26 lunenberg water department Commissioners meeting this is being rebroadcasted at a later dat for two people to watch um I'm going to start by saying the Pledge of Allegiance Pledge of Allegiance to the flag the United States of America to the Republic for which it stands one nation under God indivisible liberty and justice for all [Music] first thing I'm going to do is review and sign warrants I believe that they are looing around uh there's also this one [Music] too Mr chair I would make a motion that we accept the minutes of June 12th 20124 that all those in favor I I okay I guess if he says I he really doesn't even have a second no you all means the same thing all right uh we get item number three have discussion with a resident at 640 town in Harbor Road regarding a high usage Bill come on over want me to pull your chair pull your got wheels for a reason wall exactly uh good afternoon everyone my name is Chris pnik as you said I live at 640 towns hover road so I am here to uh contest uh exceptionally High usage for the per period of 126 through 36 um indicating a total usage of 107,000 cubic feet or an average of 882 gallons a day uh which is five to eight times higher than I usually use at my households um we get no explanation for that exceptionally High uh we had no leaks or failures in the home um no issues with any water using appliances or fixtures um the one exception is that on one day I had a uh toilet that was like weeping by uh that was observed that first day toilet was valed off and that was repaired that day how many how many cubic feet 107,000 10 thou 10,700 oh excuse me that's okay um just so you guys just for reference I did print off his history report which I think I may have kind of gone over with you I have a copy if you want if want see yeah so I printed this off for them to look at great um which yes as you can see he they very consistently were around 1,500 yet a little bit higher usage last summer up to 23 but consistently around there um but I did have a note that on 320 um of 24 that one of our guys Terry had gone there to confirm you had the Leaky to toet yeah he must have been the gentleman who stopped by and spoke with my wife one day when I was at work I believe he left his cell phone number my wife unfortunately misplaced it cuz she joted it down like a piece of paper so uh I called the the office and left the message I I don't believe I got a returned phone call back and then truthfully it kind of fell off my radar with everything else I've got going on in sale at the uh earlier in this month I got to notice that the exceptional balance wasn't paid in full the water is going to be shut off so spr into action and start reviewing things more closely and so we did since then um do the next quarterly read um so your usage then it still is a little bit more so your usage from 36 to 66 was 3,400 cubic feet and that I anticipated I'm remember from our phone call because we had some uh some lawn services as well we uh I had to drain and refill pool this year so completely expected so just to kind of let you guys know you can see it's been very consistent they're just Happ to be that one quarter um and then back to what his normal usage was so was Terry there because it was a high usage or was it flag that the meter program s i I'm wondering if if because it was the high usage because we would have done that read right around I can I'd have to look back exactly at my notes cuz when we do the read like I did on 36 um for the April 1 bill so I print reports and all those reports it lets me know if something comes up with no read and I also print reports that comes up with huge variances which this one popped right up so I'd have to look back back at the history but that would kind of make sense that that may have popped up okay and Terry we then reached out and said hey we just did the read a couple weeks ago we found you got something huge so I'm kind of wondering if that toilet may have been going more than a day for him to for us to do the read on 36 and he didn't get out there till 3:20 okay to take a look at it so it could have been going longer but again yeah I I'm not sure so yeah and then just you the nature of what I do I'm in commercial facilities management so I'm responsible for overseeing you know commercial properties so y um you know have a keen sense that I apply to my own house you know I'm constantly listening things like that so you know accustomed to having to take routine um utility meter reads tracking and logging any variances um you know looking for any sources of leaks whether it be in the building or exterior irrigation which at our house we don't have any exterior irrigation so that doesn't apply but yeah typically anything's wrong with the house try to pretty good about it yeah so I mean when we we had talked a few times him and I had talked about that um typically I had let him know um that me meters don't they fail the other way yeah they kind of fail the other way they don't run faster um so we did call though and I think I don't know if I had mentioned it to you but you can have the meter tested to see if there was something up so I don't think I got through like all the details of it but fran did call and it's a a a $50 fee to have it tested okay um if it's found that we took the meter off and it's found that it was faulty we won't charge you for it but if it isn't faulty then we have to charge for for for the 50 so I mean that's kind of up to you what you'd like to do but then I guess it's also up to you guys it's kind of tough to very sympathetic to H and I get it as as a house and kids and it's you know I'm there but like I said these metors they don't fail that way and uh unfortunately even for us I mean it costs us money to make water Y and I I get it you know when you get these leaks and you get that bill you're like oh my goodness what what happened you know it's it's still coming through our water system and we have bills to pay on that electricity pumps maintenance chemicals blah blah blah you know so it's it's hard for us just be like oh you know no big deal I have yet to see a meter fail okay um and 991 100% of the time it's something happened to the household leaky toilet um hose spot froze in the winter still leaking didn't notice you know so that's that's kind of where I'm at with this like I said I understand where you're coming from and glad you came in but I've never seen it happen the other way and the fact of the matter is our water went through that meter and as to what you do with it beyond that is is your business understand you know what I'm saying uh so that's kind of where I sit on this Mr chair I I agree I've been in your position y uh I've had the same thing and and I had to pay the bill yeah um you know whatever the Le might have been um kind of tough uh what what we have done in the past I don't know if we want to consider this or the board wants to consider this is did this trigger the block rates yes yes so can we um maybe try to drop this to post you use so much water it triggers your water rate to go up when you use more Yep to the next we've done this before because we understand I mean these things arise it's it is a huge huge expense that people aren't planning on y uh but from our point of view and and historically water goes through the meter so what what we've done in the past is reduce the um the fee so you're not paying the higher block rate on the extra water usage okay basically what we can do is the how many gallons that to use 10,000 700 basically we'll we'll charge you that block one rate for the entire 10,000 gallons versus going stepping stepping so I can figure out it'll take me just a couple minutes to to do some of the math but I I could call you tomorrow and kind of let you know all right for this amount instead of you know the bill was um $920 180 so instead of that I'll take instead of hitting that three different tiers drop all that amount go down to the first year and figure out kind of what that dollar amount is okay and there any appreciate that offer being EXC I'm I'm also I think we've waved the finance charges in the past because of the time it takes to come in and meet with yes because we had talked about meeting before so I was going to ask that too it's it's not a huge amount but it's a couple dollars in finance charges so I can adjust those go down to that block and I also know that we you know we do have a lot of residents that um are on good payment plans you know what I mean so obviously if you don't have whatever the dollar amount comes out to $700 $600 whatever it is if you don't have that full amount I know you know we're we're open he's he's up to date other than this one bill which I told him is fine until we pay he already paid all the P due everything's up to date um so even if you you know took care of the July Bill and then you needed a month or two you and I can talk if you're okay with that we can talk tomorrow figure out the dollar amount and okay what was the what was the amount you said 920 uh $920 80 cuz I don't see yeah right there John all right cuz I'm looking at the uh total up on the top was 956 there's some finance charges okay all right and that's why I'm trying I you know yeah you see that down here but I down Min the minimal that we we could charge okay that's that's kind of the best we've ever done for anybody y um unfortunately like the the chair says it goes through it goes through the meter we don't it's it's never failed the other it's never failed that way got it always failed it's failed the other way where they read less than what been in similar positions with other water departments with some of the properties that I oversee and whether it's an electric meter or a water meter I've heard the the same stance and um respectfully I have had a few instances where they've taken the meter off they've bench tested it the meter passes we've had zero changes of building operations other than a new meter and the usage has dropped considerably suggesting that it was some sort of issue we could there is that option to test the meter if um what about switching would we at a customer's request can we switch the meter we we if we swapped it to the new digital meters that would give us a more accurate leak detection and we we could actually log it say well you used water for these 30 days so we could actually Pro type meter or uh a smart meter yeah these are smart meters but this one's smarter it's a wicked smart is that something that you guys can read like like from like here do you still have to do like local readings at the property we drive on you drive on okay Goa but we can with the new we can log it you can actually go in and log it and see and and graph you and see your actual water uses per day y okay we only go back 90 days though so okay but since then I mean he's had a read and it's been closer to normal so it's tough it's tough to like pinpoint the the failure yeah understandable I mean historically we haven't y in the event that I wanted to have the meter tested I mean I guess both circumstances if the test came back normal or came back faulty I'm assuming that's something that the existing meter is tested off site so and the interm is a replacement meter installed correct okay correct yeah so we we would actually take the meter and send it to the the meter supplier and they would test it for us okay um yeah I mean I think that's definitely something I'd like to pursue to I don't know if me taking on that that you know $50 charge too if that helps kind of negotiate you know having an upgraded meter put in as well how does replacement work uh yeah we would just set up an appointment with you and uh yeah just swap the meter and probably give you one of the new electronic ones and then uh test yours and and just throw it to right just to scrap it okay you know that's the route you'd like to go I mean it's yeah they I wanted good to know if the meters actually has any sort of issue also it help you potentially feel more comfortable having a newer meter if I'm you know I'm scratching my head going hey this thing to capture this crazy usage that I don't see an answer for like I know typically don't fail or malfunction in that regard but what happened like might give me a little bit more peace of mind all right so I can yeah when you figure out the bill yeah set it up and then we'll set up an appointment we'll get on and swap The Meta so we're going to swap the inside and the outside okay the outside's one that actually does the logging the inside one tells it what the log sure okay yep yeah so we can talk tomorrow we'll get everything lined up work there and then I did um Ty sales mentioned like a timeline we just have to bring it to them and yeah they didn't say how long they they test guess we just we'll just communicate we'll we'll line up when we can send one of the guys there get everything switched over we'll figure out some numbers in the meantime grab the meter and then we'll be in touch you uh next up we have discussed security cameras at the Hickory Hills well uh I had an email that came to me I forwarded it to Lun watt yep um what's the problem with the cameras uh I I don't know I don't know if people don't like recording I mean there cameras everywhere now so um so it's there it's there [Music] for security purposes I read the email also uh came from Miss P um is my opinion to keep the camera there uh it's on our building overlooking the Zone one which is you know very important area for us requir to preserve and protect that and uh I definitely in favor of keeping the camera there I think who sent the email uh came from Miss uh miss pce me she's not here yeah I mean eventually we have cameras on all our buildings uh there's one here have some K has cameras ke has cameras um that's my opinion it's not it's not like we live stream them to the public right this is kept in housee we don't we don't look at it if we s saw some damage then we would look at it right yeah okay um I see we have some I know public question if it's regarding if it's regarding this I'll by all means y take your question yes um I do live at The Woodlands um the concern was by some parents who felt that their children in bathing suits were being captured on the camera and they were concerned about that that so the question was could it be turned a different way still monitoring Zone one but it appears to be appointed right at the swim Beach where the young kids are playing in the water um okay I mean I I saw that part of the email too um I I understand their concern to some degree however it's a camera on a basically a public building in a public place it's not necessarily aimed directly at the beach it's there to monitor that area um so uh you can rest them at ease that there is I you cannot see someone was on if you were on the beach I could not tell it was you right I mean you really can't see and the beach is in zone one it's not supposed to be there that's a entirely different conversation conversation for another day that's right that's another conversation but I'm just I wanted to bring that out that the camera is there the camera to to Ure in you know that the Zone one is protected so a lot of the a lot of the new uh information I spoke with the clerk Treasurer a lot of the new information coming down through is a lot of cyber security a lot of um protection of of of areas and property that we where we have to um we have to abide by it's coming from the state correct cor yeah and it's it's multiple things coming in I'm getting it from our um from Maya Who covers our property liability all of that coverage but at the same time it's also coming in from D because um you now have to have all kinds of cyber security coverage on this building on multiactor on endpoint like all kinds of stuff so they won't the sanitary servy that they come out every 3 years and look at they are going to start start requiring all of these security measures at all of these buildings so and they will not cover us our our insurance won't cover us if we don't have certain things in place so we I just got an email today about some cyber security thing in main you know somebody from from D saying keep an eye out from this stuff so there's a lot of cyber stuff going on so and I honestly think that it's going to come to them requiring cameras to protect all of our wells and treatment and everything so we will do our best and I will I can follow up with the clerk and the superintendent to make sure that the footage is secure I believe it's secure it's got to be passwords and stuff it's multi yeah and and I you know as as France stated I mean we look at it at it on a on a needed basis I'm sure it's the same with the the town hall the library the school RS I I don't think that they're going through that stuff on a consistent basis and he also talked about the um what would you call that the clarity the uh yeah so not high res that you can zoom in like I said I mean I think we all have security cameras on our houses the security cameras everywhere and and your res resolution the resolution is normally better the closer right somebody gets to the camera how old are these kids that go to the beach down there all all AG they go with their parents if they're real small yeah don't don't they parents take these kids to other beaches in the summer time and they wear the wear the same bathing suits I mean they're not swimming down there naked are they I doubt it okay okay that's what I wanted to know I could just mention that those cameras were put up when the pilot study began so the thought process is the pilot study is over and the cameras are still there yeah we started that kind of as a a pilot for cameras knowing that this cyber security stuff was coming down the pike and we've we've uh also um looked at doing cameras on all of our sites which we will end up having so all Zone ones with would be my opinion all Zone ones with uh building structures or anything with um equipment on it will'll probably have a camera on it so if you guys want to maybe one sometime we can go down if you want we can turn it on we redirect we turned it redirected it m once we got that email but we if you guys want we can meet there and say all right well maybe don't want to look it can't see out there anyway but I mean you guys could could check it out is they facing anybody's houses no no so the only problem is the beach well is it is it facing the beach now uh it it was facing not directly at the beach it was facing straight out uh now it's turned more to the right side so we've we've worked towards adjusting it um and I'm I guess I could we could follow up but it's aimed that way just so everybody knows because that's where the well heads are it's not aimed out there just for protection that's actually where somebody could go and affect affects the Water Source I mean this the dogs out there and that's that's horrible so yeah all right answer to a question on this subject that would be up to the chair yes Mr Rogers okay um my name is Dave Rogers I was a water commissioner here for 40 years and I I don't remember uh approving um a beach down in that area um and and I know uh the uh um what is think what's uh the what's a piece of paper that we have e thank you a senior moment an easan um I don't remember ever seeing uh uh approval for um golf carts and that kind of stuff I saw some of those down there nor did did I see or remember uh all of The Kayaks and all of that and there's there's a whole bunch of them down there so my my my suggestion is that while you're doing all this look see uh that you take a look at the at the easement uh to make sure that that that not further uh situations that we don't know about because um you know um it was written for a reason and I think it should be followed for that uh and I have long long in fact I think I suggested a couple of times uh to to uh look at the possibility of of putting a fence up there to to Really to to to uh you know stop people from coming into that whole area it's ours uh we have custody and control of the of the area and I I think that that's something that we should look as well so just my two sense I definitely appreciate your CRS Mr Rogers I do think that we may need to I think we should as a due diligence as this board to reassess that area to ensure that it does meet the Zone one requirements as I have read it foot traffic is allowed through there and that's just fine however it does State no motorized vehicles Etc so I think it's a the actual easement is very restricted very restricted no right no but it does allow people to walk through there and there are things like that that are allowed and I think maybe we should uh scrub through that and maybe do a site visit down there to ensure that everything is just as it should be what the only thing I would suggest maybe a future project is we have an engineering firm go and Define that 400 fo radius okay because that's what the easement specifically States is that forign for radius okay so yes sir uh good afternoon my name is Dave McDon in uh 155 Island Road the Woodland are looking for is privacy that's all and and all you got to do is change the angle with the camera that should solve the whole thing definitely we'll take a look at it however you know the camera is there to monit the we know why the cameras are there I mean the cameras are there obviously for protection of the property as they are anywhere else also people have rights with privacy too and I would concerned if you had a little girl on the beach and need being filmed the average person doesn't know that it's low resolution they just know the camera and that's all they're asking for so again but I understand what you're saying you're you're missing the point Dave there not supposed to be a beach there in the first place there is M yeah but there's not supposed to be again I don't want to fight over a camer well I'm not fighting I'm just stating what zone one specifies there is not supposed to be a beach there I don't know if that's any easy or if it was it's in zone one it's in the zone one there was no beach when we put the well the beach came in I know when the beach came in but there was NOS for they put it there they should put on the other Peninsula right we're spiraling out here we we we've Mr chair I would I would I think I meant this I brought this up at our one of our last meetings that uh I'm not focused on one site M um I'm focused on a protection of the future of the water supply for the district and I think we should be looking at every Zone one that we have that is on the map and just making sure that they're all in compliance okay to the Zone law one regulations they should all be treated the same I would like to make a suggestion for all of us here then at some point I would like to have a meeting during the day where we all as the Commissioners and the superintendent walk these Zone ones in and these areas to ensure every one zone one that that we own and control is Within These compliances and yes I think it's a good idea to we haven't done this in a while to to make sure that they're in compliance so we can schedule something amongst us at a convenient time I'd like to do it during the day I agree don't want to walk at main replacement okay uh things are moving ahead uh that they brought all the temporary water lines are all up top there so they I'm not sure what they brought they brought something else up there just a little while ago uh I met with uh the head uh I if he's vice president a for running a job and I met him on Arbor Street uh the plans call for cutting in a uh doing a tap and sleeve cutting in a valve for the temporary water line to run to the valve M and uh so we looked at current Hydro loc see if we go to a to a hydrant that's located further Up Barber Street and and speaking with the fire chief we feel the best thing is we're going to put a new fire hydrant in so we're going to add a hydrant to the contract right at the beginning of OB okay so uh that way we're going to put cut the valve in and so we're going to yeah work together we'll shut the water down so you lose water for a couple hours so we'll shut the main down cut in the te put so you're going to put uh hi Hy basically right at the intersection of 2A and Arbor uh correct uh 30 ft down all right as I recall there is one is there two only there's only there's only one only one only one so uh when we were looking at that the homeowner was there Y and I questioned hey you okay if we put a hydrant here if you don't like it we'll move it over there it's just nope that's a perfect spot so okay so I got the homeowners approval it's on it's going to be on town Land Town property so but uh yeah we didn't want to make that so other than that things are moving ahead uh anticipated after the fourth yep that the whole the whole project yeah that because of holiday stuff that did they give any indication of how long they think it'll take no we have a meeting uh Friday this Friday and we we're going to Hash all that up okay time frames uh so mot you got to do work requests you got to submit them on the Thursday before the next week so we need to figure out who who's going to be doing all that so we we need to come up with a game plan how this things going to work but uh things are looking good you know things aree finally so I'm ready can be very excited about this quick question on that how many what's the percentage of pipe are there any zero zero there was actually last year we did the lead service we actually just did some last week too where they we went and dug up the the shut off Valves and people's front yards to see the what kind of material it is both ways so the way the state uh set this up was that if uh if we couldn't prove what it was then it's lit so we have to just uh go through all luckily I was here when they did all the Su I saw all the all the water lines when the SE went in and uh so I can just because I saw it I can confirm they were all Cobra uh the infastructure um a lot of came from Biden yeah they paid money for right this is all grant money was a 250250 it was a grant that we had gone through um and that's why we had sent a lot of the information out we asked people to take pictures of their meters a couple Flyers went out to everybody so that was that part of it was the customer end and then our end of that Grant was to go out in actually any of the areas we were unsure of to excavate it and do that stuff Reas I just sawed on the news the other day on one I said I one if you guys took advantage of that we did oh yeah not only did we take advantage of it yeah I gave Crystal we appropriated the money for it and then we got Christie found the grant got us the Grant and then as a part of the Grant I believe they GIS mapped our whole system so in other words so I mean yeah Kudos kudos to our clerk treasurer for one for uh finding that that was a little over 3 rather than there with a pipe you know two something I forget exactly but we're we just yeah we are Leed free yeah we are Leed free and we are GIS mapping the curb stops are so there no more of like I think it's over there the Tai card saids are Don smoking a pipe and being like right there that's very good news the schools some has p in the schools the inside I I don't believe the schools do I think they have a lot of copper pipes which Le joints they change water waterb oh yes the fountains had L yes yes yeah but as far as up to the meters oh that's right that's that's so there was I think it was 3 years ago the school did samples in the the CER levels and lead levels on row so uh D called and requested us to go up one more number up on the pH so instead of being at 74 they said can you go 75 yeah so keing which has the hot water problem that that was very difficult so we went from 71 to 72 mhm so okay to follow up with um all that is the financing yes so I know we had talked a while ago we work with Dave eisenthal with UniBank yep um and we had been doing a temporary borrowing so the temporary borrowing because this project has gotten delayed is coming due August correct so we have a couple of options obviously we have to go for another round of temporary yep so he said I talked to him yesterday I got to give him a call tomorrow tomorrow um we could either do another round of 4mon or six-month temporary borrowing so I'm I know he's meeting Friday so I thought we could kind of but a couple things he said just to kind of keep in mind he says the four month puts a little bit of crunch on not only um because when our temporary borrow is ending we're going up for the full Bond and when you go for the full bond that takes a couple months because you have to go through a rating it it takes a long time to go through so with that said you got to keep in mind he says I know this isn't whatever but the election Thanksgiving Christmas all of that comes in that 4mth time period he said so it might be worth considering looking at a six-month temporary borrowing then that way you know the Project's going to be done you get past the first of the year then that way your payment will be You' be looking at a payment uh an interest principal payment looking in November of 25 so that would put it next fiscal year which would be good because our line item that we originally were talking about doing on this July Bill we postpone to October so that would give us a oneyear um timeline to collect that first payment before it's due for November of 25 is there a is there a difference from the four months to the six months yeah there is I don't yes I don't know I don't know exactly he he couldn't I I don't know exactly what it is so I mean the tough thing is is I kind of I kind of gotta give them an answer soon and I and I know he's meeting Friday so maybe MDR can give us a better idea and maybe that can help but this isn't something that I can wait till the end of July and be like oh okay this come August we have to decide this comes too if we don't meet to four month and we have to do this again it's even worse ideal situation is that we can Den us down to the day I mean let's just face it okay that's how I kind of feel about it I I understand the day you want to do the want ex project done you want to go the four to six month I guarantee you isn't 50 bucks it's 50,000 or something like that so let's keep this going but I would like to when you meet with MDR get a better idea we get a whole schedule right and and I think I understand things happen you as they do this you know they run into stuff it's digging you know uh but I think we can forecast this a little closer and then make a decision off of that okay it's it's not going to take them four months I don't think I think right I think it's going to take him two months to be honest with you but that's just my guess that you know what I'm saying so I'd rather so let's plan for he meets with him Friday I think our next meeting is July 10th okay so we'll plan for maybe that July 10th meeting to kind of have a better idea I told him I'd give him a call tomorrow and let them know what you guys were thinking but obviously we don't want to make a decision until we have talk to MDR so I'm good with that but okay but by the July 10th I think we definitely have to make that decision because I think by July whatever it is the 24th or 26th the next meeting we have to officially sign off on that temporary borrowing to go out to bid for the next round so I once again that's just my perspective I would like to try to keep this is is yeah it Poss because I don't like floating all that in The Ether while things get done it just people make money off it all right I'll have more information on the next meeting uh next thing we get is review and vote updated rules and regulations which Christy did Point uh print out for us yeah we talked about it at the last meeting well Fran was updating a lot of the just the water restrictions yeah this is the water restrictions we did talk about this in depth at last meeting meeting and I think the changes that we had talked about making were uh would you fix the verb you any continued offense will be in multiple $500 in termination of services directed by the Board of Water commissions each day of violation shall constitute a separate offense which was what we want put it wasn't just a blanket thing with the violations being reset at the beginning of the calendar year which uh I think we all had talked about that prior and that pretty much is the only uh major yeah all the other stuff that put in is required it's a mandatory thing so you guys can't change it that was the only thing that was basically for us to put the verbiage in so if there was any question from customers you know we had it right here this this gives you the ground stuff to stand on so um and I think it was Mr B had asked for all other towns so I did just kind of a breakdown I called around and it's almost every other surrounding Town implements fines um a lot of them right now you know it's starting off just a warning guys come on you know just just don't turn your sprinkler on at 10: in the morning right you know it's so it starts with that but from my sense from everybody was this is really in place that if something a huge drought happens and we are like got problems and somebody really wants to just continue to water their lawn and we are yeah in dire need of water well we have the right to to find them so yeah I mean typically I mean I guess the the way it goes you're looking at two months a year where we might have July August that's yeah yeah I'm we've seen other stretches but I I I think that's typically what you're looking at and you had in here that this um was an annual well like it resets it resets the second page it's highlighted a third page maybe that was basically wow I need better glasses next one yeah that is the there you go that's the yellow one basically last time we just we didn't have the verbiage in there that it was a daily and it would reset at the at the end of the calendar year and then all and all of the level one two three all that comes from the state corre yes I just and all of that comes based on our Stream flow we do Stream flow well we do Stream flow that's the the first restriction the current one in place now yeah the 9 to5 that that's tied to I could do it where we do it by calendar or I can follow stream flows but it's so minimal you really shouldn't be water during the middle of the day anyway so we mention that uh last week uh the Water demand usage was I mean it the chase tank that we Max we could get it was 70 ft uh so it was it was pretty low so keing wasn't running at full capacity we put it to full capacity and we still just kind of held steady with it so it was uh it was it was pretty pretty well see this this time of year everybody's trying to keep their green grass you know yeah so once they kind of give up and you know I already I already gave up I already shot I didn't turn my system on so just one little note on that when we did were running full capacity that the keing well shut down for low water level so just s make you got aware that that is not a perfect Wells how about the Lancaster AB Wells they're actually uh I mean we don't we don't run them all the time so the way this works the way the system is we cannot pump Lancaster all of Lancaster and Kings at full capacity it'll build up too much pressure and we're we're going to blow up Mains so we run a a couple of Lancaster with Kings at full uh the way we've actually been running it now is all of Lancaster at night and uh keing is just a supplement during the day so but Peak demands are pretty typical 1.2 million so nothing uh nothing crazy how much can the Kings well pump daily average throughout the year I know it's rated at 1.4 but it that's what it's rated for right now it's pumping like 890 to 900 gallons a minute which comes out to 1.2 so you that's what you think you can I know it's permitted for 1.4 but it doesn't it it doesn't pump 1.4 so I would say if I know Pete summertime we're going to be cranking it out more but like in average throughout the year you think it we're pumping 1.2 a day out of that or no no no I would say some 800,000 okay but you can do 1.2 proba you probably couldn't do you probably couldn't sustain it do you think we' have a recharge rate for it or no uh we we never tried around 24 hours a day I mean that that well even $360 uh 365 days a year probably once runs 3 30 anyway so okay just chees any better capacity with Donald Lancaster since they changed the uh what they do change the screens or they did something down there uh well number four yes the capacity has increased yeah but because it runs out of water so much we we actually backed off the capacity anyway so at the Wells the the the the water levels on Lancaster have actually are better than we've seen in the past these these little rainstorms the heavy rains really helps us but if you watch them you can still see when you stop the pump and you run it for 10 hours you could see the water level never stops dropping so uh that's this is we're doing good because we we shut it off for a day it all recharges and then we run it again the next day so so we're doing good minecast is holding up that's it uh did we have a timeline on getting stuff back from Ty and bond or heard anything about at pricing for some of the stuff we talked about I know at our last meeting uh nothing on that uh remember he was looking trying to get that Grant to do all that so I think I think it's on uh standby until till we get a determination we get that grant money the grant for all of the testing uh correct okay correct and we did we did just get it today from the class action lawsuit uh for detailed expenditures that we have put for the P pass so we can apply that to a funding the the as part of a classing so we get reimbursed for so we just actually got that email today so yep he said uh we'll touch base mid July because that will be due in August so we just got to sit put together everything pilot studies everything hope hopefully we get yeah if that could go through I mean we can that' be fantastic great uh I went to the planning board meeting on Monday um my main purpose was uh the the water protection bylaw that they were working on so Adam Bernie prior to his departure um was trying to work on um fine-tuning The Zone one two3 um and then it came before us um but it was a d template which if it was good good enough for D I think we were okay with it we did yeah so then there was issue to um the way the DP template how everything was stated um and they uh had a a resident and an engineer get together and and modify the bylaw and I kind of mentioned to them that that's all well and good but maybe they should include us a little bit in the conversation and not only us but you know we we would like to send this um to D for them to review it as well because then we if if if we get something created that D doesn't approve or goes against Mass General law then we end up with the same article that we still have to try to modify at some point that goes against Mass General law but it's a bylaw for us so you have a bylaw that says one thing and everybody believes a bylaw and you have Mass General law that trumps a bylaw but they still say but there's a bylaw so I know that Fran pulled out some or I I I have some stuff here that basically already contradicts stuff that's written in the proposed bylaw that they gave us so I told them that they should really kind of consider and they kind of thought well you know we can just make it more restrictive and the sense I got was we can be more restrictive than what the D says and we really don't care what deep says and we really don't care that you know the water district be involved I think I've since talked to Logan who was a new um person that's in the office every day and he says that he seems to think that the the uh consensus is coming around that it's probably a good idea that the water district and that we take this bylaw before we send it to town meeting and send it to D and and have them also look at it so that we're not contradicting Mass General law that was very uh is that is that a good enough very eloquently if you look at the mass D regulation they have to submit it to D before it's approved so listen I got the email on this on Monday and I was blown away that that is the first time that it was any correspondence with the water department on this issue District water district with this issue water water it's I'm sorry but it's outrageous this is this is affecting a Zone one this is all the zones why why why are we not we're all here for the benefit of the community so the fact that a a a border commission met about water zoning and didn't it didn't include us in this conver in in the conversation is I'm sorry I'm I'm a little put off by it I'm not 100% convinced that the planning the interim planning director met with the engineer and the resident that came up with this document the inim one yeah I watch that Bo meeting Mr Harris yeah I watched that planning board meeting it sounded like he met with Joan peas and Bill Hanan multiple times and worked out this draft and and but then I would agree with Mr Woodward did not one correspondence with the water department while this whole thing was happening while pen was being put to paper you would think that you would want the water department being in let's all work together on this so the fact that this thing even got typed up and then sent over and been like well this is it and nobody nobody called the building is mind-blowing to me that's not how this government works and everybody should know differently they know better so hopefully we will and Fran has reached out to them and I saw the correspond and I'll reach out to them too but this can't happen this this came to us because I went to the meeting and and and said hey yeah hey can we you know so I I just I'm so hopefully moving forward I got the sense from from the what I forget what his position is I feel really bad the int no I didn't get any sense from him that he wanted to work with us but I did get the sense from Logan that they starting to come around different guy right did I just get the Mrs peas is the expert that went to the plan she shouldn't even be talking about this this not neither the developer should be directly with listen any Resident anybody in town has by all means give your input speak you can call but you can't write something not involve the Departments that are involved I encourage everybody you got something to say come on in and say it let's work together and figure it out but how the fact that this got to this point with nobody talking to the water T it it blows my mind blows my mind so it's definitely something as we move forward we'll be more vocal written this needs to go in the trash this is right chance so okay so I followed up once I printed everything um just so that you could have it if you'd like for me to forward it um basically the D guidelines which goes against everything that they wrote in there if you'd like for me to forward those to that group Logan and the planning should know yeah this isn't even if if if this document already goes against what D says then yeah we should probably forward it to him and and I think I was getting the sense today that they understood that we needed to be involved in this so you have a proper bylaw that is created yes I just figured maybe I know that they had mentioned to you and I know in correspondence between you um that they're meeting again on July 8th to talk about it so if you'd like before that we're on the agenda for that yeah so if you would like before that I could email them the I mean honestly if you just looked up Zone One D you'd find those documents so um I but I can send them to so they at least can see everything that they're applying for Zone one can't be done so it kind of It kind of shocked me because the people that come up with a lot of these documents are normally they do their research but the research was not was not done on this so the the typical way the way this one worked the first time which was the correct way Adam Bernie presented us we want to modify this and uh so I submitted it to a hydrogeologist he tweaked a couple words I submitted to D they tweaked like two words and uh then we just added uh put us as a contact for you know any kind of special permits so that we poed the discussion there we go all set and uh so we we signed off on it and then I don't know what this thing came from right but so essentially whatever document they come up with number one they should be looking at Mass General law before they come up with it so the the engineer obviously doesn't have um experi experience in bylaws regarding water protection and and it needs a little it definitely needs more work but but but the point is you shouldn't be communicating with a guy who's trying to do his development to get this to fit is development you should be focusing specifically on the water protection zones and not a special interest group person nothing focus on the water zones whatever it is do it exactly as it should be go to the town meeting if it don't pass it don't pass you went there with the perfect properly written which the old one was the one was perfect submit that you don't want it vote it to right then leave the old one you know but that that ain't happening fact that they talk about the zone to yeah I don't even want to get into the specifics of it we'll meet with them on the eth and we we'll address that that that then but that's just I was so the the the thing is is stay I'm gonna stay diligent in talking and with the planning board and hoping that they continue to see that you know we should be involved and then we can involve the proper professionals through the D through our hydrog geologist and and get a a proper document that's why I initiated it because obviously this would not be a document that would be acceptable MH so who's the new planning board coordinator Logan is that his name no it's Harris Harris har Richard Harris is the inum planning coordinator because we don't have one he's a guy from Fitz William or something about that I don't know but he and he's only part-time they do have a full-time administrator yeah is that what it is administrator I would go administrator I feel really bad but um there is somebody in the office now every day yeah and um you know um I I I think we can move in the right direction with this hopefully certainly hope can't go any back more backwards that's that's yeah like that on fire so yes I would send I would send them the documents that you printed us please do uh tell them that again we're willing to to work with them so that they have a document that meets all the standards and I'll continue to follow up I'll be that I'll be at that next meeting yeah it's on the eth correct I think that's what it said July 8th I'll double check but yeah don't mind yeah and be there and oh great we're going to make it a a dual board as long as you public comment Mr chairman sir Dave Rogers Highland stre um this is no more than just an end run and you know we all know what they're trying to do and the fact of the matter is that this is the lunenberg water district it's not any specific group or section of towns but rather the district and um therein lies the row because there are sufficient people that are are uh so concerned that they just want one particular area to be uh taken out and and looked at by itself rather than the entire town um if uh and it's just it's uh craziness it's not like it should go it's a special interest group etc etc etc uh and it's unfortunate because it's going to come back and bite them in the butt if we have trouble and and we need water uh they're essentially tying our hands as a as a district which is unfortunate and I'm I'm really concerned and I I plan to uh uh have a cup of coffee with him uh uh having an engineering friend uh but I mean this is crazy are we are we segmenting this town and having little clandestine meetings and what have you and and uh I would I would really like to see the notice of a meeting for the specific purpose of doing something uh because you know you just can't do this arbitrarily and capriciously and the thing that that that really upsets me about this is that uh there there is no one associated with the lunenberg water district that has any uh skin in this game uh for their own personal good it's all for the the community and for the town and they the infamous day uh you know uh want their own way so that they can control whatever it is and and you know uh I I I this thing is going to blow up and uh I I just I just can't understand uh why uh the people uh involved uh uh doing this okay and I'm not naive I I understand but this is absolutely crazy so I would I would encourage you uh that you post the meeting and that you go as a unified group and make sure that they understand what your role is the expertise that you have the education that you have and and and and make sure that they understand that that you we the district uh wants to to do everything for the town um uh and it's it's just too bad that they're not not doing this um and and and what really upsets me is that we've gone over and over and over the fact that that if when the well uh is is put online um it's not going to drain uh Hickory Hills it's the there's so many things that they and they come up with these scare tactis I mean you know Mrs Bertram who I have the utmost regard for um just you know bringing in the the fact that there was a a dump site uh that that could infiltrate this area is ludicrous so they don't they're not fighting you know or debating this thing realistically they're just using Scare Tactics and and it's just absolutely crazy so D should know and and the other thing I'd do uh for me i' I'd get the the legislative uh uh folks you know the Senators and the and and the and the uh Representatives on tune because you know uh this thing's going to blow up so that's good idea I already have calls in the D but I didn't call any Representatives so yeah the other the other uh thing that that uh I I think is important for me uh is what's the latest on this P fast I mean I mean what just stop you we're in standby we're uh waiting for pilot tests yeah once that's done then we'll uh next year we'll apply for funding see what happens yeah once it gets to a certain level fall into the state's hands then we'll see what happens I don't know but years to to monitor come up with your plan you have to address it by the fifth year okay so and that that's not you know uh it it takes the control out of our hands and and everybody else's hands you are mandated right to do that so the difficult things which was one of our concerns which is why we thought we were ahead of the game there's only seven people in the state that can construct these treatment plants and with all the treatment plants that that are being proposed and the prices are almost well one was a bid the estimated budget was 40 million came in at 57 million yeah so the prices are going through the roof only two people bid it so our concern is as this thing goes down the road our budget numbers that we had projected a oh no throw them inow them in the trash already and as we expected we fully knew that everybody knew that well the the rocket scientists that that are on the other side of this issue I mean you know they just won't listen to Common Sense and it's too bad that they just go off with their head you knowwhere and it this is nothing to fool with this is very serious stuff I'm not kidding and uh you know the money is going to be astronomical John thank you for your comment Mr Ro is there anything else what G and Bruno mopus Ro um you said after five years something has to what what year are we in now uh we're still we haven't even made it through the first year regulation was just uh implemented in April okay so so this is all preemptive yes but the federal uh regulation was put in in April Mass DP needs to put theirs in they they can actually make this more uh strict uh they could squeeze the timelines no one knows what Mass DP cuz Mass DP is going over rule the federal one like like the current regulation now it well before April was uh Federal was 70 pots per trillion and Massachusetts was 20 so the mass actually made it more stricter so so no one no one thinks they're going to do that in this particular particular case but uh we don't know if they'll mess with the timelines or what that what that that process would be any other public comment Dave McDonald Island Road couple things I want to say first of all congratulations on becoming the chair and thank you for You' done commission thank you uh this is public comment it's coming from me nobody else no Woodlands no whatever I'm a customer of a wanted district and that's what I'm here to talk about I liked what uh Christine said last week you want to come out and hear opinions on why you could be further from the truth what you just said but that's okay so you question no hey hold on this is this is public comment com and to uh tell your water district customers that they're not knowledgeable as asinine but that's you that's okay the reason why I'm here is a couple of things you want to ask what's going on and why one of the questions is how many bids did you get from Engineering Services was it only one or did you get three or four or we we we had proposals from three three proposal we pick time for the yeah okay okay which was under um the Hickory Hills I believe they recommended them as well which was what helped us decide for because it was a firm it was a firm that had already been used that the that was already vetted by um the residents involved so the other question I have is have you guys seen the plant up in air mass I have not sure you have because you all are concerned about it you probably went and saw one and actually touched it and you guys did that right no no I did not see the one in a no okay I suggest you go up there they're very nice people uh they'll show you everything they'll show you the engineers and they'll show you the cost that came in $6 million that was done two years ago two years ago so if you take a look at inflation and stuff like that when you ask people that you want to borrow 32 million 36 million I don't even know what it is 32 cuz your presentation was awful it was absolutely awful if you did look at the presentations from Air it's very good it gives you everything and and that's what people want they want information they want to know where that money is going to so to increase that much money with 2400 customers you have 2 so you take 24 and again I'm not going to give you PS numbers and stuff like that I'm a businessman I'm not a calculus but you take a look at400 people in town or 2500 households 25 take that divided by the 32 million and minus the grants you're going to get or whatever that's a lot of money Mr Rogers a lots okay good for you that's great that's what people are concerned about as far as the Hickory heels well or if you can get it running within the codes I don't care but when you here and alienate us against a town I have a big problem with that well step hold on hold on hey hey hey this is public comment it's not Back in Forth I'm here today so you're addressing us I'm here today to ask you those questions this is what the problem is if you want to work on a problems that's what you got to do forget all the crap you have you have a past problem the town has a p problem what are the people asking for and you guys should have got that from the last vote and the vote was wrong by the way because the BR l a stand cup but if you take what was that what was that the that didn't win you look at the vote people just want to know and they're not getting that information clear there's no oversight here the only oversight in this department is you you and you that's the oversight so hopefully you're asking the right questions as well you know I mean Franny's been here for a long time and you've been here for a long time but you are the oversight for the company not the state no no Auditors come in you just work with the EP correct they theyve don't try to hold on this is just public comment I'm going to make a comment no he's making his comment and then let him yeah get give his time so again it's not being personal I'm just trying to tell you what the people are looking for and that's what happened at the last meeting so that's what we want we just want to know numbers and actual numbers but please look at the presentation from here they have two of them out there one was been built by Fort devans and the other one was built by the town of a and for deons was done through the Army Corps of Engineers and the one that you want and lunenberg is the one that air bought or or paid for uh we also know what it cost to clean it now I'm hearing a million dollars to cleaner well air just cleaned there for I think $100,000 after three two or three years so that's good this is good news that you should be telling the people where did you get all hold I need to know he let him finish his comment okay please I got the information cuz I called and asked the girl about it how does this work I went down and saw the plan you you guys got to go down and see this cuz it's kind of amazing I've seen plants I have not seen that one no no but that's it's it's a it does a 1.2 million gallons a day so I mean that's what this one does because he has a capacity 1.6 who was the engineer I please he has the floor let him finish this comment I they gave they gave it to like for I think the crap that's been going on for the last couple years got to s and that's everything I think we should proceed and go ahead and try to solve this and all I'm saying that would be a big at least for me to figure out where the Mone can I can I jump in on all good day so my my thing is when we talked to tyan B in the last meeting that was where we we we need more specific information so I kind of I'm I'm agreeing that we need more specifics you know uh more detailed uh I mean they did budget numbers but they were they were more Broad and expanded numbers to cover their butt because they they are projecting out years and not I think maybe in Air's case it was more hey we're building this thing too because they had to do it and uh so they they kind of knew exactly what they were building and what they were bidding this is the case of us we're projecting what we're going to bid we don't actually have the whole purpose of this whole thing was just to get the funding you know the srf funding correct so even if you're going to do that you can say you know what we're going to use up to 42 million okay but people are thinking again I'm just throwing the number out there but if it's 42 million where's it going I mean wouldn't you want to know I mean you sit there and say okay it's going to cost what nobody knows and that's your all fault when it comes to a fault you have to when you make a presentation you want to answer all the questions as if you're going to be there and that didn't happen in this Cas and again it's not a reflection on you guys are awful it's just a reflection of maybe Ty mom should have gadged you better you know as an engineer well I yeah I would I agree with some of the things that you're saying Dave and I understand that we need to move forward yeah okay I think tyan Bond did a great job with the information that we had I'm kind of wondering when everybody was saying a million dollars because they were looking at the Littleton plant you're now saying $100,000 because it's the airplant and and you're saying that we're not given the right information but the people the there were people working behind the scenes and and I agree with you that we need to work together and I love the fact that we've had one person show up at our last meeting now there's two PE three three people showing up at our meetings we have to have these conversations but we have to have them as not to try to um undermine undermine the others Authority and it and it's just back and forth everybody's doing it and I I read some of the stuff between the lines that's proposed by by people that don't come here and talk to us about something that directly affects the district they propose it behind the scenes or they go somewhere and get information and then once they have their information they wait till they can drop the bomb at a public meeting instead of instead of bringing the information where it needs to be out in the open I'm here today to so I'm telling you I haven't told anyone else but I'm sure anyone else can look on and look at he progress yeah no I I I understand that look at this as a business because that's what it is I I I appreciate you coming in and and and I do I appreciate the people that come in and and have these conversations with us what I don't appreciate is the people that have these conversations without us involved and don't even have them with us and then they go to that magical Facebook thing and everybody believes what they read on Facebook which I don't know how that happens but and and so what I'm saying is I I appreciate you coming in I appreciate your comments and and hopefully people watching that when they have comments and they have things that to call out and say hey you guys should go look at this stuff or you guys could should consider this stuff instead of it it coming from another another area that's how people work together and get stuff done but the other thing is that you have to answer questions we we couldn't answer questions that we didn't have answers to then you weren't ready for the presentation I guess is what I'm try to say which is which is great but we were trying to be I think with what we had um I I thought we did a a good job with what we had for information and we were trying to be as fiscally responsible as we can because regardless we all know that stuff's going to cost money down the road we've been down this road before in this community where we say no to a project and then we do the project a few years later and the cost is substantially higher and that's what we were trying to prevent I know and be and be ahead of it and be and granted yes we we couldn't give exact numbers in all du respect that's what I do I build things I build retail stores I know the cost of things right now are high but things are dropping pipe is dropping and you you know Mr Z what the cost of piping hasn't went through the roof but it is stabilizing and going down stabilizing and and so are good and they keep on doing what it's doing Now's the Time to strike don't wait a year I would stop doing it today you should start working this Pense problem today you have more we are so things things you got to realize is uh yeah what so if we did the pilot testing and you you have the system designed then then you can do those costs you know your maintenance cost you know this how you change so we we didn't get to that point and and I don't think we're not going to get to that point because you're going to need huge funding to design it so that that's why that price went up for the one we we did the 32 million because the design cost got put in there as well so that covered the design then that would have got the information so so I get what I'm getting for is we need to get that process done for the information for the people to support the boat but I'll send you I have a question for you Dave if you don't mind my question I'll send you the name of the engineer I think it's I we interviewed that guy the engineer in air you're talking about the superintendent no no the company designed start with i it's presentation I want to say we talked to the guy because he he he came in we were going to meet him down there to to oh yeah to show that they was going to show us all the stuff yeah so I'm not I'm not name poing to me either but I I going to make it I just got out of work but what I'm saying is that you just give them a call there are specialty people their specialty is pfest Ty and Bob not too much of pest from one here in the industry but they're good but I would just ask you know what what do you think and run the numbers by and say you know you built air for 6 million why is it 32 or whatever right that's all I'm saying do do you due diligence and that's what didn't happen last that's why uh I'm going to disagree with you just I mean you're definitely your your public comment and I do appreciate you coming here but I I I think we
