facil director all right so let's get started um so why don't we start with the facilities director and Recreation director update all right um I don't have a huge update this week um Karen did bring to our attention there were a couple issues over at Wallace Park um trash was overflowing and the the merry around had some damage to it and some damage to the Snack Shack um trash has been cleaned up the mar go around is partially fixed there was more damage than we thought and it requires some welding to repair it um so that will be done hopefully this week and just waiting on the electrician to remount the lights on that building other than that Chris do the lights even need to be replaced on that building I can't tell you the last time they were used um well they're knocked off so we have to do something with them okay you know we might be able to might be a to put them back but the style that's there I feel like is screams hit me with something for vandalism stuff that's what I'm so I was thinking something more more slim to the wall like what's actually on the when you walk into the Ritter building there's some slim sconces there I was thinking though uh would be a better option harder to knock off um other than that let's see the ifb for landscaping I have sent over to um our procurement officer for her to start getting that into the proper format to go out um did include the comments that you would sent over Karen thank you trying to think of what else we have um I have been in touch with the the baseball program and talking about getting the field set up for them um we hopefully have a meeting over there with them either later this week or beginning in next just to sort out setting up the field it's a little different this year without the Phillies on the field so um working on that and that's really all I have for now um Chris how often um do you or DPW uh pick up the trash at down my wallet um well it used to be more often because DPW actually picked up the trash it was never facilities CU you know all we have is a pickup they have the dump trucks and now that it's kind of a facilities thing it's it gets done less often so I need to I'm working on trying to come up with an easier way to manage the trash over there sorry for asking but what is often less often I I'm just trying to because you know we get a calls from residents and you know and they ask us that question like you know how often do you guys come here and I'm like I don't know um so how what is often and what is less often um as far as emptying the trash we don't just automatically empty it every week whether it's full or empty it's more of we swing through the parks you know for the most part in the offseason once a week we swing through and look at stuff is typic what we do I don't know how the things that Wallace got missed I hadn't been over there in a while but um typically we like to get to at least each site once a week so that's offseason and during the season how often um it all depends on what's going on there's there's no set schedule for it you know it's as we drive around from building to building we we pop in depending on where we are so okay um you you were looking at that trash uh changing the the trash can did we move forward with that or no not yet I'm I'm still waiting to see the pricing and it's it's one of those that I work with DPW but they handle that contract so okay um do you have anything else I do but I was let's let me see if Angela hits it cuz she may hit it in her update okay all right um okay so this is our second session now for our indoor stuff that we've been running so not as much as running this session just in terms of we had some rentals that were doing Mondays and Fridays they didn't need the space anymore so that did open it up a little bit we still have Tuesday pickle ball running so they have an intermediate and a beginner's program and then Wednesday's pickle ball afternoon as well we have really good numbers in I would say all the pickle balls except the Tuesday intermediate one seems to be kind of low in numbers um and then Thursdays we don't have any beginners volleyball it's just intermediate now so that's going to run through March and April um I don't have anything set up for like after April just because especially pickle ball they start using the outdoor courts uh so it's even seems like the end of the session on nice days they may go outside instead so I didn't set anything up for May um in terms of programming for May I think I touched on this last time so April vacation we have two programs that we're offering so if they want to do a half day we either have 9:00 to 12 there's the multiports camp and then we also have snapology that was running in the afternoon I have really low numbers on that right now I sent it to the school we've done the advertising for it so I'm not sure if it's just a lot of people going away on vacation I'm hoping people are just last minute with the numbers um right now we don't have enough to run either of them so I'm hoping that we can get more numbers for that and just in terms of summer we have a lot going on so um most of it is youth programs on a did mention I should start looking at adult things but some of the vendors offer it for both so we have the painted Goat coming that did our Halloween paintings so they're going to do resin work with the kids so that would be a 4- week shop it basically like be every Monday in May except we skip for Memorial Day so that's for grades K through 5 and then we're doing another session uh for I think it's 6: to 8 so it'll be one after another so we're hitting all those grades for that um in terms of some family stuff we have um Westford has good pick and Farms that we're having come and we're doing like a books with bunnies so they bring a bunch of bunnies it's basically like 20 minute groups and we can have 20 people in each group so we can get about 60 um that does include families though especially for the younger kids um and then they said either they can have our farmer read the books or the kids read the books to the bunny so it's kind of cool and then the other program we have running just for families would be um it's called science Heroes and it's kind of like an Interactive Science Program so um that would be basically K through five for the grades but once again that's a family thing so not a drop off program um I am finalizing some adult programs for summer so one of them is the resin and Clay work we just haven't finalized dates for that uh Beach yoga we're planning on using the beach after sunset for for that so no swimming or anything like that but once everyone's gone for the day we're going to set up some yoga mats there with the same instructor we've had um and then after that it's basically school vacation so we have almost a program running every week we have the game time training coming back which was the basketball program uh that one's grades 1 through five snapology is coming back for their stem program the 15th of July to the 19th that one we offer full day and half day so it'll be like 1 program 9: to 12:00 lunchtime and then we'll have program 12:30 to 3:30 so they can either sign up for half day or full day for the whole week um best soccer coming back July 22nd to the 26th I did reach out to the school to ask if we could use the turf again cuz I think we had like almost 30 kids last time yeah they haven't gotten back to me so just trying to figure out like if they don't get back to me other options that we can use who did you reach out to um I reached out to the superintendent Liz her secretary um Eric who runs the like facilities there and then the athletic director okay last last year I organized with uh with uh Kevin their athletic director yeah so I sent him a message to ask for him when did you send it um it was either Monday or Friday last week okay I think it would be Friday so probably is why um other than that there's one week that we set have open I'm waiting for nation river water um to get back to me about that we've R A through uh 3-day program last summer we had pretty good sex with that success with that so I kind of want to do that again um dates again are just kind of up in the air I think we did 2our programs it was for 3 days so we're looking to do something similar this year um and then the ma sports leagues is coming again there's a little different CU they do one group for the younger kids which is 5 to 7 and then we'll do one week for the older kids which is the 8 to 12 so just that's what I still have some finalizing to do on but other than that um everything should be on my wreck except so I did put up the memberships for the beach season I just didn't put up the day passes yet or uh the swim lessons so other than that the memberships are up uh the good thing is that I realized last year we did order a bunch of the new cards for people but if they have a card from last year for like their memberships they're able to use the same card um it will still be connected to their account so hopefully we don't go through as many cards if people actually have them from last year um and then just in terms of lifeguards I did get account of how many are coming back and how many are not so with Liz we should have Liz and then four of the lifeguards coming back the only thing is some of them are not available as often as they were last year um three are not coming back and I have like I'm in some communication with some of the people that we were looking to hiring um I guess Julie doesn't do that which I thought she did so I told her I would take care of some of that um I did ask Liz maybe just to send me some stuff I know she's not technically rehired yet so um obviously I think she'd be better fit for asking the questions that would hire that but um I'll just ask her kind of what she thinks and then go from there but I have the questions that we used um the co I think it was the co year um okay I I think I have them on my computer I can send I don't know if have something but um and then I guess the last thing I should say about that is the anyone who's not certified or anything like that they do have the Orchard Hills Athletic Club has during April vacation they're running a certification program Monday through Friday so that's an option for anyone who's actually not certified and wants to be are you advertising that yeah so that's what I did put add to the fower that's sent to the school but I did add all these things and I just don't have flyers for anything yet no that's that's no getting them up takes long enough yeah yeah yeah okay well that's good any questions for Angela so I do um and Chris you may know more too what is the current usage going on down at Marshall I uh right now the only thing that's going is the high school baseball team is kind of informally practicing and they've started pulling some of the stuff out of the shed is is my understanding um they did ask about raising the net and I said look at the weather that isn't happening this week um but there's nothing officially sched done at the moment and I do know that another Porter party got dropped off that I'm trying to figure out who it is and I'm also chasing the company that left the two that told me they would be removed a week ago as to why they are still there okay so so um softball's down there um I just I don't have an issue I Haven seen softball yeah I don't have an issue with them necessarily using the fields as long as you've cleared it so that they're dry um yesterday when I drove by so um on what day is today Wednesday Monday the first message came in of a resident complaining about um cars on both sides of the road during um I think it was pickup of from the 90ft diamonds um and they were annoyed and I'm like well you can always call the police you know it's your right to do so and I just sort of noted it and then so yesterday I drove by wondering if I was going to see the same thing and the 90ft diamond was empty so I swung around and went in through the um Mass abide and I saw that third portapotty um and then the softball program was on the softball field and they were down on Powell and I just I don't Powell's usually very wet so I don't know I just want to make sure our field yeah I wasn't aware they were out there yet Karen so okay I I'd only talked with the I talked with the athletic director briefly and then the baseball coach but I had not talked to the softball coach so I'll swing by tomorrow I know the 90 foot Diamond at the moment is fairly solid okay for this time of year but you know this weekend's obviously if we do get any snow it's going to make a mess of it for a couple days and I'm going to assume that if that third Porta party was just dropped off that they were just that none of the paperwork's been filed with either you or with the Board of Health um that's correct I don't have any paperwork so I'm trying to the baseball coach didn't think it was his so okay I'm trying to track it all down yeah I'm I'm not as worried much about our side of things as long as we're if we as long as we can keep up and make sure that they're clean cuz obviously in January when Anor and I were there they were not clean um I'm it to involve another board um I would rather not go down that road again we've been there done that no I I I agree and I actually the two that are there I called them and I guess what had happened is they sent a trar to pick it up they only pick up two and the guy told him he picked up all for so in their system their pter potties were back in their yard oh nice and obviously they weren't so they they told me they were going to remove them right away and clearly that hasn't happened so okay I put another call into them today all right thank you all right um any other questions for Angelo or Chris um the only one that I have is do you know the number of lifeguards we need in order to operate the beach the town beach Lake I really don't um I think it more has to do with their hours so that's another thing I was kind of curious a lot of them were like yeah well I want to come back but it would be like you know more part-time than it has been so I was thinking about reaching out at least getting like a rough estimate of how many hours a week people think they can work just so I kind of know how many people we need to hire um I don't want to you know rehire too many or anything like that to the point where they're not getting the hours I think that was more of an issue a few years ago yeah um but they weren getting enough hours but I think we're going to have plenty of hours this year I'm just hoping the rain isn't I'm just wondering so I guess you don't have the answer I would say like we should hire three to fill in for like back fill for the three that are leaving that would be my thought but but if we don't hire because it's hardge p what is you know if we only have four lifeguards plus L what is that we can operate with those numbers like we got to have that answer to ourselves okay so I don't know if you have thought about it it's just I think it's just it's so dependent like all the four people are like yeah I want to work a full day and then in that case there's it's staffed yeah but okay all right Chris you want to make your plug Chris Ruth he he offered me one day he wanted to make sure that I knew that um they'd pay if I wanted to go get lifeguard here so Chris I I'm assuming you're extending that offer to everybody on the commission he probably walks away all right um so just the next couple things here um tell Beach yep so currently um I met with Chris I think it was last week uh or two weeks ago um we are going to aim for Saturday April 6th to do um to put together a volunteer crew to pull out the carpeting and the subfloor over it April 6th April 6th okay yeah um and some of that's going to have to be a little weather dependent I have not put out the signup sheet yet I figured I would do it sometime early next week I didn't want to give too much leadway and then people forget about it um and that way I could get a better idea of what we're looking at for weather too cuz if okay I I I don't know I'm not 100% sure we're done with winter so um if I I don't want to end up going through all this you might be able to plan the removing of the carpet and the painting at the same time because we'll paint the walls and everything before we put in the floor the new floor I can talk with Chris again um I think we need to get this carpeting stuff out because the other problem is um the trim that's there is going to have to be removed right and we don't want to it wouldn't make sense to we we I I I was I was going to leave it and then we were going to determine what needed to be pulled it doesn't make sense to take out the carpet paint then pull off that trim cuz then we're going to be painting again okay all right all right um so if I may just um the ideal plan would be pull all the carpet out get all that out swept up and cleaned up pop all the trim off the wall where we need to um and then either paint then or paint after the we have to put a quarter inch layer of um plywood down over the whole floor Y and then you basically you want to paint before the the finished floor goes in because then you don't need drop cloth you can you can make a mess of a thinking okay yeah all right all right so that's good um Earth Day Celebrations update so I've been talking with Mary we have um there are three confirmed um roadside cleanups um Mary has been uh having conversations with the police chief about where is is a good idea to clean up and where is not um in the post I had on Facebook there were you know several people who suggested that Lancaster a and lemonster Road and um 2A needed cleaning up but the chief recommends that we not right um do any of the you know first of all the state Roots we need to not do and anywhere that's heavily you know traveled like that so we're stering clear of that but we're going to be um uh Anita has uh offered to do with with a group to do Chestnut Street and the Town Center so not down 2way but you know um the chief said the center was fine um and then we have another group who's going to do over by the whum lakefront and Prospect Street over in that area and then we have the um boys and girls club um staff are going to do um over at Wallace did you get um anyone to do Veterans Park um that I believe um the boys and girls club club members are going to do a weekday cleanup while the kids were already at the club and they were going to do around their area Veterans Park and over the library so I've been in contact with the library but have not gotten what they want done or or anything so um Michelle from the Boys and Girls Club said that they would just they could just do a General cleanup of that area unless they come up with you know a particular project um okay so they can just do they so they'll do that whole area like probably the week after um April break yeah like on Monday or Tuesday or something they'll they'll do that area themselves um and there's a couple of Scout Troops um one that Michelle said will probably um might go over to Wallace with them which is going to be on a Saturday um the other Scout Troops were looking at sort of organizing their own event I think so Mary's been talking with them about some other possible um areas she was suggesting maybe Marshall Park because I had reached out um to little league and did not hear back I was wondering if they you know in the past they've sort of organized a clean up but I didn't hear anything back so I can talk with TJ I I hear their Pres has been kind of busy profession well that's what yeah and I heard he was somebody new well last year I was coordinate with um I a little bit of weather dependent I'll put you in touch with TJ okay um we so last year they did it but we had there were at least six other volunteers that showed up for Marshall day um and um and last year I led the Town pound um are people able to sign up for events they want to participate or that's what the three uh cleanups that we had were two on Sat on one Saturday and one on another Saturday um Mary's working on getting the sign up she's got it basically ready she's just she wanted the chief wanted to clear the times and where we're going to be he also said he's going to maybe be able to send like an officer over to help and they're going to be able to give us um cones and like you know high visibility vests and whatever to you so he he's trying to confirm where we're doing and what hours and then Mary's going to get the sign up out but again we didn't want to have the actual sign up out too far in advance so it's like we're looking at April 13th and April 20th um so we're working she's got a QR code and everything going we're just working on times so people can sign up for those there's a couple of other projects um there's an NHS project with that's like pulling some invasive species and they're just going to do that on their own as the NHS kids and whatever so not that won't be a sign up right for that one um and I think that may be the case with the other whatever this other Scout Troop decides to go with um and I think the Girl Scouts are just looking at maybe as individual troops or whatever they're going to sign up for whatever events we put out they weren't it doesn't sound like any of them are looking at organizing their own event this year so they'll kind of jump on to some of the other ones I'll I'll look at my calendar for April and I'll tell you I can lead the to pound and like I did last year so I can and then people can sign up to help clean up from Town pound that's great yeah um all right can I do something along norfield or man Island stuff like that I Happ you did yeah just let me know where you want to do so we can um run it via the police chief um okay anyway like the you know yeah that's great so just um yeah I'll I'll check in with you about a date or whatever yeah that'd be great all right um so I think for updates like that it's mostly relevant to press and Angela I don't have anything else if I don't hear from him soon I'll probably I'll reach out to maybe his mom okay a little bit tail on all right no that's why I just have these things as open and I just keep it on the agenda um all right the next item on the agenda um kin AR is going to speak to it it is discussion quotation vote on closure of parks properties for reserve and Rental use specifically on the first Saturday of May okay so I had asked Anna to put this on the agenda I we did talk about it um briefly a couple of months ago um so right now um when when town meeting happens which is the first Saturday in May the school fields are not open for rental by any outside organ any organization in town to or outside um it's completely off limits we on the other hand don't have that same policy and as we are working through this current budget season as we are looking towards a potential for a two and a half override as we are looking at potentially a another long town meeting um I I'm thinking that well I wanted to have another discussion with everybody to see what their thoughts were for unclosing that Fields I feel like it is a complete slap in the face for people who sit in town meeting for hours and there's been times we've had 12-hour Town meetings close to it um and we go there we stay we do we do our civic duty and then we leave only to find out that you know the rest of not the rest of the community but a a portion of the community was out using Town Fields while everybody else involved in town is at town meeting um right now um things have changed since the last time I was involved with baseball um back when Colleen's kids and my kids were young that baseball at Marshall and any of the other fields they played against lunenberg V lunenberg teams I think that's changed I think that there's a lot of inner Town mixing and mingling so I know that it could be shooting ourselves in the foot if we close those fields because it could drive them out of town I think that's what happens I know actually no that's what happens withc what happens with soccer and I I don't know that we do ourselves any favors because then what happens is our fields are closed so everybody plays away like the games don't not happen if everybody cancelled all of their youth sport games every time there was town meeting now it does seem like a lot of towns around here are going to a week night meeting but if everybody who does it on Saturday stopped all their youth programs the kids either would have a really short season or they'd be playing through July so as far as that which is the you know the school closing them or whatever I kind of think we shoot ourselves in the foot and get parents or whoever who might might be able to duck in and out of a meeting around a home game who are now in Stow or mayard or somewhere far away so yeah I travel for three hours that day like I'm gone for right and so I think that's what you're talking about happening with with baseball is that if we're not playing you know it doesn't make sense if everybody's playing if everybody's playing lunenberg teams and you don't have any games that day then you're freeing people up to go to town meeting if everybody's playing towns from away and now every team is away you're just pulling parents you know families from town so I you know is it the same um is do we know who baseball played last year I I'm the younger kids I don't believe played I don't believe they played like t-ball age I don't think plays on Saturdays I'm just having a really hard time younger ages they play each other but when you when they get older they they travel Christ well that's that's the age group that I'm that's the age group that I think uses the fields on Saturdays is that older age group I'm just having a really hard time swallowing all of this the amount of time that especially my family has invested in this current budget season you know I'm watching my husband at meetings that are you know four plus hours and then we have all of our our Fields open I mean I don't want to close our Fields I think you know if as a resident somebody would want to go and kick a ball around with their kid that's one thing I just have a really hard time being okay with having organized Sports out there where so my two sens is I mean I hear you and I hear and you know and I grew up in that country that voting is mandatory and you you know everybody knows what election day is let's just because you know it's a national holiday and I the the I think the task for me is are we going to solve the problem by closing the fields or are we just sending people to a different town and and based on you know what Colleen and Chris said is I don't think we're necessarily solving the problem I don't think it would Sol either I've worked in so many communities that do do have the Saturday Town meetings and while it's very frustrating that you know that there's people out there that they're making the choice to go to the sporting event rather than do their civic duty by coming to town meeting you're not going to change that if we can at least keep the games local we might be lucky to at least get maybe one parent of a family to attend the meeting but if we force them to go out of town we're likely to get no parent attend the meeting yeah so that's kind of been the way I've been approaching it okay it's I mean I just I I just thought it needed another discussion of sort of I'm glad you brought it up I I think I feel exactly the same way as Anita that you know you're not going to get everybody no matter what you do but you may get some families and now you know everybody 15 years ago like you know when when our kids were little maybe you wouldn't necessarily text everybody or whatever but at this point when it comes to a vote or yes it would be nice if everybody got there at 8:45 and stayed until the end okay but when you're talking about a budget or things like that you can text people and say we're coming up on something and at least you you know the parent may have you know may have the opportunity to come in or or maybe people can come in and kind of swap off to have something to say or to participate at least for some of it where if they're out of town then everybody's just out of town and there's you know my question for you is because we have a long agenda is this something you want us to take a vote no it's fine I mean I'm hoping I'm hoping TJ is actually watching because it's going to be well they need their they need their people they need their people and one of the ones so that's May they'll so let's move on just because we have a lot I think the town should be doing a better job too of reaching out to these various groups around town I it's on Facebook obviously we all know this is a big year and we all know the meeting's going to be important meeting but I think the town should be doing a better job of connecting with some of these youth organizations and so forth that have events on Saturdays to encourage you know ask laa ask you know baseball ask softball to to reach out to their their groups to encourage them to come to a come to the meeting so for whatever portion of the meeting they can like for me like I'm going to be coaching it you know CS game will be 4:30 in the afternoon so I'll be able to go to most of the meeting but I'll probably have to drive to Stow which is an hour you know it's going to take you know it's an hour you know so like but I think these groups should be you know approached Maybe by you know select board level kind of stuff maybe to encourage people to come to these meetings so I I hear you that's not that's beyond our role it's scope just just just opinion no I hear you you want people to attend yeah you know they rely on Facebook and you know whatnot to to you know and a and a pie of mail to get people there and I think we should engage more to yeah encourage participation all right so the next item of the agenda is um OPM interview format discussion and a couple things um so just to we have the OPM proposals which we're going to go through our rating and going to decide who we're going to invite for an interview and that's hopefully will happen next week um and what we need to discuss is the format of that of that meeting if we wanted to be in Zoom or in person usually meetings that have presentation it's better to happen on in it's better to happen on Zoom just because the Town Hall setup is not ideal for people to be there watching a presentation because the TV is really far and the public that are there they have to turn around to see the presentation so you actually for presentation is not easier to be person um so the other thing is um you know the our how we going to do the rating after the interview not how but you know our discussion and our final selection and that should be really A ranked list because after we make our selection that is the negotiation of the contract and the fees um so that rating is very important for us to to decide um so I just want to get that format done before we even start the process so any thoughts zoom and I think Dave pio's crazy enough for him not being here hit the nail on the head last night when he stood up to make to talk to the select board and somebody said I'm really confused you look like you're logged in on Zoom he said I'm logged in on zoom in case there's a presentation because he sits and watches it on his laptop from town meeting from um Town H Town Hall so he's there in person but he watches the presentation he can see it and is everybody comfortable doing this in Zoom yeah that makes sense to me okay I prefer in person okay I get a better sense of people if I can see them and interact with them more easily in person than you do on Zoom right I mean we're relying on these people to really be our eyes and ears for these projects and I find I get a better read on people when I see them in person yeah um it's just the presentation part that worries me yeah doing it in person what if we had it like at the senior center um Senior Center we would need to make sure we can get someone to record it to record for us but we I don't know if we would have a presentation set up there at the senior center well there was presentation for that meeting on the um um the survey oh where they on the on the big room not where they B of assessors um um what are what's so what are so I hear Anita I agree I would rather in be in person with people if we can see a presentation okay when the town hall is terrible everybody's turned around you can't see anything every the presenter is turned has their back to yeah it's it's terrible situations but I would rather yeah back in person if there's somewhere that it does it need to be um does it need to be televised live or can it just be recorded it can be recorded because it couldn't it could be recorded and that could be done in the project rooms at the so then High School yes and but then we run into so when you when they're doing a presentation and I AC I expect these to be very PowerPoint or paper heavy if they're in person paper heavy right um we it needs to be able to be put onto the screen right so you can see it from home and I'm not so I can tell you that um in talking with Joe tol in the past um you know even about this room she's like the owl works the best especially when you have a presentation and when I reached out to her this week to say we got a last minute link for Zoom do you still want to send your person um and her first question to me was if you're doing a presentation I'm not sending anybody because she wanted it to be done with the owl so I feel like if that I just I want the best I want the most transparency that we can have so that somebody who is sitting at home watching it is going to be able to see it whether it's recorded or whether it's done live so they can actually see see what's being presented clearly okay um so I I think the senior center that back room someone needs to reach out to Su and see if it's available if we can have access in the evening next Wednesday in volunteers I don't mind emailing I don't I don't know how they did the setup for like if Joe comes with her group they will know the setup and then there is a plug and play there but the presentation that was on on the slide on the board behind that's all there yeah the the presentation setup is there okay and then and they have a little place for you to stand and they have a plugin play anybody with a so whoever is presenting all right all right so you're reaching out to Sue I will reach out to sue okay Chris are you okay with that we can to explore trying to do it in person at the senior center yeah I would I would agree with with that okay sentiment if we can find the right venue for iners that right allows for presentations and okay um if we can't work the senior center that room then we'll go for Zoom is that okay okay um the other thing is uh the time usually these presentations you can give you can say you're coming from an interview you have 10 minutes for a presentation and then X number of minutes to answer questions and we can also say what do we want to see in the presentation now we have these U my question is what do we want to see on a presentation or do we want to do free form I think we should give them some guidance in terms of what we want to see for example after reviewing the proposals you know there's I I really want them to nail down in more detail what park related experience they have because they you know they have the necessary um you know public procurement experience but in there's only well there's two of the four that I see that really have any reasonable Park related experience OPM Rel Park related experience and you know I want I want anyone coming to really give us a much better idea of what was involved in that some of them were design build therefore it's kind of different than what we're doing so those are the kinds of things I really want them to give us a much better description of the type of projects and how they handled it okay 100% I was going to say the same thing just they you know Parks Park focused the whole presentation should be Park focused we gain an understanding of what specifically they've done um that pertains to this particular project I I think some missed the mark maybe in um initial sort of all right so I mean the when I saw design build I almost I I know they were not OPM on some of those but I but they have done OPM and I and they were part of a park park process I mean that's for me was something versus not except that when you're doing design build they're really working for the same firm that's doing the construction so there's not that objective third- party person seeing what's being done so um you know an OPM that we've hired it's separate from any design or construction firm is truly you know serves our best interest okay so that I really want that kind of discussion okay so um how many minutes do we want to give them the presentation it's a minimum of three out of these four we need to pick at least three our meetings starts at seven how long do we want to say the presentations to be I usually did 30 minute presentations that included Q&A and then give yourselves 15 minutes between each presentation so that we have time to Kits about what you know we just saw do we want to cap them at a presentation of 10 minutes or 15 minutes so that we you can tell them that they can have say 15 minutes formal presentation and then allow 15 minutes for follow-up Q&A I almost feel like you could write this email to to Julie I'm just saying uh okay so that means our a half plus 45 so we're talking about uh 45 minutes half so we're talking about at least two and a half hour meeting and we're talking so we'll do the interviews and then we have to decide who we want to come back well that all the same all in that same meeting so that was what I was going to talk about at next which is I mean these are going to be long evenings we do need time to to deliberate and make our decisions to a rank list my thought is we would do it that in a different meeting just because I'm going to be exhausted well that's that's what I was going to say I mean you know I don't want to give people 10 minutes they you know you need time for everything and Q&A but right you already get into a you know a 2 and 1/ half hour meeting without deliberating over who's coming back right I think you're going to find it's not as hard to have reach a consensus at the end of the night I mean typically every time I've gone through this process the whole committee is pretty much in agreement by the time the last group walks out the door so we can we a pretty clear clear deal when we you know did the initial phases of of Marshall I think I I don't think we was a big deliberation did we make the decision we did it that did we did we make the decision on wo that night I don't recall I don't recall either um I thought we did I thought we did it wasn't a long deliberation anyway so what we can do is we can have a plan we can just after all the meetings all the presentations are done we can do a check-in with ourselves and say do we want to talk for another few minutes and make a decision or do we want to come back next week so we can this this too might be this might be dictated on it by the fact do we if we decide here tonight that we want to talk to three or four of these people for these companies if we say three we have to do at least three I understand but if we say three now we're only an hour and a half plus 10 minutes between each so we're under two hours no Anita said we're at two hours or we're at two hours I guess what I'm saying is a half hour per firm but give yourself time in between that it gives us time to talk if we need to and it also gives the second group coming in time to set up and get ready right yeah so we can we can deide after the interviews that that is the case the other thing is you know we don't know if the firms are going to be available for next week so it might be that we are scheduling these interviews for the following week for two weeks from now so just along those lines I it may be worth finding out if they are available to do Zoom but not in person too I I mean that I don't know if that's a deal breaker for anybody but if you know they aren't all available next week but we could get them all on Zoom I don't know if that changes anybody's idea about whether you know only because for some of them they're I'm sure they're coming a significant distance but they might be able to hop on for a 30 minute except that I've always had the framea thought that if they want this job they're going to be here and they know that they know our timeline we they know coming so you know those that show up are serious about getting the contract right that that I agree but we have to do three right like we have to interview three so so if one of them can't come we're doing another true yeah I mean process f a process of eliminating because it was on the RFQ to you know these are the days that so hopefully everybody can come okay so let's try that all right what you may find is that they won't be able to get the entire team to come that night somebody might just but there will be representatives of the firm there and they and we need to let them know that they need to speak to these you know details that we've asked them to prepare for okay well we'll say that at least well the person we want at least someone from the team the team that they presented should come preferably the owner and the key project manager the Kym that's been designated in the proposed Staffing some firms will bring everybody because there may you know some we may have civil engineering questions or we may have you know cost estimating questions so they'll bring everybody but um you know the the the firms that are serious are going to have the proper representation okay all right so uh to summarize about the interviews we wanted to be um the presentation to be related for them to present with details their park experience as OPM um and what they can tell us uh the type of projects and how they handled was what you said uh the the format would be more or less 15 minutes of presentation and 15 minutes of of Q&A it can be a little shorter but don't you know we definitely want the time to ask our questions and it'll be in person and we want to the at least the we want the people that are proposed staff to come if not all of them uh the key people uh the owner inopia can we get their um can you request that their presentations be sent to us ahead of time if it's available or even like the night of I just I am really really concerned that no matter where we are that anybody who's watching this recording from home isn't going to be able to see the presentation on the screen because it's it's have you seen any of the videos from the senior center yes I I I see those person I mean I can see it I mean we can I just to be able to I just want to be able to put it I would like it to be uploaded to the Rec site so that if somebody from home is watching and they can't view the what I say what El was my suggestion is that their presentations made available host the presentation which is fine which is fine okay they're going to bring hard copies and they can easily give us a hard drive grading that we did individually before dwell too much into it well I think Anita touched on it earlier that I thought um nv5 and scans SCA both gave us at least there were some Park projects or right outdoor space Park related projects I felt like the other two really didn't highlight anything that made me feel like they were going to be able to handle this I mean it's largely a park right you know there is going to be like Pavilion and a little bit of you know the restrooms and things like that but I so that's definitely what I would want to hear so we're going to bring Atlantic in I really want to make sure that they well highlight there yeah you all of them but you know well Atlantic they're building uh an interesting project which is their um it's a school in lawence where the rooftop which was super cool they said they had soccer fields on the roof and everything and I was like that's fantastic but I don't know how that's going to work like we're dealing with like wetlands and it doesn't relate to our situation right exactly as it's like I was like that's totally awesome but doesn't really fit our purpose right um let's see do they have so I actually um go ahead I thought out of all of them Atlantic had the most parks based knowledge of working with parks and here's why oh they didn't mention them they did um nv5 yes they had Parks listed but they're not the OPM on those projects they were other parts of that project so they don't have any experience from what I can see with um being an OPM um they listed their relevant they listed their their um um project experience in two separate categories and I don't know if anybody caught that um one of them was relevant I think yeah relevant project experience um hold on oh my book's not open to the right page that's why I'm lost hold on um and then the other one was just their previous project experience and their park stuff came in as far as I saw under previous project experience where they were um they weren't the OPM so I'm you I'm interested to see what they all bring to the table um if we bring all three of these because I would like to you know as Anita said get more of their experience as as opms on Park projects and gansa was they have they have a crazy portfolio like just they're a huge company they're a huge company but they have some very interesting prod in that portfolio so it's hard for me to like read through that and well that was the part that with scans that you know I actually I mean we had it was very firm L how we had to do this but for me it wasn't clear what the team members had done vers because they're so big um the two things about N5 that I I think as a structure of a company I liked one was Colleen were the school they were do you recall any interactions with them yeah it wasn't I was um it wasn't any of the people that were listed here cuz I looked to see if it was anybody that I recognized from um and it wasn't I mean it was it was it was pretty good they did have we had some change there was some a couple key players that changed throughout the project but that was long it was a long project so and I think if I remember correctly it went off okay like you know but I think there were a little hiccups in when there was a change in Staffing we you know sort of lost track of some things for a little bit and whatever but um I think in the end it worked out fine because you know you do know when you when you're talking about a couple of years somebody could leave or whatever and is important to know that that can you your project can continue and you can continue with you know it's the system that they set up that has to continue to work for us right the players change right exactly um so I think it was it was um it was fine it was but it wasn't any of the same okay that was I was curious about the other thing I liked about nv5 although sta rad higher for me just because we had to follow the you know what was written they are set up to work it seems like they're set up to work as an independent office versus scansa seems to they presented as they one huge company and it was hard to see what they have worked on it but I get from n what I understood from nv5 is that there a smaller office that's part of a multinational um that was my overall yeah and unfortunately for P3 I just it didn't it felt like they have this booklet that they just print it was all rhetoric but there weren't any details right yeah so okay so we comfortable with that we need to deliberate any more today or I think those three are good those three are good okay all right so are be forming this TR and you know with the numbers uh even if we had if um P3 had got four for their references and everybody had got one the the scale still wouldn't change so so would be it would be a difference so 3 * 8 so be 24 24 plus so 85 and that still would be less than everybody else okay so we're g to you're going to ask them to bring in their presentation bring in their presentation um to discuss relevant OPM OPM Park project park right park projects so we can really see what they've actually done can we ask too if they can even more specifically like if I think this is part of what we're getting at with skanska is it's a huge company so these people that they've assigned to work on our project what have they worked on so can we more specifically ask what experience some of them have related to Parks as opposed to them honing in on yeah more about you want to get a sense of the individual team members making sure that it's like writing a I shouldn't say I won't say that it's um they can they can um you know make it look good on paper but they don't give details in terms of what each individual person themselves done and just because somebody else in in the company is very well-versed and this doesn't mean that the group of individuals we've been assigned are right so you know we want to know that the head OPM you know um how how many has he done um and you know get his or her thoughts on you know how they're going to how they're going to help us approach this project um you know so all right so I add hear what uh staff members the proposed staff get this proposed staff have done in the park project so not just do a presentation about Park but you know in specific what the staff they're proposing what were their roles in previous Park projects one thing that I'll say in the end of the presentation a they have their certifications they do list some of these projects that they have work so just but it's still like Gary Albert uh or Kayla Magnum she was part of the Polar project um the Polar Park uh Springfield Elementary School Springfield another Elementary School those garage yeah that would help that would help us understand why they're assigning these people to this particular project I think that's right question why why are you assigning these people are these is it nexted up or is it you know other specific reasons that was with the scansa um reference that was one of the things I appreciated about them was they did the references they included were for projects that the people they're assigning um to us were part of yeah which I thought they were very clear was yeah I mean they definitely they include included reference letters related to projects that those individuals had had part of so that was yeah helpful okay so I guess for SC was going to be easy all right anything else on this subject are we good okay I'm sure we're going to have a lot more to talk about maybe it'll be like Anita said it's going to be obvious who we should go for so it happens more than you think yeah I feel like it did after um the hola one that's that's how I remember like I think I feel like when we decided on wola it was like we got the presentations and were like yeah this is this is the although Chris you were probably the lone man standing on some other vote on that right did not I they weren't my top they weren't my top I'm trying to remember who my top one was that's right but I came around I came around fine I was usually persuaded but I was and I was comfortable with the with the group decision by the time we were we were done but it was a it was a fairly quick discussion if I recall we didn't D quick after when we did the school too and there were like 10 of us or something there were a lot of us on the building committee and I think you know maybe it was two and then it was a you know yeah no that's good all right so we did finalize the list um update on Shirley uh late Shirley pars an agreement to shap point I haven't heard any feedback any any any uh feedback from uh Michael Ray Joffrey I would love if we if they could finalize that agreement for this season that would be nice yeah I know they've been taking a little like budget and override conversation and school budget is kind of taking all their energy um so that should be finalizing so so I'll Circle back with Michael Ray jaffre okay um comedy updates I don't have we had a quick meeting with open space there was a a parcel that was coming out of chapter on on um it's not it's a new Western Townsen Road the ones that goes to ashb yeah right um and um and we had some questions on the legality like if someone is it's it's a big parcel but only four Lots were coming out of chapter but we had some questions about well the whole parcel should be coming out of chapter and not just these four Parcels right and then but anyhow uh conservation were interested on on these parcels and uh and the space u the feedback we got from open space too wasn't that they weren't interested okay but um um at that meeting I asked if we can start working on updating the open space open space what is the name of that book The Open Space plan open space plan you know supposed to be done every five years yeah so we are not behind the schedule yet but we need to have a already for 26 or 27 I don't I forgot which one what what I find interesting just speaking in a high level us as a town and especially us as the people that participate in government in lunenberg we have this idea that lunenberg is a farming community and you know we really like open space and we do we do a lot of things but we are now not from an open space and Recreation point of view I think we're we're our our what our wishes are is not what the tunnel is and some basic things I think we are just sleeping on the wheel and not addressing because even the open space requirements for acquiring land is something like it has to be more than 50 acres it has to be adjacent to already a town property like all these things that the way lunenberg is getting better bu these things are not going to be existent right so I think we need to as a town come to the accept that lunberg is really going to be probably in another 10 years there will not be there'll be very few empty lots to be built it's the truth every town um the state went through a process of grading every town in terms of what the buildout projections were for each Community I don't know if it's been done recently um but we should have the buildup projections for lunenberg that we could get from the town manager's office yeah I mean lunenberg I think wasn't Chris did you see that that someone said that lunberg is one of the fastest growing towns was surprised to hear was that the first the first uh master plan meeting I went to this the third fast growing yeah in the state yep in the state so I don't know if the projection grow yeah I don't know if these projections would be usually those projections about more about the average the medium than the top but with that like you know the open space it it's amazing to me having the sidewalks and by the way I really chose that house because it had a sidewalk people used to think that I was crazy but you know I see people that live in all different corners of town taking use of the sidewalk there's not not everyone wants to go to a park to like a conservation land people want a nice side walk a pleasant place to walk and that's why I think Marsh is going to be you know awesome for the community but when we look at when I look at the open space plan you know I think we need to be realistic about what and have the vision like what would lunenberg be if we continue being the fastest growing Town fastest growing town in the state and let's start addressing that and I also think that we need to start start addressing sidewalks and I think that would be the planning board not a definitely pling board but uh anyway so that's the update we have from the open space and if you guys have any feedback on that please Master planning met um last month very briefly um and we're um there's really nothing to report from that meeting and then our next meeting is I believe they're looking at the first Friday in April so the 5th so all right um chair updates the only thing that I have is I received a letter from the Boys and Girls Club asking if we want to have a team again on the IU smarter than the fifth grader um I believe this is going to be my son's birthday so I'm not he's 26 I'm not sure who's going to want to spend his birthday with me but I'm going to I give birth I I I have the first yeah no he's so I won't be able to but I don't know if the run an ad um for parks and there going to be x amount can I send you the invoice once it's done and he said yes okay so s yeah so it can just and I both decided we would just pay for it if there was any issue that's what we decided last year but it was it was pretty easy but okay and last year apparently you did three so like Parks covered one and conservation and she said um she didn't need that many she didn't think we needed that many so we'll do the one that Pam will cover and then we'll just split the one so there'll be two ads oh okay okay so it'll be half as much as it was last year okay you know I it's interesting because I actually think people like seeing those things happening in town like you know something positive so it may be you know too much for for the purpose of people signing up but I it really it really communicated with people that as a town we we are doing things that we're doing something yeah so that is that all right so any public comment from you press um thing that I guess to go back back to the Shady point to I'm glad that's coming to fruition I think it's a good step forward I'm glad everyone is able to kind of come on the same page um my only concern I guess is the narrative that was continued by one of the select board members of we're still free to go and look at this land and then analyze the land and decide if there's a purpose or a plan for the land and so forth and I just want to continue to say that I not in favor of us doing anything of that nature as it is a waste of taxpayer money in town for us to look at any land that's not under our caring custody uh and try and devise a plan for that space I just my two cents yeah yes along yeah it's sometimes it is what it is anyway I'm not like any I'm not going to say that I'm happy you know I'm happy that we have an agreement to get you know meaningful access to Lake Shirley for the residents for nonmotorized boats I'm excited for that for sure I'm very excited about that and I'm taking and you know and I appreciate Shady Point very much and U I'm going to leave with that and that's it that's all we that's all we need for now so I wish more people came to our meeting or listen to the meeting before they went to the select port to talk about it because they were they raised a lot of concerns still that we already resolved that we had already backed yeah I I the I got to tell you the biggest concern that I have with the The Narrative and everything is you know we I hold a brief strongly that we are people that are serving in the boards we are serving all residents and even you know like I remember reading a an article about the bill you know Civil Rights bill in the 60s how many people were unhappy about it but you know sometimes government needs to do what's right and you can be given to the loudest voice in the room and that part is the part that bothers me you know are we bending to the loudest room voices in the room you know without actually going through a process of really listening and working together and if because if that's all it is is always the loudest person the loudest group in the room is going to get away without ever coming to a table and working together it's it's pretty sad and um and that's there were part of me that felt that way but you know I didn't need to push that further because Shady Point had a good offer so
