woke up at 3:00 in the morning with noise some of us do work um just also wanted to take the time to just wish everyone a wonderful and blessed Easter season this year um we have beautiful weather hopefully and just be careful be safe out there and once again happy holidays following monies during the month of February 2024 a total of $839 regarding our Lynden fire department ambulance billing the amount of 76,6 7683 for February 2024 have been added to the total deposits for 2024 totaling $17,604.13 as a reminder the um uh this Thursday March 21st the lynen fire department will have a blood drive between 1 to 7:00 p.m. at the palal building which is 400 Maple Avenue here in Lyon uh if you need any information please call 908 474 uh 4550 regarding our construction code uh as chairman of the committee uh they have issued 205 permits and processed 45 certificates for the F uh for the month of February 2024 the monthly Revenue uh for the Department is as follows building and CCO permits $71,400 Court settlements for the month is $26,000 so this reflective total being $99,450 for the month of uh February and in addition reminder uh please mark your calendars um the dates have been set for the 2024 rabies vaccination clinic as follows on honoring The Life and Legacy of Dr um Rocky tomasic who uh was part of our educational system for many years and um we want to ask and extend our sincere condolences for the family members um in addition similarly like in City Hall uh the board of education is going to be presenting their annual budget so we would like to invite anyone in the city that is interested to to hear the city budget for uh the board of education budget to uh go to their website and find out the dates I think that next week they're presenting it to the public um there are several activities that I would like to U advise our constituents uh there are there is a seminar on College and scholarship information is a workshop on March 20th so anyone who will be interested to get information on College and scholarship uh could uh attend the seminar information is in the uh lyen Board of Education web page there is also in the Lyon High School on March 21st uh as part of parent nights uh college and oneon-one conversations when they are going to have a special a specialist uh giving informing parents of what is the uh expectation for college for our graduates from our high school this years um Lindon lyen B of ucation has a an excellent program a program calls parents University this particular program offers lots of workshops for parents and u i urge you to please look at these programs as I said before through their website um between March 21st and March 23rd the lyen high school is presenting a musical uh the musical name is mam Mia tickets are on sale $12 and uh for uh general admission and $10 for senior citizens I will uh recommend to uh support our lying high school students it's a great thetical U Musical that they have put in place to honor the talent and the Art of our children that's my report on the Alinda Board of vcation M president and in regards to the fit work I'd like to continue to say thank you to my neighbors in the fifth word I have we have continued to start working together and um together we have been able to um resolve some of the requests that uh this office has received together with with the assistance of everyone uh that's working in the different Departments of our city my gratitude for the Department of community service who always is uh able and with all our requests made they assist us with um cutting some trees in our W uh we have had some U requests for three cuttings uh and we have placed them on the list for assisting on neighborhoods we also like to uh recognize that for having clean uh parts of the brook the Creek area by um School number four in the fifth W it was very much needed uh to to keep this area clear in order for the uh next season that is coming into um is coming in is coming up to us very soon and last but not least I also want to keep recognizing them for assisting us with Neighbors in Cranford Avenue who have some complaints about some debris and some uh garbage that it was placed in those areas U thanks to their help and their quick assistance we were able to um help the concerns presented to us and now there the area looks very much clean and comfortable for the eyes of all citizens uh to my neighbors uh I want to also let them know that the public Ser public gas Public Services is going to be working in some of our streets this work is a scheduled to start within the following weeks and it will extend we don't have the specific time we're we're hoping that the modern nature and the work can be expedited but it is it's going to affect um areas like Garfield Street ingel Avenue from Adams to Hegel Avenue Mildred Avenue from Garfield to Hegel Avenue Caroline Avenue from Park to Hegel and from Garfield to Adam Adams Street Dill Avenue from Garfield Street to Hegel Avenue and Par parts of Essex Street between Garfield and Park Avenue I'll ask my neighbors to please be patient these are um work that is needed for our houses for award and as for the uh times given to us by engineer Department it is expected by by the Fall to make sure that all this this work has been completed in award as always I am happy to help and assist my my constituents and this and the start with a reminder that March 30th is our Easter egg hunt uh and that to expect the Easter Bunny to be stopping in various parts of the city uh including uh School 6 six W park over there near School 6th um along his route throughout the city uh tonight there is a ordinance on for introduction it is the uh sixth words uh pending its uh hearing next month and a passage of its onance hearing uh is the fourth is the first four-way stop sign in the Sixth Ward in November 2018 I sat in this seat uh my first year on Council having just saw this horrific accident at the intersection of 13th Street in Clinton it was a u it was a girl I knew uh she was stopped at the intersection she went through and got hit by a car going 45 mil an hour her van flipped with her two babies in the back seat uh it was horrific and it not the first time I had seen an accident on Clinton I've seen them on 12th 11th I've seen them on uh Mel you know I lived over there for years so I've seen all of it and uh that one was really bad and I sat in this chair and said in my report I remember it so vividly I said can't believe we have to wait till someone dies in order to put for these four-way stop signs up however there are strict um restrictions on where you can put them and why you can put them and I'm proud to sit here even though it took five years but that intersection finally qualifies for a four-way stop sign this is both a sixth and seventh W issue Clinton Street is a very fast Street and it's because it's so wide uh the traffic department along with the transportation department has put various traffic control devices including stop bars blinking stop signs and painting the sides of the road uh to make it look appear more narrow all of these worked in their own right uh in their own way however these four-way stop signs uh will stop those highspeed high impact accidents from happening and I would like to thank the accident Review Committee uh for helping my neighbors uh in this area uh and I I appreciate council's support on this ordinance uh our our Citywide our worldwide six wordwide garage sale was scheduled for this week but it looks like a total rain out uh so we may be moving it uh or we may uh consider uh asking Council for a retro resolution so that um the residents can get their uh garage Sals in this spring Smith and Hampton uh and I'm going to include West Lyon Avenue and Pleasant Street in this um for the last two months the B company has been doing a 36in main replacement along all of West London Avenue up Pleasant and now onto Smith and Hampton behind Walmart the roads essentially been closed the entire time because of a 36 in water main uh replacement and how you know work that work requires the whole street to be closed um it has been a long couple months it's getting near to its finish they are now coming down Rebecca Street in they're going to go up Smith towards 1 and N uh I have heard of some issues with people trying to get out of their homes on Hampton and Smith today and not being able to because of the work please call me immediately if that happens uh there's a police officer out there that's supposed to help you through the street and guide you through the street but if you have any issues at all please call me 98494 5784 I will come and take care of it immediately uh also on top of that on Smith and Hampton I received some phone calls about the water company uh water company vendors installing new meters inside the homes and then like a week or two later coming for new appointments a different company and and offering to install meters outside the home uh it seemed like someone was double dipping or there was double work being done or some sort of Miss Miss up so I called NJ American Water uh and they were like yeah that's not supposed to happen so it's been rectified uh so if that does happen to you uh please give may call on that and I can I can make sure that that doesn't happen so you don't have to be bothered twice um and just a little housekeeping issue for the Sixth Ward when it comes to spring cleaning I'll be working in a lot of these overgrown areas or these areas of the Sixth Ward that um is open space in like grass areas um near the brook um over the next couple weeks I appreciate uh Jerry bishop and the Department of Community Services uh who always gets ahead at my request gets ahead of the spring growth in the six Ward uh and doing that work early in the year in some of these public areas that normally overgrow very quickly um make it just much more manageable to uh keep them from overgrowing throughout the year and this leads to less overgrown areas this leads to less animals in the area of those overgrown um and it just keeps a cleaner neighborhood so uh that uh this month is uh National month for women and I have really was honored to uh see my sister being honored and it just it just put something a great feeling in me that um you don't get a chance to see too often you don't see people getting honored all the time and to see somebody in your family getting honored and then recognized by other people who you don't even know and they tell you these things that your family or other women in the community have done as like hands on I have seen Michelle do some things in his community and you are truly be commended I'm going to uh get on to the eth ward and I just want to thank the department of DPW for doing an outstanding job the railroad tracks on Baltimore Avenue are clean I I couldn't believe it myself I made a a call one day and I told him about the trash out there they cleaned it up couple days later somebody threw a tire out there I didn't even get a chance to make a call they came by and it was gone on and this is the hard work that the men of the city are doing and is very much appreciated as far as um the is going to be some work being done in the area psng they are uh fixing quite a few lights in the community there are a lot of street lights going out um and they're trying to get to them as soon as as fast as possible I happen to know that they'll be working up St Mark Street in the next week or so uh getting the lights fixed on that Street as far and as well as Allen Street there's a couple of dark spots there um there are some issues with some of these women at work at night that come in and it's dark and they need to be safe so as much lighting as possible that we can get done I'm um working with somebody from psng and and asking them they get it done as soon as possible and they are really stepping up to the plate in they trying to get these things done and on one other note I would just like to add um about the car theft in the community most of the car theft are happening because people are leaving their doors unlocked so please lock your car doors and this would help you alleviate some of the situation that we have um and that's all that I have for today okay thank you councilman Armstead thank amazing City uh the police department they were out there the other day um doing some speed enforcement on D with terrorist uh was much needed I was actually shocked uh but the word definitely spread quickly so people were saying hey the cops are out here giving out tickets between Edgewood and Melrose I believe and it was just great seeing them out there um doing some speed enforcement and whatnot I know in Sunny Side we don't have uh as many issues as other parts of the city however uh traffic seems to be our our our main problem and uh it was just good to see them out there and en Force the speed and try to keep the kids safe especially on thewit we have MC Madness then we have two elementary schools right off of the with Terror so we definitely want to keep the parents and the kids safe in those morning rush hours so a big thank you to them always DPW public properties they do an amazing job they're getting out there and they they're starting to clean out the uh the parks so I'm really excited to see them out there and also they just started filling out some poo on the W terrce so they didn't get all of them but you know they got some of them uh but as soon as they get fully staffed and ramped up with that crew I'm sure and I'm confident that they're going to be out there um hopefully more to come and next month report which will be my final report on the uh trying to try to obtain some dates or some time frames when uh Summit orch I believe the will will be paved in uh 20124 so I'm hoping sooner than rather than later but uh more to come on that but if anyone thank you councilman Medina I have a short report for this evening I to would like to acknowledge the ladies that were um honored at our women's tea on Saturday afternoon for women's History Month uh Marilyn Copan she um worked in the city for many years she was president of our library board uh Renee Marino she actually uh was a student at Lyndon high school went on to Broadway she started in Annie in Lyon she actually was on Broadway in uh Jersey Boys and she received a starring role in Jersey Boys movie with Clint Eastwood which I didn't know until Saturday afternoon St Elizabeth's girl too oh okay thanks John okay so uh antonet modra forber uh vice principal principal teacher in city of Lyon in Board of Education in lynon and our own Lisa Orman welld deserved honor I I was able to introduce her at the tea and I'd like to say it here what I'm most proud of Lisa for is being such a champion for uh special people with special needs so I think you know she's got many attributes but I think that's where her heart is so that's what stand stands out so I'd like to uh congratulate them and also uh one of our firemen Carl toi uh he was honored at Atlantic City two weeks ago by the International Association of arson investigators he's uh received the 2024 fire inspector of the year um does an excellent job he was nominated by both uh Union County and the ATF for this award so he was somebody uh when I first first came on Council was hired as a fireman and he got up here when he was hired and was saying how from a child he wanted to be a fireman that was his whole aspiration so as you can see he's a mover and Shaker in our fire department very proud of what he's uh accomplished as a fire inspector so congratulations Carl and also I want to mention from our library their um National Library week is April 8th to the 13th and they have many special programs for all ages including a history and genealogy introduction of Learning Express art activities um all throughout that week and on Saturday April 13th they'll have their annual friends of Lyon Library meeting that time will be announced it be on their website they're also hosting many Financial workshops by Edward Jones um including topics such as Retirement by Design College getting there ready or not not preparing for the unexpected and Social Security and health care for your retirement they have many um health related uh lectures including Stress Management brain games and skin cancer um registration is required for some of these programs you could call and register by calling 908 298 3830 or you can find out more information on their programs may go into their website which is Linden library nj.gov and before I conclude um councilman Roman had mentioned our egg hunt it's again it's going to be March 30th check-in time is at 11:00 a.m. and the event time is from 12: noon to 2: pm. it's going to be in Wilson Park um behind the um lyen High School Academy building right by uh the pond there bags will be provided so um please it's for children 12 younger or is what is um supposed to be for and following that you could look for the Easter bunny as councilman Roman mentioned he's going to before the church but there's an easement was an easement that went around from Mammoth all the way around back to Dill Avenue but they blocked off it on Mammoth so there is no traffic coming through no longer my question is is that in order to get to our parking lot if rains the water is up the calf deep the RO the road is dirt so the the asphalt stops in front of the church doesn't go to the curve there is no curbing there is no drainage system and we're just coming to find out what is it that we are to do in regards to eliminating this problem okay our engineer is here this evening um Mr pantina maybe you could eat with them yeah hi um my name is Nick pantina you could come I could give you my phone number after the meeting and we can talk about it tomorrow very right um I'll be in my uh there could be some sort of shared service with that developer to help them out I'm not well they're actually um they actually remove the trees and it's been some period of time since they had worked continued to work at this time y so we we tried to get them because we also wanted some trees removed and we wanted to get in touch with them when they remov their trees to see our trees but just so happened we had our 5th anniversary so he wasn't here when the trees were removed congratulations we missed that opportunity so now we have to do it at Cost so uh yes that is a possibility but we don't know when they're coming right I'm sure that developer isn't hard someone on this Council get in touch with that developer and figure out if they can assist you and also Mr pantina will thank history month so congratulations again uh I have a question on Ron Road I know there's some traffic lights but there aren't a lot of crosswalks and you know with a heavily trafficked Road and I'm concerned about the people the pedestrians walking over there want to cross Ron Road and can there be something done uh along that area to uh help this situation that's one you know question and the other question or I have two other questions do the citizens need to know about the Benzene that was found where Texas Eastern pipeline is working by the landfill that was brought up last night and my last question is what's going on with the zoning board they in the last few meetings they haven't been able to legally accomplish anything and at the last meeting nobody was there the meeting was cancelled you know it's I mean if I can help out I would love to help out but you know if there's no zoning board there's no zoning board okay that's it that's it okay uh know with the zoning board they didn't have a quorum last uh month yes so they met the month prior so I they should probably be meeting again this month um so just look for the notification I don't know why it was canell last minute I think illness or something but yeah you know again it's stuff has been brought up I mean I was there for the zoning board and so were lawyers and developers and they were all expecting stuff and even the mayor showed up at the you know at the meeting and again if the zoning board I'm not blaming these people I know it's a non-paid position but you know it's a vital part of what happens in the city and one of if I can help out I will gladly do that I usually go to the meetings anyway so if that's any you know help I'm glad to do it uh the other questions were you know just things that I thought of uh since last night rert and rad um councilman Medina has been very proactive on you know he actually was very proactive with our accident Review Committee to get things done that's County Road too correct that's correct president I may so a couple things happen on r road we added a shoulder line and there are total I believe of four crosswalks Northwood drapkin that is striped might need some restriping with sinish Orchard which has a uh crossing guard in morning and afternoon and DW terrrace which is a controller in the section so there are four active crosswalks there however in between is a different story it's a very busy road so I doing folks to be very careful okay but uh because it's a County Road do they have to involve the county in any decision to put safety devices up there for pedestrians not part of Department my understanding that that is the case and Mr how or that will be the case I can assure you we have one of our County Commissioners here yes iware that there's a you know he'll have make sure that they look into that as far as the issue with the landfill our city attorney's looking into that so we cannot comment on that at this okay and bumped into each other in Aldi's he was right in front of me so I said I can't not say anything to him I said what do I owe this honor to he turns around he says ker if this was a council mean you'd be throwing darts at me right now I can't believe he said that because on the way there on the way there I was listening to one of my favorite wuang members uh solo album kadana and the name of the song was dart throwing I cannot believe he brought that up um but you know I really wish people would say what they want in front of somebody cuz once they left some lady goes what the heck does he need security for to go shopping door in the middle of the day and it made me wonder like what does we have a mayor that has two security guards but I listen I love Ray I love Mo and I'm just wondering how much are the the residents paying for security I was at the Lynden Elizabeth basketball game excuse me Lynden Playfield basketball boys and the Lyon Elizabeth Playfield basketball girls I saw Christian bage there okay and a matter of fact how is he still the mayor of Elizabeth that just shows how deep the Democrat machine goes I think uh but he he was there with his wife I don't know maybe she had a gun on her or something but there goes mayor Armstead with two Lynden police officers okay so it's just weird to me that I mean either you think you're you're you're you're disillusion that you're so important or you're worried that you might be attacked or something uh so I don't know how much we're paying for that um Lyn it's hiring a business administrator I'm fully I fully support this we've needed one mayor said he was going to do it I don't know what happened there but I don't even know why we post these jobs I feel bad for so many people that apply for the jobs in this city because they're wasting their time um they so many good people applied for the business administrator position um that have experience and we're going with somebody who has no experience I hope they do good I want to see them do good we we all know who it is it's uh one of parham's friends or whatever um and so there's that more apartments are coming Ami's property uh looking at some of the goals and objectives Lyon has for redevelopment we've come to a point where my time is up your time is up and I'm going to say that I'm not done okay your time is the rules in place right here there are no rules okay you didn't start the time for one person I did listen listen though your time is up Sir no I'm I'm gonna I'm going to keep going I'm gonna finish my I'm going to finish my long time I've actually was one of Rocco's um board members and I can honestly say that um besides being the superintendent that I worked for he was my friend friends come and go but this is one friend that stayed by me um he just recently hired me in my current position and had the utmost faith in me that I could do the job but one thing that Rocco did that I would that I would always appreciate he says Lisa he goes you're going to be a good transportation coordinator he goes but I'm going to make you a great one and Rocky gave me books on every state statue that pertains to my job and he says all you have to do is study these statues you don't have to memorize them he says but know they're there and know what you're talking about and you'll be good so my deepest condolences to his family um I will miss him greatly but I will always thank him for what he did for me and what he's taught me thank you councilwoman councilman um Armstead yes um just uh real brief I'm going to just say here just for this uh quick second that I'm standing up here and I'm defending the mayor because the mayor is not here to defend himself um I've been I'm may be new to this but I've been around it long enough to see the same people over and over attacking this man who's done nothing but great things for this city I'm going to close out with um there's something called the second step and I'm pretty sure you know what I'm talking about the second step is supposed to make you help you uh find a uh Power greater than yourself that can restore you to some sanity so please let's get to
