appreciation for all your efforts in putting all the uh assessment data up online and making it available uh it's a it's a it's great useful and uh refreshing change from normal town government operations so thank you uh also I'm happy to see that the boa's actively working on getting the resident questions answered I see it on the agenda item tonight and I hope the result is an actual date and process how that's going to work um I really hope that it can happen before the um abatement uh request timing is runs out that perhaps people can get get their their answers and not have to go through a a difficult process um however there there there are many many questions that's been submitted over the last months uh that I know you're aware of in writing and um I guess I'm wondering you know why we have to wait for a meeting I don't many of them are very very simple um you like you know what period was used for the qualified sales you know which years or months or whatever um you know was the 23 assessment assess value used for the asrs for qualified sales um you know how does it how does it determined the the change in the value for average lakefront properties uh determined when there's no or at most two qualified sales in that category so a lot of these are pretty simple would be nice if they were you know if they were addressed I'm not not sure that they're being addressed at all or we're waiting for this magical meeting and I don't see why I don't think we need a meeting for a lot of these some somebody could just take those questions and uh provide some answers without a lot of uh cost and effort so anyway that's my comments I hope we can uh hope we get some schedule tonight or some insight into when when we're actually going to be able to get answers to some of these uh really basic simple questions thank you thank you Mr luck may I comment back we we typically don't respond but I did want to say at least a little bit um some of the questions that you just brought up have been answered but I don't think you were comfortable with the answer and in some other situations uh we haven't been able to we haven't had the time nor the resources to pull all the questions together and try to put together a cohesive and meaningful answer uh we've been running like hell to make sure that the 5-year reval got done got approved that the information that went in there was proper that the information that came out of there was proper so in our I rarely will defend us but in our defense we now have time to take a breath so we are going to use that time to actually do some of the things that we were looking forward to doing we've been looking forward to doing for quite some time so thank you for the question uh I very much appreciate it and we are going to try to address those questions that have been written to us and um and get them done as quickly as possible some of them will be an easy quick answer others will take longer so anything to add to that Mr rabbit or evening Carl uh without question we're the the amount of pressure on us right now to get things done uh is is incredible and I'm I'm I just can't emphasize that enough uh we are believe it or not this website that you we're we're going to we'll talk about that but that is going to answer a lot of the questions that we can point them out to you really we are creating this compendium of all information and it's a it's a monster Carl you've never seen a website like this so uh is that a fair statement right uh yeah I don't know if Carl's the only one on I think there may be some other folks but okay so Carl we're going to we will try and be getting to that hey I understand there's another set of questions that have come up or or relevant to a particular person and they're questioning the values are you aware of that I thought they were contacting you but never mind that's outside of our scope well that's outside of the scope of this response to Carl that's true at this time so thank you very much Mr luck we may be able to address it a little bit later if it fits underneath an agenda item so that's okay um I'd like to call for the status report from the interim principal assessor the non-written one again another non-written one because let me just step back for a second for the last several weeks our interim U principal assessor has been working her fingers to the Bone on hundreds No Maybe not maybe hundreds of of excise tax abatements so it's been taking a lot of time on top of that we just finished the fiveyear reval um yes um I have been working on uh for the past two or three weeks now quite a few excise tax bills um and fortunately I've gotten some help from the tax collector's office um from just taking in the information is one thing and then having to get them processed into um into munus has been another challenge and I've had help with that and today I must have sent out 75 certificates that um Sue had printed out last Friday she worked all last Friday on them and I've got the next group ready for her to process in munus and there's probably at least another 50 or more um so the the past couple of weeks cuz it's time consuming when somebody comes up to the counter and says I don't have this vehicle anymore I have to get information from them tell them what they need they've been sending me emails and sending me things um you know through my email I've been trying to deal with um all that and then um working with uh the tax collector we've had a few issues on the file um trying to match up munus with vision and we've been going back and forth about that she's had a lot of questions on things that um last year got combined Parcels that might have get combined or new Parcels created and they're not in her database right now so there's been issued is so her and I have been um hopefully by tomorrow we'll have all that resolved and um working on getting you know she she need get the tax bills printed and sent out so it's it's been a lot of just busy work that's very time consuming so yeah and Mr chairman if I could back up I went went I end today she's got a big pile and she's signing away and says do you have a stamp why we get you a stamp right we're we're that's something I think we're going to have assessor gets here we should probably figure out well no because when I was on the board um there were individual stamps for each one of us so if only two people were at a meeting so it's something you know we've got to get because we can stamp the certificates cuz everything's already been signed right right so because I thought we had to sign the other personal property abatements and uh yeah but these were just motor vehicle abatements just the certificates I it didn't bother me we didn't we don't need to us so that's that's that's about it for M and um hopefully um things will beit be just a little bit easier next week because the new assessor comes on Monday right so right thank you for the update um I'm going to jump right into current business uh on next on our agenda was to approve minutes of several meetings uh but we were all going to be working on it together so I'd really like to hold off on doing that until Sarah is here so not that we want to put off doing the minutes but that is one of those things that I want to have everyone's input and I haven't received input on all this stuff yet so um we will have one more date to add to that two more dates to add to that the 12th and tonight right unless you we have uh executive session minutes and the very short so if you just want to from the because it was basically things you were signing right over inment right I'd like to make a motion we accept these minutes for that it's dated November but the due date is December and we're just say just getting it now did we just get it I'm not sure there was an email that went out today saying from now on all the invoices that to be coming to me because they had been going to Sheila so it could have been in a file in a email someplace or D so right During the period that we've been short an administrator uh some stuff may be going to the wrong mailbox so we're going to make sure we get them all now we need to yeah you want to move that we oh sign it so we just sign it so yeah I just had a question I'll that one but to see if we still but I that's a new one that one just came in on in March so this is for November include the C software maintenance and the cloud hosting so sure okay I think it's a contract we we Comm to I think we just need to sign it I don't think we need to move on it I agree actually we don't unless it's something unusual thank you thank you mhm this is the first batch of um motor vehicle abatements that was sign sent out um so there's three copies one goes to the tax collector one goes to the accountant and one stays with our records but they're all the same for the group for the first group of motive vehicle abatements we just processed these are multiple pages and this is a single page I might have left the other page if there was more than downstairs okay we don't do we need to sign the one that's staying in the office yeah as well as the other two right okay the to totals here are $6,295 and 23 that's I believe yep that's the abatement amount right yes and we have a whole list so if you want to look at the list yeah I would like to be a motor vehicle abatement oh okay and this is what we're sending over to accounting right there's there's three copies there one for the um tax collector one for the town accountant and one for our records so everybody has the same data what a thought yeah I don't think we need to move on that one either no oh there's a line there's a line sign on the line sign on this line I notice there's no names below it so I'm safe I put on any line you like and sah won't get mad at me I'm going to put a date under here March 15 18th okay thank you oh okay you want me to collect them down here what's it stated I think it's okay but doesn't matter it's up to you this is um the last motor vehicle commitment um it was it was uh we just got it but it was um commitment number 7 of 23 so it's people that registered their cars at the end of the year um there was uh 135 bills so those those have um will be sent out and that was this is kind of a cly thing that's not 138 for the town the whole year no the the first you guys saw sign the first big commitment that was like 5,000 6,000 bills something like that this is um when people register their cars with the registry of motor vehicles the the registry Waits until they get a grouping to send to the town and they send them out in commitments this is the last commitment for I believe it's the last one for uh fiscal 20 uh for calendar year 23 um and it's 135 bills that were sent out so they're in they're being you know they they've been processed in mail to people this is for a total of $3,791 uh and hopefully I you want to look at it before make a motion or want make a motion I move that we accept than I'll second that no further discussion hi anything else we need to know I just hope I don't have to Abate those seems like a low number today is the 18th day of March March [Music] 2024 just when is do we know when our next meeting is we'll talk about that today we don't yet okay the next meeting if we were to stay on the same schedule is April 1st okay I'm going to hold off on this then um this is the commitment for um fiscal 24 the um the personal property and the real estate commitment um this is you know the number but where Mar myene was having some trouble with the um this is my la4 right out of vision okay um so maybe I'll wait until she feels she has all those issues IM munus resolve and I I wasn't sure when the first for sum I'm sorry Mr no this is a commitment the commitment to collect all the real estate and personal property bills this is what will be coming in if you want to so if if we were to stick to our want to look at the numbers normal schedule uh our next meeting would be April 1st we'll be talking about property for a total so for those of you watching the real real estate number is 2 billion oh yeah real estate number is 2 billion 112 milon $857,000 320 it's a big number our personal property is 64 million 93,6 for a total of 2 b177 m771 n50 a lot of value in a town that's valuation yes y um we have to accept this is that how this goes and to sign it go ahead well I just want to take a look I've see I just read them to you oh I hear you I hear you you didn't memorize it it's State 54 okay I thought some I thought you said the LA 4 I'm saying no I said those numbers came right off of our la4 okay right yeah this is coming into the town but that's not everything that's coming in town the things that come in off the cherry sheet that you and I no no this is not this is the valuation valuation Val nothing coming into town in terms of how they get calculated yes this is the data that would be used in the calculation that's correct y okay um I would entertain a motion to yes I would be the last day of the month last at the end of the month that's a long time ago so it would be the first so the 29th well we aren't in the midst of a 5-year reval we're not killing ourselves to get a bunch of stuff out like that um so I don't know if we want to try to do one in the middle week which is is that also school vacation week yes it is so we may have difficulty getting this the week of the 15th I think yeah oh yes the middle week yeah so we we can meet on April 1st if we were going to try to meet the middle of the month that is the school vacation week so we may have some difficulty getting our third member we meet at the eth is there is there any P we don't have a location I could try to put together if if there's something pressing but I'm not sure if there's anything that's no not really I mean we're we're still chugging along on all the other stuff but may I make a suggestion then that's good idea um let's schedule the first uh instead of the 8th let's tentatively set some time aside for the 23rd which would mean I have to find a different location that way we don't have as long a time between meetings sure and but if if there's nothing that's pressing we will move it out to the 30th okay 8th that's not the 23rd yeah it is the 23 23rd it's the T it's the Tuesday no it's Monday yeah we want we want Mondays oh you got your calendar starts on Monday that's why it's messed up okay not messed up just messed me up okay so we will schedule a meeting for the first MH we'll tentatively set up a meeting for the 22nd that's 22 okay yep and then uh if if that is not necessary or not pressing we'll move to 29th and that way we continue to have this room and we can be back on the 1 and 1st and thir third yeah uh for the routine the only the only thing Mr chairman is that in terms of meetings I if we move on to the next next event in terms of talking about the website but I'm saying I just would like this to have some time to have a little bit of work session and review and go through the whole thing that's valuable so April 1st attentively the 22nd and we can talk about on April 1st whether we need to do the 29th or 22nd how's that that sounds great so they'll both be tentative the 22nd 29th thank you sorry to take that out of order but it helps with all the other stuff we're doing um status of the 5-year reval um we will have to be let's start again we are approved we are certified um and the bills are being created as we speak um part of the certification were were the directives from the do about what we do in prep for both the next five years correct um and also I think we were given some instructions on the interim stuff so uh I don't have a copy of it right in front of me but the directives were eight or 10 things eight or 10 things something like that yeah um including one of the things that I actually wanted to start to address tonight was uh for us to to review the neighborhood determinations that we have today um my suggestion and that's one that doesn't need to be done right off we could live with the neighborhoods we have or we could start making those modifications sooner rather than later so I would like to suggest that we pull together an a Citizens mostly committee to talk about what the neighborhoods are what they should be uh but I'd also like to have somebody in with some uh history in assessing to be on the on that committee as an ad hoc committee but with a representative a representative well and it doesn't have to be one of us it could be someone that we hire even to yeah to to uh sort of lead that effort and I don't know if that's does that make any sense is it has it ever been done do we have could we have a some a Hired Gun come in come in and help us as we redefine our neighborhoods I'd really like to have citizen input on that as opposed to ideally it would have to be somebody that knows about assessing and knows the to correct correct and correct maybe a a a I'm I wasn't going to throw names yet because no no I was just going to say maybe that somebody that has served on the board or knows has you know or or could we hire somebody to do lead that is know about so that's something I'd like to at least explore start thinking about it for sure so I wanted to get that one out on because that was one that sort of jumped out at me as I think that needs to be addressed sooner rather than later because we can we keep finding I won't call them inequities but as one of our public commenters said in some cases we have neighborhoods where there are only two sales in the whole damn neighborhood what what do you do with that what do you do with that yeah you can't use them well you can use them but if you expand it to a larger yes to a larger sample size but you can't really just use two so um maybe for the next time we should come up with answers on whether we could hire somebody potentially uh if we could put together a Citizens committee and and and how many members we might like to have I don't want to try to answer it today mhm um but how many members we might like to have I would rather have it not too small yeah but anything that gets really large nothing ever occurs nothing happens so no odd number and it's got to be an odd number yes so uh that was one of the directors directives that I thought we should probably actually start thinking about sooner rather than later so um anything else on the 5-year revalve that we want to talk about now that we need to talk about is this a good time to bring this up sure so today Vision sent us a copy of their report um on the assessment Services provided and evaluation update for 2024 for our 5-year reval it's a rather lengthy document with all kinds of stuff there's data in here there are reports in here there are observations in here uh explanations of neighborhoods and that sort of thing we were given we purchased three copies it was actually not purchased it was part of the contract Mike likes to do these for for everybody we wound up with three copies we'll have one in the office at all times I I would like to suggest that we actually have one in the office that could be checked out by uh citizens if they're so interested and we'd have to we'd have to manage how we track who has it but I don't think that's a horrible thing if there's only one book and then we the other one I think maybe we should just maybe we should put it down in the library and have them be able to also do the same thing loan it out if we have three uh or we could have one copy that the the board of assessors could have access to have one of the officers I'm just throwing out some ideas on where this information might be useful yeah Mr chairman I it was my intent it ask as soon as I saw that tonight I said I'm going to stick that in our website and if I can get an electronic version of it we yeah he's he's and so uh that way anybody could access it remember I I this website is enormous I mean I have uh just one uh PowerPoint package that's probably 500 slides of different that's a training package but something like that uh our citizens could go back and if they're really interested go and dig they don't have to you know and for that matter they can cut and paste and pull things together and do some decent work with it if it's available I don't where the town has paid for it I think it's public property at this point I don't think that this information this report was required in the contract I think this is something Mike did for us okay we've already so just to follow up on your earlier comment we have already asked the question whether we can get this electronically we've not received a response yet so we don't know that we can so I don't want to say let's put that at the website cuz I don't know that we can actually get it to the website if we were indeed able to get it electronically there's no reason why we couldn't put it out there make it available to anyone who felt like they wanted to read it MH and it's rather as I said it's extensive it's lengthy luckily it's only printed on one side so it's not quite that thick um but it's still there's a lot of information in there as I said we also we just received it today so I haven't had a chance to go through it at all I don't know what's in it um and basically all the reports that mik sent all of you it's all the same right so so all of those PDF tables that we got are available right here every one of them so I don't know if you wanted to take a quick look at it or not Mr rabbit sure sure um yeah I have a problem with this page already so we are exploring whether we can get this electronically if we can we will provide it electronically mhm if not we're going to leave at least one copy available in the assessor's office to be checked out right and some of this is vote on that weote need to yeah this some of this is redundant with regard to looking at the you know process for collecting validating and Reporting the data and the things they look at in the house that's in our site as well sure we got all and so yeah and I like the definition bits it's just bits yeah it's great yeah that's right thank goodness it's it bits on a server Farm somewhere thank you and Mike I know you're not watching but thank you get that report Michael please please give it to us okay um I guess we can move on to well should we talk about citizens ad hoc citizens committee anymore at this point because we had some yeah if you could just give a second I have two and of course I didn't bring the list and I did offer to write a white paper but I'm thinking that how do I how do we make sure that these task force have a structure that's going to support them in terms of as they move through their process of doing an evaluation and you know whether it's a continuous Improvement effort and what what what would be the desired output and the data they would collect and how did they collect it and stuff like that so I got me playing a little bit with a kind of lunberg assessor continuous Improvement via these committees and so I'm playing with that but I'm not right now I'm dying just trying to get the website done y I really am and so uh I if if you if you think that makes sense then I would try and put something some energy in that direction but I got to get past this next Monday and I would like to see how close we can get to having the website so two two comments one is I think it's a good idea to put down what we want a committee to do before we empower the committee yeah um the other is I don't want to wait too long so I don't want to hold up establishing committees to wait for some framework that we don't have yet so um there sort of conflicting there but I think we could probably uh Empower those committees with a clear Charter and and have them go off and do something that's you know Limited in scope yeah this this is how we're going to limit it um so in that way we don't have to wait for a larger framework so yeah I don't honestly if you just give me uh you're going on vacation what I'm going on vacation sorry yeah never mind I I'm just saying that I could get something to you pretty quick but okay there's no such thing as pretty quick right now Reena um well the the one thing um I was just thinking of about your committee um this would have to be things for fiscal 26 because fiscal 25 is in a few months and we've already um the town has already hired um Vision to do the interim adjustment yep so it would be you know just moving forward it would be just for a fiscal 26 right change sometimes happens at a snail snails pace but we're going to try to make sure change happens sure so yes that's a good point though uh don't expect that we'll be revising the World by June and Mike turo will be working again with y with us on the interim adjustment fabulous that is good news indeed and to translate interim adjustment meaning that the inspections that need to happen to keep us on track for 100% over 10 years he's bringing a crew in to do no that that's not part of it the interim adjustment will be mostly looking at all the valuations the sales pretty much what he did for fiscal 24 on a smallest scale right because right now we don't we don't have anybody well is Mike going to be going out and doing the postale inspections and the letters and who's doing that well the office will send out sales verification letters and um the really any uh sales inspections probably should be done from the office yeah on new properties right and so my but we also have to do review every property at once every 10 years yeah right at certain rate right 500 houses per year 500 a year get you to get you 5,000 about 4,400 so yeah and um I'm not sure um you might want to check with Heather on that whether something's in the works I I believe they were talking about an RFP but I'll double check that right I think they were okay you guys right go ahead it's still on the radar I just don't know I can't give you status today right right right question and in the new assessa when she comes on any abatement inspection she does any um new construction she does any reason she goes to a house all that counts towards the ccal inspections right yeah but as long as you have 100% of all the homes looked at over that period of time that that's what you know yeah we we may look at 500 50 because of the others but the schedule normally says okay you're going to do 500 a year right and you have a you have a 9-year period to do this and what I'm sorry nine years have nine years to do this yeah right so that and that so we have two two things we've been talking about one are one is the interim valuation and one is the cyclical right review and so the other question is uh how sales and we supposed to send the Letters Out and for that matter go in and confirm that their arms length transactions CU that feeds a lot of our numbers is that a lot a lot of that is done through reviewing the Deeds going through the deeds uhhuh and reviewing them you can pretty much tell um you know if their arms length through the Deeds you've got to the Deeds you know that that's I owe read through every one of the Deeds that came through um right now all our Deeds are in the system up to December 31st 23 in the past couple of days I've gotten from um I've gotten a list of um some of the Deeds from um banker and Tradesmen that have been filed for um I think I have January and February oh and February m so when the file is set when we can start making changes in the new file I will start entering the Deeds right so I think there's been some reluctance to make any changes until all the bills are done right right so just just to sort of set the expectation bills will be out March 31st they'll the information will have to be uh firmed up prior to that um but I don't expect that we'll do much until around then right so and just a question a sales questionnaire should go out to all the valid sales right so that that's what Nate was sharing with me in fact when was the first meeting I was asking him those questions and he says you know the best way to do it is to basically go and ask them because if if it's it's not arms length if it was a pre-sale agreement between two parties and you can't I don't know how you could tell that for the deed that that that occurred you know there different family members prale agreement is right depending upon what it is it may still be agreement is not on the deed because this question was just asked yeah last week there was a sale and it was to a family member but that was not disclosed in the deed because there was give back money right if that's not disclosed in the deed we have to treat it as an arms length cuz we have to go by the deed right and then Nate was also tell me because people sell their boats and things like that with it which aren't recorded in there as part of the overall sales price and so if I were going to sell my house I'd sell my tractor and my boat and as part of the deal and become part of a a a total discount package and Nate was saying that that would affect the concept of it's disclosed in the deed that there was personal property included we have to go by what's on the de all right so if it wasn't included then we wouldn't know then you go by the sales yeah so and that's how he was finding things and he would actually go and ask do they did you buy anything did that house come with anything and I don't know if that was in so the dean would itemize all the personal properties that no it would just say included was x amount of money for personal property that's what or discounted off the price or giving you a better price and would they say that I don't know I just thought you had to do an interview that's all so we don't have to interview no you don't have to interview okay we'll do the questionnaire yeah because when I was also in the sales verification letter it says right in there did you purchase any um like did you purchase a lot of times the refrigerator the wash and dryer all that's included all that is questioned those are questions on the sales questionnaire right and do we get them all back do we know are we tracking that pretty good or um I wasn't here last year yes you were the whole year that wasn't your thing I not when the sales question not when we did the Sal question yes that's and the reason why I bring that up is that I was I had a chance I actually did go through some of them there were some of them yeah and I did go through some of I asked CJ the question are you doing the inspections post sale inspections and the paperwork and he goes honestly Jack no you just I just can't get there and I know that at the same time a couple years earlier we used to queue off of the building permits and the uh different transaction that came out of the building department and they stopped it for about a year tell notifying people of of a building or a permit being pulled no we still get all the building we we've talked about that several times and that Sheila used to go through them but now we're going through them still so I don't know if we need to talk that about that one again I just want to know I'm was trying to well I think we talked about it and you should already know I'm asking from a from a little different angle that's all and that uh are we doing doing those site inspections and are we doing the letters and are we is that Loop being closed and I don't know if we have a system to close that yet that's all well one of the things should you get your um data collector mhm that person person could go out and review sales that person will be reviewing building permits yeah that person will be doing ccal inspections that's going to cover a lot of ground right and I believe that's why Nate discounted a lot of those transactions that we had we had recorded because he said they weren't uh arms length well I don't think he there were not a lot there were just a couple that he felt should have been included that CJ had um excluded but so I don't want to really spend opinions different assesses different opinions I also don't want to spend much time talk about what happened two years ago a year ago let's move forward and figure out what we can do in the future in the future we need to make sure that we have a process that captures that kind of information so that's all that's a that's a great observation and then we can move on we will okay thank you oh excuse me um anything else about about the fiveyear we should talk about I don't think so I don't I don't think so but you certainly no okay great uh status of community outreach you want to talk to us about the website a little bit we sure uh we had a first of all I want to publicly say thank you so much to Carol McCarthy this person Works two days a week she's got a big long line of things to go on she works in the office two days a week yeah I don't know if she she she's a 19 hour per week person is that what it is 19 okay 16 three hours and she does Cara not Karen in case anybody miss heard you okay I've been calling Cara anyway um so anyway she uh made available to us on Thursday the the sandbox we've been dying waiting for and uh they were and since then we've produced a lot explain what a Sandbox is oh the the sandbox is essentially uh you put your code into and and lines and you try to look what the document will look like or whatever your prototype you're doing and it gets pushed around things get moved and it allows you to at least visually see what our website was looking like we were giving her sections at a time and she was interpreting them in fact I sent her a joke I don't know if you ever seen this one for those people around for 100 years you seen the uh the swing diagram that's where that's where we are right now and we're evolving it you know as a designing a swing desiging a swing it's designing a swing so just uh so another way to say it about the sandbox is basically you design the what you want your final product to look look like but you don't expose it to the world until you are ready so you you look at it in a more closed setting so it doesn't go out into the wild yeah you make and you continually massage that thing to make it more easy to use and such and this is just an an example of you know we look at the list we add the list we change things around we move all sorts of stuff and then she goes out and codes it up and then we come back and look at it again and we discover oh that's not working exactly the way we thought or isn't as easy to read so my hope is that uh we will do that in more items we should be having 90 95% by the end of this uh if if Cara can take everything then we we gave to her today and the other stuff that we've given her uh maybe we can actually on Monday uh do a quick demo or I'll tell you what when I get it I'll send it to you how's that or you can go and visit it now actually you guys can you did send it to us on Saturday thank you I don't know if Reena got one but it was an invitation to play in the sandbox and I went out and took a look at it I didn't have a lot of time because it was Saturday afternoon but I did have some feedback that I sent back to you about the uh what's out there right now is the 2023 Excuse me yes the 2023 uh tax rate we have the 2024 let's put it out there uh we have the sales of values from 2024 let's put it out there um so you know some of that stuff I think we can just make sure it's current oh yeah another piece was the how to read your vision card the way it's laid out right now uh it was in columns so the last two pages which were images of your vision card are truncated so I think we just need to make sure that's set into a separate section so that we can take away the columns and make the whole thing visible so that's the kind of stuff that you'll see in a sandbox you'll see stuff that Oh I thought it was going to do this it didn't do that we wanted to change so these this is where we're doing the fixes before we go live we did just today we did some major restructures in terms of clicking in and uh we're trying to see our sof software is limited in terms of its capabilities normally you can Mouse over something and have it jump up and that doesn't happen here so we're learning but I think we're we're going to be in good shape uh and you'll get a chance to see as we go something else that occurred to me that when I was looking at it when you click on something mhm is there a way to click back a step because there in some cases I was not able to do that I had to close out and come back in yes so there will be there will be again all those links aren't built in there but we did make some lot of changes in that regard uh yeah yes it's there Brian I problem should going to be there oh I just and even learning how to backspace and arrow and stuff and you know yeah thank you Rea for your new tax dates so so yes the new tax States um tax history uh by um overall tax rate oh oh the history of tax rates yeah yeah oh it includes 2024 now yes it does we've renamed the tax original on the site the old site says tax resource now we got a historic test rate and rate of sales we've Incorporated some in Nate's terminology terminology and part of his presentation into this thing great and Nate's presentation is also sitting in a separate area for anybody that wants to go see it and I was just going to toss the folks uh the stuff from Vision into that same people that's where you Direct Read it's interesting do requires that we maintain a library of of historical documents in ter terms of uh you know the numbers that we pushed and uh so ours will have that but also we'll have some processes in there the the toolbox is kind of focused on us because honestly in two years I'm out of here two more years I'm counting and there's going to be new people coming in and I know I spent a lot of time just trying to what the heck is going on where is this stuff so this way it'll all be available to them and hopefully for the new members there is some sort of onboarding process and all this is sitting there for them thank you for trying to pave the way for the future I like that isn't that what you're doing that's what we're both doing that's what this the website is to make sure that yeah both those folks who are in the assessing world and those folks who are not in the he's back or yesterday no I spoke to him today but he came back I guess late last week from skiing and uh they their plan and Tom's I guess still in the fence as to whether or not he's going to participate with it but Lou is basically thinking that the presentation that they gave to the town when it was voted and approved he will rehash that and add comment to it and that's on the the bill 3911 and what's that just tell folks what the 3911 act authoriz the town of lunber gust sh means tested senior citizen use English I'm reading it I'm reading it okay it's basically uh another uh way of allowing property tax exemptions to OCC in history and what happened within lunberg with reference to the house bill and where it is right now so he will go in back into the detail on it uh and this will be helpful for a couple of the things later on uh that are I'm not going to talk about them because I don't know enough about them okay but you we do have the power as a board of assessors to waiver uh someone's not just deferral but actually waver them if we believe there's a tough enough Financial thing going on and well they have to there's a there's a form they they have to fill out for that and it's um it is um approved by the board but there are certain qualifications that have to be we have to write up clearly that and I think we have to we have to take it to town and the whole a few other things before we can even consider it and that was written up in the state documents and so but you're not talking about that not talking about that let's sck with the senior Cent it's going to be very helpful okay the proposed recommended changes on the 41c that's what we went through with the selectman pretty much a rehash of some of that and then just the quick website if and we'll tell them hopefully in another week or so that'll get swapped out and the new one puts up but I don't want to put it up until you guys bless it all so uh I don't know exactly what the time will be on that one okay within a month and then there's a Q&A at the end perfect so that's not changed that's going along we have The lunberg Ledger coming in I talked to the reporter I said we would send him some Advanced Materials that would uh help them with that uh yeah what else do we need to do and okay yeah thank you for the summary um and thank you for undertaking the effort to go out to the see the seniors I think thank you it's a good thing it's a really good so that's been the long on the working long in the working Rea you it it had to be done in a specific time frame it didn't really make sense to have it done 3 months ago or 6 months ago so believe us well and and by the time it came to do to do anything nobody would remember it so the the timing had to be perfect or better uh discuss and decide on 41c exemption increase uh so at our meeting with the select board we did hear that at least three members would have supported the option three as opposed to the option that we chose um if we want to revisit that and say that we would like to have the option three be the one that the bo select board uh promulgates then we can do that M um so I would unless there's any other discussion i' like to um first I we probably need to have a motion to change to option three which we then discuss so if you want to we yeah uh anybody do do you want to move to support option three first we'll have the discussion right after that I would move that we I'm not vot necessarily voting for it but I would move we move to option three which is basically two elements being changed Y and one was the question of reimbursement age age and down from 70 to 65 and then for that matter the reimbursement to the citizen moving from $750 up to a th000 I will second that now we can have whatever discussion you want to have about it okay uh the the reason why we chose only one option Mr chairman is basically the Sensi ity to we want a at least a half a loaf and we think that uh there's a I don't think anybody would ever deny anybody a half a cup of coffee you know in terms of the whole you know the whole year it may cost you 59 cents or something in that R realm uh to help these people and that would and if we did that plus we uh increase the reimbursement level uh we'd be at buck and a half thereabouts and so uh I don't have the numbers right in front of me buck and a half uh so the total impact to the overlay of the one we proposed mhm was $2,500 essentially the one we got uh yes and the one if we had if we had proposed option three the impact of that would have been God you're talking to guy I think it was 10,000 10,000 yeah so uh the the question is do we want to support uh going for the whole loaf mhm be because there's how much risk is there that if we go for the whole loaf we get nothing versus if we go for half a loaf we get nothing right and so uh now I had a chance to sensitize that question out and there so there's hesitant hesitancy on uh do you want to go for the wholeo or do we just want to get something for somebody and use that the reason why we chose increasing the enrollment you know that the age decreasing the age decreasing the age just basically increasing the the overall enrollment in the program was that it would allow us to get a handle for what the level of participation would be at a lower cost you know and so uh then that would give us a Baseline but to the selectman's point in the discussion this isn't a lot of money for helping a lot of people that really need it and so for that uh I'm always a sucker for that kind of stuff and uh I would I would say you know what let's go for it I wouldn't be surprised if it get modified on the town floor but at the same time you vote first and we have to get them to vote for it so I don't know so just by way of information there is a possibility that that the motion will have to be modified anyway to make sure that we are within the bounds of uh the guidelines that we have from the I don't know how much it might be modified um yeah it's a possibility that we might have to modify it to include other exemption types if that happens we'd have to figure out what the implications were to the to the overlay in our discussions with with Becky where this is the particular element on 41 uh c i I know we don't have to consider the issues of veterans and things like that there's another whole pile of them well there is uh some guidance from the Department of Revenue that says that the all the exemptions must move together right right so if 41 series nope no no all the exemptions 22 okay 37 and 4 one and what's is there another one oh that's the only there the only three for that I think 11 um blind yeah that's 22 and 37 are uh and your 41 C's that's okay seniors and you're blind so Town Council and the select board are working on are they determining whether we have to do that all we want to determine right now for us for the board of assessors as the proponents original proponents is do we want to support doing both doing option three which is both lower the age and increase the the reimburse reimbursement yeah so we can decide yay or nay that's all we to decide we we we can't decide any of the stuff because we don't know it yet right okay now that's a little bit contrary to what I'd heard from our agent but let me uh that's fine I mean that's information so the question is that being up outside of what we are talking about right now cuz we don't know the implication we don't know what the answer is yet what we are talking about is do we want to go for the the whole enchilada or not and I'm I'm I'll go either way I know well you get to vote and I get to vote and Sarah's not here to break the tie so we may not vote the same that's okay that means we change nothing we may vote the same in which case we will either change something or not change something I sure wish the selectman had taken a position but I believe well they did say that they would support three members would have supported us coming up forward with option three that's a majority that's enough yeah but so the question is do we want to support that you know what let's go for it but again I don't know the implications the financial implications if we in fact have to go and support then that's a different question we going to have to the uh if we give this increase and it's essentially uh you know 30% increase or 25% increase uh do we have to go and increase the veterans but by that 25 30% I don't we don't know the answer to that question we have we have to take a vote with the information that we have knowing that there may be some changes later on which would have some impact on what our vote might be at that time right but we take it out of the equation and just say Okay taking it out of the equation I would support in uh number three so that's what the motion was the motion is to the motion was the option three okay and it was seconded that you made the motion right okay you were there uh so you want to are we ready to vote on that yes okay all in favor I I thank you we may know more I don't know when I believe we're going to supposed to so we can record that as MH oh we can record that as we are we supported option three uh we may have to revisit it if we find that the implication of having to do the exemptions across the board um if that's a reality then we would have to figure out what the what the impact was were was and we would probably the document that we put together and signed gave to the selectman I guess we'd have to retract that now and no um cuz they they would have to have modified it anyway for whatever legalities we have so I don't think we have to change that just tell them that our our support is behind option three okay thank you uh anything else we should say on that now that we move forward I don't think so okay uh discuss Futures Zoom I should just give a count at 5 and wait and see yeah it's just struck me okay uh there was a question that I brought up that I was looking at the uh redemption or contribution back from the state and I couldn't find where it came in and I couldn't find out where we' actually build them and apparently the Assessor's Department is supposed to generate a billing to the state I sent you not a billing whatever it's not a billing there is a report that's submitted through right should I let you do this all no I should you do this probably yeah cuz you're more familiar with it but we we create a report through Gateway and here's here are the exemptions that we've approved and that we supported and then the state comes back and tells us here's how much we're giving you back and it comes in through the cherry sheet it doesn't go back to the overlay go or any place else it goes back to the cherry sheet so it's in the general fund um I also was trying to find all that information and we have limited access to some of the reports that I think we supposed to have so I'm going to try to find out tomorrow or Wednesday why we don't have access to those reports Reena has access to a hell of a lot of more reports than we do that I think we should have had access to right along because the documents that we did look at go back 20 years and we've never seen it and somebody just didn't send that it was LDL mdl or whatever what's that section that they put on hold so last we don't get to see the reports so yeah the mdm1 is where all your exemptions are listed yes and the the um the town uh the state supports up to like 20 41 C's they only reimburse up to 20 people anything beyond you gave 40 of them the rest is on the we're at 73 no we not we're not no there's 18 we were we were allowed up to 73 we only had 18 18 that's what I'm saying but so but the state only reimburses us for 20 well our limit on that form said 73 as our limit it looked wrong because we were the only ones that high I don't know why that report said that but that's what it said on the report so that's why I want I want to I want to get a clarification on what all those reports say because what it appeared at first was we were not getting reimbursements but I think we were we just we weren't able to find it so well I looked at because I entered all the mdm1 last year and because it had not been entered for 22 I was told by do to enter the two years right so so I did there is date out there for 22 and it doesn't show any it shows the reimbursement for the veterans right yeah and I think it was the blind um there was only um $300 that came back for the blind in in the material I have um from the do it says there's a supposed to be a $500 reimbursement for seniors but they will only reimburse up to 20 seniors if you have like I used to have in gr like 40 42 seniors but they will only reimburse up to 20 so in November you submitted a bunch of exemptions right and it were 22d and 22e those are all all those are your your 100% are totally disabled so this in this indicates that we got $825 back not a th000 for all those people that we gave the veterans all those veterans that we gave an exemption for a th000 to I don't know why we only got 825 because that's only what the state allows well oh they only give us back see I don't I couldn't find that anywhere and that's okay I just I so what I said earlier still we are not clearly getting all the data that we need to get in order to make an informed recommendation or decision on some of this stuff it doesn't mean that you're not holding anything back you you have virtually access to everything so that's good you've got it I just want to find out how we go about getting it because we don't today have it um and went through and this was the this was without names this is what they reimbursed Us in 2024 on the 2024 report uh the 2023 23 this says 24 right on the top I can't really do anything about that well we submitted them for 20 you you submitted them in November right right I recall that yeah and this is the this is the same so that must be what they this the same list except they they put the names on here do you know do you know the um the document I had last week yes I was looking for something like that I couldn't find it U that was um you know that was from the do y and on um I'll bring it back in because I was going to make a copy for my daughter um I'll bring it back in CU on I believe it was page nine it gives all the state reimbursements thank you so the point of the whole discussion was there was there's a lot of information that's out there that we don't necessarily have access to today that we probably should have had access to so in and also so we are we're reaching bad conclusions because we don't have data right and also and I don't mean point at you I mean we are we are reaching bad conclusions because we don't have the dat we both looked at the similar reports and came to a similar conclusion there's nothing there in fact there was well yeah in showed up on the cherry sheet but we can't can't see all those lines and did we get them all in and again it's back to a process thing did we make sure we got it all in as part of a checklist to closing out the year so I would say that based upon the work that I know that Reena has done she fulfilled the requirements of the process not necessarily as early as we would have liked right but but they got done and in fact I think we're getting some Fe feedback now that says yes we've received your information and we are acting on it so I think the state is acting on the the information that Reena filled out that hadn't been filled out by the hadn't previously been filled out that yes cuz I had to submit two years yep and if you go back and look at the 22 it uh 23 it says submitted by Arena 22 it says it was submitted by somebody at the do really okay I haven't seen uh I don't know why but I I'm pretty sure you did it I don't know why it says they did it but well there were there were um there were a couple of forms that um I had to do and then I think the um based on the information I put on that mdm1 maybe that's where they got their information somebody else filled it out or entered it for us because it was some kind of waiver thing probably yeah in all likelihood we and the one thing was told last year was because it was entered so late they're supposed to be filed by April 30th all right because the everybody has till April 1st to get all their exemptions into the office they have to be in the mdm1 by April 30th and it was like the middle of June into July when I was told to go in and fill those out sure because they hadn't been submitted and the final submission was like November 23rd or something right and probably not the 23rd but November something these people have to come in and file their abatements and we have to go all through them and that doesn't give us a lot of time to play with let's well you said a batement no no I mean we're talking exemptions here let's be precise you've already gone over all the ones for fiscal 24 they are now in the Billing System okay anything that this summer we will send out all the applications mhm for fiscal 25 those have to be back into our office by April 1st then we have um until April 30th right you got a submit of next year right yeah yeah because um I will go in with everything you guys sign this year I will go in and submit them M some some time in in April right right maybe the middle of April because you might have a few stragglers you know I do have two other On's downstairs you have to sign so um as long as they're filed by April 30th so luckily we're meeting on the 1 so we can sign them we can do it yeah so everything that you you guys have signed is already on the billing file for the fiscal 24 exemption mhm right right right right right so it's confusing as hell and we had limited data or no data and and we were looking for data we found zeros so Zer and we looked at another document that would have gone you were going to give me the name of the person I should contact CU I didn't write it down I was in the car oh either Linda Bradley or Donette in um remind me uh oh I just wrote that down I'll send you the contact information oh stop writing it down of the phone numbers um I believe Linda Bradley is the one that sets up all your what you can and can't do and I believe Donette was the one that called me to told me to do the submissions two different so I think it might be I'll check with Linda Bradley to go back around again and and we have several sets of written questions already so we could take those kind of summarize them and I'd really like to get that happening soon and as I said earlier we were we were we were running like crazy to get the 5year done it's done so now is the time to start picking up all those things that we've been laying beside the path until such time as we had time to pick up on the side yep so um I'd really like to maybe put on the agenda for the next meeting a review of those questions okay um got a question that we've gotten from the public and how we can consolidate them into U something that we can get back answers to because many of the questions were overlapping many of the questions were somewhat redundant to each other and some of the questions were already answered but Mr jman are you thinking of Mike and Nate show together I don't think they'll do anything together I don't think either one of them will come I don't know about I don't know about Nate I know Mike is really too busy to come and or even to have time to do a zoom with us uh but we could send them questions so I want to consolidate the questions get them out and this is the the something that I was hoping that we could do with an ad hoc committee I just think we need to do it and get moving on it um having said that I know you're going to be I'm way limited availability um and and I don't know what Happ my primary focus right I don't know what's happening with Sarah right now as far as her ability to to spend much time with us we don't know um so uh I'll try to pull crew together we got to give them a real good Mission and a vision of what the output is and uh give them an outline of the process that we would hope they would use to come to that conclusion and uh you know in that way you can demonstrate it with numbers you can build I'm with you on everything but the process I like committees figure out how their process works but I mean you you give parameters of of expectation right otherwise you're going to end up always something you set the expectations yes I have problem no problem with that so uh yeah let's I can I can do as much as I can do I well we're all trying to take a deep breath I know I'm not there yet uh future to topics I'm going to leave the work breakdown structure thing on future topics right and organization chart as well the two of them kind of go together and the good news you told me a really interesting I didn't realize you gave me a good piece of data that Sheila actually has done some sketches or kind of defined how some of the things she's done it was already in place yeah it's a c it's that's that's the culture this is how you do things and Sheila's kind of documented that there's no IO input output what are the processes she's come up with something as an outline of what she tries to do and it was already in place for for Shaya yeah it was done by somebody else okay so it's there I'm really interested in seeing it and and seeing what we can do and start filling in that part of the puzzle is that something you can share with us a copy of or is it hard copy only or is it what is it it it was a notebook I found there's a lot of handwritten stuff in it a lot of um I think it it just came through the ranks like sure Louise to Sheila and perhaps just a thought much like our minutes we we we maybe we could hand it to somebody like Danielle who when she has a spare minute if she has a spare minut ever cuz she's doing a great job on our minutes um but if she could sort of summarize that put it into on the computer but I don't know yeah but I I don't know if she would understand I mean you know you have to have that backing background y if you just grab it and bring it out and either Brian or I let's let me take a look at it and see if it's if it's and I didn't look through it I don't know how complete it is I just left it in you know there's a lot of notebooks up there it's a a policy that we want to follow and then we need to just document them put under control and say yeah that's this is our history and and it sits there and it becomes part of our website in terms of our policies and that we start answering the these questions either through that or through our frequ frequently asked questions list I've only got two so far that are frequently Asked there you go but uh uh yeah that that's an evolving piece as well should I move that up into current business as well sure why not get it in there get the conversation going I know at one point I tried to move it believe last one of the past meetings or something it was a note that we actually found a piece of property that had never been listed on our in our record we did I thought Brian you mentioned it when you were going through your there was a piece of property that was uh they had just found it and that had been and somehow hadn't been part of it maybe I'm maybe the context is throwing me off I I don't it was it was never on the on the rolls on the tax rolls at all but there was a piece of property that were in a building of some sort that had never been taxed did I interpret that wrong it may be the context of your question and I don't recall what the context was okay so uh and the question does mean you didn't hear me say something about that I just can't recall what that would have been you're we're both in our 70s now we hear things okay so just a just a question on that what would the question would what are we going to do if we just discover do we hit him backtack what do we do you can't do back to exes you cannot go back correct we and a person coming to us cannot do in a we cannot also not go back we cannot go back and hit him for anything that we fail to okay here well you answer the question Cent here so okay this year okay the other thing is the reality is that uh you know Sarah is going to be not coming on and I think we need to start some sort of a formal program says we are looking for somebody to be to join this team you know just get the word out and just say hey we need a replacement and uh you know it's going to be hard to replace Sarah Sarah's really good and she's fully did all the exams and everything else and she did them in record time so yeah we got to find a a replacement so the public announcement for everybody is if you know of someone who might be interested in spending an awful lot of time doing assessing work then feel free to give us their name and we will recruit that you're you're not selling this very well we'll recruit them this is a chance to really work a lot of late nights no yes yeah there's a lot of work ahead of us but we had to get this bulk of work behind us right so oh and and Reena you and I talked about this today you know the uh these brochures for the conference do we have us we just print them up as we go or is this are they provided to us or the state send us a bundle of these or no um those come right off the do website right so you print them up here off that huh because we're anticipating that during the conference there's going to be a number of people that want to know about the 41 and for that matter the deferral possibilities so I'm saying okay I need some brochures okay I don't know you I don't have a body count right now but 20 of each you we can just say if you we ran out give us your name and we'll get them to you or go to our website and you can draw these down and read them right on our website well some of the folks that you talked to next week yeah my may not be able to do that on the computer that's right um but if there was any interest what we could do is you have just a couple copies there just one or two copies yeah and then say if you need one write your name on a thing we will get you one there's there's a sheet um that's a little bit more generalized we have hanging on the wall it gives kind of a condensed version of if you're filing for a 41c what the income requirements are the age and that stuff I think that would be a better copy to hand out rather than giv them the hole right okay cuz that's that probably makes sense and you can make 15 to 20 of those no problem okay that's a good idea and I will try and sneak over this week if we can I love your wall you know and if we can put them on the boards we can bring it over oh the the sales sales wall you were going to bring over the boards yeah I was I saw he had them hooked up there I said yeah all of them will fit on one will fit on each board and I I know what to do now
