circulated circulated we speak proove the minutes of September 25th here look for a motion on that I make a motion we accept amend of September 25th 2024 second it second all those are in fav I we did that correctly close I'm getting there all right view time Bond submitted P Grant uh so yeah they submitted uh the grant to for funding we haven't heard back yet uh it's the same uh paperwork that we've seen in the past the process where they going look and test so uh mostly just you guys it's moving ahead see what happens they didn't have a timeline but seemed to think I think the last time they talked it was revolving so it's not a uh they decide on this date they take the application as they come yep so they have a full of money available and uh as people applied for it they they just is this the one that we were discussing maybe about a month ago about the different public this is that that and some some things we've already done correct yes reimbursement so if we get reimbursement that'll just give us future funding for more testing so we went from 456,000 so that's for the the P of testing and the updated master plan for p correct now where are we on the list of uh maybe getting some money and uh we don't really you know we're a small system so we get they have to give a certain portion of money to small disadvantaged or we're not disadvantaged we our small I think we not disadvantage uh so we're more likely to get money then you know fig Place yeah 31,000 population so for the water district we don't do the whole town we're at 7,000 so so we do fit into small system category if we ever just hypothetically let's say we expanded the district boundaries to the whole Community would the population would that really affect us down the I'm I'm not sure how that works if it's the population in the district or if it's a population res serve I'm not sure how that is so our particular case we serve seven P right so I'm I'm not sure how that would that how that would so if the district got bigger it wouldn't matter because we're still it's still who we serve yeah like is it a geographical or is it a uh yeah in our case I use the actual people serve yeah you know there's a whole formula I fill on I know everybody argues this but I do a whole form with DP how many people in the district how many two families four families 20 well I fill it all out and it comes out tells me nothing so it's a special pH now so if everybody argues it I'm not going to argue the pH DP has me do what I follow it that's comes out 7,000 so okay just sh this on that form how does something like arrive calcula cuz you how many 24 unit buildings are okay and then there's a formula for how many people are in that building understand so I have to we have to calculate how how many two family four family six family seven we have to do I have to do a whole spreadsheet on it all and they figure the total volum number out cool any other hopefully it works all good on that any other questions on that no oh that sounds good okay uh commissioners superintendent clerk treasur editions you got no I got a few things uh one one of the AT&T agreement for the chase tank is expiring in like a year and a half and they want to get moving on doing the RFP for it so I've speaking with uh KP law and uh there's actually two locations on that tank available for cell cellular carriers to to put their equipment on maybe in three if we squeeze it in there cuz we've had more in the past I so we're working on the wording on that so it's kind of uh difficult to word it because uh eight so we're going to take the two highest B we're going to put the RFP up open on this day and then we're going to see okay these two are the highest so if at AT&T isn't of the two then they're out of here so we need to make sure that the the RFP is correctly worded so that the people know that uh they can take access to the site on their termination of their agreement so I want to make sure we just do it right the other one of them's all ready to go and I I did send a uh uh location request to Verizon to move to that tank cuz we already have On the Sunny Hill tank and uh I here back from that M we'll see how it is I gave him the coordinates and the Heights and stuff and I told we have a structure already there available and the cable trays already on cuz we left that from next that was it so they should have been easy much easier install they decide to go there if um the bids come in lower than we think they should be can we refuse them you can but you're not going to get anybody but this if you think about it for you for AT&T now they could have some competition they could possibly lose this site if they don't if so it's I think it's it's going to be pretty competitive it it will be competitive because you got a lot of the uh the Wireless uh internet people y uh so that they they'll be competitive on that but AT&T wants to cut their rent they they don't want to pay what they're paying now well they could lose they could lose their whole spot they could lose the whole thing y so I I think that's going to make it more competitive so do they cut their rates on their phone bills no no I don't think they do that I don't think so either when I talk that Verizon they said uh something about their tightening up their areas they they the sites can't transmit as far as they used to so now they they got to move in closer and then you're not going to find many spots in lber As Good As yeah and it's highly populated area yep okay so that was it on that one and the only other uh thing I wanted to mention was uh I see comments on Facebook and stuff uh about you know we should have a master plan and uh ibody we we have a master plan plan it's all infrastructure you know uh every waterm in town date how many leaks how many breaks uh when we should fix it so we we have everything and a lot of these massav Parkway wh road so each you all have it so if you want you want to take a look at it is that a hardcore data master plan well no it's it's more of a capital Improvement I know what you're I get I get what that so anyway so it's it's there so we have it but the thing we need to everybody needs to realize is past wasn't round when this was done peace pass came up two years ago so it's not part of this plane this plane is still going to exist 20 years from now 30 years from now p is still going to be here 20 30 years from now so so we need to merge the new P regulations with the master plan that is already in place the infrastructure Master infrastructure correct correct well so I I agree with what you just said and I think that people are living in a closet somewhere if they don't think that not just water any municipal or utility entity is not going to have expenses coming Capital expenses coming down the down the line that uh people aren't aware of right now if you think sewer or even Unitil doesn't I mean we've already seen it Unitil prices have been getting jacked up well you know Unitil came into town and they took over all of the the poles right so when they took over all the poles they're replacing a a ton of Po so that's a capital expense so any utility is going to incur you know Capital expend expenditures on a capital as as we go into the future and you know the fact that we have this and we are working on past you know it's going to cost more money so what what quality do you want in your water infrastructure and your water quality I think another that's that's what the bottom line comes to well to add to kind of what Mr bur saying like I I think it's important that if you kind of even took a look back let's say the past 15 years Mo what the water rates have been uh versus let's just say some of your other utilities I know that my Unitil usage has remained pretty consistent in 15 years yet my bill has gone up 300% my water usage has been pretty consistent for the past 15 years and I think it's gone up maybe 20% and you know for the people that wonder why things go up I mean we go through it all the time signing these warrants where our chemicals are through the roof our electricity is going through the roof I think it's important for people understand that you know we're um like a not for-profit company here we're here to make sure it just doesn't go broke and that we do the best job with with the resources we have to provide good clean Quality Water so sometimes you see I understand people just may get frustrated like my last bill was I I filled my cool that's how it is um so I think if if you look into some of the things from perspective and I definitely started kind of going through some of my just man in the past 15 years things have gone up a lot the water bill is actually the one that's been the most consistent but we have we have things emerging be our our infrastructure is is is aging out so you know what you know some of the stuff's mandated that we're going to have to do in order to maintain turning the faucets on right P we P have to do this isn't like we we want to do this we have to do this I think that's a hard one for people to kind of grasp like I mean I wish past never existed we would just just Pro making our system better here and there in the pieces that we can but yeah the P pass is throwing a big wrench in it but we got to do something we can't just do nothing that that is not an option I can't understand why the people in town don't they just can't grasp that the bills are going to go up because our expenses are going to go up they think the water bill should never change never should always stay the same well I I I think that I think that some of the consensus is I mean they want to try to control everybody wants to try to control their expenses and as and as they go up but a lot of you know you don't some of it is deflection because they they you know some people want you to focus on certain things and I think even even in some of the conversations that we had with people about p and where we should be treating and what we should be doing that even the the the comments that come out from that they're not the same from everybody they can't get on the same page as to what what the public can't get on the same page as to what they want because there's so many different factions so I I think that you know we got a long road ahead of us and we're going to have to put together you know this is stuff that we've been working on so to say that we to say that we don't we don't actually put money towards infrastructure would be false we constantly keep doing it so to say there's going to be an added expense depends how much of this list we we try to take off but we are we are currently incurring funds and currently upgrading our system as we go so to say that whoa we got to watch out you know we're going to have to update all of our infrastructure well we're already currently working on doing that where the superintendent says we're we're doing that but now here's p is something that is unexpected that we need to do um you know any utility runs into it the the sewer department runs into hey we over Co pumped a lot of poop you know so now our pumps are getting worn out and and we're having problems with elbows and stuff because we put more poop through the pumps yeah but they also make more money by doing that yeah but but you also have to spend more money to up to to Capital money to for your infrastructure I drive over I can't the the number of they talk about manholes and how many I drive over in town now to go and I'm wondering to myself how many times is it going to go and and I understand they they have to spend the the capital to do it and that's one of the their things so you know just us it's our job to try to manage that and and uh do the best we can but yeah to let the public know we're we're doing it currently so it's not going to be anything new that we're not doing the new is the past management I think another uh important thing for the public to know is the things that on this Capital Improvement plan that a lot of this Maple Park way that we did ourselves you know uh this massab project is one of the larger ones that we've had to do in recent years and this is what maybe has you know gotten more attention than other ones but people don't see Maple Parkway getting done if you don't drive by there you would why would you first third fraction fraction AC we can do it we can do it we've done it very efficiently this is one of the first times it's on a state road that we had to you know just would have been it would have been too much so so actually that's what kind of brought up a lot of these comments was the $25 charge on the bills right you know a lot of comments that you know uh back when we did that you know it wasn't the bylaw that said they that we need a 2/3 vote which is absolutely untrue so everybody knows we were borrowing money it's always a 2/3 vote so everybody knows didn't need the bylaw and I look back it was 100% unanimous vote people that were making the comment would hear at the vote yeah you know so so it's kind of see it's kind of sad when you see all these comments coming over and when we know that a pathetic it's on they will actually vote that gets me that get that's gets me back to one of my other thoughts when you said seeing on Facebook I've stopped and I know there other other committee members in town and stuff use that for informational purpose only don't take it to heart because I I just I look at it as a a a platform for for people to spout off and if if people really cared about what was going on they would come in and have the conversations with we know the people that care about what's going on people who making the comments are sitting at sitting you know what you I again I I don't put a lot of value on what I see on Facebook um um if people really cared about it they should come in here if they want to spout off on on Facebook then well they don't have to look you in the eye when they're on Facebook don't take a high you're doing a good job okay yeah and and and it is good that we have this conversation and talk about that you know people are saying well we're going to have this you know we have these big expenses coming no I mean you're right massav is isolated we've been working on Replacements and doing what we can in-house and we're going to continue to do that so you know it's just it's a it's a difficult process that we have to go through and um you know trying to uh you know let people know as we get the comments and respond to them this is a perfect response to to something like that so next on the list for water is Rowling Acres yeah and I'd like to do that our where is it ring Rolling Acres but know but then that all the P stuff kind of puts it how how much money's going to that you know CU we got yeah past is going to be a huge expense to the community and it's a matter of how how much do we want to you know what what does the community want for a water supply do they you know you get the people that have concerns when the water shuts off for 3 hours well 45 minutes what what's going to happen when we we put mandatory restrictions that you can only use a certain amount of water because of our supply and and because our supply is going to be shrunk from D based Bas on what the past regulations are so it's it's it's there's a lot of moving Parts um there's going to be a lot of unhappy people well you know the goal is to try to take the information we have give it to them the best we can and and do the best we can for the water supply in the system let's be honest we're not going to be happy either you know I mean we don't want we don't want to do but they don't seem to understand that we're doing what we have to do yeah and they're going to do what they have there's also a lot of custom they do yes you I've had a mix of the phone calls I've had a lot of people that have given big compliments you guys are doing a great job down there thank you this is an important stretch and then I've had a couple people that didn't know well I don't understand I'm not on that part why am I paying for it well so I've explained it and then they understood it for the most part and then we've had a few people one wot wrote on his bill it was normally a $75 minimum charge Bill and was 100 and R Crooks across the the receipt you know so we're always going to have the few whatever but for the most part the people who actually call and have questioned and given me a chance to explain that it's part of the whole system that it's not a betterment they've they've got it so I do give uh MDR Credit in they did a very good job of traffic flow that entire project there someone who drives by there all the time oh overall I I thought they did a great job on a project and you're going to have bumps on a project Road was like never like shut down like today we we we tried to pull a line for the cable cross W so we ended up digging it so we it was right at the time when the bus was coming in for the for the uh primary school so we we just sat there and waited let's wait for the buses to clear so we did we sat and waited cleared boom and we did we did our thing I thought MDR and the staff here have been and done a great job overall with that project um and and yep going to be a couple bumps in the road and it's going to be a few inconveniences but when it's done the idea is that there again yeah so great only other thing Ryan new new employees need six months probation period he's doing a good job uh he's actually he's taking classes on Wednesdays now for his uh D1 T1 license or training so he's doing good he's uh spends a lot of time down on massav he does GS all the books so it comes time for theay requisitions we take what he writes and compared to what the MDI wants to ball we confirm everything's right on so he learned he learned a lot by watching people do the job so he's going and uh PJ's getting more time in the back they fixed a couple leaks curve stops and stuff like that so everybody's kind of you can see that that they getting more involved and uh their knowledge is really really CL so it's good good to see good that's all I yeah do we have any other old business on there I don't think we have it's just Massa ums but yeah it's still that's still going so M we get one house service left to do on the long side and then then it's done so we can take the temporary down uh we're hoping that Friday we can start taking temporary out so and then they go to clean up y so temp down then they'll start uh as they take the temporary out and they're going to stop patching the driveways that they Road I'm going to put to Road both Road on get those done quickly yeah yeah pretty pretty rough pulling in and out of there but those those are some of the inconveniences we talk we talk about you know pulled out of town and Har to was we need to fix that for the weekend any status on the testing going on at Kings as far as that they do they have they don't have any data yet on whether the way we have to modify the the treatment Nothing Better Way okay cool anything else Mr uh one uh I got some prices for the truck you know we want to get rid of the one time truck I got prices from uh HQ now it's the Govern the state bed stuff and it was 83,000 for the Ford a 3 to 5 yard bucket they s for in Dodge and the Dodge was 89,000 gas gas engines cuz yeah yeah and then and there those are 5500s or those 55 yep so the Ford he said uh was 3,000 highed gross V away from the do and we're not looking for a plow cuz we have enough other plow trucks truck straight truck straight Truck Yeah they they those were quotes for fourel drive two fourel Drive yeah yeah you need you still need to have a four-wheel drive even if you're not plowing who knows down the road maybe you do put plowing on yeah and your water mains don't you know they they're not they happen in the winter in bad weather yeah so anyway something to think about I I don't know uh I think I can send all you that information you can check them out but uh we have options either we we buy off the state bed or we actually go off to bed how bad do we need uh we fixed the one t ago and the one t you overload that a lot well even if you don't overload you can't tell so we need to we need to spend some money on it I can't believe the price of stuff what was the number on it 90 80 grand 83 to 90 for a heavy heavy I mean a regular one 65 what year is that one 11 yeah so that one's it's just you when you back up you you have no mirror so you got to take the mirror and hold it off the window see but the dump body itself is they had to they were dumping stuff from fixing something and they had to grab thebco and pull with the with the age with the age of that truck I think trying to fix that truck and keep in service you're asking for for issues if you guys wanted to fix it up a little bit I don't I don't mind keep what what are you guys want I no when when they need that truck and when when things need to get fixed I guess I just don't know how bad that truck is you know what you come and drive it and you can see I'll tell you you see my SC like brand new so suggest because I hear Dodge has got problems yeah I I think all brands pretty much y y no I noted I'm not I'm not pushing forward or Dodge but I should Terry's pretty good about Terry's looking things up and going all right if we're looking at this truck or this truck he'll go on like Terry of the town of for he's very but he also goes on a lot of um forums to see people talk about just remember thatal or the the Chevy the GM version um I that's that's why I'm thinking maybe if we go to Pig we can we can open it up to everybody I like like even uh Paul has that P that small six wheel P I mean I have no idea what those cost but it's just I look at the I do yeah I think if we do get something it still should be like a one time I'm I'm a fan of the small you know like regular smaller regular cab a 3 to 5 yard body whether it be a 450 550 not a 350 you they make them I think they're 3 to six yard bodies on I think you should probably check with ped bille because they're trying to get into the market around here big time not that they're going to give their trucks away but they want to get their trucks out there I would check so it won't hurt to give I mean even if same price of a four well I just think it's also the size of the vehicle like a regular one t like we have now is a very convenient to use truck I understand that you can't put 20 yards in it but sometimes you just need a you use that a lot more than just a dump truck I go down yeah I mean it's a comfortable truck to it's a pickup truck it's a you know so like M it's a very multi-purpose I wouldn't want to go larger than the let's let's say your standard C pickup um just because we have we have an A Car well saying that you know the next thing is take those two trucks and merge them into something that's somewhere in between but I know you don't want to hear that story so let's stick to what we're talking about one truck time yeah one truck one one shot you know you know my theory about a US
