commission meeting H by zoom we're going to go ahead and um not approve minutes because we've been meeting so much they're not quite ready yet so we will put those forward to the next meeting which I believe is June 4th um before we start in discussions does anyone have any other updates or administrative actions they'd like to add to this lengthy list I would like to add a quick update on some invasive stuff and on the hamlock over on Fort Pond and hemlocks or Pond okay those are moved to the end okay let's go ahead and start with a discussion enforcement order of 10 Ivy Road Mast 20498 2 unpermitted dewatering in the buffer zone update on that Amy uh yeah so uh they are finished and uh um Jim griffy approved the the process as they went they dewatered into a tank and took it off uh I stopped by this afternoon on my way out and um the system is done they got the sand on top they got a little retaining wall they need to build and then they'll be done and he's doing that tomorrow the erosion controls are still up and do not seem to be challenged if you happen to run in to him again just out of curiosity how many tanks he had to remove whether it was one or too I think just helps us understand future uh dewatering events yeah okay NE next discussion enforcement order 30 Warren unpermitted construction of a walkway within the buffer zone um so I I told Casey he didn't need to come in he um is in contact with um Chuck Karen uh but Chuck was on vacation last week uh and he's back today so he doesn't have uh the full scope from him yet and he's also talking to uh Scott Hayes over at foresight if he needs any engineering piece of things um so he's he's trying to move those ahead the the road controls are are still in place I would encourage if there's any um Commissioners that haven't seen 31 to at least pop your head over there um prior to the next meeting I'm assuming you'll be able to see quite a bit of vegetation growth um okay next discussion land use permit Girl Scout Troop 67517 native tree awareness Sarah Sarah can I have can we jump ahead maybe one I'm waiting for I think one more girl um said she was gonna be about she said she'd be know at 7:35 I told her that would probably be plenty of time we're going fast y absolutely okay disc who Ellie and McKenzie are yeah so Ellie and Mackenzie will come in and then Simona Nath if you see a Nath name that'll be the third one okay cool let's jump to potential violation 15 Powers Road um I can pull up pictures if you want them but would it would take me a second so 15 powers and four Douglas both of them I I sent them a letter saying you got some potential violations it looks like back there and actually the more I dug into 15 Powers the more it seemed like they've pushed out their driveway towards the Wetland and down the toe of slope um and for Douglas uh it it appears that a lot of um gravel type stuff was dumped when they were putting in a pool and it it must excess and they just sort of dumped it on the side right on uh Town Forest uh property the the derky donation piece there and it's just eroding down along there yeah that last photo you sent wasn't did not look good yeah and potentially towards a wetland um you know there used to be a lot of Springs back there so I think some wetlands are developing where in essence they might be getting squished out because of the houses um so I might also be to hang that enforcement order on them also but I'm hope I'm hoping to hear from both of those I only just sent the letters out last week I guess it was and I don't even have the green cards back yet do you want to set a date that if you don't hear them back hear back from them you my concern with Douglas is that as the vegetation grows it's going to be harder to remove that as well yeah and it was interesting the difference between the picture that SVT took when they're doing the conservation restriction monitoring and then what Tim and I saw just a little bit later is that 15 Powers is that the house that's had the previous issues yeah they broken through the stone wall and were using the parking lot for Mary Shepard yeah same house yes and they had come in I forget the date for um before the current owners to replace the septic system so we have a pretty good plan of what the edge of limit and and the drive and everything was originally do you need or would do you want other Commissioners to put eyes on both those properties uh yeah if you want to do you know a quick site walk um you can get a pretty good idea if you just park at Mary sheeper and walk down the road a little bit without getting on the property you can see what's going on okay Carl will you have a chance to you I think you know that area kind of better than some would you have a chance to just pop your head over there sure I can do that thank you all right Kyle are the girls here yep if you can bring in Ellie McKenzie Matt Wonka and Simona now okay let's give them a second to jump in girls if you are prompted to join as a panelist please accept if you can and want to turn your camera on and at least unmute [Music] yourselves Sima so Simona and McKenzie if you want to unmute um I'll leave it up to you girls if somebody wants to step up and give a quick outline on what what your plan is Simona Elli yeah go for it Simona uh so we're hello I'm Simona and um so our project is about like trying to raise awareness for like um uh tree native trees and plants that we have in our community or conver um conservation lands like um we're going to attach like QR codes to trees and then they will have information about like when people are hiking they can scan the QR codes and it will give information about the tree excellent who else would like to add to that Emerson or Ellie McKenzie you have anything to add to it what's our timing what what's our plan when would we like to start doing this or when do we have to have it done by I guess it's a better question remember I we'd like to have it done by the fall of this year who's the one that gets to develop the QR codes who's the techie haven't quite gotten that far that's why you're getting some some blind stairs it's going to be a hopefully a a full team process we'll be using our meetings to to do that together as a plan excellent they have you all thought about how you're gonna attach it to the tree without hurting the tree we could we could like maybe use like a piece a piece of like tape maybe or we could use like or you could use like double seted tape to easily just put it on there maybe okay or you could use like a piece of twine or rope what you might want to do is each experiment in your backyard before you figure out wait till we get one of those big wind storms and see if the tape sticks or not I don't really have trees in my backyard maybe you could borrow one from your neighbor all right Commissioners what do we have so you're joined here uh ladies with a bunch of people that are looking at you and very curious so they're going to ask you some questions hopefully I am I'm wondering how long your QR codes are going to stay up for we is it like a permanent exhibit or something hopefully hopefully like a long time hopefully uh but we're going to need like some something strong to hold the QR codes up maybe we could do like a string somebody suggested or we could do like a double-sided tape but hopefully the QR codes can stay on for a long time yep that would be the intent Michael part of it um they're learning more and more about this award process but part of it is that there should be some sort of a continuing effort as it you so for this it would be some maintenance where they go for a hike and make sure things are still in place or you know replace them as necessary update anything but yeah the intent would be to to keep it in perpetuity okay that's awesome you're gonna need a laminating machine maybe Michael has one you can um also talk to talk to um Jim O'Neal who's the direct or uh the Trails guy because they were thinking of doing this and there are companies that actually do QR codes um so they'd be printed on a piece of metal of course obviously that that comes with a little cost to it um but he's he was planning on doing this over on Long Lake and it it the art Lazarus Trail yeah but just hasn't been able to get it off the ground but that might be maybe perhaps a way you can can work with them on getting that trail finished that's cool they could collaborate I think it's a great idea um you're going to put the um the common name on the QR code of the tree or shrub yes that would be the intent sry just keep things right we talked about they the the research they will do the girls will do will you lead you to that scientific name um but for ease ease of recognition yeah the the guide would put the common name depending they haven't decided like like to put a picture too maybe um depending on what we decide on for a placard or whatnot possible when you talk to the company uh if you do about the caros that to talk with them about the possibility of Don some kind of donation on their part yeah since it is for you know good cause this sounds like a excellent Boy Scout Eagle project too you might want to think about talking to the Boy Scout Troop and see what troops we had more than one and see if there's an opportunity to collaborate and therefore get more uh volume you know more trees labeled as a part of the joint project and I think nef proudy Woods has some old ones still up that you can see yeah yeah that was where that's pretty much where their idea came from we had gone some on some hiking through there awes some old yeah it was just the picture with the name that who knows maybe they they' be happy to give you a little Grant this is kind of what they do so okay so girls out enough all right very nice project anybody back for the Conservation Commission was whether or not you wanted um um whether or not the Conservation Commission wanted like a land use permit or just you know good enough good enough when when we've done the Christmas tree didn't we have a a time to set it up and to take it down when they did the Christmas tree decoration that was a land use yeah this doesn't strike me as that though this is a put it up and hopefully it's up for a very very very long time yeah you know it would be interesting the um like the the arum in Boston or the public garden has their trees labeled be interested to see what they use for labels how they attach them and Acton has some over at um Ice House Pond the the trees they planted there are labeled with what the tree looks like how it's used that sort of stuff okay if the Commissioners don't have any other questions we do have someone in the public um Glenn who has their hand up hi um I didn't mean to interrupt um I got on the zoom for a a uh an item that's coming up later but I didn't see my face and I uh wasn't sure if I was really on or just monitoring so I thought there was a break there in your discussion that's why I chimed in but you can you hear me okay we we can thank you for thank you for your question Glenn so we will um when your time comes up Amy will move you over into the this kind of active chat room okay thank you sorry about that thank you Norris think we just had maybe one more question either McKenzie or emers if you saw the the outline that we had prepared we had one more question for the commission on what they might want to see I don't know if Ellie or if you have that where I guess where are we going to do this did you get it right we haven't really come up with a spot your your idea at our last meeting was to actually listen to the Conservation Commission and see if they had any recommendations where they might want to see this or place that might be better than another I think we maybe got this now from Long Long Lake but if there's another one we haven't picked a location yet Emerson you're muted if you're trying to talk to us I think you're maybe we could like do it at like proudy Woods or we could do it at the two brothers Trail and isn't there like a hiking trail at uh shoot what's it called um it's like near the fire station that hike yeah that's part of proudy proud's up okay yeah so they they have some ideas but I guess we wanted to bounce that on off you um if you had any ideas on one property over another yeah proudy has a lot of different trees uh Long Lake has a lot of different kinds of trees too you know Town Forest isn't very diverse really so there are there are ones that might give you more trees to to look at yeah or scrubs maybe or yeah yeah that's as we started talking about it we said why are we limiting ourselves to trees um right you can find some shrubs or something else that comes in then that'd be great but sounds the direction of Long Lake that you provided maybe we'll we'll reach out to those folks other possibility could be the app property that's actually where I think in the past the trust has brought groups of school kid kids out to actually look at the variety of trees and species and it's really fairly level in most sections and it's got a diverse uh tree population so that's another possibility it might be a good area to and the bird watchers have been out there quite a few and that would help with the shrubs being labeled then we could then um transition over to pollinators as well all right we're going to keep moving so we wish you all good luck and look forward to hearing more about it soon absolutely all right all right thank you for joining us good luck thanks car have a good night thanks okay it is now 746 I'd like to go ahead and open the public hearing notice of intent 97 Mill Road Mass D to be determined u35 d31a existing structure Renovations and Associated work who is here and who would like to talk to us hey Sarah it's Nick Lawler from uh Litton Light and Water Department how you doing good all right I got Glenn tra here who's working as one of our Consultants on the project as well uh he's the one to put the application together uh but I obviously know a lot more of the history of the site so I figured i' jump on as well and kind of talk over all the project with all of you um I think we acquired this project or this parcel about maybe a year ago or so about a year and a half ago uh for a lot of different reasons uh one of it being the proximity to Bieber Brook was a big part of it um you know OB as a water department we we value and um want to protect that valuable resource for our community so that was a big piece of it um but also it had a warehouse on site and has some land that might be able to be developed in the future that's outside of the 200 foot buffer zone uh it's not part of this project but there there was some thoughts there as well um really where the office bu the existing office building is now up near 495 um but the project that's in front of you is just a rehab project so if you're on the site there's a it's a powder blue metal Warehouse um and it's just used as a garage I think they stored their their um Lumber in that in that building um you know many years ago uh so we're looking to just reskin it re-roof it um not expanding the footprint at all um and just you know bringing up to our standards of of what a what a building should look like and be made of um at the time we aren't using the building Light and Water the highway department is U utilizing that building for offseason storage so in the summertime they're storing their winter equipment in there and then in the winter time they're storing the summer equipment in there and I think everybody's aware of the space needs need issues that the highway department has so we're we're trying to work cooperatively with them on on the site until we have the use of the building until they have a permanent home for their for their stuff so that's kind of an overview of the project I don't know if GL you want to add anything there any questions from [Music] the are you talking to me Nick yeah I don't know if I missed anything that you want to add no I I think that was a good good summary of what we're trying to do there so obviously I want to make sure the commissioner is aware this is the parley Lumber um foral property um any of the Commissioners have any questions uh Sarah before we uh jump into things I just wanted to formally recuse myself because it is a water department project thank thank you Andrew noted hey Sarah thanks for letting us know it was the parley proper I didn't know which property he was talking about so that's good clarification so so water department acquired I didn't realize that water department had acquired the prob property yeah really the light department acquired it not the water department oh sorry light department okay same thing in my mind yeah it is yeah it is Nick a quick question you said new um new Roofing can you is it a metal roof now and is it going to maintain as a metal well do you want to touch on that do you know what the roof is yeah yeah it is metal okay Reas outside Sor I ask is if there if we're going to be expanding on any of the volume of water coming down into that um unfinished parking lot it is a completely metal building the whole outer skin of the the building the roof uh all four walls all metal and uh I believe the the intent what we're looking at now is is reskinning the whole outside of the building and uh yeah you can see it there and uh all four walls and the roof but the footprint of the building is not going to change uh basically just up upgrading the material that's there to make it a a nicer neater cleaner uh building is this the building that prob used to have all the lumber in with the the um across the pcking lot from from one of their saws yes okay can't help to have the building look nicer that can't hurt rather yeah yeah we we were the building's in really good shape structurally so we were happy with that just really needs an exterior face lift what are you going to do with the material that you take off be demoed part of the U part of the project what what is the ultimate goal of the property um well I that's a good question uh about two of the Acres I think we're going to split off and and keep fully protected it's all within uh two acres or within the 100 foot buffer zone I believe um and we want to make sure that that remains pristine as it is obviously we'd work with Amy and whatever the conservation would like to you know beautify that those two acres and keep the brook um in good shape because like I said that that Brook is is part of one of our most valid resources as the water department and then the the remaining two acres you you have have this Warehouse uh that we like to rehab and we're looking at a renewable project um on a piece of the project that's out of any buffer zones it's where the existing office is um I think we're gonna probably we're going to probably do uh battery storage there um we're looking with uh working with fire department and a local engineer to try to evaluate whether or not that makes sense from a couple different uh reasons but that project hasn't moved forward yet we're still evaluating it thank you yep is part of that parcel still available as a land swap that was originally why it was purchased and that was part of it as we were thinking maybe with some of the cobs property um it just became too cumbersome with the federal government so I think and I think S I think you've been working with Cory on that um um in some capacity um and I think we're going to be able to come up with a plan that keeps that land at cobs with the current restrictions that are on it so a land swap won't be necessary um but you'll still get the same benefits here because we don't want anything within that buffer zone anyway um like I said that that Brooke is is our drinking water so okay any Commissioners have any other questions for for the applicant this is good to hear compared to what was attempted to be put out here prior so Amy what would you like from us now um there is no D file number yet so Nick we won't be able to close it tonight until you get your D number okay um I would like to throw something out there if the commission's willing and I spoke to Nick about this is um for you to require mitigation in the form of the water or the light department participating in um Japanese nawe control on the adjacent Mill Hill yeah um and frankly that uh participation would be nothing more than than adding this to the permit um the main reason it just occurred to me is that rather than me having to come in for a separate permit for an extra $400 or500 is could potentially just piggy back on this one um y well presented I support that to the commission support that yep okay um so Nick we meet again on June 4th okay I'm not sure where we're at with d and numbers I know that they were slow but then seemed like they were catching up okay all right yes so we'll coordinate with Amy once we get that number and get back in front of you they have asked more questions about this project than any project I I I think they can't quite believe how straightforward it is it's been kind of interesting well can send them the copy of the audio tape from this yeah all right thank thank you for joining us yeah thanks for your time tonight have a good night thank you very much thank you so we have four minutes before our 8 o'clock I'd like to jump back into um our discussion items um so we've done 15 powers for Douglas request for permit extension five Cottage Way Mass 204 933 currently December 21 2024 update with that Amy yeah uh so the owner came in um this is the one where they want to uh replace their ouse with the septic system that's gonna be on the other side of the little stream over on Fort Pond um that was done with great Agony they are exploring the possibility of doing uh directional boore under that stream rather than cut and cover um if they can make the the cost of it work and so what they're really just asking is for an extension uh while they consider all that how long are we asking to we can go three years Prep Plus the 24 or two plus the 24 on that one you can go three he he initially asked for one I said why don't you ask for three because you don't know what kind of you're into um commissioner thoughts on that yeah after the the long battle process that we had going through that that's okay do we have someone that can make a motion to extend that yeah I'll make a motion that we extend the existing permit for five Cottage Way massp number 20409 33 for three more years second oh sorry roll call vote uh Carl I'm over guy Kyle Mat eded B Michael Michael Livingston I Sarah Sarah Steward I myself I it's unanimous passes thank you vote conservation commissioner officers me um so is that time of year uh but you have until June 30th do it if you want to wait and see to get uh well I guess Chase is anyone missing um and at the same time uh Chase Michael and Carl's uh terms are expiring June 30th Chase and Michael I believe already done the paperwork to reup Carl um um thinking about reupping I was going to make my decision in the next few days days I talked with the town Clark today okay good so yeah you gotta stay Carl I put a lot of time into this but I'm I'm thinking about staying a little longer thank you that would be appreciated you're having just too much fun to leave Amy does that that helps you with that and then accounts payables signature authorization please right so right now Kyle and Chase were voted is is either one of them can sign off when I get an invoice to approve the invoice um I don't know if they're willing to do it or they want to pass the buck on to somebody else Kyle's a world world champion fast approver of things I'm fine with it if unless somebody else quote thank you for your duty all righty why why don't we wait until Chase is back because I will need a vote on both of those okay and we have plenty we've got two meetings before that deadline we got time yeah yep okay let's just remember to put that on um requests for minor modification and request for permit extensions Library Japanese knotweed massp 20499 currently expires August 21 of this year 2024 uh yeah so if you remember as part of the library um they did a a significant Japanese naweed control um mostly by digging out a good 10 feet of that Hillside which admittedly they had to do anyway um and it's been very successful but there is some Japanese not weed that's coming back on the side and at the bottom um that we'd like to attack uh and I was hoping you to prove that as a minor modification um it was a condition that it keep happening so I'm not sure if it's I just want to be de be clear what's going on um and then also uh an extension a three-year extension so we can keep up with a Japanese not weed so it's two motions it's two motions okay do we have any discussion on that or do we have any motions on those who holds who holds the permit for that the library does okay um and and they're fine with this okay um so well I guess it's I move for uh to accept the minor modification for the library japanies not we control Mass D 20499 second roll call so we'll have two votes here roll call vote uh Carl oh I think you're on mute Carl Carl M got Kyle eded Michael Michael Livingston I Sarah s heward i myself I it's unanimous that passes do we have a second motion for the threeyear extension yes I'll make a motion to extend the um permit for the library Japanese not we control Mass d 20499 by three years second roll call vote uh Carl M gu kyley Max I Ed Ed FZ Michael Michael living I Sarah Sarah Seward I myself I it's unanimous okay great we're now going to it is 802 we're going to jump into the 8:00 public meeting request for determination of applicability 7 new estate Road you 37-10 bylaw waiver required construction of a boardwalk who is I was gonna say s before we get started um this is a uh project for the cemetery commission and me being on the cemetery commission I will have to recuse myself and thank you Jerry for coming tonight and handling this that's great Jerry welcome if you could introduce yourself that would be great and it's all yours okay yeah Jerry cavalo uh tonight I'm representing the bicycle pedestrian Committee in our request for a request for determination of applicability instruction of the 24ot boardwalk uh and this will enable public use of the existing trails at the cemetery property and that desire is expressed in both the bicycle and pedestrian master plan as well as the open space and Recreation committee so part of the application uh there are pictures and whatnot Amy hopefully you can pull those up so this is what the board walk is going to look like it's a standard Jim O'Neal Boardwalk with the corrugated pipe if you when you see the picture of the stream it's only about a foot wide but uh it also is sort of steep on each side so 24 feet will allow us to make a a more level crossing across the Gully it's going to be standard wood on the top yeah um this is the same stuff that's been used all around the town it's pressure treated on top like I said Jim O'Neal is sort of the master Boardwalk Builder and he went over and took a look at it and we're using his design that's been used in H Town Forest and Cloverdale and other places and this is a little stylized but but the work will definitely be outside the streamed area Amy could you put in a picture of you standing next to the stream I think that will yeah you know what that that actually didn't get scanned into the file um and frankly I left the office without picking it up well it's only about a foot wide and at this point is yeah probably just a trickle now early in the spring it was running yeah probably dry and it's not technically in the uh in the wetlands right the wetlands are a little further down but the bridge like as I said is also useful for making it easier for people to cross the uh the embankment fall embankment is slope on each side so is this just one one Bridge one area of Boardwalk or yes okay it's the only one we need and it gets us over to the area of the downhill ski area which belongs to the cemetery commission and they have given us uh permission to use the trails that are accessed by that area that's now being developed by dutchko but we're staying off that that and there's a finger that comes down from the cemetery right down to parwell Avenue we're going to use that as access to the top of the hill and that's where all the uh the trails are they're already existing and they're in good shape so in other words this is the only thing that's keeping us from accessing the trails there's a parking lot right across the street for the Heartwell preserve and we're going to use that property to park the cars and uh so it's just uh this one little pre that we're going to make a boardwalk over and we should be good to go based on the many boardwalks and very long boardwalks that I've seen recently this one is very minimal I any issue so Amy you're looking for a request of determination right so if you're amable a negative determination three and a waiver for the public P purpose of getting the public access okay Commissioners thoughts on that or do we have a uh motion dual motion sure I'll make a motion that we Grant the negative determin ability or yeah well number three7 to estate Road 37-10 including our bylaw waiver second and I can do the roll call but recuse myself um Michael Michael I Carl I Ed Ed FY Kyle M Sarah Sarah cward I is unanimous thank you Jerry for your your time and and efforts with that it's exciting you're welcome thank you Aller thank you have a good night okay it's 807 we're going to jump back to administrative discussions tree protection policy discussion that is chases I believe I think the ball's in his court yeah okay we'll move past that um parcel evaluation um so SVT uh came out and and give gave the presentation which I've mentioned you guys before and Sarah and Kyle were there um and it's it's um the basic map you can imagine that the evaluates uh Parcels on four different things uh um and with a lot of backup to each of those evaluations um so really I don't know if we want to go any further with this partial valuation stuff um how you want to move out there's a lot of discussion at Webster about how does concom decide that something's worth chasing or how do a town decide that a parel worth it um and Andrew's got you know page page and a half kind of checklist thing to to rank Parcels um so I don't know if there's any feeling about trying to get that uh a little more formalized or how you might want to proceed or not proceed i' say that I would I was like really really pleasantly P um surprised with the the presentation the magnitude and really the depth to this uh visual marker to look at that and and the layering possibilities it's just such a shame that that wasn't recorded for others to just see what we saw I almost wish that we had time that we could have a separate meeting with them to have that presentation you know paired down to a half hour or something or or just have a separate joint meeting because Carl I know from from your experience with maing in that it's it's really unique Kyle I don't know I don't know your thoughts yeah I mean it's a fantastic tool I think it's G be more powerful in the years to come I don't know it's a great stepping stone I yeah I wish maybe had gone through kind of some sort of I think they're getting a lot of very very good input that they wish they would have included so I think it's I think it's a good tool for us now but I'm not sure sure I mean I guess everybody should definitely sit and talk to them and listen to what they had to say it was it's fantastic and they're definitely passionate about helping out so we would that model is static versus Dynamic so it can't be we can make we can make suggestions for the version two that comes along but version two is easily a year plus right [Music] yeah was pretty wouldn't say common sense but like you said Webster property was on the list right like as you would expect it to be so I'm sure there's a few if I took a closer look at like oh I wouldn't have thought that that property checks those boxes but we'd have to have that conversation with them like you said maybe get a more personalized view on what we're looking for with [Music] them it was certainly an impressive tool I mean for the four categories that it evaluated it was pretty decent ly spot on um in terms of the Agricultural properties on 119 that the town um you know wants to seek stay in agriculture and keep going um and I mean version two will probably be amazing um but like Kyle said it's it's a good stepping stone for now um for our immediate needs I don't know if we want to come up with something a little more tailored to our town though um that would take into account certain things that svts tool wouldn't um such as Sarah you brought up the groundwater and uh you know a lot of different other characteristics of property so maybe it's something that we could kind of tailor towards our needs um in terms of you know when a property comes up we can say hey this is what Littleton wants based off of the open space and Recreation plan us as a department um and so on and so on so it's something that I mean we probably should have in place very soon because you never know when the next property is going to come up um and we have kind of kicked it down the road a little bit but how do you guys feel about this Andrew and Kyle do you recall what they were talking about that High Ridge so kind of the the community towns surrounding towns and that High Ridge greencape and Littleton just kind of gets on the periphery of that I'd hate to miss out on something of that magnitude yeah I don't think we would miss out on that I think if that's something that they do ultimately pursue they will keep us in the loop but yeah the corner of and i' I've been talking to them since before covid on that we we we did the biodiversity days Kyle included oill which is part of their their their Ridge initiative anybody have any thoughts or want to think about a little bit more and can have Amy recirculate those kind of maps and link to um how to play with their tool in terms of the different categories and I can send around if if it's of Interest going forward with it also the the kind of valuation ranking checklist thing because because I I think as as as someone said it's not going to be just look at the map or just look at this checklist it's going to be funnel this information in but perhaps being a little more formal when someone like the fincom asks what did you use to evaluate this parcel we say you know these five sources right hopefully it hopefully in the future we can use it for Grants as well clearly I think that's going to be its biggest driver for us right right okay and let's go on we have two we have uh added to talk about invasives and then the hemlocks on Fort Pond uh so yes so the in invasives update I think you probably got a sense of it um I did drive around the town with a um with an applicator and he's going to send me a proposal for I know six or seven different sites that we hit um that have come up as as sort of priority sites uh mil Hill being one of them uh the library which actually the library would end up paying for probably um I can hardly remember there's something along Long Lake um Bumblebee and there's one other which I I can't remember off hand and they actually no this one over on a little area of not we on no kill that might be good to attack now um so I'll I'll get prices for all that um there is money in the budget for the next fiscal year uh to start getting a little more serious about especially some of the smaller stuff as opposed to the acre of frag mes over at over okay the oh I'm sorry we can back I was say the um the Long Lake Park or Long Lake um mentioned is that the Frog Pond or is that like areas nearby it's it's the area of Japanese knotweed that is on around the corner on lak Shore Drive um if if you drive down sort of towards Aspen you can't miss it okay it's maybe 50 to 100 feet long it's right along the shoreline you know it's it's expanding every year right okay hey hey Amy is there any chance uh we could talk to the point people and see if they could do another shot at the frag mighties uh that's in front of the hotel they they when they first acquired didn't they uh do some Ty of treatment on that frag yeah they they did the two years of of uh treatment that was part of the the perent application um including getting their vehicle stuck in there rather seriously um and I can see if they're willing to do it again I'm not sure if they would now that it's worth asking it's worth asking I give Sam a call and see what he see what he's got to say all right then lastly Amy you had h hemlocks on Fort pwn that are diseased or dead or dying yeah so as I think probably most of you aware those huge hemlocks over there um are getting to be in bad shape and and keep falling and you know every now and then a property owner comes in and and you can tell that that hammock's about to come down they want to take down one or two um and I was wondering if the commission would be willing to kind of just by consens and say you know that area there uh staff can approve removing more than one tree in the buffer zone if it's if it's clearly a hazard um so that I don't need to haul them across the coals in order to get permitted to take something down I would make a motion to authorize the agent and Associate agent to authorize the removal without stumping trees that are in resource areas that are deemed Hazard or dead and dying up to four trees and I would say specifically the hemlocks over P Pond I I would I would Target that one area targeting that area specifically in town that's okay yep that's perfect if you think it's more than like four if there's a bigger Grove then I think we should just have at least one commissioner go over yeah that is my motion second roll call vote uh Carl Kyle Max goodby Ed Ed Michael I Sarah Sarah Steward I and myself I it's unanimous thank you awesome let's go ahead and jump into the 8:15 continued public hearing notice of intent for spectacle Pond Road uh Mass D to be determined R22 9-2 bylaw waiver is required construction of a commercial building and Associated work good evening this is Seth Dono with dsen Roy here tonight on behalf of the applicant Steph breit Meer okay uh you were with Paul mcmanis of EOTech last time Paul has hung up on another meeting so I will be pinch hitting until he can show up uh but we have submitted revised plans and calculations since your last meeting and I did watch your last meeting on YouTube so I'm ready to discuss uh those changes as well as what's been submitted would it be okay to share my screen and give the commission a quick overview yes please go ahead Seth thank you all right so hopefully what's before you now is the grading sheet of the revised plan um we have made five changes uh Paul mcmanis has summarized those in a letter to the commission uh the primary one is the relocation of proposed Boulders there was some plowing damage that the commission noted on the site walk uh before we had the The Boulders closer to the Wetland resource area and now they are directly underneath the overhead wire as a visual guide so they're very tight to the gravel road and there's restoration notes for that area as well uh the second change was that we adjusted the well location uh as the commission noted uh there was difficulty at six spectacle Pond Road the ab budding site uh that was due to proximity to the former landfill and we've adjusted that location to meet the board of Health's current requirements and we will be submitting an application to the Board of Health for that as well uh the building location had been slightly adjusted and we've relocated the driveway the major benefit of the relocation driveway which is right underneath my hand on the screen that is in the open the existing opening to the site so previously the driveway was on the opposite side of the building and that went through a sparsely vegetated area this is going to go right through the existing uh Gravel Pit opening the storm water management as a whole has been revised to incorporate these changes uh there's a subsurface infiltration area with treatment units preceding it and then there's also a small detention Basin to handle some of the driveway runoff and then finally um Paul mcmanis has designated a restoration of the riverfront area in the back corner of the site uh that will equal 120% of the riverfront the non-degraded riverfront area that's being altered and that is right in this area here it's uh sparsely vegetated but it's been agreed that it it may qualify as non-degraded area so again we're restoring 120% of what's being open for that those are the minor changes that we present as you mentioned in the opening to the meeting this is also subject to a waiver from your 50 foot Wetland buffer policy and the three areas that we're altering for that uh the slope repair that I spoke about underneath the wires the restoration planting area is actually within the 50 Foot buffer zone as well as within the repairing Zone and then a portion of the driveway storm water management area which is a shallow Basin and it's actually using the limits of the existing burm to reduce the grading that's also within the 50 Foot buffer zone but the building as its whole and the driveway is entirely outside of the 50-foot buffer zone so that is a a highlevel summary of what we have changed if the commission has any specific questions about the plans or materials that have been submitted I'd be happy to dive into those I appreciate that you've taken into account quite a few of our concern concerns for being out on out on site and it sounds as though you've had good interaction with with others as well Commissioners have questions do have a restoration plan for the uh stream we do and I will pop my screen back up so this is ecotex uh letter it's describing the plants that are to be placed within that area um 20 trees and a significant number of shrubs within that area as you guys discussed at the last meeting the the entire working area of the site is essentially a a gravel surface um completely degraded surrounded by an existing burm so part of this letter which summarized uh it went step by step and that involves putting in a 6-in layer of top soil uh to ensure that these species can be successful in that area as [Music] well and it seems like a good list including the uh the seed Mi yeah it's a good list hopefully they all survive well it's a good list of species so we we got the uh where we almost have the third party review lined up um I have the check from Steve and I got the um Town Administrator sign off on that so I'll finish up the oh here comes Paul I'll finish up the um the paper we on at tomorrow so green can get started we appreciate that so we're anticipating working with green through those items um we don't anticipate any major changes they tend to dot the eyes and cross the te's so we we'll certainly be uh perhaps supplementing some of the narratives for some of these so Seth we meet again June 4th and then I believe June 18th what are your thoughts in terms of when would you like to be continued to uh I'd like to punt that to Green actually I I don't really think unless the commission wants to see us again um until we have a peer review letter from Green and a chance to reply to that we we'd rather come back and tell the commission which what items we're working through and what's being change then say hey we're still waiting for the letter at this point so I'd love to be here on the fourth um I don't know what Green's current backlog is Amy shaking your head at me like no way that's that's next week there's there's no way yeah so uh unless you did a really really really bad job yeah and and Steve's camera's not on so he's gonna be shaking my head at me if I say the 18th but I I I think that's probably the realistic um path for it at this point so that we can have time to reply and and digest what they send us so Amy with that said we can either put them at the beginning or the end so that way if they have to to postpone it's not jamming something else up yeah okay um and somebody I I recommend you give D call I'm not sure why you don't have a number yet because they' they've skipped you um you're on their list but more recent projects have gotten comments yeah I I won't take it personally I I have a feeling that um it seems that the septic repairs and and a little bit lighter lifts get quick file numbers this is probably being reviewed a little bit more but I I will contact uh central office and see what the hold up is that's my guess too but you might make sure it's not like check is sitting someplace all right Paul thank you for joining us but I I don't think the Commissioners have any questions for for you or Steve at this time do we Commissioners we appreciate you working with green and we look forward to seeing hopefully in the near future sounds good thank you for your time thank you Seth good night have a good night all right so Commissioners we have meeting on June 4th right around right around the corner um all right if anyone has anything that they want to add for discussion items for the four please get that to Amy because Amy you're posting that soon correct uh yeah and actually hang on say we didn't Contin anything to the fourth did we oh 97 mil all right um so hopefully yeah 97 mil should be all set is there anything else on for that hearing uh theoretically um hey Corner was continued to June 4th oh I'm sorry as as was the um the whc come the well well and we still have all those enforcement orders so I think we need to meet on the fourth to just clear that clear that up because some of enforcement orders need to be worked on yeah and if everyone could take a a drive by that would be very helpful specifically over to four Douglas 15 powers and if you haven't seen 30 Warren to do so that would be great you're not gonna be able to see for Douglas uh from the road War Warren's vegetated at this point it looks looks great sidewalk that walkway looks great but you're not going be able to see what our concern is down in the back yeah on the property but I think especially at the very least maybe after Chuck Haren has been out there um we get another s sidewalk Amy can you ask 30 Warren to take pictures this week yeah from all angles or maybe 10 and I can go out and take them right yep I I think because that vegetation is going to grow very quickly yeah it is oh yeah all right thank you everyone have a great week and we will see you very soon haven't done a motion to this y so got it got it to a motion I move that 828 um do we have a motion nope I move that we close the meeting of 528 second all right roll call vote uh Carl I Kyle ma Ed Michael I Sarah Sarah Steward I myself I it's unanimous great thank you
