Redevelopment plan for non- condemnation Broadway and 6th Avenue Redevelopment area consistence consisting of block 268 Lots 1 2 3 4 5 6 7 32 and 33 this ordinance was introduced on September 11 2024 and the purpose of this ordinance is to adopt a Redevelopment plan for a non- condemnation for the Broadway and 6th Avenue block 268 Lots 1 2 3 4 5 6 7 32 and 33 I need a motion to open a public generic architecture and design the problem here is we have another Redevelopment Zone in the making I have a problem with the continued use of Redevelopment zones with developers particularly looking at the length of this resolution and thinking of all the billable hours by the City attorney and other Prof professionals there are other ways to control a developer as far as timeline for construction instead of the use of a Redevelopment Zone this city has exercised those options in the past other jurisdictions do it as well back in 20 2013 for those that were in this room for the eminent domain fight third Circuit Court of Appeals made a decision in the lighthouse Institute fors city of Long Branch that that particular land across the street that's the subject of this resolution does not qualify for a Redevelopment Zone but it would qualify for a rehabilitation Zone every anything from the railroad tracks down to Liberty Memorial was deemed a rehabilitation Zone by the court of course Mr rainon will use the excuse that this ordinance and the Redevelopment Zone will not be using eminent domain but that's not the point the point point is the continued abuse of the Redevelopment Zone and the fact that what's been achieved in this ordinance could have readily been achieved with a rehabilitation Zone the project stands separate from the designation of a Redevelopment Zone as far as a Redevelopment zone I'm requesting a no vote thank you anyone else on this ordinance and that I need a motion to close the public portion so moves second all in favor I colon 16-3 G Mary Jane Sy has not attended a council meeting in well over a year now neither electronically or physically njsa 40 colon 16-3 States as follows quote upon a Judicial determination that the mayor or member of a governing body shall become physically or mentally incapable of serving end quote Mr Vieira why hasn't Council sought a Judicial determination of the physical or mental ability of councilwoman s to serve want to answer the question I'll we'll address your questions at the end I want to answer now I'm here I don't answer your questions I'll let we know you don't answer the you take a paycheck and you don't answer questions the last meeting this is a totalitarian regime of the palone administration we could see it in lack of transparency would you like to one going to move in on them so they stayed out of office this was during the eminent domain condemnation period Mary Jane s has blood on her hands and a lot of it I saw with my own eyes people she put in the grave seniors fighting for their homes tenants knocked out in the street without relocation costs and all was just honky Dory with heart it's shameful that this city and government are providing such accommodation to an evil woman as she never showed any sympathy for the victims of her intent with eminent domain and condemnation this is a shameful City it's really a sickening shameful City resolution 246 authorizing execution of a Redevelopment agreement and designating iron Holdings LLC one minute notification as a redeveloper of block 28701 Lot 21 council president Vieira has Council figured out where the vehicle Les from the Star of the Sea parking lot that this resolution pertains to are going to be parking Mr Vier how many times I got to tell you I'm not going to answer any of your questions this is a comic portion you can do your comments and at the end of portion we'll address them if we have to Mr Vier what provision has the city and the developer made to accommodate the vehicles that usually park at the stard SE parking lot which is now going to be developed the answer Mr Vieira there is no answer there is no answer so you're adopting a plan and a resolution you have no idea where these multiple vehicles are going to be parking and yet social media has repeatedly showed there's no on the weekend Services those lot full capacity there's no answer for me to you cuz two things this evening one the Martin Luther King Gil will be holding a candidate form for the board of education on October 22nd 6: p.m. uh seven out of the eight candidates who are running for the board uh have agreed to uh be there uh we're doing it in conjunction with uh the Rotary Club as well as the uh lbca so please uh come out and um listen to what the candidates have to say so you can make an educated uh decision on your vote for the board education my second uh statement is a little different I usually just uh basically say uh be safe and God bless you but tonight um compelled to to have a different uh comment I have been a union member for close to 45 years 12 with EA deont and 33 with Mammoth County Human Services not just a union member but a shop steward and an assistant chief shop steward for six years I've held the position of vice president and president for 9 years CWA local 1087 clerical professional bargaining unit I Rose to vice president of the entire CWA uh collective bargaining unit for six years so yes I am Pro Union and yes I am Pro process about 3 weeks ago we let an employee go after just about 2 years of working for us I do not have a problem with letting someone go who is not doing the job that they were hired to do I do have a problem with not following a process which should be in place in this case there was no written recomand reprimand there was no notice of counseling there's no corre cor corrective action plan and this is not how we should treat anyone even if they we have the right to arbitrarily let someone go to circumvent civil service this is why we have Union to protect the workers shame on us for not treating PE treating people like human beings with families that they have to provide for we do have to treat them with human decency but I do hope in the future from now on no matter what the issue is we bring the the employee in whomever he is from time to time evaluate as we're supposed to if they need to be written up by all means write them up but we have to follow a process that is what the human decency uh side of it for me which uh bothers me in regards to what we did not do in this particular case again this is not about saving the job if the job's not being done but if I'm sitting at my desk not doing my job for two years shame on us for not bringing him bringing that person in and not letting thousand people I would say this event is free it includes trick-or-treating food and activities for children uh the event is uh October 26th Saturday from 2: to 4:00 p.m. and at the same time uh Halloween will also be celebrated just a block and a half away at the new Fire and history museum with snacks and kids um activities so this is an opportunity for people to enjoy uh the Advent of Jackson woods and then walk over to the new um fire and history museum as well and finally there is a free paper P free paper shredding event on November 2nd from 9:00 a.m. to 12:00 p.m. at the Long
