later date on the lunberg public access Channel I would like to introduce the commissioners of the lunberg water district Mark bur chairman John Esposito and Matthew Woodward Christina schwanger is our clerk Treasurer Fran MN is our superintendent and Brian Riley is our district council I am your moderator Jeff bam with the clerk please read the war posting [Music] in the name of the lunenberg water district of lunberg Massachusetts you are hereby directed to notify and warn the voters of the lunenberg water district to meet in the lunenberg High School auditorium at 1079 massab in lunenberg on Thursday the 16th day of May at 6:30 p.m. then and there to act on the following article thank you uh rules for the meeting are as follows if you have a question please come to the microphone there two set up here in the aisles state your name address you'll have approximately 3 minutes or so to give a comment or a question use your time wisely I will let the dis District Commissioners speak first to the article if you wish to make an amendment you have to be in writing and brought to me I will determine along with Council if the amendment is in the scope of the article moving the question means cutting off debate no more amendments or discussions after that if the audience feels they need more time and more discussion you can vote it down and we'll continue exceeding $ 32,200 th000 to pay cost for Designing and constructing a pest water treatment facility located at the existing Lancaster Avenue wellfield and in and for the payment of all the costs incidental and related to related thet and not to meet this appropriation the district Treasurer with the approval of the board of the water Commissioners is authorized to borrow set amount under and pursuant to General Law chapter 44 subsections 7 and 8 or pursuant to any other enabling Authority and to issue bonds or notes of the district therefore all or any portion of the sparring may may be obtained through the Massachusetts General Massachusetts clean water trust in accordance with Massachusetts General Law chapter 29 c as amended the district Treasurer and any other appropriate official of the districts are authorized to execute and deliver any and all agreements and other documents that may be required by the trust or the Commonwealth of Massachusetts Department of Environmental Protection and connection with any Financial any financings to be attained through the [Music] trust okay is that second mov second it sorry second it okay I Mr Bush Mr moderator acceptance of this article by the district would state that the district district is committing to a 0% State revolving fund loan with principal forgiveness the district went through an application process with the state to obtain this special fi financing of 0% with a minimum of 3.3% principal forgiveness the loan from the state is valued at $ 32.2 million the allocation through our the allocation through our applic with d would be for a transmission line from the Hickory Hills well to the Lancaster AV wellfield no treatment would happen under this plan at the Hickory Hills site a treatment plant would be constructed at the Lancaster AB well sites to treat the water transported from the Hickory Hills well and to treat the water at the wellfield at Lancaster AV the treatment would include treatment of iron manganese and pasas the current allowed level from the Environmental Protection Agency for p is four parts per trillion all lunenberg Water District supplies are going to be required to treat p in the near future with arpa funding the district developed a master plan looking at treatment options funding options and finance options this would be the first phase included in the m master plan for treatment and sustainability in the water district supply for many years to come that is my description of the article Mr moderator that is it you said three minutes I made it quicker a minute minute and 40 seconds wow that was great okay it's uh questions are open to the floor there was a I already does you have to turn it on turn the mic's on Dave wait you got me now there we go Dave Paso's 56 waiting Street um my only question right at the moment is that make an assumption that this uh article passes this evening um I'm wondering how the cost of the uh loan and the construction to the water users will be built out over the years will it be built into the price of water per 100 cubic feet or will it be a separate special assessment on the bills yes there'll be uh increase in the minimum charge uh per quarter and then the usage charge will also increase uh so there's the tiered layers of the blocks uh every layer will increase uh preliminary just for this article uh that you're that's on the on the floor for tonight uh anticipated the uh quarterly increase will go up $45 and the uh usage charge will go up by $4.80 above from what they are now currently those are average numbers the average bill or you uh what I did is I took all the meter ratings and I ran different rates through them to come up with the numbers that we needed to to pay for the loan okay so my point is that if it was a special assessment then everybody would be assessed equally that's on the system if it's not a special assessment then it's based on the amount of water they're actually using is that correct uh it's going to be both where we increase the minimum charge it's everybody's going to pay that and then the more you use the more you'll pay right okay
