agenda and you have a chance to interact with Council and staff uh Valerie do we have any cards filled out for this I do not okay so since we don't have a lineup um NOP Cassie are are you coming oh I saw you walking to the podium I didn't okay um I did want to mention that in front of you you do have an email uh that was sent in today okay for a non-agenda item it's for an agenda item oh okay all right so does anyone in the audience have anything they want to come up and talk about that's not on the agenda all right staff is there anything you want to share with us I don't have anything prepared but we can talk in general if you'd like okay Council anything anyone wants to talk about you start early on the cake yeah absolutely well we can start early on the cake but I don't think we can do the swearing in or any of that stuff until all right Francine what do you got um we we are going to have to look at our Council agenda schedule it is in your agenda tonight but I'm going to just give you some thoughts for the future we have a lot of planning items that are coming in um we had a couple of applications that are um have been hanging around if you will for years um one of them is Community of Hope um another one is um the pre school on um okobi these were previously approved um then we also have PK and you know PK is closed we are regularly meeting with PK to try to get them through their application process but that'll be coming through um we also have um some other properties in an around Southern Boulevard that wish to have conceptual meetings with the council so we have to pick some dates for additional meetings that'll be planning oriented as opposed to the regular business meeting um and additionally we also wanted to do a workshop with council with regard to drainage um and give an update on the resilient Flor resilient Florida Grant project and also talk about um some potential modifications to our code relative to the district um which would include some additions for um Culvert restoration and water use permits and that type of thing so not sure what everybody's schedules look like but we probably need to add um either a second night meeting or a workshop meeting um a couple of times over the next few months at least one in May um and also we will need um to add a couple in September when we get to that agenda item we can talk about it but um that's the biggest thing we're going to be very busy with some stuff processing through we also have the debris management site and um our attorneys and planners have said that while it can come straight to council um it can also um be scheduled for first reading with Council and go to planning zoning building before it comes to council so we need to kind of get direction how you'd like that to go as well so we have we have um any number of um additional levels of workload coming in okay thank you you're welcome you said something that made me trigger um from our last council meeting I received a number of emails and phone calls regarding uh the removal of the trees and there was a lot of Resident unrest about um disturbing wildlife and um owls and whatnot and I had called for an emergency meeting so that we could talk about it um and we were we were willing to do an emergency meeting and after investigation by um our Public Works director Richard glant um I I'm going to turn this over to him so he could share the research that he found but the reason we did not have a special meeting is because there wasn't much for us to do Richard can I can I have you update everyone about the owls and our research let me give me a second to pull up the email okay thank you it would be easier for me just to read the email but yeah we had I I had received an email can everybody hear me no you need to love the mic can you hear me now yes all right give me one second here but we had received an email from the mayor regarding a post on Facebook from an individual who had made a comment regarding a tree on B road that somewhere along the line somebody assumed we were going to cut down um and had mentioned that the um Tree in question contained a um endangered species um in which okay so the email I wrote back to the mayor said uh good morning mayor danowski thank you for your email just to clarify none of the trees being removed have any nests in them I am not sure where that Facebook post started or why the town has never or why as the town has never had any intention of removing any trees with any active nests in them the only time any trees will be removed with nests in them is if they had already fallen and or blocking the roadways or waterways additionally the tree in question shown with the owls in it on Facebook is not the tree that is 10 foot off the road on B Road in north of Ferris that the image is from a 2017 article from Jared Lloyd and the owls are the long in a long leaf pine in coastal North Carolina and not the dead coconut palm I believe the original poster should clarify this in his post not to make people believe the town is removing active nests if we do pave B Road there will be no reason to remove the tree in the Facebook post anyway for further clarification The Endangered Species Act to as it pertains to The Endangered Species Act I would like to clarify that the eastern screech Al shown in the photograph is the is listed as least concerned which means they relatively common and widespread and its population appears relatively stable according to multiple sources they are not an endangered or even threatened species one of the comments found in the sources regarding the population of the Eastern Street suggested building alow boxes for them in fact One Source recommended it was better to provide these boxes as they last longer than natural habitats if residents of the Town wanted to build if the residents or the town wanted to build sustainable housing for the Eastern Street child maybe we could enlist the aid of a local Boy Scout Troop who may have a youth working towards his Eagle project and that troop could build the owl boxes to attract The Mating pairs to our area furthermore the town can enlist the assistance of some of the concerned residents who may want to sponsor a box on their properties to Aid in the propagation of the species in our area I assisted a young man in the CMI area with a similar project several years ago and I've been told the majority of those boxes are still on use today um there was a follow-up email from the original poster uh which he had cited that they are protected by the by the migratory bird act to which I responded while they are protected by the US Fish and Game service States the migratory bird act treaty act prohibits in the taking including killing capturing selling trading or transport a protected migratory bird species without prior authorization of the Department of interior use us fish and wildlife service the Florida Fish and Wildlife Conservation Commission further advises that all Native species are protected under this act the town has no intentions of violating the migratory bird treaty act cited in your screenshot the post on Facebook and the email from our mayor cited the Indi dangered Species Act which we have have no further intention no intentions of violating either I will reiterate we have no intentions of removing the treason which is stated on the Facebook the town would be removing if you if you can provide a source of who advised these trees were slated for removal would you be willing to provide that information as I would like to clear the record on this issue as I mentioned to others in this email if anyone ever has any questions or concerns as to what public works department is doing or our future plans I invite you disc to discuss them with us please may let me know your availability if you wish to discuss any concerns you may have in closing I completely understand your concerns and I do my best to consider all aspects of life and our Ral characteristics with every decision we make in the public works department we do our best to only remove natural natural vegitation if it is a threat to life safe travel or creates a flooding condition to Residents that could harm the residents their animals or natural species in our town should you have any questions my door is always open I never heard any response from it I don't mean to cut off and I loathe the idea of governing by Facebook but the whole reason I bring it up is to make the public aware that yes Public Works was more than diligent about homework and our Natural Area and you know the potential of you know disturbing endangered wildlife and so on so again just for the record so thank you for all your thorough research did you happen to do a word count on that okay funny just asking no I mean the only the other thing I would point out because I had another Resident asked me about uh some of the birds uh when we were moving the Australians and the company we had contracted with is using lifts to be able to act to they are assessing the trees first before they remove any of the branches to verify that there are no nests from pigeons kites owls Eagles Ospreys andhas or any other native bird in the Loach gr area thank you Valerie Miss Coleman it needs to be turned on that's better I'm Roxy Coleman how's everybody good I have been um 3924 147th Avenue North and it will be 40 years on Thursday I can't believe that that was my grandmother's birthday we happen to close on her birthday so I always know how long I've been here the schoolhouse was on the original site when we moved here we voted there um party water control land owners meetings all kinds of events when the school board was going to tear it down there was a very large group that I was a part of that was in the took the process and got it at to the school Fairgrounds where it is now eventually I've been involved in it there over 20 years it will be 90 years old next year I wanted to share all that with you we're talking about we had had a celebration when the actual School part was 30 but that building is 90 years old and that's the one at the fairgrounds right yes that we moved from over here yes ma'am um so I just thought I'd share that and there's not one picture of it out here which I every now and then mention so I'd like to I'm not sure what the process is or what we might do I have different ones there might be something the town has somewhere but I think it'd be nice to have one there I don't know if you all realize Roy ber built the packing house and the school his son is Clifford BG which was ber and devasa builders in our County for many years and he comes and he's very interested in things that go on we have a reunion once a year there's still people who come that I get to visit with who were students there so I wanted to throw it out and let the town know and maybe we could get a picture up and just let yall know that's 90 is pretty old for the buildings we have here indeed it is one of the oldest that's still here thank you very much oh thank you bis um wait don't go Miss Coman um so I happen to have a building on my property next year it's going to be a hundred good for you so I've been thinking about what to do about that to um celebrate our town and building that's wonderful um Francine's been talking about we have archives with pictures yes and perhaps and I would like to get in and dig in there perhaps you'd like to join me one day I would love to and um we could go and dig in the archives and see what kind of things we could find yes I mean there was a school for the black children and I have a black and white of that I think we should have a history wall Mr Rimer was the principal for years and until the end when I met his son and his wife lived to be over a hundred they brought Valerie how many other comments do we have just so we can TR all right we have I have pictures from him as well and Clyde horn who I bought my property from Clyde and bunch Clyde was the bus driver for a lot of the folks Connie at yester your village and she's yeah she I've known her for years and Paige as well and she I talked to her last year I as the fair and she said that if we any pictures that we can give give them I mean I they obviously be copies they wouldn't be Originals that they would be more than happy to put them in the schoolhouse of lock atche Groves from the days of when that school was actually down there cool so that's one of my little personal projects I'm working on is to try to get scan copies of our some of these photos so we can send them through yester year Village to have a living history of locket she grov at the fairgrounds neat thank you all right I'm sorry Valerie who's next Missi okay sui I wasn't going to get up and talk but I got an email from the town multiple emails on my public records requests and um Francine had sent me an email about and I'll read it to you she wanted me to contact her and to help them fulfill the public records request that I have made to the town through Lisha through Kenia and I responded that if they went back they could look through using my emails to find them I get all these emails back with this response one of the public records requests is I want it to view the entire case file for a certain code case on bad and it was all of them say the same thing we closed this request after we were unable to contact you to assist you in making a focus and effective request reasonably described and identifiable record now some of these cases I have received stuff on but most of them I have not I've been very patient with with this town I've been very patient on some of the requests I have filed my 5-day notice with intent to Sue I have contacted an attorney but I have been reluctant to sue because that's not was not my whole goal my goal was to get my records that I've requested um it was asked of me several times to meet with Lisha however I have to take a vacation day to do that and I did not have the time to do that or did not feel that I that was necessary at the time or got busy or whatever and I don't think it's that I need to do that as a requester I should get a response back we can't find the record the record doesn't exist some type of response I have gotten some response back where they they sent a bill for a copy and I said no I never wanted to copy it I just want to look at it um when I when I respond in an email and I get all my cases closed with that standard saying that makes me think that there there's something going on so my next public records request will be for all the correspondences emails or records of calling me into response of all of these they probably don't exist on all of them because I think it was just standard now I'm hoping that it was done as a mistake when I got the email today from Francine I contacted the State of Florida because it's not my burden to assist with public records request requests I make the public records request the town custodian evidence custodian the lawyer can respond to this per the statute it's the town's burden to look it up reasonable and in good faith and I responded back you could search my emails you could search the town emails of the two Town clerks and you'll find all the requests I have I did not expect to get an a response like that so I'm hoping that when I make my public records request we get at least a standard response we don't have the record um one of the records and I know we we in December 6th I came up and we talked about a building permit two people were building a covered Arena and they had they were being told they had to give up an easement it was in the building permit I don't know if you all remember that and we had a big discussion about why that's being asked in the building permit I asked for a copy of those easements that were signed the paperwork that's another one so they weren't difficult requests but I just want to bring that to your attention because I was not very happy with all of them being closed out with the same response I'd like to make a comment if you don't mind and that is that before leesa left she um implemented a new software it was called next request Council approved it and she put in all of the public records request in that system when Valerie got here she printed out all of the public requests that were in there for Miss sui I said to Valerie when she got here that we needed to pay particular attention to miss sui's records and it would probably be a good idea to get her in here and find out what we had filled and what we had not filled what Lisha left us so we don't have to go back in her emails and so on and so forth because we do have a list of the requests what we have been sharing with Miss Sushi for a number of months is that Miss leesa did not share with us what was filled or what was not filled I do appreciate the frustration that Miss Sushi must have when lisha's response was off and we don't have that record because quite honestly that was true the town is not required to make records that it doesn't normally have in its occurrence just like a recent one asking for all the easements the easements are actually in the Palm Beach County official book of records and we have not printed them all off but we can certainly for the ones that we have share those I would also say that I personally followed up with Miss sui each time and even including today when I sent her a note and said we have sent you the list of everything that we had from M Burch and our issue isn't that we don't have your public records request we don't have any indication of what she filled and what she didn't fill we wish to accommodate I'm not reading my email right now but it did include a very clear statement that we wish to accommodate your requests but without having better information we have to consider them closed unless you tell us what you don't have that's roughly what we said now I do know that there were requests made that I actually tried to get leesa to fill and some of them we've talked about here publicly for instance phone records that we couldn't go all the way back for so I believe that there has always been a good faith effort to fill those public records requests and there has only been contact with Miss Sushi ra regularly for the last several months trying to get her to either tell us which records weren't filled to her liking or to come in and meet with myself and Valerie so that we could talk about what she did need or let her look at the record she wanted to look at but we had no response until today and additionally I also asked Miss Sushi for a few other things and I've also thanked her for following up on her um code enforcement requests each time they come in I follow up with our staff and we are working very hard to get you an update on the three code cases you mentioned couple of them we have to go to at night I want to make one comment Cassie with all due respect I'm fine with hearing Cassie's commente I I to turn this into a mediation session I but I feel your frustration just want to say make sure that any statements are accurate because they're not I never got response from Lisha and per the statute it's not my job to do that I agree okay and I've been very patient and that's all I'm saying um so Cassie can you resubmit those emails with requests to Francine thank you okay one more I want to remind staff this this time is for the residents I'm sorry Mar I didn't see your like okay I was wondering uh is this something that we could uh form a uh volunteer committee uh I don't think it's sensitive material it's public record right where um maybe a group of uh people are looking for something to do and would be willing to come in and easement don't we already have this easement so we know exactly what it is so my question is why aren't we being given that this is a whatever 10 foot you know Road and drainage or 5 foot multi-purpose Trail or I read this and I have no clue what it is I know where it is and that's it let's ask the attorney sorry la like what's next Robert are you done so well that was my question to the frantin is what is the status of this is this something that we already have so we know the details or I'm deferring all of the questions on easements to Mr CTS and to Mr Galant there are three easements that we were bringing forward to this meeting only one of them made it through attorney review in time so Mr Curts or Mr Galant if you'd like to answer this so this is a 30-foot easement that was from the 2023 Paving plan that was listed on the list of e of easements required for the drainage um catch basins on collecting Canal Road and this was the one I acquired two months ago and it's a 30 foot roadway and drainage eement on front of this property so what I think I hear Mr sh asking for is that when you put these resolutions before us that you'd be more specific about what it is that we're accepting that's what I believe you were asking for in the future okay thank you I understand that you know sometimes we ask for them before we even go out ahead of times we say okay we got this project we need it I got it other times we're asking after the fact okay M what trying to find the right word protocol step by step checkbox made it past this person's system do we have for easements um I think I was here three times last months to sign easements and they were either wrong address incomplete attorney hadn't reviewed them you know and I felt bad for the you know the the ladies who work in the office Miss owski can you come in and sign this and it's not complete so do we do we have do we have a stepbystep checkbox safeguard making sense from our officer standpoint don't sign it if we haven't signed it that's simple if either Elizabeth or I haven't signed the easement already verifying that it's correct then you shouldn't be signing it first well I I I have something else to add and this is something that I concur with Laura I think that we need to review our isma policy I think that um the citizens are being handed of in cases things that and we spoke about this Mr Gant and I the other day um things that are often inlegal e and that they don't understand what it is that they're signing away um and that they deserve to have full disclosure of everything of the immediate implications the potential future implications of signing easements um or not um as the case may be and and I requested that there be a in simple English step one step two step three step four step five that's followed and that the signature of the resident as well as Mr Galant who is the only person who's going to be accepting easements from now on be checked off so that we know that people that the process is being done in a way that is everybody understands clearly um and that only one person is doing that on behalf of the town is is that a motion that you're asking staff to bring you back that checklist I think that we need to prob I don't know whether that's something we need to make a motion on I I I think it right so you would you like someone a I don't know that we need a motion but I do think that we need to clarify the past conversations on easements first is that we do have a policy on easements and we just recently brought it back that policy does already designate Mr Galant as the only person who can do easements for the town second thing is is that we have had a many times reviewed standard template for all easements that came from our attorney's office and we follow a stepbystep checklist if you will on those we have to change the legal uh description each time and that is what has to be reviewed by the attorney's office there were two other easements that had to come forward tonight because Mr Gant obtained them and they had scrier errors in the legal descriptions that's why they're not on here the easements that were on the agenda um had been received um some time ago uh Mr kavant was not involved in the acquisition my bad those those easements um and uh there was a b and a D um one was the typographical error in one of the descriptions and the other one um I subject to uh the attorney's review they just haven't gotten it back to us yet um with respect to your um easements you'll recall last year um with respect to easement that were part of the um Paving plan for3 um we had identified those um before we got the easements we had that reapproved by the council so that they could be received and recorded and fil normally with easements um they are more on an individual basis um and we haven't gotten that three Google from the council and so those easements um pursuant to your ordinance and policy have to come back to council uh your acceptance if you will and that was the purpose of this okay I have one more question one of the other things I'm sorry phis um one of the other things that was uh said was that many of the properties already had deeded easements um and I want to make sure that those are being reviewed as to whether they're public or private easements um and who would be doing that review would that be your office Mr tovia to make sure that these easements that are being accepted and and used to pave roads where people may not necessarily be wanting to give up an EAS and the what's being said is well we don't need to get an easement from them we already have a deeded easement are you the one who's reviewing all of those and putting them in categories of which ones are public easements and which one of them are private easements or or is anybody reviewing those or initially that staff and I just said differ SC I think that with Richard and Jeff things have improved quite a bit in how we go about about the process um ultimately again we're signing off on it if you want us to start uh delving a little bit more into the pro private versus public we can do that I do know that the easement situation in town in general is complex and complicated yes it's not it's not an easy as pie well yeah I don't want to be telling somebody you have to give us an easement because it's a deed easement when it's not a public deeded easement when it's a private is me I I don't I don't want to be giving people misinformation again it's it's I think the point Laura was making and the point I'm making is I want to make sure that the residents are informed about the total process and that's why she was suggesting and I'm suggesting some kind of a checklist that you're going down and making sure that you know all your tees are crossed and all your eyes are dotted um and that's what we spoke about the other day I think theist right again but if it exists within the deed history as a private eement it's not for public use so I just want to make sure that we're clear on that Phyllis what did you want to add um I'm a little curious as to why this is in consent because in our policy on easan acceptance It's to accept them on consent and easan is again a legal document and we have talked about it before we are supposed to bring back changes to our code that clarify the difference between rights of way and easements and we are it was the terms of part of a law suit and direction from Council so I'm going to make a motion if I may to um bring this back at the next meeting with the other two coverts is that a problem well I would suggest that easements are a ministerial matter and the direction that we previously received from Council is that we needed to consider moving towards the more traditional model of other cities where easements are handled at administratively not by Council am I missing something or like the easement itself yeah the easement document doesn't appear to be in here but it is a standard template form but again we take direction from Council and can do whatever you wish it's on page 19 187 but that was that is essentially the issue the issue is that easements are a ministerial matter they are not um a ranting or an acceptance per se um if somebody wants to give the town something um as a matter of regular business you know it would be by legal form and your code and your ordinances and so that is what we were going to bring back clarification of our code clarification of Rights of way and clarifications of easements and how they are accepted but this is a resolution the easeman is not in here with the document that is correct okay so we're this is one of the things that I'm hoping this Council will change that we have all the documents and all the information to be able to make the right decision all right and with that said I'd like to bring this back to the next meeting I'm making we need to make sure that the people understand wording in the easement means and did they knowing sign the easement knowing what could happen based on the wording in the easement um if we did not and we failed to Omit material facts did we do something wrong when we did that and got those easements I know that there's been several cases people called me and they have been harassed for their easements um called and called and called I mean how many times do we tell the town no and you keep calling and calling and calling so perhaps we need to review the easements that have been signed and make sure that these people knowingly knew what they were doing because some people that were educated questioned the town and the town staff changed the easement and separated them four feet for the road six feet for the drainage so they knew that four feet was going to be used for the roadway and that they could possibly lose it per the state statute so I just want to bring that up and maybe we can review the easements and have somebody contact to make sure these people knew what they were signing but thank you for bringing that up any more I'm sorry any more comments on that one no mayor present this next item if you wouldn't mind with it number and resolution 20245 Mr Gant the resolution 20245 is a resolution by the of the Town Council the town Loi Groves approving a contract for Construction Services of Atlantic Southern Paving and seal coding LLC for the town FY 2024 road to Paving program subject to funding authorizing the mayor to execute necessary documents and forms acceptable to the town manager and town attorney by implement the intent of the resolution authorizing the town manager and town attorney takes SE actions are necessary to implement this resolution providing for an effective date so a couple months ago the town um our public works department initiated an invitation to bid with uh qualified biders to review Paving 13 segments in the town of lock statue grow that had previously been identified um in the capital Improvement plan approved in October of 2023 I believe um we had seven bids that responded of which um we got five we had seven bids seven biders show up to the pre-bid meeting in which five submitted bids the bids are before you on the agenda memo the lowest bidder was Atlantic Southern excuse me can I just interrupt to ask one question here to clarify for for my own edification I'd like to know who was on the selection committee and what criteria you Ed for your selection if you can actually include that in your description that would be great sure thank you there was low bid situation I mean Jeff and I and Francine review the the prices so je you and Francine were the selection committee yeah we there is no selection committee it is not is based on there is a receipt of materials view to see whether or not they required all the necessary qualifications andew of those those qualifications um I know that Richard contacted their references for the it is not a selection committee situation selection committee is where you are weighing things other than just so the only criteria used is Li bit is lowest responsive respons okay thank you for clarifying that yeah and we I actually contacted the references spoke to the project manager reviewed photographs and Drone footage of projects that they have done previously so I we believe that they are qualified uh to do this project thank you thank you for clearing that um continuing on so Atlantic Southern Paving was the lowest bidder at at 1.69 6 million um to do the 13 segments the order in which you see the segments appearing here is not the order in which they are going to be done um the first road is going to be done is 161st and then from there we'll probably do Casey and then go down from there depending on the preparations uh by Public Works which is currently in process um that's about it right now we've got we slated uh West D Gruber and Global Trail to be the probably the last under further review global reviewing because there were offshoot roads that were not included in this package that we may review um or remove Global completely depending on the um how much on the revenue obviously the funding that we have available to us um think that said you have any questions and B B Road North and and north from B Toc um we're recommending that uh we move forward that on that conting upon receiving um monies okay phis you had a question um I'm just gonna make a motion okay I have I have a couple of things that I would like to okay to yeah first of all uh I would you like to read the email into the record now if you would like me to actually let me make my comments and then you can read that in and then we'll take any other public comment um so uh met a lot of people over the last couple of months um and done a lot of driving around the town um so what I would like to propose is that and I know this isn't the time or the place necessarily to uh change this Paving schedule but I would like to propose that we do change the P Paving schedule before we um accept this resolution and I would like to remove grber move it to the very back of it until a redesign can be considered remove West D um because there's so much work to be done on that intersection that I think that it will be cost prohibitive and that needs to be done before we can consider Paving it remove Global because it's kind of silly to pave one road all the way on that end of town and have all the rest of them still need grading move that at least to the back of the list I'm not saying remove them I'm saying move them to the back until redesign or changes can be considered and to move a road which is not on until the next year forward into this year if possible because a road is one of our level one main roads and it's not being done even though promises were made to have all level one roads done by the end of this year so um that would be my uh and and also with the potentiality that you have of doing those sections of B with the the contribution that is potentially coming in that that would be what funds them that they're kind of on hold at the back of the pattern so to speak um until that th until lesser until those funds come in that we also might consider putting into the mix 11th Court um and I understand from Francine in a conversation we had 12th Court as well where citizens have expressed an interest in doing cost sharing so that the costs would be considerably less to the town so adding them to the list um in the event that a cost sharing Arrangement can be um worked out okay Phyllis did you have something that you wanted to no I'm going to make a motion but I'm going to add in all the stuff I just said well in a in a way okay okay so I wanna um go ahead say what you wanted to say Jeff and then I do if if you award you award the the contract and um there are a couple of changes that uh the low bidder has requested to contract um our attorneys have reviewed them and deemed them to be the the three of them to to be relatively minor and and acceptable um and may actually work to everyone's favor um but the timing on this um would be uh it it's not anticipated that work will actually begin until the June rich has to be uh get the RO but still we have um to make sure that the and they do mobilize um so there is possibility maybe even a likelihood that once the contract is awarded we'll be coming back long one of the ones that's improved in that is we ended up getting some easements EO very late in the game on the FY 23 project and if per chance um those missing segments uh bson 25th and g Road came forward and granted us the the easement new we be recommending that that change and so once we get this underway there is going to be some well I mean yeah I mean I'm talking about a total redesign of those East West Roads I mean a total a total redesign of them okay um do you want to read that into the record Valerie the public comment that came in yes mayor I received an email from Rodrigo gy he says good afternoon Miss Oaks we own the property at 1350 C Road at the corner with guber Lane our horse boarding business has the address 14970 grber Lane we are strongly against the paving of guber Lane our chief reason is that it will change the rural nature of where we call home we moved here from Coral Springs for a quiet life in the country we love our dirt roads where traffic is dissuaded from entering and where Vehicles find it difficult to speed and where our property taxes will not increase we fear that in 10 years time if all the dirt roads get paved locks Groves will change from a rural peaceful place to another regular suburb please submit a change order to Atlantic Southern Paving and still coding LLC to cancel Paving of Gruber lane and then we have two uh public comments okay uh miss an lamaster hi my name's Annie lamaster 14666 grber Lane and um I'm a lifelong equestrian uh my kids ride my mom rides uh we don't want the road paved because we ride down to Mr gd's farm and ride in that Arena we ride down up and down the I think there's six Arenas on that road and um we think that it should stay equestrian because I think that in general the bringing the equestrians into our community is an important part of our draw that's what I think and um I think that Paving that road the horses are much more likely to slip and fall I've had a friend in Wellington that was on sou horse SLI and fell and got hit by a car and it was horrible so you know those paved roads for horses is not cool you know it's not it's not safe especially if you have shoes and um the equestrians coming in here I think is is a good thing for our property values you know people say well Paving the road will make the property values go up I think the horse people are making property values go up because they're building these beautiful Barns and and rings and you know making our whole area attract more of the equestrians and you know in Wellington there are some unpaved roads where there are multi-million dollar horse farms like that I've been to with my daughter uh and they're they're not paved so you know attracting the equestrians in and making it equestrian friendly I think is important for our community and uh obviously for my family you know to ride up and down the roads so that's my comment thank you Miss sui Cassie sui um I think we can save a lot of money on the scope of work I was driving around town and I know we have our main roads first of all my biggest thing was the double yellow lines we have people out here truck drivers that think it's a standard Lane and the lane goes from 20 foot to 16 feet and they're over the line and they're running you off the road so I think we need to rethink the double yellow lines maybe put a dot I mean I drove through several communities they don't have any lines in the middle of the road at all and there's never a problem trailers going around um but I do understand the main roads um I do have a question about the design what do we want our town we were told we're a rural town are we going to be a town of Highways and double yellow lines and speed humps or are we going a town that's going to have a little bit more character I looked at some roads like Raymond and I looked at Brian they don't have any striping on the road they don't have any speed humps on their road and it was paved right in a little strip of area that was graded I looked at Marcel they have a trees in the middle of the road where it goes around um some of these side roads I was looking they're not even a mile long you have Global which isn't even a half a mile and you want to propose what the all the striping and two speed humps on a dead end Road really the road it's only 2,000 ft you have another road that's only 526 ft and you want to put a stop bar on it de End Road IT services a few homes are you going to double yellow that I think we need to reevaluate the look we can save a lot of money I looked at some of these roads you want two stop bars on another road that's 3 miles it's 1,500 ft you want to put two stop bars seminal Style speed tables 18t with all these aprons and you want to take down the trees that's Cary Lane Car Lane has these tall Meadow trees that grew in the fence line why can't you just if those people want the road paved just put the little strip of road like you did for Brian or Raymond and if the road curves a little why does it have to be a perfectly straight road why don't you follow the character of these side roads because the character of this Community defines who we are so I think we need to re-evaluate it because we can save a lot of of money maybe if you were reward uh award the contract so you don't lose something maybe have it contingent upon changing the scope of work on some of these roads because we need to Define who we are are we a a town of Highways and double yellow lines and straight roads or we have a road that kind of moves Marcel isn't a straight road it kind of goes straight and then it curves over to the South and it has the trees in the middle so maybe we need to think of it and getting these easements why can't on some of these main roads like the leftover on gsquare just paved where our footprint is right now and get it done thank you bis you have a light um I'm waiting to make a motion Laura's lights on oh I'm sorry I didn't see that behind the water bottle Robert were you I don't know who first I just turned mine on oh okay I'm sorry Mr Gant wants to just interject something before Laura and then Robert I got I if I could just respond to some of the comments for Mrs sui we submitted to the to the biders I'm trying to find it right now a um addendum and the addendum removed the double yellow lines from all the streets that weren't 18 feet or wider um I don't know where she's getting off that we're removing trees on palm trees we're not removing any palm trees for the road project none not a zilch a matter of fact the trees we are removing are not for the road project they're for drainage because they're in the swes of the properties that are flooding in this town that I as the flood pain administrator are responsible for that's why the trees are being removed has nothing to do with the road project has all to do with the drainage for the residents of this town so I just wanted to address that because I'm yeah anyway okay thank you Laura you are next um so if we end up adding 25th fulsome West G and North e that that's money that was earmarked from fiscal year prior and is still sitting and available it's still sitting and available okay and then for the other roads that were mentioned a 11th and 12th this is for Mr Galant do you have easements or any idea of the prep that would be necessary and basically what I'm asking is is it an apples and apples substitute or addition based on the quote which roads 11 and 12 a 11th and 12th um none of them we I don't think we've addressed any of them for uh preparation because they weren't on our radar right now we're dealing with the roads that are part of the paving project there are two other there are few other roads that we're addressing right now concurrent with the paving project that aren't even on anybody's radar that have been severely neglected for years one of them has a a dip so big in it that a car disappears every time it drives down that road uh we're actually working on that next week we're bringing out 10 loads of material to fix that road so the four lady who drive has to drive to that road to get to her house and to the property owners down that road don't lose vehicles anymore um I I can look at and get back with you uh for sure yeah I'm I'm not proposing that these changes I'm just proposing we kind of shift things towards the end and we probably what really needs to happen is we need to have a workshop to revisit the capital project and prioritize the roads um have Council prioritize the roads again a new and and and you know hopefully I would have the opportunity then to suggest my redesign um idea for those roads that would accommodate both the equestrians and the people who are walking their dogs and the people who want to ride their bicycles as well as the people who want their roads paved I'm looking for a solu or right I think I have a solution that um accommodates everybody's needs um and and hopefully we'll be a win-win situation I think you have a public comment please my name is Michael cap 147 perspective I know it especially during the ring season I understand your question I appreciate that but that was a long time rest of the thank you okay Robert had a comment yeah the spreadsheet that I gave everybody this is kind of a tracking sheet on all the roads that we paved already and then the roads that are either in this um Paving bid or the previous roads that weren't completed last year um all of them that say these notes were kind of what we talked about why we picked the roads like neighborhood 45 properties six roads you know like Carry Lane is a and by neighborhood I mean it's a neighborhood Road no striping you pave what's there and I believe that's the direction that Council gave if if it's 14 ft PVE it 14 if it's 16 16 but we weren't I think our Direction was you don't try to make it 18 or 20 feet to stripe it these are neighborhood roads off of the letter roads so pave what's there so the the striping shouldn't have even been in the bid on on those type of Roads um if we wanted to add a or that portion of collecting Canal from B to a which I believe should be done concurrent with a whenever it's done um I strongly recommend a new bid if you look at the change order cost of this contract you look at the unit cost for change order pricing they are almost $190,000 a half mile and the bid is Right at2 200,000 a mile so those change order those unit costs on a change order very very expensive well I I understand they have some changes that they have in that they want to make so this would be a really good time for us to make changes they're going to make them without there being any additional costs especially if again we move those other projects to the back yeah I I wouldn't start negotiating change order unless you're going to get a credit for striping or something but to have to give them a road to pave on this change order cost is almost it's it's almost twice what we're paying on the bid and and you our team did a good job bidding it it's not that that difficult to put something new out to bid in um then you know the the next year's budget's right around the corner so Glen I'm sorry but I've you know we we stick with what we have and then put together another bid to to roll right into come October 1st if I could I was going to recap and make sure staff and all are understanding this this this bid was not a continuing contract opening the bid where you keep adding to it there's a bid for specific roads um and that's what you'd be awarding the change order is somewhat limited because again it's not an open-ended process you probably should go out for another bid if you're looking for a more continuing contract with the ongoing price um the um and obviously if there are any changes you probably going to deal with the CIP as well if you do make a motion to approve we'd like the motion to say as Jeff indicated that it's subject to the legal negotiations that happened literally in less 24 hours because last night the they sent their proposed revisions to the contract so and we've accepted some of them and some we haven't so we want we're suggesting that you put a deadline that they sign by Friday at two o'clock and if they don't accept those revisions and sign by Friday at two o'clock then we go to the next lowest bitter um because some we think they will sign everything the changes we've accommodated them on some changes but some things just not in the town's best interest I I'd just like to add we can definitely change the order of the segments there is nothing that requires any specific order of the segments that we can change the order and the design of the segments correct that we can do okay because without the order and the design of the segments you don't have my vote we we may change the order and design of the segments but it is not in the town's best interest as was stated by some of the council to add the change order to this particular bid better that we do a separate bid and we talk about that in a workshop okay and does it say in the contract that those segments up on B that are waiting for the potential contribution are only if the contribution comes in I mean was it bidded that way segments the segments are all subject to a notice to proceed on each segment so they've given us a price for all the segments but they are not guaranteed um to doing segment and so if we by the end of the year decide not to do five of the segments then then that's that okay or if we don't have the money to do it or if we replace it with a different segment okay all right thank you um May I yes go Phyllis okay so this is not Mr gant's list this is our previous Public Works director and his Sidekicks um list and um I would like to see us allow Mr Gant to do his job and decide which roads have priority in his opinion regarding need so which I think is what he's doing so I think he's already said he's going to re-evaluate and POS and change the order of this list I think he's already said that the striping and all that which has been an issue in the past and unfortunately has already been paid for and installed hopefully we don't make the same mistakes twice and um I'm going to make a motion we may have to tweak it a little bit but um I'm going to make a motion uh staff recommends that Council approves resolution 2024-the just received another one uh from Miss ceciliano I could have finished my motion go ahead thanks um welcome newbies good to see you again appreciate you all the work you do I know this can't be easy um but being a resident on v- road and having seen the work go in firsthand and having to fight for a small EAS mint being taken away from my land uh I would say just to go slow so you get it right I don't know why we need 18t Road I don't even know why we need 14ot roads some of these little towns how he said the the the the character of our town is being rural people know in small towns to stop and let your neighbor go by but when you put in the double yellow lines which I know we're talking about it just makes everybody believe well you're on your side I'm on my side and off we go to the races I don't understand why um it feels like from this conversation it's just a hurry push pave hurry push pave and I think now that we know it it you pave them and the drainage isn't right then we just have to do it again it's good money after bed so I would just recommend please to just take your time and try to keep the town as rural as it possibly can be and bumps stop signs they look great but I don't think they really do what you think they should do drive down sit in my driveway uh on a afternoon at rush hour in the morning or in the afternoon and procedures regarding Town advisory boards reorganization and revisions of chapter 34 Planning and Development to Ure compliance with new town Advisory Board article and for purposes PR for conflict cability codification and in effective data I'd like to point out this is a discussion item not a first reading I just wanted to jump out and say that before we moved on yes it's a discussion item of the ordinance um the reason for that is because this takes all previous um rules and regulations regarding um boards and committees and puts them into one document so that it's uniform and consistent and what we wanted to do is have the conversation tonight before it goes to First reading um with two main things one um which committees do you wish to stand up we currently have the fa and PCB and those are both required and they are special and they are called out in here however the town has had provision for a number of other committees and um this ordinance when it's adopted would cover all committees it just depends on whether you stand them up or you do not stand them up so it's an open discussion item um and some of the key some of the key points are um how you would do the appointments and this ordinance um allows each person to do an individual appointment and in the past we have had um you know some consternation about how appointments would go so um it's an open discussion on how you want to stand them up and what rules you wish to have for them hey phis you have your light on yeah I would like to do a consensus on bringing back all the Committees and extending the agorism committee okay can you can you list the Comm can you be more specific and list the Committees that you're talking um R gag or whatever and add canals land trails and canals AGR tourism and add agriculture ulc faac has to meet anyway can't stop that and P andz am I leaving anything out well we have had a charter Review Committee Charter Review Committee we um had an item that we took off tonight's agenda which was the scholarship fund um committee I don't know if the town wishes to have that committee or select um an outside agency to um speak on that you've got your light on and you're speaking okay so um Charter review is as needed correct correct okay and um I do believe the scholarship uh the lock haty growth scholarship should go to the lgla back to the lgla to be able to collect and disperse the funds collected for lahi Grove scholarship fund which I guess is the LG La lockah hatchee growth scholarship fund um do I have a consensus did you make a motion oh actually you're just doing any committee anybody have any discussion on committees Robert okay one two three go Robert yeah um I've been going to all the AGR tourism meetings and it's important that they sunset this month so they can meet outside of the sunshine it's started a good group of people that are networking to allow them to continue to network and um have them have to abide by the sunshine Rule and us have staff here overseeing them when they want to meet I think is not efficient um you can do whatever committees we want but they need to be purposed I think each committee needs to have a purpose I thought the Agri tourism was a great committee that came out with a purpose and when they got off track staff brought them back in here's your purpose and they meet with a purpose and in the end they come to a conclusion then they Sunset I think it's especially that committee it's going to be great when it sunsets because these people be able to get together and and continue to meet and build this Bond and and grow the Agri tourism industry but wouldn't that only be if those exact same people were appointed again to the new committee well I mean there's no guarantee that those five people or however many there are are going to be reappointed if it's one if it's one appointee per council member correct well I think the the your premise driven committee I think is right well but your premise is predicated on the exact same five people be appointed and that's not necessarily I mean we haven't had that discussion yet about whether we would continue with those same people so I I'm not sure why there would every be any reason why you would want a committee to meet outside of sunset of you know of sunshine I I I have I have a problem with that especially when you say that they got off track and they had to be redirected that's I I got a little bit of a problem with that but that committee maybe you don't know why it was formed but that committee was formed for a purpose to provide direction to Council on you know how does the AGR tourism how do they you internally offsite impact so they had you know their their task with coming to some conclusions and um it it spurred some great communication among some common people in the industry and now those people they can't go sit down and have coffee and talk about aggr tourism stuff because they're on a committee in the sunshine that's my point but they might not be after new appointments yeah well but I I think committees need to have reasons to be there not just to appoint a committee it cost a lot of money a lot of Staff time to run these committees and we can have whatever committees we want I'll support them as long as there's a reason for them to be there not just okay a committee just to have a committee all right la la is on yeah we need that oh that's go ahead Laur I'm sorry um I have no objection to having committees but they need to have a focus and a task and a purpose otherwise they just go on and on in 2018 $22,000 was spent on just the ulc committee in 2019 just a little over $20,000 was spent on the ulc committee there were six meetings and they talked about signs and we still don't have a result on signage so if committees want to meet great but I think it should be task generated from here and or as Francine and Glenn have mentioned you know revisions to code or it it has to be task specific so I I believe that we should say okay ulc we're going to give you six months and these are your two tasks to fix period period well period they're not going to fix them they're going to make recommendations right which come to us which you know again it's gonna skip that part of what I was going to say my next question is Francine do we have money in the rest of this fiscal year for the planner and staff to be available for committees or would this be a next year thing and when I say year I mean fiscal year we haven't had the planners all that much at any of the Committees um we had one meeting of the AGR tourism with the planner the planning zoning building meetings will be cost recovery because those will be live applications okay we don't have anything in the budget this year for code revisions because we haven't gotten our ear approved yet so next year is code revision money okay okay and then my other question and this is just food for thought for the five of us um love the idea of a trails and Greenways committee which I'm assuming falls into easements which we kind of can't get out of our own way now regarding easements so I'm to me the the trails and Greenway committee might be one to bring back next year for sure you know until we can actually say yes you can have a purpose and execute it that's it yes please so we need committees in this town they have a purpose all right we um now that we don't have two council members spending 40 Grand a year in legal I think we have the money to be able to allow these committees to exist so there you go there's 40 Grand I'm sorry public comment Cass sui um couple things I think that uh committees are good and I was on the ulc and we were given directions to do signs and it was brought to the council and then it was brought back to us because they didn't like something and Jim fman brought it back he was directing the meetings and telling us what council wanted us to do and we were doing it and then all of a sudden it stopped um as for the cost I think allowing the public to participate in their government is very important I as a taxpayer would prefer paying for my participation and my fellow residents participation in our town government because it feels like that we are actually helping our community I was looking at the agenda agenda for these this ordinance I just had a question page didn't copy looks like page 151 you made a comment on 3426 for qualifications for the Planning and Zoning Board and I don't think it's dis Sprint you said that the um members of the Planning and Zoning Board shall be knowledgeable concerning the functions of municipal government planning and zoning matters and Municipal development was it your intention to have them knowledgeable in all those or were you to use or as maybe one or the other um I don't know how difficult it will find be to find somebody knowledgeable in all three of those I just wanted to point that out I don't know if it was intentional or not it's the relocation of existing language as noted in that code section if you see in qualifications where it is now in 3426 um the wording that is in pink is relocated from section 342 5B which was crossed out so it's just been moved from page 150 of 187 to page 151 of 187 and generally speaking on a planning zoning building board you do want those qualifications they make decisions that require that kind of qualification Marge yes I'm I think that committees are important um they um allow the citizens to give their input and some of them may be even more skilled than um some of the staff members that we have um you know uh we do have some quality um staff members now but we also have a lot of very well-trained people in the equestrian area and uh the trails has been one of the big things that has been so um ignored I mean they've come back with some great ideas for signage and then it falls by the wayside I mean we have little or nothing in the way of equestrian signs and we do have people out there riding you know and taking their lives in their own hands so I I think we need Committees of all kinds here thank you March B uh Glen can I make a motion this is really discussion I can I do a consensus you can do or you can make a motion I mean there's no prohibition on making a motion on discussion but you we're not voting on The ordinance you're just voting to your I would like the staff to bring this back at the next meeting it's scheduled to come back for first reading next meeting okay and I think um I mean we're looking for consensus so yeah pnz AGR tourism agriculture trails and Greenway ulc and Charter review is needed is everybody in agreement with that is anybody opposed to it Rob well this ordinance is just for the Baseline of any committee right you're not listing those committees in the ordinance we do have to list the committee we don't have to list the Committees that we're bringing back remove the scholarship fund committee we need to identify the Committees that we're going to have because we have to go ahead and do appointments to those committees to move on okay um and we we have to clarify what clarify the rules I have to also get clarification from you if it is going to be okay to have the fact meeting on April 29th with the existing members um because we've lost one member um uh I have my appointment for that ready and she's already agreed to to be on it so I have my appointment ready also um I don't know if we can add appointments at this meeting or not can we I mean to the fact which which is in the charter I mean I would be the only one unless these people are changing their appointment all their people would stay and I would be the well yeah you have to make a new one so if you want to make a motion to amend the agenda and add an agenda item that says appointment to these committees and vote to add that item to the agenda then for the two of right just two-step process the first step is you always have the chance to amend your agenda usually happens in the beginning of a meeting it could happen different parts of the meeting if it's amended to add Whatever item or deleted Whatever item you want to delete then you take action on Whatever item you add before you before you amend we also have a PCB meeting this month and I don't know if you're willing to like to give a point of information um we had a um Sunset date of March 31st for the AGR tourism they have provided recommendations and their recommendations are circulating among them for review we supposed to have a final closeout meeting that we could not get a quorum for and so it will be rescheduled I think it's currently planned to be rescheduled for April 10th where they sign off on their so you're changing their Sunset I take it yes I yes for AGR tourism if you don't mind well can we lift their Sunset no let's just change it because we're going to probably want to reappoint to those that committee okay and technically resolution says it can't be extended but you're and only by resolution but I hear you you are extending it till April 10th and then at the next meeting you're going did yes yes and well and the last thing that we need to talk about is the administration of the Committees and the administration of this Council my presumption is that everybody wants to still run uh cities that The the children are from come and present the scholarship so I'm not sure what this motion does but what I would like to see a a broad resolution that says this Council welcomes anybody that raises funds for scholarships to give to the community that we um we offer the opportunity for the mayor and councel to present any type of awards because uh I think the children when they are presented it in front of a council in front of the mayor I think it it has a little extra special meaning than uh being given you know that's why we don't do it on at the board at the fair we we ask the Mayors to do it so that's my comment I'm I'm just not sure what this what this resolution does okay would you clarify what it does if I could you you had on the agenda this topic and then it was removed from the agenda so maybe we put it on next meeting because but but the direction there two different options that staff presented so do you want them both presented next time or it sounds like the consensus is well I'm not sure what the consensus is it sounds like the consensus is for option number two the original agenda item number 11 was to bring back the scholarship committee and the scholarship fund and we had two options one option was as was recommended in the past to use the landowners Association as the scholarship committee therefore avoiding any conflicts of interest in raising money however we remove this item from the agenda because Mr tvia felt he needed to look at if there were any conflicts of interest since we have members of the lgla on our Council that's why the item was removed there's also the option if the town doesn't wish to use the lgla as the scholarship committee then we would revert to setting up our own um scholarship committee I want to change going to have to probably look at adding some additional meetings to review planning matters um they have to come through um the some of them have to go through Planning and Zoning before they get to you um and they will start coming through Planning and Zoning this month um so um I would you agree that we need like probably one full meeting to look at this Capital plan and this road plan and and this thing or or darn close to a full meeting well planning meeting it seems like we should have a workshop in two weeks okay right and you want to go over the CIP and did you want us to bring back the rules and procedures I think that'd be great maybe we can cover kind of all the housekeeping stuff in that one is there anything else you think should be added to housekeeping anybody else have anything they'd like to see after the housekeeping if we do the rules appointments for our committees and going over the CIP and we can change the council agenda schedule because we know the dates from the school board and the county so we can change the dates for the budget hearings in September I think we wish to schedule a May meeting for a workshop as well as this second meeting in okay April anything else everybody considers housekeeping those things handle it for everybody okay all right what date are you suggesting well I'm going to go with what you suggested two weeks from today which is the 16th of April yeah is everybody okay with that we have historically had workshops starting earlier did you want to start the workshop earlier what day is that on a Tuesday it's a Tuesday when we did the ear workshops we started those ear workshops earlier I don't know if you want start these earlier or not what does that mean earlier there was a lot of blowback um that I heard around about people not being able to get here from work that wanted to be here to be a part of them but I I wouldn't be opposed to starting it at 6 since it's a workshop and not having the not having that public portion before it since it's not a regular meeting and it's a workshop but starting work at 6 because I think if people can get here by 6 is everybody okay with that 6 to 8 or N9 yeah 6 to 8 yeah okay yeah okay 6 to 8 and I'd like to do the same thing in May if you don't mind if we could have a second meeting hang on a second 6 to8 is a we'll call it a housekeeping Workshop that's what I'm going to call it okay and I'm sorry the regular meeting in May is the six the 7th so if we could do one the 21st everybody okay with that I thought we were G to talk about um item 14 we we do need to talk about we are on 14 I just wanted to make sure we got a second meeting for May and and April um another thing that has ALS also come up is that our meetings on Tuesdays are the same day as the county and a number of other surrounding communities and it was brought up that maybe the council might want to have meetings on an alternating date instead of Tuesday so that you can attend other meetings surrounding the town like the county or the it I would like to and West like also as their meetings on I think a problem that I have with that is that we've been doing them on these Tuesdays for a really long time now and that's when everybody is used to them happening and I would hate to make that kind of change um you know you can watch those other meetings recorded unless you feel like it's really important to be at one and then perhaps excuse yourself if you feel like you need to be at one but I I I I would not be in favor of changing it anybody else have an opinion I don't want to change from Tuesday you know for the reasons you just stated so I'm third motion okay St doesn't care whatever you whatever works best for everybody and it doesn't work for Glenn either does it um Tuesdays the traditionally Elizabeth's day here Tuesday is my traditional Lake work day I've just had the vacation from them for a little while while they've had elections so I'll try to get here as much as possible we'll probably rotate in and out well we're gonna have a different attorney We're not gonna have Glenn if we don't do a different day well well I don't want to make based on that yeah again I'm not going to make a decision based on that um hopefully he can find a way to accommodate us or another way to accommodate us if we're unhappy with Council we can speak to him privately about that since it's his firm um okay so the 21st is the you can make a motion it's not gonna the consensus is it's not going to pass so not making a motion all right so the second meeting is this another Workshop in May that you're talking about and what would this second Workshop be for second Workshop is going to be an update on the resilient Florida project so six to8 again is that enough time we to cover we're also going to go ahead and cover um some of the additional drainage planning for the future some of the bigger projects and things and we also have a draft um to modify some of section 26 of our code which was um which covers a lot of the District activities so this would be where we would put in um culvert policies and water use policies and so on can no go ahead and uh would that also cover um the storm water drainage that we're not getting paid for over off Crestwood for Royal Palm well we can certainly talk about that I would like to talk about that can we add that in we can certainly add that in thank you I I was going to ask if we can add some potential grants in there for us to look at and consider too but I think it's already getting kind of full and maybe we'll move that to the next one we can talk about it because what staff I may because I know there's a lot of water grants out there now looking at a lot of them um and what we talked about today are the projects that we can put forward for local mitigation strategies you know local mitigation solutions that might be more like a six to9 Robert but we'll try for six to eight add the grants in okay thank you all right so and then one other housee keeping if you want we have to do um an updated local mitigation um agreement with the state of Florida and we have it prepared it's from the county the last time we did that was in 2018 so and that's already ready I think yeah um I could do at housekeeping can we add since that's housekeeping can we add uh something that we've been talking about forever and I know that Jeff CTS is not here any longer but is very frustrated by this but I'd like some kind of a rough draft or saus update on that HR manual I'd like that oh we have the HR manual can we have it at that housekeeping we have it scheduled for July I don't think we can fit it on the housekeeping meeting okay um well that would make sense to put that on the housekeeping meeting well then we wouldn't get to much other housekeeping because a long one all right um an I had my light on okay thank you so where did go I had my light on um Valerie did we finish section 12 with what was being proposed for committees and if I missed the conclusion I remember I just want to make sure it was concluded and if I missed it I missed it so apologies we got the new nominees we decided not to talk about the scholars ship part correct and then there was we decided to well Council decided to identify the Committees right and then we'll be bring back this ordinance for first reading at the next meeting so this Technic was just a discussion and not really an ordinance for voting it was just a discussion and the ordinance will come at the next meeting right and the only reason we made a vote was because there were two meetings upcoming that we had to do that so we kind of pul Cherry Picked them out and and voted for those members all right CU we didn't use the clutch and Francine said we're on item 14 I'm like we're we're we're on 14 all right thank you yeah I believe we were discussing 13 and 14 kind of simultaneously we were all right okay thank you you're are you done it was 12 and 12 and 13 where we have to still bring in correct correct correct all right us so the meeting we're coming back and talking about grants we're adding grants to the um 21st of May okay I'd like to add the TPA to that I do I need consensus to see if we can reopen the conversation for the TPA Grant well I mean can we add that to a different meeting because this is all water so that's why I was talking about specifically water grants I I definitely want to talk about the TPA Grant but can we add can we maybe you have to have a workshop it looks like we're having two meetings a month for a while so well it sounded to me like you put CIP on the meeting that's two weeks from now didn't you say you wanted to Workshop that so why don't we since we're talking about roads talk about the TPA that so we'll put the TPA on the 16th okay thank you welcome because that's more roads all right our next two months are charted out is that enough for now thank you okay thank you all right uh anybody else pis your lights on do you have something okay all right uh then we're on to item 15 this is always the meat of the agenda it's the Richard Gant show freezing in here it is how our Public Work superintendent turns the air commissioner down Madam mayor Town Council before you you have the road and drainage CIP update I'll give you a brief uh synopsis of what it says um so the first item we've already gone through which is the 20 FY 24 Road Improvement program um we already covered all of that um just to clarify also one part of the one thing that was mentioned was about their the addendum is in your package I think it's on like page 102 or something like that of your um of your backup it's the addendum that talks about the removal of the strifing of the roads um so we've started the process of laying 7,764 tons of Base Rock in preparation of the paving project as the material is arriving we are leveling it uh we are actually surveying it and having it like properly engineered we're taking base elevations um making sure the roads are centered and straight um I know some people like the windy roads we have but you know having a two- mile long windy road is not acceptable to me anyway ways because I think it looks better when it's straight and people will drive off the roads and hit people's mailboxes and other things uh which is some of the comments I've had from residents I've spoken to about narrowed roads and stuff like that and some of the exist previous road conditions where tree overgrowth has grown into the roadways which has caused people to go around and takes out people's mailboxes and drives them into CTS stuff like that which I'm trying to avoid um I've had a few phone calls about um people's Vehicles also getting damaged because of the the trees and stuff in the roadways and having to drive into selles to get around them which we are in the process of trimming um we are pro in the process of removing about 90 trees from five different roads they are all Exotics they are all Australian pines they have all as I mentioned earlier been checked to make sure there's no owls birds birds of prey other Critters squirrels or anything else living in the trees prior to their removal um these are to refurbish and to correct drainage issues um the prim the first driver of this was Casey Road there's a resident on Casey Road who yard floods every time it rains and because the road the her water cannot drain at all because of the monster Australian pines on Casey Road that's what actually prompted this part of the project that we have undertaken uh CIP update we're going to cover in a couple weeks so I'm not going to go into that the roing proving project was updated as we discussed the B road to North Road uh B to C on North Road all part contingent on the sod farm items and there's a few other things about here about CIP um we're estimating that your pay saving cost you know like everything else is going to increase year-over-year so trying to get some of the stuff done earlier is better because next year it's going to be more expensive and the year after that it's going to be more than that just based on inflation and the economy in general um one of the projects on here that we're actually current in the currently in designed for is f Road and collecting Canal um that connect that uh we originally were going to look at clearing out the canal the culbert um when I went to survey the area I noticed that the east side of f Road is higher than the west side of f Road which indicates that the water is not flowing through the culbert um when we went in and took a closer look at it we noticed that the culbert is in the process of failing um so there's currently two 60inch culbert pipes in there the one under collecting Canal Road itself that's on the F Canal is also a large cward that is in the is rusting and is close to failure So currently we're in design we've got an initial quote of about $436,000 to replace it's going to go have go have to go out to bid um it'll likely by the time we get the bids back and everything it'll probably be in the f fy2 um it may come out this year but more than likely it'll be paid for in next year's budget um by time we get through design bid and all the other stuff that goes with it um this is going to be a larger project we are also in um in the process while we replace these culverts the three culverts we're also going to widen the F road crossing for equestrians can actually get from this park to uh Go All Points North without having to go out in the middle of f Road um so that'll make it you know it'll be grass it'll be a grass area so pedestrians and horses or anybody else can go up f Road without having to walk in the middle of the street and risk getting injured or run over or anything else project also consists of replacing all the guard rails replacing all the stop signs um repaving uh restriping and everything else let's see I'll let you guys read a lot of this stuff in here a lot of the stuff is CIP which we're going to have a workshop on so it's no sense of me reading it um Royal Auction Group has picked up some of our equipment that we're going to dispose of currently they have the 2000 Sterling l95 dump truck and the 2004 John Deere uh loader escavator those are both currently in auction at as we speak uh once we get the money from that it will come back to the town um next month in May we'll be bringing forward three items the 2014 leadwell Freightliner LW 4000 water truck the 2010 gradall XL 5100 and the 20 13 John Deere 6105m tractor the water truck is um we have assessed it this the current issues with it we have gotten a baseline estimation of what it's going to cost to repair and the cost of repairs exceed the value of the vehicle has that thing run at all since you had well I Believe been here since December and it runs it physically runs um I mean the diesel engine runs great service the problem and we filled the tank up and we tried to run the the uh run the pump and we just filled the tank up and actually watch the water run out from underneath the tank as it was filling so yeah we watered the yard very well but that's about the extent of it um the gr all I mean the gr all runs great um I'm not sure you know I can't you know assume what why it was procured but it is way too big for our usage I mean for us to use that gr all like for example for us to use a gr all on D road we've got to be in the guy's front Yard East of the road in order for the grade all to reach into the canal no the thing of a digger does come in handy and actually that we use that a lot um the grade all because the thing I'm a digger you can actually articulate the boom so you can actually dig down and pick up where the gr doll is a straight arm so it just goes straight out and pitches down on that angle and so because of the way it operates you can't like it just it just isn't effective it's it's made for the c-51 canal not Dad Canal it was it won't even do the collect it won't even do collecting because it's just it's just too big and then the John Deere 6105m tractor will be disposed of as part of our acquisition of the um Aspen which we should be receiving here in a couple of weeks uh we got all the final paperwork from the dealer and it's all been signed by Francine so once we take delivery of that we that's when we'll get rid of the John Deere uh it's a trade in or it's going to auction it's going to auction no no it's going to all those three items are going to auction um which will clear out a little more real estate in our um expansive yard we have on D Road um we're currently working with southp truck and Tampa to procure a 2024 12 yard 8.8 liter freight liner uh through the Department of Financial Services contract the base price of it is $106,000 I'm currently waiting on them to send me the actual paperwork and all that stuff so we can bring It Forward um to procure it will make our um Canal cleaning Canal restoration um all it'll make a lot of our projects a lot easier currently we're renting or leasing a uh four yard mini dump truck at a cost of about $5,000 a month in order to facilitate it's it barely does what we need we can't even keep up with it we're also using our dump trailer which if we keep using our dump trailer the way we're using it we're going to have to wind up coming back and getting it replaced next year um because with all of our all the things that we are doing it's literally the only means between the the dump that we're renting and the dump trailer that we own those are the only two ways we have to can to move material in the town do we know what the payments on the truck are going to be on Mon well the plan is is to buy it outright okay uh without leasing it or buy you know just all right write stroke them a check for the 106 and be done with it that's the plan um obviously it's going to be attention on our revenues for fy2 because it'll probably be purchased out of that um the auction proceeds yeah well that's the plan is the auction proceeds will probably pay for a lot of it um because the auction proceeds for five pieces of equipment should pay for majority pretty big dent in6 Grand but okay yeah that's you didn't buy the grade all that year that long ago being that you said it's do you think we might be able to recoup I'm hoping so I mean we according to the paperwork I found I think we paid 60 for it yeah um so I think I mean obviously there's depreciation and it really hasn't been used a lot so you know we haven't and we still have all the accessories and all the aseries it came with so I and I think we should do pretty well and like I said I honestly think the dump truck will pay for itself with all the assets that we're getting rid of so theoretically there shouldn't be any money coming out of our okay uh we are clearing the canals this the next item we are rehabilitating clearing the canals is a slow process there about 3 to4 foot of sediment in the bottom of the canals we're starting on E and okachobee because that seems to be the worst um obviously I could I mean all of them are bad um but that one seems to be the shallowest and when the water level gets like it is now we're because we're in dry season um you could almost walk across as the EO Canal uh we're starting there we're going re rebuilding basically the process is going to be is to rehabilitate the canal Banks put the rip raft Rock on the bottom reestablish the sides and then remove the material from the bottom of it so that way the material on the sides don't slide back into the bottom yes ma'am so um regarding the muck are are we looking into a different way of cleaning our vegetation out of the canal besides spraying it where it's a const an cycle of growing spraying dropping cleaning it out so we you know as I've said on many occasions there are people with tools that don't have to spray that could literally get the vegetation out of the canals with the debris we're currently digging using the themma Digger to remove the I understand that but that's an ongoing cycle I'm talking about um possibly hiring a company that doesn't spray to kill the vegetation drop down to the bottom make the muck where you have to go back in the you know with the thing Digger or the excavator as it's actually well I mean short of making the bottoms of the Canal's concrete there's no way to permanently remove the vegetation vegetation is going to grow no I'm talking about the vegetation on top the vegetation grows on top okay it gets sprayed it sinks the people that spray the canal just drive along the side of the canal and just spray stuff can we look into a vendor that actually has the boat that can not only pull out the vegetation but also the bottles the cans all the debris all the junk all the crap that ends up in our canals we're doing that now we just did the a canal from collecting Canal to uh Southern B but who did that we did how did you do that with the thing of a digger and a dump truck okay you're not understanding what I'm saying never mind I okay we can talk about it offline What specifically I we just removed we just removed probably 50 yards of debris green vegetation growing on the top of the on the wall ERS from collecting Canal to Southern and where's our spraying people right I I mean when we look into other options that's all I'm saying absolutely we can do that um so the next item on here is the uh we're trying to attempting to resolve various issues with the traffic uh we've had multiple um you masuchi and others have made the Standish have made comments about um the traffic and the issues on okobi Boulevard um if anybody has driven down okobe Boulevard lately you'll notice that every 150 field on either side of every intersection there's a brand new shiny speed limit sign all the stop signs on okoi Boulevard have been replaced we are currently in the process of removing replacing all of the other stop signs on the rest of the town and then we are in C currently also in the process of procuring um speed speed limit ahead sign or stop sign ahead stop ahead sign um new speed hump signs basically replacing all the signs in the town starting with the enforcable ones that the Sheriff's Office can enforce and working our way down until we get all the signs replaced um like most things it's going to take time and of course money we have a budget of about 25 to $30,000 a year uh we've already spent I think close to $116,000 in the last couple of months just on stop signs and replacement posts and such so um it's going to be a process and we will get it all done again it just takes time and money to do it um we have started reviewing various Trail and LPR cameras throughout the town um I actually met with the sheriff's office in their real-time crime Center um we're currently reviewing how we're going to deploy any LPR cameras or any trail cameras um looking at a u one company that the Sheriff's Office uses that provides solar power LPR cameras the plan would initially we would install them at the borders the five entries six entries into the town um so we can you know that way the vehicles in and out of the town could be monitored if we install two of them one going in and one going out we can actually catch Vehicles going in and out like trucks going say down fulam and then coming out of fulam and they're empty and to try to catch illegal dumping um the Sheriff's Office cameras that they use for the real real time crime Center don't work at night they only well let me rephrase that they work at night and only well illuminated areas um it was interesting they when I went and looked at their uh Center they showed me one video from South Bay where a stolen car was driving down the road Co flying around the corner their camera caught it the guy hit the telephone pole knocked the street light out and you could see something running was it you couldn't you couldn't make out who what when were or anything because and that was just taking out a single uh street light you know as you know we don't have a lot of street lights here in the town so those cameras would pretty much be useless here the camera we are testing has night vision it has it's battery it's solar powered they're not that expensive um it would just require our staff to review the video which I mean I get the video on this on my phone so I can I can review the videos in real time as you know when they get when people drive by or activate the motion sensor I would get a a signal telling me hey somebody just went by there and we could check it and see you know if somebody's dumping or whatever in combination with the LPR cameras you could see the vehicle that dumped whatever it is and you know and obviously we have to identify where we put these cameras and whoever you know the individuals that were known to where those cameras would be would also be limited um but the LPR cameras then you could go and check them and find the vehicle and get the tag number make model and everything else so um we still removing tires about once a month we have to get our 30 yard dumpster uh cleaned out um because they the the epidemic of we actually picked up I think 40 tires today in one location like people are literally going with dump trucks and must be dumping them in the middle of the night and of course again we have no street lights you know the properties are so big out here that you could drive literally drive a dump truck down the road empty the dump truck and nobody sees it um and then I mean short of having a cop standing on every corner I don't know I I and these cameras might help but still it's it's it's an epidemic and I don't know I honestly don't know what to do um also the same thing with um trash mattresses garbage there's a property on North Road that I swear we've called Coastal at least five times that I can think of in the four months I've been here to pick up to pick up literally like truckloads of trash that have been dumped just in the same spot by the trailer park no on North Road right by the trailer park no this was east of E I think well there's actually two trailer parks and the P you're talking about is near one okay yeah so um I don't pay that close attention to people pass their driveways so um we're still picking up yard signs the the the uh you know the junk car for uh pickup signs and all the other signs on okachobee and a lot of them around Grove Center grov toown Center um we identified the cver C replace we already talked about that there is another one at 24th and f that needs to be replaced as well that one is start the in walls are starting to fail uh we are going to be working on beginning to use the Southeast Highway and guard rail piggyback for replacing damaged guard rails around the town and some of the guard rails that are of the wrong height that are currently make would make excellent ramps if somebody's going too fast um to launch them into the canals because some of them are just over time have settled and they're older style so they need to be replaced so those going to be done in the next few months hopefully uh we asked the uh public we asked um pomy state to relocate their fence because their fence was right on the canal okay uh we actually got we went they were very nice uh went in asked them hey can you guys move there's no rush you try to get done the next week or so the guy called me the next day says it'll be done today and we went out there the the following day after that and that's when we cleaned out the a canal because we hadn't been able to get in there since they started that construction uh which I don't know when they started that but obviously it was well before I got here um and so that's how we we're able to clean out that canal and uh the last thing is is we're currently working on the Emergency Management plan as the Public Works director I also serve as the Emergency Management director and that's what I've been reading actually all night as the county is comprehensive emergency management plan so I can finish updating our Emergency Management plan um hopefully we actually have a meeting tomorrow uh to go over that anybody has any questions that is my report right yeah and that new work they did on collecting Canal there's no sod on the inside of the burb it's just dirt why is that why didn't they pin sad on there what's I don't understand that we didn't do it anywhere else either if you go down EO they go over the top and it just comes down and it grows into the into the side but what do we think it's just going to weeds are going to grow there or I mean I just I'm I'm confused why there's no saw on the inside I didn't know if we had a detail no there was no real detail per se um I asked that same question the response I got was it the sod will gra will grow into that area there okay which it will I mean it will spread and then the cloth are we putting cloth on the banks before we put the rock it's under the rock it's not under the so okay put the cloth under the side the side one bro yeah but at the bottom where the animals are buing into the bank calling causing the slides and yes all right excellent thank you nobody else okay mayor mayor we have a public comment we have a public comment I'm sorry that's okay Miss sui I keep missing the public comments I'm so sorry you're gonna have to get a flag or something for Meed flag C sui um I just had some issues um concerns um with the comment about the our roads and I don't know who um the public works is talking to but do we all want the straight roads so if we we're correcting roads to make them perfectly straight is that something this town wants to have straight highways maybe the look needs to be different um the other issue was um taking out trees to correct unsafe conditions is the unsafe conditions what that the road meanders around the tree or what I don't know it just says unsafe conditions but based on this list that was given at the November 7th meeting now maybe these are in Larry Peter's book which you asked for because it says field check notes and it was given out and it was all the trees that were going to be removed on the segments of roads and we'll just take uh Global they were going to remove nope is it glob well they talk about all the trees 10 palm trees there are some non-native trees but there are some Palm palm trees as well so I was concerned to make sure that if we are removing trees that are not non-native are we doing a um tree mitigation for the town that they have to replace them because I know on some of the roads if there is pine trees removed are we requiring our own town to plant these trees somewhere else um so that's something we might want to consider but I'm really concerned about um the the the look of the roads uh the other thing and I was just asked to bring this up and I guess it is coming your way several residents have actually started to proceed with cease and assist and suing the town for whatever's happening with the roads especially on like 162nd so I was asked to bring that up because the people could not be here tonight but I guess it's coming so I just wanted to bring that up 16 second is not a town road and in fact okay because 16 second is a road in fact that we have spoke about interjurisdictional issues with regard to yes yeah we spoke about those yes okay yes absolutely so I can't speak for anything Larry did whatever he did in the past is what he did I can assure you standing here today that the decrees that have been removed by our contractor are all Australian pines uh the the the straight roads you know one of the reasons we're pursuing straightening the roads is it makes it a lot easier to reestablish drainage SES um because you know you can't you know you can't have a three foot sale here and then 10 foot up there and seven foot over here and so by straightening the roads out we can straighten the swes at 161st has a huge problem with drainage because it's a two mile long road that goes to one Culver and so I'm that's one of the things that my superintendent and I are doing is we're literally designing redesigning the the um swes to try to drain all the water off and I've had multiple complaints put down a red surface yeah that's a good idea yeah because I've had multiple complaints from multiple residents including people who back up to 162nd who are being flooded by Indian trails' Canal that's overflowing because they're not keeping it their their own canals clear and they're dumping water onto our residents properties and so now we're having to deal with their Waters as well as the residents to try to get to try to keep you know the flood problems down to a mle Mr Gan I just would like to clarify something my understanding of what we are doing with removing the trees is taking away overgrowth that has not been maintained for years as it should have been so we are not therefore straightening out the road we are cutting back the overgrowth that caused the road to no longer be straight correct the roads were straight when they were installed however many years ago they were all they were all cut straight 100 yeah they were all cut straight because even the areas where we have like 161st we had you went down that road it's pretty straight and all of a sudden there was just dive to the left and when we were cut back all the o overgrowth Brazilians that were grown there and just scraped the grass off the top of it we found the Shell Rock road underneath it the road's there it's just you know when it's when overgrows over years nobody trims it it just keeps growing and growing and growing and next thing you know people are driving and people swes and the road gets pushed off into the selles and now all of a sudden the selles block that's basically what's happened the trees where were moving like I mentioned earlier you we have not removed any trees for the roads all the trees we have removed are in whes and they are being removed so we can actually clear the swes for the properties will drain properly so people's yards stop flooding thank you all right I think we are on to the town event time of the year here because it's very nice out and um I um understood um I got a call that I don't really have much information about late this afternoon about an event um taking place um and hopefully if anybody knows of any other special events going on in town they could please you know tell them to give the office a quick call and we'll just try to help make everything smooth for you thing or that thing so it's just interesting you can be in a group of very like-minded people like we are in this town presumably and and still have to compromise to come to consensus and and try to for me because uh I went through something else I want to say male female young old please if you think there's something wrong physically if you think there's something wrong please go to the doctor so and everybody take care all right yeah um on the roads when they're being done are they uh being surveyed and staked before you're um adding anything or so basically the process is is that we um identify where the properties are try to figure out where the center of the road is depending on the road we are shifting the roads one side some of them one side or the other of the of the current area that's graded um the idea is to make a open space on one side or the other for equestrians to ride in the on the shell or whatever is left um so they're not having to ride on the road surface uh we are using our transits and uh equipment to shoot grades after we put the rough because basically you put the the the rough Shell Rock in first then you shoot the elevations you get a baseline elevation you shoot the elevations and you basically grade it to that and that is what's done prior to it being paid so yes okay very good because I I know you're having some challenges on 161st where you're starting so I've had some calls from residents oh yeah yeah there's some serious uh 161st especially coming off the a bridge and a lot of that was created by Johnson Davis when they replaced to culbert because we replaced the CT we obviously put the correct size culbert in there which raised everything up and so now we had to adjust the SL the slope from a to or 161st actually starts to make it an even slope and then we've got to recut the the entire Swale all the way back because it's basically that deep right right okay um the cut through is there any legal way that U we can get uh in interlocal agreement with Indian Trail to hard fasten that thing so that um uh County can't come along and say got to open it they're not going to take that there yeah they're no no need for anything no because if they took it down and we wanted it up then we would just put one up I mean if they took their gate down and we decided that that's something that that we want to have to protect our borders then we just put one up two feet away from it it's our it's our maintenance easement okay that road is our maintenance eement all right so there's no threat no of any kind that you can take them unless they want to break through but I think that you know again that that gate that's up it's Indian Trails spoken yeah it's theirs and you know we have an agreement they what they won't even give us a key because we have to use it to get to the the other side to get to the other side of the canal they won't let us we have to go all the way around right okay um during hurricanes we can get through it's open during hurricanes I like the report uh status that um Mr Galant gives is there any way that we can get something similar to that in the um uh projects uh that are coming through the town uh we do that through quarterly reports and your next quarterly reports are going to be on May 7th and in those quarterly reports we always include um a planning report it has planning and Engineering in there and that's where the you know the actual items coming through are okay and that' be commercial development and residential well we don't really have any commercial development we have a couple of existing issues um that I think are kind of Headliners like PK Park which is closed and um will likely be months before it makes it through the process to council and I don't know of other commercial activities um we have a few other projects on Southern Boulevard that were previously approved by Council that are um trying to move towards their building permits um and then we have a couple of um potential applicants that would like to come come and speak to council about conceptual plans before they would invest any money or buy any property and we have some calls later this week to find out dates and we'll have to try to schedule yet another meeting where we can do the quaza judicial conversation between the council and a potential applicant what is um happening with all of the pre removal uh behind the uh Forest range south of collecting Canal well unfortunately the way that agricultural lands are um trees are able to be taken down as long as a property has bonifide egg and while some of those properties did not initially receive Bonafide egg and we dashed out there and gave them um citations for tree removal both properties were ultimately able to regain their Bonafide a status through the county through the county so um there's a limited ability for us to do much with recovering those trees however we've been pretty successful everywhere else that's just the issue if they take the trees down and their Bonafide egg we can't stop it what did you mean when you said uh they did it through the county how can how can they the statutes the statutes prescribe the process for obtaining a Bonafide agricultural exemption and it gives each of the County Property Appraisers the ability to go ahead and Grant the um agricultural exemption so what what's on the tag C sure the accordly report yes is it a a real hardship to get it monthly um I uh you know not to me I think we can try to um but do you want a presentation monthly because they're okay yeah we can try to do something monthly I mean his was what 15 minutes at the but maybe just presentation but an update monthly as part of okay I don't have any problem with trying to include that yeah perfect okay that's all I had one thing I wanted to do and I forgot to do it I'm am sorry I'm too late about it we had Darla s here Lieutenant Darla hour she was here tonight in Li of Captain Turner and I wanted to introduce you to her but I guess I'll do that at the next meeting we need to move them up when they're sitting back there they like to sit back there Robert you look like you were grabbing at your microphone did you have something else you wanted to say or you just just next right yeah you done Marge yep um our $750,000 appropriation where are we at on requesting refund funds and spending that money how are we tracking it well we have our agreements with the State signed our first report is due April 20th we are planning on paying for one of the culverts prior to that one of the Culvert Bridges that's not covered by FEMA and then additionally um we are looking at using um we're going to have to bid it but the estimated cost cost for the f um and collecting Canal Culvert Replacements in intersection is about 400,000 so that leaves us then about what 250,000 to go and do um connecting of catch basins to some of the culverts that we put in last year which we also have a bid in process his head now behind you okay I'm sorry he must have changed it then from the last time they told me but again that's why we have to talk about the drainage yeah and I'm going to say let's leave it until that meeting because I think there's a lot of moving Parts on that also we're still in the governor's office for $750,000 this year but are we able to use some of this tree removal scope in that actually that is a very good point that you're making um we are thinking about how we might be able to to use our tree mitigation money because I think well I know that we have collected tree mitigation money and our 80 our article 87 of our code is not abundantly clear on how we could spend it but I think we may have met some kind of connection logical connection here with the way we've been spending so we have to work on that and actually um Richard already suggested that it doesn't seem logical to me that you can use tree mitigation money to tear out more trees from the drainage but it seems logical that a drainage appropriation for improving your drainage you know hopefully you can use those funds to tear out the trees um want to talk to my fellow council members about the silos on D Road and get your feelings on obviously it's private property we have no control over it that I know of um very in my opinion significant historical structures in our town I think erected in 1918 somewhere around there don't quote me but um what's my fellow council members think of the significance of those in the future um if there's an opportunity to get grants to restore them or somehow um make those part of our town so I just wanted to throw that out there and get a consensus uh well I've uh those silos have falling apart and um I don't think if we could get a grant to store them but do you know the history of the silos I think that would be most important to find out what that farm was I believe it was a dairy farm at the time and find out about that before you know we spend money and staff time um we do have a few properties in this town that have some really old houses on Temple that there's still a few really old homes there as well um but as long as if we could get a grant I'm for it but structure wise I'm not sure we could pull that off it's been crumbling if it ever came an opportunity I think the first grant would be structurally evaluate them right you know determine the foundation is it something that can be saved but let's do some maybe we're looking at it like a a more overall all historic preservation Grant and then identify even other properties or other things and maybe start with the ones that are in the worst shape but still savable and and keep moving maybe something like that that's interesting I'll dig a little Robert and see if I can't find old pictures I got a call that they were coming down and I was like oh that would stink it made me realize that it's private property they can tear them down tomorrow there's nothing we can do but if as a council we agree that we think they're important and we would like to save them if an opportunity ever came up that's all I'm I'm looking to get a feeling do other people feel like that well I I think I certainly agree with you to preserve anything that's historic in our town is is important it's it's part of what we who we are um I think there would have to be some kind of conversation with the current landowner too to make sure that we're not you know getting a grant fixing something back up and then come having them come in with a bulldozzer the next week because they want to do whatever Laura I think light on I'm sorry Laura that's right um I was trying to think of where they could be relocated in town and right now there's nothing that's coming to mind um I appreciate the historic value and nature of them I hate to see them just be you know demolished and fall yeah there had to be some some cooperation from the landowner that they would not you know yeah um this is terrible to say but if the land owner had a cost to remove them for $25,000 you know I I I've if this is what you're meaning by cooperation I don't want us to do the work for them [Music] um and I need to ponder need to I think it's worth investigating if you're willing to investigate it would be my comment I'll look into the background and are they made of cinder block no they're made of uh concrete with seashells in it when you look at it you can actually see the shells so I'm wondering if we save a portion of it and fill the smaller at the fairground a smaller Silo to save some of it perhaps if they're going to tear down and that won't cost the town a lot and we could get a grant to restore that and maybe the fair will work with us let's all dig and come back next week and next month well I just kind of want to get a temperature you know if three counil members say d I don't care then that's the way it is but it sounds like everybody I think if they hear this conversation that sucker would be down tomorrow well I don't know I mean if I own that property and I had something that I thought the town wanted and thought it was valuable then I would feel that I would have something to negotiate with so does the bank have that now I don't know love talking to a bank yeah I thought an investor in California has it is what
