March 26 2024 meeting of the open space in Recreation committee uh we're going to go ahead and open things up with the approval of previous meeting minutes has everyone had a chance to review the uh minutes that Amy had sent out I think it's just the January 25th yes perfect I all right well does anybody have any uh questions comments edits oh thank you all right we hearing none would anybody like to make a motion to uh to approve the minutes I make a motion to approve the minutes of what January 25th was move in second all those in favor I any opposed very good thank you all right uh so next item um are there any member updates okay any staff updates oh no is oh I was just jumping on staff updates did you have anything that um the park commission um I've turned in their uh support letter and they did approve it a while ago but it took some while to get some signatures um and I have been in contact with Our Town Administrator so he had finished up his draft of that support letter um so I know his um secretary was putting that on his letter head and we'll get that over so then that's one of those required ones perfect excellent very good and next up I've got public input Rob did you have anything that you wanted to if anything pops up mid meeting let us know thank you all right so we'll jump into um updates from Dodson and flinker next Peter and Eli you are on hey guys um so uh the update as most of you probably know is we had the plan conditionally approved um with some requested edits so that is mostly positive because it means you all are eligible to apply for Grant now and um you'll be eligible to receive money for Grants when the plan is actually approved it wasn't it wasn't too bad I think as from what I've gathered from from other people who've done osps in ter terms of how many um edits were requested um sort of the main substantive thing to the plan was uh ranking the goals and objectives which uh we did through that survey I sent out um I was hoping to show you my screen with the updated plan and I went to export the plan right before the meeting and it my computer's kind of freaked out on me so might just have to to tell and uh so I did make you a co-host so if you do uh have it or want to try to uh bring that up screen you're able okay yeah it seems like even word is now like crashing so um wonderful so uh but basically the goals were um ranked in the order that they were already listed so that was convenient for a formatting perspective um and I don't know how interest you guys are I could pull up the survey results if you guys want to see those but um well is there any change because the ones that you sent out had 1 two 3 4 five when while the survey was done did they add up to four were they in the same order or they could flip through all you mean the goals yeah the goals are in the same order yeah they were voted in order that they appeared okay so that that was the goals and then the objectives were more mixed up okay um so it might be helpful to see the objectives sure let me pull up the surve online my apologies about the the presenting all right can everyone see my screen can't read it can let me share a a window can you read row 10 how about that better better okay so um so you can see the four goals were ranked in order that they were already listed goal one being the most important and goal four being the least important one and two were we very close uh we got eight responses which is most of the committee so that's good um objective number one uh 1C was the most important which is to establish a Heritage landscape conservation program uh the second most important was to coordinate conservation efforts of land owners developers and local and Regional organizations uh third is coordinate the use of conservation resources including staff time and funding among Town boards and committees um identify priority areas establish a shared system to coordinate open space conservation decisions pursue a variety of strategies to acquire conservation land and then last but not least pursue private nonprofit state and federal grants for land conservation so do we just update those by changing the letters so I think that uh in Section 8 it's just a list of goals and objectives I think updating listing on that page the order of importance but then keeping the table as it is would might be a little better because Jack had kind of listed them in the table by the type of objective they were if it was like okay building something acquiring land something administrative they were grouped that way so I think there's something to be said for keeping them grouped that way I I don't know what do you guys think and there's some cross reference too isn't there which we'd have to track if we change some don't touch it okay sorry that is your decision include this yeah I mean don't change what we have but include this include this for sure yes and in part of the add-on um to the actual table there was a column right where we could order it in importance right we could do that or we could just have it in this section this is an old draft here um what I what I did in the most recent draft is just updated section eight which comes right before the action plan so it says it's an order of importance and these are just listed by the order of importance here um but that we could also include it in the table um which would make which would make sense too I guess it doesn't hurt to Happ it in both places have some redund and see that yeah that would be my whatever's easiest okay it just seems like anybody reading this other than us when they look at it they're gonna say oh typos look they're all out of order right can we just take the numbers off completely and just have one two three four five and not have AB D XY yeah that that's not a bad idea I think that would make sense but are they but that's a CR cross reference piece right because if we've already cross referenced them in the paragraphs then it really would it'd be more confusing because then you're like okay well this is you know 3A but what is 3A well in the action plan it would still have that listing the the 1 A1 1 a 1B although actually yeah the objectives aren't specifically listed here just the actions so we should I think we should should keep the numbers and letters here um I would say like if you put in like I said the an extra column and then order them then that way that solves their requirement and then it's kind of the easiest way to go about it without mucking with any of the actual writing or you know you having go do a a crazy amount of work right um yeah yeah I mean none of this is you know that much work um but that might be good she did you know some of this is sort of reading the Tea Leaves of her edits um I'm not sure when she says list does she literally mean a list or does she mean State the priority somewhere about um the state it is so it you know it's possible I can format it you know the best way and it's possible she'll just request another change which would which would be fine um but that sort of seems like the process of you send something in and get feedback I think it'd be it's you to the extent that those that order that ranking is Meaningful I think listing them all in one place like you have on the screen now MH is clear just but it should say that they're listed in order of priority right okay and then right just say the numbers have been kept to to as cross reference to the table or whatever okay yeah that's what I have now yeah I think I that's the clearest way okay but great I'm not in charge of this um you're still you're still in charge Peter I have an opinion that matters but so um that was the goals the um vision statement oh sorry would you like to see the rest of the objectives this is the the second group of objectives um coordinate with neighboring towns as first partner boards working with partner boards and organizations pursuing a phase program for updating uh Ada developing or improving recreational programming for youth improving access and amenities of existing Parks coordinating with business and Community leaders and town boards and committees extend and create new off-road trails um then expand and improve the sidewalk bike lane and shared use path Network and improve or create additional Parks um Implement plans to maintain improve or create additional Recreation facilities and then pursue private nonprofit state or federal grants seems like pursuing grants is low for well the first two it's down the bottom I'm curious why people said that because without money you can't do any of the ones above it but if that's the Democracy that happens and I think part for part of me is because it's kind of big in oh you voted huh you voted I can't remember at this point okay I did not but yeah yeah so the first two had you know pursuing grants down as the lowest priority I just don't know the logic of that yeah because you need money to do the things to do all the ones above it that's a very good point well and the purpose of this whole report is to pursue GRS correct yeah you know what I'm sorry I think these are backwards those are upside down yeah that's what I thought because I voted grants first and somehow everybody else must have seven says seven were very important for GRS right yeah so the weighted average sorry low a lower weighted average is um is more important so that makes more sense that makes a lot more sense um that that makes sense to me too because I thought that the um neighboring towns was the least important yeah yeah that's going to be a lot harder yeah less important to SM spelled wrong oh and that header well it's good we we're going over this together so yesterday um and I mean to a degree I also wonder if if why would these even be listed in the osrp if they are even one person consider less important or least important I that was kind of my thought but I mean it spreads it out yeah yeah I guess it depends if you're comparing it relative to the other ones or just generally speaking I I tend to think of these things as trying to compare them relative to each other but I guess people have different approaches to um to how you to how you read that question so the third goal uh which was also ranked third um was to um what was my third goal to promote uh responsible and active stewardship of Wilton's natural cultural and recreational resources to ensure the town's ability to respond to climate change and meet the needs of future populations of our ecology Focus School uh with protecting surface waters and aquifers number one um invasive species Management number two uh pursuing state and federal funding options for appropriate climate change mitigation being third best practices for reducing storm water runoff and pollution and maintaining public land in a way that enhances protection of water bodies preparing plans for managing Town con conservation areas Recreation facilities and private farms in Woodlands um evaluating the impacts of climate change and natural resource Water Supplies local infrastructure and Community Health and working with appropriate Town boards and agencies to ensure enforcement of Land Management policies um continue to implement or modify bylaws to encourage open space conservation and cluster development and to prevent environmental degradation and then continuing to implement or modify B laws to prevent to provide better protection of sections of town considered historic Agricultural and or Scenic um best you can see these were very close um you it makes sense when you do the rating to group them not high medium or large rather than actually give a 2.28 which is an awful specific number um kind of group so those all might show up is is kind of of equal importance but they wanted like literally one to 10 right they they wanted yeah because I mean that that's what I thought when we were doing the high medium low I thought that was essentially saying you know yeah we'll get the low hanging fruit we'll work on the medium stuff and the high is going to be like we'd love to do it but we'll see what happens right that's kind of the idea is to actually be able to rank everything yeah um I mean if that's what she wants that's what you wants maybe if in case of a tie we could let Andrew decide since he's the chair sure it's it's really just a little of difference around the margins all to go to your head all right Andrew we'll I'll send you a list of of ties I think those are the only ties uh so goal number four which has to do with Community engagement um specifically deep in public awareness and engagement with open space and Recreation goals to promote Community resilience so sustaining and expanding the volunteer-based programs to assist with maintenance and stewardship of trails Recreation facilities and water bodies uh including the evasive species management was most important educating and engaging residents in everyday practices to protect water bodies reduce storm water uh run off in pollution reduce pesticides herbicides and apply best management practices number two tied with uh promoting Community Education and awareness of of the town's natural cultural agricultural assets and history especially relating to its land and uh special sites then developing a comprehensive strategy to deepen public awareness and engagement with open space and Recreation goals and lastly coordinating efforts between departments to enhance Community resilience in the face of climate change um yeah so do people have any questions I'm sorry I couldn't present in in a a PDF page like I was hoping to I know it's not as easy to digest this way f up 4 a see what 4 a said I thought it was you mean the first one and four yeah the first one the first one on this page top there okay all right got it thanks I mean the only way this probably will be used I mean you can you can use it as a checklist but probably what it's going to be used for is kind of in the narrative when you're talking about the open space plan is like these are some of our priorities that came out of the open space plan and maybe you'll refer to this that way right it seems like if it's ranked as a high priority you would mention that as in a grant and if it's not you would just mention that it's in the open space and Recreation plan yeah a gr that's it I love it that's how I do it y yeah you know you know how to how to word word these things um so one of the other things um that uh we were asked to change was in the community Vision which was section six se section six um which I can show you the old version of if anyone needs a refresher um but that was essentially that you know it's kind of a flowery vision statement of what you know littleton's open space and Recreation future looks like um so what uh they asked for in that section is to State the goals of the plan uh more generally than the actual goals are stated um so what I did is I I took the Community Vision and I changed the language so that it is explicitly expressing a goal for example um the first sentence of the second paragraph originally was Littleton meets Community needs for recreation help and Youth development by providing athletic fields playgrounds and facilities and inclusive programs for all ages and abilities and change that to something like Littleton aspires to meet the needs of everyone regardless of age and ability through um Recreation um Youth Development and abundant athletic facilities um that's probably not exactly what I wrote I think what I wrote was better than that but have you WR can you show us so I I can try opening it again I oh um oh wait here we go okay word is back I was gonna say we need to buy you some better equipment saying um review okay um all right can people see my screen okay so it starts here um so littleton's going for open space do you guys want me to read the whole thing yeah um so littleton's goal for open space is to protect its most valued natural resources including poor wildlife habitats Key Water bodies and aquifers and valued Scenic Landscapes and recreational areas to ensure ecological and Community Health and resilience in the face of climate change the protection of working Farms is prioritized to St littleton's agricultural Heritage rural Landscapes economic diversity and access to local food um litton's goal for recreation and connectivity is to meet Community needs for recreation health and Youth Development by providing athletic fields playgrounds facilities trails and programs that are inclusive inclusive of all ages and abilities equity and access are critical and guiding the planning of recreational Resources with the goal of every neighborhood having a park nearby park Park Trail or recreational area to allow safe alternatives to driving and provide passive Recreation opportunities Littleton seeks to create safe and comfortable bicycle and pedestrian connections to destinations such as schools shopping centers and conservation areas increase access to the great ponds as a priority for Littleton which could be accomplished through new boating facilities um Littleton looks to improve maintenance and stewardship of its natural cultural Agricultural and recreational resources to ensure their ability to meet the needs of future populations litton's goal for land use policy is to allow the town to grow while conserving additional land um the key to meeting all these goals will be for Littleton residents to be actively involved in guiding littleton's um stewardship and celebration of its most valued Community assets uh maintenance and stewardships of litton's natural cultural Agricultural and recreational resources will be critical to their ability to meet the need of future populations um oh sorry I think this last paragraph is supposed to be gone I should say that I sort of done a first draft of these changes and I haven't gone and read through my work yet so is this is the the new and improved version I don't know if it's improved but I think it's what they're looking for is like a statement of goals rather than um a vision of what Littleton is well what what people hope Littleton will be even though they're they're sort of they're getting at the same thing um but yeah so I thought what section is that again this is section six so what we had previously was just the goals were listed under B and the land use Vision was at the top of sorry the Community Vision was at the top of section six um we were asked told that that was wrong um it's it's it can be quite confusing because it seems like there's inconsistency in what they ask for in these plans um I looked at a lot of plans that had the goals listed um like I had and were approved plans so is it like a new update or something I don't think so they haven't changed the guide book yeah yeah the workbook hasn't changed since 2008 um and I I mean is it worth talking to Melissa she's really really um easy to get a hold of and ask questions too um she what did I ask her about that one um she seemed it seemed pretty clear that she didn't want what was written okay there um yeah she said it should be a couple paragraphs of with goals described more generally than the goals that we had um which are pretty General um what I so some of the other things I've seen for this section are just bulleted lists that's actually all I've seen other than what we did is um people have just had bulleted lists like um Littleton wants to protect agricultural land Litton wants to improve biking infrastructure Litton wants to protect natural resources protect water quality just like a bullet list with like eight 10 things um which yeah uh I I asked if that was okay and she didn't really answer yes or no but said that should she I guess I guess the implied thing was no because she used the word paragraph um you can see that I'm confused which is inaccurate which was uh which is true um so but uh yeah I think I'm sort of interpreting her comments the the best I can but um there it seems like there's inconsistencies and and things that are still open to interpretation um that might get sorted out when we send you know the next version back and if she's if it's not accepted we'll we'll get more specific feedback the one question I had on there is the second paragraph the two allow see alternatives to dra Ding and provide passive Recreation why are we focusing on just passive I'm just curious well I was thinking specifically let me find what you're looking for um it's not too far away from your cursor uh well I guess it's yeah down a little bit oh um I guess with with bike paths I would think of that as all passive Recreation like anything you would do on a bike path maybe I'm getting my doesn't it's not saying like why don't you just take out passive because I don't know the difference between passive is watching TV isn't it well that's a whole difference between and active there's different we don't to find it in here I think it's just provide Recreation opportunities and and have to that works out the word provide but mistake yeah yeah um so that that I'm assuming would you like the committee to get the next draft before it gets sent back to DCS that'd be great yeah yeah okay um I will send that when it's when it's ready um which should be I think probably next week I could finish it um yeah so that's one of the other major changes um kind of additional information was asked for um for other things but that isn't really changing anything in the plan it's more just like adding more supportive information supporting information um so I don't think uh anything will kind of jump out as as a big change or surprise when you get the next draft uh I can also send Melissa's letter um so that you can see what what I've been looking at in in the changes um when I send out the draft put it back on top anyway huh have it on top of our email list anyway yeah um is it is it possible is it too late to have those changes kind of red lines um I can I can highlight them it wouldn't be hard to highlight them because it's in kind ofor discret areas the other question that I had was um we had edited in some of the uh clean Lakes committee statements so do we need to review that and also it changed well I guess you just changed the the um like mission statement so to speak um there was one where one of the words just kind of like changed things and we were going to bring that up as a a decision for the board to make is that the one on page five I can't remember page five contain the point list of critical M identifi yeah I think page five page five Rob do you remember I don't sorry that was the one that I flagged as maybe needing the committee that was yeah yes yeah so is that the one Amy yeah it's not that I don't agree with it I just thought it should be a decision yeah okay so we want to maybe take a look at it really quick if possible can we put it up on the board I I think that's what El trying to do sorry what which change first page of of chap section one so the first page of the plan the plan summary right the the first page of the plan the first page of section one section one plan summary yeah uh okay and what was the language can you rem me uh one of the bullets right now says conserving land and connecting Wildlife Carters to mitigate the effects of climate change preserve water supply and wildlife habitat and maintain Littleton Ral character and clean L suggestion was to reserve water quality or maybe water supply and quality yeah I mean that's that's that's up to you guys I I don't think it I have that are you able to put that up on the screen sure I have five yeah yeah his page numbers may have changed maybe I don't know one perfect here it is what that the second bullet I think I think the comment was just say preserve water supply and quality would you consider another bullet it's own bullet yeah inste I saying Water Supplies uh preserve water bodies that was the suggestion instead of Supply it say water body yeah and wildlife habitat I think that changes the mean of the that definitely changes the meaning of the statement maybe like Jeff said a separate bullet could uh we've been educated by the clean legs committee at the CPC about you know the problems the ongoing everye problems of keeping these water bodies healthy yeah which but then and and that was actually I think what I had the comment back on whatever for a if you say water bodies then why aren't you also saying all the other resource areas like wetlands and farmland and so it's kind of a well when I'm when I'm looking at applying to Grants um you know we're looking at hundreds of thousands of dollars a year to just keep things the way they are yeah and are there grants available for that for water bodies for for like the anti-ri fication efforts and they might be hard to get but I'm sure they're yeah well we have to look at this plan as a waying it onto Grant applications so and Rob did you have a yeah I can only offer that in talking with some of the CLC members there was the appearance or the belief that there were some references that started to go to the point of sustainable drinking water and trying to differentiate or expand and make sure that the concept of water bodies beyond having a role purpose an enjoyment Factor appreciation Beyond those designated associated with sustainable drinking water but I didn't ultimately craft what was submitted to you I was just one of several people that were tossing ideas but I offered that up as some attempt to clarify what I thought the people that were submitting input to you were thinking for you to consider and how you determine so helps you Eli what Rob is referring to is that our water department has now withdrawn funding well absorbed whatever yeah um it's mainly focusing its efforts on the bodies of water that are water supply so there are bodies of water including Long Lake which is the center of the town uh that is not necessarily getting the support that it needs and so I think it's worth making a distinction between water supply and um water bodies I agree so what if you did preserve water supply comma water bodies yeah we won't get into the Oxford comma and wild life habitat right I was I was wondering since the first bullet talks about drinking water supply maybe we could expand that one yeah and then um the second one can focus on that's a good point other water bodies idea yeah so don't even water supply don't don't use water supply in the second bullet point and just do water bodies or health of water bodies or maintainer yeah yeah berser is kind of like leave it as it is right which you would want to do better improve improve yeah yeah talking conserv yeah improve health of water bodies yeah I mean we're at the point where we're mitigating problems we don't want to preserve the problems no we want it to be better no thank you you perfect you take out the comedy comma the comedy can you take out the comma between water bodies and and yeah it should it be improve the health of water bodies or am I yeah yeah and you can get yes to your point after that comma you can get rid of and so improve the health of water the health of water bodies comma wildlife habitat comma and maintain littleton's rural although we're talking about preserving improving the health of water bodies and wildlife habitat so we put Preserve in front of wildlife habitat because we want to or do you want to improve it yeah I think improve is yeah t we want to take on all it so yeah in that case you can get rid of the comma it could be improve the health of water bodies and wildlife habitat and then then after that and that's a different add-on maintain litton's rural character how many English Majors do we have in the room not this guy not I history so I had to do a lot I know that's your one have that argument about using yeah PE people generally don't like to write by a committee but this this seems to go well um so um one area that we I have not really been able to address uh basically just due to a lack of information is to get more specific information about sedimentation and erosion problems in Littleton um that's really the only point that uh Melissa has asked for that I I feel like a I'm at a little bit of an impath about I mean it's it's not like we have Coastal erosion issues there there I unless think about it I the only erosion segmentation you have is on construction site and I was very reluctant to say which ones this document and you know the occasional foot Trail down to a water body or something you know people been trampling right well it could would it be worthwhile to address the storm water um special permit process and say that's in place to address any construction issues that arise yeah I can say that the Litton does not have large scale sediment erosion control issues other than on construction sites however which which you know you had you ass sh in order of conditions to control erosion and I mean is there any uncontrolled problems oh sure oh okay are vast amounts of rain that we've done well the one that comes to mind that we should be shooting for is a Long Lake I guess you call it the Frog Pond over there in the bottom of Aspen Road there's just a apparently a lot of water that shoots down the road and there's a conduit and just goes through a drain and goes right out onto the lake so it would be nice to put another sedimentation Pond there which is periodically we talked about maybe putting one on the other side along way too right so I think somewhere in here we would talk about uh the Water not erosion but runoff controlling runoff slow it down and have it before it goes into the water bod so the other issue is MIL Pond which is an issue of urif foration which is that the same as sedimentation or that's just things falling to the bottom yeah yeah things that are in the water body but but that's you know apparently the state has told us that we should just drain mil Pond which is which is shocking to me that they would even you know say that but anyway Eli what was Melissa asking for specifically I can or more the point to have examples from other towns well yeah because I'm like you know does this mean we have to go out and I I think it's not appro it's not applied to our geography this sedimentation issue that right yeah yeah yeah I mean I think you know the language we had in there was very vague um like these can be issues one sites were Disturbed and there are heavy rains you know um and she wanted to know like where where is this happening um you know I think this is the last plan we we don't have the actually the approved version of the previous plan um which we can hopefully get from mapc but they haven't haven't sent it yet um so I think providing more information and seeing if that's adequate is probably the best strategy so whether that information is this problem is minimal because of certain elements of regulations and soil conditions in Littleton um or there's this problem here I think any any more specific information we can provide would be helpful and we can see you know what what comes back when we submit the next version of this report and do you already have something on the rest of or comment there about development impacts and the forestry issues uh yes yeah I just threw you the insect type yes that's essentially what I wrote about were the different invasive uh plants and and you know pests that are affecting forestry um but I think the uh so we have a little bit about sediment and you're saying you don't think that erosion is a big issue in Littleton because of topography yeah I don't think outside of you know construction sites which in a grand scheme is kind of small potatoes but you know we don't have Coastal erosion we don't have Mountain Streams so right we don't have Rushing Water Rivers you know no rivers or water PS or yeah yeah roadway run off yeah right well and stuff that comes off WS fertilizer it's not sentation yeah I can okay so I I'll I think this is good information to add stuff about the storm water regulations that um issue on Astro Road and sort of why Littleton might have fewer issues and I think there there there's a ton of discharge points that have not a ton sediment issues okay at the end of what are all those roads Maple Hurst and and all those roads every single one of the end of the pipes is yeah got seven yeah right so I think those would be good to identify but what you're what we're talking about matches well with the hazard mitigation plan that Littleton doesn't have some of the problems that other communities have no Coastal problem S no no [Music] Rivers wor saying that the hazard mitigation plan did not identify okay that's uh that's great I mean Eli In fairness to you she's mentioning this because it didn't appear because there really isn't it's not a great concern right right it it didn't seem to come up in any of the meetings or survey um and and is it an open space issue I guess it is but yeah yeah and I think you know I wonder um sort of without any information we kind of just kept what was in the last plan but what was in the draft of the last plan which because that's that's what we had available um so maybe by saying this could be an issue we kind of shot ourselves in the photo uh instead of saying it's not a big issue and then she wouldn't be wondering where where it is an issue um so um yeah I I think um this is great information and uh um you know people have specific comments to add to this when I send out the next version of the draft um that that would be helpful too but um yeah I think this this gives some good guidance on where to go do we need to vote that change that we made with the Open Water body or with the water bodies I'm kind of posing that to you guys well same for adding all the the ratings right yeah I think that stuff should be do we need to list them indiv ually or can we just do it at the end of the meeting and and hope I was paying attention well also you're gonna have you're gonna have one more opportunity to look at the draft exactly we're gonna see it yeah so I would say wait let's give you a highlighted or Redline draft with all the changes and then you can vote on that okay however you want to do that also I have a question since we were talking about water and not not sedimentation but flooding did we address that like the point flooding out due to construction of on Wetlands you know that when we had the heavy rains that whole section of the road right at the lights got flooded out in terms of our construction plans do we have that sort of language in there for you know control over the planning process requires perod view of all those kind of infrastructural things and it goes to a third party that didn't you know that and there have been changes over the years I mean I haven't been on many years but every once in a while things are updated and the other and so yes there are ways of controlling that but but the but the issue is is that we are experiencing you know events that they're not necessarily plan and and that type of issue is included in the hazard mitigation plan right I don't know that the proper place for it would be open space and wck plan so we we were asked to add stuff about flood Hazard areas so far what I've added is just what you can get from the FEMA Maps um but I think more detail is is a appropriate if if we can provide it um and the FEMA maps are basically Hazard mitigation plan we're in the middle of that process yeah uhuh let me um mapc might be able to give me that draft of that section okay um yeah yeah I mean I think it's it would be helpful but we all right um so Eli uh I suppose we get a Redline version of this out to everybody and uh well I would have an alternative proposal I would say what we've gone over today mainly administrative kind of things except for what Marin's going to give us which is something already written up and approved by another plan and Eli you're probably keeping revs of this right so this version we just went up with now is going to be rev 5000 yes or rev whatever yeah so why can't we just vote that we approve rev 5000 which we've all just discussed and not continue this on with diminishing returns you know just for administrative kind of things I mean the most important thing is this get out and we start getting money to do some of the things on here I think continuing to take out ANS and put in commas and think about a few other things isn't isn't gaining us great benefits so I would propose we approve this version we vote on it with the exception of what Marin thinks is important to add mapc has and and the erosion and sedimentation stuff and yeah I mean there there's more there's more work to be done on this is not a complete draft that I have I I'm I'm still I still have a couple comments I'm working through and I haven't I I haven't even read my own writing yet so there there's there's possibly some egregious uh you know hanging sentences and typos in there that I haven't got um would it seems like um just think about the versions like do we need to approve anything today we don't have to no I think people are it's uh towards the end so I think folks are trying to figure out how long are we going to continue um this process like how many additional drafts are going to come along or is that something we can shorten that process it sounds like the suggestion also is to maybe everybody doesn't have to read every the next draft that it can be approved by a subset I think the subset that is most affected by this are the grant writers among you when you um I mean you're the ones who are going to be I mean we we could also get get the next draft and if people have comments to you know comment to Eli right not have another meeting and and go through this and if there is something substantive that we seem to be disagreeing on or something we can talk about another meeting but okay I yeah I would expect I'm probably be at least reading what he highlights yeah probably I Jer I appreciate your effort yeah it's just say sometimes Perfection is the enemy a good I'm looking at the last agenda item vote to accept the final 202 I did throw that in there I did throw that in there I was hoping did did the rest of the Clean Lake committee letter get put in yeah I sent it there or okay into the public comments section well I don't know if it in the public comments section or changes there some in the osrp table 51 we suggested some changes some additions to which is table1 what um because the only other is that suggest adding a line for water body once again water bodies and list the combined area of the lakes in Littleton besides neog which is already listed separately they agree with this suggestion suggestion 51 is the uh the acreages so including a water section I I think um the only issue I would take with that is that trying to um yeah it says water supply but there's no water bodies on here right that's the water supply land um maybe could we could work that figure in somewhere else I I think uh they have a specific definition of open space in the workbook that you're supposed to include in the inventory and I it doesn't mention water Open Water I I don't know if that means explicitly not open water or if it's that was just my interpretation um do you think that could be added to a to a descriptive paragraph somewhere else in the report well I think the question was why well why can't it just be added say water supply but doesn't have water bodies that's because it's owned by the town a little for the purpose of water so actually I'm I'm not sure if the water bodies would be in this table somewhat already because first of all the uh are they counted in the parcels the great ponds are own by the state not by by state us right but yeah I guess they wouldn't be kind of in the parcels though CU all those Parcels surrounding those water bodies are the town mostly um because no Pond has ownership PES doel probably does but I don't think do that team up in the CPC is do is do full we assume that it's t because we're spending money to it's the little Pond of the new town hill the the base of new Hill isn't that a great name okay such a sad little Pond nobody knows what it's called I didn't know until Jim like mentioned the name like a few years ago oh yeah I was trying to out what is that of course someone could have just made it up I I actually did her hear two different names for it okay I like do better too so I just you know ially started calling it do it is where is it name is samarco Pond being that Andrew is head of so many different committees you need to memorialize historic Commission yeah support letters yeah I guess in terms of members of the public no um but some committees just on just on yeah do we have letters of support that are still outstanding or do we have everything we need we need a letter of review from MC uh so that's in the Town Administrator we should get that tomorrow and I will send that to you right yeah so MPC they they said they would send it I think it was two weeks ago they said they'd send it but who you working with we might need another little little kick Mar just asked who you're working with at MC yeah um do you work there I for the if they found the uh last approved plan too that would be that'd be great it would be great if we get a copy of that so then we can put that up online yeah I like page you like page I not greated doublesided and but only SC every other yeah that's really bad that's real bad yeah perfect so for tonight's purposes um so it sounds like we'll have kind of like a Redline version that we can throw out to the board um and if there are any final comments maybe we can conditionally approve what we have and then if there are any problems with the comments that pop up the Comm members can email the team and and we can uh get those implemented and or include it rather and does it sound do you w to have the committee hand the final piece over to to staff is that what you're looking to do or you looking to keep the committee together what is uh what what do the members think about that I'm fine with handing it over I'm fine with take aack that you're like you'll never see my face again I'm gone no I know it's important to have people review it to make sure it reads right but I'm about tapped out I got you well we have professional planners we have professional staff members um and unless you're soliciting additional information I think the clean Lakes contribution was great um and you know I think it's fine but that's just Jerry and I so happy to review whatever you want me to review same yeah if there's anything that pops up um I take a look at yeah I'd like to talk to the cleanance committee let kind of go over some adjustments sounds got a good path here excellent all right um so we've gone over the uh the letters uh from the boards committees and uh the public uh let's see here went over the list of um requests from our friends at Department of Conservation Services uh I had included this item on the agenda for tonight because I think we we would touch on it briefly and then kind of uh move on to the next meeting but the the town's Ada self-evaluation did we have um anything more on that so I think I'll jump in on that one um so there is an annual grant program that I think Town should apply for in August um to do the town side of that um program because open space and Recreation took care of the recreation facilities yeah um but did that leaves the gap of the other work to be done um that's required byou with the state um to be done by 27 December 27 so as far as so like buildings and the right yeah and I think Diane Cory our town uh clerk was working on that because she sits on the disability board um so it's I don't know if it was the same thing if it's not it might be good to put all of that together okay y yep so correct me if I don't have a understanding of it but we have the piece complete that's needed for the open space and Recreation plan the question is now the rest of the adaa um requirements for the buildings Etc Town administrator's office I think has a path forward on that includes his Grant and working with the disabilities commission is that that right Eli she didn't have uh Melissa didn't have any questions about ADA self evaluation she just asking all like she didn't want to look at them all said are they all there oh yes kind of struck me that kind of question she said is that really all the facilities um parks and R yes it's everything got new town Hills in here and okay yeah Hill yeah I I think it's I think a lot of stuff in the workbook could be clarified because I think the way they Define it is it's unclear exactly what should be included it says under the jurisdiction of the recreation department or Conservation Commission um and also like what is the facility exactly um anyway it's she accepted what we have uh but whether or not that means we did it completely right I'm not sure excellent you know I'm sorry what it's not in Cale isn't oh which is we're getting an 88 Trail yeah be in there's that I unless it's not alphabetically filing somewhere CL sh silence Falls we must be done so so yeah if if Cale isn't on that list it would be great if we could uh add that on um I can help you with filling that out sure yeah if um do I'm trying to go back to our list of where we where we went um to see if that was actually a place that we that we visited but I I only met him at certain stops so yeah that was not one location I met him yeah okay that's not technically conservation land oh maybe one day you guys keep on mentioning that my hob horse okay for example for example I can think of another one two perfect so um so I think for tonight uh I think we've pretty much covered everything uh moving forward though I'm wondering how everyone thinks we should proceed um some members like to wrap things up others would like to take a look maybe some last minute uh changes um but I'm wondering if there's a way that we wouldn't have to get this committee assembled to you know take a final final vote is there some kind of mechanism that we could um one way to do it should you choose is to um dissolve the committee and um give authority to finish the report to staff and um I would includes the um working with you know certain prior certain members well it's the non-committee C certain individuals um to help bring that process forward six and one half a dozen to the other how do people feel about that approach I'm fine with that you know I would I just want to review the the draft and I just want to make sure that um op uh or clean Lakes uh are more of a focus yes was previous um I'm wondering some additions additions uh are there is there anything different than what was already sent in just the email that we S I think the letter that we sent you so nothing nothing beyond that okay so when I I met with uh Eli and that was something he said he was going to incorporate in so when we get this next draft you should see okay those incorporations yeah perfect I'm wondering uh can I make a motion absolutely to adopt maren's um disolve the committee tosolve the committee I have the utmost confidence in the staff and any other members of direct quote yeah most confidence in the staff and anyone else in the committee who wants to weigh in on any matter that they should choose in this next but we're down to a very few items in uh how many pages is a report you know 80 or whatever uh so I move we adopt marn's I don't know how the language should be how about dissolve committee and have staff complete process with any members who wish to right contribute yes previous numbers because it's dissolved right I'm well I I I would even open it to any and you know leave it open to staff to reach out to any Resident for addition yeah and I have no doubt that if that you know someone came forward with something that they wanted in there that was not appropriate or something that you would either bring it back or anyway I you know we're but that'll be too late yeah well we're 98% there yeah for for on where I I do think we didn't you put a deadline at March 15th for public comments yeah is there anything to be said for sticking to that yes no there is something to be said I think he was looking for a way to include um
